Charles J. Colgan Visionary Award

Winner Carlos Castro, Todos Supermarkets Carlos Castro, owner of Todos Supermarkets and a highly regarded community leader, received the Prince William Chamber of Commerce’s Charles J. Colgan Visionary Award on Tuesday evening. Castro was nominated by several other chamber members, who cited his extraordinary vision, leadership and motivation. Todos Supermarkets (the Spanish word for “everyone”) has grown to a multimillion-dollar business over the past 20 years, specializing in foods and services for people from Latin America, the Caribbean and Africa. Staying in tune with

area consumers, Castro recently expanded his supermarket to offer ancillary services such as postal services, money transfers, insurance and travel services. In addition to his business success, Carlos is well regarded in the community for the invaluable support he provides - whether giving a helping hand to those less fortunate or helping Latinos assimilate in the area and become contributing members of their own communities. He works tirelessly to foster open communication between the Hispanic community and local government, and he is dedicated to promoting education and developing leadership in young people. One nominator said, “Carlos is an ambassador for empowering people to learn, do better and prosper.”

Charlie Deane, retired Prince William County Police Chief: Nominated for his 24-year tenure as police chief, including his stance on post-arrest screening of immigrants and his unflappable, no-nonsense handling of the 2002 sniper attacks. Linda D. Decker, President and CEO, Flory Small Business Center: Nominated for demonstrating extraordinary leadership to all those she serves. The Flory Small Business Center is a nonprofit that assists existing small businesses and start-up entrepreneurs. Bishop Lyle Dukes, Harvest Life Changers Church: Nominated for his support of the chamber and willingness to volunteer for a variety of different projects, as well as his leadership of a church that serves both its members and the community at large. Rob Heltzel, Heltzel Mortgage: Nominated for running a successful mortgage lending business for over 28 years and for being a great supporter of the community, including heading the SERVE board of directors for many years Rick Hendershot, Hendershot, Burkhardt & Associates: Nominated for being “an unsung hero in our community” who is extremely humble and selfless and supports numerous community events and causes, all while running his own firm. Guy Hinkler, Insperity (V2 Systems): Nominated for being a great supporter of Prince William County and the chamber for 17 years, and also for building a business from the ground up and

then selling it. John Jenkins, Neabsco District Supervisor, Prince William County: Nominated for his 30-plus years of service on the Board of County Supervisors, his dedication to his family and his longevity in representing the citizens of Prince William. Dr. Gary Jones, Youth For Tomorrow: Nominated for his leadership of Youth for Tomorrow, a residential, counseling and educational center for at-risk teenage boys and girls, since 1996, as well as for his vast community service. Donna Snellings, NOVEC: Nominated for serving as the Public Relations Officer for Northern Virginia Electric Cooperative (NOVEC) for 28 years and demonstrating extraordinary care for the community, including her service as a board member of the American Red Cross – National Capital Region. Rob Tolson, retired, Insurance Management Associates Inc.: Nominated for being a loyal supporter of the Prince William community as a resident, businessman, and family man, and serving in numerous roles, including as chairman of the Prince William Regional Chamber of Commerce.
