cluster of 170 new homes is set to be built adjacent to Stafford Regional Airport, after a Stafford County Board of Supervisors decision.

The board agreed to rezone just over 98 acres to allow for 170 single-family homes and 150,000 square feet of commercial retail and office use at Sycamore Grove. The property is on the east side of Centreport Parkway and the north end of Mountain View Road in the Hartwood election district.

The board voted 4-2 to approve the rezoning on July 5, with Supervisor Wendy Maurer, R-Rock Hill, and Supervisor Meg Bohmke, R-Falmouth, casting the dissenting votes.

Supervisor Jack Cavalier, R-GriffisWidewater, abstained from the vote based on a conflict of interest.

“To me, this isn’t a rezoning for 170; it is a rezoning for 65 units,” said Supervisor Gary Snellings, R-Hartwood.

“We are going to have 105 units on this property whether we like it or not. I can tell you that right now.”

Snellings called the proposal a nobrainer before motioning for approval.

By-right, the developer would be able to build 105 lots on the site regardless of whether the board approved the rezoning, according to discussion.

onstruction is underway on a $35.9 million project to widen Courthouse Road to four lanes west of Interstate 95 between Ramoth Church Road and Cedar Lane in Stafford County, according to the Virginia Department of Transportation.

A paved 10 foot shared use path for pedestrians and bicyclists will be built along the project’s length.

New traffic signals will be added at two intersections to improve operations. A traffic signal will be activated at the entrance to Colonial Forge High School in 2017. At the end of construction in December 2019, a traffic signal will be activated at Ramoth Church Road and Winding Creek Road, which will be realigned to intersect.

This revenue-sharing project is being funded by Stafford County and VDOT.

Additional road improvements in the Courthouse Road area of Stafford County will start construction in the fall of 2017.

East of the interstate, Courthouse Road will also expand to four lanes.

That work will be part of a separate $149.4 million project to improve the Exit 140 interchange at I-95.

When the combined widening and interchange effort is finished in July 2020, Courthouse Road will intersect with U.S. 1 at Hospital Center Boulevard. Exit 140 will open with new bridges and ramps in a diverging diamond interchange, where vehicles are briefly shifted to the opposite side of the road, controlled by traffic signals. This interchange improves safety by reducing the number of spots where vehicles could collide and can handle more left-turn movements per hour, twice the capacity of a conventional inter-

change.

“The Courthouse Road Widening Project is a project our Board has worked to bring to fruition for years along with VDOT. Making Courthouse Road safer and expanding its capacity helps all our drivers,” said Chairman of the Board of Supervisors Paul Milde. “Just as importantly, this project continues the ongoing transformation of the Courthouse area. With the Courthouse Road widening and the I-95/Courthouse Road Interchange project, almost $200 million is being invested in transportation as part of the overall $314.5 million infrastructure investment in the Courthouse area.”

built and the developer would need to win a lawsuit in progress to build 105 units.

Maurer mentioned wetlands, proximity to the airport, dam inundation zones, inadequate infrastructure, an eagle’s nest, prior denial from the county’s planning commission as just a few reasons to deny the rezoning.

Snellings said that going forward would allow for a 17th-century historical home to be rebuilt and maintained.

Additionally, the Stafford Regional Airport Authority, which first opposed project, reversed its opinion and sent a letter to the board.

Charlie Payne, representing the applicant, said that more than 130 acres of preserved open space is being provided and the county would receive close to $3 million in proffers.

“We think that this is a very positive alternative,” he said.

In 2013, an application for a decidedly larger cluster subdivision, Oakenwold, in the same vicinity failed to be approved. The approval would have included 650 homes and nearly double the current rezoning’s commercial space.

Prior discussions about Oakenwold centered on safety, noise and a variety of other concerns.

Supervisor Paul Milde, R-Aquia, said he can’t imagine how anyone would want to live in the area in question; however, he said he would support the rezoning. Sometimes you need to choose the lesser of two evils, he said.

shared-use path on the north side of Courthouse Road from Ramoth Church to the I-95 interchange and a 5-foot-wide sidewalk from Ramoth Church to Colonial Forge High School. Eventually, the Courthouse Interchange project will redirect Courthouse Road to a new point off the interstate. The new road will terminate at Stafford Hospital, allowing foot and bicycle traffic from Ramoth Church Road to the hospital.

The Courthouse Road Widening Project also involves the creation of two new commuter lots, more than doubling the current parking at Courthouse Road to 1,100 parking places. Additionally, there will be dedicated carpool/vanpool pickup and drop-off areas. To assist traffic entering Colonial Forge High School, a new traffic signal will be activated at the school entrance in late August 2017. The widening project and the interchange project are both expected to be completed in July 2020.

Crow’s Nest preserve added to National Old-Growth Network Crow’s Nest Natural Area Preserve in Stafford County was formally recognized by the Old-Growth Forest Network, an organization that connects people with nature by naming a national network of protected, mature and publicly accessible native forests, according to a July 11 news release. Crow’s Nest is owned and managed by the Virginia Department of Conservation and Recreation’s Natural Heritage Program, in cooperation with Stafford County. It is one of 63 Natural Area Preserves in Virginia that are managed primarily to protect rare plant and animal species and exemplary natural communities.

The preserve has 2,200 acres of mature hardwood forest including two forest types that are recognized as globally rare. At the southern edge is a Coastal Plain Dry Calcareous Forest featuring Chinquapin oak, chestnut oak, northern red oak, tulip-tree, American beech and white ash. In the tidal wetlands is a Fresh Tidal Hardwood Swamp with green ash and red maple.

Crow’s Nest is considered highly significant for several reasons. The majority of the natural area was never cleared and farmed, thus the soil profile has remained intact and the forest communities in excellent condition. Its topography is varied with a high, narrow ridgeline rising 200 feet above the tidally influenced Potomac and Accokeek creeks, and the peninsula is dissected by a series of deep ravines.

The preserve also provides habitat for at least 60 species of neotropical migratory songbirds, nearly 60 percent of which are experiencing population declines including 10 species that are high global priority species. The preserve is also home to nesting bald eagles and great blue herons, and the area played important roles in the Native American, Colonial and Civil War histories of Virginia.

Teens cut summer vacation to fix homes More than 800 teenagers from throughout the Catholic Diocese of Arlington took care of some residents in nine area counties during WorkCamp 2017, June 24-30. The teenagers worked on projects designed to make homes safer and drier. This year’s 190 projects include everything from building a wheelchair ramp for a 60-year-old disabled man to installing windows and sealing the roof at the home of a single mother of three, according to a news release.

One of the projects in Stafford County involved the sprucing up of a house owned by Frank and Susan Adair, which is home to their wheelchair-bound grandson, Kyle. Students from Spotsylvania, Ashburn, Fairfax, among others, spend several days replacing wood on the ramp leading to the house and making sure the handrails were in tip-top shape.

Under the guidance of Postal Service worker Pete Grau of Chantilly, the students also widened a doorway into a bathroom and made it more wheelchair accessible. To finish sprucing up the 19-year-old’s living quarters, the crew added a new coat of paint onto the walls of his room.

The 825 teenagers divided into 160 crews repaired 104 homes in nine central and northern Virginia counties during that week, according to organizers.

The crews completely replaced nine roofs and worked on 76 carpentry proj-

ects that included decks and ramps, from 10 to 30 feet long.

Along with 177 volunteer contractors, the students worked on 54 window projects, 10 door and nine gutter replacements, and sealed 21 trailer roofs.

According to a study conducted by Child Trends, more than a third of high school seniors report they volunteer at least once a month. The study also says volunteering in adolescence is associated with positive outcomes during the teen years, and associated with the development of greater respect for others, leadership skills, and an understanding of citizenship that can carry over into adulthood.

“These high schoolers have many other things they can do for a week of their summer break, but instead they have chosen to skip the beach, leave their cell phone at home, and perform physical labor in the hot sun as a way to show their love to the less fortunate within their community,” said Kevin Bohli, diocesan director of the Office Youth Ministry, which organizes WorkCamp. Bohli said each teen raised more than $500 to work on somebody’s house and learned the necessary skills during the school year.

This will be WorkCamp’s 29th year sponsored by the Diocese of Arlington's Office of Youth Ministry. The week-long experience was based from Massaponax High School.

Community Foundation awards grant for GMU Honey Bee Initiative The Community Foundation for Northern Virginia recently made a grant of $25,000 to the George Mason University Center for Innovation and Entrepreneurship and the Honey Bee Initiative, according to a news release.

The goal of the grant is to accelerate the program and work of university staff, students and community partners to address the critical issues facing the honey bee.

The foundation’s Innovation Fund issued the grant thanks to a gift from an anonymous donor.

“I’m thrilled about the grant!” said Lisa Gring-Pemble, an associate professor in the School of Business who is the director of Social Entrepreneurship and co-founder of the Honey Bee Initiative. “Our Honey Bee Initiative has tremendous momentum and these additional funds are crucial to our progress and program expansion.”

What this means is that there is now a much stronger Democratic organization ready and willing to help statewide candidates and in particular candidates for the House of Delegates. This wasn’t the case just two years ago.

The challenge for the Democrats, particularly the women candidates, is that they’re going to face politically experienced and well-funded GOP candidates.

Most of the Democratic recruits, by contrast, have never before run for office. But with that inexperience, there is also energy, and behind them are several political action committees formed to help House of Delegates candidates and a state party office that plans to work with these freshfaced candidates.

So what does it all mean? It’s hard to say right now. Will the GOP lose its majority? No, not with the numbers they have, but the Democrats might cut into that number. It’s possible they could get over 40 seats, which would give the chamber a much more competitive feel.

Perhaps most important, it represents an ascendancy for women candidates in the commonwealth. There have never been so many women running for competitive seats. And even where the odds are longer, their presence represents a profound change in the choices Virginia Democrats are making when it comes to choosing their candidates.

Women are out in front and it may be one of those rare instances where the Old Dominion, in a sharp departure from the past, may be leading the way in setting a national trend. That would be exciting.

That is the law and is enforced by the administrative laws set forth by the Commonwealth of Virginia. Different counties and cities will, by authority of the building official, interpret the requirements for obtaining a permit as he or she deems fit.

For example, a county such as Stafford may not require you to obtain a permit for a gas appliance replacement such as a gas stove. But on the other hand, a county such as Fairfax will require you to

obtain an appliance permit any time you purchase a gas stove from any of the major retailers, such as Lowes or Home Depot.

In fact, the cost of the permit is built into the price, along with delivery and installation that $500 dollar gas stove has almost doubled in price. Then you still must pay the county for the permit.

Local youths take a step back in time Teens from 14 to 18 unplugged from the 21st century for three days as they embarked on a pioneer trek re-enactment.

The 149 youths and 60-plus adult leaders recently set out on a 12-mile journey that included several steep inclines and water crossings at the Marriott Ranch in Hume.

The exercise served as a reminder of the Mormon pioneers’ 2,000-mile journey to the Utah basin over 150 years ago, according to a news release.

Dressed in replicas of pioneer attire, the teenagers left behind technology, including their cell phones, iPods, watches and air conditioning. Cooking was done in Dutch ovens, and the group slept in tents or on tarps.

“This is an opportunity for these young men and women to disconnect from their phones and leave technology behind,” Bradley M. Sant, president of the Stafford Virginia Stake of the Church of Jesus Christ of Latter-day Saints, said. “It’s their chance to connect with heaven and each other.”

Before they set out, DeAnn Jones, one of the event organizers, reminded the adult leaders that the teens were going to be asked to do hard things. She encouraged the adults to give their family groups the opportunity to struggle, so they could learn and grow through those experiences.

“We have so much abundance today that we have to manufacture hardship,” second counselor in the Stafford Virginia Stake presidency Shon Brodie noted.

Organized in families of eight to 10 people, each participant’s supplies had to fit into a five gallon bucket which was then loaded into their handcart. The youths pulled their carts every step of the way. One of the most challenging aspects of the adventure was on the second morning when they took part in the “women’s

pull.” This was a reminder of what early Mormon pioneers endured when the U.S. Army asked for able-bodied men to assist in the war effort.

More than 500 men enlisted in what became known as the Mormon Battalion, many of them leaving their wives and children behind to complete the trek on their own. The Mormon pioneer women rallied under the added burden, reaching the Salt Lake Valley where they were later reunited as families.

During the “women’s pull,” the men were sent up a trail while the women were left to pull the carts up a steep half-mile hillside. At the point when many of them could scarcely move forward, the men were allowed to go back down the hill to offer emotional support and add their

physical strength with the handcarts.

“We were told that this is like when parents raise their children,” Gabe Cummings said. “As kids get older, they have to go through their own struggles. Our parents watch us and know there is nothing they can do but support us.”

Kelsie, one of the youth participants, wasn’t able to take part in the women’s pull because of an injury earlier that morning. “At one point, I was riding on the cart,” she said. “I felt so bad because I didn’t want to be a burden.” Several boys took turns carrying her up the half mile incline during the women’s pull.

“You’re getting the real trek experience because all the pioneers had times they struggled along their journey and needed to be carried,” one of the leaders told Kelsie.

Reflecting on the women’s pull, Allison Burlew fought back emotions when she said, “So many people came to help.”

Vickie Hilsinger, one of the adult leaders, also reflected on the experience.

“Overjoyed! That’s how I felt when I saw the young men coming to help. Even before they helped us push, knowing they were there to offer emotional support, I was overjoyed.”

Sant summed up the three day experience: “During this experience, individuals realized how critical each member of a family is. As they pulled the handcarts, they worked as ‘family members,’ warning of large rocks, cow pies and steep ditches. This provided a means for these youth to better understand how we help each other through life.”

Farmers market boasts over 50 vendors The North Stafford Farmers Market looks to be moving into the summer of its existence, with a growing number of vendors offering a wide variety of items for sale.

The more than 50 local sellers offered everything from many varieties of tomatoes and vegetables to honey produced in the county. After all, last Sunday was Honey Day and some bees were on display, behind plastic windows.

Paul Roy thought he had Quantico High School’s 2017 varsity football schedule set until early May, but over the course of a few days he learned four opponents were dropping the Warriors, while a fifth was considering doing the same thing.

All of the sudden, Quantico was in a

bind after a 10-game lineup went to six and left Roy scrambling to fill four spots.

It wouldn’t be easy. Schools already had their schedules locked in. Quantico also needed to find nearby schools with similar enrollments that had open dates. The Warriors, who are independent for football, compete in Division 3, the VISAA’s smallest classification.

The Warriors will still begin the season with an incomplete schedule Aug. 25, but Roy was able to add three teams: Portsmouth Christian, Blessed Sacrament Huguenot in Powhatan and St. Michael the Archangel in Fredericksburg. He was able to retain Kenston Forest.

Roy, who is also Quantico’s athletic director, attributes the Warriors’ success last season for the main reason the four schools dropped them.

Quantico went 11-1 in outscoring its opponents 456-99. Along the way, the Warriors posted their first unbeaten regular season in school history and reached the state final for the first time since 1996.

Quantico had to replace Hancock (Md.), Rappahannock County, Grace Christian and Northampton. The Warriors beat all four by a combined 151-34.

The Warriors begin the regular season Aug. 25 at Massanutten Military Academy.

Virginia Tech senior kicker Joey Slye (North Stafford) has been named to t he Lou Groza Collegiate Place-Kicker Award Watch List.

The award is presented annually to the nation’s top kicker.

Of the list’s 30 names, Slye is one of only three active kickers to be named a semifinalist for the award twice. Slye shares that distinction with Daniel Varlson of Auburn and Jonathan Barnes of Louisiana Tech.

Slye was named first-team AllACC by the league’s coaches last season after finishing first in the ACC with 118 points among kickers and third with 20 field goals made. Slye led the nation with 73 touchbacks last season and is also the ACC’s active career leader in field goals with 63.

Slye currently ranks third in program history behind Lee Suggs and fellow kicker Shayne Graham, respectively, with 321 career points. He’s also five field goals away from tying Graham’s career record of 68.

MANASSAS BATTLEFIELD TO COMMEMORATE 156TH ANNIVERSARY OF BATTLE Manassas National Battlefield Park will commemorate the 156th anniversary of the First Battle of Manassas on Saturday, July 22, with special programs and living history demonstrations, according to a news release.

Park historians will offer special extended tours highlighting sites significant to the First Manassas battle, including a tour of the Stone Bridge area at 9:30 a.m., a Matthews Hill tour at 11 a.m. and a tour of Chinn Ridge at 4 p.m. In addition, park interpreters will conduct 45-minute walking tours of Henry Hill, the scene of the heaviest action, at 10 a.m., noon, 1 p.m., 2 p.m., and 3 p.m.

On Saturday and Sunday, living history demonstrations on Chinn Ridge will provide visitors with an opportunity to learn about the experiences of the soldiers who fought at First Manassas. Musketry and artillery firing demonstrations will also be conducted at 11 a.m and 2 p.m. both days.

At 5:30 p.m., folk singer Judy Cook will perform Civil War music in the Visitor Center auditorium. Her program, titled “On the Home Front,” will feature popular songs of the period and readings from letters by her great-great-grandparents.

Many communities are already engaged in such efforts. For example, counties, cities, towns and universities accredited by the National Safety Council Safe

Communities America program, put initiatives into place to raise awareness of the risk of falls and increase older adult independence and safety at the local level.

The program also works with volunteer groups to make the homes of older adults safer. For example, one such volunteer group, “Team Handyman,” installs grab bars, hand rails and other safety features in the homes of older adults in Midland, Michigan.
