Transportation officials’ goal is to build a seamless 84mile network of Express Lanes by 2021, which not only would improved speed and reliability for those using the lanes, but free up capacity on non-tolled regular lanes as well.

Since the opening of Express Lanes on Interstate 495 between Springfield and McLean, motorists using regular lanes have seen 20percent improvements in their travel times, Layne said.

The brief respite from orange barrels and detour signs was nice while it lasted, but Northern Virginia commuters can expect a whole lot more road construction in the near future.

State transportation officials on March 31 gave updates on several upcoming projects that they said would move more people through the region quickly and give commuters more transportation options.

“For the first time in over 30 years, we believe relief is coming to Northern Virginia,” said Virginia Secretary of Transportation Aubrey Layne during a briefing at the Virginia Department of Transportation’s (VDOT) Northern Virginia District Office.

“Compromises have been made by all parties to ensure improvements can now move forward,” he added, thanking state legislators for helping advance the projects.

McLean Man Donates $1 Million in Memory of His Wife BRIAN TROMPETER Staff Writer

While on Foreign Service postings in Africa, McLean residents Raymond and Luann Martin were impressed by good works performed by the Mennonite Central Committee.

After Luann Martin died of cancer on July 14, 2015, at age 66, her husband sought a way to honor her memory and serve the causes she had championed.

Raymond Martin decided to create the Luann Martin Legacy Fund for Maternal and Child Health and Nutrition and endow it with $1 million from his wife’s retirement savings.

Martin said he chose the Mennonite group because its projects were less topdown than ones operated by larger organizations, hence allowing the money to have a greater impact.

“It was a very good way to honor my wife and build a better world,” he said.

The fund will help Mennonite Central Committee officials to increase the scale of their operations in eastern and central Africa, including providing pediatric and prenatal health care, preventing motherto-child transmission of the HIV and ensuring adequate access to nutrition for woman, children and infants.

The committee has identified a couple of partner agencies in Africa to help with those efforts over the next several years,

The fund “will have a significant benefit for our partners,” she said. “It’s really inspiring, [Luann Martin’s] lifelong dedication. She was a remarkable person with a huge heart.”

Martin and Mennonite Central Committee officials on Feb. 28 signed an agreement during a ceremony at Welcoming Place in Akron, Pa. The committee strives to reduce hunger, poor health and poverty. Its long-term goal is to end preventable child deaths by 2030.

Luann Martin was born in Berne, Ind., and after earning a bachelor’s degree in English from Goshen College, she spent

a year doing peace studies at what now is the Anabaptist Mennonite Biblical Seminary in Indiana.

She subsequently received a master’s degree in international development from American University and volunteered at the Mennonite Central Committee Peace Office in Washington, D.C. Afterward, she joined her husband in his foreign-service career with the U.S. Agency for International Development (USAID), which took the pair to Ghana, Cameroon, Pakistan and what now is the Democratic Republic of the Congo.

Luann Martin later worked with UNICEF, USAID and FHI360, retiring from the last organization after serving as its

associate communications director for a worldwide maternal- and child-health project.

She and her husband regularly donated to the Mennonite Central Committee and some of their family members served with the non-profit, charitable group, which operates in more than 60 countries.

The committee was formed in 1920 in Elkhart, Ind., to help hungry people in Ukraine and Russia, including Mennonites. The organization receives most of its financial support from Mennonite and Brethren in Christ churches in the United States and Canada, but about 20 percent of its $77.6 million budget from relief sales and receipts from its thrift shops.

A million dollars is a breathtaking amount of money for many people, but Raymond Martin said his family was completely on board with using his late wife’s retirement moneys to establish the legacy fund.

“The best inheritance parents can leave their kids is a good education and work skills,” he said. “They can use those to be productive and earn their own living. They don’t need big handouts from their parents.”

Martin, who has lived in McLean for 24 years, said he is examining options for places to bequeath his own funds.

“A Mennonite leader said it’s OK to make money, but not to die rich,” he said.

“That’s my philosophy.”

Valor Awards Celebrate Public-Safety Excellence BRIAN TROMPETER Staff Writer

Fairfax County first responders last year acted courageously to save local residents and people living halfway around the world.

Some entered burning buildings to save people; one risked drowning to rescue a suicidal person from a pond; another pulling a motorist from burning car; and a team braved precarious environs in Nepal to aid earthquake victims.

The Northern Virginia Chamber of Commerce honored county public-safety personnel at the 38th annual Valor Awards on March 30 at the Westfields Marriott in Chantilly. The event’s master of ceremonies was WJLA-TV news anchor Leon Harris.

The event each year “demonstrates the passion and compassion of everyone in public safety who serves our community here in Fairfax County and across the world,” said Fairfax County Police Chief Edwin Roessler Jr. “I think we’re blessed. Everybody in public safety comes every day to do an outstanding job. It’s a passion and calling in each and every person’s life. Serving our communities is what we do and we love doing it.”

The first responders’ efforts were “very impressive,” said Supervisor Kathy Smith (D-Sully).

“They really put themselves out there for us.”

In an occurrence that does not take place every year, chamber officials gave the highest possible awards, Gold Medals of Valor, to Fairfax County Fire and Rescue Technician Ryland Chapman and Lt. Lawrence Mullin, who while working with a team deployed to Nepal following a massive earthquake last April rushed into a collapsed building following another earthquake on May 12. They spent three and a half hours rescuing a woman who had become trapped in the rubble, even as aftershocks continued to cause landslides and further damage.

Vienna Volunteer Fire Chief John Morrison was among three volunteer members on the team, which spent three weeks in Katmandu assisting with the rescue effort.

“It’s always good to represent the country and the county and to help the people of Nepal,” said Morrison, who also accompanied the team to Haiti in 2010 after a devastating earthquake in that island nation.

Douglas Brammer, government-affairs manager for Verizon, asked for a moment of silence in honor of four publicsafety officers who died during recent incidents in Maryland and Prince William County.

“While these first responders’ deaths did not occur in Fairfax County, we still mourn their loss, we still remember their loved ones and honor their service,” he said.

“Our first responders serve and love our community in countless ways,” added Brammer, who also asked for recognition of sacrifices made by the families of those personnel.

Our View: Is Anti-Gun Side Up to Challenge?

With limited regulatory options open to them, opponents of gun stores in Northern Virginia have resorted to the court of public opinion, using protests, social-media whirlwinds and the threat (ill-advised as the tactic is) of boycotts against neighboring businesses in their effort to keep the gun emporiums out.

Over the past year, inside-theBeltway gun opponents have gone 1-for-3, having successfully worked to scuttle plans for a gun store in the Cherrydale section of Arlington but then having watched, and fulminated, as Nova Firearms relocated to a larger and more prominent location in McLean and Nova Armory opened late last month on Pershing Drive in Arlington.

In each of those last two cases, officials in Fairfax and Arlington coun-

ties noted, correctly, that their hands were tied by state law prohibiting them from enacting zoning rules that would keep such shops out.

We’ve opined before that having a gun store in the neighborhood – and the newish Nova Firearms is two blocks down from the Sun Gazette’s office – is not one of the top 1,000 fears that keep us up at night.

However, we understand that others take a different view, and to be sporting, we will offer some advice for the gun-control advocates to consider . . . assuming they are actually serious about their concerns, rather than using the shops as convenient political whipping boys.

The biggest challenge for those who oppose the idea of gun stores near residential areas in Northern Virginia: The fact that it’s going to require

a lot more than online petitions and the occasional rally to effect change. It will take a full-throttle effort to affect the mindset in the General Assembly, which controls whether localities can or (as is the case here) cannot do much to regulate gun outlets within their borders.

Given that the most of the Northern Virginia delegation would be happy to slap restrictions on gun stores, there’s no point in concentrating efforts at the local level. It’s a case of trying to change hearts and minds in other parts of the commonwealth.

Not an easy assignment, but if those who are passionate about the issue seek to make a major impact, they’re going to have to roll up their sleeves and get to work on having an impact in General Assembly races statewide.

McAULIFFE VETOES ANTI-LIVINGWAGE BILLS: Do local governments in

Virginia, including Fairfax County, have the power to impose a “living-wage” requirement on contractors doing business with them?

The 2016 General Assembly session apparently has not provided a definitive answer.

Gov. McAuliffe has vetoed a pair of bills aimed at restricting the ability of localities to require those doing work with them from paying employees more than the current federal and state minimum wage of $7.25 per hour.

In his veto message, McAuliffe described living-wage efforts as “laudable,” and said government “should be focused on increasing wages, which will improve the lives of our families and aid our efforts to build a new Virginia economy.”

Both measures passed the General Assembly on largely party-line votes, with Republicans supportive and Democrats opposing, but the margins were not large enough to override a veto when the legislature returns to session April 20.

The political back-and-forth in Richmond does not, however, answer the basic question of whether living-wage requirements on contracts are in fact legal under Virginia law.

Fairfax County officials a decade ago looked into the issue and determined they did not have authority to force a living-

wage requirement on contractors, absent authority from the General Assembly.

While neighboring Arlington County imposes such a requirement – contractors receiving more than $100,000 a year from the county must pay their workers at least $13.13 per hour – the Arlington Chamber of Commerce has long contended doing so violates state law.

The matter has never been fought out in the courts, however, perhaps because contractors are fearful of incurring the wrath of government procurement officials.

AIR SERVICE BETWEEN REAGAN NATIONAL, MICHIGAN CAPITAL TO RESUME: After an absence of about eight

months, nonstop air service between the local region and the capital of Michigan will resume over the summer.

The Department of Transportation has approved a request by American Airlines for a “slot exemption” at Ronald Reagan Washington National Airport, so the airline can serve Lansing, Mich., with once-a-day service.

Flights could start as early as late June.

The Michigan city had had service to Reagan National until last October, when Sun Country pulled out of Lansing altogether. Since then, Michigan officials have attempted to re-start it with a new carrier.

Del. Rip Sullivan (D-48th) has been appointed campaign chair for the Democratic Caucus in the House of Delegates, with the chalPOLITICAL lenge of trying POTPOURRI to cut down the Republican majority in the lower house of the legislature.

Sullivan was appointed to the position

by House Minority Leader David Toscano (D-Charlottesville), rounding out the Democratic leadership team. He succeeds Del. Alfonso Lopez (D-49th), who earlier had been promoted from campaign chair to Democratic Whip.

“It’s an honor to be asked to serve,” Sullivan said in a statement.

“I will use this opportunity to grow the House Democratic Caucus by identifying outstanding candidates in winnable districts and making sure competitive races are adequately funded,” he said.

Sullivan has his work cut out for him: Republicans currently control 66 of the 100 seats in the House of Delegates, and Democrats have been unable to make significant inroads in either of the last two legislative elections.

Toscano said he has faith in Sullivan, who was elected in 2014 to fill the seat of Del. Bob Brink, who departed the legislature to take a position in the McAuliffe administration.

“Del. Sullivan has proven himself a leader since the day he was elected – I’m excited to have him join our leadership team,” Toscano said.

O’Connell Senior Takes Center Stage in Congressional Hearing: A Bishop O’Connell High School senior recently found himself center stage during a congressional discussion on legislation aimed at curing diseases in young people and expanding federal support for advances in medical treatment.

Walter Whitt was part of a March 23 panel, discussing his battle with cystic fibrosis, his current treatment and the impact when his lung capacity decreased by more than 20 percent in a single year.

Whitt has since regained some of that lung capacity, and is on track to head to college next year.

The bipartisan March 23 event – “Conversation on Child Cures” – was convened by the House Energy and Commerce Committee. It featured testimony from patients and advocates.

A contingent from Bishop O’Connell

was on hand to support Whitt. The group had the chance to meet with rock legend Roger Daltrey of The Who; Daltrey cofounded the advocacy group Teen Cancer America.

The discussion was held to keep attention focused on the 21st Century Cures Act, congressional legislation that passed the U.S. House of Representatives last July on a 344-77 vote and currently is awaiting action in the U.S. Senate.

All three members of the Northern Virginia delegation to the House of Representatives – U.S. Reps. Don Beyer (D8th), Barbara Comstock (R-10th) and Gerald Connolly (D-11th) – voted in support of the bill.

The legislation “is so necessary,” Daltrey said at the hearing, speaking about the challenges faced by teens with cancer, who have difficulty finding appropriate treatment because they do not fit into either the pediatric or adult populations.

“Please get it through,” Daltrey asked legislators.

The March 23 panel discussion was led by Energy and Commerce Committee Chairman Fred Upton (R-Mich.), ranking Democratic member U.S. Rep. Frank Pallone Jr. (D-N.J.) and U.S. Rep. Diana DeGette (D-Colo.).

Vienna’s Water, Sewer Rates Are Set to Rise BRIAN TROMPETER Staff Writer

The Vienna Town Council voted 6-1 April 4 to approve proposed water-andsewer rate increases for fiscal year 2017.

Council members approved a 66-cent hike per 1,000 gallons, which will raise the average homeowner’s quarterly waterand-sewer bill by about $11. The Council formally will adopt the new water-andsewer rates May 23.

Council members also had a lively discussion over the town’s policies for those services, and will do so again at an April 11 work session.

Members said they desired more information about the town’s fees relative to those in other jurisdictions.

Council member Edythe Kelleher, who cast the sole nay vote against the rate hike, said the town should consider switching some services to Fairfax Water, a large utility that obtains many economies of scale.

“I think we ought to be working our way out of the water business,” she said.

The town in 2014 commissioned a rate study for its water-and-sewer services and raised rates that year, but not in 2015, said Finance Director Karen Spence. Vienna officials now plan to consider rate adjustments every other year, she said.

One policy the Town Council likely will review at the work session involves the town’s splitting the difference with ho-

meowners for large, expensive water leaks that occur on private property. (The town covers the entire cost of such leaks that occur in the public right-of-way, Spence said.)

In 2013, there were 197 major leaks on private property that resulted in the town’s crediting residents with about $30,000. In 2014, there were 208 such leaks that led to about $22,000 in credits to residents, followed by 251 leaks last year and about $33,000 in credits, Spence said.

Vienna Council Narrowly Votes to Maintain Budget-Adoption Schedule: The Vienna Town Council, split over whether to re-advertise a higher real estate tax rate to finance some of the town government’s unmet needs, voted 4-3 to stay on schedule and approve the proposed fiscal year 2017 budget on May 23.

Council members Carey Sienicki, Howard Springsteen and Tara Voigt voted against the May 23 adoption date, saying Town Manager Mercury Payton’s proposal to hold the town’s real estate tax rate at 22.5 cents per $100 assessed valuation might preclude obtaining more money for town staff and projects such as a municipal parking garage.

Not opening the window to such possibilities may mean “we’re shutting the door on some important things,” Sienicki said.

But a slim majority of other Town Council members said town residents likely will pay more already because of

higher assessments, and also may be pinched financially by the Fairfax County Board of Supervisors, which is considering a real estate tax hike this year of up to 4 cents per $100 of assessed valuation. If approved, that maximum rate would cost the average county homeowner about $304 more this year.

Advertising requirements also would have pushed a delayed budget decision into June, close to the July 1 start of the new fiscal year, they said.

Citing a minimum requirement of 30 days for advertising, the Council also unanimously deferred a planned April 18 public hearing on the real estate tax rate to May 9.

Dominion’s ‘Project Plant It!’ Celebrates 10 Years of Teaching about Trees SUYAPA MARQUEZ | DOMINION

or the past decade, elementaryschool students throughout the Northern Virginia region have been digging into Mother Nature thanks to Dominion’s “Project Plant It!” A hallmark of this educational program is the distribution of a free redbud tree seedling to all children who are registered for the program.

The seedlings are shipped to arrive in time for Arbor Day, which is April 29.

This year, for the first time since the program began in 2007, enrollment was open to all grade levels instead of just to third graders as in the past. Also, scout troops, civic organizations, preschools, homeschools and other entities that work with children –including parents and grandparents – could participate.

Registrations in 2016 include not only third-grade classes in the greater Northern Virginia area, but also a Girl Scout troop in Stafford County, a Pre-K class in Reston, a kindergarten and fourth grade class in Arlington and a 10th-grade class in Prince William County, just to name a few.

SAFETY TIPS:

§§ To ensure your safety, always call 811 before you dig

§§ Make sure your tree has plenty of room to grow in a sunny location with moist, well-drained soil §§ Do not plant underneath or within 25 feet of an overhead power line §§ Do not plant trees on top of underground power, cable, phone or gas lines

Although the registration period closed in mid-February, there are still many opportunities to engage children in Project Plant It! All of the instructional materials – including lesson plans in math, science, language arts and social studies, along with other teaching tools

– can be downloaded at no charge from the web site, www.projectplantit.com.

Teachers, parents and facilitators can easily adapt these materials to different grade levels.

The site also includes educational games, instructional videos, suggestions for outdoor activities that families can enjoy together, and much more.

In 2016, up to 50,000 redbud tree seedlings will be distributed to children in 10 states where Dominion conducts business. This means Project Plant It! has

provided a grand total of about 350,000 tree seedlings over the past ten years, representing almost 875 acres of new forest if all of the seedlings are planted and grow to maturity. Public-Safety Notes MAN ARRESTED AFTER THREATENING TYSONS SECURITY GUARD WITH RAZOR BLADE: A security guard working

in the 8300 block of Greensboro Drive in Tysons on March 25 at 1:27 p.m. approached a suspicious person, who then threatened to cut him with a razor blade, Fairfax County police said.

The suspect fled on foot, but police found him shortly thereafter. Authorities have charged Charles Wafo, 28, of no fixed address, with assault.

LICENSE PLATES STOLEN FROM VIENNA AUTO-REPAIR SHOP: An employee

at County Transmission, 320 Dominion Road, N.E., told Vienna police that between March 17 and 24 someone had removed the license plates from one of the vehicles that had been left in the parking lot for service.

STOLEN BUSINESS CHECKS FOUND ON VIENNA ROADWAY: A local resident

on March 25 found blank business checks laying in the roadway on Nutley Street, S.W., and brought them to Vienna Police Headquarters. A Vienna police officer contacted the checks’ owner and found they were stolen from his vehicle a short time earlier.

The owner stated he left the checkbook in his unlocked vehicle in the parking lot while he conducted business at Freedom

Bank, 502 Maple Ave., W. He was not aware the checkbook had been removed from the vehicle until the officer notified him. Vienna police continue to investigate this case.

LOUNGE EMPLOYEE CITED FOR VIOLATING NOISE ORDINANCE: Two Vi-

enna police officers went to The Bey Lounge, 303 Mill St., N.E., on March 30 at 12:37 a.m. after a resident reported excessively loud music coming from the business. Upon arrival, police determined the music was in violation of the town’s noise ordinance.

Police issued a summons to the employee, a 30-year-old Reston man for violation of the noise ordinance. Police released him after he signed the summons and agreed to turn down the music.

WOMAN ARRESTED ON PRESCIPTION-FRAUD CHARGE IN VIENNA: An

employee at Vienna Rexall Drug Center, 150 Maple Ave., W., told Vienna police on March 30 at 1:55 p.m. that a female customer was attempting to fill a fraudulent prescription.

A Vienna police officer located the 28year-old Springfield woman and arrested her. Police transported her to the Fairfax County Adult Detention Center, where authorities charged her with prescription fraud and released her on an unsecured

bond.

GIVEN GO-AHEAD BY MOTORIST, CYCLIST STRUCK BY ANOTHER VEHICLE:

A bicyclist was struck by a vehicle and injured March 22 at 3:49 p.m. near Ayr Hill Avenue and Dominion Road, N.E., Vienna police said.

The incident occurred as the bicyclist was traveling southbound on the Washington & Old Dominion Regional Trail approaching its intersection with Ayr Hill Avenue, N.E. The bicyclist noticed the driver of a vehicle traveling westbound on Ayr Hill was permitting him to cross the roadway and proceeded into the cross walk without coming to a complete stop.

A second vehicle was traveling eastbound on Ayr Hill and struck the bicyclist, police said. Fairfax County Fire and Rescue Department personnel later transported the bicyclist to an area hospital.

SPONTANEOUS COMBUSTION OF RAGS LEADS TO OAKTON HOUSE FIRE: Fair-

fax County Fire and Rescue Department units responded on March 30 at about 1:45 p.m. to a single-family house fire at 3140 Windsong Drive in Oakton.

Upon arrival, firefighters encountered smoke and fire coming from the garage and attic area of the two-story home. Fire officials struck a second alarm, which brought more than 60 firefighters to the

scene.

Firefighters conducted an aggressive attack, but because of deteriorating conditions they were forced to abandon an interior attack and fight the fire from the exterior of the home.

Because of high winds, it took firefighters about an hour to bring the fire under control.

Rescue personnel transported three firefighters to the hospital for treatment of minor injuries, officials said.

The home had working smoke alarms.

No one was home at the time of the fire, said officials, who estimated the blaze caused $652,500 in damage.

According to fire investigators, the fire was accidental and was caused by the spontaneous combustion of improperly discarded rags that had been soaked with linseed oil.

IMPROPERLY-DISPOSED ASHES SPARK VIENNA-AREA HOME: Fairfax County

Fire and Rescue Department units responded on March 27 at around 7:10 p.m. to a single-family house fire at 1804 Brooktrail Court in the Vienna area.

Firefighters upon arrival encountered smoke and fire coming from the garage and attic areas of the two-story home.

Firefighters conducted an aggressive attack and quickly extinguished the fire.

The home had working smoke alarms.

The award recognizes female students from across the nation for their outstanding aptitude and interest in information-

technology and computing, along with leadership ability, academic history and plans for post-secondary education.

Barlow, who knows how to code in seven computer languages, is an ambassador from McLean High to encourage middle-school girls to take coursework in cybersecurity. She competes in hacka-thons with her friends, and currently is working toward Computer Systems A+ certification.

Nationally, a total of 35 students were selected as award winners from a pool of 3,100 applicants. All winners will receive a trip to the national awards ceremony in Charlotte, along with $500, a laptop computer and trophies for themselves and their schools. n Hanna Park of McLean was part of a team of fourth-graders from The Nysmith School that placed first in the National WordMasters Challenge, a competition that tests more than 150,000 students in grades 3 to 8 nationally on higher-level word comprehension and verbal reasoning.

Pending Sales Up Nationally, Except for in the Northeast

Pending home sales rose in February to their highest level in seven months and remain higher than a year ago, according to the National Association of Realtors.

Led by a sizeable increase in the Midwest, all major regions except for the Northeast saw an increase in contract activity in February.

The Pending Home Sales Index, a forward-looking indicator based on contract signings, rose 3.5 percent to 109.1 in February from a downwardly revised 105.4 in January and was 0.7 percent above February 2015 (108.3).

The index in the Northeast declined 0.2 percent to 94.0 in February, but is still 12.6 percent above a year ago. In the Midwest the index shot up 11.4 percent to 112.6 in February, and is now 2.5 percent above February 2015.

Pending home sales in the South increased 2.1 percent to an index of 122.4 in February but are 0.4 percent lower than last February. The index in the West climbed 0.7 percent in February to 96.4, but is now 6.2 percent below a year ago.

Although the index has now increased year-over-year for 18 consecutive months nationally, February’s annual gain was the smallest in that run.

Lawrence Yun, chief economist for the National Association of Realtors, said pending sales made promising strides in February, rising to the highest index reading since last July (109.8).

“After some volatility this winter, the latest data is encouraging in that a decent number of buyers signed contracts last month, lured by mortgage rates dipping to their lowest levels in nearly a year and a modest, seasonal uptick in inventory,” he said. “Looking ahead, the key for sustained momentum and more sales than last spring is a continuous stream of new listings quickly replacing what’s being scooped up by a growing pool of buyers.”

Without adequate supply, “sales will likely plateau,” Yun said.

Existing-homes sales this year are forecast to be around 5.38 million, an increase of 2.4 percent from 2015. The national median existing-home price for all of this year is expected to increase between 4 and 5 percent.

In 2015, existing-home sales increased 6.3 percent, while prices rose 6.8 percent.

A Liberty Conference showdown between two of the area’s top boys high soccer teams SOCCER school ended in a 1-1 tie March 31 between the defending 6A state champion Langley Saxons (3-0-1) and the visiting Washington-Lee Generals (2-0-1).

“Langley has always been a physical team,” said W-L coach Jimmy Carrasquillo, whose squad was a 6A state finalist in 2014. “When we did our thing tonight – dictate the run of play – we did pretty well. When it got physical, they took us out of it.”

Washington-Lee scored first in the second half on a shot from 15 yards out by senior midfielder Lucas Mendes.

“Maycol [Nunez] got the ball at the top of the box,” Mendes said. “I turned and he found me on the left side. I saw that the near post was open. Thankfully it went in.”

The Oakton Cougars squeaked past the visiting and previously undefeated Patriots, SOCCER Yorktown 1-0, in an early-season matchup pitting girls high school soccer teams with lofty expectations this season.

Oakton (2-1) dominated play on March 31, possessing the ball for most of the game, and generating 13 shots.

Yorktown (3-1) was without its entire starting defensive back four, because those players had club-team commitments.

The Cougars, nevertheless, struggled to create space once they pushed the ball toward the Patriots’ goal. Yorktown’s midfield duo often dropped deep to shield their back line and close off space in the middle for Oakton’s attackers.

Oakton also was the recipient of some good defense. Sophomore Yorktown center back Annette Shumway made three goal-line clears on shot attempts from University of Floridabound Oakton senior Tess Sapone.

The game was scoreless at halftime.

Yorktown almost took the lead shortly into the second half when Sydney Jones’ long cross to the box flew in the wind and bounced down from the

crossbar.

Oakton scored the only goal after the Yorktown backline defended an initial counter attack, then Sapone got control of the ball away from Shumway and put a shot past Patriots’ goalie Sydney Davis.

“Against a ranked team [Yorktown], it’s great to get this result,” Oakton coach Kasey Davenport said. “It’s good to know that we can still grind through.

The teams, coaches and umpiring staff would have to meet, plan and be completely coordinated and 100 percent on board about how such a contest could demonstrate, with maybe a few exaggerations, how action could be significantly sped way up.

Here are a few suggestions. n Catchers call all the pitches, eliminating having to get the signs from the bench, then relay it to the pitcher, which would save tons of time. n No huddles in front of dugouts, which has unfortunately become too common, before the defensive team takes the field. The players should sprint to their positions. n Pitchers and catchers should be in position for the warm-up pitches within seconds of the changeovers, not minutes, which has too often become the case. The umpires should speed this along. n Cut way down on the meetings at the mound between pitchers and catchers, as well as the one-on-one chats between batters and the coach in the third-base box. Plus, a coach should jog quickly, not walk slowly, when visiting the mound, then have only 15 seconds to talk. n Hitters not be allowed to step out of the box, and be required to jog to the plate upon their turn to bat. n Pitchers have to throw a pitch within five seconds of getting the sign from the catcher, and not be allowed to hold the ball, forcing the batter to ask for time. n Start games on time. If action is supposed to begin at 6 p.m., that’s when the first pitch should be thrown, not when introductions commence.

They should start 15 minutes earlier.

If all of these suggestions were tried, the pace of a great game would be much more enjoyable to watch.

Commonwealth’s Home Sales Show Strength During February Year-over-year home sales across Virginia were up in February even as median sales prices took a slight dip, according to new figures from the Virginia Association of Realtors (VAR).

Using a public-private partnership, transportation officials plan to provide two Express Lanes in each direction between I-495 and Haymarket. The project would build two new lanes and convert both existing high-occupancy vehicle lanes for tolling.

Three non-tolled lanes would remain in each direction.

Officials also plan to enhance bus service on I-66 outside the Beltway and by 2021 build new park-and-ride lots with 4,000 new parking spaces for commuters.

All of the improvements on I-66 outside the Beltway would cost about $2.1 billion. Construction is scheduled to start in 2017 and finish by late 2020.

Included among those efforts, although not being considered as a standalone project, would be a $385 million ef-

fort to improve the highway’s intersection at Route 28.

Other projects would extend Express Lanes by 8 miles north on Interstate 395 and by 2.2 miles south along I-95 near Stafford.

Most or all of the I-395 improvements would be built within VDOT’s right-ofway and that project should be completed in 2019, said VDOT Commissioner Charles Kilpatrick.

The I-95 Express Lanes opened in 2014. The $50 million project at the southern end of those lanes would add a new northbound entrance ramp just south of Garrisonville Road and extend southbound lanes past that area, while keeping the existing flyover ramps at Garrisonville Road.

That project is set to begin in June, with the southbound ramp completed in winter 2017-18 and the northbound ramp opening in summer 2018.

During the question-and-answer session, Layne deflected a pointed query from transportation critic Rob Whitfield about why commuters from outlying areas – whose increased Dulles Toll Road

fees accounted for much of the state’s contribution to the Dulles Corridor Metrorail Project – should be forced to pay even more via new tolls on I-66 inside the Beltway.

Fairfax County Notes ASSESSMENT TEAM SEEKS COMMENT ON FAIRFAX POLICE DEPARTMENT: A

team assessing the Fairfax County Police Department’s quest for reaccreditation will hold a public hearing on Monday, April 11 at 6 p.m. at the Board of Supervisors Auditorium at the Fairfax County Government Center, 12000 Government Center Parkway in Fairfax.

Members of the Commission for Accreditation for Law Enforcement Agencies will arrive on April 10 to conduct an examination of police policy and procedures as part of the accreditation process.

A copy of the organization’s standards are available for review at the police headquarters, located at the Massey Building, 4100 Chain Bridge Road in Fairfax.

Those unable to attend the public hearing can phone in comments on April 11 between 9:30 and 11:30 a.m. by calling (703) 246-2384. Written comments will be accepted by the Commission on Accreditation for Law Enforcement Agencies, 13575 Heathcote Blvd., Suite 320, Gainesville, Va. 20155.

To win accreditation for another four years, the police department must comply with a total of 389 standards as outlined by the commission.

across Virginia are recruiting volunteers for the 28th Clean the Bay Day. The annual shoreline cleanup is scheduled for Saturday, June 4 from 9 a.m. to noon. Thousands of volunteers are needed on foot and in boats to help pick up litter and debris along the shorelines of the Chesapeake Bay and its many rivers and streams.

Last year, more than 6,000 volunteers participated, removing approximately 110,000 pounds of litter and debris along 450 miles of shoreline.

“Clean the Bay Day is a great way for Virginians do their part for the waterways we enjoy every day,” said Tanner Council, CBF’s Clean the Bay Day coordinator. “It’s really become a unique Virginia tradition. With so many people working together, in just a few hours we make a huge difference in cleaning up the Bay, rivers, streams, lakes and beaches across the state.”

CHANGES PROPOSED FOR FAIRFAX CONNECTOR SERVICE: Changes have

been proposed to the Fairfax County government’s Fairfax Connector bus service, with implementation set for June.

KOREAN MEALS ON WHEELS NEEDS VOLUNTEERS: Korean Meals on Wheels
