‘Main Street McLean’ Backers Withdraw Proposal No Immediate Reason Given for Pulling Back Redevelopment Package BRIAN TROMPETER Staff Writer

It all seemed to be going so well.

McLean Properties had proposed to redevelop a site in central McLean with

a mixed-use project featuring residential, commercial and office space.

The redevelopment project would have been built inside the area bounded

by Ingleside Avenue, Beverly Road, Old Dominion Drive and Chain Bridge Road.

A new “Main Street” was proposed to be constructed between Staybridge Suites and the Palladium development.

McLean Properties presented the Main Street McLean project to the public in February and received some push-back

from residents, who wanted somewhat shorter buildings set farther back from local streets.

Sometimes the ravages of the past are too much to bear.

Characters bluster, posture and threaten during 1st ON Stage’s production Wilson’s STAGE of“MaAugust Rainey’s Black Bottom,” but at best they’re merely coping with a system that’s dead-set against them.

The play – not a musical, despite its subject matter – skillfully interweaves several plot lines and rides an emotional roller coaster from uproarious humor to senseless violence.

Directed by Deidra LaWan Starnes, the two-and-a-half-hour show, set in Chicago’s South Side in 1927, introduces its characters methodically and progressively builds audience interest.

Racism – and the African-Americans’ varied responses to it – underlies the play’s tension.

Though the show ostensibly is about Ma Rainey (Thomascena Nelson), the blues diva and force of nature who commands a band, it features comparatively little singing. Nelson has a delightful voice, but only performs two numbers, including that of the title. One has the impression the character became a prima donna through hard, bitter experience.

The real focus is on her four-member band, led with wisdom but not-infinite patience by trombonist and guitarist Cutler (William T. Newman Jr.). The other musicians include pianist Toledo (Michael Anthony Williams), bassist Slow Drag (Jason McIntosh) and ambitious, rebellious and combative trumpeter Levee (Clayton Pelham Jr.).

Cutler and Slow Drag mostly have made peace with their subordinate positions, not only to Ma Rainey and the record-company executives, but to the dominant white world.

Toledo is the group’s intellectual and holds more radical views of how blacks should assert their self-pride and independence. He at times is insolent, insulting

and confrontational with Levee, which seems unwise, given the younger, stronger man’s volatile temperament.

The real trouble-maker is Levee, who bucks Ma’s overbearing personality and fantasizes about having his own band. He also writes songs independently for hardnosed record executive Mel (William Aitken), bargaining with the devil in hopes of eventually sticking it to him.

Making his life even more harrowing is the shine taken to him by Dussie Mae (Tracey Farrar), a sultry and shapely young woman who is Ma’s lover. She lustily eyes Levee immediately, and this does not escape sharp-eyed, street-smart Ma. Levee at several key points describes the life events that made him who he is, and these are quite powerful and affecting. Someone will pay for all his latent pain and pent-up rage.

Joe Palka is harried but sensible as band manager Irvin, who somehow manages not to lose his cool despite being buffeted on all sides by unreasonable people.

Tendo Nsubuga performs well as Ma’s nephew, Sylvester, whose stutter scuttles several recording takes.

“Ma Rainey’s Black Bottom” is not suitable for younger viewers, as it features abundant profanity, sexually explicit and racially tinged references.

The set by Kathryn Kawecki is intentionally shabby and gray, with worn brown furniture, a pair of upright pianos and some bare incandescent bulbs.

The play offers harsh words and tough truths about an era in America that, although ostensibly finished, inflicted scars that stubbornly refuse healing. 1st Stage’s production is affecting and captivating throughout.

Potomac School Grads Urged to Exude Tenacity BRIAN TROMPETER Staff Writer

Failure is an effective, if unsparing, teacher and Potomac School graduate Jack Peele knows its sting.

Peele, who gave the student address at the school’s June 9 commencement ceremony, recalled when Potomac’s varsity boys’ soccer team lost the Virginia Independent Schools Athletic Association state championship to St. Christopher in double overtime last November.

Peele cried with his teammates on the sideline after the 2-1 loss, but came to accept the bitter lesson.

“Hard work beats talent when talent doesn’t work hard,” he told his classmates at the ceremony, held on the school’s lawn on a lovely late-spring day. “Sometimes that’s all it takes: One bad bounce and the game is over.”

Peele exhorted class members – one of whom was his sister Natalie – to surround themselves with people who make them happy and cultivate and value their friendships.

“Believe in yourself, dream big and do not be afraid to fail,” he advised.

Faculty speaker Adam Betzelberger, who teaches Advanced Placement government and economics, told the graduates

how it took him several tries to escape the cozy, comfortable confines of his hometown, Portland, Ore. After boomeranging several times back to his parents’ house, he was depressed and took up boxing as an outlet for his rage. His turnaround came in 2010 when he accepted an offer at Lewis and Clark College in Portland to teach a class once helmed by his late mentor.

Betzelberger, who came to The Potomac School in 2015, told the graduates to be their own people and stand up for their beliefs.

“Do what you believe is right and accept the consequences,” he said. “That’s integrity.”

Head of School John Kowalik, who noted the graduating class entered high school right as he had come to The Potomac School, said the seniors were going to be judged more on actions than words.

Kowalik recalled having to memorize poems, aphorisms and quotes during his formative years and quoted President Theodore Roosevelt’s “Citizenship in a Republic” speech, which favors those who take risks and strive for greatness over the “timid souls who neither know victory nor defeat.”

After the presentation of diplomas, officials continued the school’s tradition of releasing white doves into the air.

Once set free from their cages at opposite ends of the risers, the birds formed two groups that quickly joined together and performed some graceful, swooping turns before flying out of sight.

Graduating senior Leo Wehner of Arlington, who will attend the University of Chicago, spent all 13 years of his scholastic career at The Potomac School.

The school means “everything” to him, especially the way class members cared for each other, he said.

“I don’t know if I would know a life outside of Potomac,” he said.

Oakcrest Grads Ready to Meet Challenges Head-On SCOTT McCAFFREY Staff Writer

Anna Diederich used her time at the microphone at Oakcrest School’s June 10graduation ceremony musing how well she and her classmates would manage, were they to find themselves stranded on a desert island.

She humorously ticked off the quirks and idiosyncrasies of the 35 members of the graduating class, but said that, collectively, the Class of 2017 would prove to be “a force to be reckoned with.”

“It’s about so much more than simply surviving – it’s about flourishing,” Diederich said at the ceremony, held for the last time on Oakcrest’s McLean campus. Students, faculty and staff move to a long-planned new facility in Vienna in the fall.

Members of the Class of 2017 are headed off to 26 different institutions of higher education. The commencement speaker, 1999 Oakcrest graduate Dr. Alexis Gutíerrez, said they need to prepare for some twists and turns.

Gutíerrez looked back to her days as an undergraduate at the Johns Hopkins University, when she took an advanced calculus course designed more for prospective engineers than public-policy aspirants.

Flint Hill Seniors Celebrate the End of One Journey DAVE FACINOLI Staff Writer

There is always plenty of advice given at graduation ceremonies, and Flint Hill School senior valedictorian Cecily Wolfe told her fellow classmates to look toward the sky for guidance.

“The stars guide us when all other light fails,” Wolfe said at Flint Hill’s 57th commencement ceremony, held June 9 at the high school’s campus.

“Each of us has our own voice, and we must find it and use it,” he said. “There was so much more to our class than academics. We had a heart for service.”

Wolfe was one of 127 graduates during the morning ceremony in a packed gymnasium on the Oakton campus. The event began with the traditional four rings of a gold bell, representing the school’s four core values: respect, responsibility, honesty and compassion.

The graduating class included one set of triplets and students from nine countries, 10 states and the District of Columbia.

Eugene Oh gave the salutatorian address, telling the seniors to remain positive.

“It seems like the first day of high school four years ago was like only a few

days ago,” Oh said. “On our journey, we made so many amazing friends and we were complimented on our accomplishments. Now, as we are about to embark on our new journey, don’t let the surroundings get you down. Make the best of it.”

Awards given during the ceremony went to Wolfe as valedictorian, Tori Herman as the scholar-athlete, Sonia Schmidt (the Edwin M. Ward Leadership Prize) and Paul Lee and Hailey McDonnell (the John T. Hazel Jr. Award).

During his welcoming address, Headmaster John Thomas praised the graduates for their many talents and variety of skills.

“We have an amazing group of graduates, who had a get-down-to-business approach,” Thomas said.

Dr. John N. Kheir, one of 27 Flint Hill graduates in 1994 and now a cardiologist at Boston Children’s Hospital, told the seniors to live their lives to the fullest and to know their purpose.

“Every one of you is capable of greatness,” he said.

“Respond to the moment and take a risk,” Kheir said. “Welcome failures and do something hard. Chasing your dreams might take a while, so it’s best to get started early.”

Our View: Just Name It All ‘Richmond Highway’

The Alexandria city government has set up a task force to provide suggested alternatives to the name “Jefferson Davis Highway,” the official moniker of U.S. Route 1 as it runs north to south through the commonwealth.

At least based on an advisory opinion issued by the state attorney general’s office two years ago, Alexandria officials have the authority to change the name within city limits. (Due to the quirks of state law, however, neighboring Arlington – which surely would love to dump ol’ Jeff Davis’s name as well – requires state approval for any name change.)

Assuming that Alexandria follows through and imposes a new name, drivers heading south from the 14th Street Bridge will find themselves on one road with three different names as it moves from Arlington to Alexandria and through Fairfax County, where the stretch of roadway long has been known as Richmond Highway.

Nobody’s going to claim that Northern Virginia localities have any degree of savvy when it comes to dealing with state government, particularly the General Assembly, so let us be the ones to propose a relatively easy way to make almost everyone happy. Everyone, except, those who wish to keep the name of Davis on the highway, even though he had no direct connection to the Old Dominion (he was born in Kentucky and grew to adulthood in Mississippi); was, by many accounts,

a micro-managing wreck as president of the Confederacy; and did little after the war to promote national reconciliation.

Here is our two-part, free advice to the governments of Alexandria, Arlington and Fairfax: • Ever so quietly, make inquiries of the leadership of both houses and both parties of the legislature, to see if there would be agreement on changing the name of the entire roadway through Virginia to Richmond Highway, as it’s known in Fairfax County.

• If the answer is yes, allow the leadership in the legislature to pick a bipartisan group of patrons and grease the wheels to move this through during the 2018 session. And then, local governments, just hush up, stay out of the way and let the legislative meat-grinder do its thing.

In general, we’re not fans of removing the names of historic figures from roads, schools and the like, or dismantling statues, as seems to be a fad these days. They are feel-good efforts of the left that, like cotton candy, serve only to provide a sugar high without any real nutritional value.

But we’re not intractable; given the far-from-close relationship between Virginia and Jefferson Davis, we’re fine with seeing his name replaced. Doesn’t it make more sense to do it in a singular piece of statewide legislation than a patchwork quilt of self-serving efforts?

No Need to Erase History from School Names

Editor: I have lived and paid taxes in Fairfax County for more than 20 years, but I was born and raised in New York.

Like many “new” residents, I am a lawyer who decided to retire here after a satisfactory career serving in the federal government.

You would think a transplanted New Yorker would be in favor of removing local monuments, erasing school names, and replacing them all with a more diversified Northeast culture. But I am opposed to the Fairfax County School Board spending over a million taxpayer dollars on renaming J.E.B. Stuart High School.

On a deeper level, I am troubled by a rather deliberate attempt of some community leaders to inflame the divide in society by rekindling ancient hatreds.

More than a decade ago, I was taken on a tour of the Civil War battlefield at

Antietam. The tour guide explained that in 1862 it was the tragic site of a battle between the Army of Northern Virginia and the Union Army, in which more than 23,000 young soldiers were killed, wounded, or went missing.

The thousands of dead from both sides were hastily covered in shallow graves to prevent the spread of disease.

It was not until 1865 that the state of Maryland established a formal cemetery for the burial of soldiers from both sides.

However, the bitterness over the recently ended war was rekindled in Maryland, and the policy was changed to allow only the Northern dead to be buried at Antietam. The Southern dead had to be taken away and re-buried in Washington Confederate Cemetery in Hagerstown – or even in Shepherdstown, W.Va. Any attempt to rekindle the hatred

and passions of the past centuries, by moving or defacing monuments, burning flags, or erasing names that have stood for decades should be eschewed.

These actions are similar to the Franco government’s attempt to erase the minority Basque culture in Spain by defacing their monuments and the tombstones in their cemeteries, or the rekindling of hatred among the Muslim and Orthodox communities in the former Yugoslavia.

The residents of Fairfax County demand better from their local leaders than this attempt to divide and mobilize voters by identify politics.

The Fairfax County School Board should focus its limited time and our resources toward expenditures that will raise the standard of living for all Virginians.

than 40 calls from a local loan company – no message, but averaging three per day. I have never answered these calls, but time is taken to erase messages or numbers from the phone.

I have written my delegate to Richmond suggesting that carriers who do business in the commonwealth allow an unlimited amount of call blocking. I

Federal-Style Condos Proposed for Maple Avenue BRIAN TROMPETER Staff Writer

A local developer took the Vienna Town Council’s proverbial pulse June 12 for a possible 36-unit condominium building with some retail at 380 Maple Ave., W. The project, the third to be considered under the town’s Maple Avenue Commercial (MAC) zoning ordinance, would replace a three-story, brown-brick office building that developer Dennis Rice termed “the third-ugliest building in town.” (We’ll not identify his second choice and he did not list his first.)

Architect Thomas Kyllo outlined Rice’s preliminary proposal, which has not been submitted yet to the Vienna Planning Commission for an initial public hearing.

The new U-shaped building, to be executed in the “Federal” style, would offer 6,930 square feet of retail space on the ground floor and be topped with three floors of condominium units. There would be structured parking behind the building, with one level below-grade, which would be accessed from Wade Hampton Drive. The site’s current Maple Avenue entrance and the nearest one to that road along Wade Hampton Drive would be eliminated.

Condominium offerings would include nine two-bedroom and 27 three-bedroom units, but no one-bedrooms, studio units or efficiencies. Rice did not specify what the units would cost, but added the building would have two elevators.

The building would be 48 feet tall (a 15-foot-tall lower level and three 11-foot

condo levels above), but might be topped with a 9-foot-7-inch-tall parapet to block the sight of mechanical equipment and potential recreational uses on the roof.

Building heights of up to 54 feet are allowed in the MAC zone, plus parapets.

The structure’s façade would have varying finishes so as to make it resemble 10 or 11 rowhouses, Kyllo said.

The 36,842-square-foot site would feature 8,425 square feet of open space, more than the 5,526 square feet required.

A small park for residents at the site’s rear also would serve as a buffer to nearby houses on Glen Avenue, S.W. Rice has offered to build curb and gutter, a landscaping strip and sidewalk along the north side of Glen Avenue to bring the roadway up to town standards.

He also suggested more trees could be planted along the building’s long side on Wade Hampton Drive if that street, which is wide at 38 feet, could be narrowed a bit.

Council member Howard Springsteen worried about the number of vehicles from the site that might end up on neighborhood roads, but Rice responded that most residents and business customers likely would leave via Maple Avenue.

Two retail loading areas would be available on Wade Hampton Drive and no loading would be done from Maple Avenue, Kyllo said.

The other MAC project, a condominium-and-retail proposal called “Vienna Market,” would have been built at Maple Ave., W., and Pleasant Street, N.W., but was defeated last June under unusual circumstances.

Council members voted 5-2 in favor of the project, but because enough surrounding property owners filed a petition protesting the rezoning, the proposal did not attain the needed six-vote super-majority to pass.

Town officials in the year since have taken steps to tighten up the protest ordinance. The Council on July 10 is slated to decide on a stricter version.

MCA Wary of Proposed Changes in Capital One Plan BRIAN TROMPETER Staff Writer

Capital One Bank is proposing changes to its major redevelopment plan just east of Tysons and the McLean Citizens Association is wary that some of the required public amenities will be reduced.

“We’re concerned about walk-backs about prior commitments,” said Sally Horn, co-chair of the association’s Tysons Committee.

MCA’s board of directors on June 6 unanimously approved in concept a resolution calling on Capital One to meet its pledges regarding public facilities.

The board did so because key information about the project would not be available publicly before MCA’s next monthly meeting in July.

“A lot of this is precedent-setting,” said MCA board member Darren Ewing.

“If they can run roughshod on the promises they’ve made, everyone else will do the same.”

The association’s executive committee will pass a final version of the resolution before the Fairfax County Planning Commission holds a June 21 public hearing on Capital One’s proposals, Horn said.

The nearly 24.6-acre site is located at the northeast corner of the intersection of Route 123 and Interstate 495. Motorists and passersby cannot help but notice the massive skyscraper Capital One is erect-

ing to serve as its headquarters building.

The skyscraper will be the tallest in Tysons, but is only part of nearly 4.5 million square feet of development approved by the Fairfax County Board of Supervisors in September 2012.

Capital One this March filed proposed plan amendments that would add another 242,000 square feet worth of gross floor area, which when added to existing development at the site would bring the overall total to 5.2 million square feet, MCA leaders said.

Bank officials earlier had committed to building a 30,000-square-foot community center with a 9,000-square-foot gymnasium, multipurpose rooms and office space. They are now proposing to build a facility in the site’s Block C that would be available to the public for theatrical performances, concerts and other designated uses.

(Capital One officials did not respond to requests for comment by deadline.)

Under Capital One’s current proposal, the main hall would be available for public use for a total of 30 days on Fridays, Saturdays and Sundays from September through June.

The community would be able to use the black-box theater for a total of 70 days over a 10-month season, including one weekend per month. MCA does not think that would be adequate, as theater groups typically need a venue for three

consecutive weekends, Horn said.

The public also would be able to access two classrooms at the site for 110 days each per year.

The MCA board also worried that Capital One’s current plans would result in 0.23 acres less than the required 4.5 acres of on-site parks, and that the elevated parks would require carefully designed public-access points and directional signs.

MCA’s resolution calls for a restoration of the missing park acreage, and asks that Capital One be required to make the proposed interim field available to the

public until the bank can deliver the permanent fields. Both interim and permanent fields should be available under the same days and hours as those owned by Fairfax County, the resolution adds.

“To ensure against establishing negative precedents and to provide for maximum open space and livability in the dense urban environment authorized by the 2017 Tysons Implementation Plan Amendment, MCA believes that developers must be required to fully meet their obligations relating to public amenities, transportation and cash contributions,” the resolution read.

McLean Chamber Honors Standouts at Area High Schools BRIAN TROMPETER Staff Writer

They’ve shown the right stuff at their respective schools and now have earned recognition.

The Greater McLean Chamber of Commerce on June 7 honored three people each from Langley and McLean high schools for their outstanding work.

McLean High’s winners were: • Philena Sun, Student of the Year: Sun, a junior, maintains a grade-point average higher than 4.0 and over the past two years has taken seven Advanced Placement classes. She last year became president of the newly formed McMatics math-tutoring organization and has taken elective courses in wide variety of subjects, including marking, debate and journalism.

Her philosophy can be summed up in the three words that grace a T-shirt she received as a Human Resources Management Event finalist at the International Conference for DECA (Distributive Education Clubs of America): “Wake-StudySlay.”

• Jennifer Choumil, Teacher of the Year: Choumil, who previously worked as a molecular biologist at the National Institutes of Health’s Human Genome Research Institute, began teaching biology/anatomy at McLean High in 2008.

Her nominators credited Choumil for motivating and engaging all her students and recognizing they had differing abilities and learning styles. In addition to using the latest technology to help students learn science, she also is a team player at the school, and mentors first-year teachers.

• Ann Johnson, Employee of the Year: An instructional assistant in McLean High’s special-education department for the past 18 years and a fixture at Special Olympic events, Johnson sets a high standard for her colleagues and has learned about technology to meet her students’ needs.

“Ann has a knack for understanding students’ disabilities without surrendering to them; of registering misbehaviors and mistakes without indulging them; of truly celebrating the children as they are our students, both inside and outside the classroom,” her nominators said.

Langley High’s winners were: • Brenna Butler, Student of the Year: Butler, a junior, is heavily involved with – and a major recruiter for – the school’s Best Buddies program, which pairs disabled students with the “neuro-typical” peers.

Butler is a positive influence at Langley High and smiles often.

“Brenna greets everyone with a kind word and goes out of her way to make every member of the Langley community feel welcome,” said those who nominated her. “Other students look up to Brenna and can count on her as both a friend and a leader.”

• Matt Kissling, Teacher of the Year: Kissling has been part of Langley High’s

faculty for 10 years and has taught government and history at both the standard and Advanced Placement levels. He has coordinated the school’s Ethics Day program and now coaches its state-champion Scholastic Bowl team.

Kissling spends a great deal of time grading students’ work, offering suggestions and providing rationales for grades.

“I think Matt is one of the best teachers I have worked with,” wrote principal Fred Amico. “I would be happy to have my own kids in his class.”

• Norma Jamsheed, Employee of the Year: An administrative assistant and “heart and soul of Langley High School,” Jamsheed keeps the school running efficiently and helps everyone navigate difficulties, her nominators said. She has an extensive list of contacts who desire to do her favors and always knows whom to call to accomplish tasks. That person often is not the one listed in the phone book, school officials said.

“She is kind and empathetic in dealing with everyone who comes through her office,” nominators said.

Chamber chairman Marcus Simon, a McLean High graduate, said the honorees’ contributions strengthen Fairfax County Public Schools, which are an important draw for the county. “We’re living in a time where I think kids like that really need good role models, adults they can look up to, respect and learn from how to behave as adults and be adults,” he said.

Connolly Critical of Trump Administration Budget BRIAN TROMPETER Staff Writer

President Trump’s proposed budget would undermine key environmental programs and cost Northern Virginia tens of thousands of jobs and billions of dollars in economic activity, U.S. Rep. Gerald Connolly (D-11th) said June 8.

“It’s probably one of the most radical documents that any president has submitted to any Congress,” Connolly told Tysons Regional Chamber of Commerce members during a legislative update at the Tower Club in Tysons. “It slashes domestic investment profoundly and transfers money to defense spending.”

Virginia’s shipbuilding industry might benefit from that arrangement, but Northern Virginia businesses supplying knowledge-based services to the federal government would take a huge hit, he said.

George Mason University economist Stephen Fuller estimates that if Trump’s budget were adopted, Northern Virginia would lose between 15,000 and 25,000 federal jobs, plus another 12,000 privatesector positions from lost federal-procurement spending, Connolly said. Including lost federal grants to local governments, the total damage would be up to $5 billion, or 1 percent of the region’s gross domestic product, he said.

Connolly, a former Fairfax County Board of Supervisors chairman who first

was elected to Congress in 2008, said Trump’s proposal would cut 30 percent from the budgets of the U.S. State Department and U.S. Agency for International Development.

“We live in a troubled world, and diplomacy is the tool we have before we ‘go kinetic,’ before there’s military intervention,” he said.

Trump’s own Secretary of Defence, James Mattis, told Congress a few years ago, “If you cut the diplomatic budget, I’ve got to buy more bullets,” Connolly quoted.

Trump also has proposed cutting the U.S. Environmental Protection Agency’s budget by 31 percent, including stripping funding from the Chesapeake Bay, Great Lakes, Puget Sound and Appalachian Regional commissions, he said.

“That budget is very troubling in terms of the values it represents,” he said. “It is an enormous retreat in terms of domestic investments.”

Trump would cut money to the National Institutes of Health and the Center for Disease Control, the latter of which protects the public from pandemics, he said.

“This is really a retreat,” he said. “The good news is, on a bipartisan basis, it will be rejected. There’s no way that budget is ever going to become law. But the problem is, it becomes the new benchmark.”

Education Briefs OUT-OF-SCHOOL VENUES PREDOMINATE AT HIGH-SCHOOL GRADUATIONS: Decades ago, high-schoolers of-

ten received their diplomas at ceremonies on a school athletic field or inside a gymnasium.

But the current trend at Fairfax County Public Schools is to hold commencement ceremonies at outside venues. The most popular choice? George Mason University’s EagleBank arena, which this year will accommodate 16 of the school system’s 35 planned graduation ceremonies in June.

The cavernous arena, which often accommodates thousands of spectators for sporting events and concerts, costs schools $15,000 per graduation to rent, said FCPS spokesman John Torre.

The next-most-popular outside venue is D.A.R. Constitution Hall in Washington, D.C., which will host five Fairfax County graduation ceremonies this June. Four of those schools are from the Sun Gazette’s readership area: Langley, McLean and George C. Marshall high schools, plus a newcomer, James Madison High School.

Madison most recently held its commencement ceremonies in the gymnasium at Robinson Secondary School, and about two decades ago held them in the gym at Fairfax High School.

The only other non-school venue being used in June is The Waterford in Springfield, which will host the graduation ceremony for school system’s Non-Traditional School Programs. Rental figures for that site and Constitution Hall were not available.

Schools choose their graduation venues based on tradition, space needs and the preferences of families and students, with some deciding to have the ceremony at their own school, Torre said. Ten FCPS schools are holding commencement ceremonies on their own grounds this June, and three will have their graduations at other schools within the system.

Senior dues, which vary from school to school, pay for the rental of outside venues, plus caps and gowns, tickets, diplomas, programs, transportation for the band and choir, and other expenses, Torre said.

classes ranging from three to nine students with emotional disabilities and autism or other pervasive developmental disorders,” said Mazur, who began her Fairfax County teaching career in August 2014. “The motivation and excitement I feel with each new situation, and the rewards that come from working through each challenge, are the major reasons why I love working with these students.”

Mazur was praised for being able to differentiate instruction for all types of learners, school-system leaders said in making the announcement. She uses her experience in the area of music therapy to make tailored instruction for students with all types of needs.

Special-education teacher Meredith Hulley said Mazur was able to work with all who came to her classes.

“Some students are highly verbal, extremely active and capable of a great deal.

For these students, Dixie pushes them with their vocalizations and incorporates added movements into the musical activity,” Hulley said. “For other students, playing an instrument while holding a mallet is beyond their current abilities, so Dixie provides them with a drum to hit instead.”

“Dixie is quick to notice when a student seems out of sorts, and is able to compassionately help them move forward with their day,” said nominator and fellow music teacher Arianne Welsh. “She is always happy to give additional help with music to students before school and on her planning periods. She is truly dedicated to making sure that students get the best individualization possible in music and is open to student needs in all areas of school and life.”

Eligible candidates for the Outstanding New Elementary Teacher Award must be within their first three years of teaching. Public-Safety Notes VIENNA POLICE: MAN, WOMAN DEAD AFTER DOMESTIC INCIDENT: A 53-

year-old Vienna man fatally stabbed his former wife June 11 and then shot himself to death minutes later, Vienna police said.

Police dispatched officers to 113 Oak Street, S.W., at 6:49 p.m. after receiving a 911 call related to an injured woman. Officers at the scene located a woman who had suffered stab wounds to her upper body. Rescue personnel transported the woman, identified as Sabrina Titus, 47, via ambulance to Inova Fairfax Hospital, where she later was pronounced dead, police said.

At approximately 6:56 p.m., Vienna police were called to a residence at 102 Ross Drive SW for a “shots-fired” call.

Upon arrival, officers located a deceased man in the back yard of the property. The man, identified as Ralph Titus, apparently had died from a self-inflicted gunshot wound to the upper body, police said.

Police consider the case to be an active murder/suicide investigation, pending a final report from the Office of the Medical Examiner.

The Tituses were divorced and had two children in common. The children were not physically harmed during the incident, police said.

Vienna police have coordinated with the extended family to ensure care for the children, and engaged Fairfax County

Victim Services for additional support.

BANK ROBBED IN VIENNA: Vienna police are searching for a man who robbed the Wells Fargo Bank branch at 212 Maple Ave., E., on June 6.

The suspect entered the bank at 4:10 p.m., approached the victim teller, and demanded money. After receiving an undisclosed amount of money, he fled the bank on foot and headed in an unknown direction.

The suspect was described as black, with a medium build, in his late 40s, about 5 feet 9 inches to 6 feet tall and having short facial hair. He was wearing a black baseball cap with “NY” on it, blackrimmed glasses, a multi-tone blue jacket and dark pants.

The FBI is offering an up-to-$5,000 reward for information that leads to the identification, arrest and conviction of the suspect.

TOW-TRUCK DRIVER ASSAULTED, ROBBED: Fairfax County police are seek-

ing several men who reportedly assaulted and robbed a tow-truck driver June 3 in the 7200 block of Arlington Boulevard in the Falls Church area.

The driver told police at 1:40 a.m. that he just had “hooked up” a car and was in the process of securing it when four or five men came out of a local bar and accused him of damaging the car.

The men assaulted him, took his cell phone and then ran away, the victim told police. The driver did not require medical attention.

County police helicopter and K-9 units assisted in the search for the suspects, but police did not find them. The only description of the suspects was that they all were believed to be Hispanic, police said.

MASKED MAN CARJACKS UBER DRIVER IN TYSONS: A masked man carjacked

an Uber driver at gunpoint June 4 in Tysons, Fairfax County police said.

The robbery occurred at 10:08 p.m. as the male victim was parked in a rear parking lot in the 8100 block of Leesburg Pike and waiting for his next dispatch. An unknown man walked up to the driver’s door and demanded money, police said.

The victim told the suspect he had no money. The suspect then displayed a handgun and ordered the victim out of his car. The victim got out and the suspect drove away in the victim’s silver 2012 Nissan Versa, police said. The victim was not injured.

The suspect was described as Hispanic, around 5 feet 7 inches tall and about 210 pounds.

EXHAUST FAN SPARKS FIRE AT TYSONS CORNER CENTER: Fairfax and

Arlington County fire department dispatched units May 31 at 5:17 p.m. to a

reported building fire in the 1900 block of Chain Bridge Road at Tysons Corner Center.

The first units to arrive reported smoke showing from the roof of the building.

Firefighters quickly extinguished the fire, which was held in check by two sprinkler heads located in the storage room.

The mall was open and occupied by employees and patrons at the time of the fire. The fire was discovered by an employee who smelled an odor of burning plastic from the storage room of the kiosk.

The fire was discovered before the smoke alarms and sprinkler system activated.

Fire investigators determined the blaze started in a storage room. The fire was determined to be accidental in nature and caused by an overheated exhaust-fan motor, which ignited paper towel rolls stored on a wall-mounted shelving unit below the fan.

There were no reported firefighter or civilian injuries and no Red Cross services were required. The fire caused about $30,000 damage, officials said.

construction company in the 8600 block of Leesburg Pike in Tysons told Fairfax County police that between June 7 at 1:30 p.m. and June 8 at 7 a.m. someone broke into the business and took copper pipes and flush valves.

“Scott” Silverthorne will soon be a free man, after a circuit court judge declined to sentence him to any additional prison time for his role in a plot to exchange drugs for sex.

Silverthorne, 51, was facing up to 40 years behind bars after pleading guilty to a charge of distributing methamphetamine. Fairfax County Police arrested him and two other men at a Tysons hotel

last August, after he told an undercover detective that he’d be willing to exchange drugs for a group sex session.

Prosecutors recommended that the exmayor spend at least two years in prison, but Circuit Court Judge Grace Burke Carroll chose instead on June 9 to largely confine Silverthorne’s punishment to probation and community service.

He’d spent the last three months in jail since entering his guilty plea, and Carroll decided to sentence him to five years in

POLICE WARN OF GOLD SCAM TARGETING CHINESE COMMUNITY: A Fair-

fax County man is out $9,000 after con artists targeted him in an elaborate fakegold scam, county police said. Mandarinspeaking scammers seem to be preying on the local Chinese community by selling them fake gold, police said.

The con men claim that while working on a construction site, they discovered a sealed jar filled with gold medallions, gold Buddha statues and documents claiming the gold was buried around 1920.

They give the victim a small piece to have tested, which is actually authentic gold. The schemers then ask for cash in exchange for the gold, saying they need the money to get back to China, police said.

County detectives, with help from the Montgomery County (Md.) Police Department, recently executed a search warrant in Montgomery County and arrested three people accused of running this scam. Those arrested were Xiaoping Yang, 49, Yinhui Huang, 51, and Yueping Zhu, 45.

Millennials Not Necessarily Staying Permanently If Millennials recently moved in next door, they may not stay long.

A new survey, conducted by Mayflower, shows two in five Millennials have moved to a new city without the intention of staying permanently.

While Millennials – broadly defined as 18-to-35-year-olds – are infamous for flocking to popular destinations like San Francisco and Seattle, a new study by moving company Mayflower indicates they aren’t making these popular destinations permanent homes.

According to the 2017 Mayflower Mover Insights Study, which focused on Millennial moving trends, two in five (41 percent) Millennials are “vacation movers” – that is, they have moved to a new city without intending to settle down there permanently. Furthermore, more than half (53 percent) of Millennials say they’re likely to make a temporary, or “vacation,” move in the next five years.

The study also found that about three-fourths (74 percent) of Millennial movers relocated to a new city with a timeline in mind, meaning they had a plan to leave their vacation city in a certain timeframe.

“Our Mayflower agents across the country are moving Millennials as they explore new cities, jobs and experiences, but our research shows that this generation does have plans to eventually settle down and choose a city as their permanent home,” said Melissa Sullivan, director, marketing communications, Mayflower.

The top reasons for making a vacation move are both practical and adventure-seeking: to work at a new job (40 percent), for a new lifestyle or experience (30 percent) and to find a new job (26 percent).

“Millennials are a generation of what I call ‘adventure movers.’ Their motivations for moving are influenced by a sense of adventure, making these moves relatively short-term” said Dr. Jeffrey Arnett, research professor in the Department of Psychology at Clark University. “More than any generation before them, Millennials have defined their 20s as a period of freedom and instability. This flexibility allows Millennials to make moves in search of new job opportunities or adventures, even if they don’t plan to stay in the long run.”

Can Democrats Get to 51 in House of Delegates?

Virginia Democratic legislative leaders can be forgiven if they sometimes feel like Charlie Brown, with the voters – playing the role of Lucy – always snatching the football away at the last minute.

Election cycle after election cycle, Democrats say it’s their year to make inroads in the nearly 2-to-1 majority held by Republicans in the House of Delegates.

A few seats may change hands now and then, yet the big turnaround never comes.

But for Del. Rip Sullivan (D-48th), the 2017 legislative elections provide an opportunity both for the party – and himself.

Sullivan has been tapped to serve as campaign chair of the House Democratic Caucus, a group that currently holds only 34 of 100 House of Delegates seats.

“We’re headed to 51,” Sullivan told members of the Arlington County Demo-

cratic Committee on June 7.

Democrats this year have recruited candidates in far more districts (at least 89) than in previous years, including challenges to at least 55 Republican incumbents.

“We are not going to cede any part of the commonwealth; we are fighting in every corner,” said Sullivan, an attorney who was first elected to the Arlington/ McLean district in a 2014 special election when veteran Del. Bob Brink moved into the McAuliffe administration.

The strategy to spread their chips across the roulette table, so to speak, could be a risky one: Will resources that might be needed in close races be siphoned off to support longshot candidates in Republican-centric parts of the commonwealth?

Sullivan looks at it the other way: You can’t win if you don’t have players on the field.

“We’ve got real potential this year to get back to the majority,” he said, pointing

to 17 House of Delegates districts currently held

by Republicans that were won by Hillary Clinton last year.

(All told, Clinton won 51 House districts, Donald Trump 49.)

Kip Malinosky, who heads the Arlington County Democratic Committee, said his group would work hard in outlying areas of Northern Virginia in a strategy focused on “electing people who share our values.”

“Getting these people elected is one of the most important things we can do,” Malinosky said.

Speaking to local Democrats, Sullivan said the House Democratic Caucus had spent time re-thinking past practices and had brought on new consultants and advisers.

Should the strategy pay big dividends, it would burnish the credentials of Sullivan as a rising power in the party. But he wouldn’t be drawn into how he thought the efforts would play out on Nov. 7.

After the 2016 presidential race, “I’ve given up predicting elections,” Sullivan said.

The long 2016-17 high school sports season ended last week with the public-school state tournaments.

In the most dramatic fashion, the Madison Warhawks have returned to Virginia High SOFTBALL the School League’s girls softball throne for the first time in nearly 30 years.

The Warhawks (28-1) won the Group 6A state tournament June 10 with a 31 walk-off victory over the defending champion Osbourn Park Yellow Jackets at Westfield High thanks to junior Emily Klingaman’s one-out, two-run homer to right field on a 3-2 pitch in the bottom of the seventh inning.

The state title was Madison’s seventh overall and first since 1989. The win was Madison’s 14th in a row this season.

“It was an inside pitch and I was trying to put a good swing on it,” said Klingaman, who jokingly attributes her power to eating smooth Jiffy-brand peanut butter toast each morning of game days.

Klingaman also had the game-winning walk-off hit against Osbourn Park (25-3) just a few days earlier in the title game of the 6A North Region tournament. Madison turned the tables on Osbourn Park from a year ago when the Yellow Jackets defeated the Warhawks

The campaigns began in early August with practices and some actual competitions, then ended in the dusk of June 10.

It’s always kind of weird and unusual at high schools between the hours of 3 and 10 p.m. once the spring sports season ends and before school is officially dismissed for the summer.

There is an eerie quiet and stillness, as the parking lots are empty and the athletic fields void of activity, leaving a ghost-town-like feeling.

During the height of spring sports season, those lots and fields are a hoping place with cars, athletes, coaches, game officials, school administrators and spectators scurrying everywhere.

If there was a general theme to this past fall, winter and spring seasons, it was one with few weather-related delays, thankfully. With most of the rectangular high school fields now artificial surface, games are played no matter the amount of rain. This past winter there was little snow and ice to foul the roads and force postponements. A few baseball and softball games on grass fields were postponed this spring because of rain, but there were not a lot.

The list is too lengthy, but in the Sun Gazette’s coverage areas there were many individual and team champions at the conference, region and state levels, and coaches who reached significant milestones. They are congratulated. So are those who came close to such achievements, along with the many for participating and playing their hardest.

Those empty parking lots and quiet playing fields won’t be that way very long, however. Practices for the fall seasons begin this year in late July, with actual competition starting in early to mid August. Football seasons kick off Aug. 25 and 26.

Marshall Falls Just Short in 5A State Final A Staff Report

So close yet again.

Three times the Marshall Statesmen and Potomac Falls Panthers met this in girls high LACROSSE season school lacrosse, each winning once by a goal prior to the June 10 showdown in the Group 5A statetournament championship contest at Robinson Secondary School.

In that meeting, Potomac Falls won, 12-9, to defeat Marshall (13-2) for the second straight year in the state final.

Marshall led 6-5 seven minutes into the second half, then Potomac Falls went on a 4-0 run to take the lead for good at 9-6. A key for Potomac Falls was winning a number of draws and keeping possession after scoring goals.

Claire Cwalina had four goals for Marshall, Hannah Smith scored three and Amanda Tooke and Avery Burke (two assists) one each. Jane Hurley, Rachel Piche and Lauren Deaver had assists.

Marshall goalie Fiona Rickels made a number of big saves to keep the Statesmen close.

A few days earlier, Marshall defeated the Panthers, 12-11, in the 5A North Region tournament championship game.

Marshall also won the Capitol Conference tournament this season, compiling an undefeated record against conference opponents.

In the state semifinals, Marshall defeated Atlee, 11-5, to advance to the state final for the second year in a row against Potomac Falls.

Langley (19-1-2) won the 2017 title June 10 at Westfield High School with a 6-2 victory over the Battlefield Bobcats in the championship game, ending the season with a six-game winning streak and a 6A North Region crown to its credit, as well.

In those final six games, the Saxons averaged 4.3 goals per game.

In the state final, Sam Golan and Jacob Labovitz each had hat tricks for Langley, accounting for the six goals.

The Saxons led 3-1 at halftime.

Labovitz finished the season with 46 goals and Golan scored 23.

Grant Hughes, who was injured and missed the entire season, will play at George Mason. He was hurt during the boys basketball season for Langley and was a soccer starter the past couple of seasons.

Coincidentally, Langley did not defeat the Washington-Lee Generals of Arlington this season, tying during the regular season then losing in the Liberty Conference tournament championship game. Washington-Lee was last year’s 6A North Region and 6A state champion.

NOTE: In 2015, Langley won the state with a 20-1-1 record. Last year Langley lost in the 6A North Region tournament semifinals to eventual state champion Washington-Lee. The only other time Langley was in the state final was in 2004 when the Saxons finished second in the Group AAA state competition . . . Langley’s combined overall record the past three seasons was 53-4-6.

High School Roundup TENNIS CHAMPIONS: The McLean Highlanders in boys and the Oakton Cougars in girls won Virginia High School League Group 6A state team tennis championship on June 10.

McLean finished the season 21-0, nipping W.T. Woodson, 5-4, in the championship match after blanking Cosby, 5-0, in the semifinals.

McLean also won conference and region titles prior to the state competition.

Oakton (15-0) defeated W.T. Woodson, 5-3, in the state final and Kellam, 5-1, in the semifinals. The Oakton girls also won conference and region titles prior to the state competition.

Oakton, the Concorde Conference and 6A North Region champion, finished with a 19-8 record.

Western Branch scored two runs on a bloop single to left in the fifth, then on a solo homer in the seventh to end the season for Oakton, snapping its sevengame winning streak.

Oakton had just three hits and stranded seven runners, including leaving the bases loaded in the first inning.

“That would have been nice to get a run or two across in the first inning there,” Oakton coach Justin Janis said.

Ryan Davis, starting pitcher Owen Lamon and Will Rippey had Oakton’s hits. Lamon (8-1) pitched a complete game to take his first loss of the season.

“Their pitcher was tough and they played really good defense and didn’t make mistakes,” Janis said. “I thought Owen pitched very well and we had some good at-bats. Four teams came into this weekend, and three leave unhappy. But we had a good season.”

MADISON NIPPED IN SOCCER SEMIFINAL: The Madison Warhawks (15-3-1)

were nipped by the Kellam Knights by a 1-0 score June 9 at Robinson Secondary School in the semifinals of the Virginia High School League’s girls Group 6A state soccer tournament.

Madison dominated in shot totals, but could never get the equalizing goal Kellam scored in the first half. Kellam goalie Sideney Swoope was active in net with key saves.

Madison had multiple scoring chances in the second half, including four in the final four minutes. The Warhawks won the 6A North Region championship a week earlier. The region title was Madison’s first in school history. Madison is yet to win a state title.

Madison’s lone loss came on April 26 by a 4-3 score on the road in Reston against South Lakes. Adkins and Echazarreta said the Warhawks refocused a bit after that defeat.

“That loss showed we can be beaten, then we worked hard so that wouldn’t happen again. ” Echazarreta said.

NOTE: Since winning the crown in 1989, Madison finished second in the state four times, including 2016.

College Roundup PHIL NOVACKI: Langley High School graduate Phil Novacki was selected to the 2017 National Football Foundation Hampshire Honor Society. In addition, the senior earned Georgetown University’s George A. Murtaugh Award for being the team’s outstanding lineman during the 2016 season.

The 6-foot-4, 255-pound Novacki finished his final college season for Georgetown with a team-high 6.5 sacks and ranked second with 7.5 tackles for losses to go along with 37 total tackles, including 19 solo takedowns. He also contributed two forced fumbles, one fumble recovery and four quarterback hurries.

A finance major, Novacki, a football and basketball starter at Langley, was a two-time selection to the Academic All-Patriot League Team and was a four-time member of the Patriot League Academic Honor Roll.

Novacki’s line coach at Georgetown was Alex Kolt, a former Potomac School football standout in McLean then at Hampden-Sydney College. Kolt also is Georgetown’s recruiting coordinator.

McLean High School graduate Alessandra Pelliccia was named the Women’s Lacrosse Offensive Player of the Year and Newcomer of the Year by the Southern California Intercollegiate Athletic Conference.

Pelliccia, a freshman at Occidental College, is the first freshman in conference history to earn Offensive Player of the Year. She led the conference in goals scored with 39, points scored (44), ground balls (44), and draw controls (45). “While it may seem like a step backwards now, it hopefully will lead to a better outcome for the subject area and the downtown as a whole in the future.”

Ron Bleeker, co-chairman of MCA’s Planning and Zoning Committee, said the association’s leaders were “very surprised” by news of the application’s withdrawal.

“Along with the supervisor and the McLean Planning Committee, MCA has been working constructively with McLean Properties on this matter since February,” Bleeker said. “Although the project was still at an early stage, they had so far been responsive to many of MCA’s concerns and had not indicated any major problem.”

Fairfax Business Briefcase NATIONAL, LOCAL AVERAGE WAGES DROP IN NEW REPORT: Major jurisdic-

tions across Northern Virginia saw the average weekly wage of those working in their confines decline in the fourth quarter of 2016 compared to a year before, part of a national trend downward that historically is rare but, federal officials say, not unprecedented.

Arlington, Fairfax and Prince William counties all saw their average weekly wage dip from a year before, though none saw a drop as large as the national decline of 1.5 percent.

Nationally, the average weekly wage in the fourth quarter stood at $1,067, falling $16 from a year before, according to figures reported June 7 by the federal Bureau of Labor Statistics.

A year-over-year drop has occurred in only eight quarters since the survey began in 1978, federal officials said. The survey looks at employment in the nation’s 345 largest counties, which account for a significant majority of overall civilian employment.

According to fourth-quarter figures, average weekly wages stood at $1,677 in Arlington, down 1.4 percent; $1,610 in Fairfax County, down 0.6 percent; $1,497

in Alexandria, down 0.8 percent; and $931 in Prince William County, down 0.5 percent.

Nationally, Arlington ranked seventh and Fairfax County ninth in highest average weekly wage. Leading the list were Santa Clara County, Calif., at $2,365 and New York County (Manhattan), N.Y., at $2,212. Two other counties – San Mateo and San Francisco, each in California – had average weekly wages above $2,000.

(Figures represent those employed within a county, no matter where the employee lives.)

Among Virginia localities outside the local area, average weekly wages for the quarter were $901 in Chesterfield County; $1,009 in Henrico County; $808 in Chesapeake; $1,017 in Newport News; $1,072 in Norfolk; $1,139 in Richmond; and $836 in Virginia Beach. Virginia cities are included in the county ranking because, unlike in all other states, they are independent of surrounding counties.

According to federal officials, yearover-year employment rose in all major Northern Virginia counties except Alexandria, where it declined.
