Neighbors Raise Objections to Vienna Development Plan

BRIAN TROMPETER Staff Writer

Facing strong community opposition and some unfinished details, the Vienna Town Council on May 23 decided to wait two more weeks before discussing and ruling upon the Vienna Market mixed-use rezoning proposal.

The project, proposed by Doug D’Alexander, would add 49 townhousecondominiums and 28,000 square feet of retail space on 1.97 acres at Maple Avenue, W., and Pleasant Street, N.W. The site now is home to Marco Polo Restaurant, the Vienna Art Center and some small commercial buildings.

Vienna Planning and Zoning Director Patrick Mulhern was upbeat about the developer’s proposal.

“I think that they’ve done a stellar job,” he said, noting the applicant by right could build 43 residential units under the site’s existing zoning.

The rezoning proposal is the second to be considered under the town’s new Maple Avenue Commercial (MAC) zone, where developers voluntarily agree to offer architectural features and other amenities in exchange for higher building density.

Vienna Market’s lower level would have several retail shops along Maple Avenue and a 105-space underground parking garage. There would be a 26-foot wide pedestrian area in front of the stores and a conservatory-style glass structure on the site’s southwest corner, which would serve as a visual and social focal point for the project.

The townhouse-condominiums would be built atop the retail stores and parking garage and be accessed via Church Street, N.W. The development’s residential area would have 98 parking spaces.

D’Alexander touted the project’s benefits, noting the townhouses would be 50 feet tall near Maple Avenue (4 feet shorter than allowed in the MAC zone) but step down to 35 feet near residential areas at Pleasant and Church streets, N.W. Vienna Market would provide curb and gutter on those latter two roads, allowing for 19 on-street parking spaces, D’Alexander said. The project also would put utilities underground and remove unsightly telephone poles, he said.

The development would generate about 2,377 vehicle trips per day, or about 476 fewer that would occur if the site’s currently unused 40,000 square feet of commercial space were in full use, he said.

“I consider this a soft landing,” D’Alexander said.

The Town Council took up the rezoning case at 10 p.m. after spending the meeting’s first two hours on routine opening matters, followed by a lengthy and highly detailed discussion concerning comprehensive-plan changes.

The Council chamber was packed with about 80 people at the meeting’s start and very few of them departed before the Vienna Market discussion.

Charles Anderson, who lives on Pleasant Street, N.W., and some other homeowners with properties adjacent to the site filed a petition against the project 15 minutes before the meeting began. The petition states that under town code, if at least 20 percent of adjoining property owners oppose a rezoning application, it would need votes from six of the seven Council members to pass, versus the usual simple majority.

Town Attorney Steven Briglia said he had not had time to determine the document’s legal validity.

Anderson and his neighbors also have filed an appeal of the zoning administrator’s decision with the town’s Board of Zoning Appeals.

Nearly all the residents who testified opposed the project. Many said the development’s density was too high and that fewer condominiums should be built.

Others said the site’s interior had insufficient green space, too-narrow roadways and not enough parking for guests.

Some opponents said the project did not offer enough space for its trees to grow properly, which others objected to the cramped confines that truck drivers supplying the retail stores would have to negotiate.

Shazia Khan, who lives on Pleasant Street, said the site’s interior space would be hostile to pedestrians, “completely treeless” and a “warren of alleys.” Most of the residential area’s road network would consist of fire lanes, making it impossible for service trucks to load and unload legally, she said.

“We think it’s irresponsible to propose a design that requires enforcement officials to look the other way just for regular deliveries and servicing,” Khan said.

Town resident Jerome Covel worried Vienna Market’s paucity of guest parking would lead people to park in the cul-desac of a small subdivision his son is developing across the street.

“The density of this proposal is a dangerous precedent,” Covel said. “It is setting the standard for development for all Continued on Page 17 www.insidenova.com

Vienna Public-Works Chief Is Off to Retired Life BRIAN TROMPETER Staff Writer

He’s already retired a couple of times before in his career, but this time Vienna Public Works Director Dennis Johnson means it.

Vienna officials announced at the May 9 Town Council meeting that Johnson recently had retired after eight years’ service to embark on a life of travel and hobby fulfillment.

Johnson, who joined the town as an engineer in 2008, had led the town’s largest department since August 2011. He was the first department head hired by Vienna Town Manager Mercury Payton.

“He worked on many projects within the town and supervised changes that were needed,” Payton said of Johnson.

“His impact was greatly felt.”

The Public Works Department will be in “good, strong hands” of Deputy Director Michael Gallagher and an effective superintendent, Johnson said. Gallagher will serve as acting director while town officials try to find Johnson’s successor.

“No pressure, Mike,” Payton joked at the meeting.

Johnson grew up in Alexandria and

spent part of his childhood in Vienna.

He later earned a bachelor’s degree in civil engineering from Virginia Tech and a master’s in public administration from the University of Southern California.

Before joining Vienna’s government, he spent 34 years working for Arlington County and retired in 2004 as chief of its engineering division. He spent the following four years as a project manager with VMS Inc. Town officials praised Johnson’s ability to track down grant moneys to pay for projects.

“The thing I liked most is he was so on top of all the grant opportunities,” said Council member Edythe Kelleher. “We were able to be so much more proactive in getting projects done, in particular sidewalks.”

Council member Howard Springsteen concurred, adding, “I think he brought a good degree of expertise to Public Works.”

Mayor Laurie DiRocco also complimented Johnson’s service to the town.

“We appreciate all his time and energy,” she said.

Johnson oversaw many capital-improvement projects following the Town

Also appointed by McAuliffe to serve on the body was Walter Tejada, who served on the Arlington County Board from 2003 to 2015, including two oneyear stints as chairman.

Tejada opted not to seek re-election last year.

Parkwood School Celebrates Its Founder The year was 1956, and Charlene Vickery saw a pressing need for early-childhood education in Vienna.

At a time when Virginia localities did not even offer kindergarten, she started a school for young children in the front room of her home. Given the wooded area surrounding her Park Street neighborhood, the endeavor was promptly named Parkwood School.

On May 15, about 150 students and 18 faculty members were joined by 200 parents and friends at the 60th annual “May Day” end-of-school-year festivities. The event also was a precursor to the birthday of Mrs. Vickery, who turned 98 years old 4

“This is a glorious tradition and the best May Day ever,” said Mrs. Vickery, who continues to run the school.

In addition to an array of songs – including “Happy Birthday” – and dances performed by students, there was the traditional May Pole to conclude the festivities.”

After completing projects around their house, Johnson and his wife plan to take a grandson to Italy. They will visit Venice, Rome, Capri and the ruins of Pompeii. Afterward, the couple will travel to Jackson Hole, Wyo., and see Grand Teton National Park.

An avid cyclist, Johnson plans to join some bicycling clubs and go on trips with them. He also intends to broaden his intellectual horizons by attending lectures on topics as disparate as technology and world history.

“I want to develop some new hobbies and activities that I never had time for,” he said.

Our View: Put the ‘R-Word’ Controversy to Bed

It was fascinating that The Washington Post last week detailed results of an exhaustive poll and follow-up interviews of Native Americans, all of which determined that there was no groundswell of opposition to the “Redskins” in Washington Redskins.

Fascinating because it came from the same news organization that, though not alone, had been among the chief provocateurs on this issue – using its news and editorial space to agitate for a name change.

It had been more than a decade since anyone had done any leg-work on this issue and actually asked those who supposedly were aggrieved: Native Americans themselves. Interestingly, a poll taken a decade ago came to the same conclusion as the current

one, but it was dismissed at the time.

Nobody can accuse The Post of scrimping on resources; after polling was complete, reporters fanned out to talk to Native Americans. What they found was a surprising unanimity of opinion across just about every demographic group within the community.

Respondents for the most part didn’t care about the name and/or didn’t feel it was offensive.

We have opined before that while we are not particularly enamored of the name “Redskins,” there are a lot more pressing issues related to the Native American community that the media could be shining a spotlight one, from education to housing to jobs. But it’s easier for the self-righteous to simply glom onto this issue.

Some, apparently, are not going to let it go without a fight. The likes of Bob Costas and Mike Wise say they’re still offended, even if Native Americans aren’t.

But others in the media and in political life appear to have thrown in the towel. “You win,” wrote one of Redskins’ owner Daniel Snyder, who has long claimed the name is not offensive and, regardless, he wasn’t going to change it.

The lesson from all this? Before rushing willy-nilly to express selective outrage on behalf of another group, perhaps the media ought to look at the issue through the eyes of that group.

It took too long, but it’s good, on this issue, that it finally happened.

Vienna Commission Asked to Go Beyond Churches in New Environmental Proposal BRIAN TROMPETER Staff Writer

It seemed innocuous enough when the Vienna Community Enhancement Association floated a proposal May 16 to encourage local faith organizations to take up environmentally friendly practices.

The Vienna Green Congregation Certification program, which would have separate categories for congregations owning property and those without, would award points for environmentally friendly steps regarding cleaning products and recycling, landscaping methods, transportation, energy and water use, educational programs offered and environmental advocacy.

But some Vienna Town Council members, who listened to the commission’s presentation during a work session at Town Hall, worried the initiative would make it appear the town government was interfering with church operations.

“Philosophically, I don’t think we should get involved in the churches’ business,” said Council member Howard Springsteen.

Council members encouraged the commission’s representatives to broaden their scope to include other community organizations.

The proposal is designed to encourage and recognize congregations and prompt them to seek more stringent certifications, said commission member Desiree DiMauro. Participating groups would be eli-

gible annually for gold, silver and bronze certificates, she said.

“We’re recognizing you if you’re doing these sort of things,” DiMauro said.

“We’re not forcing anyone.”

Council member Edythe Kelleher recommended commission members seek more input from local congregations before pursuing the plan.

“Ask them what they think,” she said.

“Is this a solution in search of a problem?

I want to be very cautious about it.”

Commission member Joanne Burke said the initiative was comparable to the group’s Green Builder designation, which promotes environmentally friendly practices among local developers. A congregation means a gathering of people, not necessarily in a religious sense, she added.

But Kelleher had a different take on the matter.

“The First Amendment to the Constitution doesn’t talk about builders,” she said. “I’m ultra-sensitive about that.”

Springsteen objected that the plan would address the congregations’ business and financial practices.

“I’m very uncomfortable about doing this if we don’t have buy-in,” he said.

Mayor Laurie DiRocco seemed more favorably disposed to the voluntary initiative, likening it to the Solarize effort to promote solar energy and the Virginia Green Restaurants and Green Lodging programs.

Council member Pasha Majdi said he did not see the commission’s proposal as a church-and-state issue, but noted Vienna officials had received some flak from residents for holding the May 3 Town Council election at Vienna Presbyterian Church because the town’s community center was undergoing renovations.

Council member Tara Voigt said the proposal did not have mandatory requirements, but rather a list of options that led to a desired point total. The commission could expand its reach to include other town organizations, such as preschools, she said.

DiRocco encouraged the commission members to reach out to other town groups, get feedback and revise their proposal, which might make it more palatable to the Council.

Commission chairman Susan Stillman took the advice in stride, saying expanding the initiative’s scope could give the group “more opportunities to excel.”

MCC Governing Board Members Selected at McLean Day A Staff Report

McLean residents on May 21 selected three adults and two students to serve on the McLean Community Center Governing Board. Voters cast their ballots – 1,438 for adult candidates, 205 for those seeking student positions – during McLean Day at Lewinsville Park and earlier via absentee ballot.

The adult winners, who will serve three-year terms, were incumbent Paul Kohlenberger (264 votes), whom voters re-elected for another term, as well as newcomers Kat Kehoe (210 votes) and

‘SOLARIZE NOVA’ SPRING CAMPAIGN NETS 464 SIGNUPS: The Spring 2016

Solarize campaign, featuring friendly competition between the town of Vienna and cities of Falls Church and Fairfax, ended May 15 with a total of 464 families signing up to receive free solar photovoltaic review and a free home-energy checkup.

Fairfax won the contest with 217 sign-ups (approximately 0.94 percent of the city’s population), followed by Falls Church with 129 (0.91 percent) and Vienna with 118 (0.82 percent).

Falls Church and Vienna have participated previously with Solarize, which has an ongoing campaign with the Piedmont Environmental Council.

Solarize NoVa is a joint project between the Northern Virginia Regional Commission and its non-profit partner, the Local Energy Alliance Program (LEAP). To date for all Solarize campaigns, 2,398 families have signed up for free solar reviews, and almost 500 families have received home-energy checkups.

Sales Strength Continues to Face Headwinds Relentless supply constraints and home price growth outpacing wages are testing the patience of homebuyers this year, but existing-home sales are still on track to come in at their highest pace since 2006, according to an economic forecast forum at the 2016 Realtors’ Legislative Meetings & Trade Expo.

According to National Association of Realtors’ chief economist Lawurence Yun, monthly existinghome sales were uneven in the first quarter but still came in at a seasonally adjusted annual rate slightly higher (5.29 million) than last year’s overall annual pace (5.26 million).

Demand has mostly remained strong – especially in the top job-producing metro areas – and is being upheld by mortgage rates near three-year lows and the 14 million jobs gained since 2010.

“The housing market continues to expand at a moderate pace in spite of the fact that home prices are rising too fast in some areas because of insufficient supply fueled by the grossly inadequate number of new single-family homes being constructed,” said Yun. “The good news is that pending sales in recent months have remained stable and should support a modest gain in home sales heading into the summer.”

Yun forecasts existing sales to finish 2016 at a pace of around 5.4 million – the best year since 2006 (6.48 million). After accelerating to 6.8 percent in 2015, the national median existinghome price is forecast slightly moderate to between 4 and 5 percent this year.

Although contract signings nationally have held steady for several consecutive months, Yun said regional differences are beginning to appear in places where home prices have appreciated the fastest – specifically in parts of the South and in the West.

Although data from the Realtors Confidence Index shows that home buyer traffic is still strong, demand is somewhat weakening from a lack of available inventory and the subsequent affordability pressures.

“Homebuilders need to significantly ramp up production so that more existing homeowners can trade-up and list their home for sale,” added Yun. “Otherwise, inventory shortages will continue and demand could soften even more in some areas.”

Andrew Sheren was walking into the restaurant at around 12:38 p.m. May 4 when he was struck by a vehicle driven by Samuel Ovie Abutoh, 59, of Springfield, Fairfax County police said.

Abutoh intentionally drove the vehicle into the building several times and later was observed pouring liquid on his body and lighting himself on fire while inside the vehicle, police said.

Fairfax County Fire and Rescue Department personnel extinguished the fire.

In addition to Sheren and Abutoh, two other people were injured in the incident, authorities said.

County police detectives on May 6 obtained arrest warrants against Abutoh for malicious wounding and felony destruction of property. Abutoh remains under the care of a local hospital and authorities will serve him with the warrants upon his release, in coordination with county detectives who are serving on the U.S. Marshals Service’s Capital Area Regional Fugitive Task Force.

DER 10 MONTH AFTER HUSBAND’S DEATH: Following a Fairfax County

grand jury’s return of a bill for indictment on May 16, a Circuit Court judge issued bench warrants charging a 35-year-old Vienna woman in connection with the shooting death of her husband last summer.

Authorities have charged Kimhoang Pham LaRocque with second-degree murder and use of a firearm in the commission of a felony.

County police dispatched officers to 1822 Midlothian Court shortly after 6:30 p.m. on July 31, 2015, after receiving a report about an unresponsive man.

Fairfax County Fire and Rescue Department units already were on the scene and directed officers to a deceased man, who had suffered a gunshot wound to the upper body.

Police secured the scene and summoned homicide detectives. Authorities identified the deceased as Eric John LaRocque, 33, of the same Midlothian Court address.

Police at the time said there was no apparent threat to the public and the man’s death did not appear to be a random act.

Officers with the police department’s Fugitive Unit served the LaRocque’s widow with the bench warrants shortly before 10 p.m. on May 16. Authorities transported her to the Fairfax County Adult Detention Center and held her without bond.

TRIO OF ROBBERS TAKES MONEY FROM PEDESTRIAN: Three men, at least

one of whom was armed, stole money from a pedestrian May 16 in the 7200 block of Arlington Boulevard in the Falls Church area, Fairfax County police said.

The victim told police that while walking on a sidewalk at about 11:30 p.m., he was approached by three men who displayed a handgun and demanded money.

The suspects fled on foot in an unknown direction, police said.

The first suspect was described as black, 20 to 30 years old, approximately 6 feet tall, wearing a black shirt and blue jeans. The second suspect was described as black, approximately 6 feet tall, and 20 to 30 years old. The third suspect was described as Hispanic and 20 to 30 years old.

EMPLOYEE ASSAULTED IN ARMED ROBBERY: A pair of armed men robbed

a store May 15 in the 8500 block of Leesburg Pike in Tysons and assaulted one of its employees, Fairfax County police said.

An employee was working in the store at around 1:05 a.m. when he was approached by the suspects, who then displayed a handgun. One suspect assaulted the victim and both suspects took cash and other property from the business and fled, police said. The victim was treated for minor injuries.

One suspect was described as white, about 5 feet 9 inches tall with a thin build, wearing a black hooded sweatshirt, blue undershirt, dark pants, black-and-white shoes and white gloves.

The second suspect, whose race was unknown, was described as between 5 feet 9 inches to 5 feet 11 inches tall, with a thin build, and wearing a gray hooded sweatshirt, gray jeans and black-and-white shoes.

Both suspects’ faces were covered during the robbery, police said.

The LaRocque homicide was one of 13 reported in Fairfax County last year. Of those cases, 10 were closed by arrest and one was closed when the offender died.

There have been six homicides in Fairfax County in 2016. To date, three of those cases have been closed by arrest, police said.

Fairfax County Fire and Rescue Department personnel responded May 15 at 1:57 p.m. to a high-rise apartment fire at 5597 Seminary Road in the Falls Church area.

Upon arrival, firefighters encountered smoke coming from a mid-level apartment. Firefighters quickly extinguished the fire and there were no firefighter or civilian injuries reported.

The apartment had working smoke alarms. The fire was discovered by a tenant of the building before the smoke alarms activated. One adult was displaced

and damage from the blaze is estimated at about $10,000.

According to fire investigators, the fire was accidental and caused by improperly discarded smoking materials.

VIENNA CAT QUARANTINED AFTER TUSSLE WITH FOX: A woman living in

the 500 block of Park Street, N.E., told Vienna police on May 9 at noon that her cat had been injured after being attacked by a fox in the woman’s yard.

The cat was treated by its veterinarian and released to go home. The fox ran off after the attack.

Because the fox’s health condition is not known, authorities placed the cat under quarantine for 45 days.

DWI, HIT-AND-RUN CHARGES LODGED AGAINST VIENNA MAN: Vienna police

arrested a 34-year-old Vienna man on May 10 at 4:23 a.m. after he reportedly drove his vehicle off the roadway in the 600 block of Marshall Road, S.W., striking a resident’s mailbox, a highway sign, a reflective post and a utility pole.

The driver fled the scene, but Vienna police officers located him in front of his residence. Upon interacting with the driver, an officer determined the man might have been impaired.

After the motorist failed a series of sobriety tests, police arrested the man and transported him to Vienna Police Headquarters. Authorities there gave him the opportunity to provide a sample of his breath for analysis, but he refused, police said.

Police transported the man to the Fairfax County Adult Detention Center, where authorities charged him with driving while intoxicated, refusing to submit to a breath test and hit-and-run.

Authorities then released him to the custody of the Sheriff’s Office, which held him until he was sober, police said.

POLICE CAUTION PARENTS ABOUT ABDUCTION SCAMS: Fairfax County

police since May 4 have investigated three reported fraud cases that used fear as a catalyst to obtain money.

The scam usually works like this: A parent gets a phone call during a school day and hears a child crying or a stating he or she has been kidnapped. Then, a stranger gets on the phone, tells the parent his or her child has been abducted and demands ransom for the child’s return.

The scammer tells the victim to wire the money to a specific location.

Such scammers will try to keep their victims on the phone so they cannot call police or anyone else and they keep people’s minds distracted and frazzled for fear of their child’s safety.

Police encourage any parent who receives a ransom call stating their child has been abducted to call the child’s school (or the location where they are supposed to be) immediately to verify whether the child is there.

It was kind of like deja vu all over again for the Potomac School Panthers the high BASEBALL when school baseball team won the Mid-Atlantic Athletic Conference Tournament for the second straight year.

Like last year, No. 2-seed Potomac School (17-8), played its best at the right time and took advantage of not having to face No. 1-seed Flint Hill, which lost in the semifinals for two straight seasons.

The Panthers were 3-0 in the competition both years, outscoring those opponents 24-0 in 2015 and 28-4 this spring.

In this year’s final, the Panthers nipped the visiting Maret Frogs, 2-1, thanks to a two-out, game-winning walk-off hit by senior Ryan McAndrews in the bottom of the seventh. Spencer Perkins sparked the Panthers’ winning run by beating out a bunt with a head-first dive into first. Will Valentine followed with a double to put runners Continued on Page 16

Marshall Remains Undefeated in Conference DAVE FACINOLI Staff Writer

The conference winning streak grew longer and got more impressive, yet continued the hard way with a couple nail-biting oneBASEBALL of run victories in the recent Capitol Conference Tournament for the top-seed Marshall Statesmen.

Marshall (18-1) won the high school baseball championship for the third year in a row, defeating the Edison Eagles, 5-4, in nine innings in the May 20 title game at Marshall. In the semifinals Marshall nipped the Wakefield Warriors, 2-1.

The wins upped the Statesmen’s three-season conference victory string to 34 games. The team has never lost to a league opponent since the conference began three years ago.

Marshall won the 2016 title contest in walk-off fashion in the ninth inning on a game-winning, two-out single by Jack Jones, who had two hits.

Marshall led 4-0, then Edison scored two runs in the sixth and two more in the seventh to tie the game at 4. Steven Johel started for Marshall and went 6 2/3 with eight strikeouts.

“Give Edison credit. They made a number of very good defensive plays and they played well,” Marshall coach

Aaron Tarr said. “Credit our guys for winning two tough games against improving teams.”

Ben Kerns got the win in relief for Marshall in 2 1/3 innings.

The victory was Marshall’s 15th straight this season.

Justin Han was 4 for 5 in the championship game for Marshall and he drove in two runs. Casey Lauer was 2 for 4 and Johel had an RBI single.

In the victory over Wakefield, Nick Cintron (5-0) started and got the win with nine strikeouts in six innings. He allowed two hits, walked two and the

The reason? Fake grass.

With the majority of high schools – public and private – across Northern Virginia now having artificial surfaces on their main rectangular fields, games go on as scheduled, despite the rain. These days, only thunderstorms and the odd snowstorm postpone those games.

The constant rain over the last few weeks would have caused big problems back when the majority of the fields were still natural surface. The fields would have been in soggy and slippery condition, most likely unplayable. Multiple contests would have been postponed or switched to other fields, with many scheduling backups and headaches. Practices also would have been cancelled.

From a scheduling and playing standpoint, the artificial-turf fields have been a terrific thing.

Baseball and softball, though, there is still an issue. With the exception of Stuart, high school fields in Northern Virginia are still grass. So daily game and practice postponements became a big problem in wet weather.

Some baseball games were switched to be played on artificial surfaces at Barcroft Park in Arlington or South County Middle School in Lorton.

Multiple games of a girls high school softball tournament were played in Maryland on the fake grass at the Academy of Holy Cross.

With talk of artificial turfing high school baseball and softball fields as well across Northern Virginia – although that likely will take many years – maybe natural grass for all high school field sports will become a things of the past.

That would be fine for scheduling purposes, but very sad for those who still enjoy the thrill of the grass.

Madison Nips McLean for Fourth Straight Liberty Title DAVE FACINOLI Staff Writer

A first-inning RBI single, a run-saving web-gem catch in left field in the sixth, the stingy pitching from an efstarter BASEBALL ficient and a shutdown closer propelled the top-seed and host Madison Warhawks to a fourth straight Liberty Conference Tournament championship on May 20 and a sixth in seven years.

Madison (19-3) nipped the No. 2 seed McLean Highlanders (15-8) by a 1-0 score in the title game of the high school baseball tournament.

“I tip my hat to McLean. The best two teams played for the title,” Madison coach Mark Gjormand said. “We weren’t sharp offensively, but we knew this was going to be a tough game to win.”

Madison scored its only run in the bottom of the first. Leadoff batter Pete Nielsen doubled on the first pitch then came home on Carlo Alfano’s single. He also hit the first pitch.

“I got a changeup that was inside to hit,” Alfano said of his single to left.

“It’s crazy that was the only run of the game.”

Senior right-hander Noz Honda (7-0) started and pitched 52/3 innings to get the win, giving up five hits and fanning six with a walk. Senior closer Nielsen worked the final 11/3 of hitless ball. McLean had just one runner reach as far as second base.

“Noz was outstanding,” Gjormand said. “We are very confident in Noz and his approach.”

Honda said that was as well as he’s pitched all season.

“I threw fastballs and sliders, and they were working,” Honda said. “My

job was to keep them to zero runs.”

Junior righty Jack Slade pitched a complete game for McLean, allowing four hits.

“We put up a good fight,” Slade said.

“They are a very good hitting team, so I was trying to keep them off-balance by keeping the ball down. I wish I hadn’t given up that one run.”

Madison defensive replacement Wiley Counts probably robbed McLean of a run in the sixth with an inning-ending running catch down the left-field line off the bat of Brendan Grammes with Tom Shue, who singled, on first.

“I saw it off the bat and got a good jump on it,” Counts said. “When it was hit, I thought it was reachable.”

Said Gjormand: “We see him make catches like that every day in practice.”

McLean senior shortstop Conor Grammes said coming so close to winning was frustrating.

“Jack pitched his butt off and we were right there, a one-run game,” he said. “We felt like we had opportunities. We needed one big hit at the right time.”

McLean stranded runners in six innings and seven for the game.

“Jack threw the game we needed him to throw,” McLean coach John Dowling said. “We had two runners on in the fifth with one out and their left fielder runs down a ball in the sixth. We believe when we play our game we can play with anybody.”

Will French had two hits for McLean Matt Collins and Brendan Grammes had the others. For Madison, Jimmy Goldsmith and Kyle Hayes (double) added hits. Both teams advance to the 6A North Region Tournament.

McLean defeated South Lakes, 3-1, in eight innings in the semifinal as Bravo had three hits and Norton two. Bravo was the winnig pitcher.

its semifinal as Vannicola homered and Julia Hoy, Peyton Thomas and Kristin Giery had hits. In the first round, McLean blanked Yorktown, 9-0, and Madison routed Washington-Lee, 22-1.

Tarr credited Wakefield for defending his team well with its shifts and for

“What they did was really smart and it worked,” Tarr said. “We must have hit 15 ground balls right where they were.”

The Statesmen advance to the 5A North Region Tournament, where they

finished second last year. Marshall was scheduled to host a second-round game on May 26, after receiving a first-round bye.

NOTE: Marshall and Edison played three close games this season. The Statesmen won regular-season contests by 4-2 and 5-3 scores.

“We had a great pitching staff,” Crozier said.

Thronson, along with Michael and his senior brother Will Valentine, McAndrews and Ricchetti were among the team’s best hitters.

Other top players for the Panthers were second baseman Spencer Perkins and third baseman Brendan Mabus.

Potomac School won its final seven games against MAC opponents this season. Its only MAC losses were by two one-run scores and another by four.

In the private-school Division I state tournament, the eighth-seeded Panthers lost their first-round game to Paul VI, 5-0, the same day it defeated St. James

in the MAC semifinal. Crozier said Will Valentine, who will play in college at Gettysburg, pitched as well as he had all season in the loss to Paul VI. “The team worked hard and put in a lot of work all season,” Crozier said.

NOTES: Potomac School’s three games against Maret this season were decided by a run each, two being wins . . . Prior to this year and last, Potomac School won the MAC Tournament in 2012 . . County officials, who estimate a 4-percent meals tax would raise about $96 million per year, tentatively have proposed allocating 70 percent of the proceeds to Fairfax County Public Schools and using the remaining 30 percent to county services, capital-improvement projects and tax relief.

The county could impose a meals tax of up to 4 percent, if voters give their approval. (Governing bodies in Virginia’s cities and towns may authorize meals taxes without holding referendums.) If voters say yes, the tax would take effect July 1, 2017.

The tax would apply not only to restaurant meals, but ready-to-eat foods at grocery-store delis and salad bars as well.

Beverages – with or without alcohol – served with meals – also would be taxed.

Groceries (except for prepared foods) and items sold at vending machines would be exempt from the tax.

A 4-percent meals tax would generate roughly the same amount of revenue as 4 cents on the real estate tax rate, although county officials have not offered to offset

property owners’ bills with the potential new revenue.

Foust predicted county officials would relieve homeowners’ tax burden somewhat if a meals tax were instituted.

“I think it’s inevitable they will get a break with funding sources diversified,” Foust said. “Some of the new revenue would be used for tax abatement for seniors and people with disabilities. That is what I anticipate. Nothing has been finalized.”

Fairfax County is almost alone Northern Virginia jurisdictions near Washington, D.C., in not charging a meals tax. Arlington, Alexandria, Falls Church and the city of Fairfax have 4-percent meals taxes, Herndon’s is 2.5 percent and Vienna’s is 3 percent. Those charges all are in addition to the state’s 6-percent sales tax.

Vienna has charged a meals tax since 1989 and uses the proceeds to finance debt service for capital improvements. Town officials increased the tax to 4 percent for seven years in the mid-2000s to pay for a former commercial property that eventually was used for the Town Green.

The Vienna Town Council voted 4-3 in June 2008 to allow the tax to stay at 4 percent, instead of reverting to the former 3-percent rate, to pay for additional capital projects. That effort failed because

it lacked the two-thirds supermajority needed in taxation matters.

The District of Columbia charges a 10-percent meals tax, but has no equivalent of a state sales tax. Montgomery and Prince George’s counties in Maryland do not levy meals taxes, but diners pay a 6percent state sales tax.

Loudoun County voters in 2008 turned down a meals-tax proposal that would have financed school construction. Voters in that county also defeated meals-tax referendums in 1992 and 1998.

A 1995 meals-tax referendum in Prince William County failed. The cities of Manassas and Manassas Park, however, charge meals taxes of 4 percent.

The town of Clifton does not charge a meals tax and Fairfax County would not be able to levy its tax there without the Clifton Town Council’s approval. The county’s meals tax also would not supersede lower taxes levied in Vienna and Herndon.

Placing the referendum on the fall ballot, which also will include a hotly contested presidential race, will ensure a maximum spectrum of voters examines the proposal, Foust said.

The last time county voters cast ballots in a meals-tax referendum was during an April 1992 special election. A majority of

Fairfax County Notes GOVERNMENT OFFICES CLOSED FOR HOLIDAY: Most Fairfax County govern-

PARKS CHIEF WINS PRESTIGIOUS CERTIFICATION: Paul Gilbert, executive

director of the Northern Virginia Regional Park Authority (Nova Parks), has been credentialed by the International City-County Managers Association, the highest level of certification in local government.

Only about 1 percent of eligible government leaders worldwide have received the credential. It is based on work experience, educational attainment and commitment to high standards of integrity.

“We have long known that Paul is a high-performing leader. It is nice to have this recognition . . . acknowledging his abilities and accomplishments,” said Stella Koch, chairman of the park authority.

Nova Parks owns and operates 32 regional parks, totaling 12,200 acres, in its participating jurisdictions across Northern Virginia. During Gilbert’s 11 years with the agency, parkland has expanded by 2,000 acres, while revenues from enterprise efforts have nearly doubled.

POLICE ‘LIGHT THE NIGHT’ EVENT TO BENEFIT SPECIAL OLYMPICS: The

Fairfax County Police Department invites the public to attend “Light the Night,” a program to benefit Special Olympics Virginia on Saturday, June 4.

The program will take place from 6 to 10 p.m. at the police department’s Emergency Vehicle Operations Track, located at 3725 Stonecroft Boulevard in Chantilly.

The ceremony starts at 8:30 p.m. and the 1.25-mile fun run begins immediately after sundown.

Police will park their cruisers and run on foot with the Flame of Hope around the driving track in support of Special Olympics Virginia. The route will be illuminated by glow sticks, police emergency lights and a helicopter’s spotlight. Families and runners of all ages are welcome.

There will be a disk jockey, dunk tank, static vehicle and helicopter displays, a motor-unit demonstration and much more.
