third of 98 recommendations from an efficiency study have been completed within Stafford County Public Schools, according to an update to the school board this month about the Evergreen Efficiency Study being implemented within the school system.

In November 2014, SCPS contracted with Evergreen Solutions LLC to conduct an efficiency study of its operations.

SCPS Superintendent Bruce Benson said that the school system is taking the study recommendations very seriously and intends to address them all within a three-year period.

The study covered eight areas: division organization and management; instructional services, human resources, financial management, facilities, food services, transportation and technology.

The following recommendations were completed, according to SCPS: • a reorganization of the Financial Services Department to bring the Budget and Grants area under the leadership of the Director of Finance and Accounting.

• development of an institutionalized budget planning process to reflect strategic plan outcomes and support accountability needs.

Public survey seeks feedback on regional homelessness Fredericksburg area human services agencies want to learn more about community awareness of efforts to prevent and end homelessness, and are asking everyone to participate in a 5-10 minute communitywide survey by Sept. 1, according to a release from Kate Gibson, Continuum of Care coordinator.

The survey was commissioned by the Fredericksburg Regional Continuum of Care, a federally mandated planning body that is rallying support to end homelessness in the region.

Statewide, Virginia saw a 23 percent decrease in homelessness between 2010 and 2015 due in part to the efforts of the 16 Continuums of Care. The Fredericksburg Regional CoC services the 1,387 square miles of Planning District 16, whose 6.9 percent growth since 2010 makes it the second fastestgrowing planning district in Virginia.

Local poverty rates range from 6.4 percent in Stafford County to 18.6 percent in Fredericksburg, and many low-income households lack the earning power to afford available housing.

Over the last five years, the number of persons experiencing homelessness has stayed about the same in the region, despite consistent population growth and lack of affordable housing.

Local survey input will be anonymous, but a summary of findings will be available to the public on the Fredericksburg Regional CoC website in early 2017.

Continuum of Care member organizations had a role in developing the survey crafted by Debra Schleef, a sociology professor at the University of Mary Washington.

The results from this survey will be used to toward ending homelessness in the community.

Donald Trump paid a visit to the Stafford County Sheriff ’s Office while campaigning in the area Aug. 20.

Republican presidential candidate Donald Trump visited the Stafford County Sheriff ’s Office and spoke with staff on Aug. 20, Stafford County Sheriff ’s Office spokeswoman M.C. Morris Moncure said.

The campaign contacted the office and arranged a private meeting with the sheriff and his personnel to discuss law enforcement issues, Morris Moncure said.

Trump then went on to a public appearance at the Fredericksburg Expo Center.

“Today, law enforcement agencies across the country are faced with complex challenges, expanding demand on resources and increased public scrutiny.

We want to be part of the conversation to help define the need and identify meaningful solutions,” Sheriff David Decatur said.

In the vernacular of a retooled presidential campaign, “the heat was on” figuratively and politically as businessman Donald J. Trump spoke to DANIEL CORTEZ Stafford’s law enforcement family Saturday and supporters at Fredericksburg’s Expo Center. Not surprisingly perhaps for the embattled presidential candidate, key officials were absent.

Approximately 3,500 loyal Trumpites started lining up at 1 p.m. in 90 plus degree heat as I arrived with scores of national media to get credentialed.

With the placement of Trump’s new campaign manager, Kellyanne Conway, a more focused Trump still not totally comfortable reading from a tele-promoter, wasted no time hyping up the crowd.

His concentration was issues that appealed directly to his base, to independents and to the minority community. To his credit, Trump stayed on “script.”

And his followers didn’t seem to mind waiting for more than an hour after being introduced by State Sen. Bryce Reeves who along with lst District Congressman Rob Wittman fired up the anxious crowd.

At least they were there, as regional conservative political officials in the room were sparse.

The wait was more significant as Trump spoke of his support for the military and the law enforcement community to a very patriotic crowd, describing his meeting with Stafford’s Deputy Brandon Boyle who was shot five times attempting to arrest an 18-year-old youth in June.

At the Stafford meeting, he met with about 150 law enforcement officials and family, plus several Stafford supervisors, along with Commissioner of the Revenue Scott Mayausky and Circuit Court Clerk Kathy Sterne. They collectively saw Sherriff David Decatur demonstrate his bias, introducing Trump as “The next president of the United States.”

And later so raucous was the Expo Center audience when he arrived, they completely ignored Trump’s referring to Fredericksburg as Fairfax during his opening comments.

Regardless of Trump’s verbal faux pas, true believers like Reeves liked what they heard of Trump’s campaign changes.

“If somebody is not doing their job as effectively as possible ,then it’s time for a command change,” emphasized Reeves, the former Army ranger.

Virginia’s revenue shortfall hits teachers hardest Wait, something’s not quite right. The economy is growing, the unemployment rate is low, and yet, Virginia’s state budget is in trouble. The DAVID KERR state ended the last fiscal year with a shortfall and this year, to make sure we can cover the bills, we’re facing cuts. So, what happened?

The bad news, and it has been an unwelcomed surprise, started trickling out earlier this summer when Gov. McAuliffe and his administration realized that Virginia’s spending was outrunning its revenue.

Remember, in Virginia you can’t run a deficit. Any overspending, no matter what the cause, needs to be made up by budget cuts. The estimated shortfall when Virginia’s fiscal year ended in June was $226 million. That immediately set into play a series of budget cuts for this year and next.

One of the hardest-hit groups are public school teachers. The state had hoped to fund teacher pay raises of between 2 and 3 percent. Sadly, that’s probably not going to happen.

So, just what’s going on? Where did the money go?

One of the problems seems to be that the state overestimated its projected rev-

enue in both state income tax and sales tax. One of the most important sources of revenue for the commonwealth is the state income tax. Almost all of us have part of our paycheck withheld to cover our state income tax. However, the revenue from withholdings was much lower than expected.

There have been several reasons suggested for this shortfall. None of them is that encouraging. One is that the new jobs created in this post “Great Recession” economy aren’t paying as much as economists had projected. Also, many people listed as employed aren’t necessarily working full time. The bottom line is that state income tax revenue has fallen short of expectations. And what’s worse is that the state grossly overestimated this potential revenue source. Payroll withholding has on average only increased by about 1.5 percent a year, while the current budget assumes an increase of 3 percent.

That was way too optimistic.

Another problem is the state sales tax revenue. Some blame this on a rainy spring and early summer which delayed vacations, summer purchases and home improvements. Also, there is a growing concern that as consumers shift to Internet purchases the commonwealth is missing a lot of sales tax revenue. Either way, it’s another revenue source that didn’t live up to expectations.

Speaking about change, it was more than obvious the clear change in direction coming with respect to Trump’s previous hard immigration stance.

Conway has indicated that as time progresses the campaign will present more specificity on what has to be a new fair and humane direction with Trump’s difficulty with African and Hispanic voters, and new changes are “to be determined” as she recently stated on CNN. But will the change in presentation revitalize local conservative officials disenchanted with Trump’s earlier presentation? Ticking time will tell.

Nevertheless, credit Rock Hill Supervisors Wendy Maurer, Griffis-Widewater’s Jack Cavalier, Famouth’s Meg Bohmke and Aquia’s Paul Milde for attending as Trump made about 15 minutes of remarks after meeting with law enforcement.

Maurer called Trump’s Stafford visit “incredibly supportive of our law enforcement personnel.” And she’s right.

With on-going attacks by groups like “Black Live Matter,” it’s refreshing to hear a presidential candidate support the enforcement community without hesitation.

The language in the appropriations bill said that the implementation of state sponsored increases in teacher pay were specifically tied to the more optimistic revenue estimates.

In other words, they were first on the chopping block. And already, it looks like teachers, along with other state employees, won’t be getting their hoped for increase in pay.

Most localities, when it comes to education, rely on a mix of state and local funding. In some communities the commonwealth is the principal source of funds, while in others state assistance is much less. In Stafford it’s about a 50/50 split. It’s all based on a formula that might leave Albert Einstein scratching his head.

But, what it means is that some more prosperous counties might be able to make up what the state can’t cover, while others simply won’t be able to. To many, it seems like education is bearing a little too much of the brunt of this somewhat flawed budget.

Stafford County expects that it will face a potential revenue loss as the result of state cuts of approximately $1.2 million. According to Stafford County Public Schools spokesperson Sherrie Johnson, it appears that action taken by the school board to use fiscal 2016 year-end savings to purchase budgeted items included in the FY17 budget has put the division in a favorable position to deal with the potential shortfall. We’re lucky. Other localities are going to have a tough time of it.

Local Mormon growth leads to new stake A new stake was created in Stafford County for members of The Church of Jesus Christ of Latter-day Saints on Aug. 21, according to David L. Edwards, of the church.

A stake is a group of congregations or wards of about 3,000 to 5,000 members.

The Stafford Stake includes the eight wards/branches in Stafford and King George counties, which include Acco- BRADLEY M. SANT keek, Aquia, Garrisonville, Hartwood, King George, Rock Hill and White Oak wards, and the Stafford Branch. The Fredericksburg Stake retained the areas of Fredericksburg, Spotsylvania county, which includes the Chancellor, Culpeper, Fredericksburg, Massaponax, Piedmont and Spotsylvania wards, and the

Fall Hill Branch, and a part of Orange County.

Elder Erich W. Kopischke and Elder Kevin Calderwood, senior leaders for the church, organized the Stafford Stake by calling Bradley M. Sant as its president, with L. Ladd Edwards and Shon Brodie as counselors. John Genho was called as the Fredericksburg Stake president, with Mark Hebertson and Eric Sharp as counselors.

Sant is the senior vice president for safety and education at ARTBA in Washington, D.C. He is married to Denise Sant and they have four children. John Genho is a geneticist and is married to Lynnie Genho. They have five children.

Before the new stake, church members in Stafford belonged to the Fredericksburg Stake, which was created in October 1981 with five wards and two branches, including Stafford, Spotsylvania, and King George counties, Fredericksburg,

Quantico, and parts of Prince William, Hanover and Essex counties.

Congregations in The Church of Jesus Christ of Latter-day Saints are organized geographically and are referred to as either a ward or branch. A ward is led by a bishop and a branch is led by a branch president. Typically, seven or eight wards or branches comprise a stake, which is led by a stake president.

Total membership of the Fredericksburg Stake when it was formed in 1981 was 2,200. Over the years, as the membership in the area has grown, the size of the stake’s geographic boundaries decreased.

The stake no longer includes Quantico or Prince William, Hanover or Essex counties. Despite the reduction in the stake’s geographic makeup, membership has increased more than 250 pecent to 5,566 total members, according to Edwards.

When significant changes are made to a stake, senior leaders from the church’s

headquarters in Salt Lake City are involved. That was the case when the Fredericksburg stake was created on October 26, 1981. Elder Bruce R. McConkie, a member of the Quorum of the Twelve Apostles, the church’s highest governing body, came to Virginia to organize the new stake.

In politics, don’t judge a friend by Facebook likes When my then employer and I decided to relocate me from California to Virginia back in 1999, the owner of the company remarked, “I MARK STOUT wonder if you’ll become politically passionate like everyone else we’ve moved back there?”

There is something about the area that infected me. While I’m not passionate, my interest in the process has increased.

In the midst of a presidential election cycle, we all find ourselves a bit more caught up than usual. There are many online tools to help us follow the elections.

More and more, Clinton and Trump are conversing with voters via social media.

I have followed the tweets coming from the various candidates through the primaries and now into the general election. I use Twitter’s Tweetdeck product.

It allows me to have columns of related sources together.

I created a Twitter list of candidates and another of news sources. While I

don’t read all the tweets, a quick glance gives me an idea of the ongoing conversation Clinton and Trump are having with the voting public.

Each campaign has its own Facebook pages too. Even if you have already made up your mind who you are going to vote for, it is good to follow the tweets of both campaigns, and Like the pages of both.

Don’t judge a friend because Facebook tells you the friend Likes a candidate’s page. Conscientious voters gather information on all the candidates, not just their preferred choice.

Campaigns live and die by polls. There are sites that help those of us not well versed in statistical theory understand what polls are telling us.

Nate Silver’s FiveThirtyEight has been amazingly accurate in predicting the outcome of the last three Senate races, and the last two presidential races. His site shows the Polls Only results and a Poll-Plus result that takes factors like economics and history into account. The site shows not only current data but past data as well. And the Electoral College map can zoom in to see recent polls on a state-by-state basis..

Another good analysis site comes out the University of Virginia’s Center for Politics. Larry Sabato’s Crystal Ball tracks polls and helps us understand them.

With so many news sources to choose from, we have to be careful we do not construct our own echo chamber. If all you hear from your news source reinforces your already held beliefs, how do you know you are getting both sides of a story? Include news sources that challenge, maybe even enrage you on a daily basis.

Likewise, services like Google Now that watches what you read and gives you more stories like those, can accidentally construct a Filter Bubble for you, where you only see stories slanted like ones you have previously read.

A lot of things get said and reported during campaigns, and good voters are skeptical of everyone’s statements. There are a lot of tools out there to help voters fact check candidates, like Google Search and Youtube videos of speeches. And there are fact checking sites like FactCheck.org, Politicafact, Snopes.com and others.

With a young and talented roster ready to compete for a conference title, the biggest challenge new North Stafford volleyball coach Nicole Candelora faces might be in her closet.

After nine years as an assistant coach at Colonial Forge, including four years running the junior varsity program, Candelora jokes that her wardrobe features a disproportionate amount of Colonial Forge-branded gear that will not get worn.

It’s a small price to pay for the roster Candelora inherits.

“When [volleyball coach] Keith Mesa stepped down at Colonial Forge, I figured it was time to retire from coaching high school,” said Candelora, who planned to keep coaching Fredericksburg club teams. “With a job in D.C., I had little time; but then North Stafford approached me. I looked at the roster, saw we could immediately contend and said, ‘Why not?’”

North Stafford, which finished third in Conference 15 last season, includes four players over 6 feet tall, giving the Wolverines exceptional height at the net. One of those players is sophomore Sydney Ferguson, a 6-foot2 outside hitter who already has Division I scholarship offers from West Virginia, N.C. State, Virginia, Maryland and High Point.

Candelora said Sydney Ferguson Ferguson, whom she also coaches in club volleyball, features exceptional quickness for someone her height, along with phenomenal defensive and passing skills.

“Sydney can play the back row incredibly well, something that amazed other coaches at nationals,” Candelora said. “As a coach, the goal over the next three years is going to be to continually push her.

Once she improves part of her game, we’ll look for other parts. She can never be at a

point where she is content.”

Ferguson will be joined on the team by her older sister Gabby, an all-conference selection last year who played on Candelora’s club team as well. All-conference players Lindsey Pryor and Isis Black return as well to set up the core of the team.

Candelora is also excited about the arrival of freshman Victoria Barrett, an outside hitter who, Candelora said, will quickly be able to make an impact on the varsity roster.

With the height and a mix of experienced and young players, Candelora said the team should be able to play a variety of styles.

“This team can do it all,” Candelora said. “The biggest thing has been coming in and changing the culture. I’m telling them we deserve to be in the spotlight and that we can go anywhere. I want them to have the mindset that what we have here is special.”

North Stafford High graduate Jae’Wuan Horton is a very different player than the one who entered the University of New Hampshire in the fall of 2014.

Horton weighed about 198 pounds when he got to campus and is now up to 245, having gained 10 pounds since last season when he started as a defensive end for the Wildcats of the Richmond-based Colonial Athletic Association.

“It was just a gradual process over the last two years,” Horton said in a phone interview from New Hampshire.

It was also a lot of hard work, with workouts Monday, Wednesday and Friday during the summer.

Horton spent the first half of the summer back home in Stafford, then spent the second part of the summer on campus getting in even better shape.

“Last year I was a starter for the entire season,” Horton said. “I am bringing a little more knowledge to the game. I can read more things and focus on more things. As a sophomore I can read more plays.”

The CAA is filled with strong quarterbacks, but due to an unbalanced schedule UNH will not play league favorite Richmond in regular-season play this year.

Spiders quarterback Kyle Lauletta was named the CAA Preseason Offensive Player of the Year last month during annual media day in Baltimore. The Wildcats beat the Spiders 30-25 last November.

“There are a lot of good quarterbacks,”

Horton said. “A lot of them are really good.”

UNH was 7-5 overall last year and was 5-3 in the CAA – good enough for a tie for fourth.

The Wildcats advanced to the national playoffs for the 12th season in a row before losing to Colgate of the Patriot League by a score of 27-20 at home.

“For us to be able to rush four guys and have the other seven back in coverage means a lot,” defensive tackle Jullian Turner told a New Hampshire newspaper last year.

UNH was picked to finish fifth in the CAA this year by coaches and sports information directors, placing behind Richmond, William & Mary, James Madison and Villanova.

Richmond, William & Mary and JMU ended in a three-way tie for first place last year, and all three schools made the national playoffs.

UNH will open this season Sept. 3 at San Diego State. Last season the Wildcats began the season in California with a 4313 loss at San Jose State.

“Last year was my first time travelling to the West Coast. It was pretty exciting for me,” Horton said. “The whole experience was fun.”

UNH will host Holy Cross of the Patriot League on Sept. 10. That home game will be the first in the new Wildcat Stadium after 80 years at Cowell Stadium in Durham, New Hampshire.

“It is going to be huge. I am blessed to play the first home game here (at Wildcat Stadium). This is a big thing for the whole

The first CAA game for UNH is at Rhode Island on Sept. 24. The closest Horton will get to home during the 2016 schedule is Oct. 22 in a CAA game at Towson, near Baltimore.

But the Wildcats will play Oct. 8 in Elon in North Carolina and Horton expects to have several family members on hand.

He was born in Raleigh, North Carolina, and Horton has several relatives on his father’s side who live in North Carolina.

The Wildcats regular-season finale is Nov. 19 at Maine.

Horton accepted a scholarship to UNH while turning away interest from several other schools, including Holy Cross, Central Connecticut State, Toledo and Bryant, in Rhode Island.

Horton sat out the 2014 season in college as a redshirt after helping North Stafford to two straight state playoff semifinal appearances.

Team Power Kix medals in two tourneys One of the busiest times of the year for any taekwondo team is July, and this year was no exception.

When the Amateur Athletic Union (AAU) and USA Taekwondo (USAT) scheduled their national championships the same week, it meant Stafford County’s Team Power Kix had to be in two places at the same time, according to a news release.

While the AAU National Championships were being held at the Fort Lauderdale Convention Center in Florida, the USAT National Championships were being held in the Richmond Convention Center. This meant Team Power Kix se-

niors could only compete in one location because senior competitions were both held on July 6.

With 765 miles separating the two locations, Coach Arlene Limas, an Olympic gold medal winner in taekwondo, had to make some very tough choices.

“I have been sending athletes to world events since 1993, but this year was different,” she said. “I had to do a lot of soul searching. Picking which championship event to support was no easy task.”

Limas’ decision appeared to be spot on.

The team also had three athletes medal in forms: Jonre Fisher (gold), Brooke Stafira (bronze) and Callie Walker (bronze).

“What an amazing week,” said Limas.

“We collected 14 gold, nine silver and 10 bronze medals in less than 72 hours. This was a truly impressive accomplishment and I am very proud of my athletes.”

Team Power Kix also brought home an AAU National Championship trophy in point sparring.

Last Dollar Monday at Pfitzner Stadium Local fans of minor league baseball will get a break on spending time at the ballpark and chowing down a baseball game staple.

Potomac Nationals fans can watch the team play the Myrtle Beach Pelicans for $1 on the last Dollar Monday of the season on Sept. 5.

Along with the low admission, hot dogs will also be $1 each.

Dollar tickets can only be purchased on the day of the game, also online. Online ticket sales cut off two hours before gates open. The game starts at 1 p.m.

deen said. “I now know what to expect and that part of me that got star struck before will be out of the way. My goal now is to medal and, if everything falls into place, that will hopefully happen.”

Herendeen competes without much of his left leg. It was amputated when he was just days old after doctors found a blood clot that could take his life without the amputation. He swam competitively growing up, competing, and winning, against non-disabled swimmers.

He said it was in his school that his coach broached the subject of the Paralympics. Herendeen fought the idea at first, feeling that it was a step back, but it turned out to have the opposite effect.

“The Paralympics changed my whole path,” Herendeen said. “I saw the dedication it took and I set a goal to make the team for the London Olympics. I worked incredibly hard and did well at the games, but I was still a teenager.”

Herendeen, who was born and raised in Indiana, went on to star as a swimmer at the University of Indianapolis, finishing in the top eight of swimmers in his conference during each of his four years at school.

Herendeen studied physical therapy in college with the goal of becoming a physical therapist, but that idea changed as he neared graduation – especially when he got a job offer he couldn’t refuse.

Abby Brethauer, the head swimming coach at Mary Washington University, offered Herendeen a job as an assistant swim coach last year and offered to train him personally for the next Paralympics.

That now includes twice-daily swims, weight training and coaching at Mary Washington’s swim practices and at the Rouse Center.

In Rio, Herendeen will compete in the 400-meter freestyle, the 200-meter individual medley, the 100-meter butterfly and the 100-meter breaststroke. He said the breaststroke and the medley relay will serve as his best chances to medal.

Because of his disability, Herendeen must swim differently than swimmers with both legs. He said his balance is different and the one side of his body gets more developed, meaning he must compensate for that difference as well. With one leg, he must also jump off the blocks and make his turns in the pool differently than other swimmers.

In Rio, he will compete against other disabled athletes, each of whom is rated based on a complex system to ensure fairness. The competition runs from Sept. 7 to Sept. 18 with a large number of events airing on the NBC Sports Network, as well as online.

“This has been a year filled with incredibly hard work,” Herendeen said.

“I’m not sure I could do another year like this, but I believe that if everything goes right I can compete for a medal.”
