New study to look at fix, funding for I-95 corridor GREG HAMBRICK » BY ghambrick@insidenova.com

State transportation officials are launching a new study to identify priorities for improvements along the Interstate 95 corridor.

The Interstate 95 Corridor Improvement Plan was announced by Secretary of Transportation Shannon Valentine at the April 10 meeting of the Commonwealth Transportation Board.

The board will be working with VDOT, the Department of Motor Vehicles and Virginia State Police to determine needs and potential financing options for the busy interstate that stretches from the

North Carolina line to National Harbor in Maryland.

“I-95 is one of the most complex transportation corridors in our Commonwealth,” Valentine said. “This study creates an opportunity to examine the use and needs of I-95 with the goals of relieving congestion, increasing safety, and advancing Virginia’s economic competitiveness.”

The state will launch public meetings for the corridor plan, soliciting community, industry and stakeholder feedback throughout the spring and summer, with a draft report expected later this year, with findings delivered to the General

Assembly in December.

The first public meetings will be held in the Fredericksburg District on May 9 and in the Northern Virginia District on May 13.

In January, VDOT announced several road projects in partnership with 95 Express Lanes to address traffic issues on I-95.

That includes a state project to add an auxiliary lane between Occoquan and Prince William Parkway, as well as a new reversible ramp for the Express Lanes at Opitz Boulevard, that would provide better access to Potomac Mills and Sentara Northern Virginia Medical Center.

The state also announced a deal to extend the Express Lanes south to Exit 133 in Fredericksburg.

The final agreement for the 10-mile extension to Fredericksburg is expected to include a payment of $54 million to $98 million to the state, depending on the final terms of a federal loan for the project.

“Fred Ex” will provide two reversible express lanes of new capacity. It is expected to increase capacity on this section of I-95 by 66% during peak periods, Northam said. Construction is planned to begin later this year with the new lanes opening to traffic in the fall of 2022.

SHERIFF’S OFFICE WARNS OF GIFT CARD SCAM Watch out for a scam involving individuals who pose as law enforcement, businesses or other entities asking for payment in the form of gift cards, warns the Stafford County Sheriff ’s Office.

In one case, a Stafford resident reported receiving a call from someone claiming to be from the DEA. The victim was told that her Social Security number had been linked to a drug trafficking incident in Texas and that she needed to put money into a “safe card” to protect herself.

The victim was told to purchase $2,600 worth of gift cards and provide the card information over the phone. The victim

Mind you, the case shouldn’t have been brought in the first place, but once it was, firing and the loss of her license was the only punishment provided under the law.

There was no range of punishments that varied with the severity or circumstances of the offense. This is the basis of what’s called “the Rebecca Law.” It adds another penalty short of firing and license revocation.

While it’s too late to help Whitford, this enhanced flexibility might help somebody else. It’s an accepted principle of jurisprudence that punishment should be based on the severity and circumstances of the offense.

That’s the case Thomas tried to make, but getting the legislature, particularly in committee, to tinker with issues regarding teacher discipline is a challenge. They tend to prefer to leave it as is and what’s more weren’t comfortable with simply a limited or verbal reprimand.

According to Thomas, for the bill to pass, the alternative penalty had to be writing and visible to other school systems.

In other words, it has to be in the teacher’s permanent file. That was the compromise. After which it all but sailed through the House and Senate and received the governor’s signature.

In the case of Rebecca Whitford, Stafford County lost a good teacher.

Personally, I think it was a dubious case to begin with, but in future instances, when a charge like this is made, thanks to Thomas’ bill, now law, there will be some alternatives.

Stafford woman dies after tree falls on home

An elderly woman died Monday after a tree crashed into her home during a storm that swept through Stafford County, according to Sheriff ’s Office spokesperson Amanda Vicinanzo.

Another resident at the home on Doyle Place in North Stafford, an 82-year-old man, was taken to a local hospital with injuries that were not life-threatening.

Stafford County Fire and Rescue responded to the scene and found the deceased female pinned underneath the GOLD

tree. She was pronounced dead on scene at 2:02 a.m.

Counterfeit money is still floating about in the Stafford County area.

According to the Sheriff ’s Office, the number of bogus bills is about the same as in previous years, and residents should keep watch on the money they encounter.

Larger denomination bills are most frequently used as they are the bills that provide the most return in real money, said Stafford Detective Sgt. Christopher Smith of the General Assignment Unit.

But at the same time, those large bills can draw the interest of the average consumer.

While the chances are slim that the average shopper will be given a bogus bill at a grocery or retail story, it’s best to know the signs of bad paper.

“Citizens should familiarize themselves with security features placed on real currency and be cautious when conducting private sales,” Smith said. “Citizens can learn more about how to tell if a bill is real by visiting uscurrency.gov.”

Some bills being passed around are even marked as being for motion picture use in English or other languages. That writing is not a stamp on a bill but rather is incorporated in the design.

The six-year veteran of the Stafford force added that buyers “should be aware and cautious when conducting private transactions with unknown people and familiarize themselves with indicators of both real and counterfeit currency.”

When making private transactions, the sheriff ’s office suggests that the deals be made in secure areas. The best area, said spokesperson Amanda Vicinanzo, is at the sheriff ’s office, which is off Courthouse Road, just west of U.S. 1. Special parking spots in front of the main entrance are marked as safe exchange zones and are continually monitored by video.

“If a citizen believes they have come into possession of a counterfeit bill, they can contact the sheriff ’s office to report it and turn it over,” Smith said.

The catch to doing the legal thing and turning over a bogus bill is that the bill is confiscated.

“If the bill is evidence of a crime, it will be taken; and unfortunately the individual will be out the sum of money,” he said.

The small, bright spot with turning over the bogus bill is that “if a suspect is identified and convicted of the crime, the courts can impose they pay restitution to the victim.”

Smith notes that, “Businesses such as fast food restaurants, retail stores and gas stations are targeted most frequently as the suspects usually receive real money as change for their purchase.”

Those who want to be extra careful can use a detector pen to check for phony bills. Checkout personnel often use the pens on larger bills. A mark on legitimate bills will disappear quickly, but a bogus bill will show a dark stain.

STAFFORD BRIEFS WEIS MARKETS DONATES $102,500 TO AMERICAN HEART ASSOCIATION Weis Markets recently presented a $102,500 donation to the American Heart Association in support of their in-store “Life is Why We Give” program, which raised funds in the fight against heart disease and stroke.

The donation was generated through customer contributions during a twoweek fundraising program during American Heart Month in February, according to a news release. The stores, including two in North Stafford, raised nearly $92,000, and a corporate con-

tribution rounded up the donation to $102,500.

After reaching the Group 5A state quarterfinals a season ago and returning a talented group of core players, including all-state senior midfielder Megan Watts, Wildcats’ coach Fernando Ramos knew scheduling difficult early tests would prove valuable for his team as it seeks to return to the state tournament.

Despite unfavorable results that included a loss on penalty kicks to Colonial Forge during the Commonwealth District Tournament and an early 3-2 loss to Patriot that provided “a huge learning opportunity” according to Ramos, the Wildcats went unbeaten in their next seven games (five wins and two ties).

Those results included a signature 3-2 overtime victory against then-nationally ranked Battlefield.

“Because of our tough early schedule, we were able take positive strides. We knew what we were up against when we played Battlefield, and my coaching staff and I put together a good plan,” Ramos said. “It was a great game that both teams can take a lot from. Fortunately, we came out on the winning end.”

But although the hard-fought victory probably should have resulted in a great amount of momentum, the Wildcats salvaged ties “that felt a bit like losses,” according to Ramos, against North Stafford and Riverbend.

Ramos lamented the ties because the Wildcats outshot the two teams by a combined 30-4 and out-cornered Riverbend 13-2, but gave up set pieces in the final minute of a half in each game.

“These problems are fixable, but only in the practice pitch,” Ramos said. “We’ve had a bit of rust on finishing teams during the past two games, but I do believe we can and will still come together near the end of the season — when it really counts.”

It is worth noting that the Riverbend

tie did not include Watts or Ruby Darling, who were both playing academy games that evening. Watts is one of four Mountain View players committed to Division 1 colleges next season.

Watts, who leads the team in goals (18) and assists (9), and is aiming to score her 100th high school goal later this season, has signed to play for Old Dominion.

Other college recruits on the roster include Carly Lane (Virginia Wesleyan), Brooke Burzynski (East Carolina) and Cassidy Butler (Stevenson).

Ramos noted that Burzynski, who is second on the team with five goals and five assists, played for Mountain View as a freshman in 2017 when the Wildcats reached the state finals. She sat out last year while opting to play for an academy

team. Darling (three goals, four assists) didn’t play for Mountain View until the third game of the season due to academy obligations.

Ramos said another key player thus far is the emerging freshman talent Hannah Taylor (four goals), who, like other freshmen, is beginning to carve a niche, but who still have to help the Wildcats find the chemistry necessary to play a full 90 minutes, rather than letting up at key times.

“We are 100 percent still jelling,” Ramos said. “Megan Watts and Carly Lane are our senior co-captains who have done a spectacular job from a leadership standpoint, mentoring the younger players and being like a coach on the field. Our younger players are stepping right in and not skipping a beat.”

While Ramos acknowledged the leadership acumen of Watts and Lane, he also lauded the willingness of all of his returning seniors to do whatever it takes to help the program succeed.

“All of my seniors know nothing is guaranteed to anyone,” Ramos said. “But they have done a great job of helping the younger players to adapt to the Mountain View program, both on and off the field.

They are lead-by-example players who realize there is a legitimate competition for [starting spots and playing time].”

When first responders meet your dogs If you watch shows like “Live PD,� you will see police responding to calls being confronted by dogs. Sometimes the dogs run out of their homes. Other times it is loose dogs in vehicles.

Multiple news reports and videos have surfaced over the years about officers who felt the need to at least use a stun gun, if not use lethal force, when confronted with dogs behaving aggressively.

As dog owners, we have a responsibility to try to increase safety between first

responders and our dogs.

Think about how stressing it is for us when we call first responders. At least we know why the oddly dressed, quickly moving, equipment-toting strangers are on our property.

All the things we associate with people coming to help can be very scary for our dogs. Even a social, friendly family pet can exhibit undesired behaviors when responders enter our home.

Never assume Rover will willingly

allow them in to do their work.

Even if Rover is truly acting friendly, his exuberance to greet his new friends can impede their ability to work.

Have a game plan for what will happen if first responders must be called to your home. You want to secure your dogs before first responders arrive. Teach your dogs a cue to go to a crate, back room, secure yard, some place safe where your dogs will be out of the way.

Practice it regularly and make it fun!

You do not want to have your dog associate this behavior with stress. Make sure your kids are taught how to secure your dogs if needed.

When my oldest was in third grade, he was home while my husband was doing yard work. Sarah and I were out socializing our new puppy.

Thanks to Northern Virginia traffic, it was going to take over an hour to get home.

As luck would have it, my husband ended up severely injured and 911 had to be called. Connor remembered to put up the dogs before the ambulance arrived.

Use what I call the ABCs of first responder safety to help remember what to do if you must call 911 (or even nonemergency numbers to have someone come out for any reason).

A - Alert emergency dispatch to any

dogs in your home.

B - Before police or emergency crews arrive, get your dog to a safe, secure place where he cannot escape. (Even if you have a small dog or one you assume is friendly, please secure ALL dogs.)

C - Call someone to get your dog if needed. (Have a backup plan with someone you trust).

What about if you are in your car? Your dog should be secured when riding in a vehicle. The safest place is in a crate that is secured in the back seat with a carefully chosen dog restraint. A loose dog is at greater risk of escaping or causing trouble for police or rescue.

If your dog is a service animal, talk to your trainer to make sure your dog is capable of handling people assisting you.

There was a case not too long ago when hospital staff needed to remove a service animal because he was aggressive and hindered staff ability to treat the owner.

I realize there may be times when you cannot secure your dog after emergency services are called. However, when at all possible, do what you can to keep your dog safer when you have to call police, fire or rescue.

‘The Color Purple’ is the new gold » BY MAGGIE LAWRENCE

For some reason, stories about rape, incest, degradation and spousal abuse don’t spring to mind when we think of plots for uplifting musicals. Yet, such is the searing, epistolary story that forms the basis for “The Color Purple,” Alice Walker’s Pulitzer Prize-winning novel of 1983 which was quickly followed by a film in 1985. A musical version had to happen.

That Broadway hit, which ran from 2005 to 2008, garnered 11 Tony nominations and a Tony-winning revival that ran from late 2015 to 2017. Dramatically speaking, “Purple” is gold.

The musical revival in all its scorching, heart-breaking glory awaits patrons at the Riverside Center through May 5.

Under the direction of Amy Jones and the musical direction of Garrett Jones, “The Color Purple” transports the audience to 1930s Georgia and the catastrophes and triumphs of Celie’s life. An inspired cast and top-drawer technical support equal an unforgettable experience.

Beginning with two babies born of a father’s rape and then given away, transferred to a tyrannical abuser for a husband, surviving and persisting through the 20-plus years of separation from her beloved sister — this is a Celie we believe in. A damaged child, she clings to the only love she’s ever known, with sister Nettie (Ashanti Branch) in forgetful play, singing “Huckleberry Pie” and “Somebody Gonna Love you.”

The full force of the downward spiral that awaits her comes out in “Big Dog,” a powerful ensemble piece with Mister (Wendell Jordan) and the Men. But not every black woman in Depression-era Georgia was a born victim.

Sofia (Kadejah One) is going to marry the abusive Pa’s (Montel Butler) son, Harpo (Carl Williams), and if Pa doesn’t like it, that’s too bad. One belted the rafters

loose in Riverside’s “Dreamgirls” and she’s doing it again in her signature song, “Hell, No!” And she’s not the only one who can knock the men off their balance. Shug Avery (Nia Savoy) creates a sensation even before she arrives, when Mister, Celie and the Company sing “Shug Avery Comin’ to Town.” Indeed she does — bejeweled and bewitching, and fully assuming the nervous unease of the men and even the anxious, fascinated servitude of Celie.

But there’s much more to Shug, and Savoy puts it across in her kindness to Celie when she sings “Too Beautiful for Words.” The other side, of course, is her star moment in Harpo’s Juke Joint when she executes the night’s bawdiest song, the fabulously lewd “Push Da Button.”

We could not bear a story that was all sorrow, leaving Celie hopeless, and Act II takes us to “African Homeland” with the company to follow the fortunes of a now grown Nettie and the missionary couple who finished raising her.

The letter-writing device that Walker used in the original story is employed here with Nettie and Celie singing their letters to one another from worlds away.

Dynamic characters are always more interesting than static ones, and several major players experience the transitions life capriciously metes out, whether we like it or not.

Sofia’s showdown with local officialdom crushes the chutzpah and sass that had carried her so far before; nevertheless, that steel-bladed character regroups and finally reasserts itself. Celie herself, survivor of unimaginable loss and pain, steps away at last from that life and finds a new definition of herself as a designer and maker of pants.

“Miss Celie’s Pants,” sung by Celie and the Women, is a joyful celebration of her new life. And Mister undergoes at least as profound a change as Celie in his recognition of the man he has been, the evil he has committed, and the starkness of his need for forgiveness.
