Fairfax County Public Schools (FCPS) Interim Superintendent Steve Lockard on Jan. 12 proposed a $2.8 billion fiscal year 2018 budget that seeks a 5.7-percent transfer increase from the county government. Lockard’s proposed budget, which he presented Jan. 12 to the School Board, is $130.4 million, or 4.9 percent, higher than the previous year’s spending package. Most of the increase would be put toward compensation and benefits for the school system’s 28,000 employees. Lockard’s budget includes $44 million for a 2.5-percent salary step increase for all eligible workers, plus $33.2 million to bring teachers’ salaries more toward the regional average and $41.2 million for expected hikes in health-insurance and Lockard retirement-system contribution costs. Maintaining competitive teacher pay is essential, said Lockard, who singled out Kilmer Middle School social studies teacher Corey Thornblad as the kind of instructor the school system cannot afford to lose. Thornblad, the system’s 2016 Teacher of the Year, uses inventive scenarios to get her students excited about learning history, he said. “Exceptional teachers are paramount to our success,” Lockard said. Lockard, who took the helm of the school system last fall following the departure of Superintendent Karen Garza, also is asking for $10 million more to pay for costs associated with an expected 1,932 more students. The school system would hire
