Capital One Bank’s modified proposal for its Tysons headquarters site has generated plenty of buzz – most of it positive – among business leaders, community organizations and performing-arts groups. Capital One has proposed to build a performing-arts center and a Wegmans grocery store at the nearly 24.6acre site, which is bounded by Interstate 495, Route 123 and Scotts Crossing Road. “This is a tremendous, unparalleled opportunity that is not likely to come along again in the near future,” said Lisa Mariam of the Arts Council of Fairfax County during a June 21 public hearing of the county’s Planning Commission. The commission voted to decide on June 29 whether to recommend that county supervisors approve Capital One’s proposal. Capital One’s site now has a 14-story building, a twostory conference center, a nine-level parking garage and surface parking. County supervisors in 2014 amended the original 2012 rezoning to increase of the height of a planned skyscraper to 470 feet. It is under construction now and will be the tallest building in Tysons. New plans call for the site’s Block C to include a Wegmans and a 125,000-square-foot Capital One Center, which would provide space for cultural offerings and
