“It would be a generation before another Board of Supervisors decides to put that question to the voters,” Bulova told the Sun Gazette following a Veterans Day ceremony Nov. 11 in Great Falls.

Bulova said she was “not surprised, but disappointed” the meals tax went down to

defeat, as it did in 1992 the last time county officials proposed the levy.

Unsung Heroes Commemorated on Veterans Day BRIAN TROMPETER Staff Writer

Asking veterans about their service can be surprising, enlightening and life-enriching, U.S. Army Maj. Gen. Julie Bentz told the crowd Nov. 11 at the Veterans Day celebration at Great Falls Freedom Memorial.

“Most, if not all, of the veterans we honor today actually blend in quietly in their communities,” she Maj. Gen. Bentz said. “They are our teachers, our police officers, firefighters, paramedics and other members of society who epitomize the selfless service of our people and mark the generosity of our country to the nations of the world.”

Bentz, vice director of the Joint Improvised-Threat Defeat Organization, told of her Uncle Kin, who served as a Navy combat engineer and sharpshooter in Alaska’s Aleutian Islands during World War II. Uncle Kin earned the nickname “Iron Sights Bentz” after he closed his eyes and successfully triggered a huge Japanese sea mine’s 8-inch chemical horn with a longdistance rifle shot, despite roiling seas familiar to viewers of television’s “Deadliest Catch.”

Bentz’s wonderment increased after she found out her best friend’s father, Hank, had been an Army combat engineer in the Korean War and lost his military records and decorations in a house fire.

Hank asked Bentz for help in replacing those items and showed her his ancientlooking DD214 form, which he had kept in his wallet for 62 years. The discharge document, which summarizes a veteran’s service record, was printed in a typeface so small that Bentz had to read it with a magnifying glass.

Hank had been a private second class

in a combat-engineer platoon and received several medals.

“I chuckled over the Good Conduct Medal because it obviously skipped a generation where it was concerning Hank’s kids,” Bentz said, to the audience’s laughter. “What a pleasure it was to discover a little bit of history about a man I’ve known my whole life and, with a military understanding, assist Hank in getting his military records, ribbons and awards.”

Finally, Bentz told of Vietnam veteran Dick, a fellow church parishioner of hers in Oregon, whose children had heard

Dick served a U.S. Navy Seabee in a construction battalion, which earned a difficult-to-achieve Navy Unit Commendation Medal.

“In these bits of sleuthing, it brought home to me that people like Uncle Kin, Hank and Dick answered their nation’s call, served honorably and bravely, took off the uniform when they were released and returned home to pick up their lives again humbly, without a fuss and without much fanfare,” Bentz said. “They got married, had kids, changed jobs, moved around and blended back into the fabric of hometown USA. Regional Economy, Housing Prep for Trump Era BRIAN TROMPETER Staff Writer

Political commentators and activists may be wringing their hands and rending clothing at the prospect of President-elect Donald Trump’s new administration, but local experts said they don’t expect the new administration’s policies will drastically affect the region’s economy.

“It’s going to be fun to watch when the reality of government hits the political rhetoric of the campaign,” said Terry Clower, director of George Mason University’s Center for Regional Analysis, who was among panelists Nov. 10 at the Northern Virginia Association of Realtors’ 2016 Economic Summit at the Fairview Park Marriott in Falls Church.

Ken Harney, a nationally syndicated columnist for the Washington Post Writers Group who served as the forum’s moderator, told of the surprise he felt while watching the Nov. 8 election returns.

“It hits you, the new reality,” he said, but added, “It’s really to early to assess.”

As with any new administration coming into the Washington, D.C., area, there will be about 4,000 top-level appointees, plus hundreds of people from the outgoing administration who need to decide what to do with the rest of their lives, Harney said.

“I think there will be a fair amount of movement in the [real estate] marketplace,” he said. Expensive, close-in communities such as McLean could see an influx of Trump staffers because “Republican officials tend to favor Northern Virginia,” he said. “The Trump people coming in are not poor.”

Harney made several predictions of

actions the new administration likely will take. He was not optimistic about the fate of the Consumer Financial Protection Bureau, which he said had issued rules that angered Realtors.

The president also may pursue a revised tax code with only three brackets and new deduction caps. Action on taxation will take place more quickly because Republicans will control the presidency and U.S. House and Senate, he said.

Lynn Fisher, vice president of research and economics for the Mortgage Bankers Association, said the U.S. domestic economy is strong as the new administration prepares to take over.

She predicted modest economic growth of about 2 percent annually over the next few years, but said interest rates might rise from the current 3.6 percent to 5.4 percent by 2019. Of the latter prediction, she added, “We’ve been wrong continuously for the last couple of years.”

Sales of new homes likely will rise 10 to 11 percent next year and those of existing homes will go up by about 6 percent, Fisher predicted. “Our story is really about steady growth,” she said.

Job growth has been solid in 2016, with employers adding about 188,000 jobs per month, Fisher said.

“The labor market is quite tight,” she said. “We’re almost at full employment, which will put upward pressure on wages.”

Inflation has been fairly steady at about 2 percent per year and has been held in check by low oil prices, Fisher said. If Trump implements an economic-stimulus package, inflation may rise, she said.

regulations imposed after the recession – “this is the safest mortgage market we’ve probably ever had,” Fisher said – but some panelists said the new rules’ stringency might be keeping some buyers out of the market.

Heavy student-loan debts and the “gig economy,” where people perform temporary assignments rather than holding steady, reliable jobs, also are making loan underwriting difficult, panelists said.

Stockton Williams, executive director of the Urban Land Institute’s Terwilliger Center for Housing, discussed the economic impact of suburban areas. Though often derided as static, dull bedroom communities, suburbs continuously evolve and drive metropolitan growth, he said.

Two-thirds of Americans work in suburbs, where 91 percent of population growth occurred between 2000 and 2015, Williams said. About 75 percent of people ages 25 to 34 live in the suburbs in the nation’s top 50 metro areas, as do 76 percent of minorities. Suburbs are “hardly homogenous from racial and ethnic perspective,” Williams said.

The suburbs of Northern Virginia continue to propel the state’s economy, gaining more jobs despite reduced federal spending in recent years, Clower said.

Northern Virginia’s 3.4-percent unemployment rate is quite low, but the region’s cost of living denies many families the ability to survive on just one income, he noted. The region’s housing costs also have killed some potential economic-development deals, Clower said.

The Washington area in the last year has seen 2.4-percent job growth, placing it about in the middle of U.S. metro areas.

This is far better than the previous year’s performance, but the economy is overdue for a recession, he said.

The local economy might see some short-term growth if Republicans in Congress cooperate with Trump’s agenda, Clower said. Also, the president-elect has vowed to increase military spending, and the D.C. area always gets a piece of that action, even if the funding is destined for other locales, he said.

Clower also cautioned Trump’s spending plan would enlarge the national debt and said an immigration crackdown might deprive the region of a sizable share of its construction workers, many of whom are Hispanic.

“Who’s going to build the housing we need?” he asked. “We need immigrants in this population.”

Trump’s Impact on Real Estate? ‘No One Has a Crystal Ball’ SCOTT McCAFFREY and DAVE FACINOLI Staff Writers

No matter their place on the political spectrum, top real-estate professionals across Northern Virginia appear to be taking a wait-and-see, cautiously-positive attitude toward the impact the incoming Trump administration will have on the market.

How Trump’s election will impact the economy remains unknowable over both the short term and long term, but “I, for one, am optimistically hopeful,” said Craig Mastrangelo of Re/Max Allegiance.

“If consumer confidence remains while he is president, people will feel comfortable with large purchases,” Mastrangelo said. “Some of the driving forces that sustain any healthy real-estate market are a stable economy, continued job growth and continued favorable interest rates.”

Like many real-estate professionals, Casey Samson of Samson Properties was seeing some prospective home-buyers hold back during the election.

sumer confidence,” he said. “Now that it is over, things should start moving again.”

Trump’s priorities include increased military spending – always a net positive for the local region – and “the rest of the list is loaded with items that will be good for our area,” Samson said. “For the first time in 10 years, I see a strong recovery for Northern Virginia.”

The White House has changed political parties four times in the last 35 years, and the results have been mixed, according to figures from the Northern Virginia Association of Realtors: • In 1981, when Republican Ronald Reagan succeeded Democrat Jimmy Carter, home sales across the inner Northern Virginia suburbs were down 22 percent from a year before to 15,155, while the average sales price of $100,500 was up 10.3 percent, marking the first time the average price in the region reached the six-figure mark.

• In 1993, when Democrat Bill Clinton succeeded Republican George H.W. Bush, sales rose 6.7 percent to 16,818 but the average price was down 1.1 percent to $202,534.

• In 2001, when Republican George W.

Bush moved into the White House, sales rose 6.4 percent to 27,741 and prices were up 13 percent to $285,159.

• In 2009, when Democrat Barack Obama took over as president, sales were up 9.3 percent to 19,035 but average prices, which already had dipped 14.4 percent from 2007 to 2008, tumbled another 6.5 percent to stand at $431,018. The price recovery would begin the following year, but home sales would decline in 2010 and 2011 before staging a comeback starting in 2012.

How much, or even whether, any of those figures were impacted by the change in control of the executive branch is perhaps unknowable.

“Sales and inventory are still based on fundamental market principles – whether you are a seller or buyer,” said Karen Briscoe of the HBC Group of Keller Williams Realty.

Briscoe expects “a lot of movement . . . more than most recent election cycles,” and recommends that prospective purchasers beat the rush of new arrivals by getting into the market now.

Inventory, which is still tight although not quite as constrained as a year ago, probably won’t expand due to a large exodus of Democrats, said Diane Lewis of Washington Fine Properties.

“A lot of people who moved here for the Obama administration will most likely stay in town,” she said. “Truthfully, the presidential results do not dramatically affect the real-estate market.”

Lewis said close-in locations – including the District of Columbia, Arlington, McLean, Chevy Chase and Bethesda – will see an uptick in activity from those taking jobs in the new administration.

“However, there will not be enough of these people to really impact the market,” she said.

Natalie Roy of Keller Williams sees a short-term boost for the real-estate profession. “We will more than likely see a slightly busier winter season than usual, especially in the inner suburbs,” she said.

As for the long term? “The jury is still out on how this new president will impact the housing market,” Roy said. “It all depends on how he and Congress govern.

No one has a crystal ball.”

Comstock Hopes Congress Focuses on Taxes, Health Care BRIAN TROMPETER Staff Writer

Fresh off her Nov. 8 victory over Democrat LuAnn Bennett, U.S. Rep. Barbara Comstock (R-10th) said she hopes Congress soon will tackle health-care and tax reform and try to bring offshored jobs back to the United States.

The Sun Gazette spoke with Comstock Nov. 9 to get her views on the 10th District and presidential elections and their aftermath.

Among the issues addressed: How do you feel about your election victory?

“I’m thrilled to be able to continue to represent the 10th District and its very diverse industries, businesses and people who live throughout it. I’ve had relationships here for a quarter of a century, so I’m glad I’ll be able to continue to provide that experience and commitment and get back to work. We have a lot of challenges: to get the economy going again, [bolster] national security and get the 21st century cures bill finally passed, on the president’s desk and signed into law. It will be a real asset of our area as it grows in the healthcare field. We have a big opportunity here to grow that innovation health-care economy.”

What do you think made the difference with voters in the 10th District race?

“They knew that I’d been focused on

their priorities. I’d been working out there on those issues [such as] heroin legislation, transportation and jobs legislation.

I’m very committed to improving our community and making sure it’s the best place to live, work, play, own a business and live the American Dream.”

What was different about this election for you and what surprised you about it?

“In terms of what I’ve focused on, it hasn’t been that much different. The press was all focused on the presidential race, not the local race, and my opponent, I think that was her focus. I was the focus of $10 million worth of attack ads. I think people want to have their local representative focused on their issues.”

What can Republicans accomplish now that they hold the presidency, House and Senate?

“I think health-care reform will deal with the rising cost of insurance and the

deductibles that are increasing, causing a lot of problems for businesses . . . I think a discussion is already under way about repealing and replacing Obamacare. I would very much emphasize the replacement part, because we want to make sure the people who have health care will keep it and retain things like keeping your kids under insurance until they’re 26 years old and dealing with pre-existing conditions.

Those things that are working we want to keep, but make sure we change the parts that aren’t working. When you have a topdown, one-size-fits-all kind of policy, it’s not working. We’re seeing exchanges go under across the country and we need to address that.”

Any other issues on which Congress should act?

“We’ll hopefully be able to work on tax reform. We’ll reach out to businesses that have left the country and bring them back with a friendlier business climate. There are a lot of regulatory reforms that we can put in place. We hit our businesses with a lot of regulations that have been put in place by executive order.”

What’s your reaction to Donald Trump’s win?

“The election was close, so we didn’t know what was going to happen. I think everybody has been very gracious about wanting to work together and get things done.”

What does Trump have to do to bring

the country back together?

“People definitely want a jobs agenda.

You have a lot of people who have been left behind in the current economy. We need to make sure they can get back into the economy. I think we can do welfare reforms and tax reforms to provide incentives to get people back to work and bring jobs back into this country with a more friendly jobs climate. People who’ve lost their jobs in this changing economy have voiced a great concern. I think workforce development is an issue we’ll be able to bring a lot of folks together on . . . I think we’ll be able to unleash a lot of economic growth.”

Clinton won a very close popular vote, but lost the election based on the Electoral College count. Will there will be a movement to get rid of that institution?

“I think the Founding Fathers got it right. That’s the way they did it. Turn the page. This is a new day and [the issue is] how do we work together and bring people together.”

What are your hopes for the next U.S. Supreme Court pick?

“That’s obviously in the Senate, not in the House, so I don’t have a say on that . . . You have to interpret the law, not make it. That’s the basic standard. You want people to interpret the laws that Congress passes, not try to legislate from the bench.

I think there are a lot of folks out there who fit that bill.”

Our View: Fairfax Voters Deliver a Clear Message In Repudiation of the Proposed County Meals Tax You know the one thing that terrifies politicians, keeping them up at night? That the voters have figured things out.

And based on the results of the Nov. 8 election across Fairfax County, local voters indeed have delivered an unmistakable message to the ruling class, which always seems to have its hands out for more, more, more from the taxpayers.

Voters by two-to-one margins supported three county bond referendums on the ballot, but then turned around and rejected the proposed 4-percent add-on meals tax. And that vote wasn’t even close: 54 percent to 46 percent, with 40,000 more residents voting “no” than “yes.”

Doing the math: About 100,000 Fairfax County voters decided (as had we) that the bonds were a good deal for the community but the meals tax wasn’t, splitting their tickets in a way few in the ruling establishment might have predicted.

In the weeks leading up to the election, we became one of the few institutional voices (along with the Northern Virginia Chamber of Commerce) to urge a “no” vote on the referendum. At the time, we acknowledged that the meals-tax proposal had some merit. But we also believed a message needed to be sent, particularly to the Fairfax County School Board, which in recent years has behaved outrageously in demand-

ing an increasingly large piece of the government pie without a commensurate willingness to try and find ways to economize.

Perhaps the final straw for many of those 100,000 ticketsplitters came when school leaders unceremoniously discarded a report filled with budget-cutting ideas – some farfetched, but many feasible – without so much as a second glance. The unbridled arrogance surely rubbed a lot of people the wrong way.

So, too, did the constant refrain that most of the money raised from the meals tax would be “for the children.” Not really: School officials were clear they planned to use the bucks to reward teachers, which at best would have a tangential effect on classroom achievement, and well might have no impact at all.

Board of Supervisors Chairman Sharon Bulova and her Democratic cohorts are left with egg on their faces for backing this measure, while School Board members have been issued an unmistakable upraised digit from the electorate.

Will they get the message and be chastened by the results of Nov. 8? We’ll have to wait and see. Actions will speak much, much louder than words.

Americans to Learn Hard Lessons Under Trump Editor: I fear that those who still think this is all about Donald Trump are seriously not paying attention. He was the tool, but he is only a small part of the result.

On Jan. 20, we will lose what little balance of power we had left in this country. An extremist conservative government will take over what is currently the United States, and they will quickly have almost complete control of all three branches of our government.

Don’t believe me? Do some research. For starters, it appears they

ought to just change the name of the Heritage Foundation’s headquarters to “the New Longworth Building.”

I trust that many of the people who voted for Trump didn’t really think that through, and those who are centrists and libertarians will at some point come to the realization that they have made a terrible mistake. As will all the Democrats who voted third-party or, even worse, the tens of millions of voters who stayed home.

That realization will be too late, of course, and their regret will do nothing

to change the extremely dangerous situation they’ve helped to create.

Our country was meant to have checks and balances for a reason. No extremist agenda – be it liberal or conservative – should be able to rule over us unfettered by these safeguards. And every single person in this country (even the ones donning the white hoods who think they’ve woken up in some kind of nirvana) is about to learn this lesson the hard way.

Editor: Upon reading the Sun Gazette’s online article regarding Hillary Clinton and Tim Kaine’s remarks after the results of the Nov. 8 election, I found myself struck by the fact that those remarks are quite emblematic of the current state of the Democratic Party as a whole: injured pride and the small embers of dampened optimism. There was

a call of unity when the country couldn’t be more divided.

In my view, the Democratic Party has to get back in touch with its roots: standing for the working man and woman – regardless of color, creed or background – and building strength from the bottom up.

The real unity we need is the kind that comes from reuniting politicians

with the constituents they swear to serve, instead allowing them to serve only the needs of the high-dollar donors who bankroll their campaigns.

Next year, in Virginia at least, we will hopefully put that kind of progress into action.

Vienna Asks State Lawmakers For Help on Land Use, Funding BRIAN TROMPETER Staff Writer

The Vienna Town Council would like the General Assembly next year to preserve local land-use authority and help the town cope with challenges ranging from legal notices and sidewalks to tree-canopy coverage and public-safety funding.

Council members at a Nov. 14 work session refined ideas for the towns’ 2017 legislative agenda for the upcoming General Assembly session. Vienna officials will ask state lawmakers to: • Revise the state’s transportationfunding language to include sidewalk funding in dense urban areas, where the pathways give people a means of getting where they need to go without driving alone in vehicles.

The town’s legislative agenda also references a Virginia Municipal League (VML) request that the state supply funding for bike lanes for similar reasons, but Del. Mark Keam (D-35th) said some in the legislature see doing so as taking away money from projects that would serve cars and trucks.

“A majority of our rural population doesn’t see the value in that,” Keam said. “Bike paths create opposition you wouldn’t have otherwise.”

• Amend changes to the Virginia Procurement Act passed last year that prevent localities from riding other municipalities’ contracts. Vienna officials would like the law to allow localities to use competitively bid construction projects for certain projects that do not cost more than $200,000.

Town Attorney Steven Briglia mentioned Vienna might have saved $37,000 on a recent project if town officials had been able to ride an Arlington County contract.

• Allow towns within Fairfax, Loudoun and Prince William counties to publish legal notices on the localities’ Web sites instead of in a newspaper with general local circulation.

Keam has drafted a bill (HB 956) to that effect and other legislators are considering bills that would do the same if those localities do not have a general-cir-

culation newspaper within their boundaries or, in localities with at least 50,000 residents, allow those governments the option of advertising legal notices over local radio or television stations.

Newspaper lobbying groups traditionally have fought hard against any such proposals. State Sen. Chap Petersen (D34th) seemed dubious about allowing localities to post such notices on their Web sites.

“I think the whole point of notices is you have to reach outside your inner circle,” he said. “I’ll analogize it to foreclosures: You have to at least make the effort to maximize the property.”

• Amend a state tree-conservation law to give Vienna local zoning authority to give tree-canopy credits for developments that preserve large- and medium-sized trees on site or require developers to achieve 20-percent tree-canopy coverage within a decade, instead of the current 20 years.

Council members will make their perennial requests that state lawmakers: • Restore full funding of state 599 moneys, which helps pay for local police departments.

• Change the Virginia Department of Transportation’s road-maintenance funding formula from one based on lane miles to one based on lane volume, or provide additional moneys to localities that maintain their own roadways and have traffic volume that exceeds state averages by

1st Stage Serves Up Laughs, Hard-Won Wisdom BRIAN TROMPETER Staff Writer

Neil Simon’s “Broadway Bound,” the latest production of 1st Stage in Tysons, is a comedy but also a clear-eyed look at life’s messy realities.

ON The semi-autobiographical action, STAGE directed by Shirley Serotsky, occurs in Brighton Beach, N.Y., where introspective Eugene (Noah Schaefer) and his flashier brother Stanley (Scott Ward Abernethy) strive to break into the writing business.

They finally catch a lucky break and pen a comedy program for radio that leaves its audience in stitches. The characters sound awfully familiar, though, the brothers’ mother notes, and their father soon castigates them.

That squabble is nothing compared with the infidelity of the brothers’ father Jack (Andy Brownstein) and the ensuing rage of mother Kate (Teresa Castracane).

The estranged couple’s words and emotions are disturbingly real and complex, a rueful acknowledgement that sometimes love dies.

Eugene is nebbishy, but also self-aware and sensitive to others’ needs and emotions. After the confrontation with his father about the radio program, he owns up to drawing the characters somewhat from

his own family. He is the only character who breaks the Fourth Wall and provides exposition for the audience.

Abernethy’s Stanley is Eugene’s polar opposite, a born self-promoter and extrovert who’s prone to manic bursts of energy.

The most sympathetic character is Kate,

whom Castracane imbues with toughness, tenderness and a Rosie O’Donnell accent.

Her pain at Jack’s betrayal is palpable, as is her love for Eugene when she dances with him and reminisces about her onceflirtatious past.

Brownstein brings simmering hostility and angry resignation to his role as Jack.

We all have known men like this and many of us have been him at times.

Stan Shulman is enjoyable as Kate’s crotchety elderly father, Ben. He resists entreaties from Kate’s rich sister, Blanche (Kathleen Akerley) to move to Florida.

Set designer Jonathan Dahm Robertson gives the family’s abode a humble, warm look with lots of wood accents.

The play sometimes seemed sluggish.

It got off to a late start, presumably because audience members needed to use the theater’s two single-user restrooms, plus a pair at a business next door. The company should examine ways of doubling or tripling its bathroom capacity.

A 25-minute intermission also zonked out some who were hoping to get home at a decent hour.

Despite those criticisms, “Broadway Bound” offers plenty of wry Neil Simon lines and pays the audience the respect of not assigning happy endings to all its plot threads.

“Broadway Bound” runs through Dec. 18 at 1st Stage, 1524 Spring Hill Road in Tysons. Shows are Thursdays at 7:30 p.m., Fridays at 8 p.m., Saturdays at 2 and 8 p.m. and Sundays at 2 p.m.

Public-Safety Notes VIENNA MAN ARRESTED ON DRUNKDRIVING, HIT-AND-RUN CHARGES:

Vienna police received a report Nov. 6 at 8:48 p.m. about a three-vehicle accident in the 100 block of Maple Avenue, E. A responding officer found the driver of one of the vehicles had fled the scene on foot, leaving his vehicle unattended in the roadway, police said. The drivers of the other vehicles provided a description of the driver who fled.

Another officer located the driver near Church Street and upon interacting with him detected signs of possible impairment. After the 51-year-old Vienna man failed to complete a series of field-sobriety tests, police arrested him on charges of felony hit-and-run and driving while intoxicated.

WOMAN CHARGED AFTER ACCIDENT THAT KILLED MOTORCYCLIST: Author-

ities have charged an 81-year-old Potomac Falls woman with disregarding a red traffic signal following an Oct. 18 accident in Great Falls that killed a 55-year-old motorcyclist.

The crash occurred shortly before 4 p.m. on Leesburg Pike near Towlston Road. A 2011 Chevrolet Cruze, driven by Mary Burns of Potomac Falls, was traveling west on Route 7 and approaching the intersection of Towlston Road. The intersection is controlled by a traffic signal and the light for westbound Route 7 was red at

the time, police said.

At the same time, a motorcyclist operating a 2008 Harley-Davidson was traveling south on Towlston Road and approaching the intersection of Route 7 on a green light. As the motorcycle entered the intersection, Burns failed to stop for the red light on Route 7, entered the intersection and struck the motorcycle.

The motorcyclist, Joseph Thomas Timpane of Springfield, was separated from the Harley-Davidson and struck a 2012 Nissan Altima that was stopped in the left-turn lane of eastbound Route 7.

The Chevrolet then struck the Nissan and continued across the eastbound lanes of Route 7, striking a 2009 Honda Pilot before coming to rest, police said.

Authorities pronounced Timpane dead at the scene.

Speed and alcohol do not appear to be factors in this crash, police said. Detectives from the Fairfax County Police Department’s Crash Reconstruction Unit continue to investigate this case.

McLEAN MAN FACES SHOPLIFTINGRELATED CHARGES: A store loss-pre-

vention officer at a store in Tysons Corner Center notified Fairfax County police officers on Nov. 5 at 3:12 p.m. that a man had stolen merchandise and fled the store.

An officer located the suspect in a vehicle nearby and attempted to make a traffic stop. The suspect fled, but police

apprehended him shortly thereafter.

Authorities arrested Garrett Keene, 52, of McLean, and charged him with two counts of grand larceny, possession of burglarious tools, possession of a Schedule I narcotic, disregarding signal by law enforcement to stop, larceny with the intent to sell or distribute and sale of stolen property.

At the same time, a male motorist driving a vehicle northbound on Cottage Street did not see the bicyclist and proceeded into the intersection, striking him.

Rescue personnel transported the bicyclist to an area hospital for treatment of non-life-threatening injuries. Police issued the vehicle’s driver a summons for failure to obey a stop sign.

VIENNA WOMAN CHARGED WITH BURGLARY, PROPERTY DESTRUCTION: The

owner of a residence in the 2600 block of Sledding Hill Road in Oakton told Fairfax County police on Nov. 5 at 9:59 a.m. that there was a female intruder inside the home.

Authorities arrested Charmaine Talaya Waldon, 45, of Vienna and charged her with burglary and destruction of property.

BICYCLIST STRUCK, INJURED BY VEHICLE IN VIENNA: A bicyclist required

medical treatment for injuries he received Nov. 2 after being struck by a vehicle at Cottage and Locust streets, S.W., Vienna police said.

The accident occurred at 7:22 a.m. as the bicyclist was travelling eastbound on Locust Street at Cottage Street. He stopped at the stop sign and waited for a truck pulling a trailer to make a left turn from the opposite direction. The bicyclist then proceeded into the intersection.

The Fairfax County Sheriff’s Office recently held graduation ceremonies for four new reserve deputies, uniformed volunteers who work alongside sheriff’s personnel to support administrative and operational functions.

The ceremony was held Nov. 5 at the Historic Courthouse in Fairfax, and continues to build the program, which was relaunched two years ago.

“We have high hopes for each of you and the utmost confidence that you will meet or exceed our expectations,” Sheriff Stacey Kincaid said to the graduates: Steve Canale of Herndon, Ryan Davis of West Springfield, Elizabeth Estes of Alexandria and Haroon Khan of Centreville.

The graduates went through 120 hours of training over a 10-week period, and have committed to work a minimum of 12 hours per month at the Adult Detention Center, court facilities or community events.

‘Generation Z’ Has Aspirations That Include Owning Homes A panel composed of five members of the generation following Millennials, “Generation Z” – young people ages 14 to 18 – discussed their social media habits, shopping preferences and their desire to become homeowners, during a session at the 2016 National Association of Realtors Conference & Expo, held in Orlando.

“We know enough about Millennials, now we need to learn about the next generation,” said Sherry Chris, president and CEO of Better Homes and Gardens Real Estate.

“Generation Z are the teenagers of today that will shape, and are already starting to, the way we live, the way we function and the way we do business,” Chris said.

According to data from Better Homes and Gardens Real Estate, 97 percent of Generation Z believe that they will own a home in the future, and 82 percent indicate that home ownership is the most important factor in achieving the American Dream.

“That might sound a little traditional, especially when compared to what we’ve seen with Millennials, but this is a generation that values home ownership,” said Chris.

All five of the panelists expressed a desire to own a home and are certain that home ownership will be part of their future.

When asked about their ideal homes, the panelists varied in wanting to live in either rural or suburban areas and in a home with traditional or modern décor. All the panelists expressed a desire for a large amount of square footage.

“I want a big house,” said panelist Cayman, 17. “I want a room for each of my kids, a master bedroom, a few guest rooms, a movie room – I want a lot of space.”

The panelists also had very specific ideas about the features they want in their home. Most panelists mentioned hardwood floors, granite counter tops and high-end appliances.

“I watch a lot of HGTV, so I know exactly what I want,” said panelist Brooke, 17.

When asked about whether or not they would work with a real-estate professional when they purchase a home, the answer proffered by the panel was a resounding yes.

Vienna/Oakton Notes NEW VIENNA POLICE OFFICER GRADUATES FROM ACADEMY: The Vienna

Police Department’s newest member, Officer Rachel Rohr, graduated Oct. 28 from the 67th Session of the Fairfax County Criminal Justice Academy. The graduation ceremony was held at Grace Covenant Church in Chantilly.

Rohr’s graduation marked the culmination of a six-month training session in which newly hired police recruits received training in all aspects of police procedures. The basic-recruit session is a nonresidential training program consisting of more than 920 hours of instruction. The curriculum includes, but is not limited to, 320 hours of academic studies, including crisis intervention, assisting individuals with mental illness, de-escalation techniques and first-aid training; 94 hours of firearms training, 84 hours of emergencyvehicle operation; 110 hours of physical training; and 130 hours of defensive tactics training.

For the next 12 weeks, Rohr will be assigned a field-training instructor, who will observe and guide her performance in the areas of officer safety, traffic enforcement, interaction with citizens, report writing, investigation of vehicle crashes and many other aspects of her law-enforcement duties.

Rohr is working toward an associate’s degree, with the intention eventually of getting a bachelor’s degree. She enjoys physical fitness and exercise. Due to her local Vienna roots, she is an avid fan of Washington sports teams, including the Nationals, Capitals and Redskins.

Rohr will encounter a familiar face at work, as she is the oldest daughter of Ruth Rohr, the department’s communications and records coordinator.

FORUM SET ON PROPOSAL TO ENCLOSE TENNIS COURTS: A community-

information meeting is slated for Monday, Nov. 28 to discuss a proposal to enclose two tennis courts at Nottoway Park near Vienna.

The Fairfax County Park Authority is soliciting public input on the proposal by Elite 10S, which is seeking to enclose the two northern courts at the park, then use them for its own program and rent them out to the public on an hourly fee basis.

The four other courts at the park would be unaffected by the proposal.

The meeting will be held at 7 p.m. at Marshall Road Elementary School, with public comment taken after a presentation.

October N.Va. Home Sales, Prices Up Slightly Home sales across Northern Virginia were up slightly in October despite a tightening inventory, while average prices ticked up just under a percentage point, according to new figures.

A total of 1,540 properties went to closing last month, according to figures reported Nov. 10 by RealEstate Business Intelligence, an arm of the local multiplelisting service. That’s up 1.1 percent from the 1,524 transactions in October 2015.

(Figures include sales in Arlington and Fairfax counties and the cities of Alexandria, Fairfax and Falls Church.)

The average price of all homes that sold during the month was $547,805, up slightly from $553,465 a year before, but the increase was concentrated in one segment of the market: • The average sales price of single-family homes was up 1.4 percent to $754,633.

• The average sales price of attached homes was down 0.5 percent to $395,944.

• The average sales price of a condominium was down 1.3 percent to $324,112.

There were 119 sales of more than $1 million during the month, including five of $2.5 million or more and one above $5 million.

Add up the sales and prices, and the total market volume for the month of $843.6 million was up 1.9 percent from the year before.

Ryan Conrad, CEO of the Northern Virginia Association of Realtors, said the numbers reflect “a stable market” that showed “a pre-election trace of confidence in buyers and sellers.”

One of the bigger challenges of the market as it transitions to the most dormant part of the year is tightening of inventory. At the end of October, there were 4,437 properties on the market, down more than 20 percent – more than 1,100 homes – from a year before.

One reason? “People are staying in their homes a lot longer,” said Bob Ad-

amson of McEnearney Associates, chairelect of the local Realtors’ group.

“In 2000, the median stay before sale was six years; in 2015, the median stay had risen to 10 years nationally,” and the local market was following this trajectory, Adamson said.

Despite the dearth of homes on the market, some prospective buyers are choosing to remain choosy, said Moon Choi of Re/Max Executives. Buyers are “searching for their perfect homes,” he said.

“Well-priced homes with move-inready condition are still going fast, but at the same time, I have seen several properties on the market for a while,” Moon said.

Interest rates remain at near historic lows, but some buyers – notably firsttimers and those with spotty credit – are finding it hard to tap into the mortgage market.

Where is the market headed over the short term? The number of homes coming under contract and the number of pending sales were in positive territory year-over-year in October.

Figures represent most, but not all, homes on the market. All figures are preliminary, and are subject to revision.

D.C., Inner Core Sees Modest YearOver-Year Uptick: Modest increases in home sales and prices across D.C. and the

inner suburbs pushed the region close to the $2 billion mark for October, even as prospective buyers had fewer homes to choose from.

Sales across the D.C. core region totaled 3,970 in October, up 2.6 percent from a year before, according to figures reported Nov. 10 by RealEstate Business Intelligence, an arm of the local multiplelisting service.

(Figures represent sales in the District of Columbia; Arlington and Fairfax counties and the cities of Alexandria, Fairfax and Falls Church in Virginia; and Montgomery and Prince George’s counties in Maryland.)

The average sales price of $494,562 was up 1.9 percent from a year before, with all three segments of the market – single-family, attached and condominium – posting year-over-year increases.

Total sales volume for the month was $1.96 billion, up 4.5 percent from $1.88 billion a year before.

Homes that went to closing in October spent an average of 48 days on the market, an improvement from the 54 days required a year before, and garnered 97.4 percent of listing price, up from 96.7 percent.

Conventional financing was the method of transacting sales in 2,154 cases, followed by FHA-backed mortgages (655) and cash (598).

Fairfax County Notes POLICE ISSUE REMINDER AGAINST FEEDING DEER: Fairfax County police

are prefacing it with a “please,” but they are being clear: Do not leave food out for deer.

“Feeding deer can have unintended negative consequences and often does more harm than good,” police officials said on Nov. 9.

State law prohibits the feeding of deer anywhere in the commonwealth from Sept. 1 to the first Saturday in January, and also prohibits feeding during deerhunting season (which runs through the last Sunday in April in Fairfax County).

The prohibition is in place on both public and private property.

Anyone who sees violations is asked to call the Virginia Department of Game and Inland Fisheries at (800) 237-5712 or e-mail wildcrime@dgif.virginia.gov.

FAIRFAX STORMWATER-MANAGEMENT OFFICIALS MEET WITH COUNTERPARTS FROM CHINA: A delegation

from China recently met with officials from the Fairfax County government’s stormwater-management team, discussing the similarities and differences of addressing stormwater issues in countries 7,000 miles apart.

The visit was coordinated by Forte International Exchange Association. Eighteen officials from the Shandong Province Department of Housing and Urban-Ru-

ral Development participated.

“It was very much a two-way exchange of information,” said Chad Crawford, chief of the Fairfax County government’s Maintenance and Stormwater Management Division.

The capital of Shandong province, Jinan, was one of 16 Chinese cities selected to be included in the government’s Sponge City Campaign to improve stormwater management.

Among the issues discussed during the visit was the rainwater-harvesting project currently underway at George C. Marshall High School.

‘HOLY DOOR’ CLOSED AT CATHEDRAL:

Roman Catholic Diocese of Arlington Bishop Paul Loverde on Nov. 13 closed the Holy Door at the Cathedral of St. Thomas More, ending the 11-month Extraordinary Jubilee Year of Mercy proclaimed by Pope Francis.

The concept of Holy Years began in 1300 by Pope Boniface VIII; ordinary Holy Years occur every 25 years, but the pope can proclaim special Holy Years, as was the case in 2015-16.

Part of the tradition consists of passing through Holy Doors designated by each diocese around the world. Under Roman Catholic doctrine, those who pass through the Holy Door are granted the removal of temporal punishment after death if they meet certain requirements.

At various state-tournament public- and private-school athletic competitions throughout the commonwealth this past weekend, there were many high school teams from across the Sun Gazette’s coverage areas heavily involved, probably more so than in recent fall campaigns.

Recognition of a new athletic achievement will have to be squeezed between the many championship sports banners that already VOLLEYBALL hang on the crowded gymnasium walls at Oakton High School.

A place now must be made for the Oakton Cougars in girls volleyball. The high school team won its first region crown Nov. 12 when it defeated the defending champion Langley Saxons, 3-1, in the title game of the 6A North Region Tournament at Oakton. The Cougars (26-4) were playing in the region final for the first time and finished 4-0 in the tournament.

“We were nervous, because this was a new experience for everyone in this program,” said Oakton senior and region tournament MVP Alice Yang, who had 11 kills, three aces and two blocks in the final. “But we stayed calm and focused, Continued on Page 25

The host Madison Warhawks got the better of the visiting Washington-Lee Generals with a 26-8 victory Nov. 11 on a blustery openFOOTBALL ing night of the 6A North Region Tournament football playoffs.

The win was redemptive for the now 10-1 Warhawks, who entered the high school playoffs last year with an identical 9-1 regular-season record, only to be ushered out by the Chantilly Chargers.

“It feels good to finally win a playoff game, we haven’t done that in a long time,” Madison coach Lenny Schultz said. “I’m proud of these boys for playing through a little adversity tonight, but 24

I want to clean up some things, because we think we can make a longer run, not play just one more week.”

Madison’s last playoff victory was in 2009.

Against No. 15 seed Washington-Lee (5-6), No. 2 seed Madison was its own worst enemy most of the game. Penalties well into the double digits stalled offensive drives, rewarding WashingtonLee with extended possessions.

On defense, Madison had five interceptions and held the Generals scoreless until the game’s waning moments.

Madison’s offense exploded with big plays, including quarterback Jacob Choutkas’ first passes of the first and second halfs, both going for touchdowns of 73 yards to running back Landon Thomas and 56 yards to Nick Conforti.

“They knew how we were going to defend it, they got a great mismatch and executed the play well,” WashingtonLee coach Josh Shapiro said in reference to Thomas’ touchdown. “In general, we just had a lot of trouble moving the ball with what we did well all year, which was our passing game.”

Washington-Lee quarterback Ricardo Mestre had a rough game. He was picked off four times in his first 12 drop backs, which facilitated Madison’s early 19-0 lead. Generals’ running back Larry Carpenter struggled to find running room, while wide receivers Quinn Parks and Nick Miller were either blanketed in coverage or had trouble hauling in passes.

There were teams participating in Richmond, Petersburg, Virginia Beach, Fork Union, The Plains, Norfolk and close by in Oakton.

From Arlington, three Bishop O’Connell teams were involved in Division I state private-school competitions. The girls volleyball squad was the farthest away in Petersburg playing as the No. 2 seed. The boys and girls cross country teams were running in state meets in Fork Union.

A Washington-Lee High School runner was entered in the boys 6A state cross country meet at Great Meadow in The Plains.

Teams and individuals from Great Falls, McLean, Oakton and Vienna were involved in competitions all over the place. Also racing at 5A and 6A state meets in The Plains were scads of runners from Madison, Marshall, McLean and Oakton high schools.

Nearby in Oakton, the No. 2 seed Flint Hill School football team hosted a Division I private-school state-tournament semifinal game against defending champion Benedictine.

In Division I girls volleyball, Flint Hill was in Petersburg trying to win a fifth straight crown.

The Langley High School girls field hockey team was the farthest away, playing in Virginia Beach in the 6A state tournament.

As the No. 10 seed and biggest Cinderella story, the Potomac School’s boys soccer team was in Richmond playing in the Division I private-school semifinal and championship games.

Potomac School’s girls tennis team was in Norfolk in the state tourney.

Marshall Runner, Two Local Teams Run to State Titles A Staff Report

The Great Meadow course in The Plains was the site of three state cross country championship performances by two loteams CROSS COUNTRY cal and one individual Nov. 12 at the Virginia High School League’s 5A and 6A girls and boys high school state meets.

The individual champion was Marshall Statesmen junior Heather Holt in 17:18, helping her team win the 5A crown with 53 points, more than double the runner-up.

For Holt, the victory was her eighth this season, including conference and region titles.

The other team champions were the Madison Warhawks in the 6A boys meet with 63 points, three fewer than secondplace Lake Braddock.

The Marshall girls had five runners place in the top 18 to win their first state crown. Ava Bir was ninth (18:50), Hannah Smith 15th (19:15), Sophie Tedesco 16th (19:19) and Jenna Robbins 18th (19:26).

The Madison boys had four runners in the top 21, led by senior Sean Grimm in seventh (15:50), to win their first state title. Zach Holden was 11th (15:56), Pat-

rick Murphy 18th (16:11), Chamberlain Zulauf 21st (16:19) and Kevin Murphy 38th (16:37).

The Oakton boys were fourth, led by junior Ahmed Hassan in fifth (15:40).

In the girls 6A meet, Oakton was second with 107 points and Madison third wih 111.

For Oakton, Rachel Green was 17th (19:06) and Gaby Katz 21st (19:15).

Madison was led by Katherine Fox in 16th (19:05) and Merrill Leak in 18th (19:07). McLean High School’s Caroline Howley was 11th in 18:55.

In the 5A boys race, Marshall senior Patrick Lynch was third in 15:34 to lead his team to 10th. n Flint Hill School junior John Moxley finished second in the Virginia Independent Schools Athletic Association’s Division I boys state championship cross country meet in Fork Union in a time of 16:48. The winning time was 16:43 in the high school event.

The Flint Hill boys finished 12th. The Potomac School boys were 13th, led by Cal Hoffman in 28th in 18:17.

In the Division I girls race, Potomac School junior Nicole Manning placed fourth in 20:05. The winning time was 19:22. As a team, Potomac School was

10th, with Margot Labrecque 25th in 21:27.

Flint Hill’s Barrett Harrington was 16th in 21:06.

In the semifinal at the same venue Nov. 9, Potomac School nipped the No. 3 seed Bishop Ireton, 1-0, earning the team a state final berth for the first time in school history.

The Panthers were 5-1 in their six

games preceding the state final, allowing only two goals in those contests.

“We are peaking at the right time. The players have gained a lot of confidence of late and are working hard for each other,” Potomac School coach Marcelo Valencia said. “This is exciting for them.

The team started finding a rhythm about halfway through the season.”

During regular-season play of the Mid-Atlantic Athletic Conference Tournament, Potomac School had a mediocre 5-4-3 record, then lost in the first round of the conference tournament.

As a result, the Panthers earned that

lowly 10th seed in the state.

In the first round state game, the Panthers downed No. 7 seed Flint Hill, 2-1 in penalty kicks. The score was tied at 1-1 after regulation and overtimes, then Potomac School made four of five penalty kicks. In regulation, Jack Rosener scored the Panthers’ goal.

“We knew this would be a close match, and we thought we had a good game plan,” Langley coach Susan Shifflett said. “Our serve receive was not very good tonight and let us down in key moments. We’re disappointed.”

Oakton coach Dan Courain said the Cougars’ goal from the start of the season was to get to the region final and see what happened, probably against four-time region champion Langley, he thought.

“It was a huge help for us to stay at

home,” Courain said. “We knew we had to stay focused at all times during this match and keep pushing. Winning those first two games was big, then responding well after Langley won the third game.”

Middle hitter Maya Elassal and libero Lexi Barker made the all-tournament team from Oakton. In the final, Elassal had 13 kills, two blocks and an ace, and Barker had three aces. Oakton hitter Grace Cozad had 14 kills and a block and and two aces, setter Katie Thompson had multiple assists, Lizzie Heier had a kill and a block and Katie Villota had a kill.

For Langley, which was 3-1 in the

tourney, Elena Shklyar had 15 kills and two blocks, Allison Franke had nine kills and a block, Olivia Franke had six kills and a block, and Raya Mufti and Jackson Friedman each had five kills.

Langley’s Shklyar and Sarah Meabius made the all-tournament team.

Both teams now advance to the 6A state tournament. Semifinal matches were Nov. 15 and the final, Nov. 17.

“We were a little tight at first, but focused,” DeNure said. “We served well and that set up our offense.”

Supervisors had agreed to put 70 percent of the meals-tax proceeds toward the school system, where much of those funds would be used to enhance employee pay.

The remaining 30 percent of the revenues would have financed county services, capital improvements and tax relief for some residents.

Proponents have accepted the tax’s defeat and will “shoulder on and continue to do the best with what we have,” Bulova said.

County revenues, including those from the mainstay real estate tax, continue to be relatively flat, despite officials’ efforts to increase commercial tax revenues and stimulate the economy, she said.

“It’s not going to be easy, but we’ll do the best we can and we’ll do right by the community,” Bulova said.

The chairman was unsure whether the contentious presidential election influenced voters’ views regarding the meals tax. County voters heavily favored Democratic presidential nominee Hillary Clinton over the victor, Republican Donald Trump, and easily passed bond referendums for parks, transportation and human services, she noted.

“Bottom line, people split their tickets,” Bulova said. “I respect that.”

Fairfax County Council of PTAs president Kimberly Adams, who chaired the Invest in Fairfax organization that advocated for the meals tax, said the coalition’s members were disappointed by

the outcome, but optimistic the county’s needs would receive due consideration in the future.

“We began a conversation around the true value of our county schools and human and safety services,” she said. “A deeper dialogue has begun. This will be a long-term effort to join all constituent groups for the best future possible in Fairfax County.”

“Funding will remain an issue, as we knew it would, even if the meals tax had passed,” said Adams, who previously headed the Fairfax Education Association. “Encouraging families to choose to add a tax to their budgets was a challenge.

We believe that our county government remains committed to the needs of the people in Fairfax County.”

By all indications, the top seed and four-time defending champion Flint Huskies VOLLEYBALL Hill were poised to win yet another girls Division I state volleyball championship Nov. 12.

The Huskies entered the Virginia Independent Schools Athletic Association’s tournament title match playing well, with a 10-match winning streak and already were 2-0 in the state tournament.

But the victory didn’t come. Flint Hill (27-4) was upset in the high school final, 3-1, by the No. 2 seed Bishop O’Connell Knights, a team that lost to the Huskies earlier in the season.

Transportation Notes REAGAN NATIONAL, DULLES IN POSITIVE TERRITORY THROUGH 3rd QUARTER: Northern Virginia’s two main air-

ports each finished the third quarter of 2016 with higher passenger counts than the same nine-month period a year before, with Ronald Reagan Washington National Airport seemingly on track for another record year.

Reagan National saw 17.6 million passengers come and go through its terminals from January to September, an increase of 2.8 percent from 2015, according to figures reported Nov. 14 by the Metropolitan Washington Airports Authority.

At Washington Dulles International Airport – also operated by the airports authority – the passenger total of 16.5 million for the first three quarters of the year was up 0.5 percent from 2015 figures. Combined, the two airports posted a 1.7-percent increase from the first nine months of last year.

With a solid final quarter of the year, Reagan National could set its seventh consecutive yearly passenger record. The current record, set in 2015, is 23 million.

For Washington Dulles, the all-time height in passengers was set in 2005 at 27 million, when United Airlines and the now-defunct Independence Air were battling.

For September, Reagan National’s passenger total of 1.96 million was up 3.8 percent from a year before, while the 1.91 million who passed through Dulles represented an increase of 3.1 percent.

At the region’s third airport – Baltimore Washington International Thurgood Marshall, operated by the Maryland state government – the passenger total of 2.05 million in September was up 5.9 percent from a year before.

AIRPORTS’ BUDGET PLAN CALLS FOR LOWER PER-PASSENGER COST AT DULLES: Airlines using Washington Dull-

es International Airport in 2017 would see a 16-percent reduction in airport costs per passenger, under the proposed budget set for adoption in December by the board of directors of the Metropolitan Washington Airports Authority.

Reducing the per-passenger cost at Dulles has been a key goal not only of the airports’ authority but of Virginia state officials, who fear the airport is becoming less competitive – something that could damage the regional economy.

State officials went so far as to allocate $50 million in taxpayer funds over two years in an effort to cut costs for airlines.

In the authority’s draft budget, the estimated per-passenger cost for airlines at Dulles would drop from $22.55 to $18.97.

It would be the third consecutive decline from the $26.55-per-passenger cost for airlines recorded in 2014.

At Ronald Reagan Washington National Airport, the per-passenger cost, which had increased from $11.26 in 2014 to $14.15 in 2016, is projected to decline slightly to $14.12 in 2017.

The budget anticipates 22.9 million passenger enplanements at the two airports in 2017, up 1.6 percent from the current year, based on a projected 1.3-percent passenger growth at Reagan National and 1.9-percent growth at Dulles.

ginia Department of Motor Vehicles on Nov. 15 held a ribbon-cutting to launch its new “DMV Metro” customer-service center in Virginia Square.

– is designed to be accessible to all modes of transportation, including vehicles, subway, bus, bicycle and pedestrian traffic.

The 6,000-square-foot space features nine customer-service windows. All DMV services will be provided, with the exception of road tests.
