Vienna Officials Take Fresh Look at Maple Ave. Rejection by Town Council of Mixed-Use Project Leads to Calls for Changes to MAC Ordinance BRIAN TROMPETER Staff Writer

Following failure June 6 to pass a major rezoning application for the town’s Maple Avenue Commercial (MAC) zone,

some Vienna Town Council members are disagreeing over how much development and what kind should be permitted in that business corridor.

Pasha Majdi, who joined the Council shortly before it passed the MAC ordi-

nance in fall 2014, said at the Council’s June 13 work session that he was surprised to learn the new zone likely would result in heavily residential mixed-use developments.

Majdi, who like other Council members

favors retaining Vienna’s small-town feel, said the MAC zone should be renamed the Maple Avenue Residential Corridor to reflect that reality. He was alarmed by Continued on Page 20

Vienna Begins Work on Its Own Emergency-Preparedness Effort BRIAN TROMPETER Staff Writer

Vienna officials continue to devise ways of coping with natural and humancaused disasters and aim to draw upon the knowledge and skills of the town’s whole staff.

“It’s more than just police and public works,” Vienna Police Chief James Morris said at the Vienna Town Council’s June 13 work session. “It’s everybody.”

Vienna participates in Fairfax County’s overall emergency-management plan and has a seat at the county’s McConnell Public Safety and Transportation Operations Center during crises, if desired, Morris said. But the town also is taking steps on its own to ensure operations run smoothly during emergencies, he said.

Morris asked town department heads to identify essential functions of their agencies that must continue regardless of the crisis at hand, as well as a list of staff members who would be working at various times throughout the situation.

Unlike larger jurisdictions with more resources, Vienna does not do full-scale emergency exercises, but smaller “tabletop” drills “offer incredible bang for the buck,” Morris said.

Besides handling the emergency itself, such drills also should take into account

recovery efforts and the need to produce situation and after-action reports, he said.

The town temporarily has lost a major emergency shelter during the Vienna Community Center’s renovation, but has made strides elsewhere to provide power generators at key facilities, he said.

Asked by Council member Carey Sienicki’s whether the town had agreements to purchase diesel fuel and other supplies from community partners, Morris said county officials maintain a master resource manual listing possible supply sources.

Vienna could benefit by indentifying banks, grocery stores and other local businesses that could help the town’s government and residents in emergencies, Sienicki said.

Morris, with the assistance of Vienna information-technology director Tony Mull, communicated with officers at Vienna Police Headquarters and in the field.

Lt. Arturo Sylmar showed computer screens in the police station’s conference room that illustrated the wide scope of information, including current weather conditions and the status of officers in the field, available to town officials if a crisis occurred.

Langley Seniors Urged to Be Kind, Compassionate BRIAN TROMPETER Staff Writer

As Langley High School’s Class of 2016 prepared to graduate on a picture-perfect day June 20, social studies teacher Ryan Jackson reminded the seniors to launch their futures on solid moral footing.

“Honesty matters,” he said during commencement exercises at D.A.R. Constitution Hall in Washington, D.C. “We justify what we need to feel good.

Be honest and truthful with yourselves.

Think ethically before speaking and acting. Be compassionate and empathetic.”

Jackson quoted the late novelist Italo Calvino: “A human being becomes human not through the casual convergence of certain biological conditions, but through an act of will and love on the part of other people.”

The 452-member class, with girls dressed in white caps and gowns and boys in green ones, filed excitedly into the cavernous hall and watched as a U.S. flag swooped down from the rafters during “The Star-Spangled Banner.”

The Langley High School Madrigals sang the national anthem, then joined with the school’s Women’s Chamber Choir to sing “Meadowlark” from the

musical “The Baker’s Wife.”

Keynote speaker Jackson, who also coaches the school’s swim team, said the seniors always should exhibit good manners.

“Say ‘please’ and ‘thank you,’” he said. “When you want something, don’t expect it should be given to you.”

Clark also urged the graduates to roll with life’s punches.

“Life isn’t fair or unfair,” he said. “It is simply an experience in which we all take part. No one wants to attend your pity party.”

Jackson inveighed against the concept of participation trophies – “Participation is not an achievement, participation should be an expectation” – and suggested the graduating seniors burnish their teamwork abilities.

“Continue to hone your individual skills and abilities,” he said. “Surround yourself with capable and motivated people. Try to be the best teammate you can be. Learn from winning and losing.”

While some graduates have a strong sense of who they are, some are eager to try on different guises, Jackson said.

“If you want to start fresh and redefine yourselves, now is your chance,” he said. “You have great opportunities and potential. Do not squander what you

Retired U.S. Under Secretary of Defense for Intelligence Michael Vickers encouraged McLean High School’s Class of 2016 on June 20 to keep their options open, be ready to shift to Plan B and not be afraid to set their goals high.

“Dreaming the impossible dream is very often what it takes to change the world,” Vickers said during commencement ceremonies at D.A.R. Constitution Hall in Washington, D.C. Preparation also is a key factor in success, he said, quoting from Roman philosopher Seneca the Younger: “Luck is what happens when preparation meets opportunity.”

The 519 seniors, 136 of whom were honor graduates, wore red gowns and mortarboards and some had the privilege of donning colorful stoles and cords signifying their academic achievements.

played a key role in the successful hunt for terrorist mastermind Osama Bin Laden, held the audience’s attention with a combination of brio, humor and modesty.

Vickers joked that he came from the wrong side of the tracks, having had children graduate from McLean’s rival, Langley High School, but had one left who still had time to become a McLean High Highlander.

Vickers noted he had hoped to play quarterback at Pierce College, but was beaten for the role by future television star Mark Harmon. The setback took his life in a new direction.

“America is the land of multiple second chances and new opportunities to seize them,” he said.

A poor student during his formative years, Vickers eventually hoped to join the CIA and “become James Bond.”

He spent 10 years as a Green Beret with the U.S. Special Forces, whose motto is “Free the oppressed.” Special Forces troops place a high premium on responsibility and integrity, Vickers noted.

“With responsibility comes accountability,” he said. “Hold yourself to the highest standards.”

Vickers recommended students be scrupulously honest in order to build trust with others and to rely on their gut feelings when making big decisions – after preparing as thoroughly as possible, naturally. They also should draw upon their reserves of humor to keep things

Vickers recommended the graduates consider careers in public service and quoted Founding Father Thomas Jefferson: “The man who loves his country on its own account, and not merely for its trappings of interest or power, can never be divorced for it, can never refuse to come forward when he finds that she is engaged in dangers which he has the means of warding off.”

Student speaker Addie Wilkerson said the class destroyed the stereotype of selfish Millennials. The graduating seniors learned through their activities what it is like to be driven by a cause, she said.

“Retain some spontaneity,” Wilkerson advised her classmates. “Do not fear having your ideas be known.”

Before presenting the Class of 2016, senior class president Ellie Thomas thanked Superintendent Karen Garza, who attended the ceremony, for her “support of your community and teachers.”

James Madison Grads Headed Off to New Horizons DAVE FACINOLI Staff Writer

Neel Hosamane told his fellow James Madison High School classmates that he remembers being a “wide-eyed, scrawny, 5-foot freshman” when he entered the Vienna school four years ago.

Over the four years, the student speaker at Madison’s 56th commencement ceremony June 15 at Robinson Secondary School said he added 2 whole inches to his frame, but recalled how he and the 480 members of the senior class grew much more in so many ways.

“My advice to you is to remember what happened the last four years, and not just from the pictures taken with your cell phones,” Hosamane said. “We were just in the good old days, and there will never be a time like the last four years.”

“Stay true to yourself and don’t be afraid to show people your true colors,” he said. “Always believe in yourself. You earned it.”

Hosamane’s thoughts, advice and reflections were echoed by the other speakers inside the packed gymnasium.

First-year Madison principal Gregory Hood explained how his initial graduating class excelled on the stage, in the classroom, on the athletic fields and floors, in art, in the pool and so on.

“You excelled everywhere,” Hood said.

“Class of 2016, thanks for making Madison High School better than you found it four years ago.”

Math teacher and boys freshman basketball coach Donald Buerkle was the guest speaker, continuing the school’s tradition of having a teacher give the graduation address. He was introduced by senior class officer Kelly Briglia, one of four student speakers who gave introductions, along with senior class officers Aidan McWeeney and Lawrence Henry and class president Peter Njoroge, who welcomed the special guests on the stage.

Buerkle was chosen as the speaker by the senior class, having taught more than 200 of the graduates, and in his remarks listed three characteristics, including thankfulness and grit, that he believes will help the seniors succeed.

“Continue to carve out your path and don’t be discouraged if you don’t find success,” Buerkle said. “Define success on your terms, then relentlessly pursue it. Class of 2016, you have left an amazing legacy at Madison. Every single day you validate my reason to go into teaching.”

Director of student services Bob Gambarelli said 132 graduates amassed a cumulative gradepoint average of 4.0 or higher during their four years at Madison. He added that 96 percent of the seniors will attend college, with 600 scholarships earned for a value in excess of $5 million.

Our View: Micro-Managing Vienna Development?

The Town of Vienna has about 17,000 residents, and most of them would be surprised to find it takes only two to scuttle an ambitious development plan along Maple Avenue – if those two happen to be sitting on the Town Council.

Five of seven members of the Town Council earlier this month supported a mixed-use project that proposed 49 townhouse-style homes and more than 20,000 square feet of retail space, plus underground parking, on a 2-acre at Maple Avenue and Pleasant St., N.W. where Marco Polo restaurant, the Vienna Art Center and several small commercial buildings can be found today.

But under Vienna’s government procedures, when a number of residents filed complaints about the rezoning, it required a “super-majority” of six Council members to let the project go forward. Five was not enough.

Our intent was not to be critical of either the process or the elected officials who cast votes against the project. But it is to caution Vienna officials that, if they are sincere in their efforts to revitalize the Maple Avenue corridor and turn it into

something forward-looking, micro-managing projects will not be helpful.

The Northern Virginia development community is a relatively small group, and word gets around quickly. Those developers don’t particularly fret over modest procedural roadblocks – it comes with the territory – but communities that gain a perception as being unwilling to see the forest for the trees when it comes to new projects often find themselves bypassed by the next generation of development.

Town officials have put a lot of effort into development of the rules and standards for the Maple Avenue Commercial (MAC) zone. All that work will have been in vain if small groups of residents, backed by a very small group of Town Council members, have the ability to scuttle projects.

As reported in the Sun Gazette this week, Vienna officials are now considering tweaks to the MAC regulations. This may be a good thing – learning from what’s worked and what hasn’t – but it also introduces further uncertainty that could make the development community skittish.

Fairfax Officials Reject Transparency on Meals-Tax Wording Nobody expected Fairfax County Supervisor Pat Herrity (R-Springfield) to vote in support of sending a meals-tax referendum to voters. So perhaps his colleagues felt they didn’t need to entertain his proposal on the wording of the referendum approved earlier this month.

But Herrity, in one regard, had a point: He pressed other supervisors to note, in the language of the referendum, that the 4-percent meals tax voters will be asked to approve on Nov. 8 is in addition to the 6-percent sales tax already levied,

adding up to a 10-percent tax on restaurant meals and prepared foods.

Herrity found only two other takers among his colleagues for his proposal, far from enough for it to be added to the wording.

We remain agnostic, albeit skeptical, on the meals-tax proposal, but we are keeping an open mind. We’d be more amenable to the idea had the wording that goes out to voters been more transparent than what ultimately was adopted.

Substitute Teachers Deserve More Respect Editor: With additional funding provided to Fairfax County Public Schools by the Board of Supervisors, I had high hopes of seeing a long overdue pay increase for substitute teachers; this has not happened in over a decade.

I was shocked to learn that this plan aims to decrease an already embarrassingly low compensation.

The FCPS system cannot function without substitute teachers. If the School Board had bothered to ask teachers how they feel, they would tell you they really want the best-qualified substitutes taking over their classrooms. I am sure this plan will only leave these educators feeling enraged.

There is already a serious shortage of substitutes; paying even less than the current $14 (no benefits or protection) an hour will not encourage more to sign up. After deductions, you are lucky to take home $8 or $9 an hour.

I am a retired FCPS teacher who holds nine areas of certification and

has 38 years of experience in special education. Since retiring, I have subbed and been a long-term sub in some of the most challenging situations with specialneeds children who really do need care from someone who understands their needs. Their needs, if mishandled, could potentially be extremely detrimental to their health and welfare.

This is true for all children. When a sub walks into a classroom, the very lives of the children are in their hands. Parents, are you really comfortable putting your children’s welfare and education into the hands of the lowest bidder? Are you happy with just anyone being with your children?

I can’t speak for others, but I already felt that the pay given ($22 for substitutes who are retired from the school system) was substandard. I have to pay my own liability insurance, as the county feels no obligation to us. Full-time teachers earn between $35 and $60 an hour, yet the expectations as a sub are the same.

If the School Board goes ahead and reduces anyone’s pay, count me out. Does anyone really feel that a 30percent reduction in pay to professionals such as myself will help?

I already have been asked to be a long-term sub in the most difficult of special-education positions. When they can’t find someone to fill it, I will remind them to thank the School Board for that.

Those who attended the McLean Senior Safety Summit June 15 got three hours’ worth of expert schooling on how to survive threats ranging from dangerous weather and disease-carrying mosquitoes to scam artists who prey on people’s emotions and weaknesses.

Hosted by the McLean Citizens Association (MCA) at the McLean Community Center, the event drew many publicsafety leaders and served up practical and sometimes surprising information.

MCA president Jeff Barnett said he always thanks public-safety personnel for their service.

“They risk life and limb for us every day,” he said.

County officials thanked Patrick Smaldore, MCA’s public-safety liaison, for arranging the summit. Smaldore noted the McLean fire station has a new ambulance.

“The chief doesn’t want you to ride in it, but you can look at it,” he joked.

‘Paradigm Shift’ Will Greatly Enhance 911 System: For 48 years, 911 has been the United States’ universally recognized emergency telephone number, with operators standing by to assist people in distress.

“We consider ourselves the first of the first responders, even though we don’t get out of the chair,” said Stephen Souder, director of Fairfax County’s Department of Public-Safety Communications.

But new technology soon will make 911 operations even more capable.

“We’re on the verge of a paradigm shift,” he said. “Five years from now, the only thing that will be the same is the phone number 911.”

Among the improvements: The upgraded 911 system will let callers send photographs and videos from their smartphones, giving responders invaluable onscene intelligence, Souder said.

About 25 percent of 911 calls received these days come from land-based telephone lines, Souder said, but smartphone owners should curb their smugness for a bit.

Souder arranged with his office that day to call 911 from his smart device at the McLean Community Center. The address that popped up on the system was 6862 Elm St. – close by, but not the correct listing of 1234 Ingleside Ave. that would have registered from a land line, he said.

The county’s telephone-based 911 system is not without vulnerabilities; it shut down following a violent “derecho” windstorm in June 2012, he noted.

Following that debacle, county supervisors pressed for additional ways by which residents could contact 911 operators.

Board of Supervisors Chairman Sharon Bulova (D) last September sent the first message under the county’s new Text 911 program, which permits callers to contact emergency operators silently.

Oakton author Robert F. Dorr knew death was coming soon, but made the most of his time left.

“It heightens my awareness of what matters,” Dorr said in January, two months after being diagnosed with an invariably fatal glioblastoma multiforme brain tumor. “It gives me a better sense of what I ought to do with my time.”

Dorr, who died June 12 at Inova Fairfax Hospital at age 76, took the news philosophically and used his remaining days productively.

He donated most of his photo archive of more than 140,000 images to the Glenn L. Martin Maryland Aviation Museum; wrote online tributes to mentors who had shaped his life; and worked on a followup to his second novel, “Crime Scene: Fairfax County.”

Robert Francis Dorr was born Sept.

11, 1939, grew up in Suitland, Md., and served in the U.S. Air Force from 1957 to 1960, achieving a final rank of senior airman. A hearing impairment scotched his dreams of becoming a pilot, so he spent two tours of duty in South Korea, listening to North Korean radio transmissions.

From 1964 to 1989, he was a U.S. Foreign Service officer, with postings in Tananarive, Madagascar; Seoul, South Korea; Fukuoka, Japan; Monrovia, Liberia; Stockholm, Sweden; and London.

“My perception at the time was he was a combination of James Bond and Benny Hill,” said Robert Porter Dorr, one of his sons. “My dad spent a great deal of time on the weekends helping his kids see the world and almost always ending up someplace where we could see airplanes and take pictures of them.”

Retired foreign-service officer Andrew Antippas of Reston worked with Dorr in 1975 to bring Vietnamese refugees to the United States. The men kept in touch, but only realized years later they were neighbors. Dorr was a “true patriot” who had a wry sense of humor, Antippas said.

“In the office, we had a great time commenting on the world around us,” he said.

“That comes only with experience. You can only be sarcastic if you know what you’re talking about.”

Robert F. Dorr had his first magazine story published at age 15 and originally hoped to write a shelf’s worth of books.

He ended up penning three times that many, with a final count in the 80s, plus about 6,000 magazine articles and between 2,000 and 3,000 newspaper columns.

Most of his books concerned aviation.

He especially was proud of “Hell Hawks,” co-authored with Tom Jones, which detailed exploits of P-47 Thunderbolt pilots in World War II. The author also wrote “Air Force One,” a history of U.S. presidents’ airplanes.

voice that probably could be heard over jet engines. He had a forceful, sometimes combative, personality and expressed annoyance with things that irked him.

Dorr was opposed the Armed Forces’ transition to a standing professional military.

“In World War II, we had the citizensoldier who went in, did his job, came home and took off his uniform,” he told the Sun Gazette. “That person represented the wishes and desires of the country, of the population. We have gone from having a citizen-soldier to what we call now the ‘warrior ethos.’ I don’t like American military members to be called warriors. I want them to be members of a country that goes to war only reluctantly and only when it must.”

He fondly recalled clambering around as a child on the B-29 Superfortress “Enola Gay,” which was exposed to the elements at Andrews Air Force Base. The aircraft, which dropped the atomic bomb over Hiroshima, Japan, on Aug. 6, 1945, now is displayed at the Air and Space Museum’s Steven F. Udvar-Hazy Center in Chantilly.

Kristin Clark Taylor, president of the Great Falls Writers Group, was grateful Dorr spoke to the organization recently.

“He was such a fountain of wisdom,” she said. “He said in order to write, you have to write. Also, to write, you have to make sure your derriere is in the chair. He talked about discipline and consistency and having it as a daily part of your pattern.”

Dorr also contributed to the group’s most recent anthology of works, which the organization dedicated to him. He attended the group’s May 7 event, despite deteriorating health, and “even gave a rousing speech,” she added.

Dorr’s other son, Lawrence Gerald Dorr, called him “a fantastic father, a very good man.”

“My dad was truly from a different era,” he said. “He was the most honest, hard-working, successful man I’ve ever known. He taught us to do the right thing, no matter what the cost.”

Dorr is survived by his wife of 48 years, Young Soon Dorr of Oakton; sons Robert P. Dorr of Arlington and Lawrence Gerald Dorr III of Trinity, Fla.; and grandchildren Robert F. Dorr II and Sophia Dorr of Arlington and Lily Dorr of Trinity, Fla. Funeral services were held June 18 at Fairfax Memorial Park.

Metro-Area Home Prices Strong, But the Rate of Growth Is Modest The Washington metropolitan area’s homes market didn’t fare too badly during the depths of the recession. But it continues to underperform as the national real-estate market rebounds.

The median sales price of singlefamily homes across the region stood at $370,400 during the first quarter of 2016, among the highest in the nation. But the year-over-year rate of growth, just 0.7 percent, was well below the 6.3-percent rate recorded nationally.

Figures were reported by the National Association of Realtors, which calculated the median sales price of single-family properties nationally at $217,600 during the quarter, up from $204,700 during the first three months of 2015.

“The housing market did show resilience and had its best quarter [for existinghome sales] since 2007,” said Lawrence Yun, chief economist of the National Association of Realtors.

“The demand for buying is there,” Yun said, but was being held back in part due to a lack of inventory in the existinghomes market, in part due to a relatively paltry number of new homes being constructed.

Nationally, the median sales price increased in 154 of 178 metropolitan areas, or 87 percent. That’s an improvement from the fourth quarter of 2015, when 81

percent of metro areas saw year-over-year increases.

The Washington region had the 14th highest median sales price nationally, albeit well below the $970,900 recorded in San Jose and the $700,000-plus found in the San Francisco, Honolulu and Anaheim metropolitan areas. At the other end of the scale, the lowest median sales prices for the quarter were found in Cumberland (Md.) at $67,400 and Youngstown (Ohio) at $77,500.

Median sales prices rose in all four geographic areas of the county, led by the Midwest (up 7.1 percent to $167,900) and West (rising 7.1 percent to $315,900). The growth rate was 5.8 percent in the South (to $192,100) and a less robust 1.8 percent in the Northeast ($249,400).

Despite a small increase in the national family median income to $68,431, housing affordability declined during the quarter due to increases in mortgage rates. But market activity is healthy, said National Association of Realtors president Tom Salomone.

“Without much newly constructed housing stock coming onto the market, existing homes, competitively priced, in many areas are going under contract very quickly,” he said.

[Science, Technology, Art, Music, Philanthropy] Committee at Waples Mill Elementary School recently finished labeling every storm drain in its attendance area – more than 650 drains – in partnership with Northern Virginia Soil and Water Conservation District.

Volunteers including Waples Mill students, teachers, family members and neighbors; Cub Scouts from Pack 1530 in Oakton; Waples Mill alumni; and Girl

Scouts from Greenbrier East, Greenbrier West and Navy elementary schools learned about protection and conservation of their watershed Difficult Run and educated thousands of residents in their attendance area not to dump into storm drains.

Waples Mill is the only school to label all of the drains in its attendance area.

“Many residents do not realize that the water running along the gutters, roadside ditches and curb inlets does not go to a treatment plant but rather washes down storm drains into a local stream,” organizers of the initiative noted. “All of our local streams in Fairfax County feed into the Potomac River, which empties into the Chesapeake Bay, and then the Atlantic Ocean. Public-Safety Notes VIENNA MAN DIES AFTER CAR HITS TREE: A 20-year-old Vienna man was

killed June 17 after his car hit a tree in the 8700 block of Park Street in the Vienna area, Fairfax County police said.

The single-vehicle crash occurred at around 7:36 a.m. as the motorist was driving a 2008 Mazda 6 southbound on Park Street.

The driver, Deleon David DeJean, was pronounced deceased by the paramedics at the scene, police said. There were no other occupants in the vehicle and were no other injuries, police said.

Detectives from the police department’s Crash Reconstruction Unit responded to assume the investigation. Preliminary information suggests that speed was a factor in the crash. The investigation is ongoing, police said.

POLICE SEARCH FOR MAN WHO IMPROPERLY TOUCHED GIRL IN MERRIFIELD: Fairfax County police are looking

for a man who improperly touched a girl at Target, 2985 District Ave. in Merrifield, on June 18 shortly after 5 p.m.

The incident occurred when the victim, an 11-year-old girl, was in the store shopping with her father. As soon as they got home, the child told her father that a stranger had approached her in the store and touched her buttocks. The father called police immediately to report the incident.

Target security video confirmed the little girl’s story, police said. The suspect appears to be a white male in his 20s. He was wearing a gray shirt and dark shorts at the time of the incident. The video shows the suspect leaving the Target parking lot in a burgundy Ford Mustang.

VIENNA POLICE LOCATE MISSING SPRINGFIELD MAN: Vienna police on

June 17 located a missing 32-year-old Springfield man on the Washington & Old Dominion Regional Trail, Fairfax County police said.

Police earlier that day had issued a missing-person alert for Gabriel O’Connor, who last had been seen at around 9:30 a.m. near the 6700 block of Spring Road in Springfield. O’Connor had been known

NEW YORKERS ARRESTED FOR CREDIT-CARD CRIMES: Fairfax County police

officers with the Tysons Urban Team responded on June 15 at 6:08 p.m. to a report that people at a store in the 2000 block of International Drive were attempting to use credit cards that were declined.

Further investigation determined that three suspects discarded several credit cards and were in possession of multiple forged credit cards.

Police arrested Corey Adams, 22, of New York and transported him to the Fairfax County Adult Detention Center, where authorities charged him with three counts each of credit-card fraud and credit-card theft.

Police also arrested Willona Herron, 21, of New York, whom authorities have charged with two counts of credit-card fraud, two counts of credit-card theft and one count of credit-card forgery.

Authorities also arrested Kasler Dominique, 22, of New York, and charged him with six counts of credit-card theft.

MERRIFIELD BUSINESS BURGLARIZED: An employee of a business in the

8100 block of Ransell Road in Merrifield told Fairfax County police on June 16 at 6:32 a.m. that someone had entered the business overnight and taken property.

PRESUMED ‘FOREVER LOYAL BANDIT’ ARRESTED IN FALLS CHURCH: Falls

Church police on June 10 arrested a 42year-old Arlington man who was wanted in connection with several area bank robberies.

Falls Church officers on June 10 at about 3 p.m. responded to a reported robbery at Capital One Bank, 1100 West Broad St. in the city of Falls Church. Officers a short time later located and detained the suspect, Amin Huie, and transported him to the Arlington County Adult Detention Facility (ADF). Authorities there charged him with robbery.

Authorities believe Huie is the “Forever Loyal Bandit” who was responsible for six other bank robberies and one attempted robbery in Fairfax and Arlington counties, beginning in June 2014.

On June 13, Fairfax County police detectives obtained four additional robbery warrants that will be served on Huie upon his release from the Arlington County ADF. WOMEN ARRESTED ON DRUG-POSSESSION CHARGES IN McLEAN: Fair-

LIGHTNING TOUCHES OFF McLEAN HOUSE FIRE: Fairfax County Fire and

Rescue personnel on June 16 at about 7:46 p.m. responded to a single-family house fire in the 1500 block of Pathfinder Lane in McLean.

Upon arrival, firefighters observed smoke and fire showing from the home’s roof. They conducted an aggressive attack and brought the blaze under control.

There were no firefighter or civilian injuries, officials said.

The building had smoke alarms that did not activate, officials said. Two adults and four juveniles were home at the time of the fire and a neighbor alerted them about the blaze.

The fire caused an estimated $70,000 damage and was caused by a lightning strike on the home’s roof, officials said.

THREE-ALARM FIRE DISPLACES 41 IN FALLS CHURCH AREA: Fairfax County

Fire and Rescue Department personnel responded June 12 at about 3:55 p.m. to a fire at multiple townhouses in the 2800 block of Pine Spring Road in the Falls Church area.

Upon arrival, firefighters observed smoke and fire showing from multiple units within the row of three-story townhouses. Dry and windy conditions made the fire difficult to bring under control and contributed to its spread, officials said.

Fire officials sounded three alarms, which brought additional resources to the scene. Mutual aid was provided by the Arlington County and city of Fairfax fire departments.

A Fairfax County police officer was transported to the hospital for smoke inhalation. There were no firefighter or civilian injuries, officials said.

The building had smoke alarms that did not activate because the fire was on the exterior of the building. As a result of the fire, 41 occupants have been displaced and are receiving assistance from the Red Cross. Total loss of property is estimated at $689,217.

The fire was determined to be accidental. The blaze began on the structure’s exterior in a mulch bed with bushes.

Years of police television shows conditioned the audience to give the standard answer: 24 hours.

Wrong. “Immediately” is the correct response, as wandering people can cover a surprising amount of territory on foot in one day, he said.

Dunn touted the county’s Project Lifesaver program, which assigns radio transponders to participants with Alzheimer’s disease, Down syndrome, autism and other disabilities so they may be found if they wander away.

Dunn earlier hid one of the watchsized, gray-plastic transponders in the meeting room and asked summit attendee Kaylen Rice to use a Yagi device to locate it. The machine had a pistol grip and antennae on top shaped like license-plate frames.

Fans of the movie “No Country for Old Men” probably felt an eerie sensation while listening to the device’s telltale ping, which sounded more rapidly as Rice came closer to the transponder secreted in a photographer’s bag.

When first responders receive an alert that a program participant is missing, they give it top priority – second only to an active-shooter situation, Dunn said.

Dump Those Flowerpots to Keep Zika Virus Away: The United States has yet to see a natively originated case of Zika virus, but Fairfax County officials aren’t waiting for that eventuality to warn residents about mosquito control.

It’s easiest to control the biting insects in their larval stage, said Josh Smith of

the Fairfax County Health Department.

Male mosquitoes feed only on nectar; it’s the females who are blood-suckers.

Virginia sees comparatively few yellowfever mosquitoes, but Asian tiger mosquitoes are common and lie in wait day and night for passing victims, Smith said.

Most people who contract the Zika virus show only mild symptoms, but the virus has been linked to neural disorders and microcephaly, or abnormally small heads, in babies because of brain-growth failure.

Smith recommended local residents deprive mosquitoes of breeding grounds by scouring their yards for potential sources of standing water (flowerpots and the plates beneath them are big culprits) and either dumping the water or treating it with larvicide.

It’s OK to Be Suspicious When Strangers Call: One part of the summit directed primarily at senior citizens was a presentation on common fraud scams.

Scam artists often target the elderly because of their potentially weakened mental states, strong loyalty to family members and relative abundance of money, said Karen Hannigan of the Fairfax County Office on Aging.

Common frauds include: • Posing as a grandchild in trouble with the law and asking bail money to be wired.

• “Sweetheart scams” that forge, then financially exploit, relationships made on Internet dating sites.

• Claiming to represent the Internal Revenue Service and threatening dire consequences for allegedly unpaid taxes.

• Pressing for unnecessary roofing, tree-care and driveway projects.

• Using phony caller-ID information to trick people into thinking the scam artists have legitimate need to ask for personal information.

Such frauds may be more prevalent than acknowledged.

“People usually feel ashamed,” Hannigan said. “They got scammed and won’t tell.”

One further caution: While strangers often swindle seniors, most exploitation of the elderly is committed by family members, she said.

Community Notes ACCELERANT-DETECTING DOG RETIRES AFTER 6 YEARS OF SERVICE:

There has been a changing of the guard in the Fairfax County Fire and Rescue Department’s Fire and Hazardous Materials Investigation Program. Accelerantdetecting K-9 Keegan has retired after six years of dedicated service, officials said.

Since 2012, the Labrador retriever has worked alongside Investigator Terry Hall of the Fire Investigations Branch.

Keegan’s role was to detect accelerants used to start fires, thus helping investigators determine the cause of fires. Keegan had a very successful career and was instrumental in detecting accelerants in several high-profile cases, leading to the arrest of those responsible for setting the fires, officials said.

Keegan’s successor, Berkley, is the fifth dog in the department’s canine program.

He follows his predecessors – Ebby, Bert, Vanda and Keegan – in providing an extremely important service to the department.

Berkley was trained for six months by retired Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) canine-course developer Charles “Bucky” Simpson of B-K9 in Texas. Berkley is certified by the Texas State Fire Marshal’s Association and the International Canine Accelerant Detection Association and is trained to detect more than 21 ignitable liquids that

United States. All dogs assigned to the investigations section are monitored closely by a veterinarian. In order to keep their skills sharp, they are trained every day by a food-reward system when a successful detection or “alert” is accomplished.

Lot availability hit a record low according to new data from the National Association of Home Builders (NAHB).

Sixty-four percent of builders responding to special questions in the May NAHB/Wells Fargo Housing Market Index reported that the supply of lots in their markets was “low” or “very low” – up from 62 percent last year, and the highest that number has been since NAHB began collecting this data in 1997.

Notably, this record shortage comes at a time when new homes are being started at a rate of under 1.2 million a year.

In 2005, when total housing starts were over 2 million, the share of builders reporting a shortage of lots was 53 percent.

“The lack of availability of buildable lots has quickly become one of the biggest issues facing our members,” said NAHB chairman Ed Brady, a home builder and developer from Bloomington, Ill. “While labor shortages and regulatory burdens remain struggles as well, lot shortages are preventing our builders from responding to growing demand for housing,” Brady said.

“We have monitored lot availability for the last two decades, and it is clear that the scarcity of building lots is growing,” said NAHB chief economist Robert Dietz. “Whether due to land use policy, geographic constraints or other regulatory constraints, the lack of lots for residential construction will have negative impacts on housing affordability in many markets.”

The survey results varied somewhat, based on region of the country, size of builder and type of lot.

The dearth of developed lots is most apparent in the Western regions of the country, where 39 percent of builders said lot supply was “very low,” compared to 23 percent in the South and 18 percent in both the Midwest and Northeast.

When referring to premium “Class A” category lots, builders in all regions reported similar opinions of widespread shortages.

“I thought we were revitalizing the commercial corridor along Route 123,” said Majdi, adding, “In my opinion, small-town and urban don’t go together.”

But Council member Tara Voigt countered that except for the Vienna Town Green, “there’s kind of nothing that looks like small-town” on Maple Avenue.

Council member Edythe Kelleher, who will step down June 30 after 14 years in office, said property owners must be offered significant incentives to redevelop along Maple Avenue.

Kelleher, who as executive director of the Southeast Fairfax Development is active in land-use and revitalization issues along Route 1, noted many older commercial buildings along Maple Avenue are assessed for puny amounts but produce considerable income for their owners, with a minimum of maintenance.

Such property owners have little incentive to redevelop, she said.

Retail space, though sought for mixeduse developments, often is a loss leader offered primarily to retain tenants, Kelleher added.

Council members on June 6 voted 52 in favor of Vienna Market, a rezoning proposal by Doug D’Alexander to build

49 townhouses and 28,000 square feet of retail space on 1.97 acres at the northeast corner of Maple Avenue and Pleasant Street, N.W. But the proposal failed because at least 20 percent of owners of the surrounding 11 properties filed petitions protesting the rezoning, thus triggering a town-code provision requiring a supermajority vote of at least six of the seven Council members.

The Council so far has approved only one rezoning under the MAC ordinance.

Council members earlier this spring green-lighted plans for a developer to build a Chick-fil-A restaurant topped by a Flagship Carwash Center at 540 Maple Ave., W. This all-commercial development had to overcome concerns from neighbors about traffic impacts and pedestrian safety.

Council members at the work session hashed over a raft of proposed amendments to the MAC ordinance, which were recommended by the town’s Planning and Zoning Department. Among the suggestions: • Eliminate site-plan requirements for MAC rezoning applications, as revisions to such plans can be quite costly. Planning and Zoning Director Patrick Mulhern held up a thick stack of plans prepared for the Vienna Market proposal and said they probably cost D’Alexander $200,000.

Instead, planning officials recommended the town require MAC redevelopers to submit a general site-development layout and a three-dimensional, color rendering

showing what the development would look like.

• Increase front- and side-yard setbacks from 11 feet to 15 and require 20-foot minimum rear-yard setbacks for MAC developments that abut residential neighborhoods of any kind and 10 feet for all other instances. The current rear-yard setback requirement is larger for projects next to single-family neighborhoods than for townhouses.

• Require the planting of street trees along all streets of MAC developments, instead of just along Maple Avenue.

• Disallow garage openings to count toward the requirement that at least 50 percent of ground-floor façades of MAC projects should consist of see-through doors or windows.

• Mandate that at least 25 percent of required landscaping consist of evergreens or flowering trees in order to provide seasonal color year-round.

• Locate bicycle racks no more than 75 feet from a MAC project’s primary building entrance. This would be half the distance now required.

• Modify the 35-foot height limit in some MAC areas to allow penthouses and other rooftop features to exceed that total. This would match what’s allowed in other zones, Mulhern said.

The Council will vote July 11 on whether to send the proposed ordinance amendments to the Vienna Planning Commission for further action, said Council member Howard Springsteen.

Springsteen, who with Majdi cast the

votes that doomed the Vienna Market proposal, said he was concerned because the MAC ordinance already needed tightening after its first two applications.

“I’m optimistic we can tweak [the ordinance] and deal with areas that allow developers to exploit it for their advantage,” he said. “I look at my role as representing town residents, not representing developers. Developers will push as far and as hard as they can to get as big a project as possible.”

The Madison Warhawks came close this season, but in three consecutive post-season tournaments, the girls high school softball team finished second.

Madison (24-5) fell to the McLean Highlanders in the Liberty Conference final, then SOFTBALL tourney were defeated by Osbourn Park in both the 6A North Region and 6A state tournament title contests.

The Warhawks were disappointed not to win any of the three, but in reflection, the team realized it had a strong campaign just to reach those three finals. Plus, during the regular season, Madison defeated both McLean (twice) and Osbourn Park, so it was not like the Warhawks were overmatched in those tournament losses.

“We are disappointed we didn’t win, but we had a great season,” Madison coach Jim Adkins said. “We had a chance to win championships. We have Continued on Page 24

With a meet record-setting time in her gold-medal race, Marshall High School’s Heather Holt was the lone champion TRACK & FIELD from the Sun Gazette’s coverage areas at the recent Virginia High School League’s 5A and 6A state track and field competitions in Newport News.

Holt won a state title in the girls 1,600 in 4:54.28. She also anchored Marshall’s second-place 4x800 relay with a time of 9:29.44.

Ava D Bir, Natalie Bardach and Jenna Robbins also ran on that relay for Marshall.

Bir was fourth in the 800 meters. As a team, the Marshall girls placed ninth with 23 points.

At the 6A girls state meet, Langley High’s Kelsie Hao was second in the pole vault at 10-feet, 6-inches.

For the Oakton girls, Jill Bracaglia was fourth in the 3,200, Casey Kendall was fifth in the 1,600, Kira Buttrey was seventh, and the 4x800 relay was sixth.

From Madison in the 6A girls meet, Devon Williams was eighth in the 1,600.

In the boys 6A state meet, Oakton’s Ahmed Hassan was second in the 1,600 in 4:17.56.

In the boys 5A meet, Marshall’s Patrick Lynch was sixth in the 3,200.

Holt’s outdoor state championship

capped a highly successful 2015-16 school year for the runner.

During the fall, she finished second in the girls 5A cross country state meet and won the 5A North Region championship.

During the indoor track and field season this past winter, Holt won the 1,600 and was third in the 800 at the state meet. During the indoor 5A North Region meet, Holt won the 1,000 and 1,600. At the earlier 5A North Region outdoor meet this spring, Holt won the 800 meters in a record 2:11.30.

Holt also won multiple Capitol Conference championships during the cross country and indoor and outdoor seasons at various distances during the 2015-16 high school year.

That’s how the Sun Gazette happened upon Kha and how the 24year-old’s sportswriting career began with our paper three years ago. The University of Virginia graduate and sports fanatic made a cold call to the Sun Gazette’s sports department, wanting to be a stringer covering local high school sports of all kinds.

In need of good help, we gave Kha a chance and he immediately proved his value, enhancing the coverage with quality articles from football to field hockey. He’d often say: “It doesn’t matter. I’m happy to cover anything.”

Kha knew about all sports and was the best at knowing the now popular analytics of all the various games.

Tragically, that ended in late May when Kha died of complications from a peanut allergy while vacationing with friends in Amsterdam. A remembrance was held for the Arlington resident June 16. A memorial service took place a few days earlier in his home town of San Diego.

It’s a terrible loss. Kha’s fine work and reliable and enthusiastic help have been missed at the Sun Gazette.

To say Kha had energy would be a huge understatement. He loved all sports, and especially was a big fan of U.Va., of course, and the Washington Caps, Nats and D.C. United.

“I’m his same age, and I couldn’t keep up with Allen,” said Andrew Betts, who was a friend and co-worker of Kha’s. “Allen was always so excited about things, and willing to help. He could fix any computer problem.”

Kha was smart, graduating from Virginia in three years and was a numbers and technology wiz. For fun, he’d work the answer to a difficult math equation while keeping score of a Nationals’ game at the same time.

Allen Kha was great help. His many talents made our sports pages better.

Three Local Baseball Players Begin Their Pro Careers DAVE FACINOLI Staff Writer

Local baseball players Joe Rizzo of Oakton High School, Khalil Lee of Flint Hill School and Phil Morse, a High BASEBALL McLean graduate, have made the decision to play professionally after they were chosen in the recent Major League Baseball draft.

Rizzo, an infielder for Oakton, was chosen by the Seattle Mariners in the second round with the 50th pick overall.

He left last week for Peoria, Ariz. to take a physical, sign a contract and likely become a member of the Mariners Rookie League team.

Rizzo also had received a scholarship to play at the University of South Carolina.

Reportedly, the value of Rizzo’s signing bonus is in the neighborhood of

$1.725 million.

Rizzo batted .389 this past season with four home runs and 12 RBI. His big year came as a junior. Rizzo hit .606 that season with seven homers, nine doubles and 25 RBI. He hit .310 as a sophomore and .449 as a freshman.

Lee, a left-handed pitcher/outfielder, was chosen by the Kansas City Royals on the third round with the 103rd pick.

He has already signed a pro contract.

The value of his bonus could be in the neighborhood of $750,000.

The 6-foot, 185-pound Lee, with a fastball clocked in the mid 90s, was 7-0 with two saves and a 0.33 ERA on the mound this past season, leading the Huskies to the Virginia Independent Schools Athletic Association Division I state tournament semifinals.

Lee walked only three and struck out 87 batters in 43 innings pitched.

Prior to the draft, Gatorade, along with USA Today High School Sports, chose Lee as its 2015-16 Gatorade Virginia Baseball Player of the Year.

Lee is now a finalist for the Gatorade National Baseball Player of the Year.

Morse, a 6-foot-2 senior right-handed pitcher for Division III Shenandoah University this past season was chosen by the Washington Nationals on the 16th round. He has already left for Florida to begin his minor-league career. He was the first Shenandoah University player taken in the draft in at least 25 years.

“This is awesome and exciting,” Morse said. “I’m a diehard Nats fan. It’s

been an exciting few weeks.”

Morse, who graduated from the Winchester school May 14, was the closer for Shenandoah this past spring. In that role, pro scouts took notice of his 90plus mph fastball, as Morse helped the team reach the regional playoffs.

Morse was a first-team all-conference and second team all-region selection this past season, and was first-team all-state as a reliever. He was 5-0 in 2016 with eight saves in 22 appearances.

Morse finished his career with a 12-8 record and nine saves in 140 innings. He struck out 118 batters. Morse was converted to a reliever prior to the 2015 season.

“I kept developing, working out the right way and had good arm care,” Morse said about his career at Shenandoah.

Chilly June waters, small-craft warnings with whitecap waves as high as 21/2 didn’t stop SWIMMING feet Oakton High School freshman Nick Highman from having a strong performance at the 4.4mile Great Chesapeake Bay Swim on June 12.

The annual open-water race parallels the Bay Bridge.

Highman, 15, wore a wetsuit and finished 22nd overall and third in the boys

15 to 19 age group. His time was 1:39.57.

The winning time was 1:24.15.

Highman, one of some 700 swimmers in the race, said a lot of his strokes were being hit by waves, causing him not to get a good pull. With west winds of 10 to 15 knots with gusts of 20, swimmers swam with the waves.

A year ago in his debut swim in the race, Highman placed 14th overall and first in the 14-under division.

“One of my friend’s older brothers did it in the past and won it a few times,” Highman said. “So they kind of got me into it. The hardest part is the mental

aspect, because it is about an hour-andhalf in the water by yourself. It is a lot on your body and hard to get through.

Swimming in a wetsuit makes it a lot easier because it keeps you afloat.”

Highman is a member of the Oakton High swim team.

During the summer he swims and coaches in the Northern Virginia Swimming League for the Oakton Otters.

Year round he is a member of the York Swim Club.

Proceeds from the swim benefit the Maryland Chapter of the March of Dimes.

His effort raised more than $7,000 for the American Cancer Society.

Shapiro averaged about seven pullups a minute over those 18 hours. He drank a lot of water and Gatorade, and ate pineapples.

His team was called Pull Ups for

Life, with Shapiro being inspired by his father’s ongoing battle with colon cancer.

“I had broken the six-hour record in training, so I had high expectations and was pretty confident I could do this,” Shapiro said. “There were people there cheering for me and that was really neat.

I’m happy they showed up. It helped.”

Shapiro began training for the record attempt seven months ago, with the last four doing a lot of pullups. He quit playing organized baseball in order to prepare for the record attempts.

The 2016 season included two sixgame winning streaks, one of which started the campaign, and another string of eight victories in a row for the Warhawks, who last won a state championship in 1989.

By the end of his attempt, taking 18 hours to complete, Langley High School junior Andrew Shapiro now officially has his name included in the Guinness World Records multiple times.

Shapiro broke three world pullup records in the six-12-and 24- hour categories at the Langley Relay for Life event on May 14 and 15 at Cooper Middle School. After a few weeks, Guinness recognized the records as official.

Once the records are verified by Guinness, Shapiro’s name will be in the record books.

By winning their conference tournament for the second straight year, and time in six LACROSSE fifth seasons, the Potomac School Panthers capped their 2016 boys high school lacrosse season on a victorious note.

Top-seed Potomac School (13-7) defeated the Flint Hill Huskies, 11-8, in the Mid-Atlantic Athletic Conference Tournament title game recently. The Panthers finished 8-0 against MAC rivals for the second year in a row.

Fairfax County Notes REAGAN NATIONAL UP, DULLES DOWN IN APRIL PASSENGER COUNTS: Year-

over-year passenger counts took different directions at the region’s two major airports in April, with Ronald Reagan Washington National posting an increase and Washington Dulles International seeing a decline.

Add them together, and the 3.8 million passengers using the two facilities for the month represented a decline of 1 percent from a year before, according to figures reported June 14 by the Metropolitan Washington Airports Authority.

The total passenger count at Reagan National was 2,039,136, up 1.7 percent from April 2015. The count at Washington Dulles was 1,700,889, down 4 percent.

Both airports were hurt by lower load factors among their dominant carriers – American Airlines saw a 2.4-percent decline in passenger counts from a year before at National, while United Airlines posted a 12-percent decline at Dulles.

At the region’s third major airport – Baltimore-Washington International Thurgood Marshall, operated by the Maryland state government – April’s passenger count of 2,092,723 was up 3.5 percent from a year before.

For the first four months of the year, Reagan National reported a total of 7.3 million passengers moving through its terminals, up 7.3 percent, while Dulles saw 6.1 million passengers, down 1.5 per30

FAIRFAX POLLUTION-CONTROL PLANT AGAIN WINS NATIONAL RECOGNITION:

The Fairfax County government’s Noman M. Cole Jr. Pollution Control Plant has earned another Platinum Peak Performance Award, representing 18 years of consecutive 100-percent compliance with federal-permit regulations.

“This is a significant accomplishment for the treatment plant and a prestigious honor from the National Association of Clean Water Agencies,” said Mike McGrath, director of the Wastewater Treatment Division of the Fairfax County Department of Public Works and Environmental Services.

To be eligible for a Platinum Peak Performance award, a wastewater facility must obtain and test daily sample results of effluent to determine if cleaned wastewater released from a plant will or will not harm the environment.

McAULIFFE MAKES APPOINTMENTS TO COLLEGE BOARDS: Gov. McAuliffe

has appointed a number of local residents to the boards of visitors of Virginia public institutions of higher education.

J. Wendy Marquez and Lisa Zuccari have been appointed to the board of visitors of George Mason University. Marquez is with EVS Communications and is president emeritus and CEO of Onyx Media.

Chris Petersen of McLean, a partner at Morris, Manning & Martin LLC, has been appointed to the board of visitors of Virginia Tech. Sharon Bulova, former chairman of the Fairfax County Board of Supervisors and former Virginia Secretary of the Commonwealth, has been appointed to the board of visitors of the University of Mary Washington.
