‘Hair’ Proves a Pleasing Brush with 1960s Nostalgia BRIAN TROMPETER Staff Writer

Vienna Youth Players’ “Hair: The Tribal Rock Musical” is burdened by outdated references, but features plenty of spunk and good voON cals from its cast.

With a book and STAGE lyrics by James Rado and Gerome Ragni and music by Galt MacDermot, “Hair” explores the antics and angst of a tribe of anti-war activists in New York City in the mid-1960s.

Neil Going anchors the play as Claude, the group’s morally conflicted leader.

Claude rebels against his parents in “I Got Life” and feigns at burning his draft card.

But he is fit for military service and soon will be fighting for his life in Vietnam.

Fellow hippie Berger (Luke Hemmingson) is one of the main anti-establishment ringleaders, and he pressures Claude to defy the draft.

Tribe members expound on race relations, drug usage, the quagmire in Vietnam and the blossoming sexual revolution. An example of the latter is Woof (Ryaan Farhadi), who wears a chest-baring white vest and moons over a poster of Mick Jagger.

Some of the play’s dialogue is clever, such as observations by Margaret Mead (Luke Jackins) in “My Conviction.”

The musical’s score is legendary. Everyone can sing or hum along to “Aquar-

ius” and “Good Morning Starshine.” The finale (minus the nudity, given the cast of minors) features the soaring “Let the Sun Shine In.” As political activist Sheila, Orejuela brings fine vocals to some of the play’s most famous songs, including “Easy to Be Hard” (with help from Colbert) and “Good Morning Starshine.”

Director Babs Dyer makes good use of the large cast, and musical director Kathy Splitt coordinates the all-important score.

Choreographers Heather Colbert, Caroline Orejuela, Neal Going and Jack Herrin capably put the cast through some intricate maneuvers in numbers such as “Hare Krishna.”

The dialogue sometimes seems forced, but that’s because the actors were born three decades after the play came out in 1967 and likely cannot identify with the wild hippie culture being presented or its causes.

“Social-justice warriors” are the closest thing the country has to hippies now.

Depending on one’s perspective, they either are the next generation of forwardthinking protesters who are reshaping society for the better, or are insufferably smug, self-righteous snowflakes who are insulated from life’s realities. Still, “Hair” is an interesting snapshot of life from a far different era.

The set’s art, designed by Sherry Weipert, is lovely and trippy, with a peace symbol flanked by rainbow-bright psy-

chedelic images. Posters of featuring a Volkswagen bus and anti-war slogans dot the proscenium arch.

Cara Bretl was in charge of the cast’s costumes, which contribute mightily to the ambiance. Judging from the actors’ quirky duds, the crew must have raided every vintage-clothing store in the Washington region.

“Hair” is dated in its topics and mindset, but the troupe does a fine job within those limitations.

Area Legislators Sound Off on I-66, Education

Fairfax County came out relatively unscathed from this year’s General Assembly session, but still faces challenges ranging from economic development and transportation to modernizing education, two state legislators and a county supervisor told Tysons Regional Chamber of Commerce members June 8.

As it has had to do since 2007, the General Assembly this year bridged a budgetary shortfall, this one for $1.2 billion, said state Sen. Janet Howell (D-32nd).

Howell lamented that the General Assembly did not expand Medicaid in the commonwealth, which would have generated about 30,000 jobs and led to a healthier population and workforce, she contended Some of the news from the 2017 session was good, from Howell’s perspective.

Gov. McAuliffe vetoed bills that would have harmed immigrants and the LGBT community, Howell said.

The General Assembly, like Congress, is a reactive body that has difficulty pushing a proactive agenda, said Del. Mark Keam (D-35th).

Gov. McAuliffe is a lame duck, with the gubernatorial election coming up in November, and Republicans were not about to let the ambitious Democratic enjoy any major successes this year, Keam said. Republicans remember when they allowed former Gov. Mark Warner (D) to do so and he later was elected to the U.S. Senate, Keam said.

The Fairfax County Board of Supervisors takes serious interest in the General Assembly’s activities and gets weekly updates while legislators are in session, said

Supervisor John Foust (D-Dranesville).

Supervisors always urge the General Assembly to maintain state contributions for K-12 education, transportation and infrastructure, and do no harm by reducing local authority or funding, Foust said.

“We have a great delegation, but there are a lot of challenges when you get to Richmond,” he said.

Asked about state education initiatives, Howell said the General Assembly has been cutting back on the number of Standards of Learning tests students must take, but added the legislature is not in a financial position to provide much more help to public education.

Policy makers should focus on making education relevant for upcoming generations of students, with a healthy emphasis on technology, Keam said. Two-thirds of future jobs do not even exist today, he said.

Keam said he hoped schools would develop more flexible curricula and train mid-level teachers how to teach about technology. Younger teachers likely already are tech-savvy and ones nearing the end of their careers may not have the time or desire to retrain, he said.

About 200,000 information-technology jobs are vacant statewide, said Gerald Gordon, president and CEO of the Fairfax County Economic Development Authority. Meanwhile, psychology long has been the most popular college major, said Gordon, who urged the private sector to do more to support education.

Future schools much teach students to think critically, question authority, be flexible and work collaboratively, Howell said.

“We’re going to have to be nimble,” she said.

Regarding economic development, the state has put $28 million toward its GO (Growth and Opportunity) Virginia program, which encourages leaders nine regions to come up with economically beneficial ideas, Howell said.

State leaders also are investing $8 million in the new Inova Center for Personalized Health in Merrifield, with those funds being matched on a 3-to-1 basis, she said.

The facility will be a “game-changer” that sets a new direction for Northern Virginia’s economy, Foust said. “We can’t rely on the federal government going forward,” he said.

The panelists, perched atop stools at the Tower Club in Tysons, also shared thoughts about the Virginia Department of Transportation’s plans to improve Interstate 66 both inside and outside the Capital Beltway.

ficials proposed tolling I-66 in both directions and the highway now will charge fees during each direction’s prime rush hours, Foust said. Tolling both directions during rush hour would have caused drivers to abandon I-66 and move to local streets instead, destroying them, he said.

Keam reiterated his opposition to I66’s expansion project outside the Beltway, saying his district’s residents would be among the worst affected and receive none of the benefits.

While the inside-the-Beltway toll revenues will be collected by VDOT, those obtained outside I-495 will go to a private contractor, Keam said.

In addition, VDOT officials are considering the possibility of allowing trucks to use the toll lanes outside the Beltway, something that is not permitted on other Express Lanes in Northern Virginia and thus might set a bad precedent elsewhere, he said.

Favola said that, in the new political environment, voters in the 10th District would be willing to embrace a Democrat in the seat for the first time in 38 years.

“Residents in the 10th want a counterpoint to President Trump,” she said.

“Sen. Wexton is the real deal. She will not have to play tricks on her constituents like Comstock does because Comstock must appease Trump supporters.”

For many years, Arlington was a part of the 10th District, but was shifted to the 8th in the early 1990s.

As now configured, the 10th District

runs west and southwest from McLean to incorporate portions of Fairfax and Prince William counties and all of Frederick and Loudoun counties, plus the cities of Manassas, Manassas Park and Winchester.

In 2016, Democrat Hillary Clinton won the district by a 10-point margin over Republican Donald Trump, but Comstock defeated Bennett by a 6-point margin.

Wolf was the only incumbent since the 10th District was re-created in 1953 to leave on his own terms.

Republican Joel Broyhill was defeated for re-election in 1974 by Democrat Joseph Fisher, who six years later was defeated by Wolf.

The 10th District seat long was held by Republican Frank Wolf. Upon his retirement in 2014, Comstock – a former Wolf aide – defeated Democrat John Foust to win the seat. She held off a challenge by Democrat LuAnn Bennett in 2016.

Our View: School Board Pokes Tiger at Its Peril

One of the side effects of Fairfax County Public Schools’ J.E.B. Stuart High School naming controversy is that it may not go unnoticed in Richmond, and could show up on the agenda of the 2018 General Assembly session in a way local leaders will not appreciate.

Think it can’t happen on something as local as the name of a school? Think again. The General Assembly has virtually unlimited power in dealing with localities, and could pass legislation prohibiting school name changes.

Consider this parallel: Last December, the Arlington County Board enacted new rules restricting the power of towing companies. Rather than get mad, the local business community got even – they convinced the General Assembly, and Gov. McAuliffe, not only

to prohibit localities from enacting changes of the kind Arlington did (thus neutering the local action), but also handcuffing ALL Northern Virginia localities on towing matters.

The editorial page of our sister paper in Arlington actually warned Arlington leaders in advance that this was the likely outcome. Did they listen?

Nooooooooooooo. Did it play out as we predicted?

It did.

The Fairfax School Board’s action to remove the name of J.E.B. Stuart from a local high school might have been the right one or might have been the wrong one. But in Virginia – where the “Dillon Rule” reigns supreme – localities do not necessarily have the final say, and giving the General Assembly an opening to flex its muscle seldom works out well for localities.

Candidates for the House of Delegates Must Put Their Focus on Transportation Editor: The most important issue in the 34th District House of Delegates race between Del. Kathleen Murphy and challenger Cheryl Buford is: What will the victor do to pressure the Virginia Department of Transportation to implement solutions to minimize cut-through traffic in McLean between Tysons and Maryland?

Because of physical limits of the American Legion Bridge and the Maryland Inner Loop, and growth in Tysons,

the Beltway is backed up for hours everyday.

Drivers, including those in heavy construction trucks, often armed with the Waze app, drive through McLean to avoid the Beltway until its intersection with the Georgetown Pike. Main arteries, such as Route 123 and Old Dominion, are clogged, so drivers are going through narrow neighborhood streets, often at excessive speeds. Traffic backs up to the point where people cannot get out of their driveways.

And outside of a few speed bumps here and there, VDOT has done nothing. It almost seems as if VDOT favors the use of local streets as a Beltway safety valve.

The most important thing a 34th District candidate can do is tell us how she will get VDOT to bring us some relief from “neighborhood traffic hell.”

Opioid Crisis Should Be a Bipartisan Issue Editor: According to a recent report in the New York Times compiled from hundreds of health agencies, drug overdose deaths in 2016 were somewhere between 59,000 and 65,000 and rising.

This opioid epidemic is now the main cause of death among Americans under age 50. In Virginia, more than 1,000 people have died.

Gov. McAuliffe has declared a state of emergency about this problem. And fortunately Del. Kathleen Murphy (D-

34th), recognizing the carnage opioid addiction has caused, has worked tirelessly in a bipartisan way to initiate, promote and support legislation to find a solution.

By her efforts, she has helped the Virginia state government to do what the dysfunctional Republican White House and the Republican representative of the 10th district in the dysfunctional Republican-controlled Congress seem to have no clue about what to do.

In fact, in the Trump budget, the Re-

publican solution to this epidemic is to cut the funding that helps federal, state and local authorities with this affliction.

Del. Murphy knows, to fight this disease, there is no Republican or Democratic solution. It has to be an “all hands on deck” effort using all remedies that have worked to assist the people who desperately need help.

McLean Activists Seeking Higher Priority for a New Span Across the Potomac BRIAN TROMPETER Staff Writer

Dissatisfied with progress being made toward long-needed upgrades to the American Legion Bridge, McLean-area civic leaders are stepping up the pressure.

In a July 25 letter to Martin Nohe, chairman of the Northern Virginia Transportation Authority (NVTA), McLean Citizens Association president Dale Stein stated the MCA’s concern that the bridge’s problems had not been addressed in the authority’s action plan.

A Virginia Department of Transportation study two years ago found the American Legion Bridge had the worst congestion of any Potomac River crossing, and recommended that extending additional lanes from the bridge to Interstate 270 in Maryland should be a top priority, Stein wrote.

“With further widening of the [bridge] impracticable, and maybe impossible from an engineering perspective, the best alternative is to build another span directly adjacent to the east side of the current bridge,” Stein’s letter read. “Publicly owned land on both sides of the river is already available. The supporting road network is already in place. The need is already obvious to all who live here or work nearby.”

The bridge now is functionally obsolete and unable to handle current traffic loads, and the span is projected to receive the highest traffic-volume increase by 2040, he added.

McLean residents especially are annoyed by backups near the bridge, as Beltway drivers often cut through on local streets to skip some of the gridlock.

This problem may be worsened by phone applications such as Waze, which direct commuters to side routes, Stein wrote.

“A considerable number of residents in areas abutting Georgetown Pike report extreme difficulties even getting out of their neighborhoods as cars back up for miles snaking through residential side roads,” his letter read.

Nohe countered MCA’s letter by saying Page 103 of the TransAction Plan Project List includes Project No. 338, “I-495 HOT Lanes – American Legion Bridge,” which pertains to extending Interstate 495 highoccupancy-toll (HOT) lanes between the

American Legion Bridge and the I-270 spur in Maryland.

“I, for one, agree with the MCA that this project is potentially one of the most significant improvements that could be made for congestion relief in our region, which of course is why it is included in the plan,” Nohe told the Sun Gazette.

But inclusion within the NVTA’s plan does not mean projects automatically will be funded, Nohe added. NVTA leaders use congestion-mitigation data from the TransAction Plan when making funding decisions for the authority’s six-year program, he wrote.

NVTA statutorily is prohibited from financing projects outside Northern Virginia, so in order to fund part of an American Legion Bridge project, the authority would to do so in partnership with the Maryland and Virginia state governments, Nohe said.

If toll lanes were included, a privatesector partner likely would have to be included in the partnership, Nohe said.

NVTA, which allocates revenues from taxes authorized under an omnibus transportation bill passed by the General Assembly in 2013 and signed by former Gov. Robert McDonnell (R), only would be able to contribute funds for the project if they would be spent in Virginia, he said.

Supervisor John Foust (D-Dranesville) said earlier this summer said congestion on and leading up to the American Legion Bridge was becoming “unacceptable.”

The local business community is concerned about the economic impacts of such gridlock, Foust said, adding it was risky for the region to have only one bridge connecting its largest jurisdictions.

The Commonwealth Transportation Board has issued a resolution asking VDOT to work with Maryland officials to find short- and long-term solutions to the bridge crisis, Foust said.

Interstate 495 in Virginia has five lanes in both directions near the American Legion Bridge, but the highway “narrows dramatically” in Maryland, he said.

Northern Virginia leaders were pleased when Maryland Gov. Larry Hogan (R), responding to President Trump’s request for a list of infrastructure projects, included a new American Legion Bridge, Foust said.

“We need federal help,” he said. “It’s a massive project.”

The View at Tysons, a redevelopment proposed by Clemente Development Co. Inc., would have a 48-story “Iconic Tower” reaching 615 feet – 60 feet higher than the region’s tallest building, the Washington Monument.

But company president Jacqueline Cheshire focuses on the multi-level attractions that would be built below the skyscraper.

“The spectacular architecture of the vertically mixed-use iconic tower surrounded by large, ground-level civic plazas rich with gardens, fine art and a performing art venue is something this region really needs,” she said.

Clemente Development designed the proposal and Gensler is the architect; Tysons Development LLC is the applicant.

The project, which is still in its early stages and will need to be reviewed by the Fairfax County Planning Commission and Board of Supervisors, would transform 7.4 acres at Leesburg Pike and Spring Hill Road, just north of the Spring Hill Metro station.

The property now has one low-rise office building, plus car dealerships and their service areas.

Most of the site is located within oneeighth of a mile of the station and under the Tysons Comprehensive Plan has no limitations on its floor-area ratio (FAR), which contrasts a development’s overall square footage with that of its site. If the project were developed to its proposed maximum of nearly 2.82 million square feet, its FAR would be a hefty 8.72.

The site would include 61 percent residential space, 19 percent office, 14 percent hotel, 5 percent retail and service uses, and about 1 percent public and arts facilities.

Tysons developers must supply 20 percent of their residential units as affordable or workforce dwellings. Clemente wants to do this at another site on Leesburg Pike, but if that were unfeasible, would provide the units on-site.

The project would anchor a new arts district in West Tysons, wrote Michelle Rosati, an attorney for the applicant, in a statement to the county’s Department of Planning and Zoning.

The site’s buildings would increase in height going clockwise around the property’s periphery and peak with the signature skyscraper. Rather than a town-center concept, where visitors must venture inside a cluster of buildings to discover the site’s amenities, The View would entice people with retail, sculptures and striking architecture on its exterior, company officials said.

Among the project’s highlights: • The “Iconic Tower” would have a base with landmark entrance leading to an open-air retail hall. The building would have a five-star hotel topped by

luxury condominiums. Vistas from the condos would be arresting and priced accordingly, likely in the millions of dollars, Rosati wrote.

• Several other high-rise buildings would grace the site. Building C-1-A, located on Route 7, would be up to 310.5 feet tall and feature office and retail space.

Building C-1-B would be attached to that structure, offer retail and office uses, house a new kiss-and-ride area for the Metro station and rise up to 335.5 feet.

Buildings C-2-A (388.5 feet tall) and C2-B (420 feet) would have residential and retail space.

• A central “Civic Plaza” would be peppered with artworks and feature sweeping staircases up to a elevated promenade.

“There is a true civic plaza at ground level, which in and of itself is something Tysons really doesn’t have right now,” Rosati said. “When you add the richness of all of the arts programming with the elevated public open-air spaces, it’s going to create an incredible asset for the community.”

• The developer would add two roads, Merchant Street and Boyd Pointe Way, which would link up with roadways in surrounding developments and contribute to county officials’ desired grid of streets in Tysons.

The new roads would feature pavers designed to alert motorists visually and aurally that they are within the development and should slow down.

• A 23,000-square-foot performingarts center would be built on the Civic Plaza next to Building C-2-B. It would have a “Sky Park” on its roof with bocce courts in the summer and ice rink in the winter, plus a large media screen on its exterior. Unlike the future Capital One Center in Tysons, which will be about five times larger, The View’s performance space will be intended purely for the arts and not shared with a corporation, developers said.

• Clemente long has supported accessible facilities, including Clemyjontri Park in McLean, and is designing the View at Tysons to be welcoming to people of various physical abilities. One accessible feature will be a glassed-in elevator that appears to ascend and descend from a fountain.

“This element is not just a beautiful and practical access mechanism; it is a symbol of the central concept – that art and beauty are accessible to all,” Rosati wrote.

• There will be a “Skygarden” rooftop terrace located six stories above ground level and a “Public Gallery” with artworks and landscaping situated 310 feet high on the roof of Building C-1-A. “I think the way we have woven art throughout all of these spaces will make people stop in their tracks,” Cheshire said “What I keep hearing from people I share these plans with is ‘Wow!’”

MOTORIST CHARGED WITH DRUNK DRIING, ELUDING: An officer from the

Fairfax County Police Department’s DUI Enforcement Unit tried to conduct a traffic stop on Aug. 4 just after 2 a.m. on Interstate 66 near Nutley Street in Vienna, police said.

The driver of the vehicle failed to stop and police initiated a pursuit. The pursuit ended when the 28-year-old driver, Timothy Timmons, stopped his vehicle. According to police, Timmons was driving under the influence. Police did not list the locality where Timmons lives.

Police took Timmons into custody and transported him to the Fairfax County Adult Detention Center, where authorities charged him with driving while intoxicated, refusing to submit to a breath test and eluding law enforcement.

FOUND SLEEPING IN VIENNA PARK, MAN IS ARRESTED: Vienna police dis-

patched officers to Glyndon Park, 300 Glyndon St., N.E., on July 28 at 11:39 a.m. after receiving a complaint about a person sleeping under a canopy.

Officers recognized the suspect from prior encounters and had personal knowledge that the person had been advised of the town of Vienna’s ordinance that prohibits sleeping in the park.

Police arrested the suspect and took the person to the Fairfax County Adult Detention Center, where authorities issued and served an arrest warrant for violating the town’s ordinance.

Fairfax Jobless Rate Still Among Lowest in Virginia

Fairfax County’s jobless rate ticked up slightly from May to June, according to new figures, but remains among the lowest in the commonwealth.

With 623,361 holding jobs in the civilian workforce and 20,644 looking for work, the county’s unemployment rate of 3.2 percent in June was up from 3.1 percent in May, according to figures reported Aug. 2 by the Virginia Employment Commission.

The month proved a mixed bag: Some Northern Virginia localities posted slightly lower joblessness from May to June, while others saw increases, according to the state figures.

Jobless rates declined from 2.7 percent to 2.6 percent in Arlington and from 3 percent to 2.9 percent in Alexandria, but rose from 2.8 percent to 2.9 percent in Falls Church. Loudoun County’s unemployment rate held steady at 3.2 percent. Prince William’s jobless rate of 3.5 percent was unchanged.

Across Northern Virginia as a whole, the jobless rate of 3.3 percent was up from 3.2 percent a month before, representing 1.59 million in the civilian workforce and 53,700 looking for work.

Statewide, the jobless rate of 3.9 percent was up a tick from a month before, but remained below the national rate of 4.5 percent.

Across Virginia, household employment expanded for the 30th consecutive month in June to a new record high.

Statewide, the largest job gains in June were found in the leisure/hospitality sector, while the trade/transportation segment also posted an increase. The professional-and-business-services segment of the market saw a decline, as did the manufacturing sector. While the number of state residents employed by the federal government rose, those employed by the state government and localities declined.

Among Virginia’s 133 counties and cities, the lowest jobless rates were turned in by Arlington, Alexandria, Falls Church, Bath County (3 percent) and, tied for fifth at 3.1 percent, the city of Fairfax and Madison County. The highest rates were found in Buchanan County (8 percent), Dickenson County (7.7 percent), Wise County and Martinsville (7.3 percent each) and Lexington (7.1 percent).

D.C. Region Down the List on Potential Home-Flipping Investors who “flip” houses – purchase lower-cost properties, spiff them up and sell them off – garnered an average gross profit of nearly $63,000 per transaction in 2016. But how well they did depended on their savvy and where they did the flipping.

That’s according to Wallethub.com, which looked at 22 metrics to rank 150 localities on their suitability for flippers.

Not surprisingly, lower-cost locales performed better, in part because of an availability of properties, while communities that were higher in cost or had ongoing economic problems finished down the list.

The best localities overall turned out to be El Paso, Texas; Sioux Falls, S.D.; Fort Wayne Ind.; Peoria (Ariz., not Iowa); and Oklahoma City. Not at the top but worthy of notice: Pittsburgh scored tops in terms of return on investment (130 percent, compared to just 22 percent for San Jose, Calif.)

At the bottom of the ranking were Oakland; Yonkers, N.Y.; Newark; San Francisco; and Los Angeles.

Washington came in 101th, about two-thirds down the list.

Interested in getting into the homeflipping game? Don’t make the mistake of “assuming you’re going to get rich quick,” said Ryan Yeung, assistant professor of urban policy and planning at the City University of New York.

“Flipping houses requires patience and money. It takes time and skill to renovate a house. It takes time and money to find the right contractor. It takes time and money to get the best possible price for the house,” he said.

What personality types do best?

“Extremely disciplined investors will do very well,” said Ryan Dietz, managing director of the Florida State University College of Business Real Estate Center. “A desire to learn new skills is also critical.”

Robert Kent, chair of the Department of Urban Studies and Planning at California State University Northridge, says the adage “location, location, location” applies to flippers, too.

“You can fix the house, buy you can’t change the neighborhood,” he said.

“One of the most frequent mistakes . . . is a lack of detailed knowledge about the neighborhood, and the current dynamics of its social environment and housing market.”

Swimmers from four McLean pools combined to win 12 individual races Aug. 5 at the Northern Virginia Swimming League’s all-star meet at Sully Station pool in Centreville, setting some team records in the process.

ALL-STAR SWIMMING Five of those swimmers came from Highlanders Swim Club, four from Tuckahoe, two from Chesterbrook and one from Hamlet.

Leading Highlanders was double winner Wiktor Wyszogrodzki in the boys age 9-10 freestyle (30.83) and backstroke (34.67).

Also for Highlands, Charlotte Scogna won the girls 9-10 back (36.19), Courtney Watts won the girls 11-12 back (32.49) and Maggie O’Shaughnessy the girls 9-10 breaststroke (40.23).

Schedules Will Be Different for Teams This Fall DAVE FACINOLI Staff Writer

When the high school football season begins later this month, there will some significant FOOTBALL be changes to some of the traditional schedules for local public-school teams.

With realignment to conferences for the new school year, some long-standing rivalry games will either no longer be played, or the dates of those contests have been moved.

One rivalry game is the annual Madison Warhawks vs. Oakton Cougars allVienna showdown. For years, the neighborhood clash was the season opener for each team. This fall, with both teams

now in the same conference, the rivals won’t meet until week nine of the regular season at Madison at 7 p.m.

Another rivalry game involving Madison is the annual meeting with the Marshall Statesmen, which for years was the 10th and final game for each. This year it has been flip-flopped and will be the opener instead, as the teams meet Friday, Aug. 25 at Marshall at 7 p.m.

As a result of realignment, which moved Madison from the Liberty Conference to the Concorde, the Warhawks no longer play the Langley Saxons and McLean Highlanders in football. Those teams had met for years, often making for close and entertaining contests.

The season opens for the majority of teams Friday, Aug. 25 at 7 p.m.

On that night, Langley hosts the South County Stallions; McLean plays at the Fairfax Rebels; Oakton hosts the Battlefield Bobcats; and Marshall and Madison meet.

Later in the season, on Oct. 13, Marshall will face a new opponent in the George Mason Mustangs of Falls Church.

In local private-school football, the Potomac School Panthers open their season Aug. 25 at home against Randolph Macon Academy at 4 p.m. and the Flint Hill Huskies don’t start until Sept. 8 at 7 p.m. on the road against Paul VI Catholic.

NOTE: Langley (Brian Lamb), Madison (Justin Counts) and McLean (John Scholla) all have new head coaches.

It was always a good day or night to have seen or spent any time with Harvey, who always had a welcoming smile and kind words as greetings.

Sadly, that won’t happen anymore.

Harvey, a 1952 Washington-Lee High School graduate, died July 27 at his home. He was 84 and had not been in ill health.

For more than 30 years, Harvey was involved with McLean High School sports in various manners. He and his wife of 59 years, Jane, sent three children to the school. They played different sports, with Harvey becoming a regular fixture at athletic events. Jane worked in the school’s guidance office for a period.

During the indoor winter months, Harvey helped out as the official scorekeeper for McLean’s girls and boys varsity basketball teams. During the outdoor fall campaign, he was a member of the sideline chain crew for McLean’s varsity home football games. Spending time chatting it up with Harvey along the sideline and watching him work the chains often brought more enjoyment than the action on the field.

Rusty Payne was an athlete at McLean and became a close friend of Harvey’s. Payne now announces home football games and heads the school’s athletic Hall of Fame. Payne estimates that Harvey worked more than 1,000 athletic events at McLean, from his scorekeeping and chain-gang duties, to serving at the concessions stand or whatever else was needed.

Harvey also was involved throughout the McLean community with various organizations.

“We are heartbroken,” Payne said.

Riverbend Swimmers Win Eight Straight Summer Titles A Staff Report

There appears to be no stopping the Riverbend Stingrays, who won an eighth DominSWIMMING straight ion Country Club League Blue Division swimming championship this summer.

Riverbend finished 5-0 overall and atop its division with a 4-0 mark, including a 326-176 rout of host Fairfax in the Stingrays’ final meet. Other wins were over Westwood of Vienna, 308-208; Evergreen, 466-50; Trump National; 264252, and International, 389-127.

The 5-0 record extended Riverbend’s nine-season winning streak to 43 straight victories. The last year the Stingrays didn’t finish as division champions was in 2009, when they were second.

Among the team’s top swimmers this summer was Alyssa Webb. She set league records of 30.82 in the girls age 910-freestyle and 9-10 backstroke (35.62)

The Riverbend swim team has won 43 straight meets, including a 5-0 record this summer.

Westwood’s Jackson Miller and Arjun Hans finished second in three boys races; Blake Christensen had two seconds; and McKeen, Mason Rodgers and Justin Gomez each placed second once.

The all-star meet concluded the season in the Dominion league.

Westwood finished the regular season with a 3-2 overall second and tied for second in the Blue Division with a 2-2 mark.

Wanting to continue playing baseball after college, Joey Bartosic got his wish.

The 2013 Oakton High School gradwas drafted BASEBALL uate by the Colorado Rockies on June 15 in the 19th round of the Major League Baseball draft. The outfielder signed a contract and began his professional baseball career on a minor-league rookie team with the Grand Junction Rockies in Colorado.

Through 16 games, Bartosic was batting .310 with five RBI and nine stolen bases.

After playing for Oakton, Bartosic continued his career at George Washington University for four years, ending this spring.

While playing for George Washington, the 6-foot-1 Bartosic was named to the Atlantic 10 All-Conference second team as a senior. He batted .333 with Joey Bartosic 14 doubles, one home run, 26 RBI and had a teambest 24 stolen bases.

“It was an unbelievable and stressful couple of days and process, waiting to get drafted,” Bartosic said. “I’m just glad I have this opportunity.”

(84) and at-bats (851). Bartosic also ranks third with both 281 hits and 213 games played, and is tied for 16th alltime with 143 runs scored.

Last summer, Bartosic played for the Wareham Gatemen in the Cape Cod League. He played in 42 games in the wood-bat competition and batted .267 with 10 walks, two doubles, one triple and 12 RBI. He led the team in hits (47) and stolen bases (18).

At Oakton, Bartostic was an integral part of the Cougars 2013 Concorde Conference tournament-championship team, which advanced to the state-tournament semifinals. He earned first-team all-conference, region and state honors.

Bartosic and Flint Hill school graduate Tommy Doyle are teammates for the Grand Junction Rockies. Doyle, a pitcher for the University of Virginia,

was drafted by the Rockies on June 12 in the second round.

“We’ve played against each other, even back in Little League, but never on the same team,” Bartosic said. “That would be cool to work our way up together.”

Through last week, Doyle, the closer for Virginia this past spring, had pitched in 10 games, all in relief, for Grand Junction. The tall right-hander had one save, seven strikeouts and no walks in 82/3 innings.

NOTE: Bartostic became the third Oakton graduate playing professional baseball in the minor leagues. Joe Rizzo plays in the Seattle Mariners organization and Alfredo Rodriguez is playing independent ball. Oakton grad Luke Willis played in the minor leagues last summer, but was released.

Marshall Graduate Earns Chance to Play Pro Baseball DAVE FACINOLI Staff Writer

After a longer delay than he wanted, Kent Blackstone will resume his playing career by achievBASEBALL ing his dream of becoming a professional baseball player.

The Marshall High School and George Mason University graduate signed a contract to play for the Westside Woolly Mammoths of the United Shore Professional Baseball League, which is an independent organization that has four teams and plays games at Jimmy John’s Field in Utica, Mich.

“I’m so happy to be playing again,” the 6-foot, 190-pound Blackstone said.

“I’m just happy to have this opportunity.”

Blackstone is middle infielder.

Through 29 games, he was batting .260 with two home runs, four doubles, seven stolen basees and had a team-high 28 RBI in 104 at-bats. Blackstone had 27 hits.

Other than a couple of adult-league games, Blackstone’s last official contest was about a year ago for George Mason. He was hoping to get drafted out of college or signed as a free agent.

When that didn’t happen, Blackstone

considered giving up his dream of playing pro baseball. But at the urging of his mom, Alison, and father, Frank, he did not.

Blackstone eventually began working out locally with R&D Baseball Academy and his Marshall head coach Aaron Tarr in hopes of being signed or getting attention from an independent team.

“Kent reached a maturity level where he could work to invest a lot of brain power and a lot physically to make himself a lot better after college,” Tarr said.

“He looks better than ever and his mental prepartion is better than ever. Now he is in complete control of his baseball destiny.”

From April 27-29 Blackstone was invited to a three-day workout with the USPBL, then was one of 10 out of 115 players asked to stay for the league’s spring training. That determined the final cuts for the four teams. Blackstone was eventually selected for the newest Woolly Mammoths.

The team’s first game was Friday, May 12.

“Things went really well during tryouts and in spring training,” Blackstone said. “I felt I really had a good tryout.

I was ready. The guys at R&D baseball know what they are doing and they got me ready.”

Hyper-Vigilance Needed to Stay Alive: Police officers can be killed if they do not notice ominous, subtle changes in people’s behavior.

Maintaining such a state of “hypervigilance” comes at a price. Officers are more likely than the general population to suffer stress-related health problems and depression. Their suicide rate is three times above average, and 10 percent suffer from post-traumatic stress disorder, said 2nd Lt. Dan Pang.

Officers often hang out only with others in law-enforcement and sometimes develop distrust toward others who are not in their profession.

Pang always sits facing the door when he goes to restaurants with his family and said his body often shuts down after work because of having spent the shift maintaining constant situational awareness.

Hires Undergo Extensive, Specialized Training: Fairfax County police offer decent starting pay – a job notice this week states the salary range begins at $50,932 – but don’t think you can just waltz up and start collecting it.

Prospective officers must undergo a two-hour interview, three-hour polygraph examination, an extensive psychological exam, background investigation, physical-abilities test and medical exam. Selectees then attend the Criminal Justice Academy for six months, where they wash out after failing the third attempt at key training elements.

County police also are soliciting proposals from companies to provide equipment for a body-camera pilot program, Roessler said. When county officials first examined the idea two years ago, the program’s start-up cost was $8 million, plus $4 million annually after that, he said.

Many issues still must be examined, such as Freedom of Information Act policies pertaining to recordings and the cost of storing data, Roessler said.

Domestic Calls Are Risky: Officers answer domestic disputes in pairs, as those volatile situations often have resulted in injuries to the responders. County police responded to more than 11,000 domesticviolence calls last year.

Responding officers separate the disputants and keep people’s backs to each other to discourage further arguing. Police sometimes take the parties into different rooms, though not the kitchen because of the availability of knives, and try to maintain visual and aural contact with their partners, said Pfc. Monica Meeks.

County police do not arrest both parties in such cases; one always is determined to be the predominant physical aggressor, even if he or she did not land the first blow, Meeks said.

If one of the parties has been injured from a push, shove, slap or kick, “we don’t have discretion,” she said. “You shall make an arrest.”

Domestic-abuse laws apply not only

to married couples and blood relatives but also in-laws who live with them, halfbrothers and -sisters, and same-sex couples, Meeks said.

Realistic Training Is Intense: With time running short that afternoon, two reporters got to try out the academy’s shoot/noshoot video simulator.

Handed SIG Sauer pistols modified with lasers to hit a projection screen, they faced a scenario in which they have to confront a distraught man at a picnic table who was handling a large, gleaming lobster knife.

The journalists did not have time to complete the scenario, but learned a few important things. One, they should have separated a bit and taken advantage of nearby cover to avoid being attacked together. Two, they needed to pay closer attention to the scene’s background, where a pair of young women walked on a sidewalk behind the knife-wielding man.

Those pedestrians could have been hit if the responding officers had to open fire.

In such cases, one officer might wield a less-lethal Taser device, but his or her partner would have a firearm at the ready in case matters deteriorated, said Master Police Officer Jason Thorpe, who guided the reporters through the exercise. Suspects can cover 25 feet of ground in two seconds, he added.

The instructor also noticed the pair had engaged in a common, but ineffective, physical response when facing a threat.

“The ‘Magic Hand’ came out, the one that stops knives and bullets,” he said.

Fairfax County Notes FAIRFAX TAKES FIFTH PLACE IN ‘DIGITAL COUNTIES’ COMPETITION: The

Fairfax County government has been honored as a technical innovator, placing fifth nationally among counties of its size in the annual Digital Counties Survey.

The county has been ranked in the top five for seven consecutive years, earning first place two times.

The award was presented at the National Association of Counties’ (NACo) annual conference on July 22, and accepted by Mason District Supervisor Penny Gross. David Bartee, director of the county government’s informationtechnology program, also was in attendance.

The evaluation and awards are given through a partnership between the National Association of Counties, Government Technology magazine and the Center for Digital Government.

The county government was saluted for achievements in citizen engagement, regional cooperation and security.

PARK FOUNDATION SALUTES BENEFACTORS: Jean and Ric Edelman, Volk-

swagen of America, the Chantilly Youth Association and Timber Ridge at Discov-

ery Square have been named recipients of the Fairfax County Park Foundation’s 2017 Eakin Philanthropy Awards, presented annually to individuals and organizations for their efforts in support of county parks.

The award recipients were selected unanimously by the Fairfax County Park Foundation board of directors.

The Edelmans were honored for a contribution of $75,000 to the Park Foundation, which was used to purchase a telescope for Observatory Park at Turner Farm for educational astronomy programs that inspire interest in science and math.

Volkswagen of America was honored in the organization category. From 2009 through 2017, Volkswagen made annual donations to the Park Authority and the Park Foundation to support PACT Summer Camp opportunities for children in homeless shelters and supportive housing.

In addition, it made donations of $120,000 to the Park Foundation in 2013, leveraging a $20,000 Mastenbrook matching grant for batting cages, fenced pitchers’ warm-up area, picnic tables with concrete pads, and a playground.

Timber Ridge at Discovery Square provided the land and developed a 17acre state-of-the-art sports complex with a picnic shelter, restroom and concession building. Its contributions are valued at $6 million.

The Eakin Philanthropy Award, established in 2009, is named in honor of the Eakin family, donors of the first parcels of parkland to the Park Authority more than 50 years ago.
