School water to be tested for lead TRACY BELL

he Stafford County School Board agreed Tuesday to award a service contract to Apex Companies, LLC, for lead testing of drinking water at all of the school division’s facilities. The board voted unanimously to award the $115,000 contract using annual operating funds. Effective July 1, the Virginia General Assembly enacted a Senate bill requiring school divisions to conduct lead testing of potable water to ensure that schools have a safe and clean water supply. The Virginia Department of Education also recommended that priority be given to schools built before 1986 due to a higher likelihood that pipes, solder and fixtures installed before the 1986 lead ban contain lead. The legislation requires school divisions to have schedules for water testing and a plan for remediation when needed. They were also directed to follow Environmental Protection Agency protocol for reducing lead. The threshold or action level for schools is 20 parts per billion, while it is 15 parts per billion for municipal utilities. The division will use the more stringent 15 parts per billion, according to school board background documents. A 30-second flush test helps

Cole files federal suit over 28th District absentee ballots ALEX KOMA

irginia Democrats are sounding the alarm about what they see as a pair of crucial electoral snafus that could decide a tight race for a House of Delegates seat in Stafford County, and perhaps even determine which party controls the chamber. Democrat Joshua Cole filed a federal lawsuit Nov. 15 to try and force the county’s elections officials to count dozens of controversial ab-
sentee ballots in his race against Republican Bob Thomas for the 28th District seat. Thomas currently holds an 82vote lead over Cole in the race to replace retiring House Speaker Bill Howell, and the two sides have been sparring for days whether to count 55 ballots that arrived via mail to the electoral board the morning after Election Day. The board voted 2-1 to reject the ballots on Nov. 14, and a circuit court judge threw out a
separate lawsuit to force officials to accept those ballots on the same day. But lawyers for the state’s Democratic Party think they have discovered another crucial error that could further throw the election results into question. They believe 668 voters at two Fredericksburg precincts within the 28th District received ballots listing the 88th District race instead, and they sent a letter to Virginia’s State Board of Elections seeking clarity on that point. Most Democrats didn’t expect to be tracking down errant votes in this race, until a surge of Democratic energy swept 15 other Republican incumbents out of the House ABSENTEE BALLOTS
