Smaller, Fewer Parking Spaces in Vienna’s Future?

Vienna officials are pondering ways of modernizing the town’s parking rules – including reducing the amount of spaces required and allowing compact parking spots – to accommodate future develop-

ment.

But Vienna Town Council members, who took up the matter at their April 3 meeting, are not ready yet to decide which of the proposed regulations should be approved.

The changes were suggested by town planning staffers and recommended by

the Vienna Planning Commission after some modifications. Much of Vienna’s parking ordinance dates back to 1969 and needs to be clarified and brought into accord with state code and modern building practices and patterns, officials said.

The proposed rules would be listed as a chart, rather than using the current

narrative form, said Planning and Zoning Director Patrick Mulhern.

The town’s current parking code allows for no compact spaces, mandates a general parking-space size of 9-by-20feet and requires one space for every 200 Continued on Page 18

McLean Citizens Assn. Lauds County on Budget Plan Civic Group Continues to Press Government for Pension-Program Reform BRIAN TROMPETER Staff Writer

The McLean Citizens Association (MCA) board of directors on April 5 credited Fairfax County officials with crafting a budget that holds the real-estate tax rate steady yet still funds county priorities.

But there’s still room for improvement.

According to the resolution, the county’s proposed $4.1 billion general-fund budget will increase by a modest $88 million, or 2.2 percent, from this fiscal year’s adopted budget. Of that total, $2.2 billion (53 percent) will go to Fairfax County Public Schools.

MCA’s resolution, echoing two others passed earlier this year, calls on the Board of Supervisors and School Board to rein in escalating pension obligations by reducing pension-plan costs for new and non-vested employees (i.e., those who have not yet worked for the county for at least five years).

This could be done in part by eliminating the Pre-Social Security Supplement that retired county employees receive before full Social Security benefits kick in. MCA’s resolution also recommends cutting back a similar school-system benefit, Educational the Employees’ Supple-

mentary Retirement System of Fairfax County (aka ERFC).

The goal is to bring county retirement benefits in line with the hybrid pension plan offered by the Virginia Retirement System, MCA’s resolution reads.

“We need to find efficiencies and cost savings in the future in order to fund our ongoing needs,” said Dale Stein, who chairs MCA’s Budget and Taxation Committee.

The resolution also urges the county’s School Board to seek salary increases for classroom teachers, which would help the school system attract and retain employees. According to exit interviews with teachers who decamped for better-paying jurisdictions, salary was a key reason for their departure, the resolution reads.

MCA’s resolution also calls on the School Board to avoid class-size increases at McLean-area schools, which already have more pupils per class than in many other parts of the county.

In addition, the resolution asks the School Board to ensure enough teachers are allocated to middle and high schools to allow for science-laboratory classes with no more than 24 students each.

MCA also had some recommendations for the Board of Supervisors. The resolution requests that supervisors pro-

vide extra money for the Diversion First program, which serves as an alternative to incarceration, and other priority county programs that need funding. This could be done by finding further efficiencies, dipping into contingency funds and finding other revenue sources, MCA leaders said.

The MCA board expressed satisfaction that the Board of Supervisors aims to adopt a real-estate tax rate no higher than the current $1.13 per $100 assessed valuation. The average county homeowner nonetheless would pay about $41 more because of higher assessments.

(County taxpayers actually pay a few cents more per $100 valuation because of stormwater-fees, service-district charges and taxes levied to support some community centers.)

The resolution passed with only two dissenting votes.

Stein fought off suggestions to change some of the resolution’s statistics to more recent numbers.

“We are pregnant,” he said. “The resolution is ready. Raising issues about our numbers is counterproductive.”

MCA to Vote in May on Community Foundation’s Bylaw Change: The McLean Citizens Association (MCA) board of directors will vote May 3 on a proposed bylaw change that would increase from nine to 11 the number of trustees for the McLean Community Foundation.

The changes are designed to improve the foundation’s connections with donors and community non-profit groups and boost the organization’s visibility.

Proposed foundation bylaw changes must be submitted to the MCA with least 30 days’ written notice and approved by at least a two-thirds majority of the association’s board.

MCA board member Louise Epstein suggested that because the foundation’s reserves were in the vicinity of $1 million, the association should ask that a certain percentage of the foundation’s trustees have financial-management expertise.

But MCA board president Jeff Barnett disagreed, saying the association’s authority concerning the foundation serves as a check against gross errors, not to get involved with the organization’s policies.

History of White House Easter Egg Roll Explored

McLean Resident Has Organized the Annual Event Over Six Presidents, 36 Years

The White House Easter Egg Roll began informally just after the Civil War and has grown in complexity and popularity since, with many presidential administrations adding their own refinements.

“History is being made in front of my eyes,” said McLean resident Cecilia Glembocki, who since 1981 has been in charge of organizing the events.

Glembocki, executive director of the Virginia Egg Council, went all out during a March 22 presentation to the McLean Newcomers and Neighbors Club in Tysons.

She handed out gift bags with eggthemed items, set out a collection of brightly colored eggs with the White House designs from previous hunts and set up several display boards showing photos and commemorative posters from the events.

Among the items was “The White House Easter Egg Roll,” a book published by the White House Historical Association. Glembocki drew upon the volume’s history and added her own anecdotes.

According to the book, the events began as egg-rolling parties at the White House under post-Civil War presidents Andrew Johnson and Ulysses S. Grant.

Egg rolls also took place on Capitol Hill, but the U.S. Senate passed a bill in 1876 to

stop the practice.

Two years later, President Hayes and his wife offered the White House back yard for egg rolls, and the tradition continued.

Events sometimes have disrupted the hunts. Organizers canceled the White House roll in 1917 because of World War I, forcing it to be held at the National Zoo and U.S. Capitol.

President Harding brought the egg roll back to the White House in 1921, but it got canceled again starting in 1942 because of World War II. President Truman declined to restart it, citing food shortages. It wasn’t until his successor, President Eisenhower, took office in 1953 that the hunt was reinstituted.

Modern First Ladies especially have sought to put their own stamps on the event. First Lady Pat Nixon in 1974 using spoons from the White House kitchen for the egg roll, while the following year, Betty Ford brought in demonstrations of Ukranian egg decorating.

Rosalynn Carter in 1980 had messages put inside 10,000 plastic eggs. The next year, Nancy Reagan introduced the Easter Egg Hunt and had children searching for wooden eggs autographed by celebrities.

“If it wasn’t the president’s [signature], it went back in,” Glembocki noted of the egg-hunters’ preferences.

During Operation Desert Storm in 1991, First Lady Barbara Bush had the

event provide Easter cards to be sent to U.S. troops fighting in the Middle East.

Two years later, First Lady Hillary Clinton brought the egg roll out to the Ellipse and offered activities for adults as well, according to the White House book.

“The Clintons told [organizers] to get beeping eggs for handicapped kids,” Glembocki said. “Mr. Clinton went to every child and shook his hand.”

The Obama administration focused on children’s art at the events, introduced souvenir tickets, extended the hours from 7 a.m. to 7 p.m. and began allowing 5,000 people to visit during each time window.

The new Trump administration has yet to hold its first egg hunt, but is showing its own style, Glembocki said. First Lady Melania Trump has introduced a traditional star cookie from her native Slovenia that’s made with sour cream and uses less sugar than many cookie recipes.

The Egg Roll, which will be held April 17 this year, is immensely popular and annually draws a crowd of about 35,000, who are shepherded by 1,600 volunteers.

“The tickets are done through a National Park Service lottery and all the

tickets have been distributed this year,” Glembocki said, adding that every child and family is vetted for security reasons.

Glembocki, who sometimes dons an egg costume during the events, has gained some celebrity for her efforts. She regaled club members with tales of bringing a crab quiche to radio host Howard Stern, appearing on Oprah Winfrey’s television show and appearing on “The 700 Club” with Pat Robertson.

Club members were delighted with her speech.

“It was one of our better, more interesting talks,” said Kadri Sanchez. “It’s wonderful to hear about the history of the Easter egg hunt. It’s sort of the history of our country.”

Club member CiCi Williamson was surprised by the amount of detail Glembocki provided.

“I had no idea all of this went on,” she said. “I thought they just rolled the eggs. I didn’t know they had posters and aprons. I think it’s interesting that each administration has certain causes it likes to support and it’s reflected in the posters and the themes of the egg roll.”

Higher Sewer Rates Eyed to Fund Updated Facilities BRIAN TROMPETER Staff Writer

Fairfax County officials are moving forward with their investments in wastewater-treatment facilities, but users likely will have to pay more as a result.

The Board of Supervisors on April 4 held a public hearing on a proposed sewer-ordinance amendment that gradually would increase several fees over the next five years. Supervisors will act on the proposal when they mark up and adopt the fiscal year 2018 budget in the coming weeks.

The new sewer fees would take effect July 1, the start of fiscal 2018. A typical residential customer who uses about 18,000 gallons per quarter would pay an annual sewer bill of $597 in fiscal 2018, up $16.80 over the current fiscal year.

The base charge per quarterly bill is now $24.68 for three-quarter-inch meter sizes or smaller, and accounts for 17.2 percent of the Wastewater Management Program’s revenues.

Under the proposed fee schedule, that base charge would increase to $27.62 in fiscal year 2018, $30.38 in fiscal 2019, $33.42 in fiscal 2020, $36.76 in fiscal 2021 and $40.44 in fiscal 2022, by which time it would make up 22.8 percent of the program’s revenues.

Fees for other meter sizes are higher and also would rise annually for the next five years under the proposed plan. However, customers with larger meters likely will not see much higher bills because the rate of increase in the sewer-service charge will be comparatively small, county officials said.

The sewer-service rate now is $6.68 per 1,000 gallons and would rise to $6.75 in fiscal 2018, $7 in fiscal 2019, $7.34 in fiscal 2020, $7.70 in fiscal 2021 and $8.08 in fiscal 2022.

The sewer-availability charge also would increase steadily to help pay for capital improvements at the Noman M. Cole Jr. Pollution Control Plant, as well as other facilities in the region, officials said.

That charge, last changed in fiscal 2011, currently is $7,750 for single-family homes, lodging houses, hotels, inns and tourist cabins and would increase to $8,100 for fiscal years 2018 through 2022.

The amount charged to owners of townhouses, apartments, mobile homes and any other residential dwelling units now is $6,200 and would rise to $6,480 in fiscal years 2018 through 2022.

County officials need to spend $193.6 million on wastewater management during fiscal 2018, said Shahram Mohsenin, director of the county’s Wastewater Planning and Monitoring Division.

Our View: Corey Stewart’s Behavior Hurts the GOP

We admit to never having been much of a fan of Prince William Board of Supervisors Chairman Corey Stewart.

This is the guy, after all, who got himself fired by the Donald Trump presidential campaign for being too much of a distraction with his self-promotional grandstanding. That says something right there.

So, we were not expecting much in the way of class when he opted to seek the Republican nomination for governor. Stewart has failed to gain traction in his run for the GOP nomination, and his campaign has degenerated into a desperate attempt to garner attention. Among the lowlights: n His campaign raffled off an assault rifle as a prize for campaign donors. n He used offensive language to describe opponent Ed Gillespie during an online chat, then tried to weasel out of the controversy by feigning ignorance. n His campaign doctored a newspaper headline to support his point of view in a campaign ad.

He has attempted to position himself as a defender of the Confederate battle flag.

(To that last point, we’ve never been particularly big fans of the assault on the Confederate flag, but the reality is this: That battle is over. And we doubt Stewart’s defense of the flag has much to do with principle.)

At the start of the primary campaign, Stewart had at least a theoretical shot at winning the nomination. Yet he has engaged in cycles of self-immolation: Every time he acts more loutish, he kills off support; every time his support drops, he has to act more boorish in an effort to remain in the public eye.

Stewart is the “dead man walking” of the Republican field. But we suspect he’s not done making his mark on this campaign – something that should strike fear in Republican leaders who hope to regain statewide electoral success in November. The eventual GOP nominee – everyone is anticipating Gillespie – may end up spending precious time having to clean up the mess Stewart has created. n

Single-Payer Is Exactly the Wrong Way to Go Editor: Many seem to think that having a health-insurance policy equals having access to health care. So having “coverage” is their goal, and forcing working people to pay for “coverage” for nonworking people through taxes is somehow seen to be virtuous.

Sadly, this is terribly misguided.

Ask anyone who has tried lately to have their medical care or drugs paid for by their insurance company. Disappointment seems to be the rule, not the exception.

The doctor doesn’t accept the insurance, the service isn’t “covered,” you’re too old to qualify for that procedure, no you can’t have it done here, you have to go there, you can only see the nurse, not the doctor, no you can’t have the drug your personal doctor prescribed, you can only have the cheaper generic which may not be as good for you and only after your doctor begs us to pay for it (aka “pre-authorization”), you have to pay the first $5,000 deductible yourself, etc.

This nightmare scenario is the direct result of giving a third party our health-care dollars at the beginning of the year and then expecting them to pay for the care that we need when we need it. That’s stupid.

If paying for stuff in advance were a good plan, why don’t we give all our grocery money for each year to Giant Food on Jan. 1, and then let Giant give us the food we need throughout the year? Do you think you will get the freshest raspberries and kale that way? I don’t think

so.

The first thing Giant will do is skim about a third of your money off the top to pay for their administrative costs (like insurance companies do) and then try to keep as much of what is left as they can. Rationing, shortages and reduced quality always result from this approach. (No offense to Giant; I’m just using them as an example.)

And government single-payer proposals, like Medicare-for-all, always use lots of rationing to control their costs, even worse than what we have now with the insurance companies. So Bernie fans, you need to be careful what you wish for. There is nothing “virtuous” about single-payer health care, unless you like big government to control your life and don’t mind lower quality and availability of care.

The solution to this nightmare is obvious. We need to keep our money for routine health care in our pockets, so we can buy the care we want, when we want it and how we want it. Insurance should only exist to pay for the occasional extraordinary costs like hospitalizations. This system works quite well with car insurance.

The beauty of this approach is that the artificially inflated prices that exist today in health care immediately plummet, and doctors, hospitals and drug companies begin to publish their prices and compete for your business, just like grocery stores do. So prices drop a lot. Routine health care becomes affordable, like food. If you take

care of yourself, you, not your insurance company, get to keep what is not spent. And best yet, that 30-percent administrative cost disappears, so all of your health-care dollars are now usable for health care.

For the truly indigent, let the states give them an inexpensive catastrophic policy and provide clinics or give them vouchers that they can use for their routine costs – and let them keep what they don’t need to spend, which incentivizes healthy lifestyle behaviors.

Who loses with this approach? The big-government people who want more than anything to control your life (and death), and the insurance and drug companies that want to take and keep as much of your money as they can. Further, since patients are now controlling their own health-care expenditures, Medicare fraud almost disappears, and price-fixing by drug companies becomes more difficult.

So if we want to reduce costs, optimize quality and insure availability, we need to support a 230-million-payer system, not a single-payer one.

Advocates for Spending, Restraint Spar at Hearing BRIAN TROMPETER Staff Writer

Budget season 2017 is shaping up like that of previous years in Fairfax County, with school advocates coming out in force for more funding.

The Board of Supervisors fielded many pleas from education backers during budget public hearings April 4, 5 and 6, but also heard from residents seeking fiscal restraint.

The first speaker at the initial April 4 hearing was School Board Chairman Sandy Evans (Mason District), who played a video showcasing Fairfax County Public Schools and asked supervisors to back a 5.9-percent school-transfer increase to support the school system’s 28,000 employees and 188,000 students.

“This amount is needed to meet our significant, uncontrollable costs and to continue our investment for bringing teacher salaries toward the region’s market average, which is our board’s top priority,” Evans said.

County Executive Edward Long Jr. in February presented his proposed fiscal year 2018 budget, which called for a 2.7percent school-transfer increase, or $51.7 million more.

County agencies will have less potential money to battle over because the Board of Supervisors earlier this year agreed to advertise a real-estate tax rate of $1.13 per $100 assessed valuation, the same rate the county currently charges.

Supervisors may adopt a lower tax rate, but not one higher than the advertised amount.

Board of Supervisors Chairman Sharon Bulova (D) sympathized with Evans regarding the defeat of last fall’s mealstax referendum, 70 percent of the revenues from which would have benefited the school system.

“Education is our No. 1 priority,” Bulova said. “We’ll do the best we can with what we have, and it’s more important than ever that we work in close partnership” with the School Board.

Armando Peri, president of the Fairfax Association of Elementary School Principals, said county schools had experienced record teacher shortages in the last two years. The school system started off this school year with more than 170 unfilled teacher positions and many of those still are vacant, Peri said. This has resulted in more than 9,000 requests for substitute teachers, he said, attributing the shortage of educators to the county’s high cost of living and below-market teacher salaries.

Supervisors should support lower class sizes, increased teacher pay and innovative student programs, said Kimberly Adams, president of the Fairfax County Council of PTAs. “The future of Fairfax County’s global competitiveness and vibrancy depends on our world-class education system and our

students’ being prepared for success beyond high school,” Adams said.

Not everyone who spoke was eager to see higher county spending. James Parmelee, who long has been active in Republican politics, held up a campaign sign that was used by meals-tax opponents last fall.

“The voters of Fairfax County have spoken,” said Parmelee, who also alluded to a similar proposal’s defeat in 1992. “It took a long time for you guys to put this up a second time. Hopefully, you’ll never put it up again.”

Joe Connor, who did not state where in the county he lives, recalled being vexed by a statement two years ago by former FCPS Superintendent Karen Garza that school officials had nothing else to cut except services to the students.

“I found that statement unbelievable,” Connor said. “I thought, ‘Really?

Nowhere else to cut? You wouldn’t even consider re-evaluating the lavish pensionbenefit packages the teachers and other county employees receive, the Cadillac health care, supplemental Social Security payments, etc.?’”

“We’re literally assuring that county employees are multi-millionaires at retirement,” Connor said.

Schools and taxes were not the only topics on speakers’ minds. Catherine Lang, who chairs the Fairfax County Economic Development Authority Commission, testified that the agency had worked to bring nearly 7,500 jobs to the county in 2016.

The county’s unemployment rate is just 3 percents, which is below what economists consider “full employment,” Lang said.

Some who spoke at the April 4 hearing expressed gratitude for the county’s spending priorities.

Monica Jackson, chairman of the Child-Care Advisory Council, thanked county officials for not cutting early childhood program funding.

“The safety net provided by our system helps to promote the safety and well-being of our children and families,” Jackson said.

Sondra Hemenway, vice chairman of the Fairfax County Commission for Women, thanked supervisors for supporting funding for sexual- and domestic-violence services and Healthy Families Fairfax, as well as the addition of the human-trafficking policy-and-prevention specialist in the fiscal year 2018 budget.

“Prevention efforts are cost-effective and they make the county a better place to live,” Hemenway said. “Fairfax County thrives when all its residents can participate in the economic and social mainstream.”

Supervisors will mark up the budget April 25 and are expected to adopt it May 2. The budget will take effect July 1 at the start of fiscal year 2018.

Keeping Social Helps People Stay Sharp During Aging Process ccording to a new AARP survey of more than 2,500 Americans over age 40, those with larger social networks rate their brain health higher, and those same survey respondents averaged 19 family members and friends in their social networks.

Women tend to have larger networks than men, and survey respondents ages 60+ tend to have more friends than other groups over 40.

The survey also suggested that those who are satisfied with their social engagement and relationships (over 80 percent) are likely to learn new things

Supervisors OK Tweak of ‘Workforce Housing’ Rules

Condo Developers to Benefit from Change; Guidelines for Apartments Stay BRIAN TROMPETER Staff Writer

Fairfax County supervisors on April 4 approved new rules that reduce the percentage of workforce-dwelling units required at for-sale high-rise-condominium developments in the Tysons Urban Center.

Supervisors decreased from 20 to 14 percent the amount of workforce-housing units that must be provided on-site at such developments in Tysons and cut from 20 to 16 percent that number of required units if they are made available off-site elsewhere in the urban center. The 20-percent standard remains in effect for high-rise rental dwellings, however.

In addition, the approved changes reduce from five to three the number of income categories pertaining to for-sale units. Of the required 14 percent of workforce-dwelling units, one-third (4.67 percent) would be available to people making up to 70 percent of area median income.

Another third each would be for those making from 71 to 80 percent and 81 to 100 percent of the median income.

Developers instead providing the units

off-site in Tysons would have to fulfill the 16-percent mandate with 5.33 percent of dwellings in each of those income categories.

County officials will continue to discourage developers from making payments in lieu of providing workforce units, but clarify the appropriate cost if such payments must occur.

Supervisors acted following their approval last April of The Arbor, the first application for new high-rise condos in Tysons. The developer, Cityline Partners LLC, cited difficulties in meeting the 20percent affordable-housing threshold and received from the supervisors a reduced requirement that at least 13 percent of the project would consist of such units.

According to a media statement from the county, high-rise condo projects face greater financing and economic hurdles than ones for rental projects. Condominium developments tend to be much smaller than rental ones, which makes it harder to take advantage of bonus densities for providing affordable units, officials said.

All new residential projects with rental units in Tysons have made commitments to meet the 20-percent requirement for

affordable housing and county officials estimate 4,200 such units eventually will be built in the urban center.

The new rules constitute a significant county policy change for Tysons, said Supervisor Catherine Hudgins (D-Hunter Mill).

“This is much more reasonable and addresses the affordability issue that we’re actually looking to serve,” Hudgins said.

The changes will facilitate more Tysons condominium construction, added Board of Supervisors Chairman Sharon Bulova (D).

“I know that there is a demand for ownership in Tysons and this gives us the ability do that while making sure we’re got some units that are in the affordable range,” Bulova said.

The board voted 9-0 in favor of the rule changes. Supervisor Patrick Herrity (R-Springfield) said he agreed with the policy amendments, but would abstain from voting because of his long-standing opposition to rent-controlled units, especially those for people making up to 100 percent of area median income.

Supervisor Linda Smyth (D-Providence), whose district covers much of Tysons, disagreed.

“This helps give an opportunity for the teachers, our public-safety employees and people who do not want to commute in from West Virginia to actually improve the schools, the public safety and the transportation,” she said.

MEETING TO FOCUS ON BANK PROPOSAL IN GREAT FALLS: The Great

Falls Citizens Association will host a town-hall meeting on Tuesday, April 18 to discuss Sun Trust Bank’s plan to build a 32-foot-high bank building at the corner of Walker Road and Columbine Street.

Arizona County Takes Crown as Fastest-Growing Maricopa County, Ariz., has supplanted Harris County, Texas, as the county with the nation’s highest annual population growth, according to new U.S. Census Bureau population estimates.

Harris County was the largest numeric gainer for eight years in a row, but Maricopa County gained 81,360 people between July 1, 2015 and July 1, 2016 – or about 222 people per day – while Harris County fell to second with a gain of 56,587 people, or about 155 people per day on average.

Maricopa County, home to Phoenix, primarily grew through the addition of 43,189 residents from net domestic migration, a measure of how many people move to or from an area versus other parts of the United States.

The county also added 25,428 people from natural increase (more births than deaths) and 10,188 people from net international migration.

“In the early 2000s, Maricopa County was in the top one or two counties by numeric growth. From 2009-2011, Maricopa County saw much lower net migration than in the years before or after, which caused the county to drop out of the top population-gaining counties,” said Peter Borsella, a demographer in the Census Bureau’s population division.

Harris County, home to Houston, saw changes in net domestic migration, going from a net gain of more than 17,000 to a net loss of more than 16,000. Despite this, Harris County had the second largest gain in population due to high natural increase (46,412) and net international migration (27,922).

In terms of overall population, Harris County remained the third-largest county with 4.6 million people, and Maricopa County remained the fourth-

largest county with 4.2 million people.

Los Angeles County (Calif.) and Cook County (Ill.) remained the largest and second-largest counties.

The statistics released by the Census Bureau provide population estimates and components of change for the nation’s 382 metropolitan statisti-

cal areas, 551 micropolitan statistical areas, and 3,142 counties, as well as Puerto Rico’s metropolitan statistical areas.

Growing consumer interest and demand for greener, more sustainable properties is driving a dialogue between Realtors and homebuyers and sellers.

Over half of Realtors find that consumers have interest in real estate sustainability issues and practices, according to a new National Association of Realtors report.

The report, stemming from NAR’s new Sustainability Program, surveyed Realtors about sustainability issues facing consumers in the real estate market and ways Realtors are setting their own goals to reduce energy usage.

“As consumers’ interest in sustainability grows, Realtors understand the necessity of promoting sustainability in their real estate practice, such as marketing energy efficiency in property listings to homebuyers,” said NAR president William Brown, a Realtor from Alamo, Calif., and founder of In-

vestment Properties. “The goal of the NAR Sustainability Program is to provide leadership and strategies on topics of sustainability to benefit members, consumers and communities.”

To meet growing consumer interest, more Multiple Listing Services are incorporating data entry fields to identify a property’s green features; 43 percent of respondents report their MLS has green data fields, and only 19 percent do not.

Realtors see great value in promoting energy efficiency in listings with seven out of 10 feeling strongly about the benefits in promoting those features to clients.

The survey asked respondents about renewable energy and its impact on the real estate market.

A majority of agents and brokers (80 percent) said that solar panels are available in their market; forty-two percent said solar panels increased the perceived property value.

Twenty-four percent of brokers said that tiny homes were available in their market, compared to 61 percent that reported tiny homes were not yet available.

When asked about involvement with clients and green properties, 27 percent of agents and brokers were involved with 1 to 5 properties that had green features in the last 12 months.

Seventy percent of members worked with no properties that had green features, leaving a great deal of room for future growth.

The home features that Realtors said clients consider as very or somewhat important include a home’s efficient use of lighting (50 percent), a smart/connected home (40 percent), green community features such as bike lanes and green spaces (37 percent), landscaping for water conservation (32 percent), and renewable energy systems such as solar and geothermal (23 percent).

When it comes to the sustainable neighborhood features for which clients are looking, 60 percent of Realtors listed parks and outdoor recreation, 37 percent listed access to local food and nine percent listed recycling.

The transportation and commuting features of a community that Realtors® listed as very or somewhat important to their clients included walkability (51 percent), public transportation (31 percent) and bike lanes/paths (39 percent).

NAR initiated the Sustainability Program as a platform for dialogue on sustainability for Realtors, brokers, allied trade associations, and consumers.

The program’s efforts focus on coordination and articulation of NAR’s existing sustainability resources, while also supporting a growing area of interest for consumers, helping members to assist home buyers and sellers.

One of Ellen DeGeneres’s Homes Can Be Yours!

Ellen DeGeneres has been at the top of her profession for years and has won multiples of almost every entertainment award on the planet. Here are their answers: Kelly Tierney, Re/Max Distinctive: “I’d say psychology, because you deal with so many different personalities and so many different circumstances.

You need to know the stress and emotions of your clients. It’s not a business transaction for everyone. It’s an ‘I’m OK, you’re OK’ type of attitude.”

Billy Buck, Buck & Associates: “‘Everything’ is really my answer. There is not a class you could take in college that wouldn’t somehow help you in real estate. Agents need to be well rounded. A business degree covers a lot of the particulars touched on in real estate. A close second would be technology-related. Whether we like it or not, the whole real-estate industry is becoming more and more technology-based, and that can’t be ignored.

So get technology certifications.”

Julia Avent, Re/Max by Invitation: “You should take the following classes: communications, marketing, finance, statistics, psychology, architecture, ethics and business management. Many colleges and universities offer majors and minors in real estate.

The best education in this industry is boots on the ground, with supervision. A great mentor is a key, but you also have to be willing to work hard.”

Archie Harders, Long & Foster: “Psychology/sociology and business finance. The first to help one make money and the second to help one manage it.”

So they should get a double major in finance and marketing (social media), with minors in interior design, law and psychology. New-Home Sales Show Strength Sales of newly built, singlefamily homes continued to expand, rising 6.1 percent in February to a seasonally adjusted annual rate of 592,000 units, according to newly released data by the U.S. Department of Housing and Urban Development and the U.S. Census Bureau.

“February’s increase in new home sales is consistent with builders’ growing confidence in the housing market,” said Granger MacDonald, chairman of the National Association of Home Builders (NAHB) and a home builder and developer from Kerrville, Texas. “Builders are encouraged by heightened consumer activity and by the expectation that regulatory costs will decline in the year ahead.”

“The uptick in mortgage interest rates is having a minimal effect on new home sales thus far,” said NAHB Chief Economist Robert Dietz. “Ongoing job creation, rising household formations and affordable home prices should keep the market on an upward trajectory in 2017.”

The inventory of new home sales for sale was 266,000 in February.

Expert: Millennials May Fare Well Making Financial Choices Millennials came of age at a time when the job market was weak and their student-loan debt was high.

Such a dreary combination did not bode well for a rosy financial future.

But could it be, when all is said and done, that Millennials will prove to be just as financially savvy as their Baby Boomer parents?

“Many Millennials definitely have traits and experiences that could serve them well when it comes to planning their finances,” said Dennis Notchick, an investment adviser and certified financial planner with Safeguard Investment Advisory Group.

“Just to give you one example, many Millennials are good about creating budgets,” Notchick said. “That’s a good habit to have, because keeping track of your monthly expenses helps you do a better job of planning and saving.”

Millennials have become the largest segment of the adult population, and a Deloitte study reports they are expected to grow their wealth significantly in the next several years, at least in part because they are heading into their prime-earning years. (The oldest Millennials currently are in their mid-30s.)

The fact they grew up in a time of fast-developing technology and are

quick to adapt to the changes also gives them an advantage, Notchick says. In the financial-investing world, new technology now provides for an instant snapshot of an investment or an entire estate on an app on their phone, and that’s a domain they are comfortable working within.

Based on his experience, Notchick says other ways many Millennials may fare well in the world of finance include: • Millennials are proactive when they need advice. Millennials brim with confidence when it comes to money, with 84 percent saying they are confident about their ability to handle their finances, according to a Bank of America/USA Today survey.

But as confident as they are, they realize there are some things they just don’t know or simply can’t learn through a Google search, Notchick says.

• Millennials also are willing to listen to their Boomer parents when it comes to financial advice. One study showed that 65 percent of Millennials believe their parents provided a good example of how to have a successful financial future. 2016 Home Purchases: Millennials Post Decline, Gen X Rises An improving economy, multiple years of strong job growth and the notable increase in home values in most markets fueled a greater share of purchases from Generation X households over the past year.

This is according to the National Association of Realtors 2017 Home Buyer and Seller Generational Trends study, which evaluates the generational differences of recent buyers and sellers.

The survey additionally found that a growing number of Millennials and younger Boomer buyers have children living at home; student debt is common among Gen X and boomer households; more Millennials are buying outside the city; and younger generations are more likely to use a real estate agent.

Much of the spotlight in recent years has focused on the several challenges Millennials are enduring on their journey to homeownership. According to Lawrence Yun, NAR’s chief economist, lost in this discussion are the numerous Generation X households who bought their first home, started a family and entered the middle part of their careers only to be rattled by job losses, falling home values and overall economic uncertainty during and after the Great Recession.

This year’s survey reveals that debt and little or no equity in their home slowed many Gen X households from

buying sooner. Recent Gen X buyers delayed buying longer than Millennials because of debt, were the most likely generation to have previously sold a distressed property and were the generation most likely to want to sell earlier but couldn’t because their home was worth less than their mortgage. Furthermore, Gen X buyers indicated they had the most student loan debt ($30,000).

“Gen X sellers’ median tenure in their previous home was 10 years, which puts many of them selling a property they bought right around the time home values were on the precipice of declining,” said Yun. “Fortunately, the much stronger job market and 41 percent cumulative rise in home prices since 2011 have helped a growing number build enough equity to finally sell and trade up to a larger home. More Gen X sellers are expected this year and are definitely needed to ease the inventory shortages in much of the country.”

The uptick in purchases from Gen X buyers this year (28 percent) was the highest since 2014 and up from 26 percent in 2016. Millennials were the largest group of recent buyers for the fourth consecutive year (34 percent), but their overall share was down slightly from a year ago (35 percent). Baby Boomers were 30 percent of buyers, and the Silent Generation

A combined 16 percent of younger and older boomer buyers also had student debt, with a median balance of over $10,000 for each group.

Among the share of buyers who said saving for a down payment was the most difficult task, Millennials were most likely to cite student loans as the debt that delayed saving (55 percent), followed by Gen X (29 percent) and younger boomers (9 percent).

“Repaying student debt also appears to be slowing some current homeowners who went to graduate school and now can no longer afford to sell and trade up because of their loans,” added Yun. More Millennials moving to the suburbs . . . with their kids: Similar to previous years, roughly two-thirds of Millennial buyers are married. One aspect of their household that has changed is the number of children in them.

In this year’s survey, 49 percent of Millennial buyers had at least one child, which is up from 45 percent last year and 43 percent two years ago.

With more kids in tow, the need for more space at an affordable price is increasingly pushing Millennial buyers outside the city. Only 15 percent of Millennial buyers bought in an urban area, which is down from 17 percent last year and 21 percent two years ago.

Younger Boomers increasingly consider adult children when buying: This year’s survey also brought to light how the soaring cost of rent in many areas is likely influencing the decision of middle-aged parents to buy a home with their young adult children in mind.

Younger Boomers were the most likely to purchase a multi-generational home (20 percent; 16 percent in 2016), and the top reason for doing so was that children over 18 years old either moved back home or never left (30 percent; 27 percent in 2016).

“The job market is very healthy for young adults with a college education, but repaying student debt and dealing with ever-increasing rents on an entry-level salary are forcing many to either shack-up with several roommates or move back home,” said Yun. “This growing trend of delayed household formation is one of the main contributors to the nation’s low homeownership rate.”

Student debt is not just a Millennial problem: Debt, particularly from student loans, appears to be a portion of the household budget of buyers in every generation.

While Millennials were the most likely to have student debt (46 percent), their typical balance ($25,000) was lower than Gen X buyers ($30,000).

“The combination of more home flips and a greater share of financing for flip purchases resulted in a 18 percent jump in the estimated dollar volume of financing for home flip purchases, up to $12.2 billion for the flips completed in 2016 – a nine-year high.”

The report also shows that 126,256 entities — including both individuals and institutions — flipped homes in 2016, up less than 1 percent from 2015 to the highest number since 2007, when 143,266 entities flipped properties.

Meanwhile, the share of flipped homes that were purchased by the flipper with financing increased to an eight-year high of 31.5 percent in 2016 while the median age of homes flipped increased to 37 years, a new high going back to 2000, and the median square footage of homes flipped decreased to 1422 — a new record low going back to 2000.

“Investors in search of flipping returns are increasingly willing to move to secondary and tertiary housing markets and neighborhoods with older, smaller properties that are available at a deeper discount,” Blomquist said. “Given that many of these markets are more affordable, we are also

Home flips in 2016 accounted for 5.7 percent of all single-family home and condos sales during the year, up from 5.5 percent in 2015 to a threeyear high but still well below the peak in 2005, when 338,207 single family homes and condos were flipped representing 8.2 percent of all sales.

ATTOM Data Solutions, curator of the nation’s largest fused property database, has released its 2016 Year-End U.S. Home Flipping Report, which shows that 193,009 single family homes and condos were flipped – sold in an arms-length transfer for the second time within a 12-month period.

Homes flipped in 2016 sold for a median price of $189,900, a gross flipping profit of $62,624 above the median purchase price of $127,276 and representing a gross flipping return on investment (ROI) of 49.2 percent.

Both the gross flipping dollar amount and ROI were the highest going back to 2000.

“Home flipping was hot in 2016, fueled by low inventory of homes in sellable or rentable condition along with a flood of capital, both foreign and domestic, searching for the returns and stability available with U.S. real estate,” said Daren Blomquist, senior vice president at ATTOM Data Solutions.

Nashville, Seattle and Utah Cities Among Hottest Markets Nashville tops Zillow’s list of the hottest housing markets for 2017. Seattle, Orlando and Denver also make the top 10 along with three Utah markets.

To determine which markets would heat up over the next 12 months, Zillow looked for places with quickly rising home values, low unemployment rates and strong income growth.

The result is a list that includes (from No. 1 to No. 10): Nashville; Seattle; Provo (Utah); Orlando; Salt Lake City; Portland (Ore.); Knoxville; Ogden (Utah); Denver; and Sacramento.

Provo – one of three Utah markets on the list – has the lowest unemployment rate of the 10 hottest markets at

2.7 percent. Home values in all three Utah markets are expected to appreciate more than 4 percent in 2017.

Nashville has moved beyond its country music roots to become a major health-care employment center, helping drive the metro to the top of Zillow’s list.

California’s capital, Sacramento, is one of the more affordable large metros in the state. Home prices are rising quickly, but are still 58 percent less expensive than the median Bay Area home. Zillow forecasts Sacramento home values will appreciate almost 5 percent over the next year.

Although Nashville is ranked number one, Zillow’s list is largely made up

of Western cities.

Portland reported the strongest home value growth in 2016 among the 100 largest U.S. metros, with home values up almost 15 percent over the past year. Housing experts predict that Portland, Seattle and Denver will continue to outperform the average national home value growth in 2017.

Nationally, Zillow expects home values to appreciate 3 percent over the next year.

“Zillow’s 2017 list highlights that jobs and opportunities are increasingly growing in smaller markets away from the coasts,” said Zillow chief economist Dr. Svenja Gudell. “Mid-size cities like Salt Lake City, Portland, and Nash-

ville are desirable places to live, with good employment opportunities and steady economic growth. The growth and demand for housing will drive up home prices in 2017, and these hot markets are experiencing change as more people discover them.”

Three variables influenced Zillow’s hot market predictions: Zillow’s Home Value Forecast, which forecasts the change in the Zillow Home Value Index over the next 12 months; recent income growth; and current unemployment rates. Those three variables were then scaled for the 100 largest U.S. metros and combined to form a “hotness score,” producing the Top 10 list.

Nationally, housing inventory hit its lowest level on record in the first three months of 2017.

The number of homes on the market dropped for the eighth consecutive quarter, falling 5.1 percent over the past year, according to the Trulia Inventory and Price Watch of the 100 largest U.S. metropolitan areas.

This quarterly look at the supply of starter, trade-up and premium homes on the market nationally found that markets with the biggest gains in home values since 2012 are facing the tight supply of for-sale homes.

“Recovering home values have

proven to be a double-edge sword,” said Ralph McLaughlin, chief economist for Trulia. “While homeowners across the country are thrilled to regain equity in their homes, many have not been in a hurry to trade up. This has added to the inventory gridlock that ties up would-be starter-home inventory from ever coming on to the market.”

Across different housing segments, starter and trade-up home inventory fell 8.7 percent and 7.9 percent yearover-year nationally. Meanwhile, the stock of premium homes remained relatively unchanged since last year,

having fallen just 1.7 percent.

This persistent and disproportional drop in starter and trade-up home inventory continues to make home ownership less affordable – especially for first-time buyers. A typical starterhome buyer would need to dedicate 38.3 percent of monthly income to buy a starter home – a 2.9-point increase from last year.

Trade-up and premium homes are still relatively affordable despite being more expensive.

A strong recovery may be partly to blame for the large drop in inventory some markets have experienced over

the past five years.

Housing markets – including San Francisco, Seattle, Nashville, Tenn. and Colorado Springs, Colo., – which have had greater home value recovery since 2012 have experienced larger decreases in inventory.

“Saving up for a down payment is one of the biggest obstacles to homeownership for first-time buyers,” McLaughlin said. “In markets plagued with tight inventory and decreasing affordability, Millennials who make up most of these first-time buyers may find homeownership increasingly out of reach.”

African-American Leaders Rip National Lending Practices Mortgage-lending disparities coupled with public policies and inactions by governmental institutions are working to impede growth of homeownership in the African-American community.

That was the consensus of expert panel assembled by the National Association of Real Estate Brokers (NAREB) for its Issues Forum, held during the Congressional Black Caucus Foundation’s 46th annual legislative caucus, held recently.

As indicated in NAREB’s 2016 report the State of Housing in Black America, the 2016 home-ownership rate for

black Americans was 41.7 percent, lower than the national home-ownership rate during the Great Depression years of the 1930s. By contrast, the 2016 home-ownership rate for nonHispanic Whites was 71.5 percent.

“The continued institutional denial of equal access to mortgage credit is the single-most detrimental factor obstructing wealth building among nlack Americans.

NAREB is issuing a clarion call to lawmakers, regulators, government agencies and lenders that a change must and will come,” said Ron Cooper, president of NAREB, an organization

formed in 1947 to ensure equal and fair access by blacks to own homes and opportunity for black real estate professionals.

U.S. Rep. Gregory Meeks (D-N.Y.) said that home ownership is the most important investment in the Black community and further stated that the data contained in NAREB’s report revealed that mortgage originations among black borrowers continue to decline well after the financial crisis had moved to the history books.

“While I agree that we do not want to return to the excesses and abuses of the past, we must still find a way

toward responsible lending for creditworthy borrowers, including those borrowers of modest means,” Meeks said. “Policies must be set in place to ensure affordability and increase access to mortgage credit, and there’s an essential role the government must and should play in that process.”

NAREB’s panelists echoed the mantra that blacks can be victimized by a separate and unequal financial system that does not adequately evaluate or reflect a borrower’s real ability to pay.

Current credit models are outdated and do not look discrimination in the face, they said.

Multiple years of uninterrupted job gains and hope that the best is yet to come in 2017 are igniting consumer confidence across the country, and especially in rural and middle America, according to new consumer survey findings from the National Association of Realtors.

The survey additionally found a growing disparity among renters who think it’s a good time to buy and homeowners who think it’s a good time to sell.

In the first three months of 2017, the share of households believing the economy is improving soared to its highest share in the survey’s fivequarter history (62 percent), and is up from 54 percent last quarter and 48 percent in March 2016.

In an extraordinary reversal from previous quarters, NAR’s chief economist, Lawrence Yun, says the surge in positive sentiment about the economy is primarily from respondents living in the Midwest (67 percent; 51 percent last quarter) and rural areas (63 percent; 43 percent last quarter).

Last March, only 49 percent of Midwesterners and 35 percent of those living in rural areas thought the economy was improving.

“Confidence levels generally rise after a presidential election as the nation hopes for the best. Even though it is a highly polarized country, consumers for the most part have upbeat feelings about the economy right now,” Yun said. “Stronger business and consumer morale typically lead to even more hiring and spending, which in turn encourages more households to make big decisions like buying a home.”

Higher confidence in the economy is also translating to better feelings about households’ financial situation.

The survey’s monthly Personal Financial Outlook Index 2 showing respondents’ confidence that their financial situation will be better in six months, jumped to its highest reading in the survey, climbing to 62.6 in March from 59.8 in December 2016. A year ago, the index was 58.1.

Affordability and inventory chal-

lenges dimming renter optimism: On the cusp of the busy spring season, most households believe now is a good time to buy a home. However, confidence continues to trickle backwards among renters.

Fifty-six percent of renters said now is a good time to buy, which is down both from last quarter (57 percent) and a year ago (62 percent). Eighty percent of homeowners (78 percent in December 2016; 82 percent in March 2016) think now is a good time to make a home purchase. Younger households, renters and those living in the costlier West region – where prices continue to spike – are the least optimistic.

“Inventory conditions are even worse than a year ago, and home prices and mortgage rates are on an uphill climb,” added Yun. “These factors are giving many renter households a pause about it being a good time to buy, even as their job prospects improve and wages grow. Unless there’s a significant boost in supply levels this spring, these constraints will unfortunately slow or delay some prospective buyers’ pursuit of purchasing a home.”

Led by the West, more homeowners view selling favorably right now: One promising trend that could alleviate supply shortages is the notable bump in the share of respondents this quarter who believe now is a good

time to sell a home.

Sixty-nine percent of homeowners think now is a good time to sell, which is up from last quarter (62 percent) and a year ago (56 percent).

Continuing the trend over the past year, those in the West continue to be the most likely to think now is a good time to sell (77 percent), while also being the least likely to think it’s a good time to buy (61 percent).

NAR President William E. Brown, a Realtor from Alamo, Calif., says homeowners looking to trade up or move down this spring could find themselves in a tricky spot without careful planning and a reliable expert on their side.

It’s the Time of the Season to Remodel Outdoor Spaces With uncertainties in the housing market causing many homeowners to “hunker down” and stay put for a while, targeted improvements are becoming a popular way to add value to a home.

An outdoor remodel is one improvement that nearly always offers a great return on investment.

Despite news of a potential economic downturn, many builders are reporting an uptick in building comfortable outdoor living areas such as decks, porches, patios and pool areas, with amenities including gas-powered heat lamps, outdoor showers, and even full-service kitchens.

Deckorators, a company that designs and manufactures decorative balusters, post caps, post covers and railing accessories, has seen its sales increase every month for the past several years.

“Consumers are investing in their homes by adding decorative elements to their existing outdoor areas and creating expansions to decks and patios,” says Rick Preble, general manager of Deckorators.

“Homeowners are taking more pride in their homes and investing in high quality products outdoors. That’s a smart move for increasing the value of your home,” Preble says.

Leigh Brown, a Charlotte, N.C., realtor with Re/Max Signature Properties, says one of the most popular features home-buyers are looking for today is outdoor living space.

“Everyone wants to spend time outside, and communities are being built around greenbelts, golf courses and parks. This generation of firsttime home-buyers is tilting toward a more environmentally conscious lifestyle, and it’s fitting that those same people want a home that has a nice flow between the inside and the out,” says Brown.

“Today a deck incorporates seating areas, cooking areas and often rec-

reation areas. Hot tubs and spas are popular features, and families spend lots of time enjoying decks and patios,” Preble says.

Also aiding growth is an emphasis on creative design by deck builders and exterior design contractors.

The wealth of new products on the market lets homeowners differentiate their properties from those of neighbors and friends.

It’s a personalization once reserved only for interior spaces.

“Today’s deck is much more than a place to park your grill,” Brown added.

“It’s the hub of the family’s social life.”

Among 117 metropolitan statistical areas with at least 250 home flips in 2016, there were 11 with an average gross flipping profit of $100,000 or more in 2016.

“Our strong wage growth is still supporting rising home prices,” said Matthew Gardner, chief economist at Windermere Real Estate, covering the Seattle market. “I believe flipping serves as a negative for any housing market because it further erodes housing affordability, but if there’s a demand for it in the market, it’s a trend we will continue to see.”

In the Los Angeles metro area, which accounted for six of the 39 zip codes with a home flipping rate of at least 20 percent in 2016, the best opportunity for flipping is in lower-priced neighborhoods with properties that need significant repairs, according to Brett Chotkevys, co-founder of Helpful Home Solution, which flips proper-

ties in Los Angeles and other parts of Southern California.

“We do pretty much a full gut on the houses we buy. Most of those we buy are pretty nasty. They’re falling down, there are druggies living there,” said Chotkevys, noting that a typical rehab for his Los Angeles flips will run $40,000 to $50,000, and it’s not “inconceivable” for him to spend six figures on a Los Angeles fix-and-flip.

McLean’s Symphonic Band performance won the Festival Sweepstakes Award as grand champions, earned first place in Class 3A and a Superior rating, were named Instrumental Sweepstakes Champions and received the Festival of Gold Award, Adjudicator’s Award and Outstanding Band Ensemble Award.

Astrophysicist Dr. France A. Córdova, director of the National Science Foundation, will serve as main speaker and receive an honorary doctor of humane letters degree at the May 21 undergraduate-commencement ceremony of Marymount University, to be held at D.A.R. Constitution Hall.

Córdova is president emerita of Purdue University and chancellor emerita of the University of California-Riverside, where she was a professor of physics and astronomy.

Previously, Córdova served as NASA’s chief scientist.

Dr. Réka Szemerkényi, the Hungarian ambassador to the U.S., will be the commencement speaker for Marymount’s graduate-degree recipients, to be held May 20.

Scoring the goals for Marshall were Sita Nair when she deflected in a shot initially taken by Paige Emory, then Rachel McFaul off an assist from Margaret Lister.

Both teams entered the 2017 season with high expectations coming off winning campaigns last spring and returning a number of key players. Marshall was 10-5-2 last year and earned a region tournament berth. Madison was 13-2-2 and played in the region tournament as well.

So far this spring, Marshall’s other wins have been over South Lakes, Potomac Falls, Edison and Jefferson. Ties have been with McLean and South County.

The Langley Saxons (5-5, 4-3) were involved in a couple of close high school baseball games in recent days, nipping the Yorktown Patriots, 5-4, losing to the Episcopal Maroon, 12-11, in a seesaw contest, then topping Gonzaga, 5-1, on April 8.

In the loss to Episcopal, Langley had 13 hits – three by John Eames (two doubles, three RBI) and two each by Nick Gasparis (three RBI), Timmy Conforti and Danny Hosley (two doubles, two steals). Michael Sevila, Cooper Davis, Chris Obolensky each had a hit and an RBI. 16

Bob Slade, a parent of McLean High School athlete and a supporter of the school‚ is no longer there. Slade died this past December from cancer at age 64, and his presence at those events and venues is missed.

Slade’s son, Jack, is a senior on McLean’s baseball team this spring and the ace of the pitching staff. He played football for McLean during the fall. The younger Slade said his father is still “here in spirit” watching anytime he takes the baseball field for the Highlanders.

Bob Slade, a Washington-Lee High School graduate where he was a multisport standout, had other children play sports at McLean, and he was very proud of each and there watching. His daughter, Nikki, played basketball and softball.

Slade also was known locally because, for some 30 years, he was in the local restaurant business. He started Quincy’s in Arlington and Slade’s in the Tysons area.

Since he participated in high school athletics, Slade understood the action better than many, and he was a student of the game, offering very intelligent insight.

He’d sometimes call or e-mail the Sun Gazette sports department to promote one of his children’s teams or individual performances, or simply pass along information. His contact and opinions were always welcomed.

Yes, Slade’s opinions were sometimes strong, which always made for fun, good conversations.

When he attended games, Slade most always stood somewhere near the bleachers, but rarely did so alone. He often attracted a crowd, because others enjoyed his passion for the game and listened to his evaluations of the action, no matter the sport.

Bob Slade’s presence made local athletic events a better time.

He is missed.

Town officials have proposed reducing the general size of parking spaces to 9-by-18-feet, which still would be equal to or larger than others in surrounding jurisdictions, with the exceptions of the city of Alexandria (9-by-18.5-feet) and Prince George’s County (9.5-by-19-feet).

Town planners also suggested three parking scenarios. Option 1 would allow 8-by-16-foot parking spaces for compact vehicles, which could constitute up to 25 percent of available spaces where vehicles park at 90-degree angles to the travel lanes. The spaces would have to be clearly marked and located near the primary entrance.

Option 1 also would change the commercial parking requirement to one space for every 225 feet of development.

Option 3 also would have the onespace-per-250-square-feet standard in commercial areas and trim the general parking space size to 8.5-by-18 feet.

A chart accompanying those figures showed the widths (excluding mirrors) of popular vehicles in the United States, which ranged from 5.8 feet (e.g., a Honda Civic) to 6.7 feet (e.g., a Ford F-Series pickup truck). The average was 6.1 feet.

Vehicle lengths ranged from 14.8 feet (Ford Escape) to 17.4 feet (Ford F-Series and Dodge Ram pickups), with the average being 15.8 feet.

Of the 20 top-selling vehicles in 2015, 15 fit into compact spaces, town officials said. Planning staffers thought compact spaces were a good idea, but should not be required, Mulhern said.

But the proposed size for spaces was not big enough for George Creed, who serves on the town’s Board of Zoning Appeals.

“I had a little heartburn as I went through some of the numbers,” Creed said. “I get 18 inches on either side to open my doors.”

The new parking rules also would require townhouse complexes to provide two spaces per unit, plus one visitor space for every five units (an overall rate of 2.2 spaces per unit), Mulhern said.

In addition, town officials have proposed landscaping requirements for surface parking lots with at least 12 spaces in a row.

Vienna resident Matthew Di Fiore worried about the proposal to change the commercial-parking formula from one parking space for every 200 square feet of development to one for every 250 square feet, saying it would reduce the parking requirement by 20 percent, he said.

Vienna has a parking crisis and town officials should move carefully, said Pastor C. Craig Burns of Vienna Assembly of God Church.

“Let’s make sure that in the name of progress, we don’t take away any parking in the town of Vienna,” said Burns, who also asked town officials to consider options for parking on gravel, stone and other permeable surfaces.

On a lighter note, Burns said 1969, the year the town’s ordinance last received a

major overhaul, had been a good year, with Creedence Clearwater Revival putting out three hit classic-rock albums.

(They were “Bayou Country,” “Green River” and “Willy and the Poor Boys.”)

Billy Weber, whose eponymous tire and auto-repair business is located on Mill Street, N.E., agreed with Burns’ views on parking and questioned some of the proposals for required landscaping in some parking areas.

“We shouldn’t do anything that cuts down on parking in Vienna,” Weber said.

“Putting in trees to take away parking doesn’t make sense.”

Council member Pasha Majdi worried the parking changes might discourage people from revitalizing their properties.

Mulhern responded that existing uses would be grandfathered under the proposed parking regulations, but if landowners made major changes to their sites, they would have to comply with the new rules.

The Council did not vote on the parking proposals that evening, and will continue the public hearing April 24.

Public-Safety Notes COUNTY POLICE SEEK MEN AFTER ROBBERY AT VIENNA-AREA BUS STOP:

A female victim was standing at a bus stop near Barrick and Nutley streets in the Vienna area on April 5 at 6:39 p.m. when two men grabbed her purse and displayed a knife, Fairfax County police said.

One of the suspects cut the purse and took cash. Both suspects fled on foot, police said. The victim was not injured.

The suspects were described as black and between 30 to 40 years old.

The first suspect was over 6 feet tall, thin and had facial hair and a scratch/ burn on his face. He was wearing a blue jacket, denim jeans and sandals.

The second suspect was described as tall, thin and wearing a gray jacket, cargo shorts and sandals.

RESTAURANT MANAGER ARRESTED ON EMBEZZLEMENT CHARGE: An

owner of Amphora Restaurant, 377 Maple Ave., W., told Vienna police that between Dec. 1 last year and April 2, 2016, one of the managers had been embezzling money from the business.

Vienna police arrested the suspect, a 35-year-old Vienna man, and transported him to the Fairfax County Adult Deten-

tion Center, where authorities charged him with embezzlement and held him on $4,500 bond.

ARSON CHARGE STEMS FROM INCIDENT AT VIENNA TYSONS BUSINESS:

A manager at Merchant’s Tire & Auto Centers, 141 Maple Avenue, W., told Vienna police on March 22 that one of the shop employees a few days earlier had set a fire that caused significant damage to the business.

An investigator from the Fairfax County Fire Marshal’s Office responded to follow up on the case and obtained a warrant for the employee, police said.

Vienna police served the warrant when the employee arrived for work. Police arrested the 19-year-old Alexandria man and transported him to the Fairfax County Adult Detention Center, where authorities charged him with felony burning of a building.

23-YEAR-OLD ARRESTED ON OUTSTANDING WARRANT: A Vienna police

officer was on patrol April 6 at 11:15 p.m. when he located a man at 7-Eleven, 537 Maple Ave., W., who was wanted by Fairfax County police on an outstanding warrant. Police arrested the 23-year-old Vienna man on the warrant charge of failure to comply with probation.
