Getting around Northern Virginia can be tough, so Greater McLean Chamber of Commerce members were all ears – OK, maybe a few questions, too – when

Showdown Looming in NVSL Action As so often has been the case for decades, the Chesterbrook Tiger Sharks and Overlee Flying Fish will clash in a final regular-season Northern Virginia Swimming League showdown to determine the Division 1 championship.

This year’s meet is at Arlington’s Overlee pool on Saturday at 9 a.m. Each team enters the matchup with a 4-0 record.

Chesterbrook is the defending champion, winning last year in McLean by a convincing margin. Overlee won in 2015 at its pool on Lee Highway.

Chesterbrook also enters this year’s meet with nine straight victories over two seasons.

Overall, Overlee has won 29 Division 1 titles in pool history and Chesterbrook nine, and five others in lower divisions.

Mixed-Use Project in Tysons Wins Planners’ OK BRIAN TROMPETER Staff Writer

A proposed mixed-use project that would redevelop yet another section of Tysons has received the thumbs-up from Fairfax County planning commissioners.

The Planning Commission voted unanimously July 13 to recommend the Board of Supervisors approve the rezoning for International Place at Tysons. The project would be built on 5.4 acres in an area bounded by Route 7, Gallows Road, Boone Boulevard and Howard Avenue.

The project would have only one building, consisting of a concrete-andsteel base with two levels of commercial space interspersed with two parking levels, topped by four stories of multi-family residential units.

Architects’ plan call for an urban design with rooftop terraces and an articulated façade.

“We think it’s really going to be important to set the tone for high-quality development, and we think we’ve done that with this particular case,” said Elizabeth Baker, an attorney for the applicants.

The building’s total size would be between 340,000 and 483,000 square feet.

There would be between 250 and 386 residential units, ranging from one- to threebedrooms in size.

‘Spelling Bee’ Brings Humor, Good Cheer to Stage BRIAN TROMPETER Staff Writer

Nervousness. Drama. Elation. Confusion. Stalling. Frustration. Disbelief.

Characters don’t have to spell any of those words in McLean CommuON nity Players’ “The STAGE 25th Annual Putnam County Spelling Bee,” but they certainly experience them – to the audience’s delight.

The musical, with a book by Rachel Sheinkin and music and lyrics by William Finn, takes a while to get aloft, but hits its stride and provides a steady stream of laughs.

The plot is exactly what one expects: A group of awkward, misfit teens must overcome butterflies and self-doubt to compete for a trophy and bragging rights.

No single performer dominates the large cast and the key players make the most of their moments to excel.

Contestants put on brave faces and puff themselves up with their competitors, hoping to psych them out, but all are experiencing inner turmoil. (The pressure and humiliation are real. Having been booted early from a seventh-grade spelling bee for omitting the second R in “occurred,” I have never misspelled that word since.)

There’s Barfée (William Jeffreys), who chafes at people’s constant mispronunciation of his last name and uses a “magic foot” technique to spell out words.

Sidney Davis assumes several roles, but

mainly lends his quirkiness to a contestant named Leaf Coneybear, who divines spellings with a sock puppet’s help.

Logainne (Sierra Hoffman), with her two gay fathers and unpronounceable German surname, also is a hoot.

Meghan Bentley is enjoyable to watch as Marcy, an overachiever in a Catholic schoolgirl’s dress who secretly wants to be relieved of the pressure to win all the time.

She shines in one of the best numbers, “I Speak Six Languages.”

Most of the contestants are underdogs, but Olive (Holly Kelly) may be the most pitiful of all as she waits for her father to show up and pay her temporarily-waived entrance fee.

Another contestant, Chip (Richard Farella), is a Boy Scout who has not learned to control a certain bodily response common to lustful teenage boys.

Sara Watson is both prissy and geeky as past winner and contest official Rona.

She also dons a gorgeous head wrap to play Olive’s mother, who is living in India.

Jeff Breslow is outstanding as Vice Principal Panch. Sporting a garish necktie, he delivers many zingers in an authoritative voice when contestants ask him to use certain words in sentences.

Chris Gallegos brings distinctive personalities to his roles as an ex-con counselor and one of Logainne’s fathers.

The play allows several audience members to take part in the first act and has considerable script leeway. MCP’s version of the 2004 musical has references to last year’s contentious presidential election.

The school-gymnasium set by Bill Glikbarg features bleachers for the contestants and a table for the judges, who ring a bell whenever contestants answer incorrectly.

Directors Kevin and Pamela McCormack marshal the cast well, choreographer Kathleen McCormack capably coordinates the actors’ movements on the small stage and conductor Lori Roddy keeps the band hopping throughout.

The musical is funny all the way to the

end, when we learn the fate of each character. The upbeat show has a few tender moments, but otherwise pleasantly pummels the audience’s funny bones. n n n

Oakton Author Extols Virtues of Meditation, Simpler Living BRIAN TROMPETER Staff Writer

Visiting indigenous tribes in South America and meditating with Buddhist monks in West Virginia taught Jevan Pradas of Oakton something valuable: The secret to happiness lies within and is free for the taking.

“All of the material things that we have, that we strive for and think will make us happy, we don’t need any of that,” he said.

“Returning to our nature is where we’re going to find our happiness.”

Pradas, 33, expounds his quirky, freewheeling philosophy of life in a book, “The Awakened Ape: A Biohacker’s Guide to Evolutionary Fitness, Natural Ecstasy, and Stress-Free Living.”

Published in February, the book is a collection of field observations, amusing anecdotes, a call for simpler living and a primer on Buddhist philosophy. It even includes a playful (and profane) nod to the raucous 2016 presidential election.

Pradas, whose first name rhymes with “Evan,” worked for five years as an “advanced brain trainer” at LearningRx. He quit last June to study tribes in the Ecuadoran Amazon for his book.

of hunters. Pradas was struck by how peaceful they seemed, despite being at war with other tribes.

“The entire week I was down there, I didn’t see them express one negative emotion,” he said.

Pradas was surprised when nice, courteous tribe members related how they had hunted down and killed members of rival tribes. His cell phone still has a text message from a potential travel guide who mentions that two of his relatives recently had been speared.

During his field work and subsequent research, Pradas was impressed by the good heath, happiness, sociability and strength of hunter-gatherers around the world. People in “modern” societies, however, tend to suffer from poor nutrition, obesity, stress, lousy posture, tooth decay, low strength and inadequate stamina, he said.

Pradas during the last year also has spent two months on retreat with Buddhist monks at the Bhavana Society in West Virginia.

The monastery dwellers lived in silence and followed a strict regimen. They awoke at 4:30 a.m., did yoga at 5, meditated at 6 and at 7 performed a chant before eating breakfast. Following a second meal at 11 a.m., they fasted until the next day.

“You do one hour of work to keep the place functioning,” Pradas said. “I would always sign up for doing the dishes or doing outside work, where I would chop logs to heat up my wood stove.”

Jevan Pradas The hardest elements of monastery life are not silence and fasting, he said.

“It’s so easy,” Pradas said. “You realize after day one that it would never work with talking. And with the eating, you stuff yourself at that first lunch until you’re not hungry and then you just become accustomed to it. It’s not hard at all.”

The toughest part? Maintaining proper posture while meditating for 12 hours per day.

“Your knees hurt, your back hurts, your neck hurts,” he said. “That’s by far the most difficult part of all – and waking up at 4:30 in the morning.”

Pradas still meditates at least one hour per day and tries to go on retreat at the West Virginia monastery every couple of

months. His goal is to spend at least two months per year on retreat.

Pradas lives the simpler life he preaches. He has eschewed soap for five years and went three years sans shampoo before using some to remove dandruff. The body produces an oil called sebum that has many positive qualities, which soap and shampoo remove. Fear not: Pradas does not give off any discernible odor.

A Tarrytown, N.Y., native, Pradas earned a bachelor’s degree in philosophy from Radford University and a master’s in mind, brain and behavior research from San Francisco State University.

Now living off proceeds from his book, Pradas hopes to teach meditation, do health consulting or work in data science. “If I could get 40 other people to start a commune and live in the woods like hunter-gatherers, I’d do it,” he said.

Collin Wheeler of Reston, who met Pradas at Radford University, said the author’s book gets to the core of modern health woes.

“You sit at a desk, eat processed food and do not challenge your body to do the things our ancestors did,” he said. “It’s no wonder there’s so much obesity, sickness, heart conditions and things of that nature. We’re just not living the way that the human being was intended to live.”

Fairfax Supervisors OK Plan for 22-Home Project Near Merrifield BRIAN TROMPETER Staff Writer

Fairfax County supervisors on July 11 unanimously agreed to rezone a property on the edge of Merrifield to permit Sekas Homes Ltd. to build 22 single-family detached houses.

Supervisors rezoned the nearly 27-acre site, located just south of Arlington Boulevard (Route 50) and about 430 feet east of Barkley Drive, from R-1 residential to PDH-1 (planned development housing).

The development will have 0.81 dwelling units per acre and could have been developed by-right with 17 single-family homes, county officials said.

The extra five houses above the byright total will generate about 50 vehicular trips per day. But the development’s public benefits, including a trail and reconstruction of a badly degraded service drive, “shine brightly through,” said Lori Greenlief, the applicant’s attorney.

“This application is an exemplary example of how a [planned development] district produces an environmentally sensitive design that provides measurable and meaningful public benefit,” she said.

The site will have 14 acres of open space and two new public streets.

The open space will be divided into the three parcels, the largest of which will be dedicated to and maintained by the homeowners association. The applicant will dedicate 13.5 acres to the Fairfax County Park Authority. Some of that space will serve as a passive-recreation park and an extension of the existing Eakin and Accotink stream-valley parks.

The developer also will remove the site’s existing surface parking and replace it with native plant species, officials said.

The site now has 63,000 square feet of building space and surface parking and encroaches on some resource-protection areas. Sekas Homes will re-vegetate and preserve the property’s environmentally sensitive areas, Greenlief said.

Primary access to the site will be from Barkley Drive via a service drive from Route 50. Motorists will be able to leave the development by making a right-hand turn onto Route 50, provided the Commonwealth Transportation Board grants permission. The existing right turn into the site then would be closed.

The service drive from that entrance to the property’s western boundary would be removed and replaced with grass. The developer also will construct a 6-footwide asphalt trail along the site’s frontage, which will feature an off-site section to Barkley Drive.

Fran Wallingford, who serves on the boards of the Pine Ridge and Mantua civic associations, said both organizations are concerned about traffic flow and safety at the Route 50/Barkley Drive/service road intersection. Too many details concerning the intersection remain unresolved, said Wallingford, who pressed supervisors to delay their decision.

“This intersection has been a problem for a long time, but that doesn’t mean you contribute to the problem,” she said.

Jan Harrod, a past president of Mantua Civic Association, shared those concerns. “The proposed access to the new development through this intersection creates an extremely dangerous situation where larger vehicles . . . will have to cross into the opposite lane in order to negotiate the U-turn off of Route 50 onto the service road,” she said.

A proposed school-bus stop would result in morning and afternoon traffic backups on Route 50 as children loaded and unloaded, Harrod said.

Fairfax Supervisor Linda Smyth (DProvidence) acknowledged problems at the site’s Route 50 intersection, but said those existing difficulties were the Virginia Department of Transportation’s responsibility and should not be pushed off on the developer.

“I really think that we are at the point of moving this on and pursuing all the avenues concurrently that need to be pursued,” Smyth said before moving for the application’s approval.

Our View: Give Metro’s Proposals a Fair Airing

The challenge in finding long-term solutions to systemic problems is that you have to get through the short term first.

And so, we feel for those running the Metro system, who have trotted out a number of proposals – from selling naming rights to stations to making those parking in its lots on weekends pay for the privilege – to bring in a few bucks as the agency tries to come up with a long-term plan for sustainability and viability.

Some of the proposals already have been attacked as myopic thinking. “The solution to Metro’s money problems doesn’t lie in peddling its assets or other nickel-anddime fixes such as increasing parking fees. Congress and the system’s regional partners need to establish a dedicated revenue stream for Metro,” one editorial page (not this one) noted last week.

Well, good luck with that. And even if it does occur, it’s

not going to happen overnight. Metro needs to deal with its immediate problems, immediately.

Beggars can’t be choosers, and the local region – having decided from the very beginning of the transit system decades ago that it would be run as a political football – reaps what it sows.

If that means the Vienna Metro station (which already has had “Fairfax/GMU” tacked onto its name) and others get corporate sponsorships, that’s the price to be paid for years of public neglect and indifference. Same for plunking down cash to use parking lots on weekends and holidays.

It’s not our habit to be defending leadership of the Metro system – which has problems galore – but when the agency trots out ideas to bring in some extra revenue, the region’s opinion leaders owe the agency more than a reflexive “no.” The ideas may be nickel-and-dime in nature, but they might add up to some breathing room.

Main Street McLean Just Not a Good Fit Editor: Regarding the July 6 editorial [“Why Did McLean Project Fall Apart?”], could the answer be that the developers of Main Street McLean were asking more than the citizenry was willing to give up?

Let’s take a look at Capital One’s modified proposal for its Tysons headquarters site, as a possible part of the answer.

The previously approved community center on Capital One site (a gym and multi-purpose rooms) intended for recreational use by Fairfax County is to be replaced by Capitol One Center, to be used for corporate training and includes a 1,500-seat performing arts auditorium, two classrooms and a black-box theater space for cultural offerings.

The recreation center was to be leased to the county government for 50 years at $10 per year, with possible future extensions. But the Capital One Center, AKA

performing-arts center, will be a private facility. Unlike the recreation center, the performing-arts center would be available only at select times – available for public use for a total of 30 days on Fridays, Saturdays, and Sundays from September through June – and would require a use fee of $1,950 per day. Use of the black-box theater and the two classrooms also would be limited.

The modified plan also increases development, and therefore density, including one building’s height to be increased from 170 feet to 340 feet.

Agreed-upon park/public space would decrease under the modified plan, and some of it would be elevated rather than at-grade. Of the 0.91 share needed for athletic fields, Capital One would meet 0.5 with an off-site arrangement (where, exactly?) and the remaining 0.41 with one temporary field (the temporariness being resolved when and how?) plus two fields on top of a parking garage.

The reduction of park space is to be met with “a quality to offset the deficiency.” Quality is not defined, but the sheer need for more athletic facility space in McLean is longstanding. This need will only get worse as density increases and McLean becomes a bedroom community for Tysons. This transformation is already well under way.

The Capital One development is simply another stepping stone from Tysons to the apartment buildings already built in the Route 123/Anderson Road area to those under construction in the heart of McLean, which is the population Main Street predominantly would have served.

Whatever happened to the assurances that McLean would remain independent of the Tysons complex? Perhaps Main Street was a casualty to this loss of identity.

Town Adopts Brand-Positioning Statement; Logo Is Coming Next BRIAN TROMPETER Staff Writer

Vienna is moving closer to crystallizing its identity into a brand.

The Vienna Town Council on July 10 adopted a “brand-positioning statement” that gives a concise summary of the town’s key characteristics and values and sets the stage for creation of Vienna’s logo.

“For it to be effective, it needs to be authentic,” Lynne DeWilde, the town’s marketing and communications manager, said of the branding effort. “It needs to be a promise that Vienna can deliver on.

It needs to be aspirational. It talks about who Vienna is, but also what Vienna wants to be.”

DeWilde likened the brand-positioning statement to the synopsis on a book jacket. The statement consists of essence (the central idea shaping the town), promise (possibilities and benefits available to residents, businesses and visitors) and the town’s personality, she said.

“It’s not really supposed to function as a mission statement,” she said. “It’s not going to show up in publications that the town produces, but rather it’s a shared vision of our community and where we want to go.”

“They appreciate the small-town nature of Vienna, they love their traditions and they find the community welcoming and committed,” she said.

But residents also expressed concern about traffic and parking, burdens placed on businesses and the town’s becoming less socioeconomically diverse, she said.

The consulting firm’s suggested slogan for the town is “Independent Since . . .”, which DeWilde said encapsulates Vienna’s community pride, independent government, events and businesses and the town’s distinction from Fairfax County.

“We like to do things the Vienna way,” she said.

Vienna officials now are working on a new logo for the town and hope to launch it at the annual Halloween Parade on Oct. 25, DeWilde said. The town’s Brand Strategy Advisory Board is holding a logo-design competition and will present two finalists to the Vienna Town Council Aug. 21.

Mayor Laurie DiRocco, who along with Council member Linda Colbert serves with a group participating in the branding initiative, said the work so far has been “very positive.”

Capital One Wins Support for Revamped Tysons Plan BRIAN TROMPETER Staff Writer

Fairfax County supervisors on July 11 unanimously and enthusiastically approved Capital One Bank’s revised plans to add a multi-use performing-arts center and Wegmans grocery store to its Tysons headquarters campus.

“All I can say is, ‘Wow!’” said Board of Supervisors Chairman Sharon Bulova (D).

Instead of the 30,000-square-foot, publicly operated community center Capital One proffered five years ago, the bank put a more tantalizing offer on the table: a 125,000-square-foot Capital One Center, which would have a 1,500-seat auditorium for corporate training and performingarts events, a 225-seat “black box” performance space and two classrooms, which could be combined into one if needed.

“It’s really going to be a pretty breathtaking facility,” Antonio Calabrese, an attorney representing Capital One, predicted of the $120 million building. “I think we’ve got a strong consensus for what this building will be capable of.”

The center’s grand lobby and mezzanine space will be reminiscent of the Kennedy Center, Calabrese added.

would make the performing-arts center’s main hall available to the county for 30 days per season, or 10 percent of its total use. The black-box space would be available to the public for 70 days per season (20 percent of the total time) and each of the two classrooms could be used publicly 110 days per year (30 percent of the total time).

Supervisors in 2012 agreed to the bank’s plans to build 4.9 million square feet of mixed-use space at the 24.6-acre site and, two years, later approved a height increase for the new headquarters skyscraper, which at 470 feet will be the tallest building in Tysons.

Capital One this spring submitted plans to develop an additional 243,000 square feet for a total of about 5.2 million square feet at the site, which is bounded

by Route 123, Interstate 495 and Scotts Crossing Road.

The Capital One Center would be located on the site’s Block C along with an 80,000-square-foot Wegmans, which would use an urban design about twothirds the size of one of the chain’s regular stores.

The block’s 10-story parking garage would be topped by a Common Green with public and private recreational amenities, including a dog park with a dogwashing station.

Block D’s build-out will represent a $1 billion investment in the county, Calabrese said.

Capital One’s revised plans will generate the need for about 0.91 athletic fields, county officials said. The bank will satisfy 0.5 of a field using an off-site arrangement, and build a pair of 60-by-90-foot fields atop a parking garage of the site’s Block E. Those fields will be suitable for young children and may be combined into one field for slightly older players.

Capital One also will provide a temporary 120-by-180-foot field with natural turf on Block D. The site’s fields are intended first and foremost to serve Tysons residents, said Andrea Dorlester, manager of park planning for the Fairfax County Park Authority.

McLean Citizens Association board member Rob Jackson cited recent resolutions passed by the organization, which called on Capital One to increase the amount of publicly available parkland at the site, as well as public access to the performing-arts center and other facilities.

Jackson also reiterated MCA’s desire that the Board of Supervisors press Tysons landowners to provide land and construct a community center at an alternative location. If not, county officials should create a small tax district for such a facility in East Tysons, he said.

Public-Safety Notes COUNTY POLICE: McLEAN WOMAN SHOT MOTHER, THEN TOOK HER OWN LIFE: Two people died in McLean July 14

after a murder-suicide, Fairfax County police said.

Officers went to the home in the 6700 block of Dean Drive shortly after 2 p.m. after a caller reported that someone in the home might have been killed.

Police made several unsuccessful attempts to communicate with anyone in the home and placed a reverse-911 call to neighbors that asked them to remain inside their homes. Officers then entered the home and discovered the bodies, police said.

According to police, 23-year-old Helen Lorena Hargan shot her mother, 63-yearold Pamela Denise Hansen Hargan, and then shot herself.

The Office of the Chief Medical Examiner will conduct autopsies and officially determine the cause and manner of the women’s deaths.

DUNN LORING APARTMENT BLAMED ON IMPROPERLY DISPOSED SMOKING MATERIALS: On Sunday, July 9 at

approximately 7:23 a.m., The Fairfax County Fire and Rescue Department on July 9 at 7:23 a.m. dispatched units from Fire Station 13 in Dunn Loring and Fire Station 29 in Tysons after a fire alarm sounded in four-story apartment building in the 2100 block of Tannin Place in Dunn Loring.

Units arrived on scene to investigate the alarm and found smoke showing from a third-floor balcony. Crews immediately requested additional units. Firefighters quickly deployed multiple lines of fire hose to confine and extinguish a concealed fire in the wall space running between multiple apartments and floors.

A sprinkler pipe burst in the ceiling of one of the units directly below the apartment where the fire started, which activated the alarm system and alerted the building’s occupants. All the occupants were evacuated safely, officials said.

Fire investigators determined the fire started on a third-floor balcony and was caused by improper disposal of smoking materials.

There were no civilian or firefighter injuries. Eight apartment units have been deemed uninhabitable as a result of the fire. The Red Cross is assisting five displaced residents. The fire caused about $200,000 worth of damage, officials said.

employee at Wheat’s Landscaping, 400 Dominion Road, N.E., told Vienna police on July 7 that two other employees six days earlier had stolen two spools of cast lighting wire.

The employees returned the wire, but were terminated from the company, police said.

VIENNA POLICE NAB MAN ON OUTSTANDING FAIRFAX WARRANT: A Vien-

na police officer who was patrolling in the 500 Block Maple Avenue, W., on July 9 at 2:06 a.m. saw a vehicle traveling at above the speed limit and initiated a traffic stop.

When the officer checked the driver’s license status, he found that the 60-year-old man was wanted in Fairfax County on an outstanding warrant.

Economic-Development Officials Eager for Partnerships in Vietnam A Staff Report

State and regional economic-development officials believe a new trade partnership with localities in Vietnam will pay dividends on both sides, particularly in Northern Virginia.

Gov. McAuliffe was on hand July 11 for a ceremony at Northern Virginia Community College Annandale to celebrate the partnership between Virginia and six Vietnamese provinces. It marked the first such agreement between local governments in Vietnam with a U.S. state.

“Virginia has a great trade relationship with Vietnam, and with a significant population of Vietnamese immigrants living in the commonwealth, this is an important step toward further growing our partnership,” the governor said at a networking luncheon that drew a delegation from Vietnam, as well as that country’s ambassador to the U.S., Pham Quang Vinh.

Episodes like the one on July 11 are “vivid examples of the comprehensive partnership between Vietnam and the U.S., in the interests of both countries,” the Vietnamese ambassador said.

At the luncheon, Northern Virginia business leaders had the opportunity to discuss various sectors of the Vietnamese economy, and well as market-entry issues, while local economic-development offi-

cials had time to pitch their communities to the assemblage.

“This is how you grow your economy,” said Gerald Gordon, president and CEO of the Fairfax County Economic Development Authority. “These relationships take some time to nurture, but I think we’re already seeing results.”

The memorandum of understanding signed between Vietnamese and Virginia officials will serve as a platform for cooperation across a host of areas, including energy, information-technology, manufacturing, pharmaceuticals and tourism.

The six participating provinces – Ha Noi, Ba Ria Vung Tau, Đong Nai, Long An, Quang Tri and Thái Nguyên – are spread across Vietnam. They are among 63 provinces, plus five metropolitan areas, that comprise regional governance in the nation of 90 million.

Following the 1975 fall of South Vietnam, an influx of Vietnamese refugees settled in the Washington area.

“You’re in a very good location,” Gordon told the Vietnamese delegation. “It’s a natural fit, because many [prospective firms] are well-funded and highly skilled in comparable technologies.”

In terms of international trade, Vietnam now ranks as one of the top 15 export destinations for Virginia agricultural and forestry products, up from 60th place in 2007.

Transportation Notes SOME LOCAL FLIGHTS AMONG MOST TARDY IN NEW REPORT: Five flights

departing local airports were among the most likely to arrive late across the nation, according to data for May reported by the federal Bureau of Transportation Statistics.

The habitual offenders include two from Ronald Reagan Washington National Airport, two from Baltimore-Washington International Thurgood Marshall Airport and one from Washington Dulles International Airport. They are among 175 flights nationally that were late more than 60 percent of the time during May. They included: • ExpressJet (United Express) Flight 4416 from BWI to Newark-Liberty International Airport, slated to depart at 4:22 p.m. It was late 18 of 24 times during the month (75 percent), and when it was late, the average delay was 134 minutes.

• ExpressJet (United Express) Flight 4234 from Reagan National to Newark, slated to depart at 6:30 p.m. It was late 22 of 30 times (73 percent), with an average delay of 117 minutes.

• ExpressJet (United Express) Flight 4081 from Reagan National to Newark, slated to depart at 8:30 p.m. It was delayed 18 of 25 times (72 percent), with an average delay of 119 minutes.

• Spirit Airlines Flight 141 from BWI to Los Angeles International Airport, slated to depart at 8:34 a.m. It was late 22 of 31 times (71 percent), with an average delay of 94 minutes.

• JetBlue flight 1808 from Dulles to John F. Kennedy International Airport, slated for an 8:16 p.m. departure. It was late 17 of 27 times (63 percent), with an average delay of 110 minutes.

It is perhaps no surprise that four of the five flights are afternoon and evening departures headed into the New York City metropolitan area, as later flights tend to see more delays than earlier ones, and are more prevalent in crowded corridors such as the Northeast.

For the month, the single most delayed flight nationally was ExpressJet Flight 3904, which runs from Syracuse to Newark. It was late 19 of 21 times (91 percent), with an average delay of 108 minutes.

DULLES IN TOP 10 AMONG TRANS-ATLANTIC FLIGHTS: When it comes to hop-

ping across the pond – “the pond,” in this case, being the Atlantic Ocean – one local airport is in a new Top 10 ranking.

A total of 827,746 passengers traveled between Washington Dulles International Airport and London’s Heathrow Airport in 2016, according to new federal figures, making the route the eighth busiest transAtlantic service from a U.S. airport.

Year-end figures recently were reported by the Bureau of Transportation Statistics, an arm of the U.S. Department of Transportation.

The Dulles-to-Heathrow service, operated by a variety of airlines, posted a 2percent decline in passenger totals from a year before.

As historically is the case, the largest number of passengers traveling the Atlantic on a point-to-point basis are those jetting between John F. Kennedy International Airport and Heathrow. In 2016, nearly 2.9 million people made the trip in one or both directions, down 4 percent from a year before.

Another 917,000 passengers used Newark-Liberty International Airport to get to and from Heathrow, ranking seventh in 2016 and bringing to 3.8 million the total traveling to and from New York airports.

Second on the trans-Atlantic route was Los Angeles International Airport’s service to and from Heathrow, at 1.52 million, followed by Kennedy to Charles de Gaulle Airport in Paris at 1.42 million.

Each posted declines of about 5 percent from a year before.

(Heathrow also was represented in the top 10 with service to Chicago-O’Hare, Miami, San Francisco and Boston. Also in the top 10 was service from Kennedy to Dubai, ranking ninth and, with a 7percent growth rate, the fastest expanding service among the 10 top routes.)

Kennedy was, by far, the largest U.S. gateway for international travelers in 2016, up 6 percent to 31.3 million fliers.

Rounding out the top five were Los Angeles International (22.2 million, up 10 percent), Miami International (19.7 million, down 2 percent), Chicago-O’Hare (11.9 million, up 4 percent) and San Francisco International (11.8 million, up 7 percent).

Dulles ranked 10th at 7.1 million, behind the top five as well as Newark-Liberty, Atlanta’s Hartsfield-Jackson International, Houston Intercontinental and Dallas-Fort Worth International airports.

McLean/Great Falls Notes KOHLENBERGER HONORED BY FRIENDS OF MCC: Paul Kohlenberg-

er has been named the Friends of the McLean Community Center organization’s 2017 “Friend in Deed,” becoming the 26th individual to be saluted for efforts to support the center.

The presentation was made by Friends president W. Glenn Yarborough Jr. at the organization’s annual meeting.

Kohlenberger, who is president of the Greater McLean Chamber of Commerce and of the Historical Society of Fairfax County, is a longtime resident of McLean who is active in a number of community organizations. He has been instrumental in promoting Friends of the MCC through helping establish the group’s Web site, offering new program ideas, promoting membership initiatives and documenting the Friends’ history and role in the building of the center.

“Paul always has new ideas to move the Friends of the MCC forward,” Yarborough said. “He goes the extra mile by always making himself available to help – be it day or night. Most of all, Paul’s love and dedication to the McLean community and the center has always been most evident.”

In addition, Kohlenberger – a two-term member of the MCC Governing Board – served for three years as the liaison from the board to the Friends group.

GRANT FUND SUPPORTS SHADE STRUCTURE AT CLEMYJONTRI PARK:

The Fairfax County Park Authority Board has approved a Mastenbrook Volunteer Matching Fund Grant request for $16,845 from the McLean Community Foundation and the Rotary Club of McLean, which will be used for develop-

ment of a shade structure and picnic area at Clemyjontri Park.

This picnic area will be located along the southern edge of the accessible play area at the McLean park. The 20-foot-by20-foot structure will have a concrete floor, a seating wall on three sides, and several picnic tables. It will provide additional shade for users of the facility, and offer revenue-generating opportunities through birthday parties and other rentals.

The estimated cost of the project is $80,000. The Mastenbrook Grant will be combined with a $16,845 contribution from the McLean Community Foundation and Rotary Club of McLean, as well as $46,310 in donations contributed by individuals and organizations. Additional contributions are being accepted.

In 1998, John Mastenbrook, a 21year veteran of the Fairfax County Park Authority board, suggested a grant program be established to encourage public and private ventures that would improve county parks and park facilities. Since 1999, there have been more than 150 Mastenbrook Grant totaling about $1.3 million have been approved.

de Paul Conference of Our Lady of Good Counsel Catholic Church in Vienna recently received a 2017 Distinguished Partner Award from Fairfax County Neighborhood and Community Services.

The award is made to honor individuals and organizations who assist the local agency in fulfilling its mission of bringing people and resources together to strengthen the well-being of individuals and communities, and who go above and beyond the expectations of a traditional colleague, partner or contractor.

In making the award, Fairfax County coordinated-services specialist Tianja Grant noted that the St. Vincent de Paul Conference, established in 1998, provides emergency financial assistance to help prevent evictions and foreclosures and utility disconnections, as well as prescription assistance for those who do not have medical insurance and food vouchers for those in need.

They also meet with individuals who call and request assistance through their helpline, which is monitored by volunteers.

“Their mission is to help those in need and to promote human dignity by providing assistance on a one-to-one basis while maintaining confidentiality and dignity,” Grant said.

Survey Says: Where to Find Well-Managed Communities The fine folks of Nampa, Idaho, have some new bragging rights: That city has been declared the best-run in the nation, according to a new survey

by WalletHub. The firm took a look at 33 key performance indicators to rate 150 of the nation’s cities based on operating efficiencies. The ranking combined quality of services with per-capita budget to determine the best.

Joining Nampa (at 80,000, the second most populous city in Idaho) in the top five were Provo, Utah; Boise, Idaho; Missoula, Mont.; and Lexington, Ky. The next five were Las Cruces, N.M.; Billings, Mont.; Bismarck, N.D.; Fort Wayne, Ind.; and Louisville.

(The Old Dominion’s only entry in the top 20 was Virginia Beach, coming it at #17 between Nashua, N.H., and Lincoln, Neb.) Some additional findings: Fort Worth had the highest high-schoolgraduation rate of any city survey; Fargo (N.D.) had the lowest unemployment rate; Warwick (R.I.) had the lowest rate of violent crime; and Fremont (Calif.) had the lowest share of the population living below the poverty line. Chesapeake, Va., which came in 38th overall, had the highest average annual income when adjusted for cost of living.

Several academics said that while there are a number of types of local governments, the specific format is less important than the people who occupy positions of authority.

“The form of government matters less than the leadership qualities of those who govern,” said Terry Clower, professor of public policy and director of the Center for Regional Analysis at George Mason University. “Forms of government just provide a framework for leading. Successful cities seem to be able to identify and put in place the kind of leaders they need for a given set of circumstances.”

“The most important factor in how well-run a city is seems to be the consistent engagement of a well-educated, ideologically moderate electorate,” added Jason Sorens, a lecturer in government at Dartmouth College. “Cities where the leaders are responsive . . . tend to do better than those where leaders are essentially little autocrats.”

portation Plan, which has a 25-year planning horizon. Officials update the plan quadrennially, next in 2018.

“It’s an interactive document,” Jackson said. “We don’t just write it and let it sit for four years. Projects are added and once in while taken off.”

Recently, area officials added a project to introduce tolling on Interstate 66 inside the Capital Beltway and deleted the proposed Columbia Pike streetcar initiative in Arlington after support for it collapsed, he said.

The Transportation Improvement Program lists projects to be funded during the next six years. To be included on this list, as well as the long-range plan, project must have identifiable sources of available funding.

“It’s constrained. It’s not just a wish list,” he said.

Projects must be listed on the longrange plan and Transportation Improvement Program in order to receive federal funding. In addition, those projects must contribute to the region’s air-quality-improvement goals.

Regional transportation plans also must not have a disproportionately adverse effect on low-income and minority communities, Jackson said. Those rules were enacted to prevent the former practice of building highways through such neighborhoods, he said.

Jackson said one of his goals is to get American Legion Bridge improvements and a wider Interstate 495 in Maryland added to the TPB’s expanded project list – something Maryland so far has not sought yet, he said.

“The cut-through traffic in the neighborhoods is horrible,” he said. “People in McLean can’t get out of their driveways.”

Another key project will widen Route 7 from four to six lanes between Tysons and Reston Avenue, said Jane Edmondson, chief of staff for Supervisor John Foust (D-Dranesville). The $240 million initiative might begin in 2019 and be completed by 2025, she said.

The Route 7 bridge over the Dulles Toll and Access roads now is being widened to six lanes, but will remain open throughout the project, Edmondson said.

This $44 million project also will include pedestrian improvements and should be finished in spring 2018.

Dynamic tolling along Interstate 66 inside Interstate 495 will begin Dec. 4, Edmondson said. Cars with at least two occupants will be able to use those lanes for free until 2020, when the threshold will increase to three. Officials expect to receive about $18 million in toll revenues annually from that section of I-66.

Del. Kathleen Murphy (D-34th) said area roads and bridges had been neglected.

“Until we get serious about investing in these projects, there are hard choices to make, because the money just isn’t there,” she said. “People don’t want to pay taxes.

I understand that. But bridges and roads are not free.”

Chamber president Paul Kohlenberger said the group will take stances on numerous area transportation projects. The chamber will support the extension of high-occupancy-toll lanes on the Capital Beltway to Interstate 270 in Maryland; the availability of bus-rapid-transit service over the American Legion Bridge into Montgomery County, Md.; the expansion of Route 7 from six to eight lanes between Route 123 and the Capital Beltway and from four to six lanes between the Beltway and Interstate 66.

The chamber will support interchange improvements at Magarity Road and Route 7, but oppose the proposed widening of Magarity Road in McLean to four lanes because it would impose a significant access barrier to parks and schools in

the Pimmit Hills neighborhood, Kohlenberger said.

Citing no pressing traffic problems and the scarcity of funding, the chamber will oppose expansion of the Dulles Access Road between Route 123 and Washington Dulles International Airport.

“We feel that road is not in any way congested – the access road, not the toll road,” he said.

Top seed and defending champion Vienna Post 180 won its opening game the American BASEBALL of Legion District 17 baseball tournament, blanking No. 5 seed McLean Post 270, 11-0, behind 12 hits July 16 at Waters Field in Vienna.

Jake Nielsen was the winning pitcher with six strikeouts in six innings for Vienna and Ryan Davis, Owen Lamon and Sam Kobayachi all had two hits. Lamon, Jack Halloran and Jack Dooley all had two RBI. McLean’s Nick Liverpool had two hits. Post 180 was scheduled to play its second game on July 18 against No. 3 seed Springfield Post 176.

In other tournament action, No. 2 seed Falls Church Post 130 lost its first game, 3-1, to No. 3 seed Springfield July 16 at Waters, and McLean was 1-1 entering the losers’ bracket final. McLean defeated No. 4 seed Arlington Post 139 by a 4-3 score in its first game, its first playoff win since 2000.

A pair of state-championship road trips were recorded by McLean Little League girls softSOFTBALL ball all-star teams recently – one in faraway southwest Virginia and the other a bit closer near Fredericksburg.

The age 8-10 all-stars won the title in Damascus, near Bristol. McLean defeated Atlee, 13-7, in the championship game and was 5-0 in the tournament.

The 9-11 all-stars won the title with a 3-1 record in King George, rallying to score two runs in the bottom of the sixth inning to nip Virginia Beach, 7-6, in the championship game.

The final two runs were scored by Emma Hussein and Natalie Martin on a ground ball-out by Gabby Colder, followed by an Atlee error.

A couple of hours earlier, McLean led 4-1 but lost to Virginia Beach, 5-4, forcing a playback game to determine the champion.

“We were in a bad place after Virginia Beach came from behind to beat us,” McLean manager Brian Colder said. “We were tired, hot and had just taken our first loss. But when the second game started, our players just kept plugging away, getting good at-bats, hitting balls hard, getting to balls in the field, and refusing to lose. Nobody panicked, and we just kept playing hard.”

McLean defeated Buchanan, 11-1,

and Virginia Beach, 10-1, in its other games.

“This team had a lot of good players who can hit and pitch,” Brian Colder said.

Gabby Colder got all three decisions on the mound and had a 3-1 record in the tourney. Martin pitched three strong innings in relief in the 7-6 win.

Top hitters for McLean were Colder, Martin Ivy Olson, Willa Steeg, Carey Brown, Zoe Thompson and Kylie Ammons. Colder hit a grand slam in one game.

That’s the wrong decision, which will make the task of seeking necessary information much harder to find.

To get updates instead, and good luck with this, that information is supposed to be posted on the schools’ athletic Web sites. Problem is, history suggests that probably won’t happen in a timely fashion.

Some of the schools that had already dropped those hotlines have not followed through with timely Web site updates, despite indications that would occur.

When used properly, those hotlines were absolutely the best way of communicating. Yes, the constant updates, especially on weather-alert days, could be labor intensive and annoying for those doing the updating.

However, that information and service was so valuable on the other end, it was worth all the effort from those updating. Simply call a number and listen for what’s needed.

Those phone lines were so user friendly. Now, searching those Web sites in hope of finding the same information somewhere – bouncing around between Twitter and Facebook pages – will be another story, probably ending in frustration. That will cause those in athletic offices to field more phone calls for information seekers.

For now, Wakefield and Yorktown high school in Arlington continue to have their hot lines. That’s good, and please don’t stop. The bad news is that Arlington’s Washington-Lee and Bishop O’Connell no longer use hot lines, having cut them off months ago.

Also, the info line at private Potomac School in McLean is still in use, but not at Flint Hill in Oakton.

Hopefully, frustration and enough negative response will force the schools to reconnect those hot lines.

“I think the key for us at the state tournament is we have to keep hitting, because our pitching has been good,” Tucker said.

At states, Vienna American will be in the same pool with highly-regarded programs Atlee and Loudoun.

“We hope to keep this going,” Tucker said.
