Local Tourism Chief Presses Case for Conference Center BRIAN TROMPETER Staff Writer

Fairfax County taxpayers grousing about rising real estate tax bills can take this for solace: Each pays about $1,147 less per year for services because tourists visit the county’s scenic and historical attractions and spend money at local stores and restaurants.

Barry Biggar, president and CEO of the Fairfax County Convention & Visitors Corp. (aka Visit Fairfax) offered this and other tidbits July 14 during a Greater McLean Chamber of Commerce breakfast at J. Gilbert’s Wood-Fired Steaks and Seafood.

Travel and tourism added $930 billion to the U.S. economy in 2014 – more than the automobile and energy industries combined – and produced a trade surplus of $48 billion, Biggar said.

Closer to home, tourism generates $23 billion per year for Virginia’s economy and about $331,000 per hour (roughly $8 million per day) for Fairfax County’s, he said.

Arlington is Virginia’s best-performing tourist destination, raking in about $2.9 billion per year, but Fairfax County would top out at $3 billion if its tally included receipts from the cities of Fairfax and Falls Church, Biggar said. (Falls Church also abuts Arlington, but never mind.)

“It is our goal to beat out Arlington and we’re going to continue giving it all

we’ve got,” he said.

One must-have item for Fairfax County in the future: a conference center.

“Some of the most important county functions have to leave the county because we don’t have anything that’s big enough” to accommodate them, Biggar said. “We have to stop that bleed.”

Metrorail’s Silver Line, which now ends at Reston and in coming years will have its western terminus in Loudoun County, has brought considerable business to Tysons, Biggar said. Packed with luxury retailers, Tysons was dubbed the “Rodeo Drive of the East Coast” by National Geographic magazine, he said.

Tysons hoteliers, with whom he is in weekly contact, say their weekend bookings never have been stronger.

“That’s leisure. That’s Metro,” he said.

“You get the D.C. experience for on average 30 percent less.”

Biggar noted the Ritz-Carlton in Tysons charges $399 per night for a high-end room, while a basic room at the company’s District of Columbia hotel costs about $749, Biggar said.

The United States did not market its tourism industry until five years ago with passage of the Travel Promotion Act. The country now spends about $200 million toward those ends, but that is equal only to what far-less-populous Australia spends and far short of the $270 million Las Vegas spends to lure visitors, Bigger said.

Despite evident pride in Fairfax County’s attractions, Visit Fairfax officials take a regional view and embrace the value of surrounding jurisdictions’ offerings, such as craft breweries in Loudoun County and Manassas Battlefield Park in Prince William County, he said.

The region last summer got a big boost when 10,000 athletes from around the globe came to compete in the World Police & Fire Games. The games, many competitions of which were held at Fairfax County venues, boosted the area’s economy by about $84 million, Biggar said.

Many people do not realize that plenty of attractions associated with Washington, D.C. – such as Arlington National Cemetery, Great Falls Park and Mount Vernon – are located in Northern Virginia, he said.

Biggar mentioned those facts last year to a cab driver in China, who especially wanted to tour a site in McLean: Central Intelligence Agency headquarters. Biggar informed the driver that was out of the question.

Biggar would not take a public position for or against a proposed 4-percent tax on prepared foods, which Fairfax County supervisors decided to put before voters in a Nov. 8 referendum. Many nearby jurisdictions levy meals taxes and about 30 percent of revenues from such a tax in Fairfax County would be derived from visitors, he noted.

McLean Novelist Tackles Work of Election Officers BRIAN TROMPETER Staff Writer

Can a writer pen a novel centered around just one day in the lives of election officers, those unsung, communityminded people who keep voting on the straight-and-narrow?

McLean author Bill Lewers, a 22-year Fairfax County election officer, makes the concept work in his first novel, “The Gatekeepers of Democracy.” Beyond helping voters, bonding with co-workers and reconnecting with neighbors, election officers continue the United States’ tradition of peaceful transfer of power, Lewers said.

“At the end of the day, you feel really good,” he said. “You turn on the TV for the results and say, ‘I helped make that happen.’”

The book is set in Lewers’ real-life stomping grounds, McLean’s Chesterbrook precinct, during a special election that will determine control of Virginia’s Senate.

Republican and longtime election officer Carl has been bumped from chief to assistant chief following the election of a Democratic governor. The new chief, Cindy, is an accomplished corporate worker in her 30s, but has much to learn about running elections.

While not exactly adhering to Virginia’s election laws, Lewers describes chief election officers’ myriad responsibilities and the procedures for setting up and taking down polling stations, assisting voters, counting ballots and reporting results.

Cindy and Carl start out hating each other – she for his know-it-all attitude, he for her inattention to detail – but gradually develop mutual respect. They cope with the dramatic flourishes of fellow poll worker Millicent, mollify partisan election observers, fend off an attack to test the system and help a colleague at another precinct who’s had an emergency.

While never having witnessed someone commit voter fraud at the polls, Lewers said the kernel of each scenario in the book is based on things he has seen or heard about from other poll workers.

“I let my imagination run with it,” he said. “I wanted my protagonists to hit rock bottom, make it so bad that they’re ready to quit.”

Raised on Long Island, Lewers holds bachelor’s degrees in mathematics from Rutgers University and in history from the University of Maryland. He also earned a math-education degree from Harvard.

After teaching high-school math for a few years, he switched to doing computer work for IBM. A lifelong Boston Red Sox fan, Lewers has authored two other books: “Six Decades of Baseball: A Personal Narrative” and “A Voter’s Journey,” which discussed his passion for politics.

The author’s first political memory came when he was just 5. Republican Thomas Dewey had been nominated to run against President Truman in 1948 and Lewers, expressing a child’s curiosity, asked his parents about the absence of Dewey’s fellow cartoon ducks, Huey and Louie.

Doug Chapin, director of the Program for Excellence in Election Administration at the University of Minnesota, said he recommends “Gatekeepers” to people who are interested in the electoral process.

“I was really taken with how well his story captures the combination of pride and excitement – punctuated with occasional terror – that many poll workers feel when serving on Election Day,” Chapin said. “The thing about the novel that is likely to be the most informative and surprising to readers is how much of what poll workers do is controlled by the rules.

In other words, there isn’t always a lot of

leeway on how to handle an unexpected situation, even though they do their best to be flexible.”

Renee Andrews, electoral-board secretary for the city of Falls Church, said she enjoyed reading Lewers’ book and bought copies for her office and election colleagues in other parts of Virginia. The author’s depiction of snafus on Election Day rings true in her experience, she said.

“The characters struggle through each challenge, and as an election official myself, I knew exactly how each incident should be handled, and was pleased to read that all of Bill’s characters followed the established procedures correctly,” Andrews said.

Andrews likened election officers to wedding planners. Both must plan months in advance, coordinate with many groups, ensure supplies are delivered at the right place and time, and adhere to a precise timetable on the big day.

“However, unlike a wedding, election officers must swear under oath to conduct the election ‘according to law and the best of my ability, and studiously endeavor to prevent fraud, deceit and abuse,’” she said.

Lewers’ first experience as a chief election officer was during the wild 2000 presidential race that took weeks to decide.

Although it was hard to find an impartial person anywhere in the aftermath, Lewers said the election was reaffirming.

“There were no armed partisans in the street,” he said. “People went about their lives. Nobody came out and said, ‘Let’s overthrow the government.’”

‘Mary Poppins’ Runs Too Long, But Features Good Efforts MATT REVILLE Staff Writer

Each summer, Encore Stage & Studio presents a production that incorporates adult performers ON with youth in a bigproducSTAGE and-bold tion.

This year, the troupe has tackled the Broadway version of “Mary Poppins” – which was a coproduction of Disney and Cameron Mackintosh – and the result, while not without its significant challenges, represents a fun time for families.

Should we get those challenges out of the way first? Here goes.

Like many a musical that originated on Broadway in recent decades, the feel of the show is that it was put together by committee, and that nothing was cut even as multiple layers were added. The result is a production that nears three hours in length and at times feels that long, especially during a lethargic first act.

That’s not Encore’s fault; it comes with the show.

One might have thought the owners of the Broadway rights would have cut it down a bit before licensing it for regional and local theater, since it’s obvious that 20 4

minutes of nips and tucks not only would be possible, but distinctly advantageous.

But local troupes like Encore have to work with the material they’re given, and in general, that work was solid.

The stage version of “Mary Poppins” relied in part on the 1964 motion picture, in part on the original source material (books by P.L. Travers) and in part on original material. But the general scenario is the same: A pair of upper-middle-class, turn-of-the-20th-century children have seen off a half-dozen nannies with their shenanigans when, from out of the sky, appears one with magical powers who seems able to corral them.

(That scenario was brilliantly skewered in a “Simpsons” parody – featuring “Shary Bobbins” – two decades back. But I digress . . .)

The motion-picture version of “Mary Poppins” succeeded so well because of an extraordinary cast that included not only Julie Andrews and Dick Van Dyke, but a host of character actors who stole scene after scene. Meeting that standard provides a tough challenge for any community-theater troupe, but Encore gives it a shot and finds general success.

As the title character, Kaely Clapper has another challenge – Mary Poppins

isn’t the most charming sort of person.

In fact, when she squares off against her scenery-chewing nanny nemesis Miss Andrew (Meghan Mack), you may find yourself rooting for Poppins to be taken down a notch or two.

Clapper is largely effective both in manner and voice, as is Brian Metcalf as jack-of-all-trades Bert, who in this rendition doesn’t have a whole lot to do.

Aidan Pritchard and Brenna Kay are solid as the two youngsters, while Erich Izdepski and Kristen Jepperson each get the spotlight later in the show as their parents.

Among the supporting cast, Anita Tellez-Mansey is fun as the put-upon housekeeper, and Louisa Martial, who is strong in every show she does, makes the most of a modest role as a police officer.

Director Susan Alison Keady does what she can to keep the pace moving, but the first act veers between lethargic and interminable (again, blame the script, not the local production). The pace picks up significantly in the second act.

Sets (Kristen Jepperson) are extensive, which is a plus and a minus (the minus being scene changes do take a little time), while costumes (Debra Leonard), sound (Drew Moberley) and lighting (Gary

Hauptman) are all solid. And yes, there is some flying!

Crowds for opening weekend were large; Encore suggests the production is appropriate for ages 6 and above, which sounds about right.

While this would have been a much better theatrical experience had 20 or 30 minutes been judiciously carved off, a Sunday-afternoon crowd seemed no worse the wear for the lengthy experience.

And given the opportunity to see a big, brassy, Broadway-style production for modest ticket prices, there is plenty of value for the money.

“Mary Poppins” runs through July 24 at Thomas Jefferson Community Theatre, 125 South Old Glebe Road. Performances are Thursday and Friday at 7:30 p.m., Saturday at 2 and 7:30 p.m. and Sunday at 2 p.m.

Fairfax Home Sales Were Down, Prices Were Up in June Year-over-year home sales across Fairfax County were down slightly in June, but higher average prices in the single-family and townhome categories helped lead the market to positive territory, according to new figures.

A total of 1,851 properties went to closing last month, according to figures reported July 12 at RealEstate Business Intelligence, an arm of the local multiplelisting service. That’s down 0.5 percent from the 1,861 properties that changed hands in June 2015.

The average sales price of all properties that sold during the month was $587,099, up 3.8 percent from $565,665.

Prices were up in two of three segments of the market, rising 2.5 percent to $741,961 for single-family homes and 1.3 percent to $388,945 for townhouses and other attached homes, but declining 1.8 percent to $283,522 for condominiums.

The median sales price of all homes that sold during the month was $515,000,

up from $495,900, but both the median and average sales prices were somewhat artificially boosted by a larger percentage of single-family homes in the overall sales mix than a year ago.

Homes that sold in June spent an average of 39 days between listing and ratified sales contract, compared to 39 days a year before, and garnered 97.8 percent of listing price, unchanged from a year before.

A total of 145 properties changed hands for more than $1 million.

Add up the sales and prices, and the total monthly volume of $1.09 billion was up 3.2 percent from $1.05 billion a year before.

At the end of the month, there were 3,930 properties on the market, down 9.4 percent from the inventory of 4,337 a year before.

Where is the market headed? Things look relatively good, with pending sales and homes coming under contract in June both in positive territory.

Figures represent most, but not all, homes on the market. All figures are preliminary, and are subject to revision.

D.C. Inner Core Sees $3 Billion Month: The inner D.C. core posted year-over-year increases in home sales and average prices, sending the market to a $3 billion month in June, according to new figures.

A total of 5,938 properties went to closing last month, according to figures reported July 12 by RealEstate Business Intelligence, an arm of the local multiplelisting service. That’s up 5.1 percent from the 5,652 transactions of July 2015.

Figures represent sales in the District of Columbia; Arlington and Fairfax counties and the cities of Alexandria, Fairfax and Falls Church in Virginia; and Montgomery and Prince George’s counties in Maryland.

The average sales price of all properties that sold during the month was $543,396, up 2.7 percent from $529,060 a year before. Average prices were up in the single-

family ($647,975) attached ($434,669) and condo ($374,103) sectors.

Add it all up, and total sales volume for June was $3.23 billion, an increase of 7.9 percent.

Homes that went to closing last month spent an average of 39 days on the market, up from 37 days a year ago, and garnered 98.1 percent of listing price, up from 98 percent.

There were a total of 503 million-dollar transactions.

Inventory continues to be tighter than a year before, with the 11,301 properties on the market at the end of the month representing a decline of 8.4 percent. The number of homes coming on the market was up slightly compared to a year before.

Where is the market headed in the short term? Pending sales in June pointed upward, and those figures often translate into completed transactions a month or two later.

Realtors Warn: Inventory Could Hamper Sales Growth With a first half of 2016 that featured an uptick in homes sold and a slight increase in average sales price, local realestate professionals are hoping to keep the momentum going even as the market struggles with a dearth of available property.

“Our biggest challenge continues to be

our local market’s lean inventory,” said Virgil Frizzell, chairman of the Northern Virginia Association of Realtors (NVAR).

Genevieve Concannon, a member of the association’s board and a broker in Falls Church, described the 2016 market as “when-it-is-good-it-is-gone,” saying

prospective buyers in the middle range ($700,000 to $850,000) have to be aggressive in fending off the competition.

For the first six months of the year, home sales in Northern Virginia totaled 10,469, up 3.5 percent from the 10,114 transactions recorded in the same period of 2015. Figures represent sales in Arling-

ton and Fairfax counties and the cities of Alexandria, Fairfax and Falls Church, and were reported July 12 by RealEstate Business Intelligence, an arm of the local multiple-listing service.

Our View: Try It in Plain English Next Time

“Broadly speaking, the short words are the best, and the old words best of all.” So said Winston Churchill.

Alas, Fairfax officials didn’t follow that sage advice in crafting the so-called “One Fairfax” resolution, designed to bring social and racial equity into government decisionmaking.

The measure passed the Board of Supervisors last week, and if critics will contend that it’s just more blah-blah-blah from government officials and bureaucrats, at least their hearts apparently are in the right place, we suppose.

Those with a sense of the absurd will enjoy the resolution, and staff report that accompanied it, as being completely over the top with buzzwords, jargon and platitudes in a way that only a committee of wonks could have compiled.

One excerpt from the staff report: The effort to develop

policies related to the resolution will include “strategic actions to advance opportunities and achieve equity that includes intentional collective leadership, community engagement, equity tools and infrastructure to support and sustain systemic changes, and shared accountability.”

Is that in English, or Klingon?

Quoting Churchill’s contemporary, the plain-speaking President Harry Truman, of the methods of his opponents: “If you can’t convince ’em, confuse ’em.” Indeed.

County officials are patting themselves on the back for their caring concern for the whole community in passing this muddle. But their lack of ability to explain what the goal is and what the mechanisms to bring it about will be – using simple English – suggests Fairfax residents should be a wee bit concerned about what’s coming down the pike now that this purportedly benign measure is in place.

Local Police Deserving of Our Appreciation Editor: In the wake of the recent police shootings in Louisiana and Minnesota and the murder of five police officers in Dallas and three in Baton Rouge, we need to appreciate what we have in Fairfax County. We have a police department that is recognized worldwide as one of the best there is.

These days, police are under a lot of stress, and are being characterized in ways that are not fair.

We have all had bad experiences with lousy doctors, bad teachers and rude

store clerks. Do we respond by hating all doctors, teachers and clerks? Of course not. We realize that there are people in every job and profession who are not good at their jobs or are just plain illsuited for them.

The Fairfax County Police Department is no exception, as the shooting of John Geer in 2013 illustrated. The department responded by investigating the incident and firing the officer, who later pled guilty to manslaughter.

As a nation, we do a great job of letting our military men and women know

that we appreciate their service to our country.

Once, when I was on a layover in an airport and having a meal at the bar in a restaurant, there were two uniformed servicemen having a meal on the other side of the bar. Just as I was about to tell the bartender that I wanted to buy their meal, the person sitting next to me told the bartender that he wanted to buy their meal. The bartender replied that another person had already taken care of it. I was pleased there were at least three of us willing to show our apprecia-

There actually is some truth to this, because the additional tax (up to 4 percent) would represent a very small part of the cost dining out. But because there are over one million Fairfax County residents (and plenty of visitors as well) dining out in Fairfax County numerous times each year, that little bit extra at each meal would add up to a lot of money for our schools, services and communities.

Is it such a bad thing that a meals tax, while raising a lot of revenue, would not

feel onerous? Do we really want raising revenues for investing in our schools, services and communities to be as painful as possible?

Raising the same revenues through a sharp property-tax increase – something some anti-meals tax opponents imply would be better than a meals tax – would mean households would feel a pinch significantly more painful than a meals tax.

Not only that, but because visitors and commuters do not pay Fairfax County property taxes, the increase would in fact be more of a burden for the average Fairfax County household.

We are an increasingly urbanized county, and finding ways to raise appro-

priate levels of revenue in the least painful way possible makes sense. We should do what we can to preserve the quality of our schools, services and communities.

And we should try to maximize our individual happiness in the process.

A meals tax would enable us to do a lot of good by just a little bit at a time when we dine out. And, a meals tax would allow those in Alexandria, Arlington, city of Fairfax, District of Columbia, Falls Church, Herndon, Manassas, Manassas Park and Vienna to reciprocate for the meals taxes we pay when we dine in their neighborhoods.

Vienna Council OKs Contract for Roundabout Construction BRIAN TROMPETER Staff Writer

It’s been talked about for years, but the previously approved roundabout at Park and Locust streets, S.E., is about to become reality.

Vienna Town Council members on July 11 approved a $350,4660 contract with M&F Concrete of Manassas to build the roundabout. The price includes a 20-percent contingency allowance.

The federal government will pay for 80 percent of the project’s cost, said acting Vienna Public Works Director Michael Gallagher.

The Town Council in April 2015 awarded a $50,000 survey-and-design contract for the project. Virginia Department of Transportation and Federal Highway Administration officials approved the final design, which will remove the stop sign on westbound Locust Street and build the roundabout on existing right-of-way.

Town officials hope the project can be completed before school starts this fall, said Gallagher. Some Council members worried about construction holdups, especially in the wake of the long-delayed Follin Lane, S.E., reconstruction project.

That effort recently concluded, with only a few final “punch list” items remaining to be finished, Gallagher said.

By contrast, the roundabout at Park and Locust “is essentially a curb-andgutter project on existing pavement,” he said.

Town officials have tried various methods over the years, including modified lane striping, to fix sight-line problems and improve traffic flow at that busy intersection. The roundabout will improve pedestrian and bicyclist safety, increase capacity and decrease traffic congestion at the site, officials said.

Despite Concerns About Contingency Costs, Council OKs Cottage Street Sidewalk Contact: The Vienna Town Council on July 11 unanimously approved a $369,576 contract with Sagres Construction to build a sidewalk on the west side of Cottage Street, S.W., between Locust Street and Moore Avenue.

The project was the highest-priority item on the December 2012 Vienna Elementary School Travel Plan. The Virginia Department of Transportation approved a 2013 Safe Routes to School grant for the sidewalk.

No one on the Town Council expressed reservations about the project, but member Carey Sienicki was concerned about the contract’s 20-percent contingency allowance.

“If this is going to become our new norm for all [projects], I have a problem with that,” she said.

Vienna officials have bent over backward lately to avoid underestimating potential cost overruns. The Council earlier this year had to close a $1.1 million funding gap for the Vienna Community Center’s expansion-and-renovation project to unanticipated expenses above the original $10.4 million overall cost.

The project’s total cost now stands at $12.3 million, due in part to repairs necessitated by the discovery that the 50-yearold existing community center’s foundation had been compromised severely by underground water.

Town officials had set aside only a 3percent contingency allowance for that project – a figure five to eight times lower than normal for construction work of that magnitude and complexity, according to the project manager hired after the contract had been signed.

“We have egg on our face right now because of the community center,” said Council member Howard Springsteen, who called the project’s overages “a public-relations disaster.”

Sienicki and other Council members urged Gallagher to find a happy medium – say 10 or 15 percent – for contingency allowances on basic projects.

“We need to make it more in line with what we’ve seen in the past,” said Mayor Laurie DiRocco.

Presumptive Democratic presidential nominee Hillary Clinton went on the offensive July 14, pushing for job creation, equal pay for women and immigration policies she said would not break up families.

But perhaps the biggest goal for Clinton was making sure likely Republican nominee Donald Trump does not win the presidency.

“This would be a good reality show, but it’s so serious,” said Clinton, speaking at a campaign rally at Northern Virginia Community College’s Annandale campus.

Clinton focused on Trump’s personality and quoted the late poet Maya Angelou: “When someone shows you who they are, believe them.”

Clinton vowed to raise taxes on the wealthy and those who can afford to pay, but vowed, “I will not raise taxes on the middle class.”

Regarding education, Clinton advocated for free community college and working to ensure students at four-year institutions did not graduate mired in debt. She

also said she would press for paid family leave.

Clinton shared the stage with U.S. Sen. Timothy Kaine (D-Va.), a former Virginia governor and possible vice-presidential pick.

Kaine touted Clinton’s accomplishments, including eight years as First Lady, plus service as a U.S. senator and secretary of state.

Kaine boiled the race down to three questions: “Do you want a ‘You’re fired’ president or a ‘You’re hired’ president?”, “Do you want a trash-talking president or a bridge-building president?” and “Do you want a ‘me-first’ president or a ‘kidsand-families’ president?”

U.S. Rep. Don Beyer (D-8th) said the presidential contest boiled down to character.

“This election is about integrity, which Hillary Clinton has in abundance and Donald Trump doesn’t have at all,” he said.

Beyer also excoriated Trump’s business record, citing numerous bankruptcies, more than 3,000 lawsuits and pay disputes with workers.

Public-Safety Notes FAIRFAX MAN CHARGED WITH ILLEGALLY DISCHARGING FIREARM: Fair-

fax County police arrested a 40-year-old Fairfax man July 11 in connection with a series of firearm discharges six days earlier.

A county police officer on July 5 at 3:47 p.m. reported hearing several gunshots being fired in the area of the 8200 block of Willow Oaks Corporate Drive near Merrifield.

Additional officers and resources responded to assist in checking the area.

Officers from the Mason and McLean district stations, Motor Squad, tactical team, K9 and helicopter units aided in the extensive search police conducted in the surrounding woods and residential neighborhoods.

During the investigation, it was determined that numerous residents also heard multiple gunshots in the area. No evidence was found at the time and no one was injured.

On July 11 at around 7:08 p.m., police dispatched officers to the 3200 block of Cannongate Road in Falls Church after receiving a report of a domestic-related incident. While conducting their investigation, officers noticed bullet holes inside the residence.

Police developed information that led to the arrest of Carlos Garcia, 40, for allegedly unlawfully discharging a firearm 10 to 15 times on July 5. Au-

thorities arrested Garcia and charged him with discharging firearms within or at a building.

TYSONS CORNER CENTER PARTIALLY EVACUATED AFTER GREASE FIRE: The

Fairfax County Fire and Rescue Department dispatched units to Seasons 52 restaurant, 7863 Tysons Corner Center, on July 15 at about 6:04 p.m. after receiving reports of smoke coming from the mall.

Upon arrival, units observed smoke showing from the roof the three-story wing of the mall. Firefighters conducted an aggressive attack and brought the fire under control. Due to the extent of the fire and extreme heat, officials sounded three-alarms, which brought more than 80 firefighters to the scene.

Fairfax County police and firefighters from the Arlington County and city of Fairfax fire departments provided mutual aid. There were no firefighter or civilian injuries. The blaze forced evacuation of the affected wing of the mall and caused about $35,000 damage.

The fire was accidental and originated in the hood system located above a solid-fuel (wood) cooking appliance, officials said. While the appliance was in operation, grease within its hood system reached ignition temperature. The fire was contained to the exhaust duct, police said.

A woman living in the 8300 block of Greensboro Drive in Tysons told Fairfax County police July 11 at 1:53 p.m. that someone unlawfully had entered her home and taken property.

in the 1500 block of Westbranch Drive in Tysons told Fairfax County police on July 11 at 9:51 a.m. that someone unlawfully had entered the business and taken property.

OAKTON WOMAN REPORTS HOME BURGLARY: A woman living in the 9500

block of Lindenbrook Street in Oakton told Fairfax County police on July 11 at 6:50 a.m. that while she was out of town, someone unlawfully had entered her home and taken property.

HOME, VEHICLE HIT BY DOUGHNUTS IN VIENNA: A resident living in the 300

block of Charles Street, S.E., called Vienna police July 9 at 11:57 p.m. to report that the person’s residence and vehicle had been vandalized.

A Vienna police officer responded and found the resident’s house and vehicle had been hit by doughnuts.

The resident told arriving officers of having seen a male suspect go into a residence and take out “something heavy.”

officer on July 14 at 9:55 p.m. observed a vehicle being driven erratically in the 100 block of Center Street, S. When the officer spoke with the driver, the motorist admitted having been playing ‘Pokémon Go.” The officer issued the driver a summons.

Nearly five hours later on July 15 at 2:41 a.m., the same officer observed a vehicle stopped in the middle of the roadway in the 100 block of Maple Avenue, W. As in the first case, the driver copped to playing “Pokémon Go” and was issued a summons by police.

FAIRFAX RESIDENT URGED TO BE WARY OF WATERFOWL: Canada geese

are among the most well-known birds in Fairfax County and a valued member of the wildlife community, county police said. Residents often feed geese and other waterfowl in county parks and business areas and on private property.

Many people believe feeding geese contributes to the animals’ overall health and survival, while others enjoy feeding geese because it allows them to have close encounters with the birds.

Although these actions are well-intentioned, feeding geese often contributes to increased conflicts with humans and can harm the birds, officials said.

“It is a common misconception that suburban areas, such as Fairfax County, are devoid of food for wildlife and that human intervention is necessary for species to survive,” county officials said in a statement. “Suburban environments provide sufficient food resources and safety to support Canada geese – as evidenced by the abundant populations of geese in Fairfax County.”

Geese can rapidly become habituated to and dependent on human-provided foods. Many items commonly used to feed geese (bread, corn, popcorn, pastries, etc.) provide little or no nutritional value and can cause significant health problems for Canada geese and other wildlife.

Geese that become dependent on human-provided foods can suffer from malnutrition (and starvation in severe cases) as they fill up on empty calories instead of receiving proper nutrients provided by the environment. Geese also tend to lose their natural fear of humans and can become aggressive as a consequence of being fed.

Feeding attracts geese in larger numbers than natural habitats would support. Concentrating Canada geese in large numbers can: • Cause environmental damage due to overgrazing.

• Create unsanitary conditions and health concerns from significant accumulations of goose feces and feathers.

• Degrade water quality and erode soils.

• Create safety hazards when geese cross roadways or flock in medians, along road shoulders or at airports.

• Spread diseases and parasites more rapidly within goose populations (e.g., avian cholera, avian botulism, aspergillosis).

Problems associated with feeding geese may be exacerbated during the summer months, as geese naturally congregate in larger numbers during their annual molt. Like most waterfowl, adult Canada geese go through a molt in late June to early July where they shed and replace their flight feathers with new ones.

Geese are flightless during this period and are joined by their young goslings, which have not yet developed flight feathers. Feeding geese during this time can increase conflicts, as geese are less likely to move to new areas until completion of the molt in July and August.

In Virginia, it is unlawful for any person to place or allow the placement of food, minerals, carrion, trash or similar substances when they attract any species of wildlife to cause property damage, endanger people or wildlife, or create a public-health concern.

The Old Dominion ranks 32nd nationally in average monthly cost for fuel to power their houses and cars, according to a new survey by Wallethub. com.

The typical Virginia household spends $283 per month in fuel costs, about 30 percent less than in Connecticut, which topped the ranking at $404 per month.

Also in the top 10: Massachusetts ($346), Rhode Island ($338), Vermont ($332), Georgia and North Dakota (each $328), Maine ($327), New Hampshire and Indiana (tied at $325) and Mississippi ($323).

Lowest average costs were reported in the state of Washington ($218), the District of Columbia ($219), Colorado ($235), Oregon ($238), Arizona ($247), New Mexico ($249), California ($251), Idaho ($262), Montana ($265) and Iowa ($270).

The survey looked at both gasoline costs and the cost of three types of fuel for homes: electricity, natural gas and heating oil. (In northeastern states, up to 66 percent of households use heating oil to heat their homes, compared with less than 3 percent of households in the rest of the U.S.) In the U.S., energy costs eat between 5 and 22 percent of families’ total after-tax income, with the poorest Americans, or 25 million households, paying the highest of that range. And lower energy prices don’t necessarily equate to savings.

“Where we live and how much energy we use make up a larger part of the math,” Wallethub researchers said.

“Electricity might be cheap in southern Louisiana, for instance, but its scorching summer weather could still result in higher costs for its residents than the temperate climate in more energy-expensive northern California, where heating and cooling units stay idle most of the year.”

According to the U.S. Energy Information Administration, the highest energy consumption of the year is recorded in July, followed by August.

Virginia’s overall fuel expense ranks it in between one cold-weather locale (Wisconsin) and one tropical paradise (Hawaii) on the ranking.

In terms of driving, The District of Columbia has the lowest average monthly motor-fuel consumption per driver, 27.7 gallons, just a third that recorded in Wyoming.

To make the U.S. team, Tian took part in both the local and national Chemistry Olympiad exams organized by the American Chemistry Society, and as one of the top 20 students in the nation was invited to participate in a two-week study camp held in June at the University of Mary Washington.

The Vienna American All-Stars have completed a District 4 Tournament sweep over a three-year period.

The Little League baseball team won district tournaments at the age 9-10 and groups the BASEBALL 10-11 past two years, then on July 15 captured the 2016 Majors championship with a 6-0 tourney record.

The power-hitting Vienna American squad defeated Reston/Herndon National, 3-1, in the championship game after routing McLean American, 18-0, the day before in the semifinals.

There are 11 players who have been members of those Vienna American teams for all three championships. Entering this week’s state tournament, which Vienna American won as 9-10s and 10-11s, the team’s three-round allstar tournament record was 37-5.

“We have the utmost faith in these kids,” said Chris Leggett, who has been the Vienna American All-Star manager all three years. “I almost expect them to

win every time they roll out on the field.

We have wanted to keep this group together.”

Of the 13 players, all but one are 12year-olds.

In the 2016 district championship game, Kyle Robinson started and Kevin Adamson pitched the final 22/3 innings to get the win, allowing only one baserunner.

Vienna American scored its final two runs in the fifth inning when Nick Toole walked, Bryce Eldridge doubled, Robinson had an RBI single, and Alex Jreige had a sacrifice fly. Eldridge hit a solo homer in the third inning, his seventh home run of the tournament. Jreige and Robinson each hit four homers in the tourney.

Leadoff batter Tommy Fiochhi set the stage for the team and Toole and Jack Emory are other top hitters.

“We are a very good hitting team with a lot of power,” Leggett said. “We have 13 kids who can hit, get on base

and turn the lineup over. They all understand their roles.”

In pool play, Vienna American was 4-0. It shut out Falls Church, 11-10, nipped Vienna National, 12-11, routed Alexandria, 15-2, and outscored Reston/Herndon National, 20-10.

Tyler Schoeberlein drove in the gamewinning run against Vienna National.

Eldridge and Robinson homered, Jreige belted a grand slam and pitched shutout ball in relief, and Emory had three doubles. Bo Kuhblank homered for Vienna National.

Jaden Kritsky, Sean Lavey, T.J. Smith, Owen Taylor and Kevin Wilson are the other big contributors for Vienna American. Arn Kritsky and Ken Tyrrell are the coaches.

The state tourney begins this week.

NOTE: According to Leggett, this Vienna American group is the first in Vienna Little League history to win the three district championships at the three age levels in consecutive years.

Chesterbrook Hosts Overlee for Division Crown A Staff Report

The stage is set and nothing has changed.

For the 10th straight year, the Overlee Flying Fish and Chesterbrook Tiger both SWIMMING Sharks, with 4-0 records, will show down in a final regularseason meet of the Northern Viriginia Swimming League’s summer campaign to decide the Division 1 championship.

The clash is Saturday, July 23 at Chesterbrook at 9 a.m. in McLean.

Two-time defending champion Overlee defeated the Tiger Sharks the past two years in that meet, with Chesterbrook winning the previous two. Overall has won 29 Division 1 titles in its history.

The teams improved to 4-0 with wins on July 16. Overlee downed visiting Highlands, 264-156, and Chesterbrook defeated host McLean, 263-157.

When the Games begin, Northern Virginia will be well represented by a number of athletes in various sports.

A future issue of Sun Gazette will include an Olympics section featuring some of those participants.

Although none are from the paper’s specific coverage areas, others are from fringe locales, like West Springfield High School graduate and Olympic rower Matt Miller. George Mason University grad and 400-meter sprinter David Verburg is in the Games, in addition to shooters Virginia Thrasher and Lucas Kozeniesky, who each attended Fairfax County high schools.

The Olympics section will have stories about each athlete, and some of their unique paths to the Games.

Miller, for example, was a tight end on West Springfield’s pass-happy football team his senior year. At 6-foot-5, he had the size and a possible college future in the game. Miller liked rowing better, continued to pursue that sport and now is a U.S. Olympian.

Verburg “hated” the 400 meters the first couple of times he ran that race.

“Too long and too hard,” he said. Yet Verburg stayed with what is considered the most difficult sprint to eventually make the U.S. Olympic team.

There were athletes from the Sun Gazette’s actual coverage areas who attempted to qualify for the Games, coming up short in the U.S. trials. Divers Grayson Campbell, a 2016 Madison High School graduate, and former multiple-time state champion Maren Taylor, who attended Yorktown High, were two. Swimmers Ryan Baker and Andrew Seliskar were others.

Their times could come in future Gamess where maybe the Zika virus and water quality won’t be issues.

With district and state championships to their credit, yet having only played games, the SOFTBALL three McLean Little League age 10-11 softball All-Stars weren’t quite ready to have their summer season end.

Now it won’t.

The girls team has accepted an invitation to participate in the Tournament of State Champions, which begins July 22 in Clarksville, Tenn.

“We have a very solid team with good defense, players who can hit up and down the lineup with a lot of power, and we have great depth,” McLean manager Gerry Megas said. “The girls want to keep playing.”

McLean won the District 4 Tournament without playing a game because there were no other teams in the competition. In the state tournament in Coeburn, McLean was a dominating

3-0 to win the title, outscoring those opponents, 42-2.

“Our team is talented with great chemistry. The players have worked hard and developed very well,” Megas said.

In the state tournament, McLean defeated Westmoreland County, 17-0, in its first game; Honaker, 6-2, in its second; then Westmoreland again, 19-0, in the title game.

Torrie McNabb was the winning pitcher in all three contests.

McLean’s top hitters were many.

Catcher Alex Schwartz batted .857, Kara Bremser .800, Mariana Williams .667, McNabb .600, Abby Seigel and Elle Ehrlich .500, and Stephanie Beard .333.In addition, Campbell Al-Khafaji, Katie Stein, Kira Lentz, Lindcy Nelson, Madeline White, Morgan Marenburg

and Nicole Mallus provided hits. Every player had a least one hit in the state tournament.

Hallock swam the boys 50-yard age 15-18 freestyle in 21.48, beating a 17year-old record of 22.10. He next set a mark of 24.67 in the 15-18 boys 50-yard backstroke. The old mark was 25.19, set in 1999.

Many of the NVSL pools are measured in meters. Some of the older pools, like Holmes Run, are measured in yards.

Hallock has been a swimmer at Fox Mil Woods since age 6. He also holds an NVSL record in the 13-14 boys 50-meter freestyle.

“At first, I thought maybe we could finish 3-2 or something like that,” Shiffman said. “We got better as we went along, and had a lot of fun. We hit the ball and had a good group of pitchers.”

“Everybody hit well, and Luke’s pitching caught them off stride,” Shiffman said.

Dettleff and Jack Nance were among the team’s top pitchers. With the bat, the team hit nine home runs in the tournament, with Dettleff belting three.

McLean American’s tournament victories included three games by one run.

One was an 11-10 win over Alexandria in the semifinals. Others in pool play were over Arlington National, 13-12, and Reston/Herndon 3-2.

“Sometimes you are living right and get lucky,” Shiffman said about those wins.

McLean American’s other pool-play wins were over Vienna National, 11-5,

Mason District, 16-5, and Falls Church, 8-2.

Solid employment figures and low interest rates continue to help the market, said Ryan Conrad, CEO of the Northern Virginia Association of Realtors.

“Qualified buyers should be able to buy a lot more house today – that is, if they can find, and clinch, the right home,” Conrad said.

Craig Lilly, a Realtor in Vienna and member of the NVAR board of directors, said the local market is not immune from national and world events.

“There has been a lot of turmoil, and

perhaps that has had an effect,” said Lilly, pointing specifically to a sluggish Chinese economy and the ramifications of the decision by United Kingdom voters to leave the European Union.

Lilly said prospective sellers would be doing themselves a favor if they offered a pristine property to the market.

“Buyers watch HGTV, and they want a move-in-ready home,” he said.

Looking at median, rather than average, home prices, the $525,000 recorded across the region was up 3.1 percent in June from the same month a year before.

Median sales prices in the various local jurisdictions were $737,500 in Falls Church

(up 29.7 percent), $623,500 in Arlington (up 4.4 percent), $515,000 in Fairfax County (up 3.9 percent), $500,400 in Alexandria (down 2.8 percent) and $460,000 in the city of Fairfax (down 7.3 percent).

The 2,397 new pending-home sales across the region in June represent an increase of about 3 percent from a year before, while the total pending-home sales of 3,285 were up 6 percent from a year before.

Figures represent most, but not all, homes on the market.

All figures are preliminary, and figures are subject to revision in subsequent months.

The Council voted 5-2 in favor of the project, but because at least 20 percent of the adjacent property owners had signed petitions opposing the rezoning, the proposal did not achieve the required supermajority of at least six votes. Majdi, who joined the Council several months before it signed off on the heavily detailed MAC ordinance in fall 2014, had reservations about higher-density residential development in town. Vienna Planning and Zoning Director Patrick Mulhern assured him such development would be considered only in the MAC zone.

Springsteen said density was a “900pound gorilla” not addressed by the MAC ordinance.

But Council member Douglas Noble,

who started his tenure July 1 after serving on the Planning Commission, said density in the MAC zone is constrained by height limits.

Noble, who led the committee that crafted the MAC ordinance, cautioned his colleagues not to get carried away with modifying the rules.

“We need to be careful not to unwind the entire ball of string,” he said, noting many of the ordinance’s provisions were linked.

Council member Linda Colbert urged fellow board members not to change the ordinance in ways that would discourage property owners from redeveloping.

“We need to be careful not to take away the incentive for developers to put a proposal on the table,” she said.

Mulhern said he was determined to iron out problems with the town’s development rules.

“I’m not just willing to kick the can down the road,” he said. “If there’s something wrong, let’s fix it.”

Vienna/Oakton Notes CIVIL WAR DISCUSSION FOCUSES ON EVENTS ACROSS COUNTY: Historic Vi-

enna Inc. will present a Civil War history talk on Sunday, July 24 at 2 p.m. at the Freeman Store and Museum, 131 Church St., N.E. Author Edward Wenzel will discuss his book, “Chronology of the Civil War in Fairfax County,” which looks at events, incidents, battles and skirmishes that took place from 1859-62.

Cantrell, who was elected by the General Assembly to fill a vacancy on the court, served as a General District Court substitute judge from 2013-16 and heard cases involving traffic, criminal and domestic relations.

In private practice since 1989, Cantrell specialized in criminal-defense work and represented juvenile offenders throughout the Northern Virginia area.

He has been active with community service work in Fairfax County.

A Fairfax native, Cantrell graduated from Lee High School and earned a degree in social work from James Madison University, then was employed by the Fairfax County Juvenile and Domestic Relations District Court for 10 years.

He received his law degree from the George Mason University School of Law in 1988.
