Fairfax School Officials Aim to Keep Lice Under Control BRIAN TROMPETER Staff Writer

Head lice are no laughing matter and Fairfax County Public Schools has policies in place to ensure students who are afflicted with the tiny bugs do not spread them to others.

The school system’s guidelines regarding the wingless ectoparasites (Latin name: Pediculus humanus capitis) will be unchanged headed into the start of this fall’s classes, said county schools spokesman John Torre.

“A student with a confirmed case of head lice is readmitted to school after a parent or guardian fills out a form indicating anti-lice treatment has been administered,” he said.

School officials do not require that students be rescreened before returning to school, but officials follow up with the pupils’ parents or guardians eight to 10 days after the initial anti-lice treatment and ask for verification that a second treatment has been conducted, he said.

The Virginia Department of Education offers guidelines to school districts on management of lice, but does not keep data on incidences across the commonwealth. In Fairfax, lice incidents are handled and managed at the school level, Torre said, and the school system does not

track the number of lice cases each year.

If parents observe that their children have live lice, they should: • Check everyone’s hair in the household for lice.

• Use an anti-lice treatment approved by the U.S. Food and Drug Administration (FDA). People should consult their health-care provider before giving such treatment to children under age 2 or pregnant women, officials said.

• Complete a lice-treatment-verification form, available at the school’s health room, and return the filled-out form to the health room the day after administering treatment.

• Check the child’s head daily for 14 days after the first treatment and use a lice-egg comb to remove any nits.

• Treat the child again with the antilice medication seven to 10 days after the first treatment and again return the verification form to the health room.

• Notify parents of the children’s friends about the problem.

• Use hot water and hot dryers (for at least 20 minutes) to clean and dry bedding, clothing and soft toys. Seal items that cannot be washed in plastic bags for at least 14 days.

• Vacuum the home’s carpeting and upholstery, plus the car seats, but avoid using pesticides within the home.

Gr. Falls Native to Discuss Yellowstone Documentary

New Nature Film by Madeira School Grad Looks at Patterns of Elk Migration BRIAN TROMPETER Staff Writer

While clambering carefully over sharp, craggy ridges of the Absaroka Mountains in Wyoming, achy-muscled researchers expressed admiration for the thousands of migrating elk that traverse the paths to and from Yellowstone National Park.

“All you can feel is awe at the physical capability of these animals,” one team member said in “Elk River,” a 2016 National Geographic documentary film about the migrations. “It’s humbling to feel what these animals experience.”

Great Falls native Jenny Nichols, who co-directed the 28-minute film, spent three months in Wyoming two years ago working on the project.

Nichols combined her filmmaking skills with the research of scientist Arthur Middleton, photographs by co-director Joe Riis and artwork by James Prosek to tell the elks’ story.

“I love these sort of multi-disciplinary projects, especially when we’re trying to teach science,” Nichols said. “It’s important to use all the tools we have in the communications tool box to try to reach as many people as possible.”

She and her colleagues often trekked on horses and mules into the mountains for a week or two at a time and experienced the rigors and grandeur of the remote terrain.

“The weather changes very dramatically,” Nichols said. “It snowed in the high alpine plateaus in August in the summer range of the elks. That’s just straightup silly! The next day it was sunny and we could see the flowers everywhere. It’s the most dramatically wild and rugged landscape that I’ve ever been in.”

Nichols will speak at a screening of the film on Aug. 22 at 7 p.m. in the large meeting room at Great Falls Library, 9830 Georgetown Pike.

“Elk River” is the Crow Indians’ name for the Yellowstone River. The elks’ migratory patterns take them over private, state and federal land. The film’s animated graphics of their meandering paths show why having islands of conservation areas is inadequate, Nichols said.

Yellowstone is not defined merely by its borders, but is part of a migratory landscape, Middleton said.

“I believe the migrations are national treasures just as beautiful and valuable as Old Faithful or the Grand Prismatic or other more famous attributes of this landscape, and I hope some other people see that now as well,” he said. “If so, then it may help develop a conversation about how to ensure their long-term future.”

Nichols traveled lightly while shooting “Elk River,” carrying just two cameras, a Canon EOS 5D Mark III and a Panasonic Lumix GH4, plus lots of lenses.

Besides Nichols’ video images, the film also features mountain and helicop-

ter footage taken by Skip Armstrong and up-close wildlife images obtained through Riis’ animal-triggered “camera traps.”

The camera-trap images show not only elk negotiating steep slopes, but also curiously sniffing and licking the cameras. Passing bears were less pleased; one smacked a camera down a rocky hillside and damaged its protective casing.

“With the camera trap work, you’re pretty lucky to have all the stars aligned to get it right before a bear gets [the equipment] or a thunderstorm, or there is some issue with the batteries or a connection,” Nichols said.

The solid relationships Middleton forged with local residents in Cody, Wyo., years before the film shoot eliminated many potential hitches, Nichols said.

Middleton, an assistant professor at the Department of Environmental Science, Policy, and Management at the University of California, Berkeley, said Nichols respected those relationships

and helped the team work toward changing the polarized agendas that often are prevalent in Yellowstone.

Now based in Colorado, Nichols grew up on Hidden Springs Farm in Great Falls and graduated from Madeira School in 2001. She later earned a bachelor’s degree in fine arts and English, with a focus on photography and writing, from St. Lawrence University in Canton, N.Y. Nichols began doing documentary films while working as an assistant to Cristina Mittermeier, who formerly ran the International League of Conservation Photographers.

They both left the organization in 2012, and Nichols formed her own company, Pongo Media.

“Elk River” is the longest film Nichols has directed. She has made about 15 films overall, including one to launch the Lion Recovery Fund, which was narrated by actor Leonardo DiCaprio.

“Elk River” was the first film Nichols has made in the United States. Her travels have taken her to such far-flung places as Guyana, Suriname, Madagascar, Afghanistan, Iran, Morocco, Myanmar and India.

Nichols currently is working on a film she shot in Greenland about an artist, a NASA scientist and an Inuit elder. She also recently finished a short film for the Elephant Crisis Fund and is working on longer project shot in 2015 called “Afghan Cycles,” which is about women riding bicycles and breaking gender barriers in Afghanistan.

Mittermeier said Nichols’ work in “Elk River” is artistic and poetic and beautifully weaves the tapestry of the elks’ journey.

“Her filmmaking is very tough, very true,” Mittermeier said. “She’s trying to honor her subjects, create compassion and empathy, and help people be inspired and care.”

Fairfax Homes Market Sees Sales, Average Prices Increase Modest year-over-year increases in home sales and prices propelled the Fairfax County real-estate market to a $950 million month in July, according to new data.

A total of 1,642 properties went to closing across the county during the month, according to RealEstate Business Intelligence, based on data from Bright MLS. That’s up 1.6 percent from the 1,617 properties that sold a year before.

The average sales price of all homes that went to market during the month was $580,381, up 6.4 percent, with increases in all three segments of the market: • The average price of single-family homes that sold during the month stood at $764,893, up 8.3 percent.

• The average sales price of attached homes, such as townhouses, stood at $390,858, up 3.2 percent.

• The average price of condominiums stood at $290,105, up 3.4 percent.

A total of 122 properties changed hands for more than $1 million.

Add up the sales and average prices, and total sales volume countywide stood at $953 million, up 8 percent from $882.3 million a year before.

Homes that sold in July spent an average of 36 days on the market, an improvement from the 41 days required a year before, and garnered 97.9 percent of listing price, essentially unchanged.

Conventional mortgages represented the method of transacting sales in 1,034 cases, followed by VA-backed loans (197) and cash (190).

Inventory at the end of the month stood at 3,253 homes, down about 13 percent from a year before.

While the number of homes coming onto the market during the month was up from a year before, the number of pending sales was down, suggesting a mixed message as the market transitions from the spring-summer months to the traditionally slower autumn-winter market.

Figures represent most, but not all, homes on the market. July 2017 figures are preliminary, and are subject to revision.

Home Sales, Prices Up Across N.Va.: Year-over-year home sales and average sales prices across Northern Virginia were up slightly in July, leading to a 6.6-percent increase in total sales volume, according to new figures.

A total of 2,251 properties went to closing during the month, according to RealEstate Business Intelligence, based on data from Bright MLS. That’s up from 2,209 transactions occurring in July 2016.

Our View: Challenge May Actually Help Comstock

Perhaps hoping against hope, Democrats are gunning for U.S. Rep. Barbara Comstock (R-10th). But before the two-term member of Congress gets to next year’s general election, it looks like she’ll have to fend off a challenge from her own party.

Luckily for Comstock, her lone current intra-GOP opponent probably is not going to do much damage, although in the recent political environment, anything is possible.

Just ask Eric Cantor.

Shak Hill in 2014 tacked to the right of Ed Gillespie in seeking the Republican nomination for U.S. Senate, but fell well short during the party’s nominating convention. Since then, Hill has been seeking ways to remain relevant in the Virginia political scene, and after mulling another Senate bid, he’s apparently settled on a challenge to Comstock.

So far, Hill – who backed Ted Cruz for president last year – has been a little all over the place in explaining his rationale. He’s trying to paint Comstock as too liberal for the district, even as many within the local Democratic leadership are attempting to paint her as too right-wing.

In 2014, when she sought to succeed retiring U.S. Rep. Frank Wolf, Comstock was able to fend off challenges to her right in the Republican primary on her way to a large general-election victory over Fairfax Supervisor John

Foust (D-Dranesville). Last year, when Democrats thought they had done better in recruiting LuAnn Bennett to take on the freshman Comstock, the result was much the same – Hillary Clinton won the 10th District, but Comstock picked up a reasonably comfortable margin of victory.

Some out on the far-right wing of Virginia’s Republican Party these days seem to have a political death wish, and most assuredly some of them would be pleased as punch to see Comstock upended as Cantor was, even if that meant a Democrat taking the 10th District seat for the first time since Joe Fisher was toppled by Wolf in 1980.

Comstock’s no pushover, and paradoxically, having a weak intra-party opponent coming at her from the right might actually make her more palatable to the generalelection electorate next November. Her campaign message to the voters may echo the lyrics from a Stealers Wheel pop song of 1972: “Clowns to the left of me, jokers to the right, here I am . . . stuck in the middle with you.”

But the experience also could reinforce the view that the Virginia GOP is dysfunctionality personified.

Remember the old Will Rogers punchline: “I am not a member of any organized political party; I am a Democrat”? Virginia Republicans should be saying essentially the same thing these days.

Traffic Concerns Remain at Oakcrest Site Editor: Three and a half years ago, Oakcrest School applied for and the Fairfax Board of Supervisor approved (by just one vote) the move of the school from McLean to Vienna.

The community welcomes Oakcrest School to the neighborhood, but continues to have significant concerns regarding traffic and safety. Specifics: • Construction of the stoplight and turn lanes at the Hunter Mill/Crowell intersection won’t be finished by the opening of the school on Sept. 6. This intersection (initially promised to be a roundabout in Oakcrest’s original application) will be under even more severe stress after Labor Day. • Oakcrest requested and the Board of Supervisors approved a contingency plan for this eventuality – which institutes severe restrictions on the number of trips generated by the school during peak hours.

We have requested but have not yet received information on how Oakcrest

will implement a traffic plan meeting these restrictions until the stoplight is operational. We’ll be watching!

• When asked at the February 2014 Board of Supervisors meeting, Oakcrest officials indicated they would support a traffic policeman stationed at the entrance/exit on Crowell Road. However, the Board of Supervisors did not codify this as a requirement, and it is unclear whether Oakcrest will provide this safety enhancement.

• Flashing lights warning of the school zone have been installed – but, to my dismay, the lights on the westbound approach to Oakcrest are situated after, not before, the “dead man’s curve” on Crowell. Oakcrest states the placement was approved by VDOT. Seriously?

Drivers will come around the curve at speed, and then need to slam on their brakes during school hours to drop to 25 mph. It creates another environment ripe for accidents.

• The neighborhood meeting stipulated by the Board of Supervisors to

be held prior to the start of school has not been scheduled. Oakcrest states it is waiting for Supervisor Hudgins’ office to schedule. What is she waiting for?

The first serious accident at the entrance to Oakcrest will be the fault of Oakcrest and the supervisors (including Supervisor Hudgins) who voted for this bizarre plan over the more sensible plan originally agreed to by Oakcrest (roundabout at Hunter Mill and Crowell, entrance/exit on Hunter Mill).

And the ultimate irony? A year after the February 2014 decision, Fairfax Department of Transfportation staff reversed themselves (for the second time!) and now support a roundabout at this intersection – and have documented this recommendation in the Master Transportation Plan for this corridor.

Will chaos and traffic congestion increase after school opens and the stoplight is (finally) activated? If so, let’s remember who brought it on.

Park Authority Announces Volunteer-Award Honorees The Fairfax County Park Authority has announced three recipients of its 2017 Elly Doyle Park Service Awards: • Norma Hoffman will be honored posthumously with the Sally Ormsby Environmental Stewardship Award, which recognizes individuals and organizations whose actions embody the spirit and values of stewardship and result in tangible environmental benefits.

Hoffman, who died in June, “will long be remembered as one of the most extraordinary volunteers in the agency’s history,” Park Authority officials said.

“She dedicated more than four decades of volunteer service to the Park Authority and is a hero to the workers and visitors at Huntley Meadows Park.”

In 1978, when a planned four-lane road would have cut through Huntley Meadows Park with devastating environmental impact, Hoffman took up the charge against the plan. She established the Citizens Alliance to Save Huntley, which successfully fought construction of the road. In addition, she co-founded the Friends of Huntley Meadows Park in 1985, instituting a model that has been used by subsequent Friends groups at other county parks.

Hoffman worked as a front-desk volunteer at the park’s visitor center for many years and did so up until two weeks before her death. The visitor center at Huntley

Meadows Park was named in her honor in 2013.

• Jennifer Ochs of Springfield was named student honoree. Ochs has been a volunteer at Hidden Pond since the summer of 2013, working as an assistant naturalist/animal caretaker. Her regular duties include live exhibit care and maintenance, visitor services at the front desk and summer-camp support. She leads weekend birthday-party programs and has supported projects such as invasiveplant removal, stream clean-ups and erosion control.

Ochs also is on the nature center’s Envirothon team, which is a competitive natural-resources program.

• The Fairfax County Athletic Council and the Department of Neighborhood and Community Services shared honors as recipients of the 2017 Harold L. Strickland Partnership and Collaboration Award, which recognizes the value and importance of teamwork and cooperation.

According to the Park Authority, the two organizations long have worked in partnership with the Fairfax County Park Authority to provide teams in all corners of the community an opportunity to play at state-of-the-art facilities, and to offer all residents opportunities for recreation in county parks.

cates) at a weekend-long energy conference at the Hyatt Regency in Crystal City, joining with students from all across the United States.

Our Lady of Good Counsel School is a Roman Catholic K-8 school with approximately 400 students.

Most Housing Markets Are Experiencing Improvements In a further sign that the housing sector is continuing to gain momentum, nearly 300 markets nationwide posted an increase in economic and housing activity from the first to the second quarter, according to the National Association of Home Builders/First American Leading Markets Index (LMI).

The index measures current home price, permit and employment data to plot the economic health of nearly 340 individual metropolitan areas. Overall, those nationwide markets are now running at an average of 102 percent of normal housing and economic activity.

However, individual components of the LMI are at different stages of recovery. While employment has reached 98 percent of normal activity and home price levels are well above normal at 152 percent, single-family permits are running at just 54 percent of normal activity.

“This report shows that the housing and economic recovery is widespread across the nation,” said NAHB chairman Granger MacDonald, a home builder and developer from Kerrville, Texas. “However, the lagging singlefamily-permit indicator shows that housing still has a ways to go to get back to full strength.”

The LMI shows that markets in 196 of the 337 metro areas nationwide returned to or exceeded their last normal levels of economic and housing activity in the second quarter of 2017. This represents a year-over-year net gain of 68 markets.

Baton Rouge, La., continues to top the list of major metros on the LMI, with a score of 1.76, or 76 percent better than its historical normal market level. Other major metros leading the group include Austin, Texas; Honolulu; Provo, Utah; and Spokane, Wash.

Rounding out the top 10 are Ventura, Calif.; San Jose, Calif.; Nashville; Los Angeles; and Charleston, S.C. Among smaller metros, Odessa, Texas, has an LMI score of 2.14, meaning that it is now at more than double its market strength prior to the recession. Vienna/Oakton Notes UTILITY-BILLING BLACKOUT COMING AS TOWN CONVERTS TO NEW SOFTWARE: Vienna residents won’t be able to

access or review activity on their waterand-sewer accounts for two weeks starting at the end of August, but don’t worry, nothing is amiss.

The Vienna Finance Department is converting to the Munis software system between Aug. 29 and Sept. 11. Town officials will not turn off service on any overdue accounts or assess late-payment fees during that window.

Residents should pay their water-andsewer bills promptly this month and look into the possibility of paying electronically at www.viennava.gov/paydirect. For more information, call (703) 255-6385.

If town residents pay their bills during the window, they can examine their bank statements to see if the payments have been processed.

The Munis software, which will cost $55,000 for the initial licenses and training and $4,000 annually for subsequent maintenance, offers greater flexibility than the current system, town officials said.

“We can analyze consumption trends and get all kinds of data out of it that we can’t get now to help us analyze things better,” said Finance Director Marion Serfass.

The Finance Department’s current billing system dates back to 1990. “We were very thrifty and used it for as long as we

could, but it’s time to make an upgrade,” Serfass said.

Vienna owns its water system, but buys water wholesale from Fairfax Water and pays to have the town’s sewage processed, she said.

STORMWATER-RESTORATION EFFORT SET FOR NOTTOWAY PARK: Restoration

work on two stormwater outfalls at the northern end of Nottoway Park adjacent to Courthouse Road is getting underway.

The Fairfax County government has awarded a contract to Environmental Quality Resources LLC for the work at the Fairfax County Park Authority facility, located at 9601 Courthouse Road in Vienna.

The million-dollar project involves stabilization of more than 450 linear feet of stream channel to reduce erosion, removal of invasive plants, and replanting of native trees, shrubs and herbaceous vegetation.

The contractor will be mobilizing shortly, and construction traffic will be entering and exiting the park via Courthouse Road. The project will impact a portion of the asphalt trail adjacent to Courthouse Road, and will require temporary closure of this trail section to ensure the safety of park users and construction crew members.

Active construction is anticipated to be complete by the end of next February.

For the first time in a number of years, there was an addition not a subtraction of a team and to the local American Legion BASEBALL District 17 baseball league this summer.

McLean Post 270 joined the district in the 11th hour in time to play a full schedule and even win a playoff game.

That gave the league six teams this season and was a welcome addition.

In the 1980s, before the start of now rival and more popular and expensive travel baseball leagues, the district had 18 teams and two leagues.

Playoff games attracted big crowds and many high school coaches and college scouts.

Slowly, those Legion teams began folding, as it became harder to attract players and coaches, who traditionally are not paid in Legion ball.

McLean was once a stalwart and perennial title contender in the district, as is current member Vienna 180. District administrators were delighted that Post 270 was restarted and hope its rebirth begins a trend and more additions.

Host McLean Finishes Second in State Tourney A Staff Report

The Majors all-star team fell one place short of their task to add an unthird SOFTBALL precedented state championship during the same summer season for the McLean Little League girls softball program.

McLean finished second in the recent 2017 state tourney, hosted at its Westmoreland Street complex, losing to Bridgewater, 4-0, in the championship game.

Overall, the McLean Majors were 4-1 in the state, 3-0 in pool play and defeating Tuckahoe, 6-3, in the semifinals.

Against Tuckahoe, Lily Brumbaugh belted a two-run homer, Maria-Grazia Favro had a sacrifice fly, Mariana Williams singled and had an RBI double, Kira Lentz had an RBI double and White doubled. Yanna Bravewolf was the winning pitcher with multiple strikeouts.

In pool-play games, McLean routed North Accomack, 20-0, and Norton,

16-1, then edged Bridgewater, 4-1, in its final game prior to the playoff round.

Bravewolf had an RBI against Bridgewater in the 4-1 win, Fowler had an RBI double, and Lentz and Alex Schwartz drove in a run each.

McNabb, Williams and Favro were among McLean’s top hitters.

Lindcy Nelson, Campbell Al-Khafaji and Stephanie Beard were other contributing players. Gerry Megas was the manager.

Many of the Majors won a state title last summer at 9-11 all-stars.

That’s when his father, Keith Horenstein, began inquiring about restarting the McLean Post 270 American Legion squad that years ago was a perennial contender in District 17 before disbanding. The idea was gladly welcomed by district administrators, but the timing was very late. The season began in early June.

“If I would have asked and known earlier, I would have started earlier,” Keith Horenstein said.

Nonetheless, Horenstein appointed himself the manager then, with no financial backing from Post 270 this summer, he scrambled to assemble enough players, including his son, designed an attractive jersey, and became the district’s sixth team. Problem was, many of the players also were members of travel teams and missed numerous weekend Legion games. That meant McLean forfeited multiple times.

Badly needing teams in a district that once had 18 and two divisions, concessions were made, and McLean was allowed to remain. When enough players were on hand, Post 270 was capable, had some notable victories, and went 1-2 in the district tournament, nearly upsetting the No. 2 seed.

Horenstein said he plans to keep McLean 270 in the district again next summer, when he will be much more prepared. He’ll have an entire year to assemble a roster, one that will avoid the travel-ball conflicts. Post 270 has suggested there could be some financial backing.

“There was so much I didn’t know,” Horenstein said. “Now, after a full season, I know what has to be done and by when.”

Hopefully others will follow Horenstein’s lead and grow District 17 with the addition of even more teams.

He won’t be coaching high school tennis anymore, but Glenn Adams plans to still attend plenty of local matches.

Adams, 75, recently retired as the High School TENNIS Madison boys tennis coach of 16 years. During his first three years, Adams also was the assistant coach of the Madison girls tennis team, before the girls tennis season was moved to the spring.

Combined, his coaching record at the Vienna school was 191-89 with three Liberty District boys championships

from 2004 to 2006, a trio of region runnerup finishes and multiple statetournament berths.

In addition, he was chosen district/conference Coach of the Year six Madison tennis coach times, region Glenn Adams is retiring.

Coach of the Year twice and twice was selected as Madison’s Mentor of the Year.

“Tennis is in my blood, so I will al-

ways go to matches and watch,” Adams said. “I’m a big fan of the sport. It’s hard to leave a game you love. But I’m 75 and I have put a lot of time into coaching.

So it is the right time to get out.”

A tennis player in high school at Sidwell Friends, then in college as a freshman at Princeton, Adams started coaching at Madison in 2001 after he retired from the CIA. “I knew coaching tennis was something I wanted to do, and Madison had an opening,” Adams said. “We had so many good kids and good parents over the years, and I’ve stayed in touch with many of them. We’ve had such good competition, as well, with teams like

Langley and McLean.”

The coach considered Madison’s last two seasons as the team’s most successful during his tenure, because of the tough competition it stood up against – last year in 2016 reaching the state tourney semifinals and this year losing only to this year’s state champions, McLean, and last year’s state champions, Chantilly.

Adams was always a big promoter of tennis, consistently sending results of each Madison match to newspapers.

The coach was proud he was able to play a high number of players in matches throughout his years as the Warhawks’ coach.

High School Roundup OAKTON WINS WELLS FARGO CUP: For the third time in five years, Oakton High School was the overall school-year-long winner of the Virginia High School League’s Group 6A athletic Wells Fargo Cup competition with 430 points.

The competition awards points to schools that place high in any of the VHSL’s 27 state tournaments over the fall, winter and spring seasons.

Oakton amassed 192.5 points for the spring, 120 for the winter and 117.5 during the fall.

Teams scoring points in state competitions for Oakton were boys and girls lacrosse, boys and girls tennis and baseball during the spring; girls basketball and boys and girls swim and dive during the winter season; and girls volleyball and boys and girls cross country during the fall.

The girls tennis team was Oakton’s lone state champion, but the girls basketball, boys tennis and girls cross country finished second.

Madison High School, which won state championships in girls swim and dive and softball in 2016-17, finished fourth with 317.5 points, and Langley High School fifth with 315 points in the final cup standings.

Springfield Post 176 (20-13) finished third at the recent American Legion state baseball tournament in Winchester.

Springfield reached the state by defeating top-seed Vienna Post 180 in the District 17 Tournament championship round by winning the final two games.

At the state, Springfield finished with a 3-2 record, losing to champion Albemarle in its first game then runner-up Winchester in its last.

Volunteer firefighters and administrative personnel significantly aided the Fairfax County Fire and Rescue Department during the last year, but were squeezed by increased training obligations and high apparatus and facility costs, the Fairfax County Volunteer Fire Commission concluded in its fiscal year 2017 annual report.

“Supporting retention and recruitment of volunteers and long-term funding challenges continue to be at the forefront of our strategic view,” said Volunteer Fire

Commission chairman Tim Fleming, who presented the report to the Board of Supervisors July 25.

Volunteer groups placed units in service 2,092 times for a total of 22,646 hours in fiscal 2017 and provided supplemental assistance to career firefighting units 2,204 times for a total of 27,700 hours.

This year’s annual report was based on the last fiscal year, in accordance with how the county conducts its other business, Fleming said. Previous reports have been filed based on calendar years.

Volunteers supplied 84,600 hours’ worth of operational assistance and 55,000 training hours during the last fiscal year, and support members provided 95,000 administrative hours.

Fairfax County has eight volunteerowned stations, which are assessed at nearly $27 million, and are partners in seven county-owned stations.

According to the report, the county’s volunteer fire companies own 87 vehicles that would cost about $30.3 million to replace.

These include 31 ambulances, 19 fire engines, one rescue vehicle, one towerladder truck (in partnership with the county), one ladder truck, five canteen vehicles, five brush trucks, three antique fire engines and 18 other vehicles.

During fiscal 2017, volunteer compa-

nies placed into service two ambulances (worth $520,000) and two utility vehicles (valued at $80,000). In fiscal 2018, the organizations are scheduled to put two ambulances (worth $560,000), two engines (costing a total of $1.5 million) and two utility vehicles (valued at $80,000) into service.

Commission leaders seek to fund the Length of Service Award Program (LOSAP), a pension-like program aimed at recruiting and retaining volunteer firefighters and ambulance crews. Doing so would preserve the stability of the volunteer fire companies and increase their return on investment, Fleming said.

The commission is evaluating how the new casino at National Harbor in Maryland is affecting the fund-raising efforts of local volunteer fire companies, he said.

“Some of us have seen some impact to our ability to fund-raise, particularly in the bingo area,” Fleming said.

crats have endorsed Keys-Gamarra and the GOP is backing Grisafe. Owens said she did not seek a partisan endorsement.

Keys-Gamarra touted her experience as a lawyer and Fairfax County Planning Commission member representing Sully District.

“As a mom, I know the value and the impact that a quality education can have on a kid,” said Keys-Gamarra, who added she would focus on teacher retention and smaller class sizes.

Owens, a 20-year county resident, is a former Fairfax County Public Schools teacher, has a daughter at Belvedere Elementary, is president of that school’s PTA and does animal-rescue work.

Owens and Keys-Gamarra favored making county teachers’ salaries more competitive with those in neighboring jurisdictions.

Owens said she did not think there was much budgetary fat to trim, but said the School Board’s negotiations on the matter had become too divisive.

“They definitely stick to their sides and it doesn’t seem to be a positive experience for anyone,” Owens said.

Owens also favored making pre-kindergarten programs to all children in the system and hoped the school community would step up to finance some programs.

“I don’t think we’re going to magically

be given more money,” she said.

Keys-Gamarra also wanted to evaluate current educational programs.

“We have to make decisions as to whether that is money well-spent,” she said. “Taxpayers should expect nothing less.”

Regarding the viability of school-system pensions, Keys-Gamarra said the system should keep its promises to current teachers, while Owens favored more focus on teachers’ salaries.

“There is no good answer,” Owens said. “There’s no practical way we can do what we should do for teacher pensions.”

Keys-Gamarra and Owens agreed the School Board had made the right decision to rename J.E.B. Stuart High School in the Falls Church area, following protests that the school had been named after a Confederate general. The candidates also said community funds, not ones from the school system’s budget, should finance associated costs of the renaming.

Owens said the process took too long, but Keys-Gamarra said she liked how the renaming initiative began.

“Students looked at that name and they began to research, they began to collaborate with one another, they began to communicated their concerns and took the appropriate steps,” she said. “They were actually the perfect ‘Portrait of a Graduate,’” a reference to a school-system initiative on what traits high-school seniors should possess.

“We can grow from this experience,” Keys-Gamarra added. “This is a very

teachable moment.”

Grisafe, a U.S. Coast Guard veteran who works in the national-security field, said the school system needs a cohesive approach for facility renamings, as more than 30 other county schools have names that could face similar objections to the ones raised at J.E.B. Stuart.

Queried about class sizes, Grisafe said the school system could free up resources to address the issue by conducting independent program evaluations and a managerial audit.

Fielding a transgender-bathroom question, Keys-Gamarra favored non-discrimination toward all students, while Owens said students should “use whatever bathroom they feel comfortable with.”

Grisafe said the issue centered around privacy and that school officials should consider giving transgender students access to teachers’ restrooms until the General Assembly and state Supreme Court provide more legal clarity.

All three candidates were keen on increasing vocational-education opportunities for students.

Keys-Gamarra favored encouraging those skills within students. Grisafe, who took auto, wood and metal shop in school, said information technology should be a key focus.

“Our way of life is dependent on information systems,” he said. “We need a greater appreciation of what’s behind that.”

Owens, who called herself a geek with four degrees, said students should learn

how to write checks, sew buttons and change tires.

“I don’t think we need to tell kids that if you work with your hands it’s not a real job,” she said.

on a home in the 8400 block of Portland Place in McLean on Aug. 6 at 4:15 a.m. captured an unknown person walking toward the home, Fairfax County police said.
