Stafford tax rate is higher

tafford County’s Board of Supervisors elected to set the real estate tax rate at $0.99 at the April 24 meeting, generating a revenue increase of approximately $4 million, according to a county release.

Before this meeting, supervisors did vote to advertise the real estate tax rate at $0.99, which was above the county administrator’s proposed budget tax rate of $0.965.

Moving forward with the adopted tax rate, the board plans to hold two additional budget work sessions. The first scheduled for Tuesday, May 1, at the 3 p.m. to will take into account the various revenue options available for the fiscal 2019 budget.

Supervisors will consider the final budget during their second work session at 2 p.m. May 2. The fiscal 2019 budget takes effect July 1.

The board also adopted a rate of $0.082 for the Garrisonville Road Service District and approved an equalized rate of $0.368 for the Hidden Lake Service District.

The final step in the budget process is for supervisors to consider the Capital Improvement Program with a vote at the regular meeting June 5. The CIP is a proposed schedule for the expenditure of funds to acquire or construct improvements over the next 10 years.

This year the supervisors participated in a joint CIP process with the school board to collaboratively identify the needs of the growing county.

County hosts students for Government Day

S

eniors from Stafford County’s five high schools came to the county seat this week to get a glimpse of local government, even participating in a mock board of supervisors meeting. The students were there for Student Government Day, an annual event that let students shadow county employees and meet with local leaders, according to a news release.

“It’s always a pleasure to hold these events for students. Our schools have a diverse population of students with different talents and abilities,” said Chairman of the Board of Supervisors Meg Bohmke, Falmouth District. “We hope that

this experience with local government will be just the start of a lifetime of engagement in the community for these students.”

Students choose the departments in which they are interested and observed an employee from that department for the day. Students were also selected to serve as members of the board of supervisors, the county administrator, the deputy county administrator and the county attorney. Students then conducted a mock board meeting, undertaking a fictional issue affecting the community.

This event is part of Stafford’s effort in honoring Local Government in Education Week, celebrated the

first week in April by the Virginia General Assembly.

“It is important that students understand the legislative and executive process in local government,” said Supervisor Tom Coen, George Washington District, a Colonial Forge teacher who created Student Government Day 18 years ago. “As an educator, I wanted students to know that local government is accessible and that they can play a part in it.”

Student Government Day is just one effort by county government to reach out to students to familiarize them with local government.

Stafford hosts third-grade tours every year in the Government Center, where staff and volunteers teach students about the types of work performed by the county as well as some of the diverse history of the county.

Stafford also sponsors the Youth Engaged in Stafford program that gives high school students the opportunity to participate in one of the boards, authorities, committees and commissions appointed by the Board of Supervisors.

STUDENTS START NEW LEO CLUB Stafford Middle School recently adopted a new civic club for middle and high school students, to meet Mondays. The Leo Club, sponsored by the Lions Club, is led by faculty advisor Blair Hillegass.

University of Mary Washington increases tuition, fees The University of Mary Washington Board of Visitors unanimously approved an increase in tuition and fees at its meeting April 19, according to a news release.

Full-time Virginia residents living on campus will pay $23,384 per academic year, including tuition, fees, room and board. Similarly, full-time, out-of-state students living on campus will pay $39,318.

These increases were thoroughly deliberated as an appropriate means to signal Mary Washington’s strength among higher education institutions, according to Marty Morrison of the university.

Tuition and related fees for Virginia residents will increase by $526 per academic

year, or 4.3 percent. For full-time out-ofstate students, tuition and fees will rise by 4.4 percent or $1,214 per academic year.

Charges for housing and dining were set in November 2017. These charges will increase by $514 per academic year for the typical student living on-campus, or 5 percent for both Virginia and out-of-state students.

The increases will address top strategic priorities, as well as help offset operating cost increases and state mandates, according to Lynne Richardson, vice president for administration and finance. Priorities include enhancements to a number of student-based programs

and services, including the Career and Professional Development Center, accessibility and assistive services, and critical technology needs.

The university continues to assess ways to offer greater aid to all students, particularly those who are economically disadvantaged.

In addition, UMW is committed to building a more diverse student body as a reflection of its duty as a public institution.

Rector Fred Rankin said the action demonstrates the Board’s support of UMW and its commitment to excellence as a premiere liberal arts and sciences institution.

Either way, her email, wasn’t exactly a road map to acing the SOL. But Ms. Whitford was still fired and still had her license revoked for a year.

However, she has people on her side and the VEA, based on the SEA’s strong support, called for what’s been named the “Rebecca Bill.” It calls for other more, moderate penalties for a breach of SOL security besides firing. This could include a tool which I have used frequently, referred to as a “private reprimand.”

Arguably, the school administration could say it had no choice, which is a real stretch. But at least now, if this amendment passes in 2019, they will.

In the meantime Ms. Whitford, as soon as she reapplies for her license, has been offered several teaching jobs in other school systems. She’ll probably even get paid more. Which is sad.

But what’s worse is that as the result of an overzealous prosecution of this charge, and a lack of any alternatives short of firing, she will have to endure a black mark on her record.

As for Stafford, the school division lost a good teacher.

TO THE EDITOR Political radicalism in modern America During this presidential election we saw a rise in political tensions in the United States. Because of these tensions the seams of American society are being ripped apart. One of the political organizations ripping it apart is the extremely liberal group named Antifa.

Antifa, meaning anti-fascist, believe that a hidden majority of white supremacists and neo-Nazis are rising in the United States and running the country into a racist and bigoted state. And so, they employ anything they can to silence opposing speech. In doing so, they completely disregard the protections of the First Amendment. Their actions have been noticed and showcase just how immature and hostile they are. They are responsible for the protest marches during the inauguration of President Trump, the riot at the University of Berkley that destroyed hundreds of dollars’ worth of school property, and the assault and attacks on conservatives on college campuses.

Now we must ask ourselves as Americans is this what we want the future of America to be. Do we want to watch as our Constitution is trampled with no regard? Who should determine when your rights are afforded to you? I end this with this excerpt from the most important document in American history: “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are life, liberty and the pursuit of happiness.”

Demand that Scott Pruitt resign

Before the EPA, it was likely you had to tell your kids not to swim or fish in rivers or streams. Cities had air pollution was so thick is cities that you couldn’t see skylines. This is what could result from Scott Pruitt’s unmitigated disaster of leadership at the U.S. Environmental Protection Agency. Pruitt’s been rolling back lifesaving regulations like the Clean Power Plan, limits on toxic chemicals,

and fuel efficiency standards.

The story doesn’t end there. In addition to undermining our health, Pruitt is being investigating for corruption.

He’s spent over $150,000 of taxpayer dollars on luxury travel, exploited the Safe Drinking Water Act to give personal friends extraordinary raises, and secured a sweetheart deal to stay in a luxury D.C. condo co-owned by the wife of an energy lobbyist for $50 per night.

Thankfully, we have a strong leaders in Virginia like Don Beyer, Tim Kaine, Don McEachin and Gerry Connolly who have all called for Pruitt to resign as EPA administrator. Virginians know that enough is enough, and we need someone who will champion the EPA’s mission to protect our health and the environment to lead it. Scott Pruitt has never been that person.

We need leaders like Sen. Mark Warner to join Sen. Tim Kaine in standing up for the wellbeing of Virginia families by demanding Scott Pruitt resign.

ome values have been appreciating more per working hour than local minimum wage pays in about half of the nation’s 50 largest cities, according to a new Zillow analysis.

The typical U.S. homeowner is gaining $7.09 of equity in their home every hour they’re at the office, slightly less than the federal minimum wage of $7.25.

But homeowners in 24 of the 50 largest U.S. cities are in a much more favorable position, especially those in the booming tech towns of San Jose, San Francisco and Seattle.

In San Jose, the typical homeowner is gaining $99.81 of equity in their home every working-hour, but minimum wage in the city is just $13.50. That means the typical home in San Jose is “earning” over seven times local minimum wage. (The average hourly wage in the San Jose metro is $43.71, which is over two times less than local home value appreciation per working-hour.

“As home values continue to rise at a rapid clip, many homeowners have earned more in home equity over the past year than they would have by work-

ing a minimum-wage job – and in some areas, more than they’d have earned even if they had a job paying a six-figure annual salary,” said Zillow senior economist Aaron Terrazas. “Particularly for homeowners that have already or are very close to paying off a mortgage, this supplemental ‘income’ – especially if allowed to accumulate over several years – can essentially serve as a kind of second job that pays directly to a homeowner’s bottom line, without nearly as much actual work involved in collecting it.”

Home values have been appreciating in San Francisco at a rate more than four times the city’s minimum wage, and in Seattle, which has the highest minimum wage among all cities analyzed at $15 per hour, the typical homeowner is gaining $54.24 of equity per workinghour.

Homeowners on the West Coast aren’t the only ones benefiting from a hot housing market. Home values in New York, Las Vegas, Honolulu and Nashville have been appreciating over $6 more per working-hour than the city’s minimum-wage earners make, according to the data.

Home values appreciating fastest at lower end of price spectrum

wners of starter homes across the country are gaining equity faster than other homeowners because demand for entry-level homes continues to grow faster than supply.

The phenomenon – which has become more pronounced over the past few years – underscores the power of home-ownership to build wealth, particularly among the middle class.

For its analysis, Zillow divided the U.S. housing stock into equal thirds based on value, and determined the median value of the most and least valuable homes.

Over the past year, homes in the most affordable segment of the market, which are often sought after by first-time buyers, gained 8.5 percent in value, compared to a 3.6 percent gain for the most expensive homes.

Over the past five years, the difference is even more noticeable: people who own starter homes have seen their equity grow by 44.4 percent, while owners of top-tier homes have gained 26.6 percent.

A home is the biggest financial asset and a significant share of net worth for many homeowners. Less-affluent homeowners typically have more of their wealth in their homes than homeowners with a higher net worth. Owners of more

affordable homes are seeing their homes’ value, and therefore their overall wealth, grow rapidly.

“When the housing market crashed, owners of the least valuable homes were especially hard hit, and lost more home value than homeowners at the upper end of the market,” said Zillow senior economist Aaron Terrazas. “Since then, though, demand for less expensive, entry-level homes has built steadily, causing prices to grow rapidly. As a result, these homeowners have been able to build wealth at a faster pace than owners of more expensive homes.”

Strong home-value appreciation among more affordable homes is beneficial for people who own those homes, but also makes it difficult for buyers trying to enter the market. Inventory among the most affordable homes is extremely limited, making for a highly competitive market going into home-shopping season – there are nearly 18 percent fewer entry-level homes available now than a year ago.

Among the largest U.S. housing markets, owners of the least expensive homes in Tampa, Florida are seeing the greatest gains in home equity. Over the past year, VALUES

these homes have gained 20.4 percent in value.

Las Vegas homeowners are close behind.

The most affordable homes there have appreciated 19.9 percent from last year.

On the flip side, San Francisco, Seattle and San Jose are the only large markets where the most expensive homes are gaining value faster than starter homes.

HOME OWNERS SPEND BIG BUCKS TO SELL HOUSES

U.S. homeowners spend $18,342 on average to sell their home, according to Zillow and Thumbtack’s “2018 Hidden Costs of Selling” analysis.

But for those in higher-cost markets, such as Northern Virginia, the total could go much higher.

“Even in the hottest housing markets in the country, selling a home takes time and costs money,” says Jeremy Wacksman, Zillow’s chief marketing officer. “From decluttering and staging to pre-inspections, agents and homeowners often spend months behind the scenes prepping a home – well before it’s listed on the market.”

Zillow and Thumbtack identified several common, but often overlooked, seller expenses and calculated what they would cost around the country. Since most (61 percent) of today’s sellers have never sold a home before, many of these costs may come as a surprise.

Home sellers spend more time getting their home ready to sell than it will spend on the market, with the majority (78 percent) of sellers making at least one home improvement.

Sellers who hire professional help spend $4,985, on average, to cover many basic seller-prep projects like painting, staging, carpet cleaning, lawn care and gardening, and local moving costs.

Labor costs can vary significantly by metro. Sellers in San Jose, Calif., pay $6,580 on average, whereas sellers in Dallas pay an average of $3,720 for the same projects.

Home sellers are also responsible for agent commissions and transfer or sales taxes, which are two of the largest closing costs.

Nationally, sellers spend $13,357 on average for both costs. However, since they are percentages of a home’s sale price, sellers in pricey markets like San Jose pay much more – $74,927 on average for the median priced home, the highest of the metros analyzed. Sellers in Indianapolis pay the least ($8,604), as home values are lower and the state has no transfer tax.

Despite low inventory in many parts of the country, sellers still encounter massive pain points. From unexpected costs to determining the right list price, three out of four sellers say it was stressful or challenging to sell their home, according to the 2017 Zillow Group Consumer Housing Trend Report. More than three in four sellers say they made at least one concession during the process, with reducing the list price as the most-cited compromise.

“While there could be some initial sticker shock associated with the costs of selling a home, investing in home-improvement projects like painting and home staging often proves to be very valuable in the long-run,” said Lucas Puente, a Thumbtack economist. “Homeowners starting to think about selling should take time to research

and budget for the projects that can ultimately help sell their home faster and at a higher value.”

MORTGAGE RATES STARTING TO CLIMB

The years of historically affordable mortgage rates look to be ending, as rates have steadily increased in recent months and show no signs of turning back.

Since the beginning of the year, mortgage rates have increased nearly 50 basis points. Historically low mortgage rates have been the silver lining in today’s competitive housing market, keeping monthly payments relatively affordable even as home prices reached new peaks.

At the end of 2017, mortgage payments on the typical U.S. home required 15.7 percent of the median income, according to Zillow’s Q4 2017 affordability analysis.

In the late 1980s and 1990s, mortgage payments took up 21 percent of the typical income.

If mortgage rates reach 6 percent next year, near the upper end of forecasters’ expectations, the share of income needed to cover monthly housing costs on the median U.S. home will be 20.5 percent, nearly the historic norm.

Combined with record-high home prices, housing affordability is already suffering in these markets, and will only worsen as rates climb.

In several large U.S. markets – including San Jose, Los Angeles and Miami – mortgage payments already take up a significantly larger share of income than they did historically.

In San Jose, the share of income needed for mortgage payments increased from 36 percent historically to 46.1 percent at the

end of 2017.

An additional side effect of higher mortgage rates will be felt in housing inventory, as some homeowners with lower mortgage rates may hesitate to sell their homes and take out a new home loan with a higher rate.

Most home shoppers can absorb modest increases in mortgage rates, but once rates begin to approach their historic levels, they will eat into housing affordability for buyers and could limit the number of homes for sale.

Inventory has fallen on an annual basis for 36 consecutive months, so any factors that further limit inventory will be a strain on the market.

“For nearly a decade now, home-buyers have been buoyed by historically low mortgage rates that made buying a home more affordable than it was for prior generations, but tomorrow’s buyers may not be so lucky,” said Zillow senior economist Aaron Terrazas. “Rates are showing a clear upward trend, bringing an end to an era of historically affordable mortgage payments.”

“Some homeowners who locked in a lower mortgage rate may look to alternatives, like renovating their current home instead of becoming a buyer in a stressful, competitive market,” Terrazas said.

Renting doesn’t provide much relief as an alternative to home buying. The typical U.S. rental payment requires 28.9 percent of the median income. In 14 large U.S. metros, rent takes up more than 30 percent of the median income, widely considered the standard for unaffordable housing costs.

The year 2030 will mark to mark an important demographic turning point in U.S. history, according to the U.S. Census Bureau’s 2017 National Population Projections.

By 2030, all Baby Boomers will be older than age 65.

This will expand the size of the older population so that 1 in every 5 residents will be retirement age.

“The aging of Baby Boomers means that within just a couple decades, older people are projected to outnumber children for the first time in U.S. history,” said Jonathan Vespa, a demographer with the U.S. Census Bureau. “By 2035, there will be 78 million people 65 years and older compared to 76.4 million under the age of 18.”

The 2030s are projected to be a transformative decade for the U.S. population. The population is expected to grow at a slower pace, age considerably and become more racially and ethnically diverse. Net international migration is projected to overtake natural increase in 2030 as the primary driver of population growth in the United States, another demographic first for the nation.

Although births are projected to be nearly four times larger than the level of net international migration in coming decades, a rising number of deaths will increasingly offset how much births are able to contribute to population growth. Between 2020 and 2050, the number of deaths is projected to rise substantially as the population ages and a significant share of the population, the Baby Boomers, age into older adulthood.

As a result, the population will naturally grow very slowly, leaving net international migration to overtake natural increase as the leading cause of population growth, even as projected levels of migration remain relatively constant.

Other highlights from the report: • By 2060, the United States is projected to grow by 78 million people, from about 326 million today to 404 million. The population is projected to cross the 400-million threshold in 2058.

• In coming years, the rate at which the U.S. population grows is expected to slow down. The population is projected to grow by an average of 2.3 million people per

year until 2030. But that number is expected to decline to an average of 1.8 million per year between 2030 and 2040, and continue falling to 1.5 million per year from 2040 to 2060.

• As the population ages, the ratio of older adults to working-age adults, also known as the old-age dependency ratio, is projected to rise. By 2020, there will be about three-and-a-half working-age adults for every retirementage person. By 2060, that ratio will fall to just two-and-ahalf working-age adults for every retirement-age person.

• The median age of the U.S. population is expected to grow from age 38 today to age 43 by 2060.

• The non-Hispanic white-alone population is projected to shrink over the coming decades, from 199 million in 2020 to 179 million in 2060 – even as the U.S. population continues to grow. Their decline is driven by falling birth rates and a rising number of deaths over time among nonHispanic whites as that population ages. In comparison, the white-alone population, regardless of Hispanic origin, is projected to grow from about 253 million to 275 million over the same period.

• The two-or-more-races population is projected to be the fastest growing over the next several decades, followed by single-race Asians and Hispanics of any race.

The causes of their growth are different, however. For Hispanics and people who are two or more races, their high growth rates are largely the result of high rates of natural increase, given the relatively young age structures of these populations. For Asians, the driving force behind their growth is high net international migration.

• By 2020, less than half of children in the United States are projected to be non-Hispanic white alone (49.8 percent of the projected 73.9 million children under age 18).

About 72 percent of children are projected to be white alone, regardless of Hispanic origin.

• The share of children who are two or more races is projected to more than double in coming decades, from 5.3 percent today to 11.3 percent in 2060.

MILLENNIALS BUYING THIRD OF HOMES SOLD Home purchases by Millennials ticked up over the past year, but inventory constraints and higher housing costs

kept their overall activity subdued and prevented some from leaving the more affordable confines of their Gen X and Baby Boomer parents’ homes.

This is according to the National Association of Realtors’ 2018 Home Buyer and Seller Generational Trends study, which evaluates the generational differences of recent home buyers and sellers.

The survey additionally found that Millennial buyers prioritize living close to friends and family over a home’s location and proximity to schools, and an overwhelming majority used a real estate agent to buy or sell a home.

Slightly more than a third of all home purchases were made by Millennials over the past year (36 percent vs.

34 percent in 2017), which kept them as the most active generation of buyers for the fifth consecutive year. Gen X buyers ranked second (26 percent; 28 percent in 2017), followed by younger (18 percent) and older Baby Boomers (14 percent) and the Silent Generation, those born between 1925 and 1945 (6 percent; 8 percent in 2017).

According to Lawrence Yun, NAR’s chief economist, this year’s survey findings reveal both what it takes to be a successful Millennial buyer in today’s housing market, as well as why, even though sales to Millennials reached an all-time survey high, stubbornly low inventory conditions pushed home prices out of reach for many. As a result, the overall share of Millennial buyers remains at an underperforming level.

The typical Millennial buyer in the survey had a higher household income ($88,200) than a year ago ($82,000) and purchased the same-sized home (1,800-square-feet) at a more expensive price ($220,000; $205,000 in 2017).

Millennials also had higher student-debt balances than in last year’s survey, and slightly more of them said saving for a down payment was the most difficult task in buying a home.

“Prices keep rising for the limited number of listings on the market they can afford, which is creating stark competition, speedy price growth and the need to save more in order to buy,” Yun noted.

After graduating 12 seniors from last year’s 19-1 state semifinalist, Colonial Forge’s girls lacrosse team had holes to fill.

But that’s not why first-year head coach Nate Medic kept seven freshmen on varsity. Without them, the Eagles still had a full roster.

Medic made the move to develop a talented group of players who already had at least four years of lacrosse experience.

In other words, they were ready for the challenge.

“They’d get more out of varsity,” Medic said. “We’re excited to have them.”

The freshmen have helped the Eagles hit their stride. After hitting a lull with back-to-back losses to Eastern View (1615) and Colgan (20-6), Colonial Forge (5-2 overall record through April 22) has

played two of its best and most complete games with wins over Mountain View (98) and Riverbend (11-8).

“When you mix freshmen with seniors, it takes time to buy in,” said Medic who was an assistant for Mountain View’s girls lacrosse team in 2017.

Of the seven freshmen, two (Mary Ellen Schuster, Maggie Hatton) start and a third (Annamarie Hanville) sees lots of minutes off the bench. Schuster and junior Kadence Stanton are Colonial Forge’s primary scorers.

Senior Jessie Close, who has signed with Northern Michigan, has provided another boost for the team. A returning all-conference starter on defense, Close was moved up to midfield a few games ago.

“We weren’t flat out winning draws,” Medic said. “She gives us the best chance to win those loose balls.”

It didn’t take Mountain View High graduate Justin Pearson long to realize it was a big jump from high school baseball to the Division I Colonial Athletic Association.

And the William & Mary freshman pitcher didn’t even have to face batters from other schools to find that out.

He learned that in intrasquad games last fall in Williamsburg.

“With fall ball, you have to emphasize location when you are pitching,” Pearson said. “You just can’t let the ball go over the [middle of] the plate. College players will eat that up. I saw that in my first outing in the fall. I was getting hit around a lot.

I started to get a feel for the strike zone.”

That adjustment has continued this spring for the Stafford resident.

“On the field, when you get to college everyone [is] their high school’s best player,” he said. “You are playing against the best player from their high school.”

Pearson, in games through Monday, was 0-0 with an ERA of 4.58 in 11 games, with two starts.

In 17.2 innings he had allowed 20 hits, but no homers, with 12 strikeouts and six walks.

The lefty pitched a season-high three innings in his first game, against VCU in February, then went three innings against ODU on April 10. Pearson did not allow an earned run in either outing.

“I have been used in a lot of different ways,” he said. “As pitchers we do a lot of scouting on hitters, with sheets in the dugout with what the pitcher’s plans are for hitters.”

He also played outfield in high school.

Pearson played four years of baseball at Mountain View and the team was state runners-up when he was a junior.

He ranks third in school history in wins, strikeouts and ERA. Pearson also played club baseball for the Mid-Atlantic Red Sox, and he was a National Honor Society member.

His grandfather played college baseball at Jacksonville – the alma mater of Washington Nationals second baseman Daniel Murphy – and his sister, Jordan, plays tennis at Mountain View.

This summer he plans to play in a collegiate baseball league in New Hampshire.

The only other school that he made an official visit to was Bucknell, located in Lewisburg, Pa., and a member of the Patriot League.

“Bucknell was pretty expensive and farther from home. This was my first choice,” he said of William & Mary. “I enjoy it here. Obviously the school is tough at times [academically]. But it will be worth it in the end.”

William & Mary may be in danger of missing out on the 2018 CAA tournament, which will be hosted by JMU and begins May 23 in Harrisonburg.

The field will include the top six teams from regular-season play, and Delaware PEARSON is the defending chamPAGE 9 pion.
