The Vienna Board of Zoning Appeals on April 18 voted 5-0 (with two members absent) in favor of conditional-use permits allowing the outdoor seating and drive-through capacity. Originally the site of Donuts of Vienna, the 0.62-acre property since 1997 has been home to a 1,663-squarefoot Taco Bell restaurant with a drivethrough. Starbucks will alter the building’s façade, move the drive-through’s speaker box for ordering 20 feet closer to the building, shift the pick-up window 15 feet closer to the front of the building, install landscaping around the site’s perimeter and add two crosswalks and two bicycle racks. The coffee company also will remove two parking spaces in front of the building and put in outdoor seating for 20 people. In addition, the cafe will have 20 indoor seats. The new Starbucks will feature a drive-through stacking area large enough for 12 vehicles, exceeding the

McLean Foundation Celebrates Philanthropic Efforts The McLean Community Foundation’s April 12 event, “Building Community Together,” touted the foundation’s grantmaking history in McLean and promoted the spirit of philanthropy. The McLean Community Center was featured as a longtime foundation grantee that has benefited from funds for projects such as sound equipment for the Alden Theatre, computers, lighting for the Old Firehouse Teen Center and building renovations. As part of an update on the community center’s ongoing renovation and expansion, executive director George Sachs and McLean Community Foundation (MCF) president Janet Tysse announced that a new foundation grant will be forthcoming for kitchen renovations, which greatly will increase the opportunity for cooking classes and demonstrations open to residents, as well as catering for events held at the center. The foundation and community center also will work together on the McLean 5K, a run/walk and community-building event benefiting the Foundation and set for Saturday, Oct. 6. The McLean 5K is organized by the community center and its partners, the Greater McLean Chamber of Commerce and Century 21. The “Building Community Together” event also served as an opportunity to

highlight MCF’s mission of encouraging civic spirit and local philanthropy. McLean residents Tracy and Jim Millar were honored for their work with MCF grantee Phoenix House Mid-Atlantic, a substance-abuse treatment and recovery center that serves many local families facing the challenges of addic-
tion. The Millars chaired a campaign that raised $4 million for Phoenix House’s recent project, which included a new healthand-fitness center. MCF grants purchased fitness and classroom equipment to help outfit the center. The Millars also are well-known for their support of cancer treatment at the
Virginia Hospital Center’s Hitt Family Center for Radiation Oncology, as well as numerous other local charities. Event chairs and MCF trustees Amy Swaak and Julie Lansaw Warin welcomed one of the foundation’s charter trustees, Lilla Richards, and MCF Leadership Council members Bobbie and Bill Kilberg and Dan and Karen DuVal to the event, hosted at the home of Julie and Joe Warin. State Sen. Barbara Favola and Dels. Kathleen Murphy, Marcus Simon and Rip Sullivan were in attendance, as were numerous past MCF trustees, grantees and donors. Since its first grant to the McLean Volunteer Fire Department in 1981, MCF has awarded nearly $1.5 million in grants to local non-profits. This past year, the foundation awarded approximately $70,000 to 15 grantees, including senior-housing provider Wesley Housing for The Fallstead at Lewinsville Center, Cooper Elementary School’s PTA, 1st Stage theater company, Phoenix House and the McLean Volunteer Fire Department for restoration of its antique Pirsch fire engine. The McLean Community Foundation was established by the McLean Citizens Association and, as an all-volunteer organization, the foundation puts 100 percent of all donations back into the community.

The average sales price of $568,576 for all properties that sold during the month was up 0.5 percent from $565,964, but was down in the single-family sector, which dropped 0.2 percent to $770,757. The average sales price for attached homes, such as townhouses, rose 5.1 percent to $428,524, while the average price for condominiums was up 4 percent to $332,366. A total of 120 properties changed hands for more than $1 million, including three for more than $2.5 million and one for more than $5 million. Add up the sales, and the total volume of $1.005 billion for the month was down
0.2 percent from $1.007 billion a year before. According to figures from the Northern Virginia Association of Realtors, yearover-year sales for the month were up in the city of Alexandria but down in every other jurisdiction. Median sales prices were up in Arlington ($564,250), the city of Fairfax ($550,584) and Fairfax County ($506,000), but down in Falls Church ($549,555) and Alexandria ($466,000). Region-wide, the median sales price of $514,500 was up 3.3 percent for the month. Homes that went to closing in March spent an average of 42 days between listing and ratified contract – with just over half moving from listing to contract in 10 days or less. Homes garnered an average
of 98.5 percent of listing price, up from 98 percent a year before. While fears of a regional real-estate “bubble” have not been pronounced, there are some indications that home prices are outstripping the ability of some to buy, particularly in the entry-level market. “We see caution in some buyers, since our region’s home prices have steadily risen and bidding wars have been occurring for many homes,” said Lorraine Arora, chairman of the Northern Virginia Association of Realtors. Helping to push up home prices is a lack of inventory; the Northern Virginia market had 2,893 active listings at the end of March, down more than 20 percent from a year ago and representing less than two months’ worth of properties.

Real Estate Pros Upbeat on Prospects for the Year Despite relatively flat year-over-year sales and prices, the Northern Virginia Association of Realtors said March produced a good jump-start to the busy spring-summer sales season. March was “an exceptionally brisk market, as prepared buyers are rushing to take advantage of current interest rates,” said Ann Yanagihara of Coldwell Banker Residential Brokerage. During the month, properties were obtaining multiple offers in the first week if priced properly, Yanagihara said. Home sales across Northern Virginia last month totaled 1,768, down a fraction of a percent from the 1,779 transactions recorded in March 2017, according to figures reported April 10 by RealEstate Business Intelligence, based on data from 4

Our View: Since When Is ‘Compromise’ a Dirty Word? Even as most of the Democrats participating in a recent 10th Congressional District recently were pounding away at President Trump and U.S. Rep. Barbara Comstock (R-10th), Dan Helmer was aiming squarely, and not too subtly, for the jugular of Jennifer Wexton. Wexton’s sin, in the eyes of Helmer? That she signed on to support a compromise gun measure brokered in 2016 between the then-governor, Democrat Terry McAuliffe, and leaders of what was at the time the hefty Republican majority in the General Assembly. As is the case with most compromises, nobody came away entirely satisfied, but each side in the contentious issue of firearms did leave with a piece of what they were seeking. Those who participated in the crafting of the measure, or merely voted to support it, have subsequently found themselves under intra-party attack – Democrats from those on their left, Republicans from their right – by those who cherry-pick details, as Helmer did, to try
and score political points. Likely, the attack-dog persona was an attempt crafted by Helmer to separate himself from the rest of the pack and emerge as the major intra-party challenger to Wexton. Whether that tack works remains to be seen. Wexton, a state senator who has picked up the majority of establishment support (for what it’s worth) in her quest for the Democratic nomination to take on Comstock, pronounced herself unfazed by Helmer’s hectoring. “It’s easy to sit in judgment when you’re sitting on the sidelines and not having to be down in the trenches,” she sniffed in reply. We’ve got no dog in this hunt – Democrats can choose the candidate they see fit in the June primary. But we would hope that the electorate sees political ploys for what they are . . . not bad things, necessarily, but hardly a substitute for good governance, which requires compromise and coming home with the best deal in any given circumstance.
Community Battle Brews Over Leaf-Blowers Residents of nearby Arlington have been battling on editorial pages in recent months over whether the county government should regulate, or even ban, gaspowered leaf-blowers. As the issue has an impact in Fairfax County, too, here are some excerpts from the letters: Vicki Lyons: Many a beautiful spring afternoon, evening (always as you’re about to enjoy dinner on your deck), summer morning or afternoon, etc., is equally vulnerable to being ruined by this loud, grating and intrusive noise. This is something we can control. Ann Marie Thro: Let’s enjoy birdsong, breezes in the trees and outdoor time at home with family and friends. Where needed, a rake is almost as fast, creates perhaps a few more jobs and is healthy exercise. J.C. Ruff, M.D.: The two-stroke engine is many times more polluting than a truck or car. Adverse health effects of
noise also go way beyond sleep disruption and hearing loss. For those who will not rake or sweep, a lithium-ionbattery-powered blower is considerably quieter, less polluting and cheaper in the long term. Catherine Meek: I, too, have been enjoying the few days lately when I’ve been able to open up the windows, but I know the time is near when I’ll have to listen to the deafening sounds of leaf blowers. I would much prefer seeing leaves on a lawn over listening to this incessant and jarring noise for seven or eight months of the year. Jeff Walyus: As someone who doesn’t have a large yard but quite a few trees, the difference between using a rake versus a leaf blower is spending a few hours versus an entire day of clearing leaves out of my yard. (Anyone who takes issue with my leaf-blower use is welcome to pick up a rake and help.)
Perhaps a better approach would be to look for limits on hours of operation, as I’m right alongside those who don’t like early-morning noise on weekends. Martina Sabo: As I read letters to the editor [on the topic], all I could think of was, “pass the whine.” If someone has difficulty with leaf-blower noise, get some earplugs. Take care of your own discomfort without foisting more laws or regulations onto the rest of us. Steve Johnston: While not wanting to hurt those who work for yard-maintenance companies, there are devices on the market that produce much less noise. Perhaps if we citizens make enough noise, the County Board will listen and take some much-needed action. Apparently other “world-class” communities are taking action; a Google search for “leaf-blower noise restrictions” revealed 400 results, including articles in Miami, New York, Atlanta, Long Beach, Palo Alto and Los Altos.
Legislators: ‘We’re Going to Get There’ on Va. Budget Members of the local legislative delegation say they expect a deal on Virginia’s biennial budget to be hammered out. But nailing lawmakers down on when that might happen is proving more elusive. “We sit and sit at home. We don’t meet, we make no progress,” sighed state Sen. Janet Howell (D-32nd), who serves as one of the Senate’s budget negotiators and who, for weeks, has been frustrated by a lack of movement. The main sticking point remains Med-
icaid expansion. The House of Delegates, once the bastion of Republican opposition to it, has passed a budget that includes it. In the state Senate, however, the Republican leadership has thus far been able to hold its caucus together in opposition. But members of Arlington’s legislative brigade – Democrats all – think the GOP caucus in the Senate eventually will cave. “We’re going to get Medicaid expansion,” predicted Del. Alfonso Lopez (D-

49th), who joined his colleagues in an April 20 forum sponsored by the Leadership Center for Excellence. For now, the matter is in the hands of the budget conferees and the governor’s office, with most other legislators waiting by the phone for an eventual summons to Richmond. The nearly 6.9-acre parcel is located south of Vienna at 9207 and 9211 Arlington Blvd. near Nutley Street. The site’s current three-story, 25,878-squarefoot assisted-living facility serves up to 60 residents. Its private school, Merritt Academy, and related child-care center are housed in five single-story buildings totaling 29,952 square feet. Sunrise’s proposed three-story, 52,052square-foot assisted-living facility would be up to 60 feet tall and serve up to 119 residents. The structure, which would have cellar space and one underground parking level, would be an Arts-and-Crafts-style bungalow design using a variety of building materials. The school is located directly south of the assisted-living facility. Three of the current school’s buildings would receive additions and one structure would be replaced. In all, the applicant hopes to add 11,897 square feet to the school site. Maximum enrollments for the school and child-care center would remain at 125 and 325 children, respectively. The new plans would further the site’s already productive relationships between students and elder residents, said Gregory Riegle, the applicant’s attorney. “The changes we’re making really only enhance the ability of seniors to mentor and interact with children, and vice versa,” he said. “If you approve this application, you’re just continuing that productive history.” The maximum number of employees on-site at any one time at the assisted-living facility would rise from seven to 30, while at the school and child-care center, the number of employees permissible at one time would increase from 50 to 85. The applicant would provide a total
of 182 parking spaces, 11 more than required by code. Assisted-living residents and the facility’s 30 employees would have 72 spaces (65 of which would be in the below-grade parking area) and the childcare center and private school would have 110 surface spaces available. A new entrance driveway, which would be added off the Arlington Boulevard service drive, would provide access to the parking garage. The development plan significantly increases the number of parking spaces, and segregates uses that now compete for same spaces, Riegle said. The new assisted-living facility would be able to serve residents with memory problems and advanced physical impairments, Riegle said. The current facility does not meet building and fire codes to do so and therefore residents who develop such problems must undergo the stress of relocating, he said. The western portion of the property is heavily vegetated and contains environmentally sensitive area, including part of Hunters Branch stream. Open space at the site would be reduced from 73 percent to 61 percent, but the applicant would preserve mature trees along the site’s Arlington Boulevard frontage and remove invasive plants in the property’s environmental-quality corridor. Vienna-area resident William Keech Jr., who was attending the Planning Commission meeting on another matter, told commissioners his two children had attended Merritt Academy. “I love this group,” he said. “We’ve had nothing but positive and professional experiences with the school. It was nice to have that interaction between schools and a retirement home.” Residents in neighborhoods across from the site also have written in support of the application, said Planning Commission member Phillip Niedzielski-Eichner (Providence District). Planning Commissioner Mary Cortina (At-Large) also signaled her support. “Both of your organizations are really good and an enhancement to the community,” she told Riegle.

Vienna Finds a Little More Cash in the Kitty for FY19 Budget BRIAN TROMPETER Staff Writer
Vienna’s annual budget typically offers little wiggle room for discretionary spending, but Town Council members tentatively have agreed to spend a small surplus on two new employees and several projects. Town Manager Mercury Payton in March proposed a fiscal year 2019 budget with a general-fund balance of $25,353,990, but Vienna since has benefited from a Washington Gas franchise fee of $97,500 and additional parks-andrecreation class revenues of $11,600. Following budget work sessions on March 17 and 19 and April 9, the Vienna
Town Council agreed to use those moneys, plus $80,410 in contingency funds, to finance $189,510 worth of unmet needs. According to a budget-reconciliation document compiled by Finance Director Marion Serfass, items proposed for additional funding include: • $68,010 for a sanitation worker. • $65,000 for a transportation planner (the position already is 50-percent financed). • $20,000 for physical improvements at parks. • $17,000 to conduct a survey with local residents. • $15,000 to pay for the first year of a zoning-code upgrade, a project that will
take 18 months. • $4,500 for grant-matching funds for public-art projects. If the Town Council approves those changes, the general-fund budget would stand at $25,463,090. Water-and-sewer expenditures would remain untouched at $8,601,190, as would the $4,223,290 for debt service and $364,000 for the town’s stormwater fund. Those expenses would bring the overall budget to $38,651,570. Payton’s proposed budget also would: • Hold the real-estate tax rate steady for the fourth consecutive year at 22.5 cents per $100 assessed valuation. Vienna residents also must pay Fairfax County’s real-estate tax, which the Board of Su-
pervisors is contemplating raising by 2.5 cents to $1.155 per $100 assessed valuation. Most property owners’ tax bills will go up, regardless, because of higher assessments. • Give 3.5-percent salary increases to most town employees, but 5-percent pay hikes for 27 sworn police positions, in order to keep the Vienna Police Department’s pay competitive with that of nearby jurisdictions. • Absorb an 18-percent increase in the cost of health insurance. All of the above still must be finalized when the Town Council adopts the budget May 7. The approved budget will take effect July 1 at the start of fiscal 2019.
The company will produce a rendering of conceptual roundabout and conduct traffic studies for two-hour peak periods during mornings and evenings at that intersection and the nearby one at Lawyers Road and Maple Avenue, W. The engineering firm also will study traffic queuing at those intersections and produce scenarios showing the effects at Lawyers/ Church of having a roundabout or traffic signal there. The town’s only roundabout, an awardwinning design implemented two years ago at Park and Locust streets, S.E., has proved successful, but its layout differs markedly from the site at Lawyers Road
and Church Street. The Park/Locust roundabout sits at a standard T-shaped intersection on the crest of a hill on Park Street, meaning traffic on both sides of that road slows naturally unless drivers are accelerating. But at the Lawyers/Church site, traffic from southbound Lawyers Road is coming downhill and does not have to stop at Church Street. Other complicating factors include the presence of the town’s post office on the corner’s northwest side; a Maple Avenue, W., traffic signal located a short distance to the south; and the fact that the opposing Church Street segments do not align directly. Some on the Council doubted a roundabout could be implemented at the site or solve its problems. “It ain’t gonna happen,” said Council member Howard Springsteen. “There are too many challenges.” Others, including Council members Tara Bloch and Douglas Noble, saw the difficulties as well, but wanted input from professionals on how or if to proceed with a roundabout. “This is the most egregious intersection in town,” Bloch said. Under the memorandum of understanding, the town will begin using Yeonas Park at 4 p.m. on July 4, start providing music and entertainment at 7 p.m. and kick off the pyrotechnics show at 9:30 p.m. If inclement weather forces the show’s cancellation, the town will hold a program with fireworks only on July 5. The show’s vendor, Bay Fireworks, will provide a certificate confirming Vienna Little League is covered by insurance throughout the event. Crews from the town’s Parks Maintenance Division will ensure Yeonas Park is cleaned up for recreational programs the following day. Fairfax County Public Schools officials earlier this year turned down Vienna officials’ request to hold the fireworks show at James Madison High School. Town officials argued the school’s grounds would have improved public access, provide more seating, permit a larger food court, afford better viewing from the surrounding area and offer an evacuation location in case of severely inclement weather. But school officials denied the request, citing concerns about potential damage to athletic fields covered by synthetic turf. Madison High’s layout is more compact that those of other schools where the county permits fireworks shows and the warranty for Madison’s new roof might be voided by fireworks damage, school officials said.

It’s not wise to summon the dead. They rarely have anything constructive to say. The Vienna TheON atre Company ilSTAGE lustrates this point well in its engaging production of Noel Coward’s 1941 play “Blithe Spirit.” Set in the southeastern English county of Kent, the action takes place in the living room of novelist Charles Condomine (Allen McRae) and his wife Ruth (Katherine Metres Akbar). The pair invite another couple over to take part in a séance performed by the eccentric Madame Arcati (Nancy Cahill). Charles is seeking more fodder for his writing, but ends up spooked by ominous table knocking from his late wife, Elvira (Heather Plank). Elvira later materializes, but only Charles can see her. He’s already in trouble with Ruth for his erratic, drunken behavior, and she believes he still has feelings for his former wife. Elvira becomes increasingly brazen and performs an act of sabotage that (wait for it!) comes back to haunt her. Director Rosemary Hartman elicits fine performances from the cast. The three main characters especially hold the play together well.

McRae is witty and debonair as Charles, who struggles as his current and former wives battle it out. “It’s discouraging how many people are shocked by honesty and how few by deceit,” he muses. Akbar reacts realistically to her husband’s uncharacteristic behavior, serving up icy annoyance in the first seance’s wake. As Elvira, Plank starts out impish and coy, but gradually reveals her menacing hand. The play’s second act tends to drag a
bit in the middle, but perks up as Elvira pushes events toward their conclusion. Without giving too much away, let’s just say prop masters Emily Besuden and Sherry Kaiser have a field day with various objects on the set. The play mercifully spends little time on Madame Arcati’s séances. It’s hard to believe that people nearly a century ago took these things seriously, but then again, in 100 years our descendents will have a field day with the current “fidget spinner” craze. She also plays a role in the play’s resolution. The set, designed by John Vasko and outfitted by Meridyth Mazer, is well-appointed with furniture, books and booze. The Condomines’ living room also offers sliding panels and side doors with billowing curtains, ideal for dramatic, paranormal entrances. The wacky play affords opportunities for other members of the production team to make their mark. Costume designer Francoise Davis puts Charles in a dapper suit, outfits Madame Arcati in gypsy-like duds and provides Elvira with a flowing, ethereal gown. Home values have been appreciating more per working hour than local minimum wage pays in about half of the nation’s 50 largest cities, according to a new Zillow analysis. The typical U.S. homeowner is gaining $7.09 of equity in their home every hour they’re at the office, slightly less than the federal minimum wage of $7.25. But homeowners in 24 of the 50 largest U.S. cities are in a much more favorable position, especially those in the booming tech towns of San Jose, San Francisco and Seattle. In San Jose, the typical homeowner is gaining $99.81 of equity in their home every working-hour, but minimum wage in the city is just $13.50. That means the typical home in San Jose is “earning” over seven times local minimum wage. (The average hourly wage in the San Jose metro is $43.71, which is over two times less than local home value appreciation per workinghour. “As home values continue to rise at a rapid clip, many homeowners have earned more in home equity over the past year than they would have by working a minimum-wage job – and in some areas, more than they’d have earned even if they had a job paying a six-figure annual salary,” said Zillow senior economist Aaron Terrazas. “Particularly for homeowners that have already or are very close to paying off a mortgage, this supplemental ‘income’ – especially if allowed to accumulate over several years – can essentially serve as a kind of second job that pays directly to a homeowner’s bottom line, without nearly as much actual work involved in collecting it.” Home values have been appreciating in San Francisco at a rate more than four times the city’s minimum wage, and in Seattle, which has the highest minimum wage among all cities analyzed at $15 per hour, the typical homeowner is gaining $54.24 of equity per working-hour. Homeowners on the West Coast aren’t the only ones benefiting from a hot housing market. Home values in New York, Las Vegas, Honolulu and Nashville have been appreciating over $6 more per working-hour than the city’s minimum-wage earners make, according to the data.

Fairfax County Notes SALES-TAX RECEIPTS UP IN FAIRFAX:
Sales-tax receipts distributed to the Fairfax County government by the state government in March totaled $13.4 million, an increase of 3.7 percent from a year before. The distribution represents retail sales made in the county in January. Figures were reported by the Fairfax County Department of Management and Budget. Through the first eight months of the county government’s fiscal year, sales-tax receipts are up 3.1 percent from the same period a year before. BUILDING-PERMIT ISSUANCE RISES IN FAIRFAX: For the first quarter of 2018, a
total of 297 single-family building permits were issued in Fairfax County, according to new data. That represents a 16-percent increase from the 256 permits issued in the first quarter of 2017, according to figures from the Fairfax County Department of Management and Budget.

The Madison Warhawks in girls soccer and the Oakton Cougars in boys each had 8-0-1 overall records when the week began in high school soccer action and were atop of their district standngs.
SOCCER ROUNDUP Each team won two games last week. Madison nipped Oakton, 1-0, on a goal by Jordan Ramsey, then defeated Chantilly, 3-1. Helen Frazer, Julia Leas and Faith Lee had goals in that win, Abby Fusco had two assists and Virginia Miller one. Both were Concorde District wins. The Oakton boys blanked Madison, 4-0, then defeated Westfield, 4-1, in Concorde games. n The Madison boys had a 4-4-1 record, with a 3-1 recent win over Chantilly. n The Oakton girls stood 4-2-1 with a 1-1 tie against Westfield on April 20. Talk about stingy. Over a six-game stretch, the Marshall Statesmen (11-3, 7-0) allowed just one run in each high school baseball contest, all victories.
BASEBALL ROUNDUP Marshall’s most recent wins were 14-1 over the Wakefield Warriors and 11-1 over the Jefferson Colonials in National District action. Against Wakefield, Robert Kelley pitched five innings with eight strikeouts. Drew Hiller had two hits and three
RBI for Marshal, Patrick Halligan and Arata Honda (two RBI) each had two hits and Jason Pan had two RBI. Against Jefferson, Halligan threw a one-hitter and struck out five. John Kerns had three hits and three RBI, Halligan had two RBI and Corey Lauer three. Danny Hoffman had three hits. In the Statesmen’s 14-1 road victory over the Lee Lancers, Joey Handley fanned 13 in six innings, allowing two hits. n The Oakton Cougars (7-6-1, 3-1) defeated the host Madison Warhawks, 10-5, April 20, in a Concorde District game between neighborhood rivals, leaving the teams tied for first. Madison
is 9-5, 3-1. Oakton took advantage of Madison mistakes to score four runs in the first inning, added three more in the second, two in the fifth on Chris Vinh’s tworun homer, and one in the seventh on a bases-loaded walk. Eric Lingebach and Chaz Billak had two hits and two RBI each for Oakton. Julian Heitman had a hit and two RBI. Lingebach pitched the final 22/3 innings with five strikeouts. “It was nice to come out and get some runs early like that, and our pitching came through,” Oakton coach Jus-

With that in mind, it’s not too early to begin considering which local teams, and some individuals, have the potential to win state championships. In girls soccer, the defending state champion Yorktown Patriots lead the pack with the Madison Warhawks very much in the mix. In boys soccer, the Oakton Cougars are a favorite, and don’t count out 2016 champion Washington-Lee or Yorktown. In public-school girls softball, the defending champion Madison Warhawks are heavy favorites with nine returning starters, and the McLean Highlanders are capable. In private-school girls softball, the multi-time champion Bishop O’Connell Knights should repeat if they can stay healthy. The Flint Hill Huskies could be a dark horse. For now, Madison and McLean, and possibly Oakton, would be the top baseball contenders, with maybe Potomac School and Flint Hill making private-school state title runs. All kinds of teams are strong in boys and girls tennis. Certainly the boys and girls Langley, Madison, McLean, Oakton and Yorktown squads. In private schools, Potomac School is a a power, as always. Lacrosse also has a variety of teams with state-championship potential, led by the Langley and Madison girls. Don’t count out either Oakton squad, with the McLean boys and Yorktown girls being longshots. The biggest outdoor track and field star of the spring season could be Washington-Lee senior shot putter and discus thrower Jabari Bennett. Bennett already won a state shotput crown during the indoor season by a wide margin, and hopes TO throw even farther outside. What already was a strong season for the McLean Highlanders got even better April 21 with a significant victory on their home field. McLean (14-1) blanked the Bishop O’Connell Knights, 4-0, in a non-congirls high SOFTBALL ference school softball game between perennial powers, upping its winning streak to five games. The annual Saturday-afternoon rivalry, with every game between past state champions at McLean, has been in existance since 2009, with the teams now trading victories for six straight seasons. This year it was McLean’s turn to win and pitcher Julia Longo led the way. The senior threw a six-hitter with 11 strikeouts and she walked only one. With the bat, Longo had a two-run single in McLean’s four-run fifth inning when the Highlanders took advantage of some O’Connell defensive miscues. Leadoff batter Heather Geisler (two hits) had an earlier RBI single in the frame and the

Highlanders scored the other run on an error. “A win like this against a team like that means a lot to us,” McLean coach Maurice Tawil said. “It really helps us believe.” Tawil said the pitching of Longo and his team’s hitting were the reasons for the win. McLean had six hits and put the ball in play throughout the contest, striking out just five times.

“We had nine sophomores and we didn’t have a very good season last year,” Tawil said. “Our biggest improvement this year has been our at-bats. Our message for today was don’t strike out, put the ball in play, to have trust and the ball will find holes.” Number-nine batter Kate Haas also had two hits for McLean, Sarah Short had one, Gabi Norton had two sacrifice bunts and Kiley Mabus one. McLean batters hit the first pitch nine times. “We aren’t afraid to hit anywhere in the count, and not the first pitch either,” Tawil said. Overall, McLean was 4-0 for the week. The other winning scores were 11-0, 4-1 and 15-2. For the season McLean has six shutouts. “We like where we are right now,” Tawil said. “We went to Myrtle Beach over spring break and we beat good teams there. Now we have to stay hungry.” Said O’Connell coach Tommy Orndorff: “They put the ball in play. If we had made the plays we are supposed to, we’d still be playing.” McLean is tied for first in the Liberty
District with South Lakes, the only team to defeat the Highlanders, in 10 innings. The two meet again Friday, April 27. In McLean’s 15-2 win over Washington-Lee on April 20, Amanda Moore was the winning pitcher with four strikeouts. Rachel Remer led the offense with multiple hits. In a 4-1 McLean win over West Potomac, Longo, a University of Pennsylvania commit, threw a four-hitter with 12 strikeouts. Remer and Geisler had two hits each and Norton and Mabus added clutch hits. In an 11-0 victory over Langley, Geisler homered and doubled, Govan singled and doubled and Longo and Moore doubled. n The undefeated Madison Warhawks improved to 13-0 with wins by 14-0, 14-1 and 10-0 scores last week. Madison earlier nipped O’Connell, 3-1, on April 14. Madison was ranked No. 12 in the country in USA Today’s most recent poll. In college, Dave DeNure was a standout volleyball player, then later a successful coach. In recent days, DeNure, now an assistant girls high school volleyball coach at Flint Hill, VOLLEYBALL was recognized for those accomplishments by being inducted into the Eastern Intercollegiate Volleyball Association (EIVA) Hall of Fame. “When I got the phone call it was almost stunning, and I was at a loss
for words, and that’s hard for me,” said DeNure, who has been coaching at Flint Hill for three years under his wife, Carrol DeNure, the Huskies’ head coach. Sports Briefs STARS WIN BASEBALL TITLE: The under-13 Stars travel baseball team, which includes many local players from the Sun Gazette’s coverage areans, won the Complete Game Spring Kickoff Tournament at Colgan High School. The team went 5-0, outscoring opponents 58-16. Bannon Brazell led the team at the plate, going 9 for 12 with four doubles and a game-winning tworun home run. He had seven RBI. The team had other key offensive contributions from Michael Raufer (9 for 14), Hank Lippman (8 for 12) and Avi Fruman (7 for 11). VIENNA LITTLE LEAGUE: Vienna Little League may not hold an opening-day ceremony this season, instead perhaps holding some type of closing event. The opening-day ceremony was scheduled for the morning of April 7, but was postponed because of weather. “Over the years, you kind of have a fleeting thought about getting in one day. So it’s very flattering to receive this honor.” DeNure played for East Stroudsburg University between 1975 and 1978. He was a three-time all-EIVA selection and led East Stroudsburg to 39 wins as a senior. DeNure was inducted into the East Stroudsburg Department of Athletics Hall of Fame in 1994. After graduation, DeNure played in the USA Men’s National Volleyball program. In 1988 he was the MVP of the Caribbean Invitational, and played beach volleyball for 15 years.
Later, as a coach, DeNure led both the men’s and women’s programs at East Stroudsburg before moving on to coach the men at New Jersey Institute of Technology in 1982. All three teams enjoyed success. DeNure also coached in high school at his at alma mater, Morris Knolls in New Jersey, where he also was a teacher. At Flint Hill, DeNure also coaches middle-school volleyball and softball and is assistant to the director of facilities. Dave and Carrol also coach the Virginia Juniors Volleyball Club’s 15-Elite team.

NOTICE OF INTENT TO ADOPT
1. Assessment Increase: Total assessed value of real property, excluding additional assessments due to new construction or improvements to property, has increased from last year’s total assessed value of real property by 4.6 percent. 2. Lowered Rate Necessary to Offset Increased Assessment: The tax rate which would levy the same amount of real estate tax as last year, when multiplied by the new total assessed value of real estate with the exclusions mentioned above, would be $0.2223 per $100 of assessed value. This rate will be known as the “lowered tax rate.” 3. Effective Rate Increase: The Town of Vienna, Virginia proposes to adopt a tax rate of $0.2250 per $100 of assessed value. The difference between the lowered tax rate and the proposed tax rate would be $0.0027 per $100, or 1.2 percent. This difference will be known as the “effective tax rate increase.” Individual property taxes may, however, increase at a percentage greater than or less than the above percentage. 4. Public-Safety Notes IMPROPERLY DISPOSED SMOKING MATIERALS SPARK FIRE IN PIMMIT HILLS: The Fairfax County Fire and
Rescue Department and the Arlington County Fire Department on April 14 at 1:33 a.m. dispatched units to a reported house fire in the 1700 block of Pimmit Drive in the Pimmit Hills section of Fairfax County. Arriving units found fire showing on two sides of the one-story, single-family home, with some parts of the blaze extending into the attic. Crews quickly extinguished the fire and there were no reported civilian or firefighter injuries, officials said. Three occupants were home at the time of the fire. A neighbor discovered the fire and then notified the sleeping occupants. All three evacuated the house before fire crews arrived. Smoke alarms were present, but did not activate because the fire was on the home’s exterior, officials said. Investigators determined the fire was accidental in nature and was caused by improper disposal of smoking materials into a plastic trash can that had been placed next to the home’s exterior. Two occupants and one pet were displaced as a result of the fire. The Red Cross offered assistance, but the occu-
pants declined it. The fire cause approximately $100,000 worth of damage, including two vehicles that were exposed to the blaze. PEDESTRIAN STRUCK, INJURED BY VEHICLE IN VIENNA: A motorist was try-
ing to make a left turn from a parking lot in the 100 block of Church Street, N.W., onto westbound Church Street on April 10 at 6:23 p.m. when the vehicle struck and injured a pedestrian, Vienna police said. The pedestrian had been walking across Church Street outside of the crosswalk when the vehicle struck her at a low rate of speed, police said. Rescue personnel transported the pedestrian to an area hospital for treatment of non-life-threatening injuries. PROPERTY STOLE IN McLEAN HOME BURGLARY: A resident living in the
1200 Block of Ballantrae Farm Drive in McLean told Fairfax County police that sometime between April 11 and 16, an unknown person had entered his home and stolen property.

Fairfax County police on April 15 at 8:32 a.m. dispatched officers to the 7-Eleven at 6720 Old Dominion Drive in McLean after receiving a report about a drunk man in the store. When officers arrived, they found the man leaning against one of the counters and very unstable on his feet. When the officers tried to speak with him, he became very upset, police said. When officers attempted to arrest the man, he attempted to pull his arm away, lost his balance and hit his head on a creamer dispenser, causing a minor injury, police said. Officers gained control of the man and placed him under arrest. Authorities have charged Vincent Garnett, 52, of no fixed address, with being drunk in public. EX-EMPLOYEE BANNED FROM VIENNA STORE: An employee at Giant Food, 359
Maple Ave., E., told Vienna police on April 18 at 4:17 p.m. that a recently terminated employee had made threats regarding the store.
