Man arrested after shots fired at local motel Robert Steven Denardi, 32, of Jefferson Davis Highway in North Stafford faces firearms and intoxication charges after Stafford County deputies saw him step out from the shoulder onto the highway March 27, Stafford County Sheriff ’s Office spokeswoman M.C. Morris Moncure said.

Deputies were called to the Spring Lake Motel, 3817 Jefferson Davis Highway, at 11:34 p.m. for a domestic dispute. En

route, the deputies were told that shots had been fired in one of the apartments.

As patrol units arrived on scene, Deputy D.G. French and 1st. Sgt. D.F. Purcell saw a man matching a suspect’s description standing near Jefferson Davis Highway at the entrance of the parking lot, Moncure ROBERT STEVEN Morris said. The man, who was DENARDI

unsteady on his feet, refused commands over the cruiser loudspeaker and moved into the highway. Deputies took Denardi into custody.

Witnesses told deputies that there was an argument and assault, and that a handgun was fired several times in the apartment. A search of the apartment turned up shell casings on

the floor, several bullet holes in the wall and one bullet hole through the front window and into the windshield of a vehicle parked directly outside, Moncure Morris said.

One worker was injured and rescued Wednesday from a water tower at a North Stafford commuter lot while another suffered injuries but made it down the tower unassisted.

The men are subcontractors, not county employees, according to Stafford County Fire and Rescue Chief Mark Lockhart, who said his crew was dispatched to the Staffordboro Boulevard lot off Garrisonville Road at 8:39 a.m.

The men were sandblasting and painting on scaffolding they had set up, Lockhart said.

It is unclear exactly what caused the injuries, but it is believed that one of the men fell 10 to 20 feet and

may have even fallen on the other man, Lockhart said.

One worker, who was able to climb down on his own inside a column of the tower, was taken to a local hospital and treated for not life-threatening injuries, Lockhart said.

The other worker, who was also inside the tower, needed assistance and was 100 to 150 feet into the tower and unable to get down due to his injuries.

Firefighters were able to rescue him and he was then flown to Inova Fairfax Hospital with serious but not life-threatening injuries.

“It required a fairly significant response on our part because of the manpower needed,” Lockhart noted.

About 25 firefighters from Stafford County responded to the scene, along with assistance from Quantico and Fredericksburg, Lockhart said.

Lockhart said that in his time with the county – seven years – Wednesday’s tower incident is one of the few angle rescues in recollection, requiring coordination and team work off the ground.

Had they needed to rescue two people from the tower, that would have made things more complicated, he said.

“It was a well-coordinated effort and everybody worked really well together,” Lockhart said. “It was a little less complicated because the one gentleman was already on the ground.”

Veterans’ disability benefits and the 28th District race A controversial new mandate for veterans separated from the military for other-thanhonorable discharges may provide them disability DANIEL CORTEZ benefits previously denied. But why is the new Secretary of Veterans Affairs David Shulkin allowing this now, with the VA’s problems providing timely care for so many veterans already eligible?

If enacted, veterans dishonorably discharged for assault or dealing cocaine, for example, might soon receive benefits if they claim suicidal thinking at a VA emergency room and are seen by mentalhealth practitioners.

Suicide appears to be the main issue prompting the proposal. Shulkin said in a VA release: “We know the rate of death by suicide among veterans who do not use VA care is increasing at a greater rate than veterans who use VA care.”

It should be of concern when an estimated 22 veterans a day are committing suicide. But what would such expansion mean for the VA and are there political reasons behind this measure?

National and local reaction is mixed

about it. Several lawmakers, including Sen. Tim Kaine in a letter to Shulkin, are seeking more details from the VA. Historically, veterans who receive “bad paper” discharges are refused benefits for education, disability payments or health care.

As a disabled Vietnam veteran receiving benefits, I question the expenditure of critical federal dollars on more than 500,000 veterans who have received other-than-honorable discharges.

Bob Thomas, Stafford County’s George Washington District supervisor who recently announced his run for the 28th District House seat, expressed his unease in an interview. As an honorably discharged Marine, he said he’s concerned about military standards.

“Does the good order and discipline under the Uniform Code of Military Justice now go out the window with respect to the honorable service required for receiving benefits?” he said.

But he added: “being on active duty made me aware of fringe cases where bad conduct discharges have resulted that may not have been the actual fault of the service member.”

This is why having veterans such as Thomas serve in local, state and national office is critical. Veterans bring insight

on key issues and that’s important in areas such as Stafford, where much of the population is veterans’ families.

First District Rep. Rob Wittman, chairman of the House Armed Services Subcommittee on Seapower and Projection Forces, indicated his concerns as well.

“If mental health problems were brought on through a veteran’s service and led to the dishonorable discharge, that is one thing. If a veteran committed a violent crime, which led to their dishonorable discharge, that is quite another,” he said.

Such issues will be critical during the June 13 primary when Thomas squares off against Aquia Supervisor Paul Milde for the Republican nomination for the seat held by House Speaker Bill Howell.

The winner will face Democrats Karen Hyland of Fredericksburg, a Navy reserve veteran, or Joshua Cole, an associate pastor in southern Stafford.

What’s also significant is acknowledging 2nd District Del. Mark Dudehefer, also a retired Marine, whose upcoming departure from the General Assembly leaves no military veteran from Stafford serving in the House. And it’s been 30 years since a veteran represented the 28th District.

A veteran legislator’s knowledge would indeed provide more prudent political understanding and recommendations.

Stafford roads: It’s not 1920 anymore We talk about funding for highways and roads in Stafford County in terms of tens of millions of dollars and often, with some justification, DAVID KERR we think we’re being shortchanged. But, let’s go back in time a little. Say to 1920.

Years ago, rummaging through the Department of Transportation’s library, I came across a 1920 report to Congress from the U.S. Office of Public Roads.

Their job was to help states make improvements to their roads. This dusty volume, which probably no one had looked at in at least 75 years, listed the aid to the states by county. Naturally I looked up Stafford. We got $2,000 for two different projects. One was to repair a single lane bridge on what is today Route 17 and the other was to put gravel on what in 1926 would become America’s main northsouth route U.S. 1. In 1920, significant parts of the road were gravel or unpaved.

Back in those days, most secondary road construction and even some bigger roads were handled by the counties. The work was often basic. In some Virginia counties, as payment for taxes, a resident could work a certain number of days helping to grade or repair roads. If the taxpayer had a team of horses he was willing to put to work, say hauling materials or pulling a grader, he could pay off his tax debt that much faster.

It has a certain endearing quality, but

it wasn’t the kind of approach that could lead to a modern and efficient road system. That’s when Gov. Harry Byrd, running on a platform of “It’s time to get Virginia out of the mud,” centralized all primary and secondary road construction and maintenance under the state government in Richmond. That is still the system we have today. Save that in 1932 there were 5,000 miles of road in Virginia and today there are nearly 58,000 miles.

Roads have always been controversial, with the question being where and when to build them and how they should be paid for? Also, with that comes the chicken or the egg question. Do new roads lead to development or is it the other way around.

With a growing population, the number of feeder roads— roads built by developers and absorbed by the Virginia Department of Transportation— have put more and more pressure on Stafford’s main roads.

Once quiet stretches of roads are now busy highways. Such as Poplar Road or Mountain View Road. Intersections, where stop signs easily sorted out crisscrossing traffic, are now known for their rush hour backups. The county looks at the problem, works with VDOT and tries to get improvements into the state prioritization system. It’s all a matter of priorities and that immediately makes it political.

One long-awaited project and for many it still seems like a miracle is the new Falmouth interchange. For decades it was the scene of mind numbing traffic jams. One year there were even sign-carrying protestors demanding the problem be fixed. And EDUCATION EDUCATION

after nearly 30 years, it finally was.

One of the big stories, still unfolding is the construction of a new interchange at the Route 630 and I-95 interchange. The original plan was an extensive new exchange and widening of Courthouse Road. However, thanks to a new and still controversial road funding formula, this plan was scaled back.

The exchange is a more limited diamond design and the road widening will take longer.

But it’s still going ahead. The price tag is $13 million. The Route 17 widening, which included substantial upgrades to several intersections and feeder roads cost $47 million.

What would the folks back in 1920 have said about that? Other projects, like the additional Rappahannock crossing, are still over the horizon.

What can we say? Stafford keeps growing and also the number of cars on the road. Alas, not much is holding back the pace of Stafford’s development. But that’s a topic for another column.

One VDOT study said that every new household in the county means an additional 9 car trips a day. That means with an expected growth in the number of new households by 2030 as much as 10,000, the pressure on our roads isn’t likely to subside.

That also means our supervisors and members of the General Assembly are going to have to keep fighting for more road money. When it came to roads at least, things were simpler back in 1920.

Terry McAuliffe as “Welcome Home Vietnam Veterans Day.” Waxman said he wanted everyone to know that most Vietnam veterans “are neither broken nor heroes, just ordinary people.” Waxman said instead of legislators shaking hands and thanking veterans for their service, they should consider more lasting gestures. “I say, if you want to thank me, take concrete action for veterans that are in need.”

The Patriot Guard Riders stood at attention with American flags in hand as each veteran was called by name, walked to the wreath and was presented a lapel pin for their service. Each veteran received the same greeting: “Welcome home.”

Lottery lesson lands lucrative reward A woman teaching her co-worker how to play a lottery scratch-off game walked away with a $1 million ticket of her own, according to a release from the Virginia Lottery.

Arts fest showcases students’ skills The 41st annual Fine Arts Festival of works by Stafford County students took over much of Brooke Point High School on March 25 and 26. Creative creations covered walls, filled tables and spilled into classrooms. Some 5,000 pieces of art by students from pre-kindergarten through high school were on display. Harris takes game to new level » BY DAVID FAWCETT

After a four-month high school basketball season finished and before his AAU season started with his 17U Team Takeover, Stafford resident Anthony Harris took a week-long break. He needed it.

The time off allowed the former Christ Chapel Academy standout to rest a lingering knee injury that kept him out of Paul VI’s final game of the season, as well as recharge his energy level.

But once he’s back in action, don’t expect Harris to miss a beat. If this high school season was any indication, Harris is only going to attract more attention.

In his first season as a full-time starter for Paul VI, the sophomore guard quickly showed why he’s a player on the rise.

On a guard-heavy roster filled with Division I prospects, Harris carved out his own niche in displaying his versatility as a shooter, defender and playmaker in finishing as the second-leading scorer for a young 29-8 team that lost in the VISAA Division I final.

The 6-foot-3, 180-pound Harris already has five offers: West Virginia, Old Dominion, George Mason, Virginia Tech and University of Central Florida. UCF was the first school to offer Harris when he was a freshman.

“He’s starting to bloom,” said Harris’ father, Anthony, who coached his son at

Christ Chapel and remains on the basketball staff there. “We always expected it, but not at the height of the season. He really turned it on.”

Harris, who lives in Stafford County after moving from Woodbridge, played middle school basketball for Christ Chapel in the fifth and sixth grades before attending Fred Lynn Middle School in the seventh grade. He returned to Christ Chapel as an eighth-grader and started on the varsity basketball team.

Harris then enrolled at Paul VI in Fairfax as a ninth-grader. Harris considered other area private schools, but liked the Panthers the most.

Paul VI was close to home and offered the chance to play for an elite program in the highly competitive Washington Catholic Athletic Conference that has produced its fair share of Division I players over the years. Harris also liked head coach Glenn Farello.

“He lets us play,” Harris said. “There’s lots of freedom.”

And lots of talent. Besides Harris, Paul VI’s roster includes senior guard Aaron Thompson, who has signed with Pittsburgh; junior guard Brandon Slater, who has nine offers including ones from Maryland, Syracuse and Louisville; and freshman Jeremy Roach.

“It’s good for him,” Anthony Harris Sr. said. “You want him to be battle-tested.”

North Stafford High School graduate Gregg Ritchie has been the hitting coach of the Pittsburgh Pirates and is now the head coach of his alma mater, George Washington University.

But the long-time Stafford resident will wear the colors of the red, white and blue as the hitting coach for USA Baseball for the 18U national team at the World Baseball Softball Confederation 18U World Cup Sept. 1-10 in Thunder Bay, Ontario.

He will be part of a staff that includes head coach Andy Stankiewicz, the head coach at Grand Canyon; assistant coach Rusty Filer of Stanford; and Bill Mosiello of Texas Christian.

“I am very excited about it,” Ritchie said Monday. “If you look on the amateur side of baseball this probably is the pinnacle.

It is an extreme honor to be picked to do this. Not only that, it is for your country.”

Ritchie said while watching the World Baseball Classic in March he got a sense of what it was like to be part of such an international stage.

Several of the players he worked with while in the Pirates system took part in the WBC, including American outfielder Andrew McCutchen of Pittsburgh and Pirates infielder Josh Harrison, who was also part of the gold medal USA team.

“It was a huge thing,” Ritchie said of the WBC. “I kept watching that and thinking: Wow, this is awesome. To be part of this

on the amateur side is an achievement for any coach to be picked.”

Ritchie is eager to work with Stankiewicz, 52, the head coach for the American team.

“I have known him since getting on the U.S. team last year,” said Ritchie, who worked in 2016 with the 17U U.S. developmental program. “I got a chance to spend a whole lot of time with him last summer. It was a blast to be with him. He is really well respected; he is super intelligent about the game. He completely gets the whole game.”

“One of the best qualities I think is he

is so genuine with everything he does. He is a great communicator and great communicator with the players. He does it the right way. He has energy; he is extremely respected by every single coach and every single player,” he added.

The 18U national team is looking to be the second country to win four straight gold medals in the tourney that will be held in Canada this summer.

The U.S. national team will begin its schedule at the Tournament of Stars at the USA baseball national training complex in North Carolina from June 27 to July 1. The American team will play exhi-

bition games in late August.

“It is a very welcoming thing for me after leaving the Pirates organization and coming to GW,” Ritchie said of the involvement with USA baseball.

Ritchie is in his fifth season as the head coach at George Washington, which had made three appearances in the Atlantic 10 Conference tournament.

The Colonials will play their second conference series starting March 31 in Richmond against Virginia Commonwealth.

The three-game series will end Sunday.

GW began conference play last weekend at its home field in Arlington and lost two of three games to UMass.

“We started off pretty good against UMass the first day,” Ritchie said of the 10-2 win Friday.

But GW, with a young pitching staff, then lost Saturday 2-1 and Sunday 10-4 despite four hits from senior Bobby Campbell.

“It was disappointing,” he said of the series loss.

The Colonials were 10-13 overall before hosting Towson in non-conference play Tuesday.

Two of the key GW position players are Joey Bartosic of Oakton High and Andrew Selby of Bishop Ireton in Alexandria.

Bartosic was hitting .302 as this week began and Selby was at .265.

made up of APUs and later worked them down to two.

Option B would have left Autumn Ridge at Colonial Forge High School.

The option would have redistricted APU 163 at Marshall Estates and Arbor Glen to NSHS. And five of the APUs would have moved out of CFHS regardless of the option chosen.

Eight people spoke about redistricting at a public comment session prior to the vote.

The school board’s decision will be effective for the 2017-18 school year.

During the vote, school board member Holly Hazard, Hartwood District, attempted to remove APU 143 Holly Corner from option A based on the assumption that students there would be attending a sixth high school if and when it is built in the county. The motion, however, failed.

Connelly, who voted against the original option A, said he supported option B. He said it may not have the most direct impact next year but it gives the most relief for the least impact and would have allowed Autumn Ridge students to stay put.

McOsker said his abstention was due to a premature redistricting. He also wasn’t so sure there would be a sixth high school.

School board member Jamie Decatur, Widewater District, assured the public that she knows the importance of redistricting properly and took a strong stance during the process.

“I didn’t take this lightly,” she said. “I went out and drove the roads and looked at so many numbers.”

At the start of the meeting before a vote, Hazard set the tone for the meeting by noting: “Redistricting is not the reason many of us wanted to serve on the school board. I would argue that it is the least favorite part of our responsibilities. However, redistricting by law is the responsibility of the school board and a difficult and unpopular decision for some members of our community will be made this evening.”

Additionally, the school board approved “grandfathering” and sibling options by a 6-1 vote, with school board member Irene Egan, Aquia District, casting the dissenting vote.

The grandfathering option says that rising 10th, 11th and 12th graders who currently attend CFHS and who are slated to be redistricted to another county high school are offered the option to continue attending CFHS and to remain at CFHS until graduation. Division transportation for “grandfathered” students will not be offered and, therefore, will be the responsibility of the student/family.

Rising seventh-, eighth- and ninthgraders may apply for the sibling option if they have a sibling enrolled at CFHS during the time they will be attending CFHS. Siblings must reside at the same address and the sibling at CFHS cannot be there on a waiver or a transfer. The sibling is required to have been in the CFHS attendance zone during the 2016 – 2017 school year, according to school board documents.

“I personally believe we owe it to the community to do this,” said school board member Christopher Connelly, stating his support.
