Legislators Prep Their Proposals for Richmond

Buoyed by Democrats’ victories in the Nov. 7 election, some local General Assembly members already have submitted legislation on topics ranging from women’s health and marijuana penalties to

firearm safety and teacher licensing. The General Assembly likely will entertain more pro-consumer bills during this session, predicted state Sen. Chap Petersen (D-34th). Among his bills so far: • Senate Bill (SB) 9 would change from the current system, which allows electri-

cal utilities to charge above-market rates, and return to the old system, whereby the State Corporation Commission regulated the rates based on the companies’ costs. Existing rules, authorized in 2015, allow those utilities to clear about $250 million annually in excess profits, Petersen said. • SB 10 would prohibit political candi-
