Doorbell video helps with arrest

Stafford County Sheriff ’s Office deputies arrested two suspects behind recent larcenies in North Stafford, according to spokesperson Amanda Vicinanzo.

Deputy Torrice responded to reports of a package stolen from a residence on Nugent Drive in North Stafford on March 18 at 1:39 p.m.

A resident had a doorbell video showing a male run up to the porch, grab the package and flee on a bicycle.

Torrice recognized the male as a suspect in a bicycle larceny on March 14 at Rodney Thompson Middle School.

A resident had taken a photo of a suspect with the bicycle on Walpole Street shortly after it was stolen.

The deputy had information that the suspect lived in the area of Brannigan Drive, so he began patrolling the surrounding neighborhood in search of the suspect.

At the same time, Deputy Taylor

advised that he was investigating another incident involving a suspect identified as Tahari Turk, 19, of Stafford, in the same area. They saw Turk dribbling a basketball in the driveway of a residence on MICHEL SMITH Brannigan Drive.

Torrice made contact with Turk and saw the stolen bicycle in the driveway. Turk was taken into custody and charged with conspiracy to commit a felony in connection with a cell phone larceny on Jan. 22. He was held at Rappahannock Regional Jail without bond.

Deputies then received a call regarding a suspicious person going from house to house looking in windows in the area of Bruce Street. Torrice found

a suspect on Walpole Street who was identified as Michel Smith, 29, of Stafford.

Smith admitted stealing several packages that d ay, i n c l u d i n g one from Nugent Drive. He told deputies that he TAHARI TURK threw the package away after realizing it only contained dog supplements. Deputies Torrice and Dominguez later located the stolen package behind the dumpster. Smith also admitted to stealing the bicycle.

Smith was taken into custody and incarcerated at Rappahannock Regional Jail on a secured bond. He is charged with three felony counts of petit larceny.

Stafford man jailed on larceny charges A Stafford County man was caught stealing from the North Stafford Walmart on March 20 at 4:13 p.m., according to Sheriff ’s Office spokesperson Amanda Vicinanzo.

Store security told Deputy Reed that Derrick Stanford, 49, was in the story,

again shoplifting. The deputy made contact with Stanford in his vehicle, and saw what appeared to be the stolen merchandise.

Sanford admitted to stealing it, Vicinanzo said. He also admitted to stealing from the store on March 16.

Sanford also had driven to the store on a suspended driver’s license. Stanford was incarcerated at Rappahannock Regional Jail on a secured bond and charged with grand larceny, petit larceny and driving suspended, Vicinanzo said.

A Fredericksburg woman spent time at the Rappahannock Regional Jail until no longer intoxicated after she hit a sign, refused a traffic stop and had difficulty unlocking her car door, according to Stafford County Sheriff ’s Office spokesperson Amanda Vicinanzo.

Danica Rayna, 20, was spotted hitting a road sign while driving north on Warrenton Road in the area of Plantation Drive at 5:59 p.m. March 20.

Deputy Forman saw her vehicle on Warrenton Road and tried to conduct a traffic stop. Rayna continued traveling slowly for several minutes. Capt. Stout arrived and positioned his vehicle in front hers in the area of Warrenton Road and Peach Lawn Road. She then stopped her car.

Rayna had problems opening the car door and the deputy had to guide her through putting her vehicle in park and unlocking the doors, Vicinanzo said.

The suspect admitted to hitting the sign and failing to stop when she saw the deputy following her with his emergency equipment activated. Rayna told the deputy she took prescription medication prior to driving, Vicinanzo said.

She is charged with driving under the influence, eluding police, hit and run, and failure to maintain proper control.

In an effort to save prevent vehicle crashes and save lives, five Stafford County schools are joining a statewide campaign to establish teen safe driving and passenger behaviors, according to a news release.

The Arrive Alive campaign focuses on the increased risk of teen driver crashes during the spring and summer months, and during prom and graduation.

Joining the campaign are Brooke Point, Mountain View, North Stafford and Stafford high schools, and Shirley Heim Middle School.

During the campaign, which runs through May 3, students will work in groups to develop programs and social media messages to influence their peers to be safer on Virginia roads.

High school students will focus on preventing such risky behaviors as texting and driving, speeding, driving with too many passengers, not wearing a seat belt, underage drinking and driving, and joy riding or “cruising.”

Middle school students will focus on how to be a safe passenger, pedestrian and cyclist. Both middle and high school students are being asked to submit plans to continue the campaign throughout the summer to reach students while on break.

“The summer months are a particularly dangerous time for young drivers and their passengers with crashes increasing during this season when teens have more free time,” said Casey Taylor, program development coordinator for Youth of Virginia Speak Out About Traffic Safety.

“We want to encourage our schools and youth groups to continue reminding teens throughout the summer to make good choices and to always arrive home safely.”

Statistics from the Virginia DMV show that over the past five years, teen drivers in Virginia were involved in 44,941 crashes during the months from May through August, with 153 of those crashes resulting in a fatality to themselves or other motorists and passengers. During the same five-year period, 126 teens aged 15-20 were killed, 13,976 were injured and 1,836 were seriously injured in crashes between May and August.

Blue Bell ice cream returns to area stores Blue Bell ice cream is now available at grocery stores in Fredericksburg, Manassas, Quantico and Woodbridge, according to a news release.

“We are glad to be back and excited to be in a position to expand our sales territory,” said Jimmy Lawhorn, vice president, sales and marketing for Blue Bell. “Our delivery trucks arrived a few weeks ago. As soon as fans saw the Blue Bell logo they began contacting us wanting to know when they can expect to find our ice cream in stores. We are extremely thankful for the warm response from so many of them.”

Blue Bell recently completed construction on a 14,000-square-foot distribution facility in Ashland and a second location will open in Suffolk in April. “Our brand new facilities will house all of the products for the area,” Lawhorn said. “We have around 20 employees on staff at this time at each location. Initially, we will bring in additional employees from other states to help with the opening. It could take up to two weeks to deliver our products to every store that is selling Blue Bell.”

Stafford selects new finance chief

Alexandre A. Espinosa will be Stafford County’s new chief financial officer, announced Thomas C. Foley, county administrator.

Espinosa comes from Montgomery County, Md., where he has been the director of the Department of Finance and has more than 21 years of experience in budgeting and finance, managing an annual budget of $5 billion, according to a news release.

“Alex has a wide breadth of financial experience in Montgomery County, ” Foley said. “We are confident his skills will both continue to move our financial operations forward and complement the steps we’re taking with our 2040 Strategic Plan for the future.”

The current chief financial officer, Maria Perrotte, announced her retirement after more than 35 years of service. Espinosa’s first day of in the post will be April 29.

“I am grateful for the opportunity to use my skills and experience to help fulfill Stafford’s vision for the future,” said Espinosa. “Stafford is an outstanding county with its triple-AAA bond ratings, and I look forward to drawing upon my more than 25 years in local government to move Stafford forward as it grows.”

Paying it forward Hoioos family raising puppy after assistance dog helps disabled son

A North Stafford family blessed with two assistance dogs over the years is paying it forward by raising a puppy that may one day become a service dog for another family.

Tom and Sharon Hoioos acquired the two service dogs through Canine Companions for Independence, a nonprofit that provides trained dogs for children, adults and veterans with disabilities.

The couple’s disabled son Matt, 21, was born with a genetic disorder and is nonverbal. The condition causes cerebral palsy and mental retardation, though he is on track to graduate from Mountain View High School.

Matt was 8 years old in 2006 when he received the first dog, Calder, but the dog ultimately passed away in 2015.

Matt and Calder were truly “a team,” according to Tom Hoioos.

In May 2016, Matt was matched with his current dog, Shiloh, who helps Matt with daily tasks such as getting dressed and retrieving dropped items, his father said.

“It is great to see the self-confidence and greater independence Matt gets when he and Shiloh work together on things,” said Tom Hoioos, explaining that Matt and Shiloh are best friends and love each other unconditionally.

CCI has provided the family so much that they have always tried to give back.

To continue to do so, they’re now raising Pam V, a yellow Labrador puppy destined to be a service dog.

John Bentzinger, public relations and marketing coordinator for CCI’s northeast region, said that when CCI puppies are born, the whole litter is named for a specific letter of the alphabet; for instance, in Pam’s litter all of the puppies’ names begin with “P.” The next litter will be Q, and so on, with names able to be reused when dogs retire, he said, typically threesyllables and always easy to pronounce.

Pam came to the Hoioos family when she was 8 weeks old. She is now 4 months old.

When she is 18 months old, Pam will head to CCI’s northeast regional headquarters and training facility in Medford Long Island, N.Y., for six months of advanced training. She will eventually learn more than 40 commands before being matched with someone who needs her — a child, PUPPY adult or veteran with disPAGE 7 abilities.

“Calder and Shiloh were raised by wonderful volunteer puppy raisers, and we are so proud to be able to raise a puppy that will change someone’s life,” Tom Hoioos said. Until then, the family is having more fun than they can describe raising Pam. “She has so much energy and goes at 110 percent until she falls asleep in her bed,” Sharon Hoioos said. “So, it is a fun cycle of play, eat, sleep, potty and repeat.”

Pam is house-broken and working on basic commands such as “sit” and “down.”

She is being socialized and exposed to different experiences and environments to build confidence, but there is also a lot of play time, the couple stated.

There are 41 volunteer CCI chapters nationwide and more than 3,000 volunteers.

Currently, there are 436 disabled people on CCI’s list waiting for dog companions.

Puppy raisers regularly become deeply attached to their puppies, after having them in their homes for a year-and-ahalf, so letting them go when it’s time is a challenge, according to CCI. “It isn’t easy, but when you see the tremendous difference the dog is making in the life of someone who really needs it, it makes it all worthwhile,” Bentzinger said.

“Many puppy raisers and graduate teams form life-long bonds, with regular communication and visits.”

According to CCI, there are 2,399 active graduate teams nationwide; 337 teams graduated in 2018 alone and there have been more than 6,000 teams since 1975. Since CCI’s founding, 286 dogs placed with veterans.

CCI also places facility dogs in hospitals and rehabilitation centers, in criminal justice settings and with disabled veterans. Some of the dogs provide comfort to children who are victims of sexual abuse and other violent crimes as they give testimony in court.

HOW THE SCAM WORKS You answer the phone and it’s someone alleging to be from the Social Security Administration. The name on your caller ID may say the same. The caller says your social security number has been used to fraudulently apply for a credit card or commit another crime.

To fix the situation the caller wants you to confirm your Social Security number and other personal information. Cooperate or the caller threatens to take you to court or have your Social Security number blocked or revoked unless you pay a fictitious fine or judgement immediately over the phone.

No matter the details, the stories are designed to scare you. Scammers hope that you’ll tell them your Social Security number and other sensitive information.

“Anytime one gets an ‘urgent’ phone call from a federal agency like the SSA, it’s almost a guarantee to make that person break out in a cold sweat,” said Barry N. Moore, CEO of the BBB serving Central Virginia. “It’s criminals preying on consumers. Don’t fall for it.”

HOW TO AVOID THE SCAM • Never give personal information to unsolicited callers. If someone contacts you without your permission, refuse to tell them any personal information.

• Remember, the SSA will never call you asking for your Social Security number. They will never ask you to pay anything, nor will they threaten your benefits.

• Don’t trust your caller ID. The internet has made it possible for scammers to use fake IDs when they call your home. If you receive a suspicious call, don’t make any important decisions based on what your caller ID says.

• Contact the Social Security Administration: If you are concerned about a call you received from someone who claims to be with the SSA, you can call the real SSA at 800-772-1213 (TTY 1-800-325-0778).

If someone was trying to create the prototypical high school baseball player — one who combined intelligence with physical traits, talent, a stellar work ethic, unparalleled passion and strong leadership skills — the person would probably end up with someone resembling Colonial Forge senior Jake Wortman.

At least that is the opinion of his high school coach, David Colangelo, who is something of an expert, given that he played collegiately at Marshall after a standout high school career at Hylton, and he is the brother of Mike Colangelo, a former major leaguer with the Angels and San Diego Padres.

“He truly is the hardest working kid you could find, the kind of kid where a coach would say if I had a whole team of Jake Wortmans, I would take it,” Colangelo said. “From the first fall workout, to winter conditioning, to stretches during the spring, he never takes a day off.”

Almost from the moment he began playing baseball at the age of 5, Wortman has approached the game with that level of passion and attention to detail.

He recently realized the fruit of his labors when he signed a letter of intent to play for Bucknell next fall.

“It’s a huge blessing and an honor to be able to go to such a prestigious

school,” Wortman said. “It allows me to take a breath and takes a bit of the pressure off me, letting me focus on the high school season.”

Wortman, who wants to major in accounting and finance, said Bucknell offered “the perfect combination of academics for the major I wanted and baseball excellence.”

One of the reasons Wortman drew interest from Bucknell was his play at various showcase events in Florida, Georgia and Ohio the past summer as part of the Perfect Game program.

“It was hard work and definitely a grind with the heat and humidity of the summer, but it definitely was a great

opportunity to get myself in front of [college] coaches and enhance my skill set,” he said.

Wortman was already a valuable commodity for the Eagles, playing catcher and at both corner infield positions last season, while hitting .345, amassing an on-base percentage of .495 with seven doubles and two home runs, including one from each side of the plate. He also stole 13 bases.

Most significantly, Wortman was the only Eagle to play in all 22 games last season. Colangelo said that was notable because he tended to bench players for not running out balls hard or not always giving their best effort defensively.

“It’s definitely fun to coach a kid like Jake that you can put just about anywhere on the field and he will do well. I joked with my assistant coaches that we should try to play him at all nine positions in a game this season, but he could definitely do it,” Colangelo said.

But this summer, while playing for his Pinnacle Baseball travel team, Wortman re-discovered a position he had not played much since first taking part in travel baseball as part of a 12-andunder team — pitching.

Wortman said he discovered this summer that his fastball was hitting the upper 80s, topping out around 88 mph, a sharp curve ball and a changeup — which he called his go-to pitch — that was becoming a significant weapon.

“It [pitching] definitely added another tool to my skill set,” Wortman said.

Colangelo said Wortman is a “lead by example type” and the workmanlike attitude was borne out by his approach this past winter.

“We had conditioning at 6 a.m. every morning, and Jake never missed a workout,” Colangelo said. “He’s a first in, last guy to leave type of kid.”

Wortman has been a vital piece this season for the Eagles, going 4 for 8 with two runs batted in and one stolen base during Forge’s first three games.

“I don’t care what position I play,” Wortman said. “I will do anything to help my team win.”

Dig away, Rover One of my favorite social media pictures is a Belgian Malinois and the wonderful holes he dug.

It reminds me of my old Hunter, who was a large, active dog and a digger.

At our first house he excavated a crater about 4 feet across and 4 feet deep under the landing of our back steps.

Dogs dig for many reasons. To some, digging is enjoyable. Some may want to escape a yard, while others may be trying to alleviate boredom. On a hot day, they may be trying to create a cool spot. Digging is a trait various breeds and crosses of those breeds have.

Terriers, for example, have centuries of breeding telling them to go to ground and dig out vermin. We have a standard schnauzer, a working breed. Part of her breed history includes farm work and vermin eradication.

True to her breed, Uhura has dug some serious holes in our gardens where we knew rodents were taking up residence.

Why should I try to fully train out a natural behavior? I compromise with my dogs. I designate a space in your yard where it is fine for Rover to dig.

The spot should be located away from

fences to reduce escaping. Using landscape blocks or timbers, mark off an area a couple feet longer than your dog. This is his designated digging zone. In the digging area, put several inches of soft dirt. I would place the digging spot in a shady area or provide shade over it.

Do not expect your dog to immediately take to the digging zone, especially if he is used to digging somewhere else.

As with any behavior, I want to set up dogs for success. Showing them what is desired before they do something undesired is important. Bring him to the digging zone and make it interesting.

Scatter bones and treats across the dirt.

Bury things for him to find. Dig with your dog, show him what to do. Make a big, fun deal of this behavior.

In the beginning, every time you go out with your dog, show him where it is good to dig. You will need to monitor him, especially if he was used to digging in a different area. If you see Rover heading to the old area, redirect him to the new spot.

From a dog’s point of view, many yards are boring. Enriching our yards with different toys, creating places for games

of tug, using food-releasing toys, ramps and raised platforms for climbing (away from fences), wading pools for bobbing for kibble, and human-led games such as fetch, along with a digging spot, can help alleviate boredom.

If your dog is digging to escape, you need to address it immediately. Make it harder for your dog to dig under the fence. There are commercial products like Dig Defense, which are stuck in the ground at the base of your fence.
