Vienna Community Center Is Still Facing Hurdles BRIAN TROMPETER Staff Writer

Following the project director’s retirement and less-than-satisfactory performance by the contractor, the Vienna Town Council on Jan. 9 unanimously agreed to hire a project-management firm to shepherd the Vienna Community Center’s expansion-and-renovation project to completion.

The community center has been closed since fall 2015 while the town completely renovates its interior and adds a new 9,118-square-foot gymnasium, a 4,870square-foot addition with a new lobby and restrooms, plus new parking areas and other amenities. The project was designed by The Lukmire Partnership and is being built by Keller Bros. Inc. Town officials hoped to reopen the center in March, but now are aiming to have the project substantially completed in August, said Parks and Recreation Director Leslie Herman.

“We have not been happy with the progress of the contractor,” said Council member Howard Springsteen.

The project has been plagued by cost overruns and the discovery that water infiltration had undermined the building’s foundation, which probably will put the effort two or three months behind schedule to correct, he said.

“If we had to do it all over again, we would have bulldozed the whole building,” Springsteen said. “We just didn’t know. We had a lot worse conditions than we could have imagined.”

The expansion-and-renovation effort originally was going to cost about $10.4 million, but that figure has grown to nearly $12.3 million and likely will increase somewhat before the project is done, said Vienna Finance Director Marion Serfass.

Town officials conceded they should not have set the project’s contingency allowance at only 3 percent. Brad Macomber, the project manager town officials hired after issuing the construction contract, said most projects of this kind have contingency allowances of between 15 and 25 percent.

Macomber, who was of retirement age, resigned in January, said Town Manager Mercury Payton.

The Town Council on Jan. 9 approved a $160,150 professional-services contract with Urban Ltd., which will work with sub-consultant Orr Partners of Reston to oversee the project’s last several months.

The contract runs through September so the consultants can work their way through the final “punch-list” details of the project.

through June 30. The town will issue the firm a new purchase order for the remaining $70,150 of the contract when fiscal year 2018 begins in July, Serfass said.

Vienna officials held a project meeting in mid-December and urged the contractor to pick up the pace, Springsteen said.

Matt Armstrong, a senior project manager with Orr Partners, said he would be on-site daily at the community center, take photos of the progress and keep town officials informed.

“First and foremost, we are advocates for the town,” said Dan Strotman, vice president of Orr Partners. “We see our role as removing barriers so the project can move forward.”

Douglas Noble the consultants would monitor materials being used on the project and ensure they matched ones specified in the community center’s designs.

“We are there to enforce the terms of the contract,” Strotman said. “We are going to make sure everyone is talking with each other and getting the answers they need.”

Herman on Jan. 30 will give the Town Council an updated completion date for the project. She predicted work at the site will pick up shortly, although wintry weather could be disruptive.

The delay will force community center officials to continue holding programs at the satellite locations they have been using during construction, Herman said.

Va. Senators Lay Out Their Goals for ‘17 Session

Democratic Legislators Drop In Bills Focusing on Guns, Families, Voting BRIAN TROMPETER Staff Writer

Guns, privacy, family leave and criminal penalties are among the subjects of bills introduced by local members of the state Senate for this year’s General Assembly session.

State Sen. Chap Petersen (D-34th) has introduced Senate Bill (SB) 923 to increase from $200 to $500 the threshold that determines whether the amount of money or value of stolen goods qualifies for a misdemeanor charge of petit larceny or a felony charge of grand larceny.

“It’s still too low,” he said of the proposed threshold, which he has sought for several years. “It should be $1,000. The governor wants it and the Senate passes it, but in the House of Delegates, some style themselves as law-and-order legislators.”

Petersen’s SB 926 also would lessen a criminal penalty, allowing localities to issue civil citations for noise violations instead of having them constitute a Class 4 misdemeanor.

Petersen also has reintroduced Senate Bill 924, which would require law-enforcement agencies to purge personal information from license-plate readers and surveillance technology within seven days unless the data are part of an ongoing investigation.

“You can’t just turn Virginia into a giant 7-Eleven and have people on camera all the time,” he said. “If you pick up data that’s not part of an investigation, you have to destroy it.”

The senator’s SB 931 would eliminate the Virginia Freedom of Information Act exemption for working papers and correspondence records of presidents and other CEOs of public higher-education institutions in the state.

Petersen’s SB 925 would impose a 5cent-per-bag tax on plastic bags given to customers by some retailers in jurisdictions located entirely within the Chesapeake Bay watershed. The bill would permit those retailers to keep 20 percent of the bag-tax revenues; the rest would be used to support the Chesapeake Bay Watershed Implementation Plan.

Both Petersen and Del. Mark Keam (D-35th) have proposed bills to increase the Northern Virginia Transportation Authority’s board membership from 17 to 18 members and require that the additional spot go to towns that receive moneys for urban highway systems.

“Vienna wants a representative on the NVTA,” Petersen said. “The prospects for the bill are not good. People don’t want 4

to give up a seat. They’ll say the town is represented by Fairfax County.”

State Sen. Barbara Favola (D-31st) also has submitted a raft of bills for the upcoming session, many of which pertain to firearms, families and women’s health.

Favola’s proposed SB 809 would require firearm owners to report the loss or theft of a weapon within 24 hours of learning about it or face a $500 civil penalty for a first offense and between $100 and $250 for subsequent offenses. The bill would not apply to the losses or thefts of antique firearms.

A joint resolution sponsored by Favola Favola’s would direct the State Corporation Commission to study the costs and feasibility of a registration program for firearms bought in Virginia, plus the potential efficacy of such registration toward reducing firearms-related injuries and deaths.

Firearms advocates often consider registration as a first step toward confiscation, so the bill likely will receive some opposition.

Favola’s SB 811 would add de-escalation training techniques to the Department of Criminal Justice Services’ mandatory standards for the basic training and recertification of law-enforcement officers.

Another law-enforcement bill, SB 933, would require deputy sheriffs and jail of-

ficers to receive annual training in mentalhealth first aid.

The senator’s SB 847 would direct Virginia’s commissioner of labor and industry to work with relevant stakeholders to develop a plan for paid family leave, which would apply to employees of all Virginia employers. The plan would have to be finished by Dec. 31.

Favola’s SB 868 would require local social-service departments to investigate all complaints and reports of suspected abuse or neglect of children age 1 or younger.

Another Favola’s bill, SB 1032, would allow certain students who are in foster care or considered special-needs adoptions or in the Department of Social Services’ custody to qualify for grant funding of tuition and fees if they are taking workforce-credential courses at comprehensive community colleges.

Speaking at the Greater McLean Chamber of Commerce’s legislative breakfast Jan. 5, Favola predicted Senate members would “find more areas to collaborate and unite on.”

Favola also favored the state’s commitment to a “dedicated resource pot” for Metrorail, despite the transit agency’s ongoing safety and maintenance issues.

“The economic engine that Metro has provided to this region is really second to none,” she said.

• SB 878 would prohibit the General Assembly from using political data or election results to draw state legislative and congressional districts unless doing so is necessary to determine if racial and ethnic minorities can elect candidates of their choice. The bill would provide other criteria, including equal population, respect for political boundaries, racial and ethnic fairness, contiguity, compactness and communities of interest.

• SB 893 would prohibit licensed firearm manufacturers, importers and dealers from selling, delivering or transferring handguns to people outside their ranks unless the weapons have locking devices and are accompanied by labels on the weapons and separate sheets of paper inside the packaging warning that handguns must be locked and kept away from young people and that failing to do so can lead to civil and criminal liabilities.

Fairfax County in coming months will have to start providing voter information in Vietnamese, a federal requirement shared by only a handful of other U.S. localities.

The U.S. Department of Justice notified the county’s Office of Elections at the end of December about the Vietnameselanguage requirement, and county and federal officials have begun discussing what will need to be provided and when, said General Registrar Cameron Sasnett.

“We haven’t put together a plan yet,” he said Jan. 5.

“We are not challenging the requirement. However, we want to get more information from [the Census Bureau] and Department of Justice about the process and [a] breakdown of their methodology before we complete the implementation plan.”

Our View: Fitting the Punishment to the Crime in Va.

State Sen. Chap Petersen (D-34th) has a bit of a maverick streak that occasionally can infuriate his colleagues, but we generally find bills he patrons worth discussing.

Such is the case with a measure awaiting action in the 2017 General Assembly session, calling for an increase in the financial limit that must be reached before a theft moves from petty larceny to grand larceny.

It’s not just a linguistic distinction: Grand larceny is treated as a Class 4 felony, with all the impacts involved, while petty larceny is classed as a Class 1 misdemeanor.

Current state law puts that threshold at $200, and while we’re not in favor of anyone stealing anything, we do think it’s important that the punishment meets the crime. Someone who snatches a pair of shoes or something of like value should be held accountable – both to the victim and to so-

ciety at large – but one who is a first-time offender should not end up what in many cases is a permanent felony rap that will follow him or her throughout life.

Petersen has tried to have the threshold raised before; last year, his measure was folded into a number of other bills of like purpose and made it out of the Senate, only to languish in the House of Delegates. History suggests the same may await in 2017.

But hey: When an editorial page that tends to veer rightwing like this one does (ask around if you’re not sure) suggests being reasonable in updating and modernizing crime statutes, maybe the leadership of the House of Delegates will give the measure an ounce more consideration.

It’s an election year, so reasonableness may not be the standard legislators aspire to, but we’ll hold out hope.

Fairfax Needs to Address Its Pension Liabilities Editor: A very important issue has been highlighted in questioning the funding of pensions and the impact on future Fairfax County economics [“County Government Must Address Pensions,” Letters Jan. 5].

Like all problems, they don’t fade;

they get worse when not confronted.

And it should be remembered that this is only one facet of hapless budgeting.

Addressing the pension issue is an opportunity for the county government to be a problem-solver on an issue that faces so many jurisdictions on all levels (city, county, state, federal) to phase in

a new system while doing away with the current, sure-to-be-crippling policies.

In Fairfax County, we have at least three universities that could contribute suggestions in advance of nailing down a plan. The sooner we start, the better.

Editor: Republicans in the new Congress apparently cannot resist an opportunity to overreach their perceived mandate to drastically cut federal-government programs.

Their latest efforts to cut back federal workers utilizes an arcane procedural rule (the “Holman Rule”) that allows Congress to slash the salary of an individual federal worker as low as one dollar, cut specific federal programs or cut the jobs of specific federal employees.

The Holman Rule, believe it or not,

dates back to 1876 and was designed to get around civil-service protections.

U.S. Rep. Morgan Griffith (R-Va.) engineered the rules change as an amendment to an appropriations bill. It is particularly ironic that U.S. Rep. Barbara Comstock (R-10th), who represents a district with thousands of federal workers, would support this change.

Even though she mildly criticized the measure, when the rules package that included the Holman measure came to the floor, she voted for it.

This is another example of Com-

stock following party ideology over the interests of her constituency.

Congress has the ability to change budgets and priorities through the legislative process. The Holman Rule has the potential to abuse federal workers and influence government programs in a very partisan way.

Rep. Comstock owes her constituents an explanation of her vote to support this autocratic approach to circumventing civil service protections.

Comstock Not Serving Interests of Her Constituents Editor: You have written a number of editorials and printed letters about the value of transparency. You have done the talk but not the walk.

For example, you supported U.S. Rep. Comstock (D-10th) for re-election by letting her lie about being a bipartisan representative. If you had checked her votes, you would have found that she was not. Further, she promised in her re-election to represent the interests of the federal workers prominent in her district. Again she has lied.

Just this week, on an amendment introduced by her Republican Party against the interests of federal workers being debated on the floor of the House, she verbally opposed it and turned around and voted for that amendment.

This has been the way she has acted in public office: Claiming publicly to be for women’s health, when she voted to use ultrasound on them. Publicly claiming to be for transportation funding and the Silver Line, she voted against both.

publican caucus tried to dismantle the Congressional Ethics Committee. And what is her plan to replace the Affordable Care Act that more than 20 million people, many in her district, depend on? And how will she vote on a budget plan by her Republican Party that will explode the deficit by $10 trillion in the next 10 years?

Superintendents Change, But Snow Policy Stays Intact BRIAN TROMPETER Staff Writer

Interim Fairfax County Public Schools Superintendent Steve Lockard will adhere to the policies of his predecessor, Karen Garza, and not alter the school system’s procedures for inclement-weather school closings, officials said Jan. 6.

“In arriving at a decision to open, close or delay school, Dr. Lockard will rely on information provided to him by FCPS’ Transportation Office in the same manner as Dr. Garza did,” said schools spokesman John Torre. “Ultimately, it is the superintendent’s call. The decision . . . is made on the best information available at the time with student safety always the first priority.”

Fairfax County School Board for Next 3 Years Has Option to Start Fall Classes Before Labor Day: Fairfax County Public Schools last year received a state waiver that allows the School Board to start fall classes before Labor Day, if so desired.

For five of the past 10 years, the school system has canceled classes an average of 8.4 times per year because of inclement weather – which surmounted the state’s eight-day threshold to qualify for the waiver, said John Torre, schools spokesman.

The waiver option will continue

through at least the 2019-20 school year, Torre said. The school system began its classes after Labor Day last year.

Virginia for decades has had a socalled “Kings Dominion” law that prevented schools from opening before Labor Day to ensure employers had a supply of young laborer during the summer.

Fairfax County school officials have campaigned to start classes earlier, in part because they said it would give students more preparation time for the battery of Standards of Learning tests (SOLs) administered each spring.

Many school systems within the commonwealth already qualify for the waiver, and support for changing the law appears to be building in the General Assembly.

School System to Hold Community Forums on Superintendent Search: A search firm hired by Fairfax County Public Schools officials to find a successor to former Superintendent Karen Garza will hold 10 community forums this month to obtain the public’s ideas and feedback.

By the time this edition of the Sun Gazette goes to press, the firm of Hazard, Young, Altea & Associates will have held five of the meetings.

The Fairfax County Park Authority has rejected a private company’s proposal to build a lighted enclosure over a pair of tennis courts at Nottoway Park in the Vienna area, officials said Jan. 5.

“We have decided not to move forward with the proposal at that location,” spokesman Judy Pedersen said Jan. 5.

“We had a lot of public input concerning its impact on current [tennis] players.

“We also have a historic building, Hunter House, near where they want to put this,” Pedersen said. “We just don’t think that’s a good combination.”

Elite 10S, a tennis-instruction company based in Oakton, had proposed a public-private partnership to build and maintain the enclosure over two tennis courts located south of Hunter House and north of four other courts.

The enclosure would have extended the courts’ use by about eight weeks during winter and inclement or overly hot weather, company officials said. Elite 10S would have reserved time at the facility for its own programs and allowed the public to use the courts during unscheduled periods for an hourly fee.

The fees for county residents would have been lower than at other local indoor-tennis clubs; for non-residents, the cost would have been comparable to fees charged at those clubs. Elite 10S would not have charged, guest fees and would have offered reduced rates for students and seniors.

Company officials did not mention specific costs for customers or the revenue percentage the county would have received, as those amounts would have been negotiated with the Park Authority.

The four nearby open-air courts would not have been affected by Elite 10S’s proposal, which would have been conducted through the company’s non-profit arm.

Founded by county resident Lisa Connor, the company began offering its tennis classes to young people in 2015.

Company officials outlined their plan at a Nov. 28, 2016, public meeting at Marshall Road Elementary School in Vienna, which was attended by 35 people.

Only one of the 10 residents who spoke at the meeting favored the project, saying the Vienna area lacked indoor places where young tennis players could play.

Some opponents said the facility would be an eyesore in the park and reduce the time that the two courts would be for available for public tennis playing. Others questioned whether public land should be used for private purposes and said the Park Authority should pay for the facility if it is needed.

Park Authority officials will remain receptive to such proposals to improve the county’s tennis facilities, Pedersen said.

“We still believe a covered enclosure for tennis has some potential,” she said.

“We just don’t know where.”

“I have endorsed and heartily support my friend, Lt. Gov. Ralph Northam, in his campaign to be Virginia’s next governor,” said Del. Marcus Simon (D-53rd).

“He’s been a friend ever since we found ourselves on the campaign trail together in 2013 and he’s been an ally of many of my legislative initiatives over the last three legislative sessions. I think he’s going to be a great campaigner, great candidate and excellent governor.”

State Sen. Chap Petersen (D-34th) said he also is supporting Northam and noted they had served together in the Senate for a decade.

Del. Rip Sullivan (D-48th) endorsed Northam last year and will continue to support him as during the 2017 campaign, but he had positive things to say about Perriello as well.

“Tom Perriello is a great Democrat who was an outstanding Congressman representing the people of Virginia’s 5th Congressional District, and he has done important work since leaving the House,” Sullivan said. “I strongly believe that Tom’s entry into the race is good for the party and good for the commonwealth.

Divided MCA Opposing Pipestem Development BRIAN TROMPETER Staff Writer

Rules are rules and exceptions set a bad precedent, McLean Citizens Association (MCA) board members said Jan. 4 before a two-thirds majority recommended Fairfax County supervisors turn down an application for a two-home “pipestem” subdivision at 7072 Idylwood Road in McLean.

MCA’s policy “says very firmly that we’re not in favor of this type of zoning,” said Ron Bleeker, co-chairman of the association’s Planning and Zoning Committee. “What you get is a lot of infill development and that leads to much greater density.”

The 1.27-acre parcel, located between Stephanie Marie Drive and Friendship Lane on the north side of Idylwood Road, now is home to a circa-1936 house that is in disrepair, MCA members said.

The property’s owner, H&M of Virginia LLC, has applied for a special exception to build a pair of houses on the long, rectangular lot. One home would be closer to Idylwood Road than the other and both would access that street via a shared driveway.

“Pipestem” lots are so named because houses at the rear of such properties and the long driveways leading to them resemble pipes.

The MCA board voted 21-10 for the resolution after a pointed, yet civil, debate over whether the association should make an exception to its long-standing opposition to pipestem lots.

MCA member Bruce Jones argued that the Lemon Road Civic Association favored the subdivision and that the developer had offered to build a 152-footlong sidewalk at the property, sparing the county a $300,000 expense.

Neighboring property owners had opposed earlier plans to build a school or day-care center at the site, said Jones, who lives nearby.

“It’s dangerous to leave large pieces of property undeveloped,” Jones said. “You don’t know what’s going to happen. From our perspective, this is risk mitigation.”

Given the community’s support and the developers pledge to build the expensive walkway, MCA could make an exception to its position on pipestem lots because of the case’s unique circumstances, said board member Sally Horn.

But the majority of MCA’s board said the proposed lot-width exception was too large. The rear lot would have only a 40-foot frontage on Idylwood Road, a 60-percent reduction from the usual 100foot minimum for properties zoned R-2

residential, they said.

MCA since 2007 has urged the county not to allow any minimum-lot-width waivers exceeding 25 percent, the resolution read.

“I think it’s dangerous to close our eyes to the rules,” said board member Rob Jackson.

“We have to stick to our guns on this, otherwise we’re all at risk,” agreed board member Darren Ewing. “The reality is, we need to protect our community. Developers use all kinds of tricks to increase their yield.”

Builders sometimes threaten to construct larger homes on properties if their subdivision proposals are rejected, said MCA board member Steve DelBianco.

Developers also dangle amenities in front of community, such as the proposed pathway in this case, to obtain support for their proposals, he added.

“Neither MCA nor neighbors should bow to threats or false inducements,” DelBianco said.

The county’s Planning Commission is scheduled to hold a public hearing on the matter Jan. 18.

MCA: Taller Verizon Wireless Pole Not in Line with Downtown McLean Vision: Fairfax County government officials should reject an application by Verizon Wireless to install a 52-foot wireless-communications pole at 1451 Chain Bridge Road in downtown McLean, board members of the McLean Citizens Association (MCA) said Jan. 4.

Verizon Wireless has applied to replace an existing 39-foot telephone pole, owned

by Dominion Virginia, with a 52-foot pole topped by a Verizon cell-phone antenna enclosure.

The MCA board passed a resolution stating the proposed 33-percent height increase would require a “2232” hearing by the Fairfax County Planning Commission to determine if the pole is in accordance with the county’s comprehensive plan.

MCA’s resolution supports a similar one passed Dec. 21 last year by the McLean Planning Committee, which noted that the committee and other groups for more than a decade had sought utility undergrounding in McLean’s Community Business Center.

“Placing a utility element on this pole is inconsistent with the McLean Planning Committee’s recognized strategic efforts to eliminate all above-ground utilities from this street,” the MPC’s resolution read.

MCA board members’ vote for the association’s resolution was nearly unanimous, with only board member Rob Jackson voting nay.

Sales of New Homes Post Increase in U.S. Sales of newly built, single-family homes rose 5.2 percent in November to a seasonally adjusted annual rate of 592,000 units, according to newly released data by the U.S. Department of Housing and Urban Development and the U.S. Census Bureau and reported by the National Association of Home BUilders.

“New-home sales showed growing strength in 2016 and builders expect more of the same next year,” said Ed Brady, NAHB’s chairman and a home builder and developer from Bloomington, Ill. “A key to continued growth in 2017 will be to ensure that prospective, qualified first-time home buyers have access to affordable home loans.”

“NAHB expects an increase in single-family home construction next year, fueled by a growing economy and solid job growth,” said NAHB’s chief economist, Robert Dietz. “Moreover, builder confidence has risen on anticipation of reductions in regulatory costs, which is good news for home buyers and renters. However, the pace of construction will continue to be restricted by shortages of lots and labor in some markets.”

The inventory of new homes for sale was 250,000 in November, which is a 5.1-month supply at the current pace.

The median sales price of new houses sold was $305,400.

Regionally, new-home sales increased 43.8 percent in the Midwest and 7.7 percent in the West. Sales were unchanged in the Northeast and fell 3.1 percent in the South.

Builder confidence in the market for newly-built single-family homes jumped seven points to a level of 70 on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI), reported in mid-December, the highest reading since July 2005.

“This notable rise in builder sentiment is largely attributable to a post-election bounce, as builders are hopeful that President-elect Trump will follow through on his pledge to cut burdensome regulations that are harming small businesses and housing affordability,” Brady said. “This is particularly important, given that a recent NAHB study shows that regulatory costs for home building have increased 29 percent in the past five years.”

Virginia’s first dose of winter weather on Dec. 17, 2016, an Alexandria man was struck and killed during a series of chainreaction crashes on Interstate 495 near Route 50 in the Merrifield area.

Virginia State Police have been conducting interviews and gathering evidence in an attempt to solve what is now being investigated as a fatal hit-and-run crash.

Liem T. Nguyen, 41, was driving his white, 2003 Chevrolet Silverado pickup truck in the northbound lanes of the Inner Loop of I-495 near Route 50 at around 5 a.m. that Saturday when he came upon a patch of icy roadway that caused the pickup to run off the right side of I-495 and strike the Jersey wall, police said.

The impact of the crash caused the pickup truck to spin back into the northbound travel lanes and finally come to a stop. Nguyen exited his vehicle and spoke briefly to another driver just moments before oncoming traffic began sliding out of control and crashing.

During the course of those other chainreaction crashes, Nguyen was struck by a vehicle and thrown several hundred feet away from his pickup truck. He died at the scene, police said.

State police say the vehicle that struck Nguyen was not among those involved in the chain-reaction crashes, which totaled 23 vehicles. The motorist whose vehicle struck Nguyen left the scene. Authorities ask anyone who may have witnessed Nguyen’s being struck, or possibly can provide information about the suspect’s vehicle, to contact Virginia State Police at (703) 803-0026, or #77 by cell phone, or by e-mail at questions@vsp.virginia.gov.

A Vienna police officer contacted the man, who came to Vienna Police Headquarters the following day. Police arrested the 23-year-old Vienna-area man and transported him to the Fairfax County Adult Detention Center, where authorities charged him with two misdemeanor counts of assault and held him on a $1,000 secured bond.

MAN FOUND IN ABANDONED VIENNA HOME FACES CHARGES: Vienna police

on Dec. 29 at 9:20 a.m. located a man inside an abandoned home in the 100 block of Moore Avenue, S.W. Police checked with the builder responsible for the property, who said he knew the man. Although the man did not have the builder’s permission to be on the property, the builder told police he would not pursue charges for the unlawful entry.

While the officer was investigating the incident, he found that the suspect was wanted in Fairfax County on an outstanding felony warrant for shoplifting.

officers to the 600 block of Valley Drive, S.E., on Dec. 29 at 2:06 p.m. after receiving a report about a man illegally hunting deer.

Police located the man, who had in the bed of his truck a deer that had been killed freshly with a bow and arrow. The man told officers he had killed the deer in the area off the Washington & Old Dominion Regional Trail, said police, who continue to investigate this case.

OAKTON HOMES BURGLARIZED ON SOME DAY: A resident living in the 10300

block of Hickory Forest Drive in Oakton told Fairfax County police Dec. 29 at 11 a.m. that someone had entered the residence and taken property.

At 3:45 p.m. that same day, a resident living in the 3200 block of Sarah Joan Court in Oakton also told county police that someone had entered the home and stolen property.

very January, we witness a barrage of articles, blogs and news reports on what diets are best and how to be healthier in the New Year.

Resolutions to lose weight may work for the first month but then quickly dwindle. What if we shift away from the common push for a post- holiday cleanse and change our approach to

healthy eating altogether?

What I am suggesting is that we change the conversation from a “diet” to a few small changes…changes that lead to big results over time with lasting changes for the year, and hopefully a lifetime!

Here are some examples: 1. Add a fruit and/or vegetable at every meal. Fruits and vegetables are low in calories and high in

2. Get moving! No need to dive into an intense workout regime. Start small – three 10-minute walks through the day is a great start!

Take a family walk after dinner, or do sit-ups and push-ups during commercial breaks. Keep it simple and move!

3. Avoid sugary drinks. The average American consumes 22 teaspoons of added sugar per day, much of this from beverages. Try replacing your vanilla latte with a regular latte. Add a touch of cinnamon or cocoa powder rather than sugary syrup. Replace juice and soda with sparkling soda water.

4. Add flavor! Healthy food does not have to taste bland! Load up on herbs and spices to add major flavor and extra nutrition to your meal. Herbs and spices are high in antioxidants and minerals and have many added benefits beyond flavor.

5. Out of sight, out of mind. Ditch the candy dish on your desk and don’t keep soda in the fridge. In sight, in mind! In other words, if

you don’t see it, you are less likely to eat it. Instead, display fresh fruit on the counter and keep water within reach.

Choose one or two of these tips to kick off the new year and then add another goal as the year goes on. Remember, it takes 21 days to form a habit. Stick with it and you’ll see how small changes can lead to big results!

How to Take Care of Bruised, Fragile Skin in Winter

any people who bruise easily breathe a sigh of relief in the winter, because long sleeves and leggings or slacks can conceal myriad skin issues. But, it’s important to note that while the outside world can’t see what’s going on under the layers, leaving these skin issues untreated may lead to more serious problems down the road.

A healthy skincare regimen is important no matter what season it is, particularly as you age and skin becomes more fragile.

“Just like our bones, aging skin can get brittle and break,” says dermatologist, Dr. Helen Torok. “Over time, the skin’s barrier can be broken down due to a variety of factors. Luckily, you can help prevent skin aging issues with an effective year-round skincare routine.

While your skin transitions from one decade to the next, taking preventative measures to help maintain a strong, healthy and resistant skin barrier is key.”

As skin ages and thins, it can become more vulnerable to insults that might not have bothered it before, manifesting in black and blue bruises on your body.

There are also other factors besides thinning skin that may lead to bruising and the breakdown of your skin’s barrier. These include aging, genetics, medication and lifestyle. Sun damage can also play a major role. The sun does not just disappear in winter and neither should your sunscreen and other UV protection. Too much sun exposure over your lifetime can make you more susceptible to skin problems later in life.

Apply sunscreen to exposed skin yearround.

So, don’t use the winter months as an excuse to take a vacation from your skincare regimen. Start building a strong skin barrier as early as you can and consult your dermatologist about your skin today. The thinning of the skin is a gradual process and early intervention can help you get on the right track.

Congress in 2006 began requiring the Census Bureau to issue the foreign-language determinations every five years, using information from the American Community Survey.

The 263 jurisdictions covered in the latest Section 203 requirements constitute 3.3 percent of the 2,919 counties and 4,943 minor civil divisions that make up the United States’ political subdivisions.

This marked a 13.2-percent increase over the 19,209,431 voting-age citizens in 248 covered jurisdictions found in the 2011 survey.

The 2016 figures for the covered localities included 16,621,136 Hispanics, 4,760,782 Asians and 357,409 voting-age citizens who were of American Indian or Alaska-native descent.

Figures from the 2010 U.S. Census, listed on Wikipedia, put Fairfax County’s Vietnamese-American population at 28,770, the ninth highest among U.S. counties. Orange County, Calif., ranked first with 183,766.

Fairfax County in 2011 had to add Spanish-language election materials. The county also has a sizable Korean population, but the survey results required Vietnamese voting materials instead.

“I think everybody was a bit taken aback,” Sasnett said. “We were expecting Korean over Vietnamese, if not both.”

The only other U.S. jurisdictions that must provide Vietnamese-language election materials are Alameda, Los Angeles, Orange, San Diego and Santa Clara counties in California, Tarrant and Harris counties in Texas and King County,

Wash., Sasnett said.

Fairfax County officials sometimes have provided information in both English and Spanish on the same ballot, but this past November’s election put so many candidates and issues in front of voters that the county produced separate ballots in those languages, he said.

Fairfax County’s Vietnamese materials will include everything voters encounter, from ballots and forms for voter registration and absentee voting to polling signs, ballot and voting-machine instructions and information indicating voter responsibilities, he said.

The county’s Office of Elections has a Spanish-speaking language coordinator. Once the Vietnamese requirements are added to her duties, the office will use translation services to help voters who speak that language, Sasnett said.

County officials have a bit of time to implement the new materials, as the only upcoming elections are for the Vienna Town Council in May and the state primaries in June, he said.

The Office of Elections made a “pretty significant investment” when implementing the Spanish-language requirements five years ago, he said. Much detail work was needed and officials had to choose among several Spanish dialects.

“The word ‘drink’ had five different words,” Sasnett noted. “Vietnamese probably will be a little more straightfor-

ward.”

Kim Oanh Cook, founder and executive director of the Vietnamese Resettlement Association in Falls Church, said she was heartened by the prospect of having Vietnamese-language voting materials, but had a few suggestions.

The first was to have the materials provide information side-by-side in English and Vietnamese, which would eliminate confusion and help people with more knowledge of English help family members and others at the polling places, said Cook, who lives in the Falls Church area in Fairfax County.

County officials also should make sure the people translating the election materials are certified, Cook said. The translations need to be worded carefully, as the communists who took over Vietnam after the war changed many words in that country’s language, she said.

“A lot of the newer Vietnamese speak slightly differently from us oldies,” Cook said.

MCA board member and former bond trader Liz Baird said many U.S. localities have put off dealing with their long-term debts and may be rocked by changes in the bond market.

“We are borrowing money in a quagmire,” Baird said. “So many municipalities are in trouble, it’s going to stain us.

We can’t control the market and the market is about to crush us.”

While the MCA board’s votes were unanimous, some members sparred over whether the county also should trim pension benefits for vested employees.

Board member Sally Horn proposed, then withdrew, an amendment asking county officials to examine that option.

MCA president Jeff Barnett opposed the idea.

“It gets us into the risk of reducing people’s pensions,” he said. “That’s toxic.”

MCA’s resolutions expertly identify and explain the county’s long-term pension challenges, said Supervisor John Foust (D-Dranesville). The Board of Supervisors already is examining issues raised by the MCA as part of its ongoing lines-of-business analysis, he said.

Pension costs can be controlled by modifying the county’s retirement-eligibility rules and its pre-Social Security supplement and evaluating VRS’s hybrid plan, Foust said.

“The board is also looking more generally at total compensation packages, which include the retirement benefit as

well as pay and other employee benefits, to ensure that county-employee compensation is fair to both the employees and the taxpayers who employ them,” Foust said.

While MCA’s proposed solutions would affect long-term pension costs, supervisors during the upcoming tough budget year will have to seek immediate savings and efficiencies in other county services and programs,” Foust added.

Supervisor Patrick Herrity (R-Springfield) said the Board of Supervisors continues to put off hard decisions regarding pension costs, which are one of the county’s biggest issues.

“Our residents are in disbelief that we are offering these kind of benefits, especially the pre-Social Security option,” he said. “Every other county in the state has addressed this but Fairfax.”

Asked if scaling back county pension benefits was a “third-rail” issue guaranteed to shock those who touch it, Herrity said, “For county politicians, it is. For county leaders, it isn’t.”

Jeffrey Weiler, executive director of the Fairfax County Retirement Boards, said he could not verify MCA’s pension figures yet. The amount county retirees receive varies on many factors, such as when they retire and their pay rate.

“The biggest variable is how long somebody lives,” he said. “There also may be a beneficiary payout afterward.”

The county has offered a pre-Social Security supplement for several decades to help retirees bridge what often is a loss of income between their retirements and receiving full Social Security benefits.

That benefit adds an average of $55,818 to each employee’s retirement cost, MCA members said.

While employees in the county retirement system and those for uniformed employees (firefighters, sheriff’s deputies, etc.) are eligible for that supplement, police are not because they do not participate in the Social Security system, Weiler said.

Fairfax County Public Schools uses a different retirement system for teachers and administrators; other school employees are enrolled in the county’s retirement system. MCA leaders said they will issue a separate resolution regarding the school system’s pension plan.

The county’s retirement system for police is 81-percent funded, the one for uniformed employees is 77-percent funded and the main county retirement system has about 70 percent of its needed funding, Weiler said.

Under county-code changes adopted by supervisors in recent years, no retirement-plan benefit enhancements can occur unless they are fully financed up-front, Weiler said. Only the supervisors can alter the plans’ benefits, and they already have changed the benefits formula and decided not to lower contribution rates until the funds are fully financed, he said.

Those modifications make it “very feasible” the county can achieve full funding for all three of its retirement plans, Weiler said.

“We’re on a good path,” he said. “It will take a while to get 100-percent funding [but] I’m really confident we can get there.”

By scoring 44 hard-earned points in a Jan. 3 road victory, then a more productive 65 in a home win three nights later, Madison BASKETBALL the Warhawks (102, 4-0) remained tied for first place in the Liberty Conference in boys high school basketball action while improving their winning streak to 10 games.

The victories came over the Fairfax Rebels, 44-38, then the Washington-Lee Generals, 65-53, on Jan. 6.

Against W-L, Madison shot well early, building a quick 16-2 lead and staying ahead by at least nine points the rest of the way. The Warhawks made a trio of three-pointers in the first period.

The players will compete in a training camp and exhibition games in Oklahoma City and at the World Cup of Softball XII. After that, the final 17-player roster will be determined.

Those players then will compete at the World Baseball Softball Confederation Junior Women’s World Championship, July 24-30 in Clearwater, Fla.

Of those players, 14 will still be a part of their respective highschool teams prior to the 2017 sessions.

T h i s past spring, Kathryn Sandercock Sandercock was the ace pitcher who helped O’Connell finish 23-5 and win conference and state private-school championships. The right-hander had a 17-5 record, a 0.77 earned run average and fanned 199 bat-

ters in 1442/3 innings.

With the bat, Sandercock hit .369 with three homers, four doubles, and a triple, and she drove in 23 runs.

O’Connell coach Tommy Orndorff said Sandercock is the first player from the school to make the junior national team.

“Players from warm-weather states usually dominate the roster. Used to be all California; now you see Florida, Texas, Alabama and Arizona players trickling in and out,” Orndorff said.

“It’s very rare for players from Mid-Atlantic and northern states to claim roster spots.”

As a standout Little League softball player, Sandercock helped the McLean Major All-Stars reach the 2013 World Series.

The Saxons are efficiently deliberate in their attack, regularly scoring in the 30s, 40s and 50s, often working the ball and taking 30 seconds (or much more) to shoot until they get the highpercentage shot they want. Opponents often become frustrated and fall out of rhythm, as their possessions and scoring opportunities can be significantly decreased, while point totals fall to single-game season lows. That’s all part of the Langley plan.

Unlike some other leagues, there is no shot clock in public-school girls or boys basketball in Virginia, which works to Langley’s advantage.

That strategy helped Langley win a conference tournament championship last season, finish third in the region, then runner-up in the Virginia High School League’s 6A state tourney.

So far, Langley is 9-2 this winter and again considered a conference, region and state contender. So the Saxons’ approach works and is catching on because other teams are emulating their approach. Again, is that good for girls basketball?

In an age of over-stimulation, with limited attention spans and when increased scoring and sped-up play has been the trend for a while in all sports, critics find Langley’s throw-back deliberateness way too boring and a turnoff to some players.

The Saxons could care less. They are winning with an approach they have embraced and mastered, so let the naysayers have their opinions.

Plus, there are still some who enjoy watching their brand of play.

Here’s another question, though.

Will Langley’s success in its approach ultimately lead to a shot clock for girls hoops in Virginia, and will that be good or bad for the game?

High School Roundup LANGLEY LACROSSE CHOSEN CHOSEN TO HALL OF FAME: Earl Brewer,

Langley High School’s former boys lacrosse coach who led the Saxons to four state championships, has been selected for induction into the Hall of Fame by the Potomac Chapter of U.S. Lacrosse.

The ceremony and dinner is scheduled for Saturday, Feb. 4 from 5 to 10:30 p.m. at the University Club of Washington, D.C. Brewer was the winningest and longest-tenured head coach in the history of boys public high school lacrosse in Northern Virginia. He coached Langley for 21 seasons, leading the team to four Virginia High School League state championships from 2009 to 2012.

Brewer won 324 games. He was the head coach of the McLean youth high school program (six years) and Fairfax (seven years) High School boys programs before coming to Langley in 1995.

The coach enjoyed most of his success at Langley. In addition to the state titles, his Langley teams won two region titles, 11 district and conference crowns and finished second in the state once.

His Langley teams never had a losing record in any single season.

Dozens of Brewer’s Langley players went on to play college lacrosse.

MULTIPLE PLAYERS SUSPENDED FROM OAKTON GIRLS HOOP TEAM:

Multiple players, including starters, have been suspended for multiple games from the defending 6A North Region champion and Concorde Conference champ Oakton High School girls basketball team (12-1) for violating team rules during a trip to play in a holiday tournament Dec. 27-30 in Phoenix.

Oakton won that tournament with a 3-0 record.

In their first game since returning from that competition, the Cougars won Jan. 3 against host Stone Bridge, 49-28, with a lineup that included one varsity player and the rest of the players promoted from the junior varsity.

Priester said things were simplified on offense to make the attack as efficient as possible.

Kate Vietmeyer was the one varsity player for Oakton. The sophomore scored eight points.

The rest of the points came from players promoted from what had been an undefeated junior varsity team.

Freshman Grace Meshanko scored 14, freshman Lauren McMarlin had 10, freshman Megan Kenefick scored six, sophomore Carly Billak five, sophomore Olivia Posz four and sophomore Audrey Schmitz two.

POSTPONED:

The fourth-annual IAC/MAC Challenge boys high school basketball event scheduled for Jan. 7 at the Flint Hill School in Oakton was postponed because of weather.

Six games, starting at 11 a.m., between Interstate Athletic Conference and Mid-Atlantic Athletic Conference teams were scheduled that day. Games will be rescheduled, but will not be played at Flint Hill in an all-day event.

The challenge rotates between IAC and MAC venues every year. This year it was the MAC’s turn to host.

Flint Hill coach Rico Reed said his school was thrilled to be the fourth host, even though it did not take place.

“This has been a great event for basketball and we were excited to be the host this year,” Reed said.

Locally, Potomac School of the MAC vs. St. Stephen’s & St. Agnes of the IAC and Flint Hill (MAC) vs. Landon (IAC) were games scheduled for the tournament. They will be rescheduled at times, dates and venues to be determined. Potomac School hosted the 2015 event.

Fairfax County Notes GOVERNMENT OFFICES CLOSED FOR HOLIDAYS: Fairfax County government

offices will be closed on Monday, Jan. 16 in observance of the Dr. Martin Luther King Jr. federal holiday.

In addition, many state (but not Fairfax) government offices will be closed on Friday, Jan. 13 in observance of Lee-Jackson Day, and Fairfax government offices will be closed on Friday, Jan. 20 in observance of Inauguration Day. ‘SOBERRIDE’ EFFORT DETAILS HOLIDAY RESULTS: A total of 336 individu-

als across the Washington region used the SoberRide service over the New Year’s holiday period, taking potentially impaired drivers off the local roadways.

“This level of ridership translates into SoberRide removing a would-be drunk driver from greater Washington’s roadways every one-and-a-half minutes,” said Kurt Gregory Erickson, president of the Washington Regional Alcohol Program, which oversees the SoberRide program.

For the December holiday period as a whole, running from Dec. 16 to Jan. 1, a total of 911 free cab rides home were provided. Since 1993, the SoberRide program has provided more than 66,000 cab

REACCREDITATION PROCESS IN WORKS FOR PARK AUTHORITY: The

Fairfax County Park Authority is working to garner reaccreditation from the American Alliance of Museums.

The Park Authority, which has been accredited by the organization since 1979, late in 2016 completed a self-study, and was visited by evaluators of the group in December. The report on the visit will be reviewed by American Alliance of Museums (AAM) in January, with reaccreditation anticipated in the spring.

“We hope that AAM confirms that we manage our collections properly, are working to get better at our responsibilities, and are following current museum bestpractices and professional standards,” agency officials said in a statement.

Sully Historic Site, Colvin Run Mill and Green Spring Gardens are facilities expected to receive reaccreditation, along with the Park Authority’s historic-artifact collections. First-time accreditation is being sought for Frying Pan Park and the authority’s archeological collections.

‘HOMEAID NORTHERN VIRGINIA’ ANNOUNCES 2017 LEADERSHIP TEAM:

Jerry Berman, area president of M/I Homes, has been elected 2017 president of HomeAid Northern Virginia, a philanthropic arm that grew out of the Northern Virginia Building Industry Association.

“I consider it an honor,” Berman said.

“We need to stick to our core mission, but we also must figure out how to expand and help even more people. I’m convinced there’s further opportunity for us.”

Berman has been involved in homebuilding and real estate for more than 35 years. He became involved in HomeAid, which renovates properties to support residents of low and moderate incomes, about a decade ago.

“I immediately recognized how uniquely positioned our industry is to help people who are in a bad spot and need housing – it’s easy to get hooked doing something so gratifying,” Berman said.
