Democrats Casting More Absentee Ballots in Fairfax Than Republicans SCOTT McCAFFREY Staff Writer

Perhaps no great surprise here: The number of Fairfax residents voting absentee in the Democratic statewide primary is outpacing those in the Republican, according to county election officials.

As of June 1, a total of 1,348 Democratic ballots have been cast in Fairfax

County, compared to 514 Republican, county elections officials said.

Virginians will go to the polls on June 13 to select both the Democratic and Republican nominees for governor and lieutenant governor. (Incumbent Attorney General Mark Herring, a Democrat, is seeking re-election and does not have intra-party opposition; Republican John Adams was unopposed for the GOP

nomination.)

The Democratic primary ballot will feature Tom Perriello and Ralph Northam for governor and Justin Fairfax, Gene Rossi and Susan Platt for lieutenant governor. The Republican ballot will feature Ed Gillespie, Corey Stewart and Frank Wagner for governor and Bryce Reeves,

Fairfax Is Getting Closer to a New Superintendent BRIAN TROMPETER Staff Writer

Fairfax County Public Schools (FCPS) officials announced June 1 that they had chosen Scott Brabrand, superintendent of the Lynchburg City Schools, as the finalist to succeed former Superintendent Karen Garza.

Brabrand, who formerly worked for FCPS in various roles, including as principal of Fairfax High School, said in a media statement that he fell in love with the school system almost 25 years ago.

“It is the ultimate honor and privilege to return as a servant-leader for this school system and for the entire Fairfax County community,” his statement read.

“FCPS teachers, students, and parents are deeply committed to success and I look forward to harnessing that enthusiasm to continue achieving the high standards set for ourselves.”

Brabrand continued, “It will be critical for me to listen and learn from all our stakeholders to see how we can best work collaboratively to address our challenges and ensure we meet the ever-evolving needs of our students and community.”

The School Board will give final approval on Brabrand’s selection June 8 and he likely will begin his four-year term July 10, officials said.

School Board Chairman Sandy Evans said Brabrand’s deep knowledge and understanding of the school system, coupled with his creative leadership abilities, will ensure the system’s continued excellence in serving its students, schools and community.

“He brings a tangible passion for education and for FCPS,” Evans said in a media statement. “We look forward to working with him to further achieve our ‘Portrait of Graduate’ vision and fully implement our strategic plan.”

Brabrand in 1990 earned a bachelor of science in foreign service degree in international economics from Georgetown University and later obtained a master’s in education from The George Washington University. He received a doctorate in educational leadership and policy from Virginia Tech in 2003.

Garza resigned as superintendent last fall to lead an Ohio-based non-profit.

Steve Lockard took over as interim superintendent and the school system then hired Hazard, Young, Attea and Associates to conduct a nationwide search to find Garza’s successor.

Bishop O’Connell Grads Ready to Face the Future DAVE FACINOLI Staff Writer

With their high-school careers behind them, senior Luke Brinkmann stressed to his fellow Bishop O’Connell graduates to remember what they learned over the four years in a way to help others.

“We need to give so others may enjoy life the way we do,” Brinkmann said in his salutatory address at O’Connell’s 57th commencement exercise, held at noontime June 1 at the Basilica of the National Shrine of the Immaculate Conception.

Brinkmann discussed the vast variety of talent among the graduates – in the classroom, on the athletic fields and entertainment areas.

“High school is a roller coaster, but it is an amazing ride,” Brinkmann said. “What we have done here is just the beginning. We must carry on and persevere and share our mission of kindness with others. Chase your dreams and never forget this family.”

Brinkmann was one of 231 graduates who received O’Connell diplomas before a standing-room-

only audience at the cavernous basilica.

Another was Brooke Tran, who offered the valedictory address. Her advice to her classmates was to be realistic and not settle for superficial levels of success.

“We forget that so much of our life is beyond our control. I urge you to search for the meaning about the things you are passionate about,” Tran said.

Rev. Michael Burbidge, the new Roman Catholic Bishop of Arlington, was the ceremony’s guest speaker, being introduced by senior Caroline Jones, who read his accomplished résumé.

Burbidge, who was appointed to his post by Pope Francis last year, thanked the graduates for the “enthusiasm and joy” he was greeted with when he made O’Connell one of his first visits.

“You gave me a lot of O’Connell gear, including a baseball cap that I wear proudly,” Burbidge said.

Burbidge told the graduates to be firm in their decisions and choices, to not be in a hurry and to make good friends.

“As you embark on your new

stages of life, do not run, walk,” he said. “We need to keep our eyes fixed on those things that truly matter.”

In closing, Burbidge remembered advice from a family relative that he passed along to the seniors.

“Get on the right bus with the right people headed in the right direction. And remember, don’t run, walk.”

Numerous graduates earned scholarships to continue their education, school administrators announced. More than three dozen received various awards, with Brinkmann (social studies, general excellence and Immaculata awards) and Tran (biology, English general excellence) among those honored.

Leah Hames and Brinkmann were presented with student-athlete awards.

Head of School Joseph Vorbach opened the ceremony by welcoming the graduates and telling them not to rush their minds, to absorb the details of the day and stay in touch in the future.

“Class of 2017, your moment has arrived and we honor your accomplishments,” Vorbach said.

Madeira Grads Urged to Go Out and Make a Difference BRIAN TROMPETER Staff Writer

Sarah Hurwitz’s fear and self-doubt nearly caused her to miss out on her dream job as chief speechwriter for former First Lady Michelle Obama.

Hurwitz, speaking at Madeira School’s June 2 commencement ceremony, recalled being out of her depth as a speech writer for former U.S. Sen. Tom Harkin (DIowa), fighting against anomie at Harvard Law School and deciding to cut classes so she could write speeches for presidential candidate Gen. Wesley Clark.

“Here I was on the path to being a lawyer, a path that was lucrative and prestigious and that no one would ever question, but it was a path that wasn’t really mine,” she said. “I realized that in going to Arkansas to work on that campaign, I risked losing points on my GPA. But staying in Cambridge meant something far worse: I risked losing myself. I risked continuing to live out someone else’s idea of success, rather than pursuing my own.”

Good weather favored Madeira’s ceremony, which was held in the school’s outdoor amphitheater. The 75 graduates upheld the school’s tradition by wearing white dresses and carrying 13 red roses.

Student speaker Elfrieda Nwabunnia of Upper Marlboro said her classmates should learn from adversity.

to pull you down,” she said. “The key is to lean into the fall and propel yourself as far as possible with it. At the end, you may be a little closer to the ground than you previously were, but you will also be closer to your destination.”

Nwabunnia, who will attend Hobart and William Smith Colleges in Geneva, N.Y., urged the graduates to measure up to the most important expectations of all: their own.

“Go forth, Class of 2017,” she said. “I would say ‘conquer,’ but for girls like us, there was never any other option.”

Keynote speaker Hurwitz told how, after working for the Clark campaign, she wrote speeches for Democratic presidential hopeful John Kerry and several times nearly turned down doing such work for candidate Hillary Clinton because she did not feel qualified to write for a woman she had long admired.

“When someone offers you your dream job, generally it’s a good idea to accept it,” she said. “If they want you, say ‘yes’ the first time.”

Those jobs eventually led to speechwriting work for Barack and Michelle Obama. She wrote for both initially, but decided – at the risk of seeming to accept a demotion – that she liked crafting remarks for the First Lady better.

“I was more at home with her voice and I was more excited about the issues she was working on,” she said.

Instead of asking what career choices would look good on their résumés, Hurwitz suggested the graduates follow the personally driven work of anthropologist Jane Goodall and poet Maya Angelou.

“I would recommend that you ask yourselves, ‘Where can I truly do my most excellent and impactful work in the world?’” she said.

Head of School Pilar Cabeza de Vaca said the world badly needs capable young women like Madeira’s graduates to effect change.

“For those who lead, do so with con-

viction, with character and above all with impeccable ethics,” she said. “If you follow, don’t do so blindly. Go along with eyes wide open so you can change course if you’re being led astray from what you know is the right thing.”

Cabeza de Vaca also implored the Class of 2017 not to let fear dominate their actions or let hatred invade and poison their lives. They should run for public office, run businesses and speak up when they see injustice, she said.

“Don’t be complacent and just let life happen to you,” she warned.

A Restoration Will Update Classic McLean Fire Truck BRIAN TROMPETER Staff Writer

The McLean Volunteer Fire Department’s nearly half-century-old fire engine graces about 40 community events each year, but now needs restoration and repairs.

Department leaders are reaching out to the public in hopes of raising $55,000 to bring the vehicle back to excellent condition. Donations can be made at www. mcleanvfd.org.

The department bought the engine, a model AT41 made by Peter Pirsch & Sons in Kenosha, Wisc., in 1970. The engine, the department’s first diesel-powered apparatus, had an eight-cylinder Cummins engine and a five-speed manual transmission with overdrive, said former McLean Volunteer Fire Chief Clyde Clark.

“Diesel engines last longer,” he said.

“We weren’t worried at the time about fuel costs or carbon footprint.”

The bright-red engine is a showpiece now, but it went out on every single fire call until the organization bought a newer engine in 1979.

The engine received significant damage in 1972 when it was hit by a brick truck as firefighters were answering a call in Tysons. County fire officials decided to repair the relatively new engine instead of scrapping it, said Clark, who stepped down as the McLean department’s leader

in 2009.

Firefighters continued sending the older apparatus into the field with the newer one until 1986, then kept the antique around for educational and training purposes. It had racked up around 43,000 miles when it was retired from active service and its odometer now reads above 60,000 miles, Clark said.

Volunteers regularly drive the engine in parades around Northern Virginia, take it to neighborhood fetes and children’s birthday parties, and ferry in Santa Claus each November and December. It still handles well and has some oomph, Clark said.

“I’ve taken it all the way to Staunton before,” he said. “It has no problem climbing the mountain at Snickers Gap.” The engine currently is in Roanoke and

will receive a new paint job and restored lettering, said department president Kay Hartgrove.

“It’s in decent shape because it’s been kept indoors,” she said. “It’s never been touched in 47 years. There’s some rust on some of the cabinets and doors, and the front end needs to be aligned because of a fender-bender.”

The engine also will receive new wiring and possibly some engine and powertrain repairs, Clark said.

The restoration, being performed by a company capable of building fire engines from top to bottom, likely will take several months to complete, Hartgrove said.

Peter Pirsch & Sons made its last truck in 1987, so parts either will have to be located via the Internet or built from scratch.

“Sometimes you just do the best you can,” she said.

Department leaders hope the refurbished apparatus will back in time for public appearances in December, she said.

McLean’s fire department is not the only local one that maintains old fire apparatuses as historical artifacts. So do the Fairfax County Fire and Rescue Department and counterparts in Vienna, Falls Church and Franconia.

Newer apparatuses at the McLean Volunteer Fire Department dwarf the antique Pirsch in terms of size, hauling capacity and price. The Pirsch cost $45,000, carried 400 gallons of water and had limited cab space, forcing additional firefighters serving with the unit to ride on the tailboard, Clark said.

By comparison, the Pierce Manufacturing fire engine the department bought in 2013 cost more than $600,000, carries up to 750 gallons of water and seats all personnel inside the air-conditioned vehicle.

Seat belts are standard in modern vehicles, but the department’s Pirsch engine had them almost from the beginning, Clark said.

“Everything is different and nothing is different,” he said, noting that both the new and antique engines shared the same mission of ferrying firefighters, water and hoses to fires.

Our View: Will Northam’s Risky Strategy Pay Off?

In the next couple of weeks, we’re going to see if the decision to sit on a (perceived) lead and try to run out the clock works for two very disparate politicians.

On June 8, voters in the United Kingdom go to the polls just weeks after Conservative prime minister Theresa May called a snap election, hoping to solidify her majority and win a mandate from the electorate. (How this relates locally will be apparent in a short while; just hang tight.)

When May announced in April her decision to hold a parliamentary election three years early, one had to question the sanity of the other parties (Labour, Liberal-Democrat, United Kingdom Independence and Scottish National) in allowing her to do so. At the time, it looked as if May and the Conservatives would score a crushing blow against hapless opposition.

Now, with the election closer, the polls (seldom terribly reliable in the U.K., to be sure) are tightening – and the prime minister’s election strategy of sticking to talking points, avoiding engagement with the opposition and running on cruise control until polling day looks a little less inspired than it had at the start of the campaign.

In Virginia, much the same situation has been playing out in the Democratic primary for governor, where, just a few months ago, Ralph Northam seemingly had it in the bag, with no opposition and the backing of the entire party establish-

ment.

And then, blammo, Hillary Clinton lost the presidential election, Tom Perriello found himself out of a job at the State Department and decided – hey, why not? – to challenge Northam.

(Funniest moment of the entire campaign came when Northam said he welcomed the competition.

Suuuuuuuuuuuure he did.)

Like Theresa May across the pond, Northam appears to have been playing a game of run-out-the-clock while Perriello has been scurrying hither and yon across the Old Dominion, attempting to scrounge up votes in nooks and crannies.

Meanwhile, the arrival of a contested primary has meant that the Democrats’ initial strategy of running more or less down the middle, tacking ever so slightly leftward, has veered too far left for the party’s ultimate good.

Will Northam be able to make it across the finish line, bruised but unbeaten, when the primary is over? History favors it; we’ll find out on June 13.

Few, besides us, will connect the Virginia Democratic gubernatorial primary with the United Kingdom parliamentary election. But if presumed front-runners May and Northam go down, a truism again will have reared its head: There is never a sure thing in politics. And if you’re not running unopposed, always run just a little bit scared.

Over several hours, Rep. Comstock was listening and responding to everyone who approached her about a wide variety of issues impacting their lives.

They talked health care, FDA, Medicare, Lyme disease, Metro, taxes, the political climate on Capitol Hill – every

issue out there, it seemed.

In each conversation, she was wellinformed, direct in her responses, with facts and experience demonstrating her knowledge and track record.

The fact is, seeing her among friends and neighbors of all political stripes validated my support that she first earned back when she knocked on my door in 2009 when running for the House of Delegates.

In 2009, she wanted to know what issues my family cared about, and what

would improve our lives living in Northern Virginia.

Just as important, she answered questions directly and explained where she stood on the issues.

In 2017, she is the same open, straightforward person we met then.

Judging from the dialogue she had with a great number of local residents on a wide-ranging variety of issues, her constituents would agree.

Comstock Being Hypocritical and Disingenuous Editor: Republican members of Congress spent much of President Obama’s term conducting 50-odd votes to repeal Obamacare without either success or any plan on what would replace it.

During Donald Trump’s campaign, he promised to replace Obamacare with something great at lower cost, again without specifying what such a plan would contain. Since the election, the

shape of the Republican’s replacement has revealed what that plan would look like, and it appears to be a total disaster for much of the country.

Following on that, the President’s budget proposes to slash Medicaid spending by up to $800 billion. In view of this, it is clear that what the Republican Party really wants to do is to cut taxes on the wealthy and to pay for that by slashing benefits for everyone else.

Since it has been said that “all politics is local,” it is important to bear in mind that while U.S. Rep. Barbara Comstock recently voted against the Republican replacement for Obamacare, this is both hypocritical and disingenuous, given her past history of voting the straight Republican Party ticket to repeal Obamacare.

Community-Center Project Faces Mold and Other Issues BRIAN TROMPETER Staff Writer

Finishing the Vienna Community Center’s expansion-and-renovation project is proving to be as easy and serene as landing a plane on an aircraft carrier . . . in rolling seas . . . in a typhoon.

The center’s renovations are scheduled to be completed substantially by Aug. 11, but town officials first must resolve issues ranging from mold damage and broken concrete to soil quality, door upgrades, Italian-tile exterior accents and which kind of vegetative “living wall” will be installed.

These challenges dominated an hour at the start of the Vienna Town Council’s June 5 meeting: Topsoil Depth and Quality: Town officials have asked general contractor Keller Bros. to confirm that the soil it has put down meets the town’s requirements of having 4 inches of tilled soil as a base, covered by 4 inches of topsoil.

“I just want to make sure the grass doesn’t die in a year or two,” said Council member Howard Springsteen.

In areas where trees will be planted, the topsoil will need to be about 18 inches deep to allow for proper root growth, said Vienna Parks and Recreation Director Leslie Herman.

The town originally wanted the topsoil screened for rocks and other imperfections, then amended with lime and peat moss to make it more amendable for grass and plantings. Vienna officials “valueengineered” this stipulation (i.e., deleted it for cost reasons), but standard topsoil likely will suffice, said Dan Strotman of project-management firm Orr Partners.

“It’s going to have some organics, going to have some rocks,” said Strotman, who hails from agriculture-rich Iowa. “If it supports the plants, that’s all you really need.”

Accent Stripe on Building’s Lobby Tower: Vienna officials also had deleted a brown accent stripe on the community center’s exterior lobby tower, but Springsteen asked that the item be included with the project, Herman said.

But obtaining the decorative phenolic (high-pressure laminate) panels, made by Trespa, to match the building’s existing ones would be very costly, requiring them to be ordered from Italy with a long lead time and installed after the center is substantially completed, Strotman said.

The existing panels would have to be removed and trimmed to make way for the new stripe and the new panels also would have to be cut to the required size, requiring some equipment rental and the temporary commandeering of some of the site’s parking spaces, Herman said.

Town staff members have asked Keller Bros. to provide an estimate for the tiles’ addition, she said.

Mold Problems: Club Phoenix Teen Center’s bathrooms sustained mold dam-

age following a leak in the community center’s auditorium roof, which also damaged the performing-arts stage.

Orr Partners has filed a claim with Keller Bros.’ insurance, but that company so far is balking, town officials said. The Vienna government has set aside $90,000 for replacement of the teen center’s sound system, pool tables and other items that may have been water-damaged, but officials hope the insurance company will come through with most or all of that cost, Herman said.

Keller Bros. will clean Club Phoenix next week and replace the drywall there.

Mold remediation will be part of that work, she said.

Vegetative “Living Wall”: Council members, following a debate at the meeting’s end, voted 6-1 to obtain cost estimates for a vegetative “living wall” to be built next to the community center.

Town officials originally wanted the wall be attached to the building, but reconsidered after Keller Bros.’ estimate for designing and fabricating the wall rose from $63,000 to $90,000.

But a freestanding wall, built near the building but not attached to it, would be cheaper to construct, as it would use some prefabricated parts as opposed to being

Fairfax Sees Further Improvement in Jobs Picture Fairfax County’s jobless rate fell below 3 percent in April, part of a general downward trend across the region.

With 615,839 county residents employed in the civilian workforce and 18,276 looking for jobs, Fairfax’s unemployment rate of 2.9 percent in April was down from 3 percent in March, according to figures reported May 31 by the Virginia Employment Commission.

Arlington’s slight decline mirrored a trend across the region, which saw unemployment rates drop from 2.5 percent to 2.4 percent in Arlington; from 2.7 percent to 2.5 percent in Falls Church; from 2.9 percent to 2.8 percent in Alexandria; from 3 percent to 2.9 percent in Loudoun County; and from 3.5 percent to 3.3 percent in Prince William County.

In Northern Virginia as a whole, the jobless rate of 3 percent in April was down from 3.1 percent a month before, representing 1.57 million in the workforce and about 48,300 looking for jobs.

Statewide, the non-seasonally-adjusted unemployment rate

of 3.6 percent was down from 3.8 percent in March, with household employment expanding for the 28th consecutive month to a new record high, according to Ann Lang, senior economics of the Economic Information & Analytics Division of the Virginia Employment Commission.

The private education/health services, government and construction sectors all saw gains, while leisure/hospitality and manufacturing posted declines.

Among Virginia’s 133 cities and counties, the lowest jobless rates for the month were turned in by Arlington; Falls Church; and a three-way tie between Alexandria, Charlottesville and Madison County. The highest rates were found in Buchanan County (8 percent), Dickenson County (7.4 percent), Petersburg (7.3 percent), Martinsville (7 percent) and Wise County (6.8 percent).

Northern Virginia and Charlottesville tied for lowest joblessness among Virginia’s metro areas at 3 percent, followed by Winchester at 3.2 percent. The highest rates were turned in by Hampton Roads, Lynchburg

Regional Unemployment Declines in April: The Washington metropolitan area’s unemployment rate of 3.4 percent in April

was down from 3.7 percent a year before, according to new figures, part of a ongoing, positive national trend.

With 3.37 million residents in the civilian workforce and 116,000 looking for work, the D.C. region’s lower jobless rate in April put area in a crowd – 322 of the nation’s 388 metropolitan areas had lower year-over-year joblessness during the month, according to figures reported May 31 by the federal Bureau of Labor Statistics.

Forty-six areas saw higher year-over-year unemployment, and 20 areas saw no change.

Public-Safety Notes SUSPECT ARRESTED MOMENTS AFTER McLEAN BANK ROBBERY: Fairfax

County police officers responded May 30 at 4:47 p.m. to a reported bank robbery in progress at PNC Bank, 6805 Old Dominion Drive in McLean.

A man had walked into the bank, displayed a handgun and demanded money from bank employees. After receiving cash, the suspect walked out of the bank and left in a gray pickup truck. There were no injuries.

A description of the suspect and vehicle went out over the police radio and at 4:58 p.m. patrol officers spotted the suspect in a gray 2007 Toyota Tundra at Anderson Drive and Dolley Madison Boulevard in McLean.

Officers took the suspect into custody and found a gun and cash from the bank in the truck, police said. Police took the suspect, 25-year-old Hao The Dinh of Manassas, to Fairfax County Police Headquarters at 4100 Chain Bridge Road in Fairfax.

Upon arriving, Dinh escaped from the back of the police cruiser by slipping out of the handcuffs, which is uncommon but not impossible, police said. He then reached through a partially opened rear window of the vehicle and unlatched the door.

The suspect ran across Chain Bridge Road and officers ran after him. Dinh ran up to a delivery truck, got in and at-

tempted a carjacking while implying to the driver he had a weapon, police said.

Officers caught up to Dinh in the truck.

The driver was not injured.

Officers took Dinh to the Fairfax County Adult Detention Center, where authorities charged him with robbery, use of a firearm in the commission of a felony, possession of a firearm by a felon, carjacking and escape without force.

Police arrested the 43-year-old man and transported him to the Fairfax County Adult Detention Center, where authorities charged him with domestic assault and being drunk in public.

The victim and suspect struggled briefly as she shouted for help and refused to let go of her purse. The suspect took off and officers extensively checked the area, but did not locate him. The victim was treated at the scene for minor injuries.

The suspect was described as black, 25 to 30 years old, about 6 feet tall and wearing a gray hoodie, blue jeans and white shoes. He was carrying a green backpack.

The suspect became upset and shouted ethnic slurs at them, then assaulted one woman, police said.

Charges are pending, further investigation, authorities said.

resident told Vienna police on May 31 at 9 p.m. that he had sitting on a bench at Giant Food, 359 Maple Ave., E., with his backpack next him. He dozed off for a minute and when he awoke, his backpack was missing, he told police.

The resident located the backpack near a row of shopping carts, but his wallet was missing from it, police said.

McLean/Great Falls Notes McLEAN RESIDENT WINS SALUTE FROM FBI: The FBI’s Washington Field

Office recently presented the Director’s Award for Exceptional Service in the Public Interest to McLean resident Andrew Borene, a U.S. Marine Corps combat veteran and current member of the U.S. intelligence community supporting the Intelligence Advanced Research Projects Activity as a senior advisor from Booz Allen Hamilton.

On March 15, Borene – while acting upon his own initiative as a private citizen – came to the aid of a woman being violently assaulted, FBI officials said.

Without regard for his own safety, Borene intervened in separating a male who was assaulting the woman in the middle of a busy highway, officials said.

He then held the offender on the ground until police arrived.

As a result of Borene’s unflagging intervention into this situation, he too was physically assaulted by the male, FBI officials said. As a result of his efforts, Borene incurred significant head trauma and had to undergo surgery to save his eye.

The award was signed by former FBI Director James Comey and delivered by the men and women of the FBI Washington Field Office.

Fairfax County Fire and Rescue Chief Richard Bowers Jr. and Deputy Chief Brad Cochrane on June 2 presented Master Technician Leo Sullivan with the “Senior Firefighter” shield.

This designation honors the most senior firefighter in the department in terms of years of service.

Sullivan, who was in the 58th Recruit School, started in January 1983, which means he has 34.5 years of service to the residents of Fairfax County. He currently works C-Shift at Fire Station 2 in Vienna.

Sullivan is tied for “Senior Firefighter” status with his Recruit School 58 classmate Master Technician Dave May, who works A-Shift at Fire Station 41 in Crosspointe.

D.C. Region Relatively High in ‘Staycation’ Ranking The Washington area gets reasonably good grades as a place for a “staycation,” according to a new survey.

The D.C. region ranked 32nd – tucked in between Cincinnati and Houston – in the ranking by WalletHub, which looked at 36 key indicators in rating the nation’s 150 largest communities.

Washington did best in the recreation category, ranking second nationally, but its overall rating was lower than both Richmond (24th) and Virginia Beach (26th).

Orlando, Chicago, San Diego, Seattle and Tampa were the top five in the overall ranking, followed by Las Vegas, Atlanta, Portland (Ore.), San Francisco and New York City.

Chicago has the most tennis courts per capita, while New York has the most parks per capita, according to the study. Residents of New Orleans, which ranked 23rd, benefit from the most museums per capita.

What to do on your staycation?

“Get outside,” suggested Doug Kennedy, chair of the Department of Recreation and Leisure studies at Virginia Wesleyan College.

“As our lives, especially our children’s, continue to be shaped by sedentary indoor activities, there’s never been a more important time to renew our relationship with the outdoors,” Kennedy said. “Local, state, and national parks are unbelievable bargains.”

And to save a few bucks, Kennedy suggested enjoying your meals out at middays. “So many great restaurants have wonderful lunch menus at lower prices and are much more relaxed midday,” he said.

What time of a year is the best for a staycation? Thomas Sweeney, an assistant professor of recreation and tourism management at Georgia Southern University, says there is no one-sizefits-all answer.

“It’s all about what you’re looking for as an individual and the types of activities in which you are interested in participating,” he said. “Recreation is very subjective, so whatever time of year is more conducive to creating a positive leisure experience for you, that is the best time.”

Parks and Recreation Department will offer the popular Chillin’ on Church event four times this summer.

On the third Friday of the month – June through September – the town government invites all to come to historic Church Street to relax with friends and neighbors and enjoy live music, beer on tap, food trucks, and a few party games for the kids. Festivities start at 6:30 p.m.

“Last year was kind of an eye-opener,” said Vienna Parks and Recreation Director Leslie Herman, “in terms of just how much people wanted to have a little fun with a giant group of friends. We received requests for more Chillin’, and we’re thrilled to offer additional neighborhood block parties.”

Church Street will be closed to vehicular traffic between the W&OD Regional Trail and Mill Street from 2 p.m. to midnight, and Mill Street between Maple Avenue and Church Street will be closed from 5 p.m. to midnight. Attendees can bring chairs and blankets to place in front of the performance stage as well as on the Town Green.

The musical lineup includes Chump Change (classic rock), June 16; Harlen Simple (rock/funk/blues), July 21; Mudlark (rock and blues), Aug. 18; and a reprise by Chump Change on Sept. 15.

After being away from the top perch for a while, the Langley Saxons and Cougars LACROSSE Oakton have returned to the throne of girls and boys region lacrosse.

The undefeated Langley girls (21-0) and Oakton boys (16-4) won 6A North Region tournament high school championships May 31. Langley defeated the Centreville Wildcats, 15-7, at Langley.

Oakton played away against the previously undefeated Patriot Pioneers (19-1) and won 9-7.

Both games took two days to complete because of weather delays.

Each team was 4-0 in the tournaments, and each advances to the Group 6A state competition. Oakton’s four wins were by a collective total of seven goals, and all four games were on the road against higher seeds, including to No. 1 seeds.

A year after a disappointing sevenwin baseball season, including a 0-1 playoff record, the Oakton Cougars are celebrating a huge BASEBALL bounce-back campaign. That includes a 6-0 post-season mark so far and their biggest accomplishment of winning the 6A North Region tournament June 2 in walk-off fashion in the championship game.

The Cougars (19-7) won the high school title by nipping the Patriot Pioneers, 3-2, in the bottom of the ninth inning at Oakton on a two-run homer to right field by junior shortstop and No. 2 hitter Eric Lingebach, scoring Cole Wagner, who reached on an error, ahead 22

of him. The homer was Lingebach’s sixth this season and fourth at home, and the region crown was Oakton’s fifth, but first since 2007.

The loss snapped Patriot’s 15-game winning streak.

“I was looking for a fastball to hit and I got one middle-in,” Lingebach said. “I was taking a whole big hack hoping to get something done.”

The walk-off hit was his first on any level of play.

Lingebach’s region-final heroics were twofold. His two-out RBI double in the bottom of the seventh tied the score at 1.

“I was pretty relaxed in both situations,” he said.

Oakton had nine hits and won despite stranding 10 runners, making two

errors, allowing 12 hits, having Patriot turn inning-ending double and triple plays, and having a runner thrown out at home to end another frame. Patriot scored single runs in the seventh (on an error) and the ninth on a solo homer by Chase Degrood.

Wagner doubled for Oakton and had three hits, Craig Benson had two hits and Ben Wagner and Will Rippey had the other hits.

Toma Shigaki-Than was the winning pitcher in 22/3 innings of relief of starter Owen Lamon, who allowed a run and fanned four in 61/3 frames.

Oakton also won its region semifinal game in walk-off fashion over Madison, 3-2, in the bottom of the seventh. The

In today’s high-tech world, such scorebooks have largely been replaced by some kind of tablet or cell phone with a digital tracking system, which have become a more popular method of choice and certainly more practical for quickly uploading and following online, as many high school and amateur games are these days.

Used to be if someone in attendance wanted a quick update about a game, they could be handed the scorebook for a quick glance. Instead, now they are handed a laptop and might need a password to gain entry.

Once taught and up to speed – and that learning curve can take a bit – those digit baseball scoring systems have their advantages.

Still, there are drawbacks for using high tech. What happens when it’s real hot or cold and the battery runs low or stops working and there is no backup pack? The game won’t be stopped until a scorekeeper’s system can be recharged. Also, backtracking to fix a mistake is a challenge.

In contrast, fixing a miscue in a scorebook is a simple erase job for those scoring in pencil. For those not, they soon discover that pencils work much better than ink, because mistakes are inevitable. Plus, pens can run out of ink at a crucial moment.

The lead of a pencil can always be somehow exposed enough to write legibly in some manner, and erasers don’t need batteries.

Like phone books, landlines, typewriters, 100-watt light bulbs and complete games by baseball pitchers, traditional scorebooks are becoming more outdated each season. Maybe they should start being stockpiled for those with concerns.

Yet, as long as pencils have erasers, scorebooks will never be obsolete for those dinosaur types.

“We had come this far, so basically we did not want to lose to them again,” said Madison senior Maddie Cybulski, who played with a sore ankle. “We worked hard for this.”

Madison coach Devon Dowell said her team did not make any changes for the region final.

“We just needed to be ready to go,

because Yorktown is such a good team,” Dowell said. “It was nervous but exciting, because they made history at Madison with their first region title. With eight seniors, this is a special group with a lot of talent and heart. That is a good combination.”

Madison was 4-0 in the region. It blanked host W.T. Woodson, 3-0, in a May 31 semifinal. Cybulski, Alyssa Serveiss and Natalie Farrell (penalty kick) scored goals. Cybulski and Jackson had

assists, with Farrell setting up one of the goals. Calhoun made seven saves.

Madison shut out Chantilly, 5-0, and defending region and state champion Battlefield, 1-0, in its first two region games. For Langley, Jacob Labovitz had two goals and one assist, and Sam Golan had a goal and an assist.

Langley was 4-0 in the region. In the semifinals, the Saxons rallied from a 3-1 deficit to nip the Madison Warhawks, 4-3, as Madison finished 13-4.

Golan scored two goals for Langley and Labovitz and Dean Hughes netted the others. Golan and Labovitz had assists.

For Madison, Aaron Palmer, Jordan Gamarra and Kian Chapa had goals.

Ryan Levay had two assists and Matt Genberg one.

So this season’s playoff meeting between the teams was the third, with the Warhawks prevailing for their 12th win in a row, including a 7-0 playoff record with five shutouts.

Alex Echazarreta (18-1) threw a complete game with 12 strikeouts to get the win. Kristin Giery had three hits and Emily Klingaman had the game-winning RBI double to right field, scoring

“Last season fueled our fire,” Davis said. “At the end of last season, the seniors knew we would do what we needed to do to be prepared to go along way

this season and take it all. We believe and know we can. We have the confidence.”

Oakton coach Justin Janis wasn’t quite as confident. He knew the Cougars would be improved, but thought a good goal would be just reaching the region tournament.

“We’re winning close games and making plays,” Janis said.

Next for Oakton is the four-team

Group 6A state tournament that begins June 9 with a 2 p.m. semifinal game at Robinson Secondary School against 2014 champion Western Branch.

Patriot (21-3) also advances to the state tourney. So the teams could meet again in the June 10 state championship game.

In the girls final, Langley led 7-4 at halftime and 10-6 when play was suspended May 30. Anna Hofgard led Langley with six goals, scoring three when play resumed May 31. She had three assists.

Also for Langley, Emma Crooks had three goals, two assists and nine draw controls; Marina Smith had a goal and three assists; London Simonides had two goals and two assists; Aby Kontzias had a goal and an assist; and Caroline Bean and Sareena Dhillon each had a goal.

“We dominated the draw controls and played our game,” Langley coach Bucky Morris said.

Langley won its other three region

games by 20-9, 8-5 and 10-9 scores. The 10-9 semifinal win was over Robinson.

Crooks had three goals and three assists and four draw controls. Hofgard had three goals and two assists, Smith had two goals, and Bean and Dhilon had goals.

The third time was indeed the charm for the Madison Warhawks this season in a trio of meetings against the Yorktown Patriots.

After tying and losing to Yorktown (15-3-2) in previous close games, (15-2-1) LACROSSE Madison nipped the host Patriots, 2-1, in overtime June 2 in Arlington in the championship game of the 6A North Region girls high school soccer tournament. All three meetings were at Yorktown.

Both teams were playing for their first region crown, and now advance to the Group 6A state tournament, which each also has yet to win.

A few days prior to the region final, Yorktown topped Madison, 3-2, in the title game of the Liberty Conference tourney. There was a scoreless tie between the two during the regular season.

Broken Concrete and Doors: Town officials hoped to save money by leaving some concrete areas in front of the community center intact, but DiRocco worried that some of that concrete is broken and would stand out negatively once the new pavement is installed around it.

Strotman indicated Keller Bros. likely was responsible for some of that concrete damage and will have to chip in for its repair.

Town officials also had hoped to wait until later to replace exterior doors by the community center’s auditorium, but they are in bad shape and do not lock reliably.

Replacing the entire vestibule, including its exterior and interior doors, would cost about $45,000 and town officials have asked Keller Bros. for an estimate to replace the three exterior doors and their locking mechanisms, Herman said.

The renovation project already has been bedeviled by cost overruns and unexpected problems, including a foundation undermined by groundwater, but Herman seemed confident the end was in sight.

Fairfax County Notes FAIRFAX GOVERNMENT TO HOST CELEBRATION OF 275th ANNIVERSARY:

Capital Area chapter, Autism Society of Northern Virginia and the Parents of Autistic Children of Northern Virginia.

The free event will provide an opportunity for families living with autism to stop by and meet local first-responders and share important information about their loved one with autism. Children will become familiar with public-safety personnel and simple steps for safety, organizers said.

The Virginia Department of Education recently notified the commonwealth’s 132 school divisions about the need for the brake interlocks, which have been required on all school buses with automatic transmissions that have been bought after March 24, 2011. The device prevents the parking brake of a bus from being released unless the operator first depresses the brake pedal.

School-bus transmissions do not have the “P” for parking setting common to passenger vehicles with automatic transmissions. Instead, the driver puts the bus in neutral and pulls a parking-brake valve on the dashboard – without which the brake-interlock device could be disengaged if a student or other person accidentally fell against it, state officials said.

Virginia education officials said they notified the school divisions after tests found buses bought from leading manufacturers after March 2011 lacked the state-required brake-interlock devices.

“The department will work with school divisions, manufacturers and school-bus dealers to make sure that all non-compliant buses are brought into full compliance,” Superintendent of Public Instruction Steven Staples said.
