Voters, Take Comfort: It’s Almost Over

This Time Next Week, Statewide and Legislative Races Will Have Been Decided BRIAN TROMPETER Staff Writer

Virginia voters on Nov. 7 will cast votes for governor, lieutenant governor, state attorney general and their local House of Delegates representative, and in Fairfax County, decide whether to approve a $315 million school-bond referendum.

The gubernatorial contest is between Lt. Gov. Ralph Northam (D), Republican Edward Gillespie and Libertarian Clifford Hyra.

In the race for lieutenant governor, the choice is between state Sen. Jill Vogel (R-27th) and Democrat Justin Fairfax.

Attorney General Mark Herring (D) is running for a second term and being challenged by Republican John Adams.

Some of the delegate races in the Sun Gazette’s readership area are uncontested. Dels.

Mark Keam (D-35th) and Rip Sullivan (D-48th) will cruise to victory unopposed.

Vienna Church Breaks Ground for Ministry Center BRIAN TROMPETER Staff Writer

Vienna’s Church of the Holy Comforter has been part of the community since 1899, and its leaders hope a new ministry center will allow the institution to serve area residents better for decades to come.

Officials at the Episcopal church broke ground Oct. 22 for the multi-story, 7,740square-foot addition.

The building was designed by MTFA Architecture and will be built by Whitener & Jackson Inc. The addition’s exterior design will complement the existing church and be built to the latest energy-efficiency standards, said church spokesman Cassandra Bosco.

Wielding ceremonial shovels at the ground-breaking were Kevin Jackson of Whitener & Jackson Inc.; church Building Committee members Bill Longhi, John Pacitti and Bob Picardi; Interim Assistant Rector Rev. Cara Rockhill; Senior Associate Rector Rev. Valerie Hayes; Senior Warden Thomas MacCracken, Junior Warden June Harper; state Sen. Chap Petersen (D-34th); and Supervisor Catherine Hudgins (D-Hunter Mill).

Church officials hope the project will be completed within a year, Bosco said.

Church of the Holy Comforter, located since 1965 at 543 Beulah Road, N.E., was renovated and enlarged in 1992 and re-

ceived a new chapel in 1998. The church started out at Bouton Hall at Mill and Church streets, N.E. That site now is occupied by Pennywise Thrift Shop, which the church still operates as a ministry.

Church of the Holy Comforter will not offer its usual hypothermia shelter this winter because of the construction, but will assist another church that has offered to host the program this winter, Bosco said.

But Holy Comforter’s preschool program will continue to be offered at the church during the project, she added.

Thrills and Chills at Vienna’s Halloween Parade The annual Vienna Halloween Parade on Oct. 25 delighted thousands of spectators at the raucous, but family-friendly, fall extravaganza.

The parade’s fare stuck to the tried-and-true. Police officers on motorcycles and Shriners in orange mini-Corvettes put their respective vehicles through the paces.

Grand Marshal Joan Dempsey of the Vienna Volunteer Fire Department rode on Town Attorney Steven Briglia’s classic Corvette, while Supervisor Catherine Hudgins (D-Hunter Mill) got to ride in a modern Stingray with a howling, remote-controlled, redeyed wolf skeleton on the roof.

A mix of fire-engine sirens, marching bands, patter from the

masters of ceremony and children’s squeals produced a nonstop cacophony. Dancers from local troupes showed off graceful moves, horse-advocacy groups marched their animals past the crowd and bagpipers plied their unique trade.

Some politicians, backed by sign-waving supporters, veered from one side of the thoroughfare to another to smile, wave, shake hands and perhaps snag some more votes before the upcoming election.

As always, the biggest crowdpleaser was the gaggle of costumed adults and children who marched past looking like superheroes, Willy Wonka, dinosaurs, “Star Wars” and “Ghostbusters” characters and so much more.

Voter-Registration Advocate Honored With County Award In recognition for his years of exemplary community and volunteer work in Fairfax County, Robert “Bob” Meredith was honored Oct. 24 by the Board of Supervisors with the 2017 Barbara Varon Volunteer Award.

The award, named to honor the memory of a former chairman of the Fairfax County Electoral Board, was established to recognize a Fairfax County resident’s dedication to improving the community through volunteer service.

Meredith was nominated by the League of Women Voters of the Fairfax Area. He joined the League in 2015 and has been very involved in leading voter registration and education booths in the county.

“While we are very disappointed that D.C. was not chosen . . . we extend our congratulations to Hong Kong,” Brent Minor, chair of the Gay Games D.C. 2022 Bid Committee, said in a statement following the announcement. “We are confident that they will be able to present a great Gay Games, and we offer any assistance we can provide to make that happen.”

Organizers of the event say it would be expected to bring 80,000 to 100,000 spec-

tators to the host city, with an economic impact of at least $100 million.

Even if only a few of the competitive events had been held in Northern Virginia, the region did stand to reap economic benefits from an influx of visitors who could have stayed at hotels and traveled through local airports.

The decision to award the event to Hong Kong represents the second time the D.C. region had lost a bid to host the

Gay Games. Washington previously was bested by Cleveland, which hosted the event in 2014.

The Gay Games began as the Gay Olympics in 1982 in San Francisco. Despite the name, the competition is open to all who wish to participate, regardless of sexual orientation.

The local region also unsuccessfully sough the 2024 Summer Olympic Games..

Local Region Loses Out to Hong Kong In Its Bid to Host the 2022 Gay Games

It’ll be Hong Kong, not the Washington region, that will play host to the 2022 Gay Games, a once-every-four-years event that draws 15,000 athletes and pumps millions of dollars into local economies.

The semi-autonomous enclave in China won the competition to host the games over the D.C. region and Guadalajara, Mexico. A formal announcement came Oct. 30 from Paris, which will host the 2018 games.

Our View: Our Choices in House of Delegates Races In a way, we envy the voters (and media) in Prince William County, where a battle-royale is playing out between uber-conservative Del. Bob Marshall ENDORSEMENTS (R-13th) and Democrat Danica Roem, who aims to be the first transgender office-holder in Virginia.

Here in the enclaves that the Sun Gazette covers, the races are far more low-key and the disparities between candidates not nearly as large. But there are distinctions to be made in the two competitive House of Delegates race in our coverage area, and we should not let Election Day come and go without comments in other districts, where incumbents find themselves unopposed.

Our views on the races: u 34th House District: Centered in McLean and Great Falls, the 34th District has swung from Republican to Democrat to Republican to Democrat over the past two decades. This year, incumbent Democrat Kathleen Murphy is being challenged by Republican Cheryl Buford.

It’s a seat Murphy should hold, as she’s worked hard on constituent service and can point to some bipartisan efforts in Richmond during her three sessions in Richmond.

Buford has not been a bust on the campaign trail; we think she has scored some points and has correctly painted the incumbent as a little more to the political left than Murphy lets on.

But Buford is lacking some of the requisites (funding, campaign infrastructure, name recognition and the willingness to hustle every day as the campaign grinds on) that would indicate she’s in a position to pull off an upset.

But, as Murphy herself proved when she took on, and lost to, Barbara Comstock in 2013, a candidate who fares reasonably well in an uphill battle can come back and find success.

Perhaps we’ll see a Murphy-Buford showdown in 2019. For this year, we’ll stick with the incumbent. Verdict: Murphy. u 53rd House District: Democratic incumbent Marcus Simon has positioned himself as one of his party’s firebrands in the lower house of the legislature, which does not always endear

him to leaders or colleagues of either party and at times can limit his effectiveness.

That said, the politically pugnacious Simon is decidedly community-minded, and we have to believe that his recent stint as chair of the Greater McLean Chamber of Commerce (and his status as a small-business owner) gives the incumbent real-world experience that may temper his proclivity toward unworkably progressive policy positions.

The likelihood Republicans will hold the House of Delegates for the foreseeable future also may push Simon more to the center in coming legislative sessions, in an effort to have increased effectiveness.

Simon is being challenged by independent Mike Casey, who seems to be angling to be the candidate for voters who don’t think Simon is far left enough. Lacking money and name recognition, Casey’s climb this year simply has been far too uphill.

Our verdict: Simon.

And now, for the unopposed candidates: u 48th House District: Democrat Rip Sullivan is unopposed for re-election in this district, which straddles the ArlingtonFairfax line. Since his initial victory (winning a special election in 2014 to succeed Bob Brink, who went to the McAuliffe administration), Sullivan has proved a stable, serious legislator who works effectively in Richmond and is accessible to constituents. Our verdict: Sullivan. u 35th House District: Democrat Mark Keam has been an able representative of this district, which includes the town of Vienna and adjacent areas. He is unopposed for re-election and we view him as the right person to send back to Richmond. Our verdict: Keam. u 36th House District: Though not directly in the Sun Gazette’s coverage area, the 36th District (centered in the Reston area) long has been represented by Democrat Ken Plum, a veteran local educator. He has provided solid service and would be a tough candidate to unseat even were he not unopposed this year. Our verdict: Plum.

Herring Not Worthy of Re-Election Endorsement of Editor: I read Oct. 26 articles “Candidates for Attorney General Square Off in Forum” with interest.

There are two major problems that I have with Attorney General Mark Herring: • As attorney general, it is not your job to decide which Virginia laws you will enforce. As attorney general, you are expected to enforce the Virginia laws as written and passed by the legislative branch. You may not agree with the law, nor like the law as written, but your oath of office says you will up hold and enforce the laws passed by the legislative branches of government.

Personally, same-sex marriage is not nor was it ever an issue one way or the other for me. However, as same-sex marriage was against Virginia law prior to the U.S. Supreme Court ruling, one would hope that the elected attorney general would keep to his oath of office and enforce the law as written until it

was changed.

• A second major issue, one that is closer to home for me, is Mark Herring unilaterally deciding that “Dreamers” should pay in-state tuition for college.

I have lived in Virginia since 1974 and paid both state and local taxes for all those years. However, my daughter, who is a U.S. citizen and lived with her mother in California, could not attend University of Virginia unless I paid outof-state tuition for her.

My daughter (at no fault of her own) has lived in California with her mother and should not be punished and made to pay out-of-state tuition for something she had no control over.

Besides, I paid Virginia state and local taxes for 40-plus years, so my daughter’s in-state tuition certainly is as much of a right for her as it is for a Dreamer who was brought here at no fault of their own.

Gillespie Flawed

Editor: Your Nov. 26 endorsement of Ed Gillespie for governor is filled with the same holes that are bringing our entire country to its knees.

It is very sad to see your newspaper fall under the same con that Republicans keep pulling over and over: they campaign as moderates and then in office pass laws that hurt the American people. Gillespie will do the same.

Do you think mentioning the horrible misogynist transvaginalultrasound law and North Carolina’s HB2 law will stop Virginia Republicans from passing similar laws? It will not. Only a Democratic governor’s vetoes will do that.

Buford Is Superior in the 34th Editor: After attending the Oct. 23 McLean Citizens Association debate between candidates Cheryl Buford and Kathleen Murphy for the 34th House of Delegates seat, it is clear to me that Buford is the candidate with the broadest background and the best campaign positions.

She is the more enthusiastic candidate, as well as the one who is more in touch with the facts.

Buford has an inside understanding of the challenges facing our schools, students, and teachers. She has a great “fair share” idea to increase school

funding for Northern Virginia schools that could lead to decreased class size and higher teacher pay.

In her broad and varied career, Buford has worked in small business, nonprofit and philanthropic organizations, and in the federal government.

She can relate to the critical issues facing all of these sectors, and understands how a delegate can work toward the goal of returning Virginia to its former status as the best state for business in the nation.

Vienna Staff Justify Size of Town’s Vehicle Fleet BRIAN TROMPETER Staff Writer

The Vienna Town Council prides itself on looking for even the smallest of savings, and at first glance, the town’s vehicle fleet would appear to be some juicy, low- VIENNA hanging fruit.

NOTES But as Council members discovered at their Oct. 23 work session, there appear to be valid reasons why different departments have so many vehicles and let employees take some of them home.

The discussion showed how complex and extensive the town’s vehicle fleet is, and how Vienna officials arrived at the current arrangements.

Vienna Public Works Director Michael Gallagher showed a chart listing how Vienna’s vehicle-to-employee ratio stacks up with other small localities nearby.

Vienna has 183 full-time-equivalent employees and 107 vehicles, giving a fleetto-employee ratio of 0.58. Other localities surveyed included the town of Herndon, which has a ratio of 0.76; the town of Leesburg (0.5); the city of Falls Church (0.62); and city of Fairfax (1.67), the figure for which includes trailers, off-road vehicles and small equipment.

The average fleet-to-employee ratio among those localities (excluding Fairfax) is 0.62.

“I feel good that we’re meeting our needs and don’t have excess vehicles,” Gallagher said.

Vienna in fiscal years 2017 and 2018 has had 90 vehicles in the town’s vehiclereplacement program; that’s up from 89 in fiscal 2016 and 2015 and 87 in fiscal 2014.

The Vienna Public Works Department currently has the most vehicles with 37, followed by the Police Department with 23, Water and Sewer Division with 15, Parks and Recreation Department with 11, Planning and Zoning Department with two and the town manager and Information Technology Department with one each.

Even though the number of vehicles in the replacement program is staying steady in fiscal 2018 compared with to the previous year, there have been some changes within departments. The Public Works Department saw a reduction of one vehicle after an asphalt-specialist position was vacated, but the Parks and Recreation Department gained one vehicle with the addition of a passenger van.

The fleet includes 27 pickup trucks, 17 sedans, three sport-utility vehicles and 65 work trucks, heavy equipment, trailers and other items. (Five of those items are trailers, which is why that total is 112).

The town government recoups the cost of vehicles that have reached the end of their service lives by auctioning them.

So far in fiscal 2018, Vienna has received

$74,310 from auctioned vehicles. The total figure was $84,473 in fiscal 2017, $67,591 in fiscal 2016, a whopping $140,802 in fiscal 2015 (caused in part by the sale of two expensive trash trucks) and $75,205 in fiscal 2014.

Auction proceeds are returned to the town’s general fund, not to the vehicle-replacement program, Gallagher said.

The town’s fleet includes 19 vehicles that some employees can take home. These include four vehicles in the Public Works Department, eight police vehicles, three in Parks and Recreation, two in Water and Sewer, one in the Information-Technology Department and the town manager’s vehicle.

Sometimes, as with those assigned to the town manager and some department heads, those vehicles are regarded as perquisites in their overall compensation. Other employees take home vehicles because they might be called back to the town at any time in case emergencies arise.

Police vehicles are outfitted with emergency equipment and those who drive them home often take them directly to crisis scenes, said Police Chief James Morris.

Having officers drive personal vehicles to crime and accident scenes could raise insurance questions, the chief said.

Town employees assigned take-home vehicles have commuting distances of up to 35 miles. Police for security reasons did

not list specific figures for such employees in their department, but Morris said all lived roughly 35 miles or closer to the town.

Police department policy mandates that on-call officers be able to begin their journey back to the town within 30 minutes in case of emergencies.

Those who are on “constant stand-by” status, and not being paid extra to be on call, must be able to start heading to Vienna within an hour, Morris said in the briefing.

Council member Howard Springsteen, who is a logistics manager with the Fairfax County Department of Vehicle Services, said vital employees should be assigned such vehicles over managers.

“I would prefer that take-home vehicles are for the worker bees who do the work,” he said.

Gallagher told how he once had made a solid impression on a homeowner by driving his take-home vehicle to the person’s residence within 10 minutes of receiving the service request.

“It really made a big impact,” he said.

“We are uber-responsive.”

Council member Carey Sienicki said it was vital to monitor expenses and ensure that vehicles purchased are the best fit for the work at hand.

“Whenever we can, we need to trim down things,” she said. “We have to be mindful that this is taxpayer money.”

Incumbent Challenged on Effectiveness in 53rd BRIAN TROMPETER Staff Writer

The 53rd District House of Delegates race, being contested for the first time in four years, on Nov. 7 will pit two-term incumbent Marcus Simon (D) against firsttime independent candidate Mike Casey.

Simon, who runs Ekko Title in McLean and chairs the Greater McLean Chamber of Commerce, said he welcomes, but is not made anxious by, Casey’s challenge.

The two candidates are not hugely divergent on policy issues, so the question will come down to experience, said Simon, noting he had worked as an attorney, entrepreneur and aide to a state delegate and Fairfax County supervisor.

“I know that with the younger folks there’s a trend that says you don’t necessarily need to wait your turn for doing things,” said Simon, 47. “Millennials are sort of known for wanting to jump ahead in line. I think it’s interesting [Casey] would start his career in public service by running for an elected office first. People don’t seem to be putting the same premium on experience as they did in the past.”

If re-elected, Simon vowed to continue advocating for paid family leave, a higher minimum wage and student-loan reforms.

No bills under his name passed during the 2017 session, but some did under other lawmakers’ names, he said.

Casey, who lives in Merrifield and works for Community Health Accreditation Partners in Washington, D.C., said he was running to bring his ideas to the table and make the rarely contested 53rd District election competitive.

“Politics seems like it’s been going downhill for most of my life,” he said.

“Seeing how amped up the rhetoric was getting and how much politics is driven by fear nowadays, I just got really distressed for the state of the republic.”

Casey took issue with Simon’s approach to legislating, which he said was focused more on social issues than passing legislation.

“I don’t think he’s doing a very good job of that,” Casey said. “Our priorities seem to be very different. He’s focused on a lot of social issues, which are important, but I think there are a lot of fundamental things to clean up: health care, transportation and our election system itself.”

Simon acknowledged his reputation as a combatant in the General Assembly, saying his role was to confront the GOP’s excesses.

“For me, the more comfortable role is the person who gets up frequently and pushes back, and who has the skill set and background to get up and debate on the floor,” he said.

Both candidates favor election reforms.

Simon previously submitted legislation to ban personal use of campaign funds.

Casey favors a limit of three to five consecutive terms for legislators and would like to use an “instant-runoff” voting system in those elections, in which the lowest finisher would have his or her votes allotted to the other candidates until someone received a majority.

The candidates also wish to shore up the Metro system.

“We want to stay out of a death spiral with Metro where the service degrades so that the riders leave, which causes the operating deficit to increase, which causes us to raise rates, which causes less maintenance or higher costs, which means fewer riders,” Simon said.

Casey would like to see more moneys from the state’s general fund dedicated to

Metrorail, but does not favor extending the Orange Line past its western terminus in Vienna. Instead, he would like to connect that station with high-speed or commuter rail, which would be faster, have higher capacity and make fewer stops.

“Metro can’t figure out whether it’s a subway system or a commuter-rail system,” Casey said. “Anytime we’re dealing with Metro, we’re dealing with D.C., Maryland and the federal government.

Considering all the problems they’ve had recently, I’m not sure we should commit to using more of that system.”

Casey, 28, was born at Inova Fairfax Hospital and raised in Centreville. He graduated from Thomas Jefferson High School for Science & Technology in 2007 and earned a bachelor’s degree in electrical engineering from Virginia Tech.

Casey formerly worked in satellite communications and now writes software. In his free time, he likes to play guitar, write poetry, bicycle, paint and play pingpong.

Simon, a nearly lifelong Fairfax County resident, attended Kent Gardens and Haycock elementary schools, Longfellow Intermediate (now Middle) School and McLean High School, from which he graduated in 1988.

N.Va. Chamber Backs $315 Million School Bond BRIAN TROMPETER Staff Writer

No gambler would lay down a cent that the $315 million Fairfax County schoolbond referendum will not pass on Nov. 7, but the Northern Virginia Chamber of Commerce is throwing its weight beyond the proposal just in case.

“Schools are the developers of the future workforce in the community,” said Jim Corcoran, the chamber’s president and CEO. “The performance and reputation of the school systems across Northern Virginia are outstanding and one of the leading reasons for businesses to locate here.”

If approved by voters Nov. 7, the $315 million in bonding authority would be added to the county’s existing $38.2 million to pay for a total of $353.2 million worth of capital-improvement projects.

School officials may not advocate directly for the bond referendum. Instead, the School Board appoints people to the chamber’s School Bond Committee, which raises public awareness about the referendum, interacts with the media and positions people at polling areas to interact with voters, said committee chairman Len Forkas.

“We need to make sure people don’t see it as a tax increase,” he said of the bonds. “We’re using the county’s AAA bond rating to borrow money at extreme-

ly low interest rates. It’s separate from the operating budget.”

This year’s bond referendum will be unusual because it will feature projects in all nine magisterial districts, as opposed to past years where moneys were allotted to areas with the most needs, Forkas said.

The bonds would provide moneys for: • Construction of a new elementary school in Herndon.

• Renovations at Oakton High School, Holmes and Rocky Run middle schools and Mount Vernon Woods, Belle View, Clearview, Annandale Terrace and Silverbrook elementary schools.

• Relocation of one modular building.

The referendum also would allot planning funds for: • A new elementary school in the Oakton/Fairfax area.

• Additions at West Potomac, James Madison and J.E.B. Stuart high schools (now renamed “Justice”) and Hybla Valley, Washington Mill, Braddock, Fox Mill and Oak Hill elementary schools.

Fairfax County residents long have supported the biennual school-bond referendums and the Board of Supervisors each year allots about 52 percent of the county’s operating budget to the school system. The last school-bond referendum in 2015 passed with 73 percent of the vote.

The school system, which likely will have 190,600 students by the 2020-21

school year, will need about $824 million for its capital-improvement plan for fiscal years 2018-22. The Board of Supervisors sets a maximum of $155 million per year for such school projects, in part to protect the county government’s coveted AAA bond ratings.

School-system administrators are adept at calculating the needs of each school facility and “value engineer” projects to ensure every dollar is used to maximum effect, Forkas said.

School officials also seek ways to improve the usefulness and utilization of those facilities to benefit local residents, he said.

“Every single school also is used as a community center for the surrounding area,” he said, adding that about 200,000 area residents use those facilities annually for such purposes.

The Northern Virginia chamber (previously known as the Fairfax County Chamber of Commerce) long has seen the value in maintaining and constructing top-notch school facilities, Corcoran said.

“We in the business community work to assure that the physical asset needs of the schools are met to assure that we can continue to improve the academic environment of our schools,” he said.

How can I enjoy Thanksgiving without feeling like I overdid it?

Thanksgiving is one of my favorite holidays, which probably isn’t a surprise as my whole job (and world) revolves around food. Although this day is notorious for overindulging, there are plenty of ways to enjoy it while keeping health in mind.

It’s not hard to find advice out there on how to “healthy-up” your Thanksgiving meal. These tips all have merit—heck—I’ve written some of these articles myself. But, today, instead of focusing on healthy recipe swaps, I want to talk about two easy tips anyone can do to have a happy, healthy Thanksgiving.

First up: save room for what’s important. If you daydream about your Aunt’s pumpkin pie all year, have a slice. As for the pre-dinner snacks or other dishes that aren’t as special, (think cheese and crackers, or chips and dip you can have any old time) skip those. Allow yourself to indulge in those special dishes you really enjoy, and don’t feel guilty for doing so.

Number two: set yourself up for success. If you put healthy options on the table, you’re more likely to make better choices. If you’re hosting, make sure you offer at least one (if not more) vegetable dishes, or if you’re a guest, bring one. You’re almost guaranteed to have protein and starch options already, but many times veggies are neglected at the Thanksgiving table. Dig into the veggies first, as this will ensure you have room for them on your plate.

Although food is a focus of Thanksgiving, look around the table at the people, too. Acknowledge all you have to be thankful for, including your health. And remember, it is a holiday, not a holiweek— so get back on track with your normal eating soon after the celebration ends.

PARK AUTHORITY INITIATIVE ON INVASIVE PLANTS LAUDED: The Fairfax

County Park Authority’s Invasive Management Area (IMA) Program has been honored with a “Friends of Trees” award from the Fairfax County Tree Commission.

At a Board of Supervisors awards ceremony on Oct. 17, the IMA program was praised “for its rapidly expanding efforts to remove invasive-plant species from public parklands throughout the county.”

The IMA program is a volunteer, community-based effort designed to reduce invasive plants such as English ivy and Japanese honeysuckle that kill native trees and smother natural areas in local parks.

It began in 2005 with 20 sites and has grown to 46 sites totaling 35 acres under active management across the county.

Through the program, volunteers have planted more than 10,000 trees and other shrubs and removed thousands of bags of invasive plants. In 2016, the program had more than 2,400 volunteers who contributed nearly 7,000 volunteer hours.

The IMA Program is among 108 Friends of Trees award recipients to have been honored since the awards program began in 2000.

SALVATION ARMY OPENS ANNUAL ‘ANGEL TREE’ EFFORT: The Salvation Army

has kicked off its “Angel Tree” initiative, which provides gifts at holiday time for families in need across Fairfax County.

Across the Washington region, the Salvation Army expects to provide a brighter holiday to nearly 14,000 children this year. Presents range from toys and bikes to MP3 players and clothing.

The new headquarters has eight working floors, plus a two-story mechanical penthouse on top, Avren said. Its secure parking garage can handle about 650 vehicles and the 9.3-acre site provides about 850 parking spaces overall, he said.

The structure was designed to achieve Silver certification (and perhaps Gold) under the U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) standards.

The $142 million building came in under-budget, but most of its high-ticket items were security measures, said Supervisor John Cook (R-Braddock).

“It is critically important that in this day when we’re concerned with terrorist threats and other things that happen unfortunately more often than we would like to think, this building is not only is beautiful, but is very secure,” Cook said.

Officials provided few details about the security measures. One protective element was visible along the facility’s rear on Monument Drive: a line of closely spaced, easy-chair-sized boulders designed to stop

Amenities abound in the building, from an aerobics room with a cushioned floor to a spacious fitness room filled with exercise machines.

Display cases are situated throughout the building, but the main one is on the second floor.

Glass cabinets house memorabilia such as vintage photos, an old police uniform with .38-caliber bullets in its belt, a piece of a still seized in a raid, tear-gas and line-firing guns, firefighter breathing apparatuses, helicopter pilots’ helmets and cameras from a 4x5 Speed Graphic to twin-lens reflexes, 35 mm single-lens reflexes and a Polaroid One Step instant camera.

Manassas resident Carmen DeFranks, who retired in 2006 after 36 years as a county firefighter and fire marshal, donated a circa-1970 pair of canvas bunker pants for the displays. “It was back when I was a little slimmer,” he said.

Master Police Officer Ray Roberts, who works at the Sully District Station

in Chantilly, marveled at a chunky, smallscreened computer that officers operated in their cruisers in the late 1980s and a portable radio nicknamed the “Brick” cause of its bulk and weight.

County police and fire officials for many years have worked out of the obsolete Massey Building near the Fairfax County Courthouse in Fairfax. The old headquarters will be razed and its site will serve as open space until county leaders determine its next use, officials said.

The Massey Building long has been the butt of derisive comments and plenty of county leaders were eager to play Don Rickles at the ceremony.

“We won the race,” Cook said at the ceremony. “A few years ago when we were planning this building, we had a very legitimate concern [over] whether we could get the building done before the Massey Building collapsed in a cloud of asbestosladen dust.”

After watching one of the police department’s helicopters execute a close flyover of the new facility, DPWES Director James Patteson kidded that the chopper’s next mission was to destroy the Massey Building.

“I hope everybody got your stuff out before coming over,” he said.

Public-Safety Notes WOMAN DIES AFTER VEHICLE STRUCK

BY BOY JUMPING OFF BRIDGE: A 22-

year-old Olney, Md., woman died Oct. 28 after the vehicle she was driving on Interstate 66 in Vienna was struck by a 12year-old boy who had tried to kill himself by jumping off a bridge.

Virginia State Police responded at 4:18 p.m. to the incident, which occurred in the eastbound lanes of Interstate 66 at the Cedar Lane overpass, just east of Exit 62 at Nutley Street.

Based on the investigation and witness accounts, the boy jumped from the overpass and landed on a 2005 Ford Escape traveling east on I-66. The impact incapacitated the vehicle’s driver, so the 23-year-old male, front-seat passenger steered the vehicle off the interstate. The Ford came to a stop on the left shoulder

against the Jersey wall, police said.

The Ford’s driver, Marisa W. Harris, died at the scene. The passenger was not injured, police said.

Harris was a student at Marymount University.

Rescue personnel transported the juvenile to Inova Fairfax Hospital, where as of Oct. 30 he still was being treated for life-threatening injuries.

The State Police Fairfax Division’s Crash Reconstruction Team and Bureau of Criminal Investigation’s Fairfax Field Office personnel responded to the scene to assist with the investigation, which remains ongoing. Police are investigating the incident as an attempted suicide.

VIENNA POLICE ARREST RESTON MAN ON COUNTY WARRANT: While check-

ing on a report of a suspicious person at Rita’s Italian Ice, 116 Church St., N.W., Vienna police officers on Oct. 19 at 6:35 p.m. learned that Fairfax County police had an arrest warrant against the person.

Vienna police arrested the 53-year-old Reston man and transported him to the Fairfax County Adult Detention Center, where he was remanded to the custody of the Fairfax County sheriff’s deputies.

BICYCLIST SUFFERS ANKLE INJURY

AFTER BEING STRUCK BY VEHICLE: A

bicyclist suffered a bruised ankle Oct. 19 after he was struck by a vehicle at Courthouse Road and Ware Street, S.W., Vienna police said.

The incident occurred at 1:52 p.m. as the bicyclist was traveling northbound on Courthouse Road, and had entered the intersection with Ware Street.

A motorist traveling southbound on Courthouse Road then attempted to make a left turn onto Ware Street.

As the driver entered into his turn, he collided with the bicyclist, who had the right of way in the intersection. After the accident, the bicyclist showed visible bruising on his right inner ankle. He refused medical treatment.

Police issued the driver a summons for failing to yield the right of way.

Inventory Constraints Are Impacting Home Sales Across Virginia A dearth of inventory in many parts of the commonwealth led Virginia’s thirdquarter home sales to be slightly lower than a year before, and that same inventory pressure also may have had a hand in median sales pushing prices higher.

A total of 33,432 properties went to closing in the July-August-September period, down 0.2 percent from the 33,493 properties changing hands in the third quarter of 2016, according to figures re-

ported Oct. 23 by the Virginia Realtors trade organization.

“The prolonged shortage of inventory in Virginia’s market is clear. Buyers are willing to pay more and close faster, but there simply aren’t enough houses to satisfy their demand,” state Realtors’ president Claire Forcier-Rowe said.

Remodelers’ Index Posts Another Gain The National Association of Home Builders’ (NAHB) Remodeling Market Index (RMI) posted a reading of 57 in the third quarter of 2017, up two points from the previous quarter.

The overall RMI averages ratings of current remodeling activity with indicators of future remodeling activity.

For 18 consecutive quarters, the RMI has been at or above 50, which indicates that more remodelers report market activity is higher compared to the prior quarter than report it is lower.

Among the two components: • Current market conditions increased one point from the second quarter of 2017 to 56. Among its three major components, major additions and alterations waned one point to 53, minor additions and alterations increased three points to 56, and the home maintenance and repair component rose one point to 58.

• The future market indicators index rose three points from the previous quarter to 58. Calls for bids increased two points to 58, amount of work rose three points to 56, the backlog of remodeling jobs gained two points to 60 and appointments for proposals increased four points to 59.

“Remodelers are seeing higher demand in residential repairs, and expect to be busy well into the new year with jumps in work backlog, call for bids and proposal appointments, likely due in part to the significant damage caused by hurricanes across the southern states,” said NAHB Remodelers chairman Dan Bawden, a remodeler from Houston. “However, the ongoing labor shortage is constraining how quickly the repairs can be completed.”

Remodelers are finding it more difficult to find skilled labor; more than 90 percent of respondents stated that there is a shortage of finish carpenters. This is a significant increase from the third quarter of 2013, when only 44 percent of respondents reported a shortage of finish carpenters.

“In addition to the labor shortage, the cost of materials is becoming a pressing issue for remodelers,” said NAHB chief economist Robert Dietz.

“Both of these issues are constraining remodelers’ ability to complete projects in a timely and cost-effective manner, especially moving forward after natural disasters.”

A Major New Gift Works to Solidify Longstanding Ties Between Local Family, Marymount University The intimate and longstanding collaboration between Marymount University and the Reinsch and Pierce family was further solidified on Oct. 26, when the university announced a substantial gift that will result in a space at Marymount’s new Ballston Center being named in the family’s honor.

“I am so thrilled to do this for Marymount, truly,” Lola Reinsch, a member of Marymount’s board of trustees since 1992, said as the gift was announced at the university’s annual President’s Circle Dinner.

The result will be “The Reinsch Pierce Family Courtyard” at the new Ballston campus, which opened in August after two years of construction. The building, and an adjacent apartment, replaced the “Blue Goose,” an iconic building that had stood on the site for 55 years and accommodated Marymount programs for almost half that time.

The family’s relationship with the university began when Reinsch introduced her late father, Arlington developer Emerson “Jerry” Reinsch, to Sister Majella Berg, Marymount’s longtime (1960-93) president. According to university officials, the two became good friends, and the family shared Thanksgiving dinners

together. Toward the end of his life, the Marymount president often visited Reinsch at his nursing home and took him for car trips, where he loved to visit his many properties.

“Our rides together all over Arlington were a lesson in local real-estate and landdeal history,” Berg recalled in her book, “College to University: A Memoir.”

It was Berg who, as university president, cobbled together the funds to purchase the Blue Goose in 1992, giving Marymount a foothold to the RosslynBallston corridor about a mile south of Marymount’s main campus.

At the Oct. 26 event, Lola Reinsch was accompanied by her son, Gerald Pierce, and her former husband, Al Pierce,

who served as the architect of Emerson G. Reinsch Library on the university’s main campus. Other Marymount facilities named for Reinsch family members include Lola’s Café and Reinsch Auditorium.

In an interview before the dinner, Marymount president Matthew Shank said the courtyard is the gateway to the entire Ballston Center complex and will be appreciated by students and the community.

“It will be used for many years to come for events, as a place for students to relax and study, and as a walkway for the community,” Shank said. “We’re thrilled that it will be honoring this wonderful family, not only because of Lola’s history as a trustee with Marymount, but also with her father’s history with our university.”

At the Ballston Center, the university occupies six of the nine floors of the 165,000-square-foot academic building on the two-building parcel, whose construction was a partnership between the university and the Shooshan Co. and was built by Clark Construction and Hitt Construction. It includes classrooms, administrative offices, a library, cybersecurity lab, 200-seat auditorium, chapel and both a dining hall and Starbucks.

In the annual all-Vienna showdown – this year a Concorde District clash as well – the host Madison Warhawks led 24-0 at halftime en route to a 31-10 victory over the Oakton Cougars on Oct. 27 in high school football action.

FOOTBALL ROUNDUP It was Madison’s second win in a row over Oakton (2-7, 1-3), which had defeated the Warhawks (7-2, 2-1) multiple times in a row before last year. Madison joined the Concorde District after last season, a league in which Oakton is an original member.

In this year’s win, Madison scored on the game’s very first play on an 80-yard pass on a go pattern from Patrick Berry to John Finney, who was wide open deep beyond the Oakton defense.

A 26-yard David Louden field goal, a 40-yard Berry-to-Pepe Conforti pass, then Conforti’s 44-yard scoring run on a reverse and three Louden extra points gave Madison a 24-0 halftime lead.

With its 54-21 home victory over the Potomac School Panthers on Oct. 28, the Flint Hill Huskies accomplished two big things.

The undefeated high school football (8-0, 3-0) FOOTBALL team took over sole possession of first place and clinched at least a share of the title in the MidAtlantic Athletic Conference and maintained the state’s No. 1 ranking in the Division I private-school poll. Potomac School fell to 5-3, 2-1 and had its fivegame winning streak snapped.

With a home victory over the Maret Frogs on Nov. 4, Flint Hill will clinch

the outright MAC championship, and the top seed and home games throughout the four-team state playoffs.

“We came out and played a very good first half and we were really focused,” Flint Hill coach Tom Verbanic said.

“Our defense played well and it was an all-around good game for us.”

The high-scoring Huskies, who average 46.9 points per game and have a margin of victory of 34 points, amassed 518 total yards against Potomac School, including 302 rushing.

“I really think our offensive line gets better every week,” Verbanic said. “We can hurt you in a variety of ways.”

Flint Hill quarterback Miles Thompson led the way by completing 11 of 15 passes for 216 yards and four touch-

downs, and rushing for 80 yards and a TD. The Huskies’ Mark Lewis (91 yards rushing) ran 73 yards for one touchdown and caught scoring passes of four and 48 yards. Jordan Houston had 108 yards rushing and a scoring run, Jamarian Hawkins and Justice Ellison (six catches, 93 yards) had touchdown catches and Jaylin Hertz (21 yards rushing) ran for a TD. Justin Duenkel kicked four extra points and Matt McClements two.

The Huskies led 34-0 at halftime.

At a couple of those fields, the volume is considerably louder, but not from the spectators. It’s from the constant road noise from nearby busy thoroughfares. Top of the list: Marshall High in Falls Church and Washington-Lee in Arlington.

A few yards beyond the west end zone of the Marshall field is the Capital Beltway, which just happens to be one of the busiest spots on the road.

Whether it’s an afternoon or evening event, that constant grind of the Beltway traffic is endless and easily heard on the field. At times the noise makes it difficult to hear the stadium’s public-address announcers, who learn to adjust their speaking volume.

When traffic is at a near-standstill on the Beltway, which it often is on that spot at those hours, the noise distractions lessen.

Marshall players and regulars at the stadium are accustomed to the racket.

It’s basically white noise to them. To others, it’s an adjustment. Earplugs aren’t needed, like at NASCAR races, but there is some getting used to.

There are three roads that surround the Washington-Lee field – busy Washington Boulevard just feet beyond the south end zone, and the not-as-busy Stafford and Quincy streets to the west and the east, respectively.

The clatter produced from Washington Boulevard traffic isn’t so much that constant grind like from the Beltway, but more from honking horns, sirens, squealing brakes and skidding tires. Sometimes there will be a smartaleck remark shouted out the window of a passing motorist like “fumble” or “throw the ball.”

All of the noises are always there, no matter which field or sports. They have become part of the events at Marshall and Washington-Lee.

By playing as they had in their previous games – attacking on offense and being stingy on defense – the Langley axons FIELD HOCKEY Swere dominant in winning the Liberty District tournament-championship match.

Top seed and undefeated Langley (18-0) blanked the second-seed Washington-Lee Generals, 3-0, in that Oct. 23 girls high school field hockey contest.

Langley took charge early, when Courtney Kuligowski scored just 2:20 into the game to give the host Saxons a 1-0 lead. Langley led 2-0 at halftime on a goal by Carly Britt, then added a third goal in the second half, scored by Madeline McGaughey.

Britt had 24 goals through the district tournament. McGaughey and Kuligowski had nine each.

“This team has been so solid all season, and the players really trust each other,” Langley coach Katie Robinson said. “We set the tone early in this game with that quick goal. That’s what we always want to do – come out and be aggressive, take advantage of our speed and attack early.”

Once Langley gets ahead, its defense has shut down opponents. The Saxons have allowed just six goals this fall.

“Our defense is rock solid, and defense wins championships,” Robinson said.

Langley was 2-0 in the tournament, blanking McLean, 4-0, in the semifinals after a first-round bye.

Mikayla Schoff, Bella Holloman, Hallie Jepsen, Hannah Abele and Alyssa Glusica are other top scorers for Langley. Izzy Hartman and Holloman have multiple assists. Caroline Britt has the

shutouts in goal.

Langley had a strong season a year ago, finishing second in the district and region tournaments to Fairfax and qualifying for the state tournament.

“What we have done proves last season was not a fluke,” Robinson said. n In Northern Region D tournament play, Langley, the Marshall Statesmen (14-5) and Madison Warhawks (11-8) had reached the semifinals with 2-0 records and were to meet when the week began in a match scheduled for earlier this week. The region final was scheduled for Nov. 1.

Marshall had wins over Stonewall Jackson, 9-0, and Chantilly, 1-0, in overtime on a goal by defender Anna Zelenski with 11:02 left in sudden death.

Against Stonewall, Audra Scheinman had three goals, Zelenski two and Avery Burke, Setota Tesfu, Sophia Smith and Elysa Warren one each.

Madison blanked McLean, 2-0, and Patriot, 4-0. Ellie Socher had two goals against Patriot and Zoe Dyer and Olivia Choutka one each.

Strotman in August informed the Council about cracks in the 2-inch finishing layer of the community center’s concrete flooring. Town officials initially planned to have the contractor cover those surfaces with carpeting or vinyl tiles, but later reconsidered and forced the company to redo the damaged sections at no extra cost to the town.

Council members on Oct. 16 extended by $24,500 the town’s contract with Urban Ltd., which employs Orr Partners, to see the project through until the end. Unless a major disagreement crops up, the

company should be able to do so within its current contract, Strotman said.

Council member Douglas Noble expressed concern about the “fairly low” percentage of the contractor’s work that has been accepted.

Council colleague Howard Springsteen, who works in logistics management for Fairfax County and oversaw renovations years ago at the Vienna Volunteer Fire Department, was impatient for the project’s completion.

“I don’t think we should pay them anything until it’s done,” he said. “They’re 200 days behind.”

The Vienna town government’s Town Business Liaison Committee will host its first annual Holiday Window Decorating Contest.

Participating businesses can look at the holiday season in any way they see fit as part of the competition.
