Fairfax County Park Authority officials have postponed their decision adding synthetic turf to an athletic field at Nike Park in Great Falls following some residents’ objection to the potential use of

crumb rubber for the field’s surface.

The Park Authority plans to add synthetic turf at the site’s Field No. 7, which also serves as a memorial to late Great Falls resident Vanessa Pean, who died in a 2005 automobile crash.

The Great Falls Citizens Association’s Executive Board on June 28 passed a res-

olution expressing concerns about crumbrubber fields’ health and safety effects on children and their impacts on storm water, a critical concern in Great Falls where many residents rely on wells for water.

After push-back from the local community in 2012, the Park Authority chose to cover Field No. 4 at the site with an

alternative surface called TPE, which is made from ground-up bottles, and according to proponents, offers fewer health drawbacks that crumb rubber, which is made from pulverized auto tires.

McLean Rotary Club Celebrates Student Success

The Rotary Club of McLean recently bestowed five scholarships through the club’s foundation.

Two of the scholarships went to students from Fairfax County Adult High School (also known as Pimmit). Those winners were: • Halima Mohamed, who came to the United States 12 years ago from war-torn Somalia and had to adapt to a new life and a new language. In addition to attending the school, Mohamed also is working as a home health aide and raising a family.

Despite her busy schedule, she still reaches out to other students who are struggling to learn English. Mohamed is earning high grades in school and received rave recommendations from her teachers and counselors. She plans to attend Northern Virginia Community College and would like to become a registered nurse.

• Rafael Rodriquez, who also is receiving high marks in school and had excellent reviews from his teachers and counselor. He originally is from Honduras and also had to master English upon arriving in the U.S. Rodriquez has spent 12 years working as a chef in various restaurants, is very involved with his church and participates in numerous volunteer programs. His ambition is to become an accountant.

students: • Kaan Taskintuna, who came to U.S. from Turkey while in the ninth grade and has done extremely well academically. He also is a student of music and a lead guitarist in a local band.

Taskintuna is a member of the McLean Rotary Interact Club. For several summers, he has worked as a volunteer in a hospital in Ankara, Turkey. He also has performed volunteer work at Franklin Sherman Elementary School and did tutoring at the Braddock Road Elementary School.

Taskintuna speaks four languages and has made the National Honor Society in both 11th and 12th grades. He plans to attend Carleton College. While Taskintuna is undecided on a college major, he plans to work toward achieving peace in the world and combating violence.

After Settling In, Library Chief Is Looking to Future BRIAN TROMPETER Staff Writer

Like the pop-up books she collects by the dozen, Fairfax County Public Library director Jessica Hudson is bursting with surprises.

Ever since working as a library page in California, she has been drawn to life in the stacks.

“I was paid to shelve books and I just thought that was the most fantastic job I’d ever heard of,” she said. “You’re 15, it’s the summer before high school and they’re offering to pay you above minimum wage to work in the air conditioning and talk with people about books. There was nothing wrong with that.”

Hudson, 31, last June succeeded Edwin “Sam” Clay III as director of Fairfax County Public Library, overseeing eight regional libraries and 14 community branches served by 433 employees and thousands of volunteers.

County libraries each year circulate more than 10 million physical items and more than 1 million electronic books. The former figure stays pretty steady, but the latter has been growing swiftly. Libraries must incorporate new technology to serve their patrons, Hudson said.

“We’re never going to stop circulating books and we’re not going to stop offering children’s story times,” she said. “Those things are the bread and butter of what we do. But we also need to be willing take on all of those new, exciting, shiny things that might bring in new users or provide a service to our community that is not being fulfilled somewhere else.”

The library system’s budget has fallen from roughly $33 million in 2008 to about $28 million today. The system took another $150,000 cut in the next fiscal year’s budget, which was absorbed by eliminating one full-time employee on the technical-operations staff and $70,000 from the system’s collection-development efforts.

Hudson hopes the latter can be made up by donations from the system’s founda-

tion and friends groups.

Hudson is excited about the recently reopened Pohick Regional Library in Burke, which received extensive renovations and technological upgrades, including iPads mounted at the end of shelving units that allow patrons to look up books on the spot.

“It’s shinier and has this vibrancy to it,” she said of the library. “It’s got these electric-blue walls, a teen center, earlylearning gaming stations for children and glass-fronted community-room spaces.”

Many of the same features will be added at Tysons-Pimmit Regional Library, renovations of which will be finished this October.

During her brief tenure, the library system has focused more on materials for children and youth.

“Kids don’t want to put a hold on something,” she said. “They would like to have something in their hands right now that they can take home and read.”

Early-literacy gaming stations do not connect with the Internet, but teach children science, math and English skills.

“It’s like when you add zucchini to cupcakes,” she said. “You hide the nutrition.

It’s the same thing with these computer games. You’re hiding the learning behind the fun of gaming.”

The system has a strong collection of electronic and audio books, but the audience for those is insatiable, Hudson said.

But unlike physical books, which the agency purchases outright, electronic materials currently must be leased.

“Many libraries across the nation have decided that this is not a good deal for them, so they are developing their own e-book platforms and working directly with vendors” such as mid-level presses and self-publishing companies, she said.

Fairfax County libraries are not doing so, but may work with other library systems in order to avoid paying developmental costs.

The system also has several 3-D printers for demonstrations only, as some parts become hot during operations and might injure someone who touched them, she said.

Library Board of Trustees member Sheila Janega, who represents Hunter Mill District, said Hudson abounds with energy and enthusiasm and has embraced the board’s priorities of technology, programming and collection development.

“She has such a wonderful, calm, great sense of humor, a way of bringing issues down to a reasonable level,” Janega said.

“She’s just a very positive, smart young woman.”

Darren Ewing, the board’s Dranesville District representative, is impressed by the progress Hudson has made.

“Jessica is young, energetic and has great ideas,” Ewing said. “She brings a breath of fresh air to this. It’s a big sys-

New Public-Art Effort Aims to Engage Students The Vienna Public Art Commission (VPAC) recently invited students from local schools to create their own artistic “posters” to be used as creative Band-aids to help brighten a local construction site.

Students from Cedar Lane School, Flint Hill Elementary School, James Madison High School, Louise Archer Elementary School and Vienna Elementary painted more than 15 wood panels currently on display around the community center construction zone.

The students’ colorful creations were painted on pieces of plywood that line the fences along Park Street, Cherry Street and Caffi Field, providing a “visual diversion from the growing pains of the town’s community center, which is being renovated and expanded,” town officials said.

Hudson earned a bachelor’s in business administration from California State University in Sacramento and a master’s in library science at San Jose State University.

She began as a library aide and worked her way up to library assistant and branch manager before spending most of 2011 as county librarian at the Tehama County Library in Red Bluff, Calif. She then held the same post from December 2011 to April 2014 at the Nevada County Library in Nevada City, Calif., and was county librarian for the Contra Costa County Library in California before coming to Fairfax County.

Hudson grew up in the Bay Area near San Francisco and inherited her book passion from her grandmother, an avid reader.

“I tell people my second career will be as a used-book-store owner,” she said.

Our View: Why Did McLean Project Fall Apart?

When news came several weeks ago that McLean Properties had abandoned its planned “Main Street McLean” project in the heart of the community, there were some who cheered and others who grimaced.

The decision to abandon the major redevelopment proposal left as many questions as answers, and while the developer isn’t obligated to provide a full explanation of the process that led to the proposal’s abandonment, it might be beneficial to all parties if there is an airing of the reasons.

There’s no question that opponents of the plan had the upper hand when it came to sheer noise volume; one participant in the community forums who came in from a neighboring jurisdiction left the events somewhat appalled at the level of incivility on display by some of the public.

On the other hand, there were those – residents who didn’t like the project – voicing complaints that those who put it on the table simply were paying lip service to community concerns.

After word began to spread that McLean Properties was pulling the plug on going forward, at least for now, the firm issued a statement that read: “Thank you to everyone who attended the Main Street community meetings, visited our Web site, and shared your questions/comments; we appreciate your input. Unfortunately, we have decided to withdraw our zoning application.”

Not a whole lot of specificity there.

Perhaps opponents of the proposal think they won a victory. But such prime parcels of land do not stay underdeveloped; something is going to happen on this large swath of real estate, and the question for local residents is whether it’s in the community’s long-term interest to help shape the future, or maintain a steadfastly confrontational crouch in hopes they can bat away any proposal that doesn’t meet their particular purity tests.

Neighboring Arlington and Falls Church in recent years have learned there is a price to pay when well-regarded developers feel it’s not worth their time to get involved in unnecessarily bloated and antagonistic planning processes, taking their money and creativity elsewhere.

Each of those jurisdictions has, relatively successfully, worked hard to improve its image with the development community – and each has worked to ensure that final say on redevelopment is based on the overall common good, not the loudest voices in the discussion.

We can’t say for sure whether we’d ultimately have supported McLean Properties’ proposal. But it does seem like an opportunity has been missed by not taking the process further along.

As noted earlier, the developer owes neither residents nor county officials a detailed explanation for the rationale behind pulling the plug. But if there is a chance this could be a “teachable moment” for those who participated in the process, perhaps such candor would be beneficial.

Fairfax County Notes WASTEWATER-TREATMENT PLANT AGAIN GETS PERFECT SCORE: Fair-

fax County’s wastewater-management program’s multi-year record of perfect compliance with its discharge permit is approaching two decades.

For the 19th consecutive year the Noman M. Cole Jr. Pollution Control Plant in Lorton has earned the Platinum Peak Performance Award from the National Association of Clean Water Agencies.

“It is a significant accomplishment, which fewer than a dozen of the nation’s 16,500 wastewater-treatment plants have won,” said Mike McGrath, division director of wastewater treatment for the Fairfax County Department of Public Works and Environmental Services. “It takes hard work to keep all of the pieces working to make this happen.”

The Peak Performance Awards recognize member-agency facilities for excellence in wastewater treatment, and recognizes the commitment, innovation and achievements of individuals and agencies in the clean-water community. This is the 30th time the plant has been recognized.

To be eligible for a Platinum Peak Performance award, a wastewater-treatment

facility must obtain and test 356 daily samples of treated water, plus 52 weekly samples and 12 monthly samples. Tests determine if cleaned wastewater released from a plant will or will not harm the environment.

Forty million gallons of wastewater are treated and released every day at the plant, county officials said.

COMMUNITY FOUNDATION SUPPORTS MASON’S BEE INITIATIVE: The Com-

munity Foundation for Northern Virginia recently presented a grant of $25,000 to the George Mason University Center for Innovation and Entrepreneurship and the Honey Bee Initiative.

“I’m thrilled about the grant,” said Lisa Gring-Pemble, an associate professor in the School of Business who is the director of social entrepreneurship and co-founder of the Honey Bee Initiative.

The initiative, Gring-Pemble said, “has tremendous momentum, and these additional funds are crucial to our progress and program expansion.”

Honeybees are in crisis, scientists believe, and bee health is critical to human survival. Bees pollinate one-third of the

food consumed around the world.

According to the university, Mason currently has a total of 37 hives under its care. The total population can range between 5,000 to 45,000 bees per hive, depending on the time of year. Hives are located both on the university’s campuses and at off-site locations.

REGISTRATION FOR SENIOR OLYMPICS SET TO OPEN: Registration for the

2017 Northern Virginia Senior Olympics is set to begin July 10, with competition taking place at venues across the region in September.

Participants must be at least 50 years old by Dec. 31.

The registration free is $13 plus $1 for every event entered, with a number of activities having additional fees.

Participants can register online at www.nvso.us or via mail with paper registrations that are available at most county recreation and senior centers in participating local jurisdictions. Registration forms can also be downloaded on the Web site.

Town Planning Commission OK with Live Music at Market BRIAN TROMPETER Staff Writer

Live entertainment is a sought-after cultural element in Vienna’s Maple Avenue Commercial zone, and Whole Foods Market has begun taking steps toward that end.

Store officials did not realize that their “Summer Series: Live Music on the Patio & Pub” violated the conditional-use permit of their store at 143 Maple Ave., E., so they are asking for town officials’ stamp of approval.

The Vienna Planning Commission on June 28 recommended the town’s Board of Zoning Appeals (BZA) allow live music to be performed at Whole Foods Market.

Commission members’ motion recommended the BZA approve a five-year-long conditional-use permit allowing live entertainment at the grocery store between 5:30 and 9 p.m. from June 1 through Sept.

30. Most of the acts would consist of one or two performers, Whole Foods representatives said.

The music would be performed on the outdoor patio unless inclement weather forced the show inside the store, town officials said. The commission’s motion also recommended that any outdoor lighting to supplement the shows be designed not to spill illumination off-site.

Some on the Planning Commission asked about setting a decibel limit for noise emanating from the store’s musical performances, but member Laurie Cole said the town, in response to a Virginia Supreme Court decision, does not use a decibel standard in its noise ordinance.

Commission member Mary McCullough asked that Whole Foods coordinate with the town’s Public Information Office and Parks and Recreation Department to ensure that performances at the grocery store did not conflict with nearby town events, such as ones held on the Town Green just across Maple Avenue.

McCullough also expressed irritation that some musical performances already had been conducted at the store, in violation of its existing conditional-use permit.

“I’m a little disappointed that Whole Foods isn’t in compliance with the town’s requirements,” she said. “If we are going forward . . . we must make sure businesses understand there are rules and regulations.”

Cole agreed with that sentiment.

“We need to send a message to the business community that we’re fair in our enforcement,” she said.

The Vienna BZA tentatively is scheduled to hold a public hearing on the matter July 19.

Whole Foods Market opened its Vienna store in fall 1996. The business was built as an adaptive reuse of a former Lowe’s hardware store.

County Planning Commission OKs Capital One Plan BRIAN TROMPETER Staff Writer

It took eight days to get the final word, but Capital One Bank officials needn’t have worried.

The Fairfax County Planning Commission on June 29 unanimously recommended the Board of Supervisors approve the bank’s request to increase building density at its Tysons headquarters site and add a Wegmans grocery store and multi-purpose facility for performing arts and other uses.

Capital One’s proposal “aligns so creatively with Fairfax County’s vision for Tysons as an urban center and will surely make a key contribution to Tysons’ becoming the next great American city,” said Commissioner Phillip NiedzielskiEichner (Providence District).

Barry Mark, vice president of workplace solutions at Capital One, issued this statement after the meeting: “The county, business and arts communities have been strong partners throughout this multi-year journey and we appreciate their ongoing support,” his statement read. “Fairfax County is Capital One’s home and we’re committed to helping further develop the county, and Tysons, into a vibrant community where businesses can thrive, and our employees, visitors and residents can live, work and play.”

Capital One’s proposed changes to its 2012 approved rezoning would increase development from nearly 5 million square feet to 5.2 million square feet. The site would have nearly 3.2 million square feet of office space, 253,000 square feet of retail space and 665,000 square feet of hotel space.

The performing-arts facility and grocery store would be built on Block C of the nearly 24.6-acre site, which is bounded by Route 123, Interstate 495 and Scotts Crossing Road. The 125,000-square-foot multi-use center would have a 1,500-seat auditorium, two classrooms and a 225seat “black box” theater space. It would replace a previously approved 30,000square-foot publicly operated community center.

The multi-use center would benefit Capital One but also serve as a regional venue for world-class entertainment and up-and-coming local performing artists, Niedzielski-Eichner said. The community would benefit from the classrooms, which could be blended into one room, he said.

Under a public-private partnership, Capital One would cover the lion’s share of the center’s operating and maintenance costs and the county would not pay for construction or operating expenses for at least 30 years, he said.

The Wegmans would serve as a catalyst for attracting retail and residential interest to the mixed-use development, he

added.

Capital One’s original rezoning called for 4.47 acres of at-grade park space, but the new proposal would have 0.2 fewer acres for such uses. Parks on two blocks would shrink and those on Blocks C and E would be above-ground.

The site would generate the need for the equivalent of 0.91 athletic fields. Capital One would satisfy 0.5 parks’ worth of that requirement with an off-site arrangement and provide the remaining 0.41 share with two 60-by-90-foot fields atop a parking garage in Block E and a temporary, 120-by-180-foot natural-turf field on Block D. “While concern has been expressed about a modest shortfall in the amount of dedicated open space and parkland, staff believes that the urban parkland being provided contains sufficient amenities and is of a quality to offset the deficiencies in this area,” Niedzielski-Eichner said.

Capital One modified its proffers following the commission’s June 21 public hearing.

Bank officials will permit county schools to use the performing-arts center and said the proposal’s proffers would allow for a child-care facility.

Capital One would schedule use of the site’s athletic fields through the county’s system and allow those fields to be used by both under-7 and under-9 players.

The bank also would let the county’s

Park Authority schedule programming at the site’s amphitheaters, including more than one user per day of the black-box theater space, and provide professional and technical support to help groups using the performing-arts space efficiently conduct rehearsals and set up for shows.

The applicant also would add a dog-washing station on the elevated dog park.

While Capital One’s proposal would score a major victory with the multi-use arts center, the public has expressed concern about insufficient athletic fields and the loss of a potential community center, Niedzielski-Eichner said. He urged that the Planning Commission’s Tysons Committee be convened to examine options for realizing needed public facilities in the evolving urban center.

Commission member Ellen Hurley (Braddock) favored the application, but said Capital One should provide more amenities, given the additional building density sought. The bank should offer at least one space suitable for a child-care facility, she said.

Hurley said it was odd not to have a child-care facility at the site, but include a pair of athletic fields suitable for players under age 7.

“Larger would be better,” she said of the fields. If a field were not full-sized, it at least should be big enough for adult athletes’ practices and scrimmages, she added.

Supervisors Endorse Design for Scotts Run Trail in McLean Pedestrians and bicyclists within the next few years will gain better access to the McLean Metro station, courtesy of a half-mile-long asphalt pathway that will be built between Colshire Meadow Drive and Magarity Road near Westgate Elementary School in Pimmit Hills.

Fairfax County supervisors on June 20 unanimously endorsed design plans produced by the county’s Department of Transportation for the Scotts Run Trail.

The 8-foot-wide pathway project will cost an estimated $2,075,500 and be financed through the Federal Regional Surface Transportation Program and the Congestion Mitigation and Air Quality Improvements Program.

The project will include lighting for the trail, a 90-foot-long bridge over Scotts Run and a 50-foot-long bridge over a tributary.

Officials plan to acquire land for the project starting this August, conduct design and permitting work in May 2018 and begin construction in October 2019.

The project had its origins in the Board of Supervisors’ June 2009 decision to finance the Tysons Metrorail Station Access Management Study.

Supervisors in 2012 approved the study, which recommended several projects to improve station access. The study listed Scotts Run Trail as a priority project.

FREE CAREER SEMINAR County officials held a design public hearing on Nov. 15, 2016, which 21 people attended. Officials received 10 comments about the project, which largely proved supportive.

Some area residents questioned the need for so many zigzags along a hilly stretch of the proposed trail in Westgate Park, but county officials explained the curves were necessary to meet the Americans with Disabilities Act’s accessibility standards.

Supervisors endorsed the trail’s design plans quickly and without discussion at the June 20 meeting.

“I’m delighted to move the county executive’s recommendation,” said Supervisor Linda Smyth (D-Providence), in whose district the trail will be built. “This is a good thing.”

2016 Was Relatively Stable Year for Crime in Vienna BRIAN TROMPETER Staff Writer

Vienna experienced yet another lowcrime year in 2016, with most categories staying steady or falling and only a few showing increases.

According to Vienna police statistics recently released, there were 68 crimes against persons last year, down from 83 in 2015 and 93 in 2012.

“Overall, it’s like it has been in previous years,” Vienna Police Chief James Morris said of the low crime figures. “Nothing jumps out at me as a trouble area that’s brewing.”

The town in 2016 continued its long streak of no homicide cases, but that trend ended this year with a June 11 murder-suicide.

Most major-crimes categories had so few incidents that drawing meaningful contrasts with previous years’ numbers is difficult.

There were three kidnapping/abduction cases in 2016, down from five the previous year; four forcible-sex offenses, down from five in 2015; three non-forcible-sex cases in 2016, up from none the previous four years; and three aggravatedassault cases last year (one of them domestic), down from seven (two domestic) in 2015.

Vienna police investigated no robbery cases in 2016, down from three the previ-

ous year.

Simple-assault cases, as usual, made up the bulk of major-crimes offenses. There were 55 such cases last year (20 domestic), down from 63 (19 domestic) in 2015 and 86 (22 domestic) in 2012.

There were 556 property crimes reported in the town last year, up just one from 2015’s total. As was the case in 2015, Vienna police last year investigated no cases involving bribery, gambling or prostitution.

Vienna last year had just one case each of arson and stolen-property offenses, the same for both categories as in 2015. There were 14 burglary/breaking-and-entering cases in 2016, up by one from the previous year’s total but less than half of the 31 recorded in 2012.

Counterfeiting/forgery cases hit 45 last year, a higher total than the that of the three previous years combined. Vienna police last year recorded nine thefts of motor vehicles, up from four the previous year, and nine weapons-law violations, up from seven in 2015.

The department in 2016 investigated 111 destruction/damage/vandalism cases (down from 126 the previous year) and 127 drug/narcotic offenses (down from 129). Fraud offenses declined sharply from 115 in 2015 to 77 last year.

Rounding out the property-crimes category were three embezzlement cases and two involving pornography/obscene

material (both up from none the previous year) and three extortion/blackmail cases, up from two in 2015.

Town police investigated 409 “Group B” offenses last year, down from 431 in 2015. There were no cases involving bad checks in 2016 (down from one in 2015); one case of disorderly conduct (down from seven); 63 incidents of driving while intoxicated (down from 67); 43 drunk-inpublic cases (down from 52); 28 liquorlaw violations (down from 49); and 28 trespassing cases (up from 24). There also were 246 other offenses or reports in this crime category last year, up from 231 in 2015.

Vienna police responded to 10,966 dispatched events in 2016, which was down from 12,723 the previous year and far lower than the 16,925 recorded in 2012.

Officers responded to 35 bank alarms last year (down from 43 in 2015); 552 other alarm cases (down from 576); there were 378 animal cases (down from 439); seven cases of deaths by natural, accidental or unknown causes (down from 11); 27 calls involving open doors or windows (down from 28); 374 calls for police services (up from 356); 24 missing-person/ runaway cases (down from 34); and 105 vehicle tow-ins (up from 71).

Some dispatched-event categories were way down last year. Vienna police investigated 605 traffic complaints (down from 963 in 2015); handled 59 warrants (down

from 83); and were dispatched to 8,782 other incidents, including traffic stops, suspicious events and business checks (down from 10,113).

Arrests were down slightly overall last year, with town police collaring 527 people on 557 offenses, down from 559 arrests for 611 offenses in 2015.

In the Group A major-crimes category, Vienna police last year arrested 20 juveniles for 20 offenses and 169 adults on 182 offenses, for a total of 189 arrests on 202 offenses. In 2015, the department arrested 44 juveniles on 46 offenses and 158 adults for 165 offenses, for a total of 202 arrests for 211 offenses.

Town police issued 7,434 traffic citations in 2016, up slightly from 7,427 the previous year, and gave out 534 parking tickets last year, compared with 631 in 2015. The lower figures are due in part to the retirement of a former auxiliary police officer who was assigned to write parking tickets, Morris said.

Vienna police responded to 446 vehicle crashes last year, up from 424 in 2015. Last year’s total of 146 crashes involving only property damage was identical to 2015’s tally. There were 86 personal-injury crashes in 2016, up from 65 the previous year, but no fatal crashes, following a trend that stretches at least as far back as 2012.

The department last year handled four hit-and-run crashes involving personal injury, the same total as in 2015.

McLean/Great Falls Notes ARTIST TO RAFFLE OIL PAINTING TO RAISE FUNDS FOR GREAT FALLS PROJECT: Newly installed trees along

Walker Road in central Great Falls will need to become more firmly established and maintained in the future, so the non-profit group Celebrate Great Falls is holding a raffle to raise money for the streetscape’s upkeep.

The prize will be artist Jill Banks’ oil painting “Village Centre Walk,” which depicts people ambling on a Great Falls sidewalk during autumn. The 24-by-24inch framed painting, executed on linen, is a $3,500 value, raffle organizers said.

Raffle tickets cost $50 apiece and no more than $100 will be sold (purchasers can buy more than one, however). Whoever wins the raffle will have the option of being subtly painted into the scene, organizers said.

Celebrate Great Falls leaders, in coordination with the Great Falls Garden Club, already have raised about half of the $20,000 that will be needed to maintain the Great Falls Streetscape Project and are holding the painting raffle as the initiative’s second phase.

The funds will be used to pay for watering of the streetscape’s 14 new trees so they can thrive, as well as for future upkeep of the landscaping.

Survey Says: 70 Percent Think Time is Right to Sell Seventy-one percent of homeowners think now is a good time to put their properties on the market, up from 69 percent in the last quarterly report and well above the 61 percent reported a year ago.

That’s according to the National Association of Realtors’ quarterly Housing Opportunities and Market Experience (HOME) survey.

Respondents in the Midwest (76 percent) surpassed the West (72 percent) for the first time this quarter to be the most likely to think now is a good time to sell.

The national real estate market, which for months has been dealing with low inventory rates, would benefit from homeowners putting “For Sale” signs on their properties. But Lawrence Yun, NAR’s chief economist, says it’s apparent there’s a mismatch between homeowners’ confidence in selling and actually following through and listing their home for sale.

“There are just not enough homeowners deciding to sell because they’re either content where they are, holding off until they build more equity, or hesitant seeing as it will be difficult to find an affordable home to buy,” he said. “As a result, inventory conditions have worsened and are restricting sales from breaking out while contributing to price appreciation that remains far above income growth.”

Confidence among renters that now is a good time to buy a home continues to retreat. Fifty-two percent of renters think now is a good time to buy, which is down both from last quarter (56 percent) and a year ago (62 percent).

Younger households, and those living in urban areas and in the costlier West region are the least optimistic.

Also from the survey: The surge in economic optimism seen in the first quarter of the year appears to be short lived.

The share of households believing the economy is improving fell to 54 percent in the second quarter after soaring to a survey high of 62 percent last quarter. Homeowners, and those living in the Midwest and in rural and suburban areas are the most optimistic about the economy. Only 42 percent of urban respondents believe the economy is improving, which is a drastic decrease from the 58 percent a year ago.

SWIMMING ROUNDUP n In Division 1, the defending and multiple-time champion Chesterbrook Tiger Sharks and the Tuckahoe Tigers improved to 2-0. Chesterbrook routed Wakefield Chapel, 295-125, and Tuckahoe downed the Highland Whomping Turtles, 217-203.

McLean Will Host State Softball Tournament The top Little League Majors (ages 11-12) girls softball players in Virginia will gather in McLean this summer to for the state SOFTBALL compete championship July 13-18 at McLean Little League’s Westmoreland Street complex.

There are 16 districts in Virginia and each year the site of the state tournament rotates to different regions. This year, McLean of District 4 is the host.

“We are honored to host this year’s tournament and encourage the community to come out and show their support,” McLean Little League president Mike Faino said.

Virginia has one of the strongest softball programs in the country. The state champion advances to the Southeast Region in Warner Robbins, Ga. in late

July. The McLean Little League Majors have won multiple state titles and will be a favorite this summer.

Many of the McLean players who make up this year’s majors team were members of the 2016 age 10-11 softball all-stars who won the District 4 tournament, finished high in the state tournament, then capped their season by winning a tournament in Tennessee.

In addition, Gerry Megas returns as the manager of this summer’s Major All-Stars. He managed last year’s 10-11 all-stars.

The state-tournament opening ceremonies are from 5:30 to 6:30 p.m. on Thursday, July 13 at McLean High School’s football field, about a mile from the Little League complex.

Tournament play begins July 14, and

will be a pool-play style tournament, culminating in a championship game Tuesday, July 18. The top teams with the best records advance to the playoff rounds.

The roster for the McLean Majors is made up of Campbell Al-Khafaji, Stephanie Beard, Yanna Bravewolf, Lily Brumbaugh, Eva Butler, Maria-Grazia Favro, Ava Fowler, Kira Lentz, Nicole Mallus, Torrie McNabb, Lindcy Nelson, Alex Schwartz, Maddie White and Mariana Williams.

Megas returns as the manager, and Bill McNabb and Jerry Nelson are the coaches.

For years, Guggolz, 57, kept track of various public-school sports results and compiled unique and fun-fact lists, records, scores and victories regarding many of those accomplishments, molding them into readable and clever formats.

Did you know that the most combined points scored in a high school football game in Virginia was 164, back in 1915 when Staunton River outlasted Western Albemarle, 84-79?

Or that in 1926-27, Woodrow Wilson High’s football team recorded a staterecord 18 straight shutouts. Guggolz had those facts in his first book.

The hobby began when Guggolz was a high school student. His passion to keep at it grew and grew as the high school sports fanatic kept adding more and more.

In recent years, Guggolz printed those lists into paperback books, selling copies over the Internet or on site at various high school tournaments.

His first edition was published in 2015. That year, Guggolz printed a comprehensive 60-page book on the history of Northern Region and Virginia boys high school basketball.

Later, he expanded to add Northern Region and state football, baseball and girls basketball.

Guggolz doggedly kept track of it all – from number of championships won, total wins and coaching records.

Would lists for lacrosse, soccer and volleyball be next? With Guggolz, that possibility certainly existed.

In keeping with his witty personality, love of music and knack for funny nicknames, headlines on Guggolz’s lists had catchy and humorous titles like: Go West Young Man, Hampton Comes Alive and Fly Like an Eagle.

Guggolz made a name for himself with his extensive lists, which now will undoubtedly be much missed.

Former Oakton High, Post 180 Coaches to Join Forces DAVE FACINOLI Staff Writer

With more time on is hands these days, Scott Rowland said he is ready, and eaBASEBALL prepared ger to resume his career as a high school head baseball coach.

Rowland, 56, got that chance recently when he was named the new head coach at Centreville High School. Rowland last was a head coach at Oakton High in 2008, leading the Cougars to a state championships and three region crowns during his nine seasons.

Joining Rowland as an assistant coach at Centreville will be Frank Werman, the former manager of the Vienna

Post 180 American Legion baseball team the past 11 seasons.

Following that 2008 campaign at Oakton, the highly-accomplished and well-respected Rowland stepped down, and hasn’t been a head coach since, although he return to Oakton as an assistant a couple of seasons. Rowland retired from his full-time position with Fairfax County Public Schools in 2016.

“When you work eighth or nine hours as a teacher, then coach a baseball team with all the field work, I don’t think people realize how difficult that is,” Rowland said. “I always thought I would return as a head coach after I retired, I just wasn’t sure at what level.

I’m looking very forward to that now. I think this will work out. The opportu-

nity is right.”

Also at Oakton, the Cougars finished second in the state one others season (2006) and were second in the region one other time. His teams won at least 15 games each season and his record as 173-56. He has 256 career wins.

Prior to coaching Oakton, Rowland was the head coach at South Lakes for three seasons, where his Seahawks won a region crown. He was the head coach at private school Flint Hill before that.

Centreville is a program that has enjoyed mixed success over the years, finishing 10-13 last year. Rowland said he saw the team play its final two games this season and saw potential.

“The best teams are the ones that are the most disciplined, scrappy and play

hard all the time,” Rowland said. “We will have to always do that, because the biggest challenge will be the tough district Centreville plays in.”

Centerville plays in the Concorde Conference/District, which includes Oakton, Madison, Westfield, Chantilly.

All of those teams have won various championships over the years.

“I welcome playing in a league like that. There are no nights off,” Rowland said.

Werman also was the head coach at Falls Church High the past four years.

“I felt that the Falls Church program is in a good position and the opportunity to work with Scott and compete in the Concorde division was something I’d really like to do,” Werman said.

Platukyte, a junior boarding student from Kaunas, Lithuania, finished the 2017 spring season a perfect 7-0 at the No. 1 singles slot for Madeira School girls tennis team. Platukyte is attending Madeira through the Lithuanian Assist Program, an exchange program in Europe that places high school students in private schools in the United States. She was one of six chosen for the program.

During the fall tennis season, Platukyte earned league honors as a

member of the all-Independent School League A Division team, and was named to the 2016 Division I all-state second team.

“High school athletics in Europe are not as competitive,” Platukyte said. “I have been playing tennis for 10 years, and until coming to Madeira, I had never been a part of a legitimate team.

This was probably the best experience I’ve had in my tennis career.”

Platukyte plans to return to Lithuania to share her experiences with her classmates, and of course, continue playing tennis whenever possible.

“I am very thankful to Madeira for allowing me the opportunity to be here for a year and to be a part of an amazing community that I will never forget,” Platukyte said.

Madison High Football Coach Memorialized DAVE FACINOLI Staff Writer

Eulogized as much more than a highschool football coach on July 1 during his funeral at Vienna Presbyterian Church, Lenny Schultz was on the minds of the hundreds who attended the 50-minute, standing-room-only ceremony.

“Tragic days come unannounced and unprepared for. That’s where we find ourselves today,” Pastor David Magnet said during his closing prayer. “We honor him as our hero and we honor him for the example he set for you.”

Schultz was James Madison High School’s head football coach for six years.

He was killed June 24 in a traffic accident on the Capital Beltway near Springfield.

Among those attending were current and former Madison football players, who wore their Warhawk jerseys and filled 10 rows of the church pews. During the recessional, the players formed two rows so Schultz’s casket, covered in a red-and-black Madison high banner, could be rolled between them exiting the sanctuary.

“The size of this crowd today and yesterday at the visitations is symbolic of the impact Lenny has had on so many lives in this community,” Magnet said.

With his sister, Holly, by his side, Schultz’s son, Ben, explained how a day hadn’t gone by since his dad was hired as Madison’s head coach that his father didn’t wear Madison colors – red and black.

In his eulogy, George Cholakis spoke for the family. He used words and phrases like “great, leadership, enthusiasm, passion, loyal, fierce, straight shooter, desire, compassion, a smile that could light up a room, and love” to describe Schultz’s vast involvement and dedication with the Madison football team and community.

“He raised the bar from the day he arrived at Madison,” Cholakis said. “His heart was huge. We will never forget the way he made us feel. Lenny was the captain of his boat. We love you, Lenny.

What you started here will not end here.

Your legacy lives on.”

The ceremony ended with a short video of Schultz making post-game comments to his players after Madison’s season-ending 2016 region semifinal playoff loss to Westfield. When the video ended, in unison, the Madison players stood and saluted their coach with a short “Warhawks” cheer.

The U.S. Environmental Protection Agency, Centers for Disease Control and Consumer Product Safety Commission last year began a nationwide study to see if crumb-rubber playing surfaces posed risks.

Some localities, including Montgomery County, Md., the District of Columbia and Minneapolis, have banned the use of crumb-rubber fields, according to GFCA’s resolution.

GFCA leaders also are asking county officials immediately to ban additional use of crumb-rubber playing surfaces and begin planning for the eventual transition away from such materials at existing fields.

Citing health evidence provided this spring by the Safe Healthy Playing Fields Commission, GFCA’s resolution asks County Executive Edward Long to reconsider his Feb. 2 memorandum indicating that the county would continue installing crumb-rubber fields.

Long’s memo cites research by the Washington State Department of Health, released Jan. 19, showing people playing soccer on crumb-rubber fields were diagnosed with cancer less often than expected.

Nike Park is located at 1199 Utterback Store Road, next to Forestville Elementary School. The Park Authority in February approved the project scope and contribution-and-use agreement for installation of synthetic turf on Field No. 7.

The 220-by-370-foot field is slated to receive multipurpose striping to accommodate several sports, plus benches, goal posts, bleacher seating and a handicapped-accessible asphalt trail.

The $1.25 million project will be financed with $250,000 in Park Authority moneys, $855,000 from the Great Falls Soccer Club, $125,000 from a Fairfax County Department of Neighborhood 18

Public-Safety Notes COUNTY POLICE SEEKING MEN WHO ROBBED STORE AT KNIFEPOINT: Fair-

fax County police are searching for two men who robbed the Lens Crafters store in Tysons Corner Center on June 23.

Police at 8:17 p.m. issued a lookout to officers with the Tysons Urban Team regarding two suspicious men who just had walked through the Sunglass Hut in the mall. As officers were looking for them, a robbery was dispatched at the Lens Crafters.

Two men, matching descriptions given in the earlier lookout, had entered the store, displayed a knife and taken dozens of pairs of eyeglasses. Nobody was injured and the suspects ran away, police said.

The suspects were described as black, in their mid-to-late teens, between 5 feet 7 and 5 feet 9 inches tall and between 150 and 180 pounds.

VIENNA POLICE ARREST MOTORIST ON DRUNK-DRIVING CHARGES: A lo-

cal resident told Vienna police on June 23 at 11:43 p.m. that a hit-and-run accident had occurred near Ristorante Bonaroti, 428 Maple Ave., E. Vienna police located the striking vehicle and its female driver. Police determined the driver had consumed alcohol

and her ability to drive a motor vehicle had been impaired when the accident occurred.

Police arrested the driver and transported her to the Fairfax County Adult Detention Center.

Vienna police obtained and served the woman with arrest warrants charging her with driving while intoxicated (third offense in 10 years), hit-and-run and refusing to submit to drunk-driving-related alcohol testing.

MOTORIST CHARGED WITH DRUNK DRIVING AFTER SWERVING TO AVOID DEER: A motorist was traveling east-

bound in the 500 block of Tapawingo Road, S.W., shortly after 2:30 a.m. on June 24 when he swerved to avoid a deer and struck a legally parked in front of a house, Vienna police said.

The motorist admitted to drinking alcohol and failed all sobriety tests, police said.

Police transported the suspect to the Fairfax County Adult Detention Center.

Vienna police obtained and served a warrant against the motorist for driving while intoxicated.

MAN ASSAULTS WOMAN, BREAKS HER CELL PHONE AT VIENNA HOTEL:

A heated argument between three adults took place June 26 at 9:13 p.m. at the Vienna Wolf Trap Hotel, 430 Maple Ave., W., Vienna police said.

During the argument, a male suspect reportedly assaulted a female subject and broke her cellphone, police said. The suspect left the scene before police arrived.

VIENNA POLICE CITE MAGAZINE SOLICITOR FOR MARIJUANA POSSESSION: A Vienna police officer responded

June 20 at 3:35 p.m. to a report of a man soliciting magazines in the 100 block of Ayr Hill Avenue, N.W. The officer located the man and advised him of the need to possess a town solicitor’s license.

While speaking to the man, the officer detected the odor of marijuana and found the man to be in possession of a measurable amount of the drug.

The officer issued a summons to the 27-year-old Kansas City, Mo., man that charged him with marijuana possession.

Police released the man on his signature and his agreement to cease soliciting in the town unless he obtained the proper permit.
