Great Falls residents want improved community walkability, but the village’s central intersection at Georgetown Pike

and Walker Road is a harrowing place for pedestrians to negotiate.

The Great Falls Citizens Association’s (GFCA) board of directors on Nov. 15 unanimously approved a resolution asking Supervisor John Foust and Virginia

Department of Transportation (VDOT) officials to begin designing, funding and constructing crosswalks and disabledaccessible sidewalks at the crossing and allow motorists on southbound Walker Road to turn right when the traffic signal

is red.

Foust (D-Dranesville) said he has asked county officials to include the project in its six-year transportation plan.

detectives from the Fairfax County Police Department’s Major Crimes Division are asking for the public’s assistance in locating Ronald Fabricio Herrera Contreras, 18, who is wanted for rape, abduction with the intent to defile, gang participation and assault and battery during an incident that occurred in July.

This investigation began in August when a 15-year-old girl from the Falls Church area disclosed to a family case worker that Contreras had raped her during the previous month. The case worker immediately called police.

The victim, who speaks no English, said Contreras was a known gang member and a friend of another family member. He would visit the home occasionally and at some point began to verbally threaten the victim. He said harm would come to her and her family if she didn’t stay in touch with him.

Eventually, he came to her home every day to “check” on her and threatened to kill her if she called police, authorities said.

On or about July 13, Contreras telephoned the victim and ordered her to come outside and walk with him, police said. Out of fear, she went outside and they walked until they came upon a wooded area in a park in the 7300 block of Lee Highway. Contreras dragged her into the woods, raped her and then left her there, police said.

Sex Crimes detectives working on this case have been assisted by detectives from the Fugitive Section and Intelligence Unit, as well as Fugitive Operations agents from U.S. Immigration and Customs Enforcement.

Authorities have conducted numerous interviews, obtained search warrants and monitored social-media accounts in an attempt to locate Contreras and bring him to justice. He has reportedly been in hiding, attempting to avoid apprehension, but is believed to still be in the United States. Contreras is about 5 feet 5 inches tall and weighs about 145 pounds. He has black hair and brown eyes.

MERRIFIELD WOMAN FINDS BULLET HOLE IN APARTMENT WALL: A woman

living in the 3000 block Nicosh Circle in Merrifield told Fairfax County police on Nov. 27 that she had heard what sounded like a gunshot at around 10:30 the previous night.

The following morning, she found what appeared to be a bullet hole in a wall in her apartment, police said.

Police have identified a suspect in the case and authorities think the gun was fired accidentally.

The investigation is ongoing, police said.

ARREST OF SUSPECTED SHOPLIFTERS REVEALS WEAPON, DRUGS, STOLEN MERCHANDISE, POLICE SAY: Fair-

fax County police neighborhood-patrol officers on Nov. 23 at 8:35 p.m. tried to stop several shoplifting suspects whom they had been alerted to by loss-prevention officers at Fair Oaks Mall.

The suspects fled and a short foot pursuit ensued. One suspect dropped a loaded handgun during the chase, police said.

Police caught and arrested five suspects, recovered the stolen merchandise and seized suspected marijuana, cocaine and Oxycontin pills.

All suspects were from Prince William County and ranged in age from 18 to 25.

The investigation is ongoing, police said.

MAN CHARGED WITH LARCENY IN MERRIFIELD: A 22-year-old Baltimore

man used counterfeit currency to buy a cell phone from a 27-year-old man in the 2900 block of District Avenue in Merrifield on Dec. 1 at around 9:50 p.m., Fairfax County police said.

The victim confronted the suspect and a struggle began. The suspect ran and the victim chased him, police said. An officer nearby heard yelling and saw the chase.

He called for additional units and they apprehended the suspect.

Police took the suspect, Kenneth J. Fleet, to the Fairfax County Adult Detention Center, where authorities charged him with grand larceny by false pretenses, marijuana possession and assault.

COAT, WALLET STOLEN IN FAIR OAKS BURGLARY: A resident in the 12300 block

of Ox Hill Road in Fair Oaks told Fairfax County police that someone broke into the property between Nov. 29 at 11:55 p.m. and Nov. 30 at 1:30 p.m. and stole a coat and wallet. Investigators determined the intruder entered through an open garage.

CHECK FROM VIENNA BUSINESS STOLEN, FORGED, CASHED: A property

manager at 410 Pine St., S.E., reported the theft of multiple checks from businesses in the building between Oct. 21 and Nov. 22, Vienna police said.

Some of the checks had been forged and cashed, authorities said.

VIENNA WOMAN REPORTS ATTEMPTED FRAUD: A woman living in the 600

block of Tazewell Road, N.W. reported being the victim of an attempted fraud between Oct. 26 and Nov. 18, Vienna police said.

Someone had placed an order with the woman for products she sells. The woman became suspicious when she received a check from the person and found it was written for much more than the order cost.

The check also appeared to have been altered, said police, who continue to investigate this case.

Vienna Council Approves Sculpture Honoring Mayor BRIAN TROMPETER Staff Writer

Vienna Town Council members voted 7-0 Dec. 5 to approve plans by the Vienna Public Art Commission to install a bronze statue on the Town Green to honor late Mayor M. Jane Seeman and other community volunteers.

The sculpture, titled “Taking Flight,” will feature two children playing atop a stack of five books. Seeman, who died in February 2014, was a former teacher and longtime volunteer at Vienna’s Patrick Henry Library. Two other copies of the sculpture, with higher stacks of books, have been installed in Southlake, Texas, and Livermore, Calif., town officials said.

Council members at the Dec. 5 meeting authorized a $3,900 down payment to the artists, Seth and Missy Vandable, to cover 10 percent of the sculpture’s cost. The artwork also will need a 3-foottall base, to be built by town employees, which will bring the project’s total cost to about $47,000.

Vienna to Spend Up to $50,000 on Legal Consultants for Possible Litigation: Facing potential litigation, the Vienna Town Council on Dec. 5 approved up to $50,000 to hire expert legal consultants.

Town officials did not divulge the source of the litigation, but said they earlier had retained the services of a construction-scheduling consultant at an initial cost of less than $20,000.

Funding for the consultant will come from unused, previously allocated contingency funds for the project in question, Vienna officials said.

McLean Project for the Arts Preps Its New Facility As it prepares to temporarily move out of its home while the McLean Community Center is renovated, McLean Project for the Arts is opening a second location in the Chain Bridge Corner Shopping Center, in space recently vacated by the Virginia Alcoholic Beverage Control store near Giant and CVS. The new location, called MPA@ ChainBridge, has an exhibition gallery as well as art-education space. Once the renovation of the community center begins next spring, MPA@ChainBridge will serve as MPA’s primary gallery, classroom and office space for about two years.

A sneak peak of the new space was held Dec. 4, coinciding with the conclusion of the McLean Winterfest Parade taking place that afternoon.

space, and we are grateful to McLean Properties for helping us find this wonderful location in downtown McLean,” said Lori Carbonneau, the arts group’s executive director. “MPA will continue with its mission to exhibit contemporary art by critically acclaimed Mid-Atlantic artists and offer the high-quality educational programs and art classes that we’re known for. A number of exhibitions and events are slated for the new location. The inaugural exhibition, scheduled for early December, will feature large-scale photography by David A. Douglas. Plans for a pop-up party are also in the works.

FCPS Drops Bid for a Trailer at Cedar Lane School in Vienna BRIAN TROMPETER Staff Writer

The Vienna Town Council on Dec. 5 accepted Fairfax County Public Schools (FCPS) officials’ withdrawal of a request

that the town allow installation of a classroom trailer at Cedar Lane School.

School officials had been scheduled to defend their request at the Dec. 5 meeting.

Council members had deferred decision on the item in November, citing concerns

that the school system had not provided fundamental information as to why the trailer was needed.

The Council also expressed concern about whether the trailer would be temporary, as others at Vienna schools had

been in place far longer than expected.

Vienna officials also cited the high volume of service calls town police respond to at the school. There were 75 such calls in 2013, 58 in 2014, 55 in 2015 and 42 so far in 2016, they said.

County, if town officials didn’t want it – in the event county officials terminated the agreement because the volunteer fire department failed to meet its obligations.

But fire officials since have run into difficulties trying to refinance its renovation loans because, in the minds of bank officers, the reverter clause puts the property’s future marketability in doubt, said Vienna Volunteer Fire Chief John Morrison.

The reverter clause “clouds our title.

The banks don’t like that,” he said.

The memorandum of agreement’s provisions regarding construction contracts and administration no longer apply because the renovations at the Vienna station are finished, officials said.

“We still have $350,000 or $400,000 on mortgage left, but we’re getting there,” Morrison said.

Fire officials asked the Board of Supervisors to rescind the agreement, Morrison said.

The rescission “will have no effect, except that we will be able to take out loans or refinance without any hindrance,” he

said.

Rescission of the memorandum of agreement also will not affect a Management Agreement Committee pact signed by all volunteer fire departments by May 2013.

That document clarifies policies and procedures in writing, covering issues ranging from volunteer recruitment and training to facility care, purchase and maintenance of apparatuses and county financial assistance.

Supervisors’ Vote Helps Vienna Volunteer Fire Department BRIAN TROMPETER Staff Writer

The Fairfax County Board of Supervisors on Dec. 6 rescinded a 2004 memorandum of agreement with the Vienna Volunteer Fire Department, which fire officials said was hindering the non-profit organization’s ability to borrow money.

The volunteer fire department in 1996 began undertaking $3.8 million worth of renovations at the fire station, located at 400 Center St., S., in Vienna.

County and fire officials inked the agreement on Oct. 16, 2004, after the county contributed about $1.5 million toward renovations at the station. The Vienna Town Council on Feb. 7, 2005, passed a resolution supporting the agreement.

The pact delineated both parties’ responsibilities for selecting contractors, administering construction contracts, and maintaining and operating the station. It also contained a “reverter” clause that would transfer ownership of the station to the town of Vienna – or Fairfax

Our View: A Trio of White Males on Dems’ Ticket?

The recent news that Del. Eileen Filler-Corn (D-Fairfax) would not seek the Democratic nomination for lieutenant governor puts Virginia Democrats in a bit of a quandary.

With two males (Justin Fairfax and Gene Rossi) the only ones currently in the running for that post, and with two others (Ralph Northam and Mark Herring) all but assured nomination for governor and attorney general, respectively, it’s looking like the Democratic ticket next year could be allmale. If Rossi nabs the lieutenant-governor nomination, it would be three middle-age-and-older white males, like it was for Democrats in 2013. Hardly the type of diversity the party holds in such esteem.

But the problem may be bigger than simply one of imaging for Democrats hoping to retain the three statewide offices next year.

Fairfax and Rossi are devoid of elected-office experience and arguably don’t have a significant enough depth of bonafides to be running for state office. (As Donald Trump and to a lesser extent Barack Obama proved, copious elected-office experience is not necessary for the presidency, but Virginia voters do tend to prefer it at the state level . . . Terry McAuliffe being one recent exception.)

If either Rossi or Fairfax is the nominee, he could prove a weak link, which – as Republicans found out when they nominated E.W. Jackson for lieutenant governor in 2013 – could impact others on the ticket, perhaps catastrophically.

Will additional prospects throw caution to the wind and hop into the fray to seek the lieutenant-governor nomination? Getting a little late for that, but the door is still a tad ajar. We’ll see if anyone opts to make the leap.

Projections of Gondola Ridership Unrealistic Editor: Putting aside whether we would ever want a Disneyland-type feature next to the historic and beautiful Key Bridge, what was the recent “feasibility” study for the proposed Georgetown-to-Rosslyn gondola all about?

If the question was whether it was physically feasible – could it be built?

– you or me or anyone could have answered that yes and we could have saved $190,000.

If the question was whether a gondola is financially feasible, then the answer is no, even based on the study’s optimistic ridership forecasts.

Annual revenue of $1.2 million less annual operating cost of $3.25 million and annual capital cost of $4.9 million (amortizing $85 million at 4 percent for 30 years) is a $7 million loss per year.

Losing $7 million for every $1 million of revenue is not “feasible.” And that’s based on the study’s ridership estimate of 6,500 per day, which has many problems.

Assuming tourists will use it is a big problem. How to they get to one of the two stations? And if they’re coming for the view, why not walk on Key Bridge?

As for commuters, and with apologies for getting into the weeds, let’s look at the existing travel modes listed on Page 26 of the study and see where all those gondola riders would supposedly come from.

Metrobus and D.C. Circular: Including Courthouse boarding and alighting doesn’t make sense. And we need to remember that Georgetown is a large area and that the gondola would only reach the western edge of Georgetown.

It seems few riders would shift to a gondola. And shifting bus riders to a gondola would contribute no incremental revenue and negligible traffic relief.

Georgetown University Transportation Shuttle: Georgetown University is a big place. Is anyone commuting to the hospital going to board a gondola so he/she can transfer to GUTS at the Exxon station?

Bicyclists: Basically none of these will convert to a gondola because the bicycle is much faster.

Pedestrians: The study on Page 3 says the gondola will take 4 minutes.

Walking the gondola distance at 4 mph takes 10 minutes – not the 12-18 minutes claimed by the study. And of course we

have to remember the inherent inefficiency of a station-to-station system. A pedestrian has to walk from somewhere else to the station and again away from the station. It’s difficult to envision the gondola making sense for many pedestrians. And shifting pedestrians to a gondola would provide no traffic relief.

Automobiles: Again, Georgetown is a big place. The office buildings down on K Street are a long way from where the gondola station would be. Those who drive are doing so instead of walking across Key Bridge now, and they would have little reason to change.

Local Metrorail: Counting Foggy Bottom to/from Courthouse/Rosslyn commuters in the calculation does not make sense. The Foggy Bottom station is a mile from a gondola station.

Bottom line, the study doesn’t support its ridership estimate. So a gondola would lose even more than projected.

If we need another way to cross the Potomac, I would suggest a ski lift. Lots cheaper. Lots more fun. And in the dog days of August we can make believe that there’s snow on the other side.

Editor: A postscript about the ComstockBennett congressional race. Rep. Comstock perpetuated a lie, and the Sun Gazette bought it and spread it through its editorial and selection of letters.

There were 425 votes in the last Congress, and she voted 404 times with her party. That is 95 percent of the time. So much for being bipartisan.

Insider Tapped to Serve as Chief of Finance for Vienna BRIAN TROMPETER Staff Writer

Vienna’s new finance director is a 17year veteran of the town’s government who on three occasions has served as an acting department head.

Marion Serfass on Oct. 31 succeeded former Finance Director Karen Spence, who stepped down in June after what Town Manager Mercury Payton said was a disagreement over implementation of that department’s new software.

Payton, who selected Serfass from a pool of 52 applicants, said she has done excellent work for the town, was “outstanding” in the interview process and showed a solid grip on the qualities needed to a good finance director.

“She’s a very strong leader in the field of local government finance and is wellrespected around the state,” Payton said.

“She leads her department well and the team respects her work. She certainly has a really good ability to communicate some complex and challenging financial issues in a way that’s understandable – and with solutions at hand, too.”

The new finance director, who has been employed with the town since 1999, will manage a 14-member staff and oversee the town’s nearly $34 million annual budget. Her predecessors, Spence and Phil Grant, taught her “the whole outlook of being a steward of the public, emphasizing bond ratings and being conservative,” she said.

Her top priorities will be to continue promoting fiscally conservative practices and policies and maintain Vienna’s coveted AAA bond rating, which allows the town to borrow money at lower interest rates.

The Finance Department is about halfway through its new software conversion and likely will see efficiencies as a result, Serfass said. Department leaders also will revamp performance measures in the town’s budget, she said.

“We want citizens to understand how the money is being spent and that we’re spending it wisely,” Serfass said.

Technology will play an increasing role in the department’s operations, with one goal being to provide a customer-service portal where residents and businesses can pay their bills electronically. But Vienna will continue to have Town Hall employees who can interact with customers in person, she said.

“We definitely need the human touch,” Serfass said. “I think that helps maintain our small-town feel.”

Serfass, who was hired for post at $145,000 per year, served as acting finance director in the periods before and after Spence’s tenure and was appointed acting human-resources director from April to October 2014.

Serfass holds a bachelor’s degree in accounting and finance from Miami University in Ohio and has been a certified

public accountant since 1984. Before joining Vienna’s government, Serfass worked as an accountant for the firm now known as Ernst & Young and spent 14 years with Marriott International, rising to the position of regional controller of its retirement-community division.

‘Blue Christmas’ Service Aims at Providing Solace BRIAN TROMPETER Staff Writer

The relentlessly cheery holiday season pressures people to put on a happy face, but those riding out life’s storms need consoling, not forced enthusiasm.

Seeking to comfort people suffering loneliness, distress and grief, Great Falls Area Ministries will provide a “Blue Christmas Service” on Sunday, Dec. 11.

The roughly hour-long event will be held at 3:30 p.m. at Katie’s Coffee House, 760 Walker Road in Great Falls Village Centre.

The service, held for the first time last year, will provide a safe space for people suffering grief, uncertainties, family strife, financial trouble and other difficulties, said Rev. Tracey Kelly, associate rector at St. Francis Episcopal Church in Great Falls.

“For a lot of people, Advent and Christmas is a difficult time,” she said.

“For those who have lost loved ones, Christmas brings back a lot of complicated, bittersweet emotions and memories.”

The event will feature scriptural readings and hymns – “O Little Town of Bethlehem” and “Silent Night” were popular choices last year – as well as the chance for attendees to light votive candles in memory of others.

“A lot of language in the scriptures is about light in the darkness,” Kelly said.

“You don’t want that to get lost in the commercialism of Christmas. It’s not inappropriate for people to be grieving or feel anxiety at this time of year.”

Churches participating in Great Falls Area Ministries include Andrew Chapel United Methodist, Christ the King Lutheran, Dranesville Church of the Brethren, Great Falls United Methodist, St. Catherine of Siena Catholic, St. Francis Episcopal, Salem Baptist and Smith Chapel United Methodist.

While Kelly spearheaded last year’s inaugural event, Rev. Scott Hopkins of Andrew Chapel United Methodist Church in the Vienna area will lead the effort this year. “Blue Christmas” services have been popular offerings by Protestant and Catholic churches in the last 15 years or so, Hopkins said.

“There is no preaching,” he said. “It’s a liturgical service, a place to rest and feel comfort.”

Event organizers have built in periods of silence to allow for peaceful reflection and will hold the service again in the coffee shop’s intimate confines.

“They have a fireplace,” Hopkins said.

“Last year, it was 70 degrees, but I was bound and determined to have a fire anyway.”

About 15 to 20 people came to the December 2015 service and that number seemed about right, Hopkins said.

“You don’t want too many,” he said.

The Blue Christmas Service also forges stronger bonds between local clergy members, who sometimes have competitive relationships, Hopkins said.

“It breaks the stained-glass ceilings of ecclesiastical structure and puts clergy at a different relationship with each other because we are out of our structural norms,”

Fairfax Cautions Against Improper Parking in Spaces For the Disabled Fairfax County officials are asking politely, but strongly, that those who live in, work in or visit the county through the holiday season take special care not to improperly park in spaces reserved for those with physical or other limitations.

“Approximately 75,000 county residents have a disability, so it is critical that these parking spaces remain available to them,” county officials said Nov. 30, noting that the spaces often become harder to find as the holiday season heats up.

Parking in an accessible space or in the striped aisles next to it, “even for a couple of minutes,” is illegal unless the vehicle displays a DMV placard, county officials said. Fines of up to $500 can result.

Running short on available burial spaces, Flint Hill Cemetery leaders will press ahead next year with plans to build a 300-niche columbarium at the historic burial ground.

The Flint Hill Cemetery Association, a non-profit that has overseen the site since 1875, is raising money for the columbarium project by selling $150 pavers and $2,500 benches. Those items may be engraved with messages or family names, regardless of whether the loved ones are buried at Flint Hill Cemetery or elsewhere.

“We’ve sold some benches and still have spaces available,” said association president David Farmer. “We have sold some pavers as well. There are people in the community who are interested in supporting the historical significance of the cemetery.”

Association members have had the chance to buy the 1-cubic-foot burial niches for $2,000 each. The public will be able to purchase niches later at a price at least 10 percent higher, Farmer said.

The estimated $300,000 columbarium has been designed by LeMay Erickson Willcox Architects of Reston; association officials still are selecting the contractor to build it.

“We have been working with ScottLong Construction for advice on construction and budgeting,” Farmer said.

Cemetery officials hope to begin construction this coming spring. The project likely will take several months to complete, he said.

The columbarium will be located in the middle of an existing driveway at the cemetery between the two entrances on Route 123 and set back at least 50 feet from the property line, Farmer said. The association first had to obtain zoning approval from Fairfax County for the project.

The columbarium’s low-profile design, and supporting structures made with cultured (manufactured) stone in colors consistent with tombstones, will help it blend in better with the rest of the cemetery, association members said.

The columbarium will have three sections, each 4 feet wide and just under 4 feet tall, with niches on both sides, Farmer said. There will be two long sections and a short one in the middle, all arranged in a line about 90 feet long. Longer sections will be divided into three component segments, which will be set at staggered heights to match the sloping terrain.

Located at 2845 Chain Bridge Road next to Oakton Church of the Brethren, the cemetery had its first formal burial in 1852. It is one of the oldest community cemeteries in Fairfax County, association

Employment Is Back Over the 600,000 Mark in County Despite a slight uptick in Fairfax County’s jobless rate from September to October, total county employment has again surpassed the 600,000 mark.

With 603,910 county residents employed in the civilian workforce and 21,317 looking for jobs, the county’s October unemployment rate of 3.4 percent was up from 3.3 percent a month before, according to figures reported Nov. 30 by the Virginia Employment Commission.

Other Northern Virginia communities also posted relatively modest month-overmonth increases from September to October: Arlington’s jobless rate grew from 2.7 percent to 2.8 percent; Falls Church’s from 2.7 percent to 3 percent; Alexandria’s from 3 percent to 3.1 percent; Loudoun’s from 3.3 percent to 3.4 percent; and Prince William County tipped up from 3.6 percent to 3.8 percent.

Across Northern Virginia as a whole, the non-seasonally-adjusted jobless rate of 3.5 percent was up from 3.4 percent a month before, representing 1.53 million in the civilian workforce and about 55,200 looking for jobs.

year in October, according to new federal figures, even as the nationally jobless rate showed little change and many Virginia areas posted increases.

With 3.3 million residents in the civilian workforce and 131,500 looking for jobs, the D.C. regional unemployment rate of 3.9 percent for the month was down from 4.2 percent a year before, according to preliminary data reported Nov. 30 by the federal Bureau of Labor Statistics.

The Washington region was among 231 of 387 metro areas nationally with lower year-over-year jobless rates for the month. A total of 127 areas had higher rates, with 29 being unchanged.

The national, non-seasonally-adjusted unemployment rate of 4.7 percent in October was essentially unchanged from a year before.

Among all metro areas, the lowest jobless rate was recorded in Fargo, Minn., at 1.8 percent. The highest rates were found in El Centro, Calif., at 22 percent, and Yuma, Ariz., at 19.4 percent.

Of the 51 metro areas with populations of more than a million, the lowest jobless rate was turned in by Boston (2.6 percent) with the highest in Riverside-San Bernardino, Calif. (6.1 percent).

Among Virginia localities outside the Washington area, jobless rates saw little significant variation from October 2015 to October 2016, although most saw rates tick up slightly.

For the month, jobless rates stood at 3.6 percent in Charlottesville; 3.7 percent in Winchester; 4.1 percent in Roanoke; 4.2 percent in Richmond, in Harrisonburg and in Staunton-Waynesboro; and 4.6 percent in Hampton Roads, in Blacksburg-Christiansburg and in Lynchburg.

Statewide, October’s unemployment rate was 4.1 percent, up from 4 percent a year before, and represented 4.25 million in the civilian workforce and 174,600 looking for jobs.

known Advance Directives, though there are a few key differences. While all adults are advised to have advance directives that describe their wishes for medical treatment should they become ill or incapacitated, POST forms are often more specific than advanced directives, focus on current care, and travel with a patient across care settings – for example, if a patient is transferred to a hospital from a nursing care facility. Most importantly, a POST form is an actual physician’s order, and is recognized as such by health care providers.

Virginia’s POST Collaborative is endorsed by the National POLST Paradigm and follows the tenets of the national program: POST is a clinical process intended to facilitate communication between health care professionals and patients with serious illnesses. Unlike an advance directive, a POST form is only intended for individuals with a chronic progressive illness and whose life expectancy is less than one year. The purpose of a POST form is to ensure that critical medical decisions are made and are consistent with a patient’s values, goals of care, and overall preferences.

After an extensive conversation between a patient and his or her health care

provider, the doctor (Virginia also allows Nurse Practitioners and Physician Assistants to complete the POST form provided it is within the scope of their practice agreement) completes a POST form that documents the previous conversations about treatment goals. It is only after the form is completed by a physician that the patient signs the form. Importantly, POST forms do not deny patients treatment at the end of life, nor do they decrease patients’ choices.

“End-of-life conversations are difficult,” said Matt Kestenbaum, MD, Capital Caring’s Medical Director. “Capital Caring recognizes the importance of these conversations and considers POST forms to be incredibly helpful and supportive for patients whose life expectancy is limited. We are privileged to serve as the organizational home of the Virginia POST Collaborative and to help build awareness of this additional layer of support as individuals face treatment decisions. We encourage everyone facing a chronic progressive illness, a terminal illness, or who care for seniors to speak with your physician to determine if a POST form is appropriate for you.”

New-Home Sales Could Be Solid in 2017 Sales of newly built, single-family homes fell 1.9 percent in October from September to a seasonally adjusted annual rate of 563,000 units, according to newly released data by the U.S. Department of Housing and Urban Development and the U.S. Census Bureau.

A September-to-October decline is not unusual, and “new-home sales have been on an upward trend since last year,” said Ed Brady, chairman of the National Association of Home Builders (NAHB) and a home builder and developer from Bloomington, Ill. “Builders are adding to inventory based on consistent gains in sales, solid builder confidence and ongoing job and economic growth,” said NAHB chief economist Robert Dietz.

The inventory of new home sales for sale was 246,000 in October, which is a 5.2-month supply at the current sales pace. The median sales price of new houses sold was $304,500.

Regionally, new home sales fell 9.1 percent in the Northeast, 13.7 percent in the Midwest and 3 percent in the South. Sales increased 8.8 percent in the West The Multifamily Production Index (MPI), released in mid-November by NAHB, posted a gain of three points to 53 in the third quarter.

The MPI measures builder and developer sentiment about current conditions in the apartment and condominium market on a scale of 0 to 100.

The index and all of its components are scaled so that a number above 50 indicates that more respondents report conditions are improving than report conditions are getting worse.

The MPI has been at 50 or above since the beginning of 2012.

“Overall, multifamily developers remain positive about the market,” said Andrew Chaban, CEO of Princeton Properties in Lowell, Mass., and chairman of NAHB’s Multifamily Council.

“However, in some areas of the country, developers have to overcome challenges of labor and lot shortages to meet demand.”

Dietz was optimistic.

“This quarter’s MPI reading is consistent with our projection that the multifamily housing sector will have a strong year in 2017,” he said. “The multifamily sector has led the housing recovery, and should continue to be supported by favorable demographics.”

[The improvements] will open pedestrian access to library and the Grange and probably make it safer to walk to the elementary school.”

When the intersection was rebuilt in 1978, in conjunction with construction of

the Great Falls Professional Center just to the north, designers compromised its layout to save a pair of mature oak trees at the crossing’s northeast corner, GFCA leaders said.

Those trees since have been removed, and there now is no physical impediment to making the crossing safe for pedestrians and vehicles, they said.

The related right-turn-on-red prohibition on southbound Walker Road degrades traffic flow and harms the intersection’s service level, GFCA members said.

According to 2015 statistics, Georgetown Pike handles about 17,000 vehicles per day, northbound Walker Road 2,400 vehicles daily and southbound Walker Road 5,700.

Those figures are likely to increase, and GFCA leaders hope the intersection’s improvements can be installed before the start of the Route 7 widening project’s next phase, which likely will prompt more motorists to use Georgetown Pike to skirt construction delays.

It was a disappointing end to the fourth annual Statesmen Classic TipOff Tournament for the host Marshall Statesmen as they fell to Heritage High School, 47-43, Dec. 2.

Marshall finished the two-day, twogame boys basketball competition with record afBASKETBALL 1-1 ter walloping private-school Trinity School at Meadow View, 68-21, the night before.

The game against Heritage was a tale of two halves. In the first, both teams struggled offensively, as they traded scattered possessions and rushed shots on each end of the floor. Sloppy offense translated to only 32 total points, as the Statesmen led 17-15 at intermission.

By the second half, the visiting Pride were able to correct their offensive shortcomings while Marshall failed to get off the ground.

Madison, Oakton Girls Meet in Season Opener DAVE FACINOLI Staff Writer

In this year’s annual early-season Madison Warhawks vs. Oakton Cougars girls basketball meeting, a sidelight the Nov. 29 BASKETBALL of all-Vienna contest were the point guards, or the development of those floor leaders at this point, Oakton, which won the up-tempo high school game on its home court, 73-56, is still developing players at that position. In contrast, the Warhawks are without their starting floor leader because senior Morgan Simpson is sidelined while recovering from a knee injury until late December.

the first game for both teams, the play was sloppy, with each team having more than 15 turnovers in a contest between two of the region’s perennial top teams.

The lead seesawed in the first half, with Madison ahead early, 8-2. The game was tied at 18 at the end of one quarter. Oakton, the defending 6A North Region champion, took the lead for good with 5:16 left in the second quarter on a layup by senior guard Kailyn Fee, who ran the point for a good part of the game along with Emma Coleman.

The Cougars led 34-31 at halftime, then scored the first nine points of the third period to go up, 43-31, and were in control the rest of the way.

Oakton was led by the one-two production of senior forwards Delaney

Connolly and Maddie Royle. Connolly had 22 points, including four threepointers, and yanked seven rebounds.

Royle had 16 points, made a three, pulled seven rebounds and had a block.

“They are both really tough all around and those two play so well together,” Madison coach Kirsten Stone said. “We played well early and we have room to grow.”

Fee scored 14 (two three-pointers) and had four assists. Also for Oakton, Amanda Good had six points, seven rebounds and two steals off the bench, Pexton Perine had six points and Karis Yu five.

Both teams played a lot of players, as many fouls were called and players were in foul trouble.

There were so many games and tipoff tournaments all over, almost 24-7 it seemed, keeping track of all the contests and results was a challenge.

Used to be there was only one area tipoff tournament. That was at the Potomac School, which still holds its event. The 27th annual tourney was Dec. 2 and 3, with eight teams total – four boys and four girls.

On occasion, the Flint Hill School teams would play in the Potomac tipoff. No more. Flint Hill hosted its own 13th annual tipoff this past weekend for boys and girls.

In Arlington, the Bishop O’Connell boys hosted a Morgan Wootten Tournament game Dec. 4.

The Washington-Lee girls did not play in a tournament, but had a busy first week with three games.

The Marshall boys hosted a fourteam tournament with a couple of 8 p.m. contests.

The Langley and Madison boys and McLean girls played two games each in different events. The Madison boys had a three-game first week, as did the Oakton girls, who did not compete in any tournament.

In contrast, some teams only played one game last week, including the Wakefield and Oakton boys and the Langley girls.

Years ago, regular-season action began on a Friday night, then continued the following Tuesday.

Now, teams like to play as many games in the opening days as possible, including late-December holiday tourneys. Having more early contests gives players and teams the opportunity to play together as much as possible early on, in preparation for the more important conference games, with the bulk of that action coming after the first of the year.

High School Roundup COACH WINS 700TH GAME: Pat Deegan,

the former girls head basketball coach at Vienna’s Madison and Arlington’s Bishop O’Connell high schools, won his 700th career game on Nov. 29 when the Fairfax Rebels defeated the Annandale Atoms, 49-30.

Deegan is coaching Fairfax for the third season. He also coached the Westfield girls after coaching Madison from 1987 to 2001.

Victory number 700 came in the 201617 season opener for Fairfax, as Deegan finished last season with 699 career wins.

The coach said he did not think much about sitting on 699 during the offseason.

“You have so much to do, you really don’t spend much time thinking about things like that,” Deegan said. “I have had a lot of very good players over the years.

It has been a lot of fun.”

His head-coaching career began at O’Connell, where Deegan coached the Knights to three private-school state championships. Next came Madison, where his teams won two Virginia High School League public-school state crowns, six Northern Region titles, and 11 district banners.

At Westfield, his team won a district championship. Deegan took a couple of years off from coaching after retiring from Westfield as a teacher and a coach.

Deegan was chosen to the VHSL Hall of Fame and inducted into its 2012 class.

For Holt, her runner-up regional finish was her best by far in three attempts.

She finished 11th (17:46) a year ago, just missing qualifying for nationals, and was 47th (18:14) as a freshman.

Prior to this year’s regional meet, Holt won eight races, including conference, regional and state championships.

She helped the Marshall girls team win all three meets, as well.

In the boys South Regional seeded race Nov. 26, Marshall’s Patrick Lynch placed 21st in 15:36.7.

Wiley was Flint Hill’s lone all-conference selection in girls soccer. She scored 17 goals last season.

Also for Flint Hill this fall, Marshall’s Heather Holt Catie Stack had was second at regions. three goals and Catherine Martchek scored a few. Rachel Kim had three assists and Catherine Scherer two. Goalie Cami Lamont led the team in saves.

For Potomac School, Caskin had six assists, Charlottte White had nine goals and three assists, Tracey Mills had eight assists, Grace Sherman had seven and Eleanor Nuechterlein five.

FLINT HILL AWARDS: The Flint Hill

GIRLS SOCCER ROUNDUP: Two of the top scorers in girls soccer in the Independent School League this fall were Flint Hill sophomore Whitney Wiley and Potomac School junior Courtlynne Caskin. Both scored 15 goals, with Wiley also having five assists to lead Flint Hill in scoring. The Huskies finished 6-10-3 and had four shutouts.

After that, the game began to slip away fast from Marshall. After Robinson’s go-ahead three-pointer, the Statesmen began a long scoring drought that extended from midway through the third quarter until a few minutes into the

fourth. Meanwhile, Heritage continued to notch easy buckets thanks to swift ball movement, and kept Marshall’s young line-up off-balance.

By the time James finally ended Marshall’s cold streak with a hard-fought bucket on a drive, the Pride already had gained a 38-28 lead. The deficit caused the Statesmen to begin putting up errant three-pointers that missed and only furthered the problems for the home team.

“We just started shooting threes, and if they aren’t going in, you’re in trouble,” Hale added. “We got away from what we do, which is go inside. That’s [another] sign of an inexperienced team.”

Robinson led Marshall with 11 points, James scored nine, Joseph Lampman seven and Jack Foley four.

Against Trinity, James had 17 points.

Lampman scored 15 and made three three-pointers, Foley added 12 and Daniel Deaver six.

The boys defeated School Without Walls, 73-23, then John Paul the Great, 62-47, in the Dec. 3 title game. In the final, Devon Flowers had 32 points and Nate Martin and Preston Bacon nine each. Bacon had 11 and Martin nine in the first game.

The Potomac School girls defeated St. Gertrude’s, 64-46, in the first round and John Paul the Great, 57-47, in the final.

In the title game, Courtlynne Caskin scored 19, Laila Germanis 16, Sara Park 12 and Camila Rodlauer six. In the first game, Caskin had 26 and made three three-pointers, Park scored 22 and Rodlauer six.

High School football team last fall were freshman opponents this season during a Nov. 5 Division III college game between host Hamilton College in Clinton, N.Y., and Middlebury College in Vermont.

David Kagan was a running back for Hamilton and Harrison Govan a linebacker for Middlebury, which won what is called “The Old Rocking Chair Classic,” 45-10.

Fairfax County Notes VIRGINIA REPUBLICANS PREPPING FOR INAUGURAL: Local boosters of

Donald Trump will have the chance to party the night away the evening before he is sworn in as the nation’s 45th president.

The Republican Party of Virginia will be a cohost of the All-American Inaugural Ball, to be held on Jan. 19 at the Hyatt Regency Capitol Hill.

The celebration “is inspired by America’s heroes and is an opportunity for us to celebrate President-elect Donald Trump and to honor our military veterans, law enforcement, first-responders and other heroic men and women around our commonwealth and our nation,” Virginia GOP chairman John Whitbeck said.

FAIRFAX HOSTS WATER-TREATMENT CONTINGENT FROM SOUTH KOREA:

The Fairfax County government recently hosted a Republic of Korea (South Korea) delegation representing the Korea Environment Corporation, a national government agency equivalent to the United States EPA. Members of the delegation were focused on administering their wastewa-

ter- and stormwater-regulatory programs.

Fairfax County Wastewater Management Program staff and Stormwater Planning Division staff talked to the visitors and made PowerPoint presentations about the policies and procedures Fairfax County has in place, and what actions are taken to meet the state-permit requirements in wastewater and stormwater. The visit included a two hour tour of the Noman M. Cole, Jr. Pollution Control Plant and the laboratory.

Members of the delegation were particularly interested in how effluent-discharge limits are determined. Staff talked about this process in general and Juan Reyes, director of the Wastewater Environmental Services Laboratory, used his permit-writer experience to explain the process.

To kick off the meeting, the South Korean engineers described the sewage system in Korea, the problems they are encountering and their questions for Fairfax County.

COUNTY POLICE IMPLEMENT DWI-ENFORCEMENT SQUAD: Fairfax County

police on Dec. 1 introduced a new nineofficer squad to combat drunk driving throughout the county.

paired-related crashes through aggressive enforcement and prosecution of drivingwhile-intoxicated (DWI) cases.

The squad consists of eight officers and one supervisor who have demonstrated a tremendous commitment to highway safety through their enforcement efforts.

The officers chosen averaged a total of 241 DWI arrests for the past seven years.

Department leaders hope the squad’s extensive experience and passion for DWI enforcement will continue to enhance the motoring public’s safety.

The squad will work from 7 p.m. to 5 a.m. in four-day rotations throughout the county. Their assignments will be based on statistical data and requests by the public and station commanders.

Officers on the squad are assigned to the Traffic Division of the Operations Support Bureau and will receive advanced training in DWI detection, drug recognition and effective testimony to ensure successful prosecution.

The squad’s equipment and salaries are provided by a federal grant being administered by the Virginia Department of Motor Vehicles.

There is minimal cost to the county for vehicle maintenance and fuel, county officials said in a statement.
