Perhaps the only question in doubt, related to the 8th District congressional race, is whether incumbent Don Beyer picks up just under, or just over, 70 percent of the vote in a district that is as solidly Democratic as they come.

Senior Olympics Bring Out Competition, Fraternity SCOTT McCAFFREY Staff Writer

Next time you feel like just lounging around, putting off exercising yet again, think about Vera Punke and Hilda Gross.

While you’re on the sofa, they’re out and about, staying active, every day – and they’re 101 and 100 years old, respectively.

Punke (of Arlington) and Gross (Burke) are the most seasoned of the 918 entrants in the 2016 Northern Virginia Senior Olympics, which kicked off Sept.

10 and will run through Sept. 21 at venues across the region.

It’s the highest turnout in the 34-year history of the program, up 4 percent from last year’s record. All told, competitors will take part in a cumulative 2,311 events, from running and biking to bridge and mah jongg.

“When the Northern Virginia Senior Olympics first began in 1982, there were about 75 participants,” said chairman Jim Mackenzie. This year, in contrast, 544 men and 374 women will take part.

Among them: Albert Arcand Jr. of Woodbridge, who won a medal even before the opening ceremonies began. Arcand captured the gold in his age group in the 3-mile walk, held at Thomas Jefferson Community Center in Arlington.

“It’s fun,” said Arcand, who won in the 60-to-64 age group. Two years ago, he

took first in the category; last year, he was second. The goal is to do your best, not necessarily to come out on top.

“It’s not that competitive – everyone enjoys it,” said Arcand, who had registered to compete in several other events during the 12-day competition.

“The worst you can do is come in last,” he said.

(Just finishing is often victory in itself; one competitor got a rousing rendition when he made it to the finish line – behind all the others – in his heat in the male 3mile walk. Turns out he was competing in the 90-to-95 age group, and ended up taking the gold medal.)

The Senior Olympics initiative is sponsored by the counties of Arlington, Fairfax, Fauquier, Fairfax and Prince William and the cities of Alexandria, Fairfax and Falls Church, along with private organizations.

Plus, “there’s a large number of volunteers . . . who make sure the events run smoothly,” Mackenzie said. “They do great work.”

Arlington County Board Chairman Libby Garvey, who welcomed those attending the opening ceremonies, said the 50-and-older demographic is setting an example for younger generations.

“Getting old doesn’t mean you have to stop moving,” Garvey said, pointing to her 88-year-old mother, who, after recuperating from a broken knee in the spring,

The effort is growing not simply in total number of participants, but in participating localities. Fauquier County joined the Senior Olympics consortium a few years ago, and hosts cycling events at Vint Hill Village Green.

“Word is getting out,” said Donald Johnson, who chairs the board of Fauquier County Parks and Recreation. “Our general populace is finding out this does exist.”

Trump Set to Make a N.Va. Fund-Raising Stop

Several Business Leaders to Host McLean Event for GOP’s Nominee SCOTT McCAFFREY Staff Writer

Republican presidential candidate Donald Trump will visit Northern Virginia on Friday for a fund-raising reception at the home of Mercedes and Giuseppe Cecchi in McLean.

Tickets for the event start at $10,000 per couple, according to a copy of the invitation obtained by Politico.

For $25,000 per couple, “co-hosts” can attend the reception and have a photo opportunity with the candidate. The top sponsorship level, $100,000, includes six tickets to the reception and photo opportunity.

The time and exact location of the event were not provided in the invitation.

Giuseppe Cecchi is president and chief executive officer of the IDI Group Companies, a major developer of condominium and commercial projects in the Washington area. Projects the company has been associated with include the Watergate complex, Leisure World in Loudoun County, Rosslyn Center and the Ballston Metro Center.

Other co-chairs for the event, according to the invitation, include real estate developers Milt Peterson, principal and chairman of the Peterson Companies, and Dwight Schar, the founder of homebuilder NVR Inc. Independent Candidate in 8th District Wants Change in Congressional Atmosphere: He came out of nowhere, politicswise, and barring a big surprise on Nov. 8 is likely to recede into the pantheon of those who fell short at the ballot box.

But based on his performance at the Sept. 6 Arlington County Civic Federation candidate forum, independent congressional candidate Julio Gracia seems to be enjoying the ride.

Hernick. The campaign event was the first time Beyer had met him, and probably the first time most in the audience had heard of him.

But Gracia has proved he was no shrinking violet.

“We have to change the way Congress does business,” he said on the dais while making the case for his two priorities: restructuring/simplification of the tax system and universal health care.

“Whether you get health insurance should not be an accident of where you work,” Gracia said, while also pressing for streamline regulation of entrepreneurs to “make it easier for businesses to prosper.”

Gracia has been running mostly under the radar even after he met the requirements to get on the Nov. 8 ballot. Unlike 2014, when the Libertarian and Green parties fielded candidates to take on Beyer, third parties have no candidates on the ballot this year.

Beyer is unlikely to sweat it out waiting for the results: The 8th District competes with the 3rd District as most reliably Democratic in Virginia. Beyer won 63 percent of the vote in a five-candidate field two years ago, and is likely to be boosted this time out by both incumbency and higher turnout due to the presidential election.

Gracia said he does not plan to raise

He supports campaign-finance reform, taking an indirect shot at Beyer: “The current environment of money [in politics] is un-democratic,” Gracia said. “Every multi-millionaire has the right to run, but it shouldn’t be a qualification.”

(Later in the program, Beyer said Gracia was wrong to characterize Congress as polarized. “It’s a friendly place, very collegial,” the incumbent said. “I spend a lot of time on the Republican side.”)

Gracia also got off what arguably was the best line of the night: When Hernick said conventional wisdom suggests the race was already over before it began, Gracia, in mock horror/outrage, jumped in with “Whaaaaaat?” and got a laugh.

Comstock, Bennett Weigh in on Farm Policy: 10th District congressional competitors Barbara Comstock and LuAnn Bennett have laid out their priorities for farm policy in a questionnaire released by the Virginia Farm Bureau Federation.

All candidates in Virginia’s 11 congressional districts were invited to participate.

Rep. Beyer: ‘My Work Has Just Begun’ Democrat’s Bid for Second Term Benefits from District’s Voting Pattern SCOTT McCAFFREY Staff Writer

With the political demographics virtually guaranteeing his return to Congress, U.S. Rep. Don Beyer (D-8th) used his formal campaign kickoff to look ahead.

“I feel a great deal of optimism – my work . . . has just begun,” Beyer said during a gathering that attracted about 100 political leaders and supporters to Bon Air Park in Arlington on the steamy afternoon of Sept. 10.

Among those on hand were a host of current (Mark Sickles, Mark Levine, Dick Saslaw) and former (Bob Brink, Mary Margaret Whipple) legislators, as well as Arlington County Board Chairman Libby Garvey.

Beyer said Democrats need to be “patient and relentless” in pushing their priorities while in the minority on Capitol Hill, and said he planned to stick around to try and flip the party to the majority.

“I hope there will be a couple more,” he said of future races, which for the U.S. House occur every two years.

Beyer, 65, was elected in 2014 to succeed U.S. Rep. Jim Moran in the 8th District, which includes Arlington, Alexandria, Falls Church and a portion of Fairfax County. While he has opposition – Republican Charles Hernick and in-

dependent Julio Gracia share the ballot – the district is reliably Democratic, even more so in presidential years. Beyer’s 63percent share of the vote two years ago could approach, or exceed, 70 percent on Nov. 8.

“I’m having fun,” Beyer said, using a phrase he repeats at nearly every public gathering. The election, he said, “gives us a chance to think again why we’re Democrats.”

Less extroverted than his congressional predecessor, Beyer’s policy priorities shade to the wonky side: Investment in infrastructure, science and innovation; re-

finements to health-care reform; gun-control legislation; and measures to address climate issues.

A sexy litany? Perhaps not. But Beyer, who served for eight years as Virginia’s lieutenant governor before losing the governor’s race to Republican Jim Gilmore in 1997, said he enjoys the political arena.

“Almost all my best friends – and my wife – I met through politics,” he said. “I am so lucky.”

His supporters echo Beyer’s stated willingness to work across the political aisle.

State Sen. Adam Ebbin (D-30th) called him “a compassionate bridge-builder” and “a thoughtful voice.”

Ebbin, who was among the field of Democrats vying to succeed Moran in 2014, noted that Beyer had seen five pieces of legislation win approval in the Republican-dominated House of Representatives, a place where “it’s easier [for a Democrat] to pass a kidney stone.”

But Ebbin said Beyer will not shrink from political principle.

“Don doesn’t shy away from a tough situation,” he said.

Nor, apparently, does he shy away from promoting the family auto business, at least in a jocular way.

“If any of you need a car . . .,” Beyer told the audience before trailing off amid laughter.

Our View: Cheating Your Way to Higher SOL Scores?

A long-ago episode of “The Simpsons” saw the principal of Springfield Elementary School send underachieving students on a long bus ride just as standardized testing was being conducted at the school. What better way to improve average scores, he reasoned, than eliminate the low-scorers?

Life imitated art last school year at one area elementary school, according to investigations by the local school district and the Virginia Department of Education as reported by The Washington Post and Alexandria Gazette-Packet.

According to reports, the principal at Cora Kelly School for Math, Science & Technology in Alexandria had staffers call up the parents of low-performing students before statemandated Standards of Learning tests (SOLs) were set to be administered, offering a gentle hint that those parents had the right to “opt out” from the testing.

One line from the Post coverage stood out: “Cora Kelly has been lauded for its [recent] high performance on test scores.”

Well, if you ask certain students to take a bus ride (as in “The

Simpsons”) or simply opt out of the tests (as at the Alexandria elementary), scores are bound to rise, aren’t they?

Illegal? Apparently not. Unethical? One would certainly think so, although the principal in question will probably get to keep his job and retain his “distinguished principal of the year” award bestowed by the Virginia Association of Elementary School Principals before the scandal broke.

Those who should be the most outraged are the parents who received the telephone calls. They were being told, in effect, that their children are a drag on their school and classmates, and now surely can’t help but feel the school has little interest in the academic well-being of some students.

Two questions before we go: First, shouldn’t the Virginia Department of Education be taking a hard look – statewide – on whether this practice is prevalent; and second, why in the world are parents allowed to decide their children can opt out of state exams designed to measure the broad-based performance of students, schools and districts?

Bennett Just Doesn’t Have Much to Run On Editor: The one-note campaign of LuAnn Bennett, heard all around McLean and the rest of the 10th District, seems to be she doesn’t like Donald Trump.

Join the crowd. Few do, but SO many don’t like Hillary Clinton, either. This is a horrid presidential race, with poor choices all around.

When voters choose candidates for Congress in McLean, it shouldn’t be about either of these dreadful choices for president, but about the two candidates running for the job.

Bennett has made clear her campaign is not about issues. That’s not surprising. She hasn’t lived in McLean for most of the past decade. She talks about the 10th District, but has much more in common with the 8th District

(where I happen to live by a few blocks in McLean) – one represented for years by her former husband, Jim Moran, the left-wing Democrat who represented Alexandria and Arlington.

Barbara Comstock has always been her own woman and a woman of significant personal and legislative accomplishments. She has served the 10th District and McLean with honor. Her work in the General Assembly was also special.

Comstock has been a leader for our region on stopping the defense sequester cuts; passing a transportation bill; cutting our personal, small-business and research-and-development taxes. She is leader on technology, and now chairs a research and technology subcommittee in Congress. She has long been

a leader supporting legislation to stop human trafficking and now has become a champion for those who are battling addictions like heroin – helping pass the landmark legislation just signed into law. She also has the support of every business group.

It’s no wonder the serious Democrats couldn’t get anyone who was living in Virginia’s 10th to run against Comstock. Nancy Pelosi imported Bennett from the Ritz Carlton in D.C. and tore her away from her D.C.-based business.

Now it’s clear that LuAnn Bennett doesn’t want to run against Barbara Comstock either, and is instead going to run a one-note, negative campaign devoid of substance.

Editor: We are fortunate in the 10th Congressional District to have a member of Congress who comes from a family of educators and knows our pre-K, K-12 and university system very well.

In her first term in Congress, Barbara Comstock worked on a bipartisan basis to get the Every Student Succeeds Act passed.

The legislation reduces the federal role in our schools and restores local control to empower local school districts and parents.

When I talk with our local teachers and parents involved in our public-school system, they are very appreciative of this new legislation. The bill

had a broad range of support, from the National Education Association to the National Alliance for Public Charter Schools and the National Governors Association. It also removed any requirements to force Common Core on schools – something Virginia never adopted.

Comstock’s opponent has no such depth in Virginia public schools or universities. She was not involved in any of our public schools or Virginia universities.

Bennett was appointed by her friends in the District of Columbia (where she was living until last December) to the board of trustees of the University of the District of Columbia, where she

voted to raise tuition costs by as much as 20 percent. We don’t need that kind of backward D.C. policy experience for Virginia.

Bennett to Tackle Pay Disparity Editor: The gap in pay between men and women in Virginia is largest in the 10th Congressional District (32 percent), and U.S. Rep. Barbara Comstock (R-10th) claims it is not an issue. She has repeatedly voted against improvements to the Equal Pay Act of 1963, citing it as a “leftist” partisan issue.

Yet, the facts are that pay disparity remains a real issue. In the most recent data from 2014, the average male salary in the 10th District was $87,121 and the average female salary was $59,054. No other congressional district in Virginia has as large a difference. Two-thirds of women are either the major breadwinner or the co-breadwinner in their families, so the issue has a large economic impact.

Almost two-thirds of persons making a minimum wage are women. While some of the pay disparity can be explained by college major, profession, experience and other factors that influence salary levels, not all of it can.

To help close the gap, bills have been

presented in Congress to provide incentives for employers to comply with the Equal Pay Act, strengthen penalties for violations and prohibit retaliation against employees who raise questions about wage practices or who disclose their own wages.

LuAnn Bennett supports these amendments. She cites a situation where a female employee in a fast-food restaurant, who started working at the store at the same time as one of her high-school classmates, mentioned to him that she just got a raise from $8 to $8.15 an hour.

He was surprised, since his initial salary was $8.25 an hour. When the two talked to their manager to ask about the difference, he fired them both. That is not fair.

Equal pay is not a partisan issue. It is one that can affect all of us. We have a chance to change policy on this issue by voting for LuAnn Bennett who will work to create more fairness for women in the workplace.

Warning Bells on Meals-Tax Plan Editor: It is time for an honest conversation about the proposed meals tax to be on the Fairfax County ballot Nov. 8.

If approved, an additional 4-percent tax would be added to every preparedfood and restaurant meal across the county, in addition to the existing 6-percent sales tax.

Proponents claim that most of the tax burden will be carried by visitors to the county. That is simply not true. The tax will impact those who can least afford to pay it: low-income and fixed-income residents (senior citizens, young people, students and busy families where both parents work).

Yes, a portion of the additional tax revenue is designated for Fairfax County Public Schools. However, the School Board and the Board of Supervisors have avoided defining where and how this estimated $100 million in new tax revenue will be spent. Why? Bottom line: The proposed meals tax is a regressive sales tax that hits lowand middle-income working families the hardest, targeting a single industry.

With 40,000 food workers in Fairfax County alone, this will impact the small, family restaurants much harder than the large chains.

Musicologist Embraces New Role with Choral Society Veteran educator and musicologist Mike Horanski has been named artistic director of the Vienna Choral Society, with a goal of moving the nearly 20-yearold organization forward as a local and regional music force.

Horanski has served as director of high-school choral activities at Robinson Secondary since 2005, directing five choral ensembles and sponsoring the Robinson chapter of the Tri-M music honor society. He also currently serves as president of the Vienna Choral Directors Society.

In addition, Horanski serves as director of music at Lord of Life Lutheran Church in Fairfax.

The Sun Gazette recently asked Horanski some questions about his plans for the Vienna Choral Society (VCS).

What led you to pursue artistic-director position?

I was inspired by the vision and mission of VCS. I embrace the fact that it’s a teaching choir with the desire to grow and improve. I like the fact the choir is not strictly “one genre,” and has a healthy mix of extended works and other program-

ming. It was exciting for me to embrace an additional choir into my life and to become a part of their community.

Your background includes lengthy experience at the secondary-school level. What is different about a community-based organization such as the Vienna Choral Society, and what is the same? You’ve also worked at religious institutions; what do they share in common with community-based groups, and where are there differences?

I think there are more similarities than differences. Whether a choir is gathered in a school, church, or community setting, the members are looking for an experience to express the art form of choral music. Sometimes the “packaging” is a little different, but most of all, people want to sing well, be a part of a community and leave feeling as if their spirits have been lifted by the beauty of singing and music.

For a local resident who’s on the fence about supporting a group like the Vienna Choral Society by attending or contributing, what would your “pitch” be? What role does music play in the fabric of civic life?

Music plays a central role in our lives

in ways we don’t even consciously realize. For example, would “Star Wars” be the same without John Williams and his compositions? Music is a natural uniting force. It is one of the reasons why I chose “music” as the central theme of my first

concert. Additionally, music is something that everyone can do together.

VCS is in my opinion the ultimate adult-education opportunity. Music builds community and whenever people come together to celebrate or to mourn, music is present. It is a way for people to express what they can’t say in words.

People need community now more than ever. Whether you are a part of the performance or the audience, the music can unite everyone.

My hope really is to bring people back to the fold who maybe sang as a young person or in high school and for whatever reason got away from it. This group gives people a chance to discover music all over again.

The Vienna Choral Society performs works of a wide range of genres and eras.

Is that something that appeals to you?

Yes, absolutely. I really enjoy programming all types of literature from Mozart, to folk music, world music, and contemporary. I enjoy having a wide palette to choose from when programming for VCS.

Vienna/Oakton Notes VIENNA WINS ‘WILDLIFE-FRIENDLY’ DESIGNATION: Vienna has become the

ninth community in Virginia and the 92nd nationally to earn National Wildlife Federation certification as a wildlife-friendly community.

“We should all be very proud – this effort epitomizes the think-globally, act-locally philosophy,” said Bob Robinson, a member of the town government’s Community Enhancement Commission, which partnered with the Vienna Parks and Recreation Department and the Ayr Hill Garden Club on the certification effort.

“Vienna is making progress in addressing habitat loss and the decline in songbird species, as well as pollinators such as bees and butterflies, which are essential to our food system,” Robinson said.

About 150 homeowners, businesses, schools, religious and community organizations participated in the effort by having their properties individually certified.

The town government demonstrated a wide range of educational and outreach efforts related to wildlife habitats as part of the certification process, which took about 10 months – far less time than the usual period.

A certification ceremony with National Wildlife Federation officials will be held on Friday, Sept. 16 at 7:15 p.m. on Church Street as part of the “Chillin’ on Church” event. A native tree will then be planted at the Town Green.

town government will present “Chillin’ on Church Street,” a street fair along historic Church Street, on Friday, Sept. 16 from 6:30 to 9:30 p.m.

“It’s nice to bring a block party right to the center of Vienna,” said town parks director Leslie Herman. “This is a low-key event designed to allow folks to meet up with friends and neighbors and just chill and really enjoy a fun, relaxing evening.”

American Legion Post 180 will have barbecue and beer for sale, and several food trucks will provide options. There will be games for children at the Vienna Town Green and the lawn of the Freeman House, and the group Chump Change will perform.

Pending Sales See Strength in Most of U.S. Pending home sales expanded in most of the country in July and reached their second highest reading in over a decade, according to the National Association of Realtors. Only the Midwest saw a dip in contract activity last month.

The Pending Home Sales Index, a forward-looking indicator based on contract signings, rose 1.3 percent to 111.3 in July from 109.9 in June, and is now 1.4 percent higher than July 2015 (109.8). The index is now at its second highest reading this year after April (115.0).

Lawrence Yun, NAR’s chief economist, says a sizable jump in the West lifted pending home sales higher in July.

“Amidst tight inventory conditions that have lingered the entire summer, contract activity last month was able to pick up at least modestly in a majority of areas,” Yun said. “More home shoppers having success is good news for the housing market heading into the fall, but buyers still have few choices There’s little doubt there’d be more sales activity right now if there were more affordable listings on the market.”

Regionally: • The PHSI in the Northeast moved up 0.8 percent to 96.8 in July, and is now 1.1 percent above a year ago.

• In the Midwest, the index decreased 2.9 percent to 105.8 in July, and is now 1.1 percent lower than July 2015.

• Pending home sales in the South inched higher (0.8 percent) to an index of 123.9 in July and are now 0.4 percent higher than last July.

• The index in the West surged 7.3 percent in July to 108.7, and is now 6.2 percent above a year ago.

Recent residential construction data shows that the size and costs of new homes has moved downward over the past year. According to Yun, this is an early indication that home-builders are beginning to shift away from building larger, more expensive homes for the upper end of the market to focusing more on properties geared for buyers in the middle and lower price tiers.

“Realtors in several high-cost areas have been saying for quite a while that there is robust demand for single-family starter homes and townhomes at an affordable price point for young buyers,” Yun said.

Pentagon Death Toll Could Have Been Catastrophic Many Workers Had Been Relocated as Renovations to Headquarters of Defense Department Took Place SCOTT McCAFFREY Staff Writer

Renovations – and perhaps some pure luck – led the death toll at the Pentagon on 9/11 to be far, far less than it might have been, one of those on command at the scene 15 years ago believes.

American Airlines Flight 77 hit a side of the building that was largely unoccupied due to ongoing renovation work on Sept. 11, 2001. As a result, the death toll was just 125 inside the building, in addition to the 64 (including five hijackers) on the plane.

Had the jetliner hit another side of the building, or had the renovations been completed and most of the staff back at work on the portion of the building that was struck, “losses would

have exceeded New York City,” said James Schwartz, now a deputy county manager in Arlington and in 2001 the second-in-command to Arlington Fire Chief Edward Plaugher.

Schwartz spoke at the Aug. 31 meeting of the Kiwanis Club of Arlington.

The death toll from the attacks on the World Trade Center came to 2,753 – 2,606 in the buildings and on the ground plus 147, including hijackers, in the two planes that impacted the skyscrapers.

It’s a total that easily could have been exceeded – “easily” – at the Pentagon, Schwartz said, since the plane caused extensive damage through three of the concentric rings of the building, where at a normal time 3,000 to 5,000 people might have been. All told, about 26,000 people go to work each day at the Pentagon.

Looking back at the event from the perspective of 15 years’ time, Schwartz

said he remains struck at the behavior of those who were in the Pentagon at the time of the attack.

“The heroes of that morning were the occupants of that building – not only helping people out of the building, but going back many times,” he said.

With one exception – a woman who was injured in the attack and later died – everyone who emerged from the Pentagon alive on 9/11 lived to tell the tale.

Schwartz, who later served as fire chief, last year was promoted to a deputy county manager. He was among the speakers at a 9/11 retrospective held Sept. 8 in Arlington.

Also speaking was retired U.S. Army Maj. Gen. James Jackson, who was commander of the Military District of Washington during the attack and served as a liaison to local communities. “He played that role very well,” Schwartz said.

Moroccan Carrier Debuts Boeing 787 Non-Stop Service to Dulles The Moroccan national carrier Royal Air Maroc made its first nonstop flight from Casablanca to Washington Dulles International Airport on Sept. 8, inaugurating three-times-a-week service between the local region and the North African city.

Royal Air Maroc received U.S. Department of Transportation approval for the route last December. It is using Boeing 787 aircraft, which it also uses to fly between Morocco and New York’s John F. Kennedy International Airport.

Flight time is about 7.5 hours eastbound, 8.5 hours westbound to cover 3,800 miles between the two cities. The inaugural flight was slated to arrive at Dulles at 9:55 p.m., then turn around and begin its journey back to Casablanca at

11:40 p.m.

The flight also is designed to provide one-stop service to the Moroccan vacation destination of Marrakesh, as well as connecting service to the Royal Air Maroc flight network.

Transportation Notes TRANSIT RIDERSHIP SEEING A BROAD-BASED DECLINE: Transit rider-

ship across Northern Virginia was down 6 percent in the fiscal year ending in June compared to a year before, according to new data, with nearly every regional bus and train system seeing declines.

A total of 148.7 million trips were taken on the Metro system and seven other regional transit systems during the year ending June 30, down from 158.1 million a year before, according from the Northern Virginia Regional Commission.

More than two of every three transit trips taken in the region during the year (102.7 million) was on Metro’s rail system, which posted a ridership decline of 6.7 percent. Declines occurred at all stations in Virginia except the Greensboro, McLean and Tysons Corner stations on the Silver Line.

Metrobus ridership totaled 20.1 million during the fiscal year, down 4.6 percent.

Among local transit systems, only two – Arlington Transit (up 13.8 percent to 3.2 million rides) and Loudoun County Transit (up 0.9 percent to 1.8 million) saw year-over-year increases.

ORANGE LINE STATIONS TO BE IMPACTED BY 42 DAYS OF ‘SAFETRACK’:

Travelers who rely on stations at the western end of the Orange Line should gird for 42 days of unpleasantness, as the Metro system’s “SafeTrack” effort hits several local stations Sept. 15 to Oct. 26.

There will be single-tracking taking place weekdays along the route of the Vienna, Dunn Loring and West Falls Church stations, with trains running every 24 minutes (every 20 minutes after 10 p.m.). Officials say those using the stations should expect conditions to be “extremely crowded.”

During weekday rush hours, limited free shuttle-bus service will operated every 5 to 10 minutes to connect the Vienna and West Falls Church stations. It will not serve the Dunn Loring station. Regular Orange Line service will run from West Falls Church to New Carrollton.

On the weekends of Sept. 24-25 and Oct. 1-2, the Vienna, Dunn Loring and West Falls Church stations will be closed, with shuttle buses replacing trains. On the weekends of Oct. 8-9 and 15-16, the Vienna and Dunn Loring stations will be closed, with shuttle-bus service.

at 1:48 a.m., a Vienna police officer observed a vehicle make a traffic infraction at Courthouse Road and Cherry Street, S.W., police said.

As the officer approached the vehicle, he could smell the odor of marijuana coming from within, police said. The occupants denied there was any marijuana in the vehicle, police said, but a search turned up a measurable amount.

The 22-year-old male driver from Reston and a 21-year-old passenger from Herndon were charged with felony possession of marijuana and contributing to the delinquency of a minor, and were transported to the Fairfax County Adult Detention Center. The juvenile in the vehicle was released to parents.

BURGLARY TURNS OUT TO BE UNLAWFUL ENTRY INSTEAD: On Sept. 5 at 10:52

p.m., a Vienna police officer responded to the 1000 block of Desale Street, S.W., for a report of a burglary in progress.

The officer observed three juveniles flee the back yard of a home, and was able to detail all three, police said.

After an investigation, the officer determined that no burglary had occurred, but an unlawful entry did. The juveniles were turned over to their parents.

na police officer observed a vehicle make a series of traffic infractions in the 200 block of Locust Street, S.E., police said.

In speaking with the driver, the officer detected signs of possible impairment, police said. The driver failed field-sobriety tests, police said, and declined to take an official breath test.

The driver – a 26-year-old Vienna man – was arrested for driving while intoxicated and refusal of a breath test, and was held at the Fairfax County Adult Detention Center.

Park Terrace Court, S.E., in Vienna called town police on Sept. 1 at 8:20 p.m. to report the family’s dog found a dead bat inside the home a day before.

The caller told police the family physician was alerted, and the first round of rabies shots was underway.

The bat was taken to the state lab for testing, and the dog was placed in 45-day quarantine.

July’s Sales Decline Statewide Median sales prices held steady but total transactions declined in the Virginia real estate market in July, as the market embarked on its transition from the busier spring-summer market to the softer sales of late summer and early autumn.

Sales across Virginia in July totaled 11,265, down 4.7 percent from July 2015 but higher than the same month 2013 and 2014, according to figures reported Aug. 23 by the Virginia Association of Realtors (VAR).

VAR president Bill White said the market performance was more or less “consistent” with expectations, given the ongoing lack of homes on the market in many parts of the commonwealth.

“Sellers are still poised to capitalize on inventory constraints, and buyers still have access to historically low interest rates,” he said.

It may be that lack of inventory that is keeping prices up: The median sales price of all homes that sold statewide in July across Virginia was $278,000, up 1.1 percent from the $275,000 recorded a year ago. (In June, when the Old Dominion market usually is at its peak, the median price had been $289,500.)

For homes that went to closing in July, the average amount of time it took for homes to go from listing to ratified sales contract was 60 days, down from 64 days at the same point a year ago.

Total sales volume for the month was $3.8 billion, down from $3.96 billion a

year before, while total volume for the first seven months of the year was 5.1 percent higher than at the same point in 2015 ($22.1 billion vs. $21 billion).

Mortgage-interest rates remain at historic lows, with the average 30-year, fixedrate mortgage down to 3.44 percent in July, according to Freddie Mac. Economic conditions statewide are mixed. Unemployment is relatively low, but there are hints that those in the lower economic segments may not be building the type of wealth needed to provide home-ownership opportunities.

Leading 14-0 in the first quarter and moving the ball as they wanted, the host Hill Huskies FOOTBALL Flint appeared well on their way to a comfortable victory over the Paul VI Catholic Panthers.

Then, game-ending second-quarter injuries sidelined two of Flint Hill’s best and most explosive players, significantly stalling the Huskies’ offense the rest of the way in the high school football team’s eventual 27-14 victory Sept. 10.

With running back Jordan Houston (ankle sprain) and slot back Trey Rucker (leg cramps) out, Flint Hill had to get creative on offense. Before being injured, Houston had rushed for 90 yards and Rucker had 22 yards rushing to set up one touchdown and caught a 26-yard scoring pass from Walker Venable.

Junior running back Mark Lewis picked up the slack, rushing for 132 yards on 19 carries.

With a three-touchdown explosion in the fourth quarter, the host Marshall Statesmen (1-1) rallied to defeat the McLean Highlanders, 21-6, Sept. 9 in a sloppy high school football game that had seven turnovers, 191 yards in penalties and multiple blown scoring opportunities by both teams.

The game was scoreless at halftime, then McLean (0-2) took a 6-0 thirdquarter lead on a 29-yard pass from John Kelly to Gavin Legg.

Marshall’s comeback was led by senior quarterback Markel Harrison. He ran for 126 yards and a touchdown and threw for 130 yards on 7 of 15 attempts and one TD. 22

FOOTBALL ROUNDLUP The touchdown pass was for 58 yards to Elijah Weske (3 catches, 103 yards) with 11:49 left in the game. The first of three extra points by Kevin Hernandez gave Marshall a 7-6 lead. The advantage became 14-6 with 8:41 left on an 18yard scoring run by Gariepy Nicholas (36 yards rushing and three catches for 20), then 21-6 on Harrison’s one-yard sneak with 5:27 left.

Brendan Dudding had 51 yards rushing for Marshall, which won despite three turnovers and 14 penalties for 140 yards.

McLean was hurt by four turnovers and the loss of running back George

Stimson (74 yards rushing) to an injury early in the second half. McLean’s offense was slowed after that.

Adam Taylor rushed for 47 yards for McLean, Carter Govan for 35, and quarterback John Kelly was 5 of 13 passing for 61 yards. Govan caught two passes.

On defense for McLean, Govan had an interception; Robert Konnick and Solomon Onyejekwe were in on sacks; Legg had a tackle for a loss and a fumble recovery; Onyejekwe had one other tackle for a loss, as did Taylor, Charlie Salt, Ryan Nader and Thomas Vaccaro.

AUTUMN BRENNER: McLean High School graduate Autumn Brenner, a freshman on the women’s volleyball team at the College of William and Mar, was named the Colonial Athletic Association’s Rookie of the Week on Aug. 29 after the squad’s opening weekend at Clemson’s Big Orange Bash.

Brenner got the call to be the team’s setter in all three matches and all 15 sets.

She responded with 8.8 assists per set

(132 total). That ranked second among all players at the four-team tournament, and places Brenner fourth in the CAA after the first weekend of play.

Brenner’s 132 total assists is currently the highest total among all conference players, and more than the totals put up by five other whole teams. She also had five aces over the weekend, as well as 25 digs, six blocks, and seven kills while hitting .375 percent.

In the season-opening victory over Clemson, Brenner made her collegiate debut with 39 assists, eight digs and three kills; then had a weekend-best 52 assists with two aces and three more kills against Wofford.

She wrapped up the weekend with her first double-double, 41 assists and 13 digs, in the five-set match against High Point, and also added two more aces and three blocks.

Fairfax County Notes FAIRFAX SEES DECLINE IN AVERAGE WEEKLY WAGE: The average paycheck

for those employed in Fairfax County declined from the first quarter of 2015 to the first quarter of 2016, according to new federal data, but remains among the highest in the nation.

Those employed in Fairfax County – no matter where they live – saw an average weekly paycheck of $1,622 for the January-to-March time frame, according to figures reported Sept. 7 by the federal Bureau of Labor Statistics.

That’s a decline of 1.8 percent from a year before, compared to a decline of 0.5 percent to $1,043 nationally during the same period.

Among the nation’s 344 largest counties, Fairfax ranked 260th from the top in wage growth. Nationally, 164 of the nation’s largest counties saw year-overyear increases, with Clayton, Ga., up the highest at 15.5 percent, followed by King County, Wash. (5.1 percent) and San Mateo County, Calif. (4.8 percent).

Nationally, the highest reported weekly wage for the quarter was found in in New York County (Manhattan), N.Y., at $2,783, and Santa Clara, Calif., at $2,210.

Among Virginia localities, average weekly wages for the first quarter of 2016

stood at $1,734 in Fairfax County (down 0.2 percent and ninth nationally), 1,400 in Alexandria (down 0.1 percent), $1,193 in Loudoun County (down 1.1 percent), $1,173 in Richmond (down 3 percent), $1,028 in Henrico County (down 4.5 percent), $1,016 in Newport News (down 2.4 percent), $987 in Norfolk (down 2 percent), $840 in Chesterfield County (down 2.3 percent), $838 in Prince William County (up 1.2 percent), $765 in Virginia Beach (down 1.3 percent) and $763 in Chesapeake (up 0.1 percent).

(Because, in Virginia, cities are completely independent of their surrounding counties, the federal government includes them in the county data.)

The District of Columbia ranked in eighth place at $1,766, and was the only other locality in the region to reach the top 10.

its inaugural K-9 Krawl 5K in honor of Domestic Violence Awareness Month.

The event was created to raise awareness of domestic violence and pet abuse.

The 10th-anniversary race is slated for Saturday, Oct. 15, at 8:30 a.m. at the Fairfax County Government Center.

As in years past, this event is free to the public and made possible by donations from the community and the combined efforts of the department’s Victim Service’s Section and the Domestic Violence Unit.

This event continues to increase in participation and grows bigger and better every year, police said. This fun event family will include music, face painting, pet portraits, a new pet-costume contest, free giveaways and free raffle items.

The Fairfax County Fire and Rescue Department will bring a ladder truck and the police department’s K-9 Unit will conduct a demonstration.

There will also be an opportunity to adopt available dogs brought by the Fairfax County Animal Shelter.

Pets are part of the family and abusive partners often use the bond between victims and their companions to control, manipulate and isolate them. Many victims have reported that their partners have threatened, hurt, or even harmed their pets.
