Woman bilked out of thousands in online fraud A Stafford County woman fell victim to a computer fraud scheme that cost her thousands of dollars, according to Stafford County Sheriff ’s Office spokesperson Amanda Vicinanzo. The woman on the 400 block of Abberly Drive in mid-county told deputies that a phone number claiming to be Word Support popped up on her computer screen in mid-September. She later called the number again to request a refund and a person who identified himself as Steve directed her to a website
that appeared to give him one-time access to her bank account, Vicinanzo said. He told her he accidentally transferred $3,000 instead of $300. He told the victim to make up the difference by buying several thousand dollars in gift cards and providing him with the gift card numbers. Steve told her the gift cards were not going through, so he told her to buy another $2,500 in gift cards. Her card was declined when trying to purchase them and she realized she was involved in a scam, Vicinanzo said.

An allegedly drunken driver at the wheel of a pickup injured four people when he hit 10 vehicles in the Stafford Marketplace parking lot near Bank of America on Oct. 29, according to Stafford County Sheriff ’s Office spokesperson Amanda Vicinanzo. He then climbed up a pipe beside a building and tried to hide in the air conditioning unit on the roof of Five Guys restaurant, Vicinanzo said. James Edward Baumann, 37, of no fixed address, is in custody and there also are outstanding warrants for him from Stafford, Prince William and Spotsylvania counties, Vicinanzo said. At 9:58 a.m., Stafford deputies responded to reports of multiple vehicle accidents in the area of the Bank of America located at Stafford Marketplace.
Deputies determined that the driver of a Ford pick-up truck hauling a trailer holding another pickup truck crashed into 10 vehicles — four of which were occuJAMES BAUMANN pied when struck — and four people were taken to a hospital with injuries that were not life threatening. Both of the pickup trucks were determined to have been stolen. Baumann was incarcerated at Rappahannock Regional Jail without bond on the outstanding warrants. Other charges are pending, Vicinanzo said.
Several Stafford County residents were on the receiving end of phone scams Oct. 25, according to Stafford County Sheriff ’s Office spokesperson Amanda Vicinanzo. A woman living on Clearview Lane reported a scam involving in Internet-based loan company. She told deputies she requested a $1,000 loan from the company and gave the call-taker her personal and bank account information. The fake firm said they approved a $5,000 loan but asked her to buy $700 in gift cards to go toward her first payment. She followed instructions and was told the loan would appear in her account in two hours. However, she never received the money. A man residing on Fort Sumter Lane reported a scam involving Home Depot gift cards. The victim told deputies he received a call from someone he understood to be his grandson. The caller said he had been in a car accident and was being held in jail. He said his public defender would call the man. Someone claiming to be
the public defender called the victim and told him the grandson needed $2,000 for bond. He instructed the victim to use gift cards from Home Depot. The victim then purchased $2,000 in gift cards and called a number to share the card information. The man received no additional calls. A man on Walpole Street told deputies that he received a call from someone who identified himself as a Dominion Power representative and said the company was going to cut off power if he didn’t call another number about an unpaid bill. The man called the second number and was told he owed $1,000. The victim said he didn’t have that amount of money, and was told he could pay $500. He bought MoneyPak cards in that amount and called the scammers with the card number and activation code. At this point, he began to suspect he was involved in a scam. An internet search discovered that the numbers were associated with several scams.

Still, for the factors that I thought might be useful Republicans, having a strong economy in analyzing the upcoming election and behind them is far better than having a specifically the number of seats that weak one. might switch from one party to another. But now for what turned out to be That’s the critical question. It takes 24 the most powerful factor of them all: to shift power in the House of Represen-
presidential popularity. Going to back 70 years, presidential popularity has been a powerful predictor of the outcome. There are exceptions. Dwight Eisenhower and Ronald Reagan were popular during midterms when they lost seats. However, few relatively unpopular presidents have seen their parties do well in the midterms. The coefficient on this factor was unusually high. Another factor was the strength of Democrats or Republicans in preelection polls, where voters were asked whether they would vote Democrat or Republican in the next election. Again, this one was a high correlation that related directly to the number of seats gained or lost. So what does all this mean? It still requires some assumptions. I optimistically suggested a 39 percent voter turnout, input data that reflected our strong economy, gave the Democrats a 6 percent generic ballot advantage and was kind to the president — picking a mid-point of current polls — and gave him a 44 percent popularity rating. This improvement, if it holds, helps the GOP considerably. When it was 39 percent, everything else being stable, the Democrats, according to my model, picked up nearly 45 seats. Now, my model gives the Democrats 33 additional seats. But do remember, this is a statistical model and human behavior is inherently fickle. Or, as Harry Truman used to say, “The only poll (or statistical model) that matters is on Election Day.” David Kerr, a former member of the Stafford County School Board, is an instructor in political science at VCU and can be reached at StaffordNews@insidenova.com.

New animal shelter helps in adoption process Stafford County’s state-of-the-art animal shelter opened almost five months ago, and its impact is already being felt at the shelter and in the lives of Stafford’s homeless animals. The spacious shelter gives animals more room to move around both inside and outside, resulting in less stressed, more relaxed animals, and more room for potential adopters to interact with the animals, according to a county news release. Adoption rates have risen and the new facility, designed to enhance the lives of animals, is drawing more volunteers. “I am grateful to our board of supervisors for making this new shelter a priority and investing in the lives of our homeless animals. This new shelter has changed the way we do business as a shelter and is helping animals find homes more quickly,” said Capt. Mike Null, chief animal control officer. “As well, the new facility has drawn more wonderful volunteers. They make a huge difference to us but have an even better effect on our animals.” Volunteers are an essential ingredient
to the smooth running of the shelter. They clean, interact with the animals, walk them, make and give them special treats like peanut butter-filled Kong balls for enrichment activities, and they facilitate potential owners meeting animals. “I can’t emphasize enough the positive effect of the new, more humane and ergonomically designed shelter on the mental and physical well-being of the animals,” said Nicole Bates, Stafford County Animal Shelter assistant manager. “Environment really makes a difference, and we are seeing happier animals and just an all-around more positive experience for everyone who visits our shelter.” At Stafford’s old shelter, dogs did not have outside time unless a volunteer was available to walk them. At the new shelter, there are runs with indoor/outdoor spaces, and dogs can get fresh air anytime. Being able to be in their natural habitat calms dogs and helps make them more attractive for adoption. There is grass for playtime and space for volunteers to play with them.
Columbia Gas has heat aid Columbia Gas says that residents needing financial assistance with utility bills should apply for the Low-Income Home Energy Assistance Program (LIHEAP). The Fuel Assistance Program in Virginia is based on need. “We encourage our customers to contact their local social services office and CORTEZ

Rob Wittman and Barbara Comstock. Sadly, the issue remains too prevalent in our retired military community but will be combated with federal grants to greater address the problem. But again from a business perspective, what is needed to assist in the economic revitalization of distressed communities in our region are more veterans who can make the successful career move from military to the private sector. Examine the successful transition of veterans like former Marine Bob Thomas, our local delegate who founded Capriccio Software, Inc. Thomas can also speak on the need to not only focus on opportunities for our veterans but their children as well. He recently began serving on the Virginia Council for Educational Opportunities for Military Children and stated that
11.3 percent of Stafford County Public Schools students are from military families. All these facts indicate the need to focus not just on our military community with the advent of veterans day, but every day. That’s where another local veteran-owned company like the mentoring business “Girl Smarts” organized by Army veteran Diana Flett could help. The Stafford ceremony will include a color guard, taps and the singing of our national anthem by Stafford Deputy Lt. Deuntay Diggs. All patriotic in nature, advancing nationalism. Veterans Day is about America’s great servicemen and women. Nothing more nationalistic than that. May it never change. The cat areas in the new shelter allow cats to have plenty of room to interact with other cats or find a quiet spot to relax. Cats can get spooked easily, and having a less stressful existence helps potential owners see the real personality of cats. It also gives those with multi-cat households a glimpse into how a cat interacts with other cats. The shelter has several areas where potential adopters can interact with animals. It’s important when people are looking to adopt an animal that they have the time and opportunity to interact with the animal, to get to know the animal, to see if it would work for their home. Shelter officials stress the importance of bringing all members of the household to meet a new pet, noting that a new pet is a change for everyone, particularly the animal. The shelter is not limited to just dogs and cats. Over the last few months, it has had a gecko, a bearded dragon, rabbits, guinea pigs, birds and hamsters available for adoption. Those who don’t see something they are looking for at the moment, can their name and preferences in the shelter’s “Request Book.” When a particular animal

In November 1752, 20-year-old George Washington placed his hand on a leatherbound King James Bible at the Lodge of Fredericksburg and joined the Masons. For more than two and a half centuries, generations of the oldest fraternal organization in the world would take steps to guard that gilt-edged book, one of only two Washington is known to have used during an oath swearing. The University of Mary Washington has now partnered with Fredericksburg Lodge No. 4 to digitally preserve the Bible that dates to 1668. By the summer of 1753, Washington had taken three Masonic obligations on that book, rising to the final degree of Master Mason. By the time he swore his presidential oath of office – on another Masonic Bible – the Revolutionary War hero was one of the most famous men in the world. “Everybody wanted something attached to him,” Fredericksburg Mason Dan Goodwin said, from locks of hair to buildings named in his honor. The lodge held fast to its now-historic Bible. When Union soldiers marched on Fredericksburg in 1862, Masons took care to hide it. Six decades later, in 1921, the relic went into a locked glass case. Members developed a protocol for loaning it; even then, at least two Fredericksburg Masons traveled with it. So far, the Bible had remained in remarkably good condition. Still, Goodwin said, “If something wasn’t done, 200 years from now it might not be available.” What, members asked themselves, could they do now so that Masons might always be able to enjoy it? The answer was digital preservation. They might have turned to any lab that offered the service. But collaboration between UMW and the Fredericksburg Lodge dated to 2015, when a member took a historic preservation course called Archives and Society.
Carolyn Parsons, head of Special Collections and University Archives at Simpson Library, taught it, covering everything from processing collections to working with born-digital records. Soon, three UMW students were organizing the lodge’s archive for the first time in its centuries-long history, with the Historic Preservation Department’s support. A year later, two more students – both historic preservation majors – continued the efforts. The volunteer work turned into an internship. This summer, the Masons turned their attention to their most prized possession: the George Washington Bible. On the third floor of the Hurley Convergence Center, digital resources librarian Angie White developed a plan to preserve the Bible using the university’s rare-book scanner. “The chance to work with a piece of history,” White said, “is so incredible.” The book was in better shape, she said, than some a quarter of its age. Next came scanning — 418 pages in all — with old signatures and margin notes, fold-out maps and marbled papers. Some were torn and stained, while other sections remained clean and intact after centuries of use by countless Masons. Finally, Mary Novitsky, an art history major who never imagined she would work with a Bible George Washington placed his hands on, created copies of each digital image, editing and cropping them for facsimile prints. Earlier this month, they gathered around a table inside the lab – Parsons, White, Novitsky and three members of the Masonic lodge. “We feel like a family when we work with you guys,” said Charles Cooper, the lodge treasurer. In front of them was the Bible. Nothing could ever replace it. But a digitized copy means more people can access its pages, and what’s on them will not be lost.

North Stafford learns plenty from loss to Massaponax » BY DAVID FAWCETT
processes things very quickly.” Boyd threw three touchdown passes Oct. 25 as North Stafford won its fourth straight game with a 42-6 win over Riverbend. Boyd has 19 touchdown passes on the season and only five interceptions. He’s thrown for 1,477 yards, completed 72 percent of his passes, and run for 267 yards and four touchdowns. Ford displayed his versatility as well in the Riverbend victory. The senior scored four touchdowns, two off runs, one off an interception and another off a reception. For the season, Ford has carried 119 times for 833 yards and 14 touchdowns. He’s scored 18 touchdowns this season. North Stafford (4-1 in Commonwealth District, 7-1 overall) enters Friday’s game against 9-0 Colonial Forge with a playoff spot already secured. A win, though, against the Eagles would give the Wolverines a shot at earning the top seed and home-field advantage throughout the 5A Region D playoffs. A victory would also give North Stafford a share of the district title. “We’re both playing for a lot,” Mangano said. “It’s Forge. It’s a natural rivalry.”
dfawcett@insidenova.com
North Stafford High School’s football team received a wake-up call from its 44-7 loss to Massaponax on Sept. 21. Two areas stuck out in particular. The Wolverines needed to improve their overall effort, while spreading out their offensive contributions. Coming into that game, North Stafford relied heavily on Penn State commitment Devyn Ford to lead the way from his running back position. Not anymore. From that point on, the Wolverines were more intentional about involving others, something Ford was perfectly content with. “That’s Devyn,” North Stafford head coach Joe Mangano said. “He wants to win. That really helped the quarterback.” Junior Jamir Boyd entered the preseason as North Stafford’s back-up. But he impressed the coaches so much that he earned the starting nod. “He is unquestionably what makes us go,” Mangano said. “He has a mind like a computer … He’s not an emotional kid when he scores a touchdown. Things to check before moving
Recently I read an article about a boarding kennel coming under fire for noise issues. The complainants were residents in a neighboring housing development. The kennel was a well-established business before the land was sold for the development. The kennel was very visible and had to be passed to get to the new neighborhood. As one resident who was interviewed stated: “Had we known a kennel would be so noisy…” Um, it is a kennel, and they can get noisy. Living near farms may seem idyllic. Cows in the pastures, sheep dotting the hillside, the sound of a rooster at dawn. However, pastoral dreams and the reality of living near a farm can be two different things. I am shocked every time I see a story about people in a new development or who bought a house near a farm becoming upset because the farms are, well farms. Before buying a home, it is your responsibility to know the region. If possible, visit the area at different times of day. Listen to the sounds, watch the traffic, think about what you smell. Remember, noise and odors can travel some distance. Warmer weather increases the intensity of smells. Driving past a pig farm in the winter may not be bad. The same farm in the summer may have smells you find offensive.
If you do not want to live near an animal-related business, you need to tell your real estate agent — and refuse to look at properties near these businesses. If you choose to live near a kennel, vet clinic, farm, do not complain when there are noises, smells, traffic and things you may not want kids seeing. Remember, YOU chose that property. If you are an animal owner who is moving, there are things you need to consider. Know state and local laws and community covenants. Are your animals legal to own where you want to move? Different states, counties, cities and towns may have restrictions on what can be owned, everything from species of animal to breed/type of animal. Do not rely on your real estate agent to learn the laws for you. They may not get you the most accurate information. With certain permits you can own a pet skunk in Florida, but that skunk would be illegal if you move to Virginia. Sugar gliders are legal in Virginia unless they are banned by specific counties. Over 930 cities have restrictions or bans on pit bull-type dogs, even though the type is legal in all 50 states. Some community covenants have restrictions about pet ownership. Others may restrict your ability to safely confine your pet to your property by
what they allow or not for fencing. Even others may restrict the number of pets you can own — even if you are within the local laws and even if they are caged. Do not forget to check leases if you will be renting!
Finally, if you are military, many bases have dog breed restrictions. In 2009 a list of restricted and banned breeds was published by the Army and Marine Corps for base housing. Karen Peak is the developer of The Safe Kids/Safe Dogs Project and owner/operator of West Wind Dog Training in Prince William County.

Leonardo DeCATprio is a 2-year-old kitty who has been with the shelter the longest of all the cats. He is selective when he meets new friends, but loves all humans. He is loves toys and treats, and his favorite place to snuggle is his kitty bed.
Doug is a 3-year-old stray cat who is a little shy when he first meets people, but all around he is very loving. He doesn’t seem to be bothered by other felines and is a pro at using his litter box. Both cats are at the Stafford County Animal Shelter, 540-658-PETS.

HOROSCOPES ARIES (Mar. 21- April 20) The Sun is still in his early days here and has only just begun to train the solar spotlight onto your financial situation and money matters. While Venus and Mercury are in their final days here, both will return in December to bring things home. This is still about thinking big and daring to imagine what’s possible. TAURUS (Apr. 21- May 21) The Moon will return every four weeks, sharpening your nose for money, giving you an intuitive read on income matters and then moves on. Days before Venus, the planet of money is due to retrograde back into your work sector, the timing couldn’t be better. With the money gods just days away from turning their full attention onto money matters, this is a valuable chance to make it all about money coming in. GEMINI (May 22-June 21) With the Moon sharpening your sixth sense, while amplifying your inner voice, making it easier to hear. Then the Moon moves on, life happens and this is soon forgotten. But both in the Moon’s final hours in Gemini and after it leaves today, you can’t afford to let this happen. It will become all about your relationships and you can’t afford to lose touch with your own voice. CANCER (June 22-July 22) The Moon returns every four weeks, with a chance to regroup, listen to your inner voice and for valuable clues, hunches and insights. The Moon’s return is very ordinary, but the messages you’re picking up on are anything but. Your instincts can’t help but pick up on the major new beginnings ahead. LEO (July 23-Aug 22) The Moon’s final hours in a social and serendipitous part of your chart are always something to be embraced. Not only are your instincts sharper, but with the laws of synchronicity in play, you’re better able to pick up on the clues and signs that have the power to put you, in the right place at the right time. No matter how tight your schedule or how long your ‘to do’ list, leave room in your day for spontaneity. VIRGO (Aug. 23 -Sept. 23) With the next few weeks some of the most defining of the year on both the job and income fronts, this has been a valuable chance to read between the lines and join the dots across the income, work and career fronts. Yet a boost in confidence across all three fronts allows you to relax into and even enjoy the journey ahead. LIBRA (Sept. 24 -Oct. 23) With your birthday month over and not just the Sun, but Mercury and Venus both been and
12
gone from Libra, as she moves into her final two weeks today, Ceres should be focused on tying up loose ends. What you do have a chance to do is finalise any housekeeping left over from your birthday month, so that when Venus returns there is a chance for a completely separate chapter. SCORPIO (Oct. 24 - Nov. 22) Knowing that the next time you will move into a new solar year with Jupiter, the planet of luck and expansion in Scorpio will be in 2029, makes this an exciting time, though with some pressure. Yes, this is a time for thinking big and expecting more, but you have plenty of time to figure out the ‘when, where and how’. SAGITTARIUS (Nov. 23 -Dec. 21) The closer Mercury gets to his return to Sagittarius, the stronger a sense of anticipation is likely to become. Yet the stronger this becomes the more multi layered this also becomes, sensing that there are wave upon wave of new doors getting ready to open. This will be a chance to get your head in the game and to get a jump on your new solar year before it begins. CAPRICORN (Dec 22.- Jan. 20) There is not just a strong sense of professional confidence and anticipation in the air, but across the income, work and career fronts. The Moon has been sharpening your instincts, while delivering valuable clues, hunches and insights on the job front over the last few days. In the Moon’s final hours in your work sector, this is picking up on some exciting developments on the income and career fronts as well. AQUARIUS (Jan. 21 -Feb. 19) Even though it is the Moon’s return to your work sector that will contribute to a ballooning sense of confidence and anticipation across the income, work and career fronts, it is taking its final hours in a playful part of your chart seriously. While all that is building professionally and even on the income front is exciting. PISCES (Feb. 20-Mar. 20) The closer Mars, warrior planet of the cosmos draws to his return to Pisces in just a few weeks’ time, the more a sense of anticipation could start turning into frustration. As your sixth sense is also picking up on major doors opening across a number of areas of your life, especially professionally. Where there is change there will be fear, even if it is just fear of the unknown. WWW.HOROSCOPEASTROLOGYTAROT.COM
