Vienna Taps the Brakes on Parking Proposals

The Vienna Town Council on April 24 moved forward with some parking-ordinance changes, but separated several key proposals for further discussion in coming months. The changes, drafted by town planning staff and recommended by the Vienna Planning Commission after some adjustments, are designed to update code provisions that have not been altered much since 1969. Council members decided on a 6-1 vote that they needed more time to parse, and receive public input on, several parking-ordinance proposals. One provision would reduce the parking requirement in commercial areas from one space for every 200 square feet of development to one space per 250 square feet. As at the Council’s April 3 meeting, Vienna resident Matthew Di Fiore worried that this would cut the minimum parking allowance by 20 percent in those areas. Town resident Patty Hanley also was concerned, saying a lower parking requirement in the Maple Avenue Commercial (MAC) zone might lessen the incentive for builders to construct parking structures. Vienna officials for years have been trying to obtain a parking garage in the central business area, and nearly succeeded in 2013 before a public-private partnership fell through. Another parking proposal, which would encourage inter-parcel access, drew a pointed objection from local developer Dennis Rice, who noted he had closed the entrance
