Fairfax County supervisors unanimously approved a zoning-ordinance amendment Feb. 28 that will allow by-right establishment of craft-beverage operations in certain industrial, commercial and planned zones.

“This is an emerging industry that’s happening in other parts of Virginia and the region,” said Board of Supervisors Chairman Sharon Bulova (D). “This will make Fairfax County a welcome place for this industry to flourish.”

Under the ordinance amendment, which took effect the next day, the county will regulate craft-beverage businesses like other production, processing BRIAN TROMPETER and manufacturing establishments and allow such uses by-right not only in the I-5 and I-6 industrial zones, as is currently the case, but also in I-4 zones, where companies until now have had to obtain special exceptions.

County officials will allow those businesses to provide accessory tasting rooms with limited food options and dedicate up to 10 percent of the gross

Fairfax Man Is Awarded Carnegie Medal for Life-Saving BRIAN TROMPETER Staff Writer

Fairfax County resident Peter Pontzer, a U.S. Postal Service judge in Arlington, on Feb. 28 received the Carnegie Medal for Civilian Heroism for helping save a boy from drowning in North Carolina two years ago.

Pontzer, then 51, was on vacation at a beach house in Emerald Isle, N.C., on July 28, 2015, when he was alerted that a 13-year-old boy had become caught in a strong Atlantic Ocean current and could not swim back to shore about 350 feet away.

Pontzer, although suffering from a sprained ankle, grabbed a rescue tube on the beach and entered the surf along with vacationing construction worker Duncan O.C. Harris, 21, of Buffalo Grove, Ill., in an effort to save the boy.

The pair swam about 450 feet on a diagonal course to reach the boy, who was floating on his back. Pontzer told the boy to hold on to the rescue tube, while Harris grabbed the young swimmer and helped him continue grasping the tube.

Aided by Harris, Pontzer towed the tube toward the shore and the men walked the boy to the beach after reaching water shallow enough for wading. Emergency medical personnel arriving at the scene treated the boy.

SoberRide Initiative Switching to Lyft for Coming Year BRIAN TROMPETER Staff Writer

Washington Regional Alcohol Program (WRAP) leaders announced March 2 that ride-sharing company Lyft would provide the program’s free rides home for would-be drunken drivers this year, starting March 17 on St. Patrick’s Day. WRAP, which has provided 66,296 free rides since its inception in 1993, formerly used taxicabs for the service, but will have Lyft perform the work at least for five holiday periods in 2017.

“We wanted to evolve this program,” said WRAP president and CEO Kurt Gregory Erickson. “We were missing the target. We targeted groups ages 21 to 35, and found they were using ride-sharing services. They weren’t using their phones as phones, but they were using their apps to get ride services home.”

Taxicab rides for SoberRide used to average about $24 each, but that figure should be significantly lower using Lyft, Erickson said. SoberRide will fund trips

costing up to $20, but those exceeding that mark likely still will cost less than a cab ride, he said.

“We’ll be able to provide more rides for less money and reach that audience in a way that’s more savvy for them and that they’ll use,” Erickson said. “It’s a nobrainer.”

Lyft will provide rides to area residents age 21 and older from March 17 at 4 p.m. to March 18 at 4 a.m. WRAP will offer SoberRide in Arlington, Fairfax, Loudoun and Prince William counties in Virginia; Montgomery and Prince George’s counties in Maryland; and the District of Columbia.

WRAP will pay for SoberRide trips by existing Lyft users; the ride-sharing company will pay for ones taken by new members and donate $1 to WRAP for each new customer using the SoberRide code this year.

To participate, people should download the Lyft app on their smartphones and enter “SoberRide” in the promo section.

“They’ll hopefully put the code in ahead of time,” Erickson said of SoberRide’s patrons. “Basically, you’re pushing one button to engage the app. It automatically signals where you are and the driver has to find you. It’s a cashless exchange and a highly convenient mode of transportation.”

SoberRide users have the option of tipping Lyft drivers through the app, but it’s not required, he said.

Lyft, founded in 2012 by Logan Green and John Zimmer, is available in 300 cit-

age to 55, reducing from 5 to 4 percent the interest-crediting rate for departing employees’ accounts if withdrawn, tying the system’s cost-of-living adjustments to the Consumer Price Index and boosting the averaging period to determine employees’ final salaries from three to five years.

MCA’s resolution questioned the ERFC plan’s assumptions about earning 7.25-percent annual returns; the system’s yearly returns have averaged only 5.7 percent during the last five years and were just 1.5 percent is fiscal year 2015 and minus-0.6 percent the following year, according to the resolution.

In the last decade, ERFC has become nearly three times more underfunded, MCA leaders said. The system was underfunded by $287 million at the end of 2006 and as of June 30, 2016, that figure stood at $830 million, based on a total liability of $2.9 billion and assets valued at $2.1 billion, they said.

A Moody’s investor-service summary on Jan. 11 stated three ways in which Fairfax County’s vaunted triple-A bond rating could be downgraded, one of which was an inability to increase pension funding, Board members passed the resolution overwhelmingly on a voice vote, with only a few people in opposition.

MCA board member Sally Horn said the recommendations paralleled ones the association made in February concerning the county government’s pension system.

MCA Budget and Taxation Committee chairman Dale Stein said the resolution alerted School Board members to the pressing problem’s severity.

“For God’s sake, at least take a baby step in the right direction . . . and an adult step thereafter,” he urged school officials.

“Reform is not what this is about,” echoed MCA board member Steve DelBianco. “We’re trying to rescue a pension

plan from insolvency.”

The resolution drew its share of detractors, including some MCA board members and a group of educators in the audience, who were not invited to speak, but instead uttered complaints in audible whispers.

Board member Roshan Badii abstained from voting on the matter, saying she did not understand the pension plans’ intricacies.

MCA board member Kelly Green Kahn said teacher recruitment and retention is the school system’s true crisis and added she had not seen evidence ERFC was facing insolvency.

“It seems to me a task force would further politicize this process and actually slow it down,” she said. “It’s unfair to assume FCPS teachers and employees can’t be objective. We need expert recommendations, not a citizens’ task force.”

MCA President: Keep Resolutions Short: Resolutions crafted by McLean Citizens Association (MCA) committees tend to be well-researched and highly detailed, but often result in eye-glazing, multi-page statements that some readers have a hard time sticking with to the bitter end.

“A four- or five-page resolution just doesn’t get read,” Barnett said. “A short resolution does. I think there’s a huge advantage to doing so.”

MCA Seeks Independent Task Force on FCPS Pensions BRIAN TROMPETER Staff Writer

The McLean Citizens Association (MCA) board of directors passed a resolution March 1 urging the Fairfax County School Board to establish a task force that would examine ways to make the school system’s retirement plans financially sustainable.

“We want there to be a truly independent task force on pensions,” said Louise Epstein, chairman of MCA’s Education and Youth Committee.

The desired task force should produce in time for the fiscal 2019 budget recommendations to shore up the retirement plans without using more county resources, the resolution read.

To ensure objectivity and avoid conflicts of interest, the resolution recommended a majority of the task force’s members not be school-system employees.

Instead, the bulk of the group’s members should consist of personnel or financial professionals with knowledge about retirement-benefit plans.

All stakeholders, including teachers and the public, should have ready access to the task force’s analyses and be consulted before the School Board acts, according to the resolution.

The resolution also signaled MCA’s approval of the School Board’s decision to consider finding interim cost savings in the Educational Employees’ Supplementary Retirement System of Fairfax County (ERFC) for the fiscal 2018 approved budget. More comprehensive ERFC modifications should follow, MCA members said.

A wish is something so simple, so innocent – yet something that can have grave consequences. The Madeira School’s production of “Into ‘CAPPIES’ the Woods” exREVIEW plores both the happy and the not-so-happy endings of everyone’s favorite fairy tales.

Opening on Broadway in 1987, the Stephen Sondheim shown went on to become one of the most renowned musicals of the past 30 years. Set apart from others in the genre with its interwoven storylines surrounding prominent fairy-tale protagonists – Cinderella, Little Red Riding Hood, Jack and the Beanstalk and Rapunzel – “Into the Woods” sheds a darker light on the lives of these heroes.

A humble baker (Melissa Handel) and his wife (Claire Pitzer) simply wish to have a child. Little do they know that when the witch (Magana Ngaiza) who lives next door proposes a quest that will enable their success, the couple’s journey will set in motion a series of events that will change their lives forever.

Pitzer was impressive to watch throughout the show. She sang impeccably and handled minor microphone problems with the air of a professional. Another standout performance came from Ngaiza,

whose powerful vocals and comedic, yet moving, physicality were always enjoyed.

As the baker and his wife venture out to find the cow as white as milk, the cape as red as blood, the slipper as pure as gold, and the hair as yellow as corn, Cinderella (Keenan Parker) and Jack (Zoe Crawley) are also trying to make their wishes come true. As the story lines of several fairytale characters became interwoven, both Parker and Crawley impressed with their acting and vocal abilities.

The highlight number of the show came in the second, and much darker, act. “No One is Alone” stood out among many excellent songs with its haunting harmonies from Parker, Crawley, Katie King (Little Red Riding Hood), and Handel. The raw emotion portrayed on stage was mesmerizing.

One of the most commendable elements of the show was the fact that the cast was entirely made up of female performers, as Madeira is an all-girls school.

Those playing male parts had the extraordinarily hard job of portraying the male qualities of a character and singing in the challenging lower vocal register.

The talented actresses stepped up to the plate and delivered; Crawley and Thomas especially wowed the audience with their ability to sing the male vocals.

While the majority of the technical elements of Madeira’s production were above average, the set truly was phenomenal.

With trees made out of books and leaves created from pages, the forest represented the idea of a storybook falling apart – a main theme of “Into the Woods.” Transitions were perfect, and the ethereal quality of the forest was presented to audiences in a way that made everyone feel like they were venturing into the unknown.

From the technical aspects to the vocals, “Into the Woods” at Madeira School was well-done and enjoyable for all. The leading and supporting cast worked together to bring these fairy tales to life with credibility, and reflected the tone as the story morphed from lighthearted to dark.

Our View: A Modest Blow for Fiscal Responsibility

A majority on the Fairfax County Board of Supervisors deserves praise for its decision to impose a degree of responsibility on the two-month county budget process that is about to head into full swing.

Supervisors on Feb. 28 voted 9-1 to advertise a calendaryear real estate tax rate of $1.13 per $100 assessed valuation, unchanged from last year. In so doing, they rebuffed an initial effort by three board members – Kathy Smith (D-Sully), Dan Storck (D-Mount Vernon) and Catherine Hudgins (D-Hunter Mill) – to advertise a tax rate of $1.15 per $100.

Smith, who proposed the higher rate, said it would enable “a full and open discussion with the community” on budget priorities. That may well be true, but it also would have led to a feeding frenzy among various interest groups hopeful of securing extra funding, and would have given supervisors one of two unpleasant options: either fail to live up to those groups’ inflated hopes, or stick it to county homeowners who already will see their tax bills rise due to this year’s higher average assessments.

Smith and Storck come from the School Board, where the gimme-gimme-gimme mentality related to feeding at the tax trough is so ingrained it appears to take years for those who move up to supervisor slots to return to fiscal reality. Hudgins, who has been a supervisor for a long time, simply seems to prefer spending more than less when given the opportunity.

Once Smith’s motion was batted back, Storck and Hudgins sided with the board majority in advertising an unchanged tax rate. (While we fault Smith for trying to exact too much in taxes from property owners, we don’t fault her for voting against the advertised tax rate. There’s nothing wrong with putting one’s objections on the public record.)

No increase in the tax rate is going to give supervisors and their staff a limited, but manageable, pool of additional funding for the coming fiscal year. They will have to make choices, and not everyone will be happy with the outcome. But we’re appreciative whenever a small dose of fiscal sanity creeps into the discussion.

Get Government Out of Health-Care Arena Editor: The letter by Rebecca Horahan [“Does Comstock Have Magical Plan for Health Care?” March 2] is a thinly veiled pitch for keeping Obamacare.

Yet she turns a blind eye to the wellreported flight of insurers from states that support it. Also, in many states its cost is rapidly outstripping the preObamacare costs.

Many people chant the repeal-and-replace mantra, implying that the replacement will be a government program.

But should the federal government be

The answer: no. Every time the feds step in, things get worse.

The mortgage crisis? The feds used mortgages for social engineering and eventually became essentially the only lender; The result: the calamity of 2008, from which we continue to suffer.

Student loans? The feds took over the student-loan industry and drove up the cost of college. The increase in tuition cost directly tracks the availability of government money. Result: the student-loan debt crisis.

Even with almost eight years of Obamacare data, some continue to delude themselves into thinking that, this time, it will be different. Fat chance.

The only path to improvement is to get the government out except as a regulator. Open up the insurance market across state lines and open up the drug market to North American and European suppliers. This will be a good place to begin reining in our bloated federal government.

Editor: In the midst of the post-election stock price surge, known as the “Trump Bump,” one set of stocks has fared particularly well: for-profit colleges.

Many of these corporate operations experienced difficulties under the Obama administration, which cracked down on predatory practices that targeted veterans and low-income students by encouraging them to over-borrow in order to pay excessive tuition at institutions with drop-out rates approaching 80 percent.

In fact, these institutions account for 35 percent for all student-loan defaults, even though only about 10 percent of all college students go to for-profit schools.

President Obama threatened to withhold federal funding if colleges did not become more transparent and take steps to limit the amount of indebtedness a

student could take on.

After Election Day, investors apparently began betting that President Trump would relax or eliminate these policies. As a result, stocks in for-profit colleges have risen sharply.

If the federal government does indeed reverse course on protecting students from the abuses of for-profit colleges, states will have to take up the cause.

The General Assembly took an important step in the right direction in its recently concluded session. Led by Del. Kathleen Murphy (D-34th), a bipartisan effort to protect students led to passage of HB 2040, a bill that will require any private and out-of-state college to provide students with an enrollment agreement that discloses whether its credits can transfer to a Virginia public college and whether there have been any problems with its accreditation, particularly

with regard to student-loan programs.

Murphy’s bill is the first step in making sure that veterans and other non-traditional students have access to a college experience that provide an opportunity to earn enhanced credentials without the burden of excessive debt.

Comstock AWOL in Local Area Editor: U.S. Rep. Barbara Comstock (R10th) has tried to style herself as a maverick breaking from the Trump administration on the federal hiring freeze, but Comstock is no profile in legislative courage.

In her January statement trying to distance herself from Trump’s hiring freeze, Comstock still says she wants to cut federal employees. She just won’t say which ones.

Meanwhile, the Trump administration recently announced it wants to slash the EPA’s staff by an astonishing 20 percent. Not content just to take jobs away from Virginians, Trump wants to

make sure he dirties up our air and water at the same time.

Where is the Barbara Comstock statement on this latest effort to put some of Virginia’s best and brightest out to the curb? For that matter, where is Barbara Comstock at all? She’s been hard to spot around town lately, and not for a lack of trying.

If anyone sees Barbara Comstock, tell her that if she wants to be a maverick, she’s should probably start by finding the courage to face the people she is hurting – the very people she is supposed to represent.

A Loss and a Win on Commemorating Women’s Suffrage: His own legislation didn’t make it to the finish line, but state Sen. Adam Ebbin says the state government will still commemorate the 100th anniversary of women’s gaining the right to vote.

Ebbin (D-30th) had patroned legislation this session establishing a commission to honor the centennial and plan for statewide events in 2020. The measure moved through the Senate Committee on Rules unanimously, but got hung up in the Committee on Finance, where it was left after time to act ran out.

But never fear, Ebbin said: A companion bill sponsored by Del. Kathy Byron (R-Forest) passed both houses and is awaiting the governor’s signature.

Similar measures had been introduced in the 2016 session but were stopped in the House of Delegates.

Virginia’s General Assembly rejected the federal constitutional amendment during a vote in 1919, but when the requisite number of states approved it the following year, Virginia women gained the right to vote in local, state and federal elections.

Virginia was among states that ratified the measure, largely symbolically, after national ratification. The General Assembly approved passage in 1952, more than 30 years after the amendment was ratified but still 30 years before the last state (Mississippi) approved ratification.

MCA Asks Independent Study on FCPS Pensions The McLean Citizens Association (MCA) board of directors passed a resolution March 1 urging the Fairfax County School Board to establish a task force that would examine ways to make the school system’s retirement plans financially sustainable.

“We want there to be a truly independent task force on pensions,” said Louise Epstein, chairman of MCA’s Education and Youth Committee.

The desired task force should produce in time for the fiscal 2019 budget recommendations to shore up the retirement plans without using more county resources, the resolution read.

To ensure objectivity and avoid conflicts of interest, the resolution recommended a majority of the task force’s members not be school-system employees.

Instead, the bulk of the group’s members should consist of personnel or financial professionals with knowledge about retirement-benefit plans.

All stakeholders, including teachers and the public, should have ready access to the task force’s analyses and be consulted before the School Board acts, according to the resolution.

The resolution also signaled MCA’s approval of the School Board’s decision to consider finding interim cost savings in the Educational Employees’ Supplementary Retirement System of Fairfax County (ERFC) for the fiscal 2018 approved budget. More comprehensive ERFC modifications should follow, MCA members said.

Interim Superintendent Steven Lockard’s proposed fiscal year 2018 budget would save $4.7 million from the ERFC by increasing the minimum retirement age to 55, reducing from 5 to 4 percent the interest-crediting rate for departing employees’ accounts if withdrawn, tying the system’s cost-of-living adjustments to the Consumer Price Index and boosting the averaging period to determine employees’ final salaries from three to five years.

MCA’s resolution questioned the ERFC plan’s assumptions about earning 7.25-percent annual returns; the system’s yearly returns have averaged only 5.7 percent during the last five years and were just 1.5 percent is fiscal year 2015 and minus-0.6 percent the following year, according to the resolution.

In the last decade, ERFC has become nearly three times more underfunded, MCA leaders said. The system was underfunded by $287 million at the end of 2006 and as of June 30, 2016, that figure stood at $830 million, based on a total liability of $2.9 billion and assets valued at $2.1 billion, they said.

A Moody’s investor-service summary on Jan. 11 stated three ways in which Fairfax County’s vaunted triple-A bond rating

could be downgraded, one of which was an inability to increase pension funding, Board members passed the resolution overwhelmingly on a voice vote, with only a few people in opposition.

MCA board member Sally Horn said the recommendations paralleled ones the association made in February concerning the county government’s pension system.

MCA Budget and Taxation Committee chairman Dale Stein said the resolution alerted School Board members to the pressing problem’s severity.

“For God’s sake, at least take a baby step in the right direction . . . and an adult step thereafter,” he urged school officials.

“Reform is not what this is about,” echoed MCA board member Steve DelBianco. “We’re trying to rescue a pension plan from insolvency.”

The resolution drew its share of detractors, including some MCA board members and a group of educators in the audience, who were not invited to speak, but instead uttered complaints in audible whispers.

Board member Roshan Badii abstained from voting on the matter, saying she did not understand the pension plans’ intricacies.

MCA board member Kelly Green Kahn said teacher recruitment and retention is the school system’s true crisis and added she had not seen evidence ERFC was facing insolvency.

“It seems to me a task force would further politicize this process and actually slow it down,” she said. “It’s unfair to assume FCPS teachers and employees can’t be objective. We need expert recommendations, not a citizens’ task force.”

MCA President: Keep Resolutions Short: Resolutions crafted by McLean Citizens Association (MCA) committees tend to be well-researched and highly detailed, but often result in eye-glazing, multi-page statements that some readers have a hard time sticking with to the bitter end.

MCA president Jeff Barnett on March 1 urged board members to keep those documents concise and preferably just one page.

“A four- or five-page resolution just doesn’t get read,” Barnett said. “A short resolution does. I think there’s a huge advantage to doing so.”

Barnett projected a PowerPoint slide filled with epigrams extolling brevity from real-life sages (“You do not really understand something unless you can explain it to your grandmother.” – Albert Einstein) and fictional ones (“Not too long. Not too short. Just right.” – Goldilocks).

Resolution drafters always should distill the essence of messages they want to convey and the steps people in leadership positions should take, Barnett said.

“For senior executives, a shortage of things to read is not a problem,” he noted.

Vienna Officials Briefed on Tysons Transportation, Parks BRIAN TROMPETER Staff Writer

Tysons is located outside Vienna’s boundary, but town officials are keeping a careful eye on the effects of the urban center’s rapid – and massive – redevelopment.

Several high-ranking Fairfax County officials briefed the Vienna Town Council March 6 about ongoing construction in Tysons, as well as plans to build more roads and athletic fields there.

Barbara Byron, director of the county’s Office of Community Revitalization, gave Council members the scope of the urban center’s transformation.

Since county supervisors approved the new Tysons comprehensive plan in 2010, 15 major developments have been built there, along with six others that were in the pipeline earlier, Byron said. County officials have approved 46 million square feet worth of redevelopment through rezonings and 13 new buildings have been constructed, six in the past year alone.

Four more major buildings also are under construction.

“Development is pretty much where we expected it to be at this point in time,” she said.

Residents and leaders in communities around Tysons have pressed from the beginning to have sufficient public infrastructure in the urban center. So far, more

than 9 acres’ worth of publicly accessible parks and open space have been committed, along with 7.5 athletic fields and the dedication of a school site, Byron said.

Two board members of the Tysons Partnership have been “extremely concerned” about keeping public facilities such as athletic fields and fire stations within Tysons’ boundaries, Byron said.

County officials found an ideal site for a fire station just outside Tysons, but that proposal got nixed, she said.

That outcome suited Vienna Town Council member Howard Springsteen just fine.

“I think it was opening the barnyard door,” he said. “Our fields are overburdened and we can’t support” allowing Tysons residents to use them.

Mayor Laurie DiRocco urged county officials to set aside space for athletic fields now and build them later.

“If you don’t allocate the space, it’s not going to happen. We all know that,” she said.

Of the 20 athletic fields sought in Tysons, nine will be rectangular and 11 will be diamond fields suitable for baseball and softball.

“Diamond fields are a big challenge,” said Ken Quincy, who represents Providence District on the Fairfax County Park Authority Board.

Baseball teams travel often and prefer sports complexes with multiple fields,

Quincy said. The Park Authority Board in December 2016 approved a conceptual-development plan to build a competitive-baseball complex with four 90-foot diamonds and two 60-foot diamonds at Patriot Park North, formerly Lincoln Lewis Vannoy Park, off of Braddock Road in Fairfax.

Closer to Tysons, the Westgate athletic field will be upgraded with synthetic turf, said Tracy Strunk, deputy director of the Office of Community Revitalization.

The majority of adult athletic-field users play softball, said Andrea Dorlester, a manager with the Park Authority’s Planning and Development Division. Land in Tysons costs a whopping $5 million per acre, but the county has money set aside for land acquisition, she said.

Getting people to and from Tysons remains a critical challenge. Tom Biesiadny, director of the Fairfax County Department of Transportation, described for Council members the wide range of planned road projects, including: • The widening of Route 7 from four to six lanes between Tysons and Reston Avenue, plus stretches in Tysons.

• An ongoing bridge-expansion on Route 7 over the Dulles Access and Toll roads.

• The Jones Branch Connector, which will cross over Interstate 495 to link eastern Tysons with western McLean.

• Studies for widening Route 123 from

Old Courthouse Road to Route 7 and from Route 7 to I-495.

Bus service also will be a vital component of mobility in Tysons and feeder-bus service already has been boosted from Vienna and McLean to the urban center, Biesiadny said.

Fairfax Connector Bus Route 463, which travels along Maple Avenue to Tysons, has achieved the highest ridership, while Route 432 to the north has attracted the fewest riders, he said.

To encourage younger riders, the county has been offering free Connector-bus rides to students attending middle and high schools in the area.

Those passes are available at the schools, Biesiadny said.

County officials also are considering the provision of bus-rapid-transit service along Route 7 between Alexandria and Tysons, he said.

The county is tweaking the Tysons comprehensive plan and trying to set appropriate development levels, county officials said. It will be hard to determine traffic patterns until more residential, office and retail space is built there, said Fred Selden, director of the county’s Department of Planning and Zoning.

“We don’t know what Tysons is going to grow into,” Selden said. Around Vienna, “there are a surprising number of empty-nesters. It’s a different commuting pattern,” he added.

Affordability Looks to Become a Bigger Issue Existing-home sales are forecast to expand 1.7 percent in 2017, but a new housing-affordability model suggests homebuyers at many income levels could see an inadequate amount of listings on the market within their price range in coming months.

The new model was created jointly by the National Association of Realtors and Realtor.com, owned by News Corp., which determines an “Affordability Score”varying between zero and 2 for communities across the nation.

A score of 1 or higher generally suggests a market where homes for sale are more affordable to households in proportion to their income distribution. Yet only 19 states fit that category in the most recent calculation, and the national score was 0.92, down (and therefore less affordable) than the 0.97 of a year before.

Lawrence Yun, NAR’s chief economist, says a top complaint Realtors have been hearing from clients is a notable imbalance between what they can afford and what is listed for sale.

“Home prices have ascended far past wage growth in much of the country in recent years, because not enough homeowners are selling and homebuilders have not boosted production enough to meet rising demand,” he said.

The states last month with the highest Affordability Score were Indiana (1.23), Ohio (1.22), Iowa (1.18), Kansas (1.17), and Michigan and Missouri (both at 1.14). The states with the lowest were Hawaii (0.52), California (0.60), District of Columbia (0.65), and Montana and Oregon (both at 0.67).

“Consistently strong job gains and a growing share of Millennials entering their prime buying years is laying the foundation for robust buyer demand in 2017,” said Jonathan Smoke, chief economist at Realtor.com. “However, buyers with a lower maximum affordable price are seeing heavy competition for the fewer listings they can afford.

At a time of higher borrowing costs, this situation could affect affordability even more as buyers battle for a smaller pool of homes and bid prices upward.”

“The only prescription to reversing this adverse situation is to build more entry-level and mid-market housing that aligns with current household incomes,” Yun said, although that appears a long-shot scenario.

Metro-Area Home-Sales Prices Up 3.9% Year Over Year The Washington metro region saw solid year-over-year price appreciation in the single-family market, but 2016 saw median home prices rose less than nationally – which, in the long run, may be a good thing.

The median price of a single-family home that went to closing across the Washington region in the fourth quarter of 2016 $384,300, up 3.9 percent from a year before, according to figures reported by the National Association of Realtors.

That was good enough to rank the D.C. region 12th highest in the nation in terms of non-seasonally-adjusted median sales price.

While the local region didn’t see prices crash as precipitously as some areas during the recession, it also has not seen as fast or steep a rebound. Nationally, year-over-year single-family sales prices

rose 5.7 percent in the fourth quarter to $235,000.

But the D.C. region’s slower but steady rise in prices may actually be a benefit, helping to ensure that home values do not – as they did prior to the recession – outstrip growth in household income.

For all of 2016, an average of 87 percent of measured markets saw increasing home prices nationally, up from the averages in 2015 (86 percent) and 2014 (75 percent).

Of the 150 markets the National Association of Realtors has tracked since 2005, just over half now have a median sales price at or above their previous alltime high.

And that may be a problem: Despite a “meaningful” increase in the national family median income ($70,831), rising prices and the boost in mortgage rates at

the end of the year slightly weakened affordability compared to a year ago.

“Even a pick-up in wage growth may be insufficient to compensate the impact of higher mortgage rates and home prices,” said Lawrence Yun, chief economist for the National Association of Realtors.

Yun said what the national housing market needs is an influx of home-building – particularly in price ranges not in the stratosphere.

The five most expensive housing markets in the fourth quarter were the San Jose, Calif., metro area, where the median existing single-family price was $1,005,000; San Francisco, $837,500; Anaheim-Santa Ana, Calif., $745,200; Honolulu, $740,200; and San Diego, $593,000.

The five lowest-cost metro areas in the fourth quarter were Youngstown-War-

ren-Boardman, Ohio, $87,600; Decatur, Ill., $92,400; Cumberland, Md,, $94,000; Rockford, Ill., $109,500, and Binghamton, N.Y. $109,700.

Regionally: • The median existing single-family home price in the Northeast was $254,100 in the fourth quarter, slightly lower (0.2 percent) than a year before.

• The median existing single-family home price in the Midwest increased 5.7 percent to $181,100 in the fourth quarter from the same quarter a year ago.

• The median existing single-family home price in the South was $210,500 in the fourth quarter, 7.9 percent above a year earlier.

• The median existing single-family home price in the West increased 7.8 percent to $348,800 in the fourth quarter from the fourth quarter of 2015.

Va. Real-Estate Market Gets Off to Solid Start in New Year

All may have been factors that added up to a solid real estate market across Virginia in January, where an increase in sales and prices equated to an 11-percent gain in total volume, pushing just over $2 billion.

of the new year, up 6.5 percent from the 5,946 transactions at the same point in 2016, according to figures reported Feb. 21 by Virginia Realtors (the new name of the Virginia Association of Realtors).

“While we saw a predictable seasonal decline from December, the year began with marked year-over-year improvement that suggests significant strength for the 2017 market,” said Virginia Realtors president Claire Forcier-Rowe.

The market clearly was helped by decent weather during the first half of the winter season, and concerns about interest-rate increases may be spurring prospective buyers into the market earlier than in many years, Forcier-Rowe said.

Representatives Named to Fairfax Police-Review Panel Fairfax County supervisors on Feb. 28 named the first members of the county’s new Police Civilian Review Panel and spelled out their terms of service.

Supervisors established the panel Dec. 6 last year at the recommendation of the Ad Hoc Police Practices Review Commission, which the county formed after police shot and killed Kingstowne resident John Geer in 2013.

Annual production in those zoning districts would be limited to 5,000 gallons of distilled spirits and 5,000 barrels of beer, wine, cider or mead. Such manufacturing would constitute an accessory use to the tasting rooms – the opposite dynamic from similar operations located in industrial zones.

Supervisor Linda Smyth (D-Providence) asked board members to consider excising the ordinance elements pertaining to I-4 districts, which in Merrifield buffer residential areas from heavier industrial uses.

“My concern isn’t the craft breweries,” she said. “But by opening up the I-4 to all food-and-beverage processing, that means that the I-4 could have not just a craft brewery, but Anheuser-Busch. That

is a different scale than what I would prefer to see in a transition area.”

Supervisors passed the ordinance, but agreed to have county staff examine issues in I-4 zones and see if changes should be made.

The county is home to seven brewing establishments, three of which operate primarily as restaurants and have brewing as an accessory use. Of the four other breweries, one produces fewer than 500 barrels per year and the remaining three between 501 and 10,000 barrels. Two distilleries producing 5,000 or fewer gallons of spirits annually also are located in the county.

Supervisors last December approved a separate zoning-ordinance amendment pertaining to farm breweries located on agricultural land.

In a tasty piece of trivia, county staff said that according to industry estimates, it takes between 3 and 7 barrels of water to produce one 31-gallon barrel of beer,

depending on the brewing system’s type and size and the kind of beer being made.

Beer is 95 percent water, they added.

Craft-beverage operations have “revamped the entire economy” of some northwestern U.S. states, said Supervisor Penelope Gross (D-Mason).

The only person to speak at the supervisors’ public hearing on the matter was David Gill, a lawyer representing a brewing company at the Laurel Hill complex in southern Fairfax County. Gill asked county officials to allow the company flexibility when designing its tasting room around cells at the former District of Columbia Department of Corrections site in Lorton.

Bulova playfully clarified any confusion that might have arisen from that statement.

“We’re not talking about an actual jail where people are being held prisoner,” she said. “This would be for the actual community.”

Units arrived to find smoke and water coming from a two-story building, which is used by Waste Management as a transfer station.

Fire officials requested a second alarm and units from the city of Fairfax and Arlington County fire departments responded, along with additional Fairfax County units.

With the assistance of the building’s sprinkler system and the use of firefighting foam, firefighters were able to limit the fire damage to the recyclable materials.

There were no reported civilian or firefighter injuries. Red Cross assistance was not required for this fire.

Fire investigators determined the blaze was accidental in nature and originated in one of the recyclable-material piles. The

McLean/Great Falls Notes PARK BOARD OKs PROJECT SCOPE FOR SYNTHETIC FIELD AT NIKE PARK:

The Fairfax County Park Authority Board on Feb. 22 approved the project scope and contribution-and-use agreement for the upcoming installation of a synthetic-turf field at Great Falls Nike Park.

Board members OK’d plans for the design, permitting and installation of the artificial turf, lighting and other improvements to rectangular field No. 7 at the park, located at 1199 Utterback Store Road, next to Forestville Elementary School.

The 220-by-370-foot field will receive multipurpose striping to accommodate several sports, plus benches, goal posts, bleacher seating and a handicapped-accessible asphalt trail.

The $1.25 million project will be financed with $250,000 from the Park Authority, $855,000 from the Great Falls Soccer Club, $125,000 from a Fairfax County Department of Neighborhood and Community Services mini-grant and a $20,000 Mastenbrook grant that the park board still must approve.

McLEAN COMMUNITY FOUNDATION PRESENTS GRANTS: The McLean

Community Foundation recently awarded $15,000 in grants to local organizations.

A $10,000 award was presented to the McLean Project for the Arts, aimed at helping transform the temporary facil-

ity where the arts organization is located while the McLean Community Center is closed for renovations.

The funding will be used for acoustic-dampening materials to enhance the classrooms. The materials later will be transferred to the renovated facility at the community center.

Also receiving funding was the Traveling Players Ensemble, a theater troupe for teens and children. Funding also supported the all-night graduation parties for McLean and Langley high-school students.

The McLean Community Foundation is the philanthropic arm of the McLean Citizens Association.

GRANT SUPPORTS MPA’S OUTREACH EFFORT: McLean Project for the Arts

(MPA) recently received a Shining Star ArtStars Award of $10,000 from the Dominion Foundation.

The award recognizes MPA’s ArtReach program, which offers under-served students a field trip to experience contemporary art exhibitions and hands-on art projects exploring STEAM (Science, Technology, Engineering, Art and Mathematics) topics.

Led by veteran artist-educator Sharon Fishel, the program conducted more than 90 ArtReach tours over the past year.

“MPA is honored and excited to receive this recognition,” said Lori Carbon-

neau, the arts center’s executive director.

“The ArtStars grant encourages and supports MPA in our work creating and delivering our SOL-based arts and cultural literacy partnership with Fairfax County Public Schools, and expanding visual-arts education throughout our community.”

town government has received the “Distinguished Budget Presentation Award” for the 23rd year in a row from the Government Finance Officers Association of the United States and Canada.

The No. 6 seed Potomac boys (15-14) nipped the Benedictine Cadets, 56-55, on Michael Grimes’ three-point play four secBASKETBALL with onds to play in a boys first-round home game of the Virginia Independent Schools Athletic Association’s Division I state basketball tournament.

Grimes drove and made a layup, was fouled and hit the free throw, giving the Panthers the lead in the high school contest. A long jump shot by Benedictine at the buzzer hit the front of the rim and bounced away.

The first-round state playoff win was the first for the boys since the 2013 season.

Grimes had 12 points to lead the Panthers in scoring in a seesaw game with six ties and 11 lead changes.

For 26 of the game’s 32 minutes, the Madison Warhawks led the C.D. Hylton Bulldogs in BASKETBALL a boys 6A Virginia High School League state tournament quarterfinal basketball game March 3.

However, in the contest’s final four minutes, Madison (23-7) lost the momentum, as Hylton mounted an 18-0 run to close the game, win 65-60, and advance to a March 4 semifinal at Robinson Secondary School against Western Branch at 7:45 p.m. The loss ended Madison’s finest season in school history and an eight-game winning streak for

the Liberty Conference and 6A North Region champions.

“The kids kept believing in each other. Kept fighting, got some stops, and got some buckets,” Hylton coach Barry Smith said. “When one thing happened, it just became a snowball effect. It was contagious.”

Madison led, 60-47, with just over half the fourth quarter to play. Then the Warhawks struggled, missing shots that were easy for Hylton’s tall frontcourt to grab and redistribute in a hurry. With 3:10 to play, Hylton had tallied seven unanswered points by senior guard Joshua Jones to pull within 60-54.

The Bulldogs then began to press the Warhawks. It paid off as Jones’ active hands forced Madison into committing

three consecutive turnovers, leading to six more points for Hylton to tie the score at 60. Hylton took the lead off senior forward Dwayne Hill’s free throw with 1:37 to go.

On the following possession, the Warhawks had a chance to get ahead when an open lane prompted senior guard Johnny Corish to drive to the hoop. Right before his layup attempt, Hill swooped in and slapped the ball off the backboard, where teammate senior guard Chris Mansker grabbed the ball. Mansker then made multiple free throws to end the game.

Sometimes what they do watching from the bleachers is more entertaining than the high school basketball action on the floor.

Enthusiastic student sections have become a big part of local boys high school basketball games, especially on Friday nights, and for the biggest neighborhood-rivalry contests. Unfortunately, the turnout is rarely the same for girls action.

Dressed in some type of theme attire – often in the same colors – students can take over entire sections of bleachers, as they stand, jump, gesture and cheer throughout contests, and entertain with skits during breaks in the action.

Rating those best sections among the teams from the Sun Gazette’s coverage areas would be difficult, because many have their impressive moments.

Anytime Yorktown and Washington-Lee play in Arlington, even on a weeknight, there are big turnouts of students doing their bleacher things.

Same when Langley and McLean or Madison and Marshall meet. For non-students, get there early when those teams clash, otherwise you might have to stand. Non-students making the mistake of initially sitting in one of those sections soon scoot when the youngsters squeeze in.

Back in Arlington, Wakefield often has a strong turnout for home games, gathering in the section of bleachers under one of the baskets.

For private schools, the Bishop O’Connell vs. Paul VI and Flint Hill vs. Potomac School showdowns produce massive student sections, often arriving during a preceding girls or junior varsity game, and begin practicing their cheering and scripts.

Of all local student sections, the one that follows the Madison High boys is probably the biggest most consistently, both for home and away contests. That section travels well.

Oakton trailed 15-12 after the firstquarter on March 4, led 19-18 at halftime, and used a 6-0 run to start the third period to lead 36-27 at quarter’s end. In the third, Connolly made two three-pointers and scored 12 points.

“She had an impressive and tremendous game and was pretty unstoppable,” Langley coach Amanda Baker said about Connolly. “I think she hit

everything. We knew it would be much tougher against them this time.”

Langley drew as close as three points, 38-35, in the fourth quarter with 5:26 left on a three-pointer by Ellie Buckley (10 points, three blocks), but got no closer.

In the rematch, Oakton changed its defense by upping the pressure and

being more aggressive, preparing with some hard practices, which brought some resistance from the players.

“We changed technical things and wanted to influence where the ball went,” Oakton coach Fred Priester said.

“I wasn’t the most popular guy [during those practices], but we want to win a state championship. I think that was a pretty good win.”

Another key was Oakton took much better care of the ball than on Feb. 24, with only five turnovers in the rematch, and none in the first quarter.

Also, Oakton’s Mina Mori had 10 points and five rebounds and Megan Kenefick had four rebounds and three points. Priester praised Mori’s defense.

Oakton played without starter Maddie Royle for the entire third quarter and much of the second when she went to the bench with four personal fouls, including a technical. She eventually fouled out with just three points and three rebounds.

For Langley, junior point guard Jordyn Callaghan had 12 points and seven rebounds, Rachel Dunie had six points, Olivia Augustini five and Elizabeth Bucy four.

Langley defeated Oakton the past two times the teams played, including last season’s state semifinal.

NOTE: Oakton will be trying to win its second state championship, the first coming in 2012. Oakton finished second in 2009 and 2001.

Howerton recently stepped down from that post, and was hoping Lamb would be his replacement.

Lamb, 41, explained there is always some change when a new head coach is hired, but he sees no reason for major overhauls. Plus, many of the assistant coaches will remain unchanged.

“The good thing is there will be familiarity,” Lamb said. “I am real excited about this and ready to get going. Any changes in our styles of play will depend on our type of players. You always have to do that.”

Lamb expects Langley to be noted for its strength along both lines, as was the case under Howerton.

“That can’t change,” Lamb said.

Lamb was a linemen himself when he played Division II college football at Shepherd University, where he became a three-time all-conference player. He coached one year at Shepherd after he graduated from the West Virginia college, then in 2003 joined the staff at Langley.

Prior to college, Lamp played football at Herndon High School, where he

was a 1994 graduate.

“I never had a burning desire to be a head coach. It kind of evolved,” Lamb said. “I did know I wanted to teach kids.”

Lamb, a Leesburg resident, works as an assistant director of student activities and a health and P.E. teacher at Langley.

Langley’s 2017 season begins Friday, Aug. 25 at home against the South County Stallions in a 7 p.m. kickoff.

For Hylton, the win hopes to be the start of something special.

“We’ve been telling them to keep believing in themselves and give yourselves an opportunity, so we’re going to need it,” Smith said.

Oakton (26-4) downed Langley, 52-41, March 4 at Robinson Secondary School in a girls semifinal game of the Virginia High School League’s 6A state basketball tournament. The loss ended Langley’s 11-game victory string and its season with a 25-5 record for the Liberty Conference and 6A North Region champions.

For Oakton, the win puts the Cougars in the Saturday, March 11 state championship game at 6:45 p.m. against Colonial Forge at the Siegel Center in Richmond. The victory turned the tables and avenged Oakton’s lopsided 64-36 loss to Langley on Feb. 24 in the region tournament semifinals.

“The last time we let them fluster us in that loss,” said Oakton senior forward Delaney Connolly, who led the Cougars’ March 4 victory with a singlegame career high 31 points on 11 of 13 shooting from the floor and 7 of 9 from the foul line to go with nine rebounds.

High School Roundup STATE DIVING RESULTS: Madison High

School senior diver Greg Duncan finished third in the boys 6A state championship at George Mason University last month. Duncan was a favorite because he had previously won region and conference championships this season, plus all of his dual meets.

At the state meet, Duncan said he had two bad dives that likely cost him the title. He had a 516.55 point total.

The winner had 576.85.

“If you miss one or two dives at a meet, you can go from first to last,” he said. “Those two bad dives probably cost me 40 points. It was disappointing because I wanted to win states, but I still had a very good season.”

Duncan’s younger brother Sam, a Madison diver, placed seventh in the state meet. Langley High’s Dylan Reed was fifth.

In the girls meet, Madison’s Madison Grosz was sixth.

KELLY-RUSSO TO LYNCHBURG: Great

Lynchburg coach Todd Olson recruited Kelly-Russo based on her performance at a soccer camp, and offered her a place on the Lynchburg team during her junior year at Herndon.

Kelly-Russo credits her father, who died last summer after a short illness, for her development in the sport. He was proud of his daughter being recruited to play college soccer.

MARSHALL GIRLS WIN REGION TRACK:

Led by a victory from Heather Holt in the 1,000-meters in a meet record time of 2:55.79, a pair of runner-up finishes

by Sophie Tedesco in the 1,600 and 3,200, and a victory by the 4x400 relay in 4:08.40, the Marshall Statesmen won the girls 5A North Region indoor track and field high school meet.

Marshall had 65 points, two more than runner-up Albemarle.

Also for Marshall, the 4x200 relay was second, Jenna Robbins was third in the 1,000, Fiona Rickels fourth in the high jump, Ava Bir fifth in the 500, and Hannah Smith sixth in the 500.

The winning relay consisted of Smith, Robbins, Bir and anchor Holt.

In the boys region meet, Marshall Ben Smith was third in the 1,600 and fourth in the 1,000.

REGION TRACK AND FIELD: Madison High School’s Sean Grimm finished second in the 3,200 meters in 9:45.72 at the boys indoor 6A North Region Track and Field Championships.

Also in the boys meet, Oakton High’s 4x200 relay was third.

In the girls meet, Oakton’s Jordan Fitzgerald was third in the 55 dash and fourth in the 300, and Oakton’s 4x200 relay was second.

McLean’s Caroline Howley was fifth in the 3,200 and seventh in the 1,600.

For the Langley girls, Kelsie Hao was third in the pole vault, Samantha Brascia fourth in the triple jump and fifth in the long jump, and Kayla Deehan fourth in the shot put.
