irginia House Speaker William Howell, R-28th District, plans to retire at the end of this term, he announced Monday.

Howell, who’s represented Virginina House speaker to retire the Stafford Countyarea seat for the last 25 years, will depart the House as the secondlongest serving speaker in Virginia WILLIAM HOWELL history after holding the post for 15 years.

“While I obviously will miss all of you and while I will always look back with only fondness at every day I served here, I have decided that I will not be seeking re-election to the House,” Howell told his fellow lawmakers in prepared remarks.

“You are valuable parts of something much bigger than any one of us. So, it is easier for me to make this announcement now and to leave next year knowing that this institution will continue to thrive.”

tafford County Supervisor Paul Milde announced Tuesday that he would seek the Republican nomination to represent the 28th District in the Virginia House of Delegates.

Milde, who represents the Aquia District and took on the role of supervisors’ chairman in January, made the announcement at

June 13.

The announcement came a day after House Speaker Bill Howell, RStafford, announced that he would not seek re-election. “…Whoever is ultimately honored to represent the 28th District in the House will face PAUL MILDE a daunting challenge in following Bill Howell,” said

Milde. “What I offer the people of Stafford and Fredericksburg is representation with the experience and energy to hit the ground running.

I will be as focused, as diligent and as relentless on behalf of our region in Richmond as I have been on the board of supervisors for the last 12 years.”

MAN ARRESTED ON DRUG CHARGE A man identified as Zachary Simmons was arrested Feb. 19 on drug charges, Stafford County Sheriff ’s Office spokeswoman M.C. Morris Moncure said.

On Feb. 19, sheriff ’s office Deputy Vernon Galyen responded to a report of a suspicious person at the Valero at 620 Cambridge St. There, a man later found to be Sim- ZACHARY mons was sitting in SIMMONS the driver’s seat of a vehicle parked at the pumps.

He was slouched over onto the passenger seat with a white powdery substance on his face and his eyes closed.

The deputy awoke him and asked him to step outside. He also saw numerous articles in the vehicle that are indicative of drug usage. When he asked Simmons if he takes medications, Simmons said he takes Adderall and Xanax.

The deputy asked if he should be driving while on the medication and Simmons answered “I do all the time,” according to the report.

Galyen saw an upside down aluminum can in the console of the vehicle with a piece of cotton on it. He asked what the cotton was for and Simmons answered “heroin.” Galyen then asked about needles in the car and was told there was one in the holder for the sunglasses.

Simmons was detained and searched, and the vehicle was searched.

The deputy found a small amount of white powder, a white pill with an X on it, a glass pipe and an uncapped needle.

Simmons was placed under arrest and charged with two counts of possession of schedule I and II narcotics and possession of paraphernalia.

He was held at the Rappahannock Regional Jail on $2,000 bond.

EARLY MORNING CRASH RESULTS IN DUI CHARGE A Stafford woman faces driving under the influence changes following a motor vehicle accident.

On Feb. 10 about 2:20 a.m. Stafford County Sheriff ’s Office Deputy D.A. Flues responded to a home on Northampton Boulevard where an injured female was on the porch near a pool of blood. There was a wound above her right eye, her arm appeared to be broken and she was in pain, according to a sheriff ’s office report.

Emergency medical services responded and transported the woman, identified as Amanda Sullivan, to the emergency room of a nearby hospital for medical treatment.

The homeowners told police they heard a loud crash outside their home at approximately 2:05 a.m. In 10 minutes their doorbell rang and they found a crying woman on the porch.

The husband attempted to assist the woman as his wife called 911.

Later that morning, the sheriff ’s office was notified of a single-vehicle crash near the intersection of Mine Road and Northhampton Boulevard.

Flues responded to the crash and saw an empty black Lexus, which had driven off the road, uprooting two trees. Tree limbs and vehicle parts were thrown as far as 20 feet from where the vehicle ultimately came to rest. Flues then discovered an open container of alcohol that had spilled on the floorboard and blood stains on the steering wheel and airbag consistent with a head injury.

When Deputy Flues ran the vehicle tags they returned to Sullivan.

Sullivan, 28, of Robinson Lane in Stafford, was charged with driving under the influence, failure to wear a seatbelt and driving on a revoked license.

Delegate Cole’s committee sinks Senate’s redistricting bill again It was predictable, there was no doubt it would happen, but just the same it was saddening to watch. Democracy in Virginia once again took it on DAVID KERR the chin.

The Virginia House of Delegates Privileges and Elections Committee, chaired

by Delegate Mark Cole who represents part of Stafford once again voted down a bill sent over by the state Senate that would have created a bi-partisan commission to draw our House, state Senate and Congressional district boundaries.

Delegate Cole and his committee, on a party line vote, killed the bill. There is no recourse. The bill is dead until another term.

That’s a sad commentary on the commonwealth. The General Assembly in Richmond is directly descended from the original House of Burgesses and is the oldest elected legislative body in North America. This is the same body whose membership once included Thomas Jefferson, an author of the Declaration of Independence, and Patrick Henry. You remember Patrick Henry’s famous words, “…give me liberty or give me death.”

What would they have said had they been on that committee?

Presented with a question of whether members should be chosen from districts where the dominant party quite literally gets to pick its own voters or from a system of rationally drawn districts based on non-partisan criteria. The answer is pretty easy to guess. They would have voted

or swing vote, in as few districts as possible. That means the real contest is often in the nomination fight. The result is that the nominee usually ends up being the one that most appeals to a party’s base. In other words they are rarely moderate and often have no interest in compromising.

That’s the current system and until the voters get angry, that’s the way it’s going to be. However, nipping at the heels of this broken system have been the courts.

A few months ago the Supreme Court overturned a ruling which had clustered black voters into one congressional district. Such blatant redistricting based on race is unconstitutional.

Virginia has a bad reputation when it comes to districting and voting rights.

Before the 1964 Supreme Court decision that ordered districts be drawn on the concept of equal representation, we had a long history of drawing districts to give rural areas more representation that urban ones. Also, we had the poll tax, which made it hard if not impossible for African Americans and poor whites to vote.

So, with all that negative history, wouldn’t it have been nice, invoking the spirit of our long-ago founding fathers, to have tried a different course.

I think Thomas Jefferson and Patrick Henry would have liked that. Maybe Mr. Cole and his colleagues should read up on both of these great men, take a few lessons from history and act accordingly.

County —- with enough population for two complete Senate Districts, and a small portion of another —- is carved up like a Thanksgiving turkey, with one complete seat (the Chuck Colgan memorial seat), and parts of four others, only one of which is held by a Republican. That’s why, in 2011, Virginia Democrats won 50 percent of the Senate seats with only about 42 percent of the aggregate Senate vote. But never mind that man behind the curtain. *** Listen up, libs. It’s a BIG state outside of your liberal worlds in NoVa, Tidewater, Richmond. You DO NOT speak for the rest

of the state, there are areas where your destructive agenda is not welcomed and it shows in the General Assembly’s makeup.

Nothing more, nothing less. *** That both political parties are guilty of gerrymandering does not make the activity either neutral or acceptable. If one person, one vote means anything, it seems indisputable that–in behalf of the voter– the procedure for drawing districts should be non-partisan. Fairly drawn districts creates opportunity for both parties to compete equally for the voters’ attention and loyalty for a winning majority.

“yes.” Also, with 18th century flair they might have called our current system “an attack on reason” and an “abomination to what we fought so hard to establish.”

Sure, Jefferson and Henry were politicians. However, they took this liberty and democracy stuff seriously. They wouldn’t want a rigged system.

Unfortunately it seems the House of Delegates isn’t into this democracy bit.

For instance, just take the last election.

Out of 100 seats up for reelection over half had no opponent at all. It was the incumbent or nothing. In fact, only nine seats were considered competitive. That’s because redistricting to guarantee a certain outcome has long since ceased to be a guessing game. It is now a finely tuned science. Using progressively sophisticated voter analysis software, it’s possible to predict, based on primary participation, response to polls, memberships and yes —age, sex, race, gender and ethnicity— how people are “likely” to vote. It uses some of the best tools of modern data mining.

What the state Senate wanted to do, and remember they have a Republican majority too, was to create a bipartisan redistricting commission. It would follow the almost always ignored guidance in the state’s Constitution which says boundaries should be drawn with consideration for areas of common interest and with regard for geographical boundaries.

It would certainly be better than what we do now. Given the Republican control over the current process, the idea is to create as many Republican leaning or Republican dominant seats as possible, while clustering the Democratic vote,

All Frank and Sharon Eak want is to look their congressman in the eye, and tell him how they feel.

But, for now, Congressman Rob Wittman, R-1st District, won’t hold a town hall to meet with the couple from King George, or any of his other constituents.

“He just won’t come out and face us,” Sharon Eak said.

That’s why the Eaks and dozens of others gathered at Wittman’s office in Stafford on Feb. 21 to demand some face time with their representative, now that Congress is out of session until Feb. 26 to give members time to spend in their districts.

“I’ve never been all that political, I’m just trying to get answers,” Frank Eak said. “But he’s not there. He won’t hear our concerns.”

For the near future, it would seem that won’t be changing—Gregory Lemon, a spokesman for Wittman, says the congressman has “no town halls planned as of right now.”

That sort of attitude is profoundly frustrating for people like Peter Schearer, a Fredericksburg resident and another of Wittman’s constituents.

“He doesn’t know how we feel because he’s not hearing from anyone right now,” Schearer said. “If we have a town hall and all his supporters show up, fine, he’s hearing from them too. But right now, he’s hearing from no one. And he needs our input. He needs to listen to us.”

Cheryl Nikituk — an organizer with “Indivisible NOVA West,” a local chapter of a national group dedicated to resisting President Donald Trump’s agenda through protests and political action — said she decided to help set up this demonstration to highlight this very disparity. She’s worked with her fellow organizers to arrange similar events at the Prince William offices of Democratic U.S. Sens. Mark Warner and Tim Kaine, but she wanted to try and reach Wittman to send a message about the Affordable Care Act, above all else.

Wittman’s been a vocal proponent of “repealing and replacing” former President Barack Obama’s signature healthcare legislation, but Republican leaders have yet to take much action on the issue just yet.

Sharon Eak is certainly willing to try and change Wittman’s mind on the matter. As a retired teacher, she feels reasonably certain she can count on state benefits for health insurance, but worries that she could be denied coverage if “something changes” with her benefits and Congress removes the ACA’s prohibition on insurers denying people coverage based on their “pre-existing conditions.”

Schearer is worried about the law’s future more for “the people who have jobs and can’t be here in the middle of the day.

“They want to repeal this law, and replace it with what?” Schearer said. “They don’t have an answer.”

The Eaks agreed that they weren’t entirely clear on what sort of law Wittman

and his fellow Republicans in Congress want to pass to replace the ACA. While Trump has promised that his party will craft a solution that will cover everyone that has insurance under the current law while also slashing prices, Frank Eak is intensely skeptical that the GOP can come through on those claims.

Instead, he’d rather just see Republicans work across the aisle to fix the current law.

“Call it ‘Trumpcare’ if you want,” Eak said. “But don’t just arbitrarily say, ‘throw it out,’ and not tell us what your replacement is.”

That’s just the message Democrats like Kaine are already pushing, and Nikituk

led a line of demonstrators up to Wittman’s office to plead their case.

“I find that if you just do things civilly, people will listen,” Nikituk said.

Nikituk said her group plans to keep hold similar demonstrations at Wittman’s office and elsewhere in the area every week, and she hopes they’ll keep growing as her Indivisible chapter reaches more and more people through social media and plain old word of mouth.

The Eaks say they’re more than happy to keep showing up, in the hopes that Wittman will someday hear them out.

“We’re not going away,” Sharon Eak said. “They think they can just wait us out, but we’re not going anywhere.”

STAFFORD BRIEFS STUDENT NAMED CANDIDATE IN SCHOLARS’ PROGRAM Sean McOsker, a graduating senior at Stafford High School, was recently named one of more than 4,000 candidates in the 2017 U.S. Presidential Scholars Program.

The candidates were selected from nearly 3.3 million students expected to graduate from United States high schools in the year 2017.

Inclusion in the program, now in its 52nd year, is one of the highest honors bestowed upon graduating high school seniors. Scholars are selected on the basis of superior academic and artistic achievements, leadership qualities, strong character and involvement in community and school activities.

The program was established in 1964

by Executive Order of the President to recognize some of the nation’s most distinguished graduating seniors for their accomplishments in many areas: academic success, leadership and service to school and community. It was expanded in 1979 to recognize students demonstrating exceptional scholarship and talent in the visual, creative, and performing arts. In 2015, the program was expanded to recognize students who demonstrate ability and accomplishment in career and technical fields. Annually, up to 161 scholars are chosen from among that year’s senior class.

All scholars are invited to Washington, D.C. in June for the National Recognition Program, featuring various events

and enrichment activities and culminating in the presentation of the Presidential Scholars Medallion during a White House-sponsored ceremony.

Sean McOsker is the son of Vanessa McOsker and Dewayne McOsker, who leads the George Washington District on the Stafford County School Board.

OUTREACH RECOGNITION AWARD PRESENTED The Department of Defense’s Suicide Prevention Office recently presented its first Outreach Recognition Award at a ceremony that honored one exemplary installation from each of the services and one from the Reserves or National Guard.

The 2016 Marine Corps winner was Marine Corps Base Quantico.

The awards are for exceptional suicide prevention efforts during September, Suicide Prevention Month 2016.

He knows he did wrong Here’s the scenario.

Rather than putting him in his crate, you allow your 1-year-old dog to remain in the living room while you go to work for LAURIE C. WILLIAMS the very first time.

After all, he’s growing up, has been very good in the house when you’ve left him for short periods. So you decide to give it a try. Eight hours later you return to find that he has been practicing some new interior decorating techniques and reupholstered the pillows on your sofa! White cotton batting is everywhere. You immediately shoot him a stern look and exclaim, “Sparky, what did you do?”

Sparky hangs his head low and avoids your gaze, clearly demonstrating “He knows he did wrong.” True or false? Do dogs have a moral code?

Recent studies have shown that dogs do have certain “rules” that they live by in their interactions with each other, such as not playing too roughly or intentionally causing harm to each other.

That does seem to transfer to their relationships and interactions with humans as well. Dogs rarely “mean” to hurt us when they jump up or during

a play session, and when they do, it is usually unintentional.

That’s why it can be very effective to give a high pitch “yelp” or screech when your dog does accidentally hurt you, mimicking the sound another dog would make if it were hurt. This communicates to your dog in a “language” he may understand a lot better than if you simply yelled at him using human words. So yes, we can get the message across, but will your dog actually feel remorse or “guilt” as a result? Some researchers suggests no, at least not in the way we humans do.

According to veterinary scientist Susan Hazel, “There’s been a number of studies done and it’s pretty clear that dogs don’t feel or display guilt.” What might “appear to be” signs of remorse or contrition, such as looking away, pulling back the ears or cowering is more than likely body language and/or “calming signals” a dog will display to diffuse potentially volatile situations.

A dog senses you’re angry, he wants to calm things down or remove himself from the situation entirely. However, this does not mean he “knows” what is wrong or can make the connection to what he may have done hours before! Even if you pick up the pillow and wave it in his face while yelling “bad dog,” his thoughts could run the gamut from, “uh oh, mom-

my’s mad,” “wow, mommy really doesn’t like pillows,” “pillows are very, very bad!” or “pillows are scary” and “must rid the world of all pillows!” And then no pillow is safe in the same room with your dog from that moment on!

Dogs are opportunists. They generally do things that are pleasing to them and will result in a positive outcome. While you might think they should automatically “know” it’s not OK to jump up and eat that sandwich on your kitchen counter, truth is, they won’t know that unless you’ve specifically shown and taught them that jumping on the counter is a big no-no, even if you are not present in the room to tell them so. And just like teaching any behavior, dogs require a lot of repetition and consistency before they become fully proofed and reliable.

So, no, dogs don’t come equipped with a built-in rule book for living harmoniously in our world. They don’t automatically know what’s “right” or “wrong.” It’s our responsibility to teach by rewarding them for good behavior.

Eagle Scout achieves two milestones in one day Alvin Torrico set two major milestones in a single day.

He knew he would be the first in the history of his Boy Scout troop to attain the rank of Eagle Scout. Little did he realize that he would also be recognized as the 1,500th Eagle Scout in the Boy Scouts National Capital Area Council in 2016, according to a news release.

Troop 2940 was created 10 years ago to serve the Hispanic members of the Church of Jesus Christ of Latter-day Saints and spanned the area of Stafford, Fredericksburg and Spotsylvania counties. Shortly after its creation, Torrico’s journey to Eagle Scout began when he moved to the area from Bolivia at the age of 9 and joined the Cub Scouts.

According to Scoutmaster Roger Kulbeth, “He has been a great example to the other Scouts in both dedication and leadership; always cheerful, obedient [and] willing to learn.”

Torrico’s Eagle Project consisted of installing 15 water erosion control diverters along the half-mile hiking trail in Loriella Park in Spotsylvania County last November on what he admits was a very cold day. In the early stages of his project, Torrico worked with the park ranger to design the diverters and got materials through donations from local lumber/hardware companies. The 30 volunteers who helped him included scouts from three troops in Stafford and Fredericksburg.

His court of honor was held Feb. 10 at the Church of Jesus Christ of Latter-day Saints on Courthouse Road in Stafford.

After receiving multiple awards, including his Eagle Scout medal, Torrico’s first act in his new scouting capacity was to award his younger brother, Jacob, his Star rank.

Seven in 11: For Colonial Forge, the trophy case is always open.

The Colonial Forge wrestling team continued its monumental success last weekend, taking home the 6A state championship for the program’s seventh state title in the last 11 years, along with their third straight. Add that to 16 regional championships and 17 district championships and it can be hard to imagine a program in any sport being more successful over that length of times.

“The success is a testament to the system that [former coach] Bill Swink implemented, but also all of the wrestlers that bought into that system,” said Colonial Forge Coach Ian Squires.

Squires, a 2009 individual state champion as a wrestler at Colonial Forge, took over for legendary coach Bill Swink this season. Swink, who led the program for 17 years, stepped down before the start of this season.

Squires and his staff, though, made for a smooth transition. The Eagles had nine wrestlers place in the top five for their weight class, scoring points for the team to claim the title Feb. 18 at Oscar Smith High School in Chesapeake. Although only one wrestler – Jared Lough at 160 pounds – captured the individual title, Colonial Forge as a team cruised to the win, beating second-place Robinson by 47.5 points.

Marc Garofalo finished second at 132 pounds, while Alex Smith (120 pounds) Clay Smith (138), Eze Chukwuezi (182) and Alex Watson (220) each took third place.

Squires said the group of third place wrestlers were the ones that lifted Colonial Forge to the title. He pointed to Smith, a freshman, who lost in the opening round, but then “put on a show” in the consolation bracket to take third

place. Squires said Smith could likely be a future state individual champion if he continues on the path he is on.

Squires also praised Watson, who missed part of the season with injuries, but was able to return for the post-season.

He won five matches via pinfall during the state tournament, scoring additional bonus points along the way.

“It is easy to look at the guy that finish at the top of the podium, and they

deserve all the credit, but it takes some special to comeback after losing a match and still compete at a high level,” Squires said. “All of our third place wrestlers had phenomenal tournaments.”

Also placing for Colonial Forge was Levi Engleman, who took fourth at 126 pounds and Joseph Vastano (113) and Jacob Martin (145) who each finished fifth.

Haskins has strong sophomore season at Division II Chowan » BY DAVID DRIVER

Marco Haskins comes from an athletic family.

His father, James Shellington Sr., played basketball at Robinson High School in Fairfax.

Haskins brother, James Shellington Jr., and sister, Jamie Shellington, both play hoops at Colonial Forge High School.

Haskins is making a name for himself at the college level at Chowan, a Division II school in North Carolina that is a member of the CIAA. The sophomore guard was named the player of the week in the CIAA on Feb. 8 after he averaged more than 13 points per game in three wins for the team.

In his first 26 games this season, he made 23 starts and averaged 13.4 points per contest, the third-best mark on the team. He had 15 minutes as Chowan upset Virginia Union last Saturday 88-84 in the regular-season finale.

“He has had a good year,” said Brett Vincent, the head coach at Chowan. “He is a big guard and he shoots the ball well.

He’s still young, he is just a sophomore.”

“They expect me to of course shoot the ball. I am one of the [main] shooters on team,” Haskins said. “I rebound my position. I do a lot of things, not just one thing. I play defense and I can pass for a guard and handle the ball.”

Haskins attracted interest from several Division II programs coming out of high school, including Shepherd, Concord and Davis & Elkins, all in West Virginia.

But he liked the feel of Chowan, in eastern North Carolina.

“It was close to home. My family can watch me play,” Haskins said. “It keeps me focused and in the classroom.”

He was recruited by Lee Branscome, a former Chowan assistant who is no longer with the program.

“He left after my freshman year. He always seemed to stay on me,” Haskins said.

“I felt like they wanted me do my best. I felt that I would play right away when I got there. We have had two solid years so far.”

The CIAA tournament began Monday in Charlotte, North Carolina. Chowan was 18-8 overall and 10-6 in conference play going into the tournament.

“Honestly I think we are deeper than we were last year,” said Haskins, who is studying business. “This year Joe (Goodwin) plays a bigger role and we have a transfer guard from Gannon, Kevin (Kuteyi), he

helps. We have a whole bunch of shooters. We are way deeper this year. We have more of a bond. We are a lot closer; I feel we have that team chemistry. We (were) going to get through (rough spot) and keep playing. I really feel we can bring a championship home.”

Kuteyi averaged 14.7 points per contest in his first 26 games, with 16 starts, this

season. Goodwin averaged 11.7 points per game in his first 25 outings, with 23 starts.

Haskins was able to play in front of his parents, brother and uncle when Chowan played a CIAA contest Feb. 11 at Bowie State in Maryland. Haskins had seven points in that game as Bowie State won.

NOKESVILLE–In the 20 minutes between the final event and the announcement of the final scores the Colonial Forge gymnasts sat quiet in their section of the bleachers, most of them looking at their phones.

They seemingly knew the end result even before it was announced: For the second straight year, the Eagles would fall just short

of an elusive team state championship.

Colonial Forge finished just behind McLean – 146.575 to 145.6 – in the Virginia High School League 6A state championship meet Feb. 17 at Patriot High School. Second place is a great accomplishment in itself, but after a sensational performance at the 6A south region meet just a week earlier, there was hope that this could be the year.

There was of course some frustration in coming up less than a point from the lead. The team smiled for a picture as senior Lexi Holbrook accepted the runner’s up trophy. The 28th House of Delegates District is comprised of portions of Stafford County and the City of Fredericksburg.

Also Tuesday, the Stafford County Board of Supervisors held a groundbreaking for a much-anticipated, new and improved Stafford County Animal Shelter.

The event was held on the shelter’s future site, at 195 Wyche Road.

“We can finally have a decent place we can be proud of,” Milde said.

The $5.7 million shelter will come to fruition in about a year, he said, when a ribbon-cutting will take place.

It will increase available space from 22 to 75 dogs and from 35 to 85 cats.

then-Gov. Bob McDonnell and a bill to create the “SmartScale” system for evaluating transportation projects under Gov. Terry McAuliffe.

Yet Howell’s also proved to be a thorn in the side of McAuliffe, a Democrat, working to block several of his attempts to expand Medicaid under the Affordable Care Act and restore the voting rights of convicted felons.

House Majority Leader Kirk Cox, R-66th District, stands as Howell’s likely successor, but the caucus will likely need to hash out succession plans once Howell departs next January.

For now, Republicans across the state are eager to sing Howell’s praises.

“He built an impressive Republican majority, marshalled conservative policies into law, and maintained the institutional integrity of the House of Delegates,” said Ed Gillespie, a Republican contender for governor, said in a statement.

“Even those who disagree with him attest that he has carried himself with honor and dignity throughout his entire career.”

In a statement, Paul Milde, Chairman of the Stafford Board of County Supervisors said he wanted “ thank Bill Howell for his outstanding representation of our area during his 29 years in the General Assembly and 15 years as Speaker.”
