Law raises age for tobacco purchases to 21 New rules go into effect July 1 GREG HAMBRICK » BY ghambrick@insidenova.com Beginning July 1, Virginia retailers will be prohibited from selling nicotine products to individuals under 21. The Virginia General Assembly increased the minimum age to purchase tobacco and vape products from 18 years old earlier this year. The new law allows active duty military aged 18 or older with a valid military ID to purchase nicotine products. Washington, D.C., and 15 states have raised the minimum age to purchase tobacco products, according to the Campaign for Tobacco-Free Kids. Delaware will increase the age July 16 and Maryland will increase the age Oct. 1. A report from the National Academy of Medicine found increasing the
tobacco age is expected to significantly reduce the number of adolescents and young adults who start smoking, reduce smoking-caused deaths and immediately improve the health of adolescents, young adults and young mothers who would be deterred from smoking, as well as their children. Tobacco retailers have been encouraged to remove old “18-and-older” signs and replace with new state signage with the new minimum age requirement. “It’s important for nicotine product retailers to be aware of this new law and post the appropriate signage by July 1,” said Travis Hill, CEO of the state’s Alcoholic Beverage Control Authority. “As the commonwealth authority responsible for enforcement of laws pertaining to alcohol and nicotine products, Virginia ABC offers free training to help alcohol and nicotine product retailers to better under-
stand this new law, as well as other ABC rules and regulations.” In December, retailers will receive new “Do Not Sell” stickers to indicate customers must be at least 21 years of age to purchase nicotine products, with the exception of active duty military aged 18 or older.
OTHER NEW LAWS Among other new laws expected to take effect July 1: Happy Hour Promotions — Restaurants can begin advertising happy hours with prices for featured drinks and use “creative marketing techniques.” False Caller ID — Increases the penalty for callers with the intent to defraud, intimidate or harass while using false caller ID information. The law does not apply to those blocking caller ID information. Guidance Counselor — Changes the
name of guidance counselors to school counselors, and requires that counselors spend at least 80 % of staff time during normal school hours in direct counseling of students. Mystery Lottery Winners — Prohibits the Virginia Lottery from disclosing information about the winner of a prize greater than $10 million, unless consent is provided. Vehicle Inspections — Increases the maximum charge for a state safety inspection for a motor vehicle form $16 to $20. Special License Plates — New plates support the Virginia Aquarium, state parks and Virginia’s “Move Over” law. Work Zones/Cell Phones — Prohibits drivers from using cellphones while driving in a highway work zone. The mandatory fine is $250. More information is available at dls.virginia.gov.
Area Stafford students become traffic safety advocates More than 115 teens representing 37 high and middle schools from across the commonwealth participated in a traffic safety program at James Madison University during the week of June 17. Area schools represented include Brooke Point, Mountain View and Stafford high schools, as well as REACH Homeschool in Fredericksburg.
The week’s events have included educational and hands-on activities that focus on safe driving practices and the importance of making responsible decisions while driving. The 2019 Summer Leadership Retreat is sponsored by Youth of Virginia Speak Out About Traffic Safety, a program of the Virginia State Police.
Participants spent the week learning about how to reduce crash risks, studying negative consequences of poor driving behaviors and training to serve as youth traffic safety advo-
cates, using the information to work in peerto-peer programs in their schools to promote safe teen driving and help prevent motor vehicle crashes among teens.

ever rightward. Run to the right during the primary and then tack back towards the center in the general election. Is that cynical? The answer is yes and no. In the primary a candidate wants the nomination and talks red meat issues with the party stalwarts who vote in primaries. In the general election, they can broaden their appeal by drawing on more diverse topics and strengths. That’s probably what Milde is going to do. Also, unlike the 2017 campaign where being in favor of Medicaid expansion helped Democrats in the general, it just won’t come up in 2019. It’s ironic that it was Thomas’ vote in favor of the bill that cost him so much support with GOP voters. Presumably, the issues Milde will want to focus on are his strongest. Ones popular across a broader spectrum of voters. Namely, transportation, solving problems, and he has several strong claims to promoting regional collaboration and even the environment. He is particularly fond of recounting his accomplishments on saving the Crow’s Nest Nature Preserve. Also, the Democrats need to remember that Milde is tireless. He will campaign night and day and seems to be able to come up with as much money as necessary. Also, with their majority on the line, even those establishment GOPers who were shocked by Milde’s victory are likely to “come home” to their party’s nominee. However, this is still a Democratic leaning district, Milde does have a voting record to focus on, and there are still key issues and concerns that divide the candidates. But, again, the lesson remains, that his opponents underestimate him at their own peril.

Stafford woman sets record at Quantico’s Belleau Wood Stafford’s Alissa Savage-Paul, 33, set the female course record at the second Belleau Wood 8K on June 15 with 33:16. Beating his own male course record by 1 minute and 33 seconds, Matt O’Neil, 23, of Woodbridge, finishing in 25:45. “I couldn’t wait to come back, this event is fun and it’s great to see the trails. I’ve really hit my stride and I’m gearing up for the Marine Corps Marathon this fall,” O’Neil said. In 2018, O’Neil finished the inaugural 4.97-mile event at Marine Corps Base Quantico in 27:18. This running event began last year in recognition of the 100 year anniversary of the WWI Battle of Belleau Wood where the Marines first earned the nickname “Devil Dogs.” O’Neil has also taken first place at the 2018 Quantico12K, where he broke the course record by nearly three minutes (40:17), as well as the 2018 Medal of Honor 8K (27:26); 2019 Marine Corps 17.75K (1:01:21) and 2019 Devil Dog Double (1:43:56). The race had 644 runners cross the finish. Also June 15, the inaugural Recon Ruck sent 193 participants through Quantico’s GOLD
hills, trails and roadways for a 12-mile journey with a weighted pack. The top male and female finishers were a married couple: Japan Ground Self Defense Force 1st Lt Shinichi Hirao, 26, with 1:28:13; and his wife, Mitsu Hirao, 28, with 1:56:23. “My wife and I love to run together and it’s a great way to see the United States,” Shinichi Hirao said. The MCM Event Series hosted runners from 22 states for the Ruck, 8K and Run Amuck. For those who seek the more adventure, the Crossroads Challenge (260 total registered runners) presented by Tour Stafford combined either the Belleau Wood 8K or the Recon Ruck before embarking on the infamous Run Amuck. Run Amuck is the messiest and muddiest event of the year, with 28 obstacles including epic mud pits, water blasts and trenches. Low crawls and high fun, the event registered 1,255 runners. Unofficial results for the Recon Ruck and Belleau Wood 8K are available on the MCM website, https://events.hakuapp.com. The next Marine Corp Marathon events will be the Quantico Tri and Quantico 12K on Aug. 24.

Even getting rid of water, or water containing products we consume, has a price. Just look at your water and sewer bill to see how much it cost you when you let the tap run, or water the lawn, or flush the toilet. In Stafford County, effective June 1, rates for a monthly bill per thousand gallons is $2.69 for 0 - 2,000 gallons, $6.36 for 3,000 – 4,000 gallons and other rates for higher usage. That doesn’t seem like a lot of money except a lot of it is used when you let the water run while you are brushing your teeth, excessively watering the lawn, washing the car or cars, showering, or cooking. A little math tells us that if there are more than 50,000 housing units in Stafford and if each one only uses 2,000 gallons per month, about 100 million gallons of water are used monthly. We know that number is higher because some homes use more than 2,000 gallons as do industry, restaurants and other commercial establishments. And this is only water used in Stafford County. Multiply this by all the jurisdictions in the U.S. and around the world. So, the big question is, given that water is absolutely vital to life and with a constantly growing population that requires more and more water, why does the species Homo sapiens, endowed with a thinking reasoning brain, continue to pollute our water sources with pesticides,
fertilizers, all sorts of chemicals and a wide range of items that deteriorate over time in water? Automobile and truck tires and even toilets, along with a myriad of plastic items and a vast array of other items, liquid and solid, have been found in the Rappahannock and Potomac rivers which are the prime water sources for our area. Trash and other debris that ends up in our streets, roads and parking lots makes its way through the outfall system to the Chesapeake Bay and Atlantic Ocean. Both rivers are tidal. Consequently, besides polluting our river water, some of these pollutants flow out to the bay and to the Atlantic Ocean. No longer is dilution the solution to pollution. There is too much deposited in our rivers and streams so that now it is piling up on beaches around the world or floating like islands in some ocean or body of water around the world. Water is vital to our survival. We should guard it with care. We must not waste it or pollute it. If we don’t protect it, we and future generations could inherit what’s stated in these lines of “The Rime of the Ancient Mariner:” Water, water, everywhere, And all the boards did shrink; Water, water, everywhere, Nor any drop to drink. The Wildcats (19-3) lost to Stone Bridge 13-2 June 14 in the Class 5 championship played at RF&P Park in Glen Allen. The game was close until the fifth inning when Stone Bridge scored seven runs and went on to win its first state championship. since my freshman year of high school when my mom, the French teacher at Mountain View, brought me to school with her,” she said. Streska’s brother and sister, Nicholas and Sophia, also attend Mountain View. Throughout her high school career, Streska was a member of the National Honor Society, French Club, Interact, Family Community Careers Leaders of America, National Art Honor Society and Mu Alpha Theta. During her senior year Streska was the vice president of the French Club and treasurer of the Interact Club. She was a member of the volleyball team during her freshman year and on the swim team all four years of high school. “I would attribute my success to my parents, as they have provided me with so many opportunities to succeed as well as encouraged me to do my best,” she said. “I would also say my friends have helped me get to where I am by always being there for me when I needed them to be and for always believing in me.” One of Streska’s favorite high school memories centers around making an ad for a French class. “My friend Rachel and I thought it would be a good idea to put blue food dye in water to represent our product, but we put a little too much and her teeth were stained completely blue,” she said. “We had to stop filming because we were
laughing so hard.” Streska will attend the University of Virginia in the fall and plans to major in biology on the pre-medical track and minor in French. In her commencement address, Streska urged her classmates to “do small things with great love.” “Making small sacrifices for others goes a long way,” she said.
NORTH STAFFORD HIGH SCHOOL – SARAH SCHAEFER Schaefer, 18, was born in Tampa Florida, but has attended Stafford County schools since kindergarten. The daughter of Craig and Liz Schaefer, she has SARAH SCHAEFER a brother, Matthew, who was the school’s salutatorian in 2016, and sister, Emma. “I’m involved in all kinds of extracurricular activities,” she said. “In school, I am involved mostly with student government and leadership, our Girl Up club and volunteering with the Commonwealth Governor’s School.” Schaefer also played on the school’s varsity softball team and on a travel team. Outside of school, Schaefer volunteers with Stafford Hospital and the Hugh O’Brian Youth Leadership Foundation. Later this summer, she will travel to Japan with the High School Diplomats
Program. “I attribute my success mostly to me family,” she said. “My parents have always encouraged me to do my best and that is always what I have strived to do.” She called her sister, who has a disability, her inspiration. “Her limitations have shown me that I am blessed to be where I am and to have what I have,” she said. “I am extremely lucky to have opportunities in life and I try to make the most of them because of Emma.” Schaefer will attend the University of Southern California as a trustee scholar and Viterbi Undergraduate Fellow. She plans to major in biomedical engineering with a pre-med emphasis.
STAFFORD HIGH SCHOOL – MCKENNA CHRISTMAS Christmas, 18, was born in Fairfax and came to Stafford during her junior year after her dad, Brian Christmas, a Marine, received orders to Marine Corps Base MCKENNA Quantico, bringing CHRISTMAS the family, including mom, Necole, and brother, Joshua, back to the area. “We were previously stationed in Israel and Germany,” she said. “I am passionate about education. I have volunteered every summer when I visited the States
and the past two school years since moving back to the area for Stafford Junction, a local organization that provides meals and academic support for students.” While stationed overseas, Christmas participated in International Model United Nations conferences and restarted the team when she moved to Stafford. She also acted as the vice president of the Student Council Association, served as the captain of the debate team and was an active member of the National Honor Society. She credited her parents with her success. “They always fostered an environment where learning was cherished and big ideas were encouraged,” Christmas said. “They have continually offered unquestionable love and support. Some of my earliest memories are of my parents reading to my brother and me.” Being named valedictorian isn’t a onewoman job, she continued. “I have been blessed with an incredible support system of teachers who pushed me to challenge myself and family and friends who amaze and inspire me to be the best version of myself,” Christmas said. She will major in global affairs with an interdisciplinary concentration in educational studies at Yale University this fall. “As of now, my desire is to one day work as an education officer for a nonprofit such as UNICEF or Save the Children,” Christmas said.
