There’s still the not-inconsequential matter of a statewide election to get through, but members of the local delegation to the General Assembly have begun polishing their policy proposals and planning for the trek to Richmond in January.

As for what the 2018 might bring? “We can’t predict,” said state Sen. Janet Howell

(D-32nd), noting that not only was the identity of the next governor still unknown, but so was the next lieutenant governor, who presides over a nearly evenly divided state Senate.

Howell was among a number of legislators from the local area to participate in an Oct. 14 panel sponsored by the Leadership Center for Excellence.

VTC’s ‘In Living Sound’ Evokes a Simpler Time, Place BRIAN TROMPETER Staff Writer

The four radio-show vignettes that make up Vienna Theatre Company’s latest show, “In LivON ing Sound – Back recall a STAGE Home!”, not-so-long ago era in which entertainment was wholesome, articulate and not vulgar.

Not that there aren’t some unsavory elements. The players sometimes scheme, abduct people, commit murder and live with the aftermath.

These radio plays, directed by Patricia Boswell Kallman, first aired in the 1930s and ’40s. The show kicks off with a known quantity, “Popeye,” in an episode dubbed “Visiting the Zoo.” Not having seen any Popeye cartoons in about 40 years, it’s hard to judge the accuracy of Jay Stein’s impression of the famous spinach-eating sailor, but he pronounces words uniquely (e.g., MUSK-els for muscles) and the audience got a kick out of his rendition.

Jocelyn Steiner is enjoyable to watch as Popeye’s wife, Olive Oyl, Kathy Young is a hoot as an Italian vendor and Stuart Fischer plays hamburger-loving sidekick Wimpy.

The next installment is an entertaining episode of the noir crime serial “Boston Blackie,” titled “Blackie and the Fur

The episode features John Totten as the eponymous criminal/hero, Steiner as his girlfriend, Terry Mason as the actual villain and Fischer as the detective on all their trails. The dialogue here is vintage tough-guy.

After a short intermission, the performers return with an episode from “The Fleischmann’s Yeast Hour,” titled “The Church Mouse.” Young stars as a hungry young woman who dazzles a hard-nosed businessman (Mason) into hiring her as a stenographer. Young showcases both her character’s desperation and skillfulness and Mason plays off her well as the straight man.

The final short story is a “Lights Out” episode called “Knock at the Door.”

Steiner plays a devious young woman who snares a man, only to find out her motherin-law (Young) is a monster. After seeming to dispose of the problem, Steiner’s character becomes haunted by more than just her ill deeds.

The show may be a bit taxing for modern audiences accustomed to Dolby sound effects and dazzling, computer-generated graphics.

In addition to the usual suspension of disbelief, the audience must redouble those efforts to accommodate the playswithin-a-play concept.

have been telling to close them for a while and see if the dialogue and sound effects could stand on their own.

The play is the company’s first in the newly renovated Vienna Community Center, which received a welcome makeover.

The set is pretty simple: a row of microphones on stands, folding chairs set up behind them and a table with noise-making gadgets to the side. Those last items are critical to the play’s success and are arranged by sound designer Jon Roberts.

Radio shows are an acquired taste for modern audiences, but “In Living Sound – Back Home!” serves up a nicely varied sampling.

United Bids Farewell to Its ‘Queen of the Skies’ Dulles Is Backdrop as Airline Sends Its Last Boeing 747s Into Retirement

The last United Airlines Boeing 747 to land at Washington Dulles International Airport touches down Oct. 19. The airline had used various versions of the aircraft for nearly 50 years.

If the sheer mass, graceful sleekness and awesome power of a Boeing 747 do not inspire wonder, little else can.

The world’s most iconic jumbo jet, which has been leaving four-pronged contrails across the world’s skies for the last 47 years, is being edged out by modern planes, but still attracts gawkers.

A common question of those who’ve seen the aircraft up close: How can anything this big get off the ground?

United Airlines bade farewell to its 747 flights at Washington Dulles International Airport Oct. 19 when a 747-400, which had left from the airport that morning on a victory lap, touched down shortly before noon and rolled up to its gate under a water-cannon salute from two fluorescent-yellow fire trucks.

“Every pilot who flies this plane, it either is or has become their favorite plane,” said Capt. David Smtih, pilot of the last Dulles flight. “This plane was designed with the slide rule of the 1960s by some amazing engineers from this country who built this plane that almost 50 years later has truly withstood the test of time.”

United has been holding ceremonies around the country to herald the retirement of its 747 fleet. The final flight will be on Nov. 7 between San Francisco and Honolulu.

“When you see this gigantic plane and its beautiful curves, you just want to fly it,” said First Officer Bob Olea. “When I was a kid, 17 years old, I thought, ‘Boy, if I ever become an airline pilot, This is the plane I want to fly. This is at the top of the heap as far as what you want to be as a pilot.”

The 212 United Airlines staff members aboard the flight won their seats via lottery.

Debbie Best, who worked on 747s decades ago as a flight attendant, said she always had been awed by the plane’s size.

“It made you feel a lot more pride,” she said. “It was a unique aircraft, very iconic.”

United’s 747 fleet either will be sold to other airlines or parked in an aircraft “boneyard” near Las Vegas. Some retired 747s have returned to the skies as freighters, and at least one has been used as a tanker for fighting forest fires. Some airlines, such as Germany’s Lufthansa, still are buying 747s, including the new 747-8, which is the world’s longest passenger aircraft at 250 feet 2 inches.

Airline safety continues to improve, Smith said.

“People have become accustomed to the fact that you get on a plane, you end up somewhere and there’s no issue,” Smith said.

“It wasn’t always that way,” he said.

“Over the years, thanks to the work of a lot of good people, it’s [become] the safest form of transportation. People always ask, ‘What’s the sketchiest situation you’ve ever been in?’ The answer is always, ‘Driving to or from the airport.’”

Mike Frank, who flew 747s for United for three years, said the plane is highly maneuverable and pilots soon get used to the higher aspect of its elevated cockpit.

Still, the plane poses some challenges.

“It’s got a lot of inertia,” he said.

“You’ve got to plan ahead a little more.

You need more room to get off the ground and stop.”

The 747’s hydraulically boosted controls do not require much exertion, Smith said. “You can literally fly it with your fingertips,” he said.

Laurian Cannon, who served as purser on United’s final 747 flight at Dulles, said the 747’s cabin was roomier than tighter ones on modern planes.

“It’s sad to see it go,” she said. “It represents the glamour of flying.”

Olea, who has flown about 10,000 hours in 747s over the past 14 years, said pilots and crew members will miss the unique aircraft.

Olea’s verdict: “It’s a sexy beast,” he said.

Vienna Extends Contract to Wrap Up Community Center BRIAN TROMPETER Staff Writer

Final touches still need to be put on the Vienna Community Center’s renovation-and-expansion project, so the Vienna Town Council on Oct. 16 agreed to keep a project-management firm on the payroll a little longer for the work to be completed.

Council members unanimously approved an additional $24,500 with Urban Ltd., employer of sub-consultant company Orr Partners, which has been shepherding the project. The town’s previous $160,150 contract with Urban Ltd. expired at the end of September.

Town officials hope general contractor Keller Bros. will finish its “punch list” items at the community center by year’s end.

Vienna officials held a dedication ceremony for the community center on Sept.

23, but could not open the facility for classes and programs until the contractor did additional work and the building passed its final inspections.

The community center officially reopened Oct. 2 after a two-year-long construction period and has been busy with classes, said Vienna Parks and Recreation Director Leslie Herman.

The Town Council in August received the bad news that the 2-inch finishing layer of concrete on some of the community center’s flooring had cracked. Those fissures were prominent to visitors from the moment they stepped into the lobby at the dedication event.

Town officials in September said they planned to cover sections of the cracked concrete either with carpeting or vinyl tiling. But they had a change of heart and decided the floor should be executed as originally conceived.

“The concrete floors were redone with new concrete to conform with the original specifications,” Herman said Oct. 3.

“Keller Bros. removed the 2-inch concrete topping slab last Monday. The new concrete has been poured.”

Council OKs Agreement with VDOT, State Police for Traffic Management During I-66 Project: The Vienna Town Council on Oct. 16 unanimously approved a memorandum of understanding with the Virginia Department of Transportation (VDOT) and Virginia State Police regarding incident management and traffic-operations support for the upcoming Transform 66 Outside the Beltway Project.

Under the deal, VDOT will: • Reimburse the Vienna Police Department for staff overtime in helping reduce traffic-congestion impacts along the I-66 corridor and on nearby arterial streets in the town.

• Give the town funding to upgrade the traffic-signal system on Vienna roadways most affected by the project.

• Provide supplemental funding for Vienna to provide traffic-operation services,

such as monitoring vehicle traffic and speeds in residential area, monitoring or altering traffic signals on roads highly affected by the construction.

Vienna Public Works Director Michael Gallagher assured Council members that the town would not get stuck with unexpected costs. Construction likely will not commence right away and state officials are “abundantly confident” that the fiscal year’s budget for the project will prove more than adequate to cover costs, he said.

“Everything has to be approved for the money to be spent,” Gallagher said.

The $2.3 billion project, being built under a public-private partnership between VDOT, the Virginia Department of Rail and Public Transportation and private firm I-66 Mobility Partners, will add two high-occupancy-toll Express lanes in each direction on I-66 between the Capital Beltway and University Boulevard in Gainesville. There also will be three regular travel lanes in both directions.

Other improvements will include interchange upgrades, improved bus service and transit routes, a bicycle trail running along the highway and more than 4,000 new park-and-ride spaces.

Vienna Council Adopts Resolution to Add Sidewalk Project to VDOT’s List: Vienna Town Council members voted 7-0 Oct. 16 to adopt a Virginia Department of Transportation (VDOT) resolution that will put $140,000 in surplus urban funding toward a sidewalk-construction project on Kingsley Road, S.W. The moneys, left over from a similar project on Cottage Street, S.W., might have been reallocated if a different project had not been identified, town officials said.

The Kingsley Road sidewalk will join projects on Cottage Street and Marshall, Courthouse and Tapawingo roads, S.W. The town obtained federal Congestion Mitigation and Air Quality grant moneys for those initiatives because they were located within a mile of the Vienna Metrorail station and qualified for the Sidewalks to Metrorail program. Those grants also were supplemented with VDOT Urban Program funds.

Vienna’s Piney Branch Stream to Be Restored Under Agreement with State, Fairfax County: Vienna is lining up yet another stream-restoration project, this time at Piney Branch along the town’s Northside Property Yard. The creek has been experiencing stream-bank failure and major erosion, town officials said.

The Vienna Town Council on Oct. 16 unanimously approved a funding agreement with Fairfax County. The project’s cost will be divided evenly, with the county and the Virginia Department of Environmental Quality ponying up $660,000 apiece.

Vienna Department of Public Works staff members will lead and manage the project, town officials said.

Our View: Gillespie Will Get Virginia Moving Again In an era of divisive politics and mud-slinging, Virginia’s gubernatorial campaign has been refreshing.

Despite the occasional TV commercial to the contrary, the two candidates appear to genuinely like and respect each other.

Their debates have generally ENDORSEMENT been civilized discussions about important policy issues. If you looked up “Virginia gentleman” in the dictionary, there’s a good chance you’d see a photo of Ralph Northam or Ed Gillespie.

Gillespie, the Republican, catapulted to statewide prominence three years ago when he nearly upset U.S. Sen. Mark Warner, but he has had a tough road this year. He barely held off a primary challenge from Corey Stewart and is fighting an uphill battle against a Democratic base motivated by opposition to President Trump.

Northam, meanwhile, has mastered a folksy aw-shucks persona and makes it a point to learn the names and backgrounds of people he meets. And although he seems like a nice guy to have a drink with, that’s not a good basis for an electoral decision.

Rather, one should look at the policies and proposals of the candidates. And in that regard, there’s a clear favorite.

While Northam talks in vague generalities about what he’d do if elected governor, Gillespie is very specific. While Northam says he would “bring people to the table” to identify solutions to Virginia’s challenges, Gillespie literally placed a thick binder of proposals on the table – developed in part by key leaders he already brought together.

And we agree with Gillespie on one key factor: Virginia used to be among the country’s leading states for economic growth, but has clearly fallen off in recent years. This is not necessarily the fault of the current administration – it’s due to outside issues such as sequestration – but pretending it doesn’t exist will not turn it around. Federal spending is not likely to suddenly start

growing again – or even become more predictable – and Virginia clearly needs to find other ways to boost its economy.

As Gillespie said during his endorsement interview, we can either be the southern-most Northeastern state or the northernmost Southeastern state. No offense, but we’re not fans of Maryland, New Jersey, New York and their ilk.

We don’t agree with every one of Gillespie’s very detailed proposals, which cover 20 different topics, but at least we know what he stands for and what he’ll try to accomplish. We like the idea of a small tax cut, as long as it doesn’t result in a reduction of important state services. We’re all about streamlining regulations and ensuring that every valuable transportation dollar is well-spent. And we applaud his break with right-wingers to push for long-overdue criminal-justice reform.

All that said, we’re not big fans of Gillespie’s campaign ads that try to link Northam’s “no” vote on a bill targeting so-called “sanctuary cities” as opening the door to MS-13 gangs.

We agree that communities should work with the federal government to deport illegal immigrants who have committed crimes, but these ads are seen as an attempt to frighten conservatives slow to support Gillespie’s campaign by appealing to their basest instincts. We hope this kind of vitriol does not set a tone for a Gillespie administration. We’ll take the binder full of common-sense policies, not another trip through the right-wing quagmire that made Virginia synonymous with transvaginal ultrasounds and sent North Carolina spiraling through a mess of lost jobs and economic opportunity after passage of HB 2.

With that caveat, and with the right focus, we believe Ed Gillespie is the right gubernatorial candidate to get Virginia growing again.

Candidates Need to Stand Up Against Alzheimer’s Editor: Since the start of the gubernatorial race, many issues important to the people of Virginia have taken center stage, but one issue deserves more attention from our candidates: Alzheimer’s disease.

Alzheimer’s is a national crisis that is devastating families in Virginia and straining our economy. According to the Alzheimer’s Association, there are 140,000 Virginians over the age of 65 living with Alzheimer’s, and 458,000 more providing them with unpaid care.

In 2017, the commonwealth will pay $826 million in Medicaid costs for people living with Alzheimer’s. Those numbers are only expected to rise as the population ages.

I have lived in Northern Virginia for most of my life. I experienced the painful toll of this horrible disease, as my mother passed away from early onset Alzheimer’s in 2003. Despite retirement pensions, private and federal-government health coverage and three children contributing both financially and emotionally, my parents had to declare bankruptcy due to mounting medical bills. It’s a disease that impacts the entire family economically, physically and emotionally.

In recent years, the federal government has grown its commitment to help families affected by Alzheimer’s through increased research funding. Additionally, the state government has published the “Dementia State Plan: Virginia’s Re-

Maybe it’s the adrenaline, or perhaps he’s just an eternal optimist, but Democratic gubernatorial nominee Ralph Northam hasn’t given up on the possibility that his party might regain control of the House of Delegates in coming weeks.

“I’m confident we’re going to win a majority,” Northam said in an Oct. 12 meeting with editors of Northern Virginia Media Services, the parent company of the Sun Gazettes and other publications across the region..

Later in the interview, Northam said he was sure Democrats would pick up “a number of seats” in the lower house of the legislature, but it will take more than that to win control – his party needs to flip 17 seats from Republican to Democratic, plus hold all of their own, to reach the magic number of 51 in the 100-member body.

Democratic hopes in recent years of cutting significantly into the Republican majority in the House of Delegates have been akin to Charlie Brown’s goal of kick-

ing the football; it always seems within reach until voters, like Lucy, yank the opportunity away at the very last moment.

Odds favor Republicans holding the House of Delegates, and since no state Senate seats are on the ballot in 2017, they will retain their 21-19 edge in the state Senate unless fate somehow intervenes.

That puts Northam, should he succeed Terry McAuliffe as governor, in a box: He will have to find ways to cooperate with the legislature’s Republican leadership while attempting to craft his own agenda.

It’s been a challenge for McAuliffe, who occasionally has worked with, but more often sparred with, the GOP power structure in Richmond.

Northam, who served in the state Senate before winning election as lieutenant governor four years ago, said he would like to find areas of common ground, but sounded iffy on the prospects.

“People in Richmond are playing games rather than doing what they’re supposed to do,” he said.

That said, Northam added he had good relations with “all the senators and delegates.”

“We can agree to disagree” when necessary, he said.

Town officials are against any new legislation that would diminish Vienna’s authority to regulate and review short-term rentals, such as those made under new business models such as Airbnb.

If single-night stays extended into August weeks, it could undermine town zoning in single-family neighborhoods, said Town Attorney Steven Briglia.

Original legislation regarding such rentals got amended in the General Assembly, but may be returning next year as before, said Mayor Laurie DiRocco. The town is happy with the current rules, she said.

Vienna leaders also will oppose bills that would reduce the town’s ability to review and approve applications for public rights-of-way uses, including those submitted by telecommunications firms.

The General Assembly last year passed legislation reducing localities’ ability to save money on construction projects by riding other jurisdictions’ projects.

Vienna officials would like localities to have the power to ride such competitively bid contracts if they do not exceed $200,000.

The town within the past year paid about $73,885 more than necessary on a contract that could not be ridden, officials said.

Contractors often will offer better prices if given the prospect of attaining more work, Briglia said. Some people oppose allowing such contracts to be ridden because large contractors might gobble up all the work, so it might be advisable to limit such authority to urban jurisdictions with more construction firms, he added.

“Cooperative procurement, by and large, the small-business folks hate it,” Petersen agreed. “Having some kind of geographic limitation on it would make a lot of sense.”

Candidates for Attorney General Square Off at Forum BRIAN TROMPETER Staff Writer

The two contenders for Virginia attorney general laid out differing visions at an Oct. 20 debate in Lansdowne and accused each other of being too ideological.

Incumbent Attorney General Mark Herring (D) said he had worked to combat opioid abuse, required that the backlog of physical-evidence recovery kits (PERKs) in rape cases undergo testing, provided debt relief and restitution to military families and seniors, and fought for Virginians’ health-care access.

“I am a pro-business, pro-opportunity attorney general,” said Herring, who formerly had a private law practice and served on the Loudoun County Board of Supervisors and in the state Senate.

“I’m running for re-election to help keep Virginians safe, to lend a helping hand to those who need it. I believe the attorney general is the people’s lawyer and I am accountable to you.”

Republican John Adams, a first-time candidate, touted his service in the U.S. Navy and as a lawyer and vowed to get the politics out of the attorney general’s office.

“In my life, in the real world, what matters are results and actions, what actually happens,” Adams said. “So when I was a naval officer, if you didn’t do your job, people would get hurt or killed. When I

was a federal prosecutor, if you didn’t do your job, dangerous people would be put back out into our community. And as a lawyer in private practice, if I don’t do my job, my clients go somewhere else.”

The candidates wasted little time in going on the attack. Adams said Herring had taken positions opposite the state’s laws regarding voter identification, “right to work” rules and one [since superseded by a U.S. Supreme Court ruling] regarding same-sex marriage.

Herring countered that former Virginia Attorneys General Ken Cuccinelli and

Jerry Kilgore, both Republicans, had on occasion declined to enforce certain laws.

Herring added he’d only refused to enforce the same-sex-marriage law because it went against a fundamental right. Virginia has a long history of being on the wrong side of landmark civil-rights cases, such as those involving school segregation, interracial marriage and gender-inequality in higher education, he added.

Adams said it was unacceptable for the attorney general to side with the opposition just because he thought the Supreme Court would overturn the ruling.

“Virginia had taken a legal position and Virginia was entitled to have its attorney general defend the case,” Adams said.

The attorney general said Adams opposes gun-violence-prevention measures and would like to ban abortion outright, restrict women’s access to birth control, roll back same-sex-marriage rights and repeal the Affordable Care Act. “He wants to be the lawyer of the Republican caucus down in Richmond,” Continued on Page 26

Gillespie Aims to Work on Criminal-Justice Reforms SCOTT McCAFFREY Staff Writer

The Republican candidate for governor says he is willing to buck his party’s traditional views on criminal-justice reform, even though he acknowledges it could be a “tough sell” with the GOP’s majorities in the state Senate and House of Delegates.

Among Ed Gillespie’s policy proposals: Allowing Virginians to have two convictions for marijuana possession before facing major sanctions.

Minor possession of marijuana one or two times “should not be criminal,” Gillespie said in an Oct. 23 roundtable with editors of Northern Virginia Media Services, the parent company of the Sun Gazette. And he supports decriminalization of marijuana for medical purposes.

Gillespie also wants to see the threshold for felony theft raised from $200 to $500.

“That’d be a [tough] sell – but I’ll make the case,” he said during a 45-minute discussion that touched on most of the major issues in the campaign.

In the interview, Gillespie stayed closer to Republican ideology in declining to back proposals for so-called nonpartisan redistricting of legislative and congressional boundaries.

He said he’d be open to consider the proposal, pushed by Democrats, but voiced skepticism that boundaries drawn by a committee would be demonstrably more fair than those drawn by the legislature, as is now the case.

Asked to find nice things to say about departing Gov. Terry McAuliffe (D), the Republican nominee pointed to two: the governor’s efforts to address the growing rate of opioid and heroin dependency – “I appreciate what he’s done,” Gillespie said – and efforts by Gov. McAuliffe and his wife, Dorothy, to address hunger issues across the commonwealth.

Northern Virginia Media Services editors sat down with Gillespie’s Democratic opponent, Ralph Northam, for a similar roundtable on Oct. 16. Libertarian Cliff Hyra also is on the Nov. 7 ballot.

Most polls have shown Gillespie running behind Northam in the governor’s race, but that also was the case three years ago, when the Republican nearly pulled off a major upset of U.S. Sen. Mark Warner (D-Va.). In that race, Gillespie scored 48.3 percent of the vote, holding Warner to 49.1 percent.

Survey: Most Realtors Started in Other Work The majority of Realtors self-initiated their career in real estate after previous careers in other areas, and identify strong people skills as the most important trait to be a successful agent, according to the National Association of Realtors new research report, “Choosing a Career in Real Estate: A Perspective on Gender, Race and Ethnicity.”

According to the report, nearly 70 percent of Realtors initiated their career in real estate based on interest in the industry, and almost 20 percent were referred by a friend. Sixty-nine percent of males self-initiated their career compared to 65 percent of females, and 20 percent of women were referred by a friend, compared to 18 percent of men.

Seventy-five percent of black and African-American members self-initiated their career in real estate – more than any other ethnic group – while 27 percent of Asian and Pacific Islander members had their career in real estate referred by a friend, also more than any other group.

Nearly seven in 10 Realtors found flexible hours to be the most attractive aspect about being a real estate agent, followed by interest in the industry (64 percent), working with people (54 percent), entrepreneurial field (50 percent) and salary possibilities (49 percent).

The report also surveyed Realtors about important skills to possess to be successful in real estate. “People skills” (86 percent), self-motivation (84 percent) and negotiation skills (73 percent) ranked as the most important skills in residential real estate, while negotiation skills (69 percent), problem solving skills (63 percent) and analytical reasoning (62 percent) were viewed as the top skills for on the commercial side.

The report also surveyed members on whether they began their career in real estate or if they transitioned into their current position from another industry, and the majority of Realtors (82 percent) started their professional careers outside of real estate.

Females make up 63 percent of NAR’s membership, and those who work exclusively in residential have a median gross income from real estate of $46,700, compared to $54,600 for men. Women tend to be younger in age and more likely to work part-time, according to the survey.

Transportation Notes AIRPORTS AUTHORITY CELEBRATES 30 YEARS: The Metropolitan Washing-

ton Airports Authority (MWAA) kicked off a celebration of 30 years as an organization at its Oct. 18 board of directors meeting, recognizing the contributions of more than 50 employees who have served the entire three decades.

Many of those staffers attended the board meeting to receive special recognition from authority CEO Jack Potter for their support of Ronald Reagan Washington National Airport and Washington Dulles International Airport.

A few of the longest-serving employees made remarks at the event. Among them: Debt-program manager Valerie O’Hara noted that, on her watch, the authority has issued more than $17 billion in airport bonds and $2.7 billion in Dulles Toll Road bonds to fund capital projects and reduce debt-service costs.

Following approval by Congress – which continues to own the two airports – the Airports Authority was formed under a compact in 1987 between the District of Columbia and the Virginia state government. The authority’s board includes representation from both jurisdictions, plus Maryland and the federal government.

In addition to managing the two airports under a contract with the federal government, the authority maintains the Dulles Toll Road and manages construction of the Dulles Corridor Metrorail Project.

At the Oct. 18 board meeting, Potter announced he will accept the Washington Airports Task Force’s Williams Trophy on behalf of all Airports Authority employees. The award is being presented to the authority as a body for its facility improvements; progress on making Dulles

more competitive; improving Reagan National; and for strengthening the authority’s reputation, officials said.

The award, established in 1996, is named in honor of Carrington Williams, founding chairman of the Washington Airports Taks Force and a member of the MWAA board of directors. Williams, a McLean attorney and one-time member of the state legislature, died in 2002.

SEAT-BELT USAGE UP IN STATE, BUT REMAINS BELOW NATIONAL AVERAGE:

The percentage of those on Virginia’s roads who buckle up has hit an all-time high, state officials said Oct. 18. But at the same time, they cautioned that those who don’t use safety belts are putting themselves at life-threatening risk.

“As long as Virginians continue to lose their lives because they aren’t wearing their seat belt, our work is not yet complete,” Virginia Department of Motor Vehicles Commissioner Richard Holcomb said in announcing the new data.

According to figures, the percentage of drivers in Virginia using seat belts now stands at 85.3 percent, compared to a state average in recent years of about 79 percent. But it remains below the national average, which in 2016 hit a record 90.1 percent, according to the U.S. Department of Transportation’s National Highway Traffic Safety Administration.

According to federal officials, seat-belt users are 45 percent less likely to be fatally injured if they are involved in a crash.

Eighty percent of those ejected from vehicles in crashes die as a result.

“It only takes a second, and it very well may save your life or the life of someone you love,” Holcomb said of buckling up.

In Virginia, a total of 236 unbelted motorists died in vehicle crashes from Jan. 1 to Oct. 17, according to preliminary data.

In the local area, that includes seven in Prince William County, five in Loudoun County, four in Stafford County and two in Fairfax County. No deaths were reported in Arlington County or the cities of Falls Church, Manassas and Manassas Park.

According to federal officials, seat-belt use is higher in the West than in the other regions of the U.S., and use continues to be higher (92 percent in 2016) in the 34 states and District of Columbia with laws that make it a primary offense to not wear seat belts.

In Virginia, violations are treated is a secondary offense, meaning drivers cannot be stopped specifically for not using them, but can be ticketed if they are stopped for other reasons.

Nationally, seat belts saved nearly 14,000 lives during 2015 and an estimated 345,000 lives since 1975, according to federal officials.

The name of the tournament was different this season, but the result was familiar.

For the fourth straight year, the Marshall Statesmen emerged as champions, this fall FIELD HOCKEY defeating the No. 3 seed Edison Eagles, 2-0, in the Oct. 20 title match of the girls National District field hockey tourney. The topseed Statesmen (12-5) won the Capital Conference tourney the past three years, against many of the same high school teams.

Marshall, which was 6-1 against district opponents this fall, now enters the Northern Region D tournament with a five-match winning streak.

“We have 12 seniors this season.

We thought if we can play together we would have the chance to do well again,” said Marshall coach Christina Carroll, in her 19th year as the team’s head coach. “Edison stepped it up against us and played us tough.”

Saxons Get First Win; Statesmen Keep Rolling A Staff Report

While the Langley Saxons got into the victory column Oct. 20 in high school football action, the McLean Highlanders remained winless.

FOOTBALL ROUNDUP Langley (1-7, 1-2) defeated the visiting Washington-Lee Generals, 35-28, while McLean (0-8, 0-3) fell to the host South Lakes Seahawks, 77-7. Both were Liberty District games.

For Langley, the Saxons broke a tie at 14 by scoring the first three touchdowns of the second half to take a 35-14 lead.

Quarterback Jimmy Keys ran for 111 yards for Langley and threw touchdown passes. Tre Vasiliadis had four catches

for 41 yards for Langley and gained multiple yards rushing.

Langley’s first touchdown of the second half came on a pass from Keys to Bennett Norris. Keys had a 17-yard run on the 50-yard scoring drive.

“It was a play-action pass, and I rolled left and hit Norris on an arrow,” Keys said of the touchdown. “At halftime, we came out and treated it as if it was 0-0.”

Keys connected with Jack Hostetter on a 59-yard strike to make it 28-14 as Claudio Conde added his fourth extra point. Langley then made it 35-14 on a Tre Vasiliadis one-yard run and Conde’s conversion.

“We were able to move the ball consistently. We put together a couple of

nice drives. We kept grinding one play at a time,” Langley coach Brian Lamb said. “We’ve done some good things this year, but we just haven’t done them consistently. At 0-7 it’s tough to maintain focus, but our seniors have stepped up.”

Lamb said the Langley offensive line of Declan Vargas, Rehman Dar, Cooper Keating, Wade Delk and Alexander Bendler played well.

In McLean’s loss, Carter Govan had a nine-yard touchdown run. He ran for 75 yards in the game and caught two passes. Kooseung Chung had 45 yards rushing for McLean. n Other football action on Oct. 20 had the Marshall Statesmen (7-1, 3-0)

The competitions are unique because, as of now, the Virginia High School League does not have girls-only golf teams. Girls are members of what are co-ed teams, which consist primarily of boys. The VHSL may start girls teams in the future, but low participation numbers at many schools has been the hold up.

So for the girls who do participate in high school golf, the VHSL holds one 36-hole state open tournament – this fall Oct. 23 and 24 in Richmond.

The tournament began in 2002 and includes players from all enrollment classifications. If girls don’t qualify for the state open with strong finishes in co-ed district and region team events, if they even play in those tourneys, then their last chance is at one of the qualifying tournaments.

Many of the girls don’t participate in those co-ed competitions because their scores are not among the lowest on the teams.

That makes the VHSL’s girls qualifying golf events unlike any other others in the state. The players don’t complain. They just play, trying to make the best of the opportunity.

At those competitions, 12 percent of the field earn state berths. At last week’s local girls zone 4A qualifier at Twin Lakes Golf Course in Clifton in windy conditions, 15 players advanced from a field of 60. Scores of 93 and lower qualified. There were three players who just missed by shooting 94s and another coming close by carding a 95.

The scores were all over, from the lowest of 78 by tournament medalist Alexandra Delgado of Oakton, to 32 higher than 100, including a 149 and two shooting 145s.

Again, it’s a unique event.

a result of a 10-0 victory by Oakcrest over Grace Brethren in recent girls soccer action, Oakcrest (10-2-2, 9-0) won the regular-season Potomac Valley Athletic Conference championship and remained undefeated in league play.

Next for the high school team is the PVAC tournament, beginning Oct. 24.

Angela Diaz-Bonilla, Alex Murphy and Kristelle Chamandy each scored two goals for Oakcrest in the 10-0 win.

The others were netted by Elena DiazBonilla, Brigid Hale, Kathryn Herrick and Grace McGiffin. Assists went to Helen Molteni with two and Angela Diaz-Bonilla and Elena Diaz-Bonilla with one each.

Grace McGiffin, Herrick and Chamandy were chosen as the game’s MVPs for Oakcrest.

The qualifying round was held on the Oaks Course at Twin Lakes Golf Course in Clifton. Out of a field of some 60 golfers trying to earn a berth, Delgado was one of 15 players who qualified. Players who shot 93 or lower moved on to states.

Other local players advancing were Oakton’s Akshitha Vermuru with a 90, Madison High’s Mary Waclawski with a 91 and four players from Langley: Vibha Sankavaram (84), Kaylie Yim (87), Emma Ritchie (92) and Mallory Langpaul (93).

Madison’s Allison Chan shot 94, as did McLean’s Claudia Destinto and Jefferson’s Theresa Kim. Chantilly’s Heather Donnelly shot 81 to finish second.

Huskies were not only undefeated at 26-0 when this week began, the girls high school volleyball team is ranked No. 1 in at least three different local polls – The Washington Post’s D.C.-area rankings, and first in Virginia’s Division insurance goal on a tough-angle shot by Alyssa Maynard off of another penalty corner.

Marshall was 2-0 in the tournament, blanking the No. 5 seeded Stuart Raiders in the semifinals, after receiving a first-round bye.

Scoring goals in the semifinal were Diana Dombrowski with two and Maynard, Audra Scheinman and Michelle Dirkse with one each. Stuart did not have a shot on goal.

“Our girls figured out a way to get it done,” Flint Hill coach Carrol DeNure said.

Siron Hardy had 14 kills to lead Flint Hill, while sophomore Sydney Reed added nine. Setter Krissy O’Malley tallied 40 assists.

The league tournament for Flint Hill Marshall was 3-0 against Stuart this season.

“We played some tough opponents and bigger schools early like Mountain View, Centreville, Herndon and Chantilly,” Carroll said. “That’s what we always want to do, and I think that helps us.”

marian Hawkins and the other to Trey Rucker. Hawkins had three catches for 71 yards. Jaylin Hertz had 47 yards rushing and Mark Lewis 36. Justin Duenkel was six for six on extra points and had seven touchbacks on kickoffs.

On defense, Matt McClements had an interception return for a touchdown, Elijah Wasson made eight tackles and Hertz had six. Hawkins had an interception. McClements averaged 54 yards on two punts.

Flint Hill and the Potomac School Panthers (5-1) are both 2-0 in the MAC and meet Saturday, Oct. 28 at 2:30 p.m. at Flint Hill in a showdown for first.

Potomac School was ranked fifth in last week’s Division I state poll. It’s possible both teams could end up ranked in the top four, then meet in the state playoffs.

NOTE: Flint Hill is averaging 45.9 points per game so far this seasons and is off to its best start in program history.

The debate, hosted by the Loudoun County Chamber of Commerce at The National Conference Center, was moderated by chamber president and CEO Tony Howard. Panelists Maggie Parker of Comstock Partners, Stacey Metcalfe of Inova Loudoun Hospital and Lisa Hooker of Northern Virginia Electric Cooperative (NOVEC) poses questions to the candidates.

Fairfax County Supervisor Patrick Herrity (R-Springfield) said he thought Adams had prevailed.

“I thought John made the choice very clear,” Herrity said. “This is about what

you want as an attorney general, a politician or a lawyer . . . John wants to be a lawyer for the people of the commonwealth.”

Herring deserves another term, said state Sen. Barbara Favola (D-31st), calling the debate “spirited.”

“I certainly think Mr. Herring has an incredibly positive record to run on and that came out,” she said.

“The issues I feel passionately about – the older PERK kits getting tested, the opioid crisis, Medicaid fraud investigations and running a professional, objective [attorney general’s] office – are things that matter to me,” Favola said. “I really thought Mark could make substantial arguments as to why he’s just the better candidate in those areas.”

Del. Rip Sullivan (D-48th), who represents portions of McLean and Arlington, said he remains in a wait-and-see mode.

“It’s a little difficult,” Sullivan said of prognosticating the vibe of the 2018 session. “We don’t know who all the players are.”

“No matter who the governor is . . . we’ll have a productive session,” said Sullivan, who noted that about 2,000 bills win approval each legislative year, and compared the sprint in Richmond to the

standstill on Capitol Hill.

Issues brought up during the give-andtake sessions were varied, from legislative redistricting and economic development to paid family leave and the future of the Metro system.

“It was a fascinating conversation,” said Del. Alfonso Lopez (D-49th), who spoke with participants on immigration, energy and other matters.

Assuming he wins a new term, Lopez – whose district straddles the Fairfax-Arlington line – said one of his missions in 2018 will be to educate downstate lawmakers about issues of concern in his ethnically diverse district. As he phrased it: “Explaining the rich tapestry of what

Virginia’s becoming to people who don’t see it, or don’t want to see it.”

Also on hand was state Sen. Barbara Favola (D-31st), whose district includes Great Falls and parts of McLean as it winds from Arlington west to Loudoun County.

Governors come and go at regular four-year intervals, but major issues are tackled regardless of who occupies the post, Favola said.

“Education will be an initiative [in 2018] no matter who wins,” she said.

As for other agenda items, “part of it will depend on the gubernatorial election,” acknowledged Favola.

Fairfax County Notes LEADERSHIP FAIRFAX ANNOUNCES AWARD RECIPIENTS: Leadership Fair-

fax has announced the honorees in its 2017 Northern Virginia Leadership Awards, to be presented next month.

Individual awards will be bestowed on Bob Buchanan of the 2030 Group; Patti Stevens of the Fairfax County government’s Office of Public-Private Partnerships; and Phyllis Pajardo, superintendent of schools in the city of Fairfax.

The ARC of Northern Virginia will receive the Non-Profit Leader Award, while Leidos will be presented with the Corporate Leadership Award.

COMMUNITY FORUM TO FOCUS ON FUTURE OF LAKE FAIRFAX PARK: The

Fairfax County Park Authority will host a community meeting on Wednesday, Nov. 1 at 7 p.m. at South Lakes High School to garner public feedback on plans for future development at the 482-acre Lake Fairfax Park in Reston.

The meeting will include a briefing by Park Authority staff, then time for com-

ARCHITECTS AGAIN PARTICIPATE IN ‘CANSTRUCTION’ TO SUPPORT HUNGER ISSUES: Local architects will build

nine new structures at Ronald Reagan Washington National Airport in seven hours on Oct. 27 in support of efforts to feed local residents.

Organized by the American Institute of Architects’ Northern Virginia chapter and the Arlington Food Assistance Center, the 14th annual “Canstruction” competition celebrates the commitment that local architects have made to support their community and have fun while doing so.

The remarkable pace of construction – starting at 5 p.m. and wrapping up at midnight – is owed to the fact that the installations will be constructed entirely of canned foods. After a public viewing period, the structures will be “de-canstructed” and donated to the local food-assistance organization.

Before these whimsical works become meals, they will be evaluated by an expert panel and awarded prizes in various categories. The works will remain on view through early November in the baggageclaim area of Reagan National’s Terminal B/C. FESTIVITIES TO CELEBRATE ANNIVERSARY OF THEODORE ROOSEVELT MEMORIAL: The National Park Service

will celebrate the 50th anniversary of the dedication of the Theodore Roosevelt Memorial with a family-friendly program on Sunday, Oct. 29 from 9 a.m. to 4 p.m. at Roosevelt Island.

The event will include addresses at 2 p.m. by Tweed Roosevelt (President Roosevelt’s great-grandson) and academiics, discussing the legacy of the nation’s 26th president.

The celebration is presented by the National Park Service, Friends of Theodore Roosevelt Island and the Theodore Roosevelt Association.

Parking at the site will be very limited.
