The challenges inherent in reforming operations and governance of the Metro system were summed up neatly during a Sept. 6 forum featuring the elected leaders of Northern Virginia’s five largest juris-

dictions.

Asked for a show of hands on whether the number of board members of the Washington Metropolitan Area Transit Authority needed to be reduced, the group split – 2.5 to 2.5.

“Let me clarify . . .” said Arlington County Board Chairman Jay Fisette (D),

whose half-a-hand up caused the unlikely 50/50 split.

The moment was a small but telling one during the forum, sponsored by a group of business organizations. Everyone has thoughts about what ails the beleaguered transit agency, but consensus on how to fix it remains elusive.

“I can’t sit here and say what it should be,” Fisette said of specific reforms. But, he said, something must be done.

“It’s the most significant issue facing the region today. This is the issue of our time. It has to be solved,” said Fisette, who Continued on Page 26

Real-Estate Titan Wes Foster ‘Couldn’t Be More Pleased’ About the Future as He Prepares to Transfer Ownership The Northern Virginia real estate market, which for the past decade has experienced significant churn among the main players, took another turn Sept. 7, when Long & Foster Cos. announced it would be acquired by HomeServices of America, an affiliate of Berkshire Hathaway.

The ownership change will impact 11,000 Long & Foster agents spread across 230 offices throughout the local area and broader region, who in 2016 combined for more than 81,000 home sales.

The sale to HomeServices also includes Long & Foster’s affiliated Prosperity Mortgage and firms focused on settlement services and insurance.

Wes Foster Jr., who in 1968 cofounded the firm with Henry Long, said in a statement that HomeServices of America was “the right partner to maintain the legacy, culture and integrity” of his firm.

“I couldn’t be more pleased,” said Foster, who will remain with the company as chairman emeritus.

The real-estate brokerage started in a 600-square-foot office in Fairfax, according to the firm’s Web site. Foster specialized in residential real estate while Long’s focus was on the commercial side.

In 1979, Foster bought out Long after the pair opted against selling out to another firm. The company is now headquartered in Chantilly.

Last week’s acquisition came as a surprise to many within the real estate industry, although some agents said there were random inklings that changes might be in the works.

The Northern Virginia real estate market in recent years has seen some familiar firms trip up while new entrants have worked to grab market share, and a number of high-profile agents have hopscotched among firms, angling to find the best fit.

Bob Clark, a Realtor at Long & Foster’s Arlington office, said he trusted Foster’s judgment and felt the acquisition would be a net positive.

“Mr. Foster has a proven record of making good decisions,” Clark said.

The acquisition brings HomeServices of America to a roster of 41,000 realestate professionals in 30 states plus the District of Columbia. The firm expects to close 340,000 transactions this year, representing $123 billion in sales volume.

The acquisition comes at a time the regional real estate market has shaken off the impacts of the 2006-08 recession as it rides an ongoing wave of historically low interest rates, but faces challenges both with affordability and inventory.

Despite a slight year-over-year decline in average sales prices, the Northern Virginia real estate market in 2016 posted its

best year since 2005 in both total sales and overall sales volume.

A total of 21,097 residential properties went to closing last year, up 3.8 percent from the 20,335 transactions recorded in 2015, according to figures reported in January by the Northern Virginia Association of Realtors.

Figures represent sales in Arlington and Fairfax counties and the cities of Alexandria, Fairfax and Falls Church. Outlying jurisdictions also saw a solid year.

The average sales price across Northern Virginia of $556,368 was down 0.1 percent from 2015’s record total of $556,995, but still represented the second-highest ever.

Sales in 2016 were the highest since the bubble that preceded the 2008 recession; sales totals peaked from 1998 to 2005, with the region’s annual sales topping out at 32,735 in 2004, according to historical tabulations compiled by the Sun Gazette.

Total sales volume across Northern Virginia of $11.7 billion for 2016 was up from $11.4 billion the year before and the third highest ever behind $15.7 billion in 2005 and $14.4 billion in 2004.

N.Va. Elected Leaders: Preparedness Is a Two-Way Street

Hurricanes Provide Reminder for Residents to Be Ready to Fend for Themselves for a Period SCOTT McCAFFREY Staff Writer

Elected local officials from across Northern Virginia gave themselves generally positive grades for emergency preparation during a recent regional forum, while acknowledging their work will be graded based on future efforts rather than past ones.

“There’s good cooperation” in the emergency-preparedness arena, said Corey Stewart (R), chairman of the Prince William Board of County Supervisors, during a Sept. 6 roundtable sponsored

by local business groups. The event came after Hurricane Harvey ravaged Texas and as Hurricane Irma was threatening Florida.

“The most effective thing for an elected official to do is communicate, communicate, communicate – having the communication tools available and well-honed, and having an engaged community,” said Sharon Bulova, chairman of the Fairfax County Board of Supervisors.

terrorist attack on the Pentagon.

“We got even better,” said Jay Fisette (D), who also was serving as board chairman in 2001 when terrorists crashed a plane into the Pentagon.

Regional cooperation in the days after that event was strong, Fisette said, and the region acquitted itself well.

“This is a critical function of government,” he said of emergency preparedness. “It’s all about planning.”

But when a calamity such as a powerful hurricane or damaging derecho strikes, “Mother Nature reminds us who’s in charge,” said Alexandria Mayor Allison Silberberg (D).

Silberberg said her community had taken steps – and would take more – to alleviate chronic flooding in Old Town Alexandria. But she acknowledged that not every problem can be fixed.

“We’re a city on the river,” she said.

Phyllis Randall (D), chairman of the Loudoun County Board of Supervisors, said local officials need to be up to speed on the many ways of communicating in the social-media era.

“Do it on all platforms,” she said, in an effort to catch all age groups and demographics.

Fisette encouraged residents to get involved through programs like the Community Emergency Response Team (CERT) initiative available in several localities.

Stewart said residents needed to prac-

tice self-reliance, and be prepared to be without basic necessities for three days at a minimum.

“We can’t get to everybody,” he said.

“People need to be prepared to survive.”

And when in doubt? “The primary message for most, in most instance, is stay put,” Fisette said.

The morning’s discussion, moderated

by Peggy Fox of WUSA-TV, steered largely away from contentious national topics, avoiding the legacy of the Confederacy entirely and only tangentially referencing immigration issues. But on the preparedness issue, Randall said localities needed to pay attention to the potential impacts of climate change.

“These storms are coming fast and furious,” she said of the 2017 hurricane season.

The elected-leaders summit, now in its second year, is a chance for the business community to hear from top elected leaders of five jurisdictions. The event drew a thumbs up from Deborah Johnson, a government-affairs specialist for Dominion Energy, which was a sponsor of the two-hour program.

The gathering provided “lots of good information and dialogue,” Johnson said.

The top elected positions in each of the five jurisdictions are elected by voters except for in Arlington, where the County Board chairmanship rotates among board members on an annual basis.

Leaders of Northern Virginia’s three largest jurisdictions say 2016 state legislation impacting local control of landuse decisions has resulted in a mess, and needs to be revisited.

Fairfax County Board of Supervisors Chairman Sharon Bulova (D), Prince William Board of County Supervisors Chairman Corey Stewart (R) and Loudoun County Board of Supervisors Chairman Phyllis Randall (D) used a Sept. 6 forum to complain that the legislature’s vote on “proffers” was an answer to a question nobody was asking.

“This has got to be fixed,” Stewart said. “We’re going to have to work together to get this done. Unless this is fixed . . . it’s going to get worse and worse as we go on.”

Proffers are voluntary actions by developers, given to local governments in exchange for changes in zon-

ing that would allow developments to move forward. They are less frequent in more urban counties, more often seen in communities such as Loudoun and Prince William, where development is planned on large tracts of land.

The legislation makes it more difficult for developers and county officials to horse-trade community benefits and zoning, a practice that is as old as the post-war Northern Virginia development boom.

Though the details of the legislation were technical in scope, the impact of the proffers measure – which went into effect July 1, 2016 after being signed by Gov. McAuliffe – has been to chill the pipeline of new homes in several local jurisdictions.

“Residential development sort of dried up,” Bulova said, blaming legislators for failing to comprehend the practical impact of the legislation.

“This was a huge mistake. They did not understand land use, the way different jurisdictions do land use,” she said.

N.Va. Senior Olympians Aim to Be Community Inspiration SCOTT McCAFFREY Staff Writer

“You have to set an example. My motivation is to stay healthy, stay active.”

So says Roger Webb, who since 1999 has been a participant in the Northern Virginia Senior Olympics, which this year has drawn 750 competitors to participate in nearly 70 different events across the region.

Webb, whose 2017 competition categories range from shot put to yo-yo, is a spry 80 years old. In some ways, that’s just a youngster: there are competitors as seasoned as 102 years old taking part in the two-week competition, now in its 35th year.

Opening ceremonies were held Sept. 9 at Thomas Jefferson Community Center in Arlington. Other participating jurisdictions include Fairfax, Fauquier, Loudoun and Prince William counties and the cities of Alexandria, Fairfax and Falls Church.

The events could not take place without support, said Jim Mackenzie, who chairs the all-volunteer Northern Virginia Senior Olympics board.

“It needs a large number of volunteers to make sure the events run smoothly,” Mackenzie said.

On Immigration, Quiet the Rhetoric, Craft a Solution

The hyperventilating screeds over President Trump’s decision to phase out the Obama-era Deferred Action for Childhood Arrivals (DACA) program were predictable, and equally predictably, they (perhaps purposely) obfuscated the central issues in a wave of emotional outbursts, calling the decision everything from heartless to fascist.

Viewed in a more sober light, the president’s action in overturning his predecessor’s constitutionally-dubious, election-year (2012) usurpation of legislative authority puts responsibility for crafting a solution to this issue back where it belongs: in the hands of Congress.

The intent of President Obama’s policy was laudable; we believe those immigrant youth who were brought here as children are deserving of special consideration without the fear of random deportation to countries they really do not know. The “Dreamers” – with some exceptions – are net contributors to our society, and we should be happy to

have them in our midst.

That said, President Obama went about addressing the matter the wrong way, and no tugging at the heartstrings or rewriting the historical record is going to change that fact. The matter now rests on the correct end of Pennsylvania Avenue.

“The House and Senate along with the administration must now come together and find common ground,” U.S. Rep. Barbara Comstock (R-10th) said in a statement.

We concur: It’s time to leave the political posturing at the door, roll up sleeves and finally start earning those $174,000-a-year paychecks and golden benefits that come with the job title “member of Congress.”

The public is watching, and those caught in the middle – those who had been covered by DACA – deserve responsible behavior, not tacky showboating, from those in positions of authority. It would make for a nice change.

Move Confederate Statues to Museums Editor: As an African-American, I wanted to respond to letter-writer Muriel Peake [“Trump Calls It Correctly on Confederate Statues,” Aug. 31].

I’d like for her to think about this for a moment. What would have happened if the South had won the Civil War? What would America look like?

African-Americans would probably still be slaves. Our country would not be so diverse. Women would not have half the rights they have now in this country, because the civil-rights struggle of the 1960s helped foment that.

I wonder how we would have done in the World Wars without the contributions of African-Americans or a united country instead of a divided one. I wonder if we would have been responsible for all the technological achievements that America helped bring to the world, not to mention advances in art, music

and literature, all brought to fruition because this country freed slaves, welcomed immigrants and embraced equality for women. None of this would have happened if the South had won.

I only bring this scenario up because African-Americans don’t look at the war as “we won” but that good vanquished evil. Slavery was simply evil, no mincing of words. The South, whether you want to hear this or not, wanted to keep slavery and fought a war for that right.

Why should any American feel comfortable with having these reminders of an evil past?

If you want to have a statue of a Confederate in your house or the Confederate flag, feel free. As far as history, they can go in a museum where students can learn what the evils of slavery did to our country.

It isn’t just about us not being satisfied about the present progress, but

not wanting to glorify the soldiers who fought to maintain such evil.

The letter brought up the Tower of London analogy. Well, I’ll bring up some key things about another country, Germany.

The Confederates fought courageously for their views. Well, the Nazis fought hard also, and their viewpoints were evil and misguided.

Germany has banned symbols of the ugly portion of its history. They are now able to move forward without hanging on to reminders of the evil that the Nazis did.

In doing so, they have rounded the corner by welcoming refugees from the Middle East by the thousands to their country, a country that tried to eliminate a whole race of people.

Editor: When reading Muriel Peake’s argument, I was shocked to see a comparison of a statue to the Tower of London.

One is a item erected to commemorate a person, and the other is place with deep history.

The Tower of London is an historic castle and prison where royalty lived and royal possessions are now stored. I can’t think of anyone who would be offended by the Tower of London.

A Confederate statue that was erected many years after a war in honor of the losing side has no place in our parks and squares or on top of buildings. Statues are not history.

A statue is not an important part of history, as the letter-writer suggests.

They should be removed from their place of honor to somewhere more appropriate.

Imagine being able to create virtually anything one desires using a home-based 3-D printer. The technology is here already, albeit in primitive form, and only stands to become more capable.

Twenty children in grades 1 through 6 got to try their hands with the new technology by designing and printing objects during a class in early July at Spring Hill RECenter in McLean.

“Kids want to make stick figures with huge heads, which will fall down,” Kelty said. “You don’t want to make things that are too detailed or complicated.”

STEM exCEL employees set up a small 3-D printer in the classroom so students could witness operations and print small objects. Four printers at the company’s home office handle larger projects.

The MakerBot Replicator Mini printer used in the class was about the size of a small microwave oven set on its side. Windows on the printer’s sides let students gaze at the operation while not risking being scorched by the machine’s extrusion nozzle head, which puts out plastic melted at 419 degrees Fahrenheit.

The machine used a spool of yellow polylactic acid (PLA) plastic filament and slowly built up layers of objects by precisely positioning its nozzle assembly using sets of rubber belts. The final results were hollow, but contained a grid of inner support walls, which looked similar to a cross section of a cake ice cream cone.

3-D printing is in its infancy and the process still is agonizingly slow, taking about 30 minutes to build up a simple object that fits in the palm of one’s hand.

(For a dated analogy, think of the blurry Polaroid photo of Kevin Costner and Sean Young being laboriously enhanced into sharpness in the 1987 thriller “No Way Out.”) The technology’s implications barely have been plumbed and they’re already pretty mind-boggling. Doctors hope to use DNA from a person’s blood sample to print new organs, obviating the need for donor waiting lists, said James Arnett, STEM exCEL’s logistics manager.

NASA officials are pondering how to put 3-D printers on the International Space Station and upload programs to print tools, eliminating astronomically expensive and dangerous supply missions.

3-D printers already can make food such as pizzas and cookies, as presaged in science fiction, he said.

“It’s just a completely new concept,” said Arnett, 26. “As a kid, you’d watch ‘Star Trek’ and there’d be a food replicator. That it’s become reality is fascinating.”

Some 3-D printers are capable of incredible detail. Visitors at the International Spy Museum during a recent James Bond exhibit saw a 3-D printout of an antique Aston Martin DB5 used in the movie “Skyfall.” One-third-sized miniature printouts of the vehicle stood in for the pricey real sports car during the film’s climactic battle.

3-D printing also poses some challenges, such as intellectual-property infringements and the possibility that people can print firearm pieces that can be assembled into functioning weapons.

“It’s kind of a gray area, especially when you’re not printing something for a profit,” Arnett said. “There will be tons of legislation after these things become widespread.”

Fire-Equipment Glitch Could Delay Community Center BRIAN TROMPETER Staff Writer

Vienna officials have come up with a solution for cracked concrete flooring at the town’s renovated community center, but learned Sept. 11 that the building’s grand reopening may have to be postponed because of improperly installed fire-control equipment.

The bearer of the bad news was Dan Strotman, vice president of Orr Partners, the town’s consulting company for the project. Work had been proceeding productively for the past few weeks, but during a Sept. 8 fire-alarm inspection, officials discovered that the electrical fire-

pump controller had been put in place incorrectly.

The pump controller’s Canadian manufacturer is refusing to honor the equipment’s warranty and project leaders have concluded the pump controller must be replaced, Strotman said.

The lead time necessary to obtain the new equipment will be “significant” and town officials are seeking ways to expedite that process, he said. Keller Bros., the project’s general contractor, is financially responsible for obtaining and installing the new pump, which provides additional water volume and pressure to the sprinkler system in the event of a major fire, he said.

The glitch will delay the community center’s Sept. 18 opening for classes and likely will force the rescheduling of the facility’s planned Sept. 23 grand reopening, Strotman said. Officials probably will have an answer Sept. 13 and definitely by Sept. 15, he said.

The replacement equipment likely will have to be manufactured specifically for the community center, as “I doubt there is one sitting in stock anywhere,” he said.

Project leaders this week will investigate the possibility of being able to hold the reopening ceremony as scheduled and allow the public to enter for tours, but not formally occupy the building, Strotman said.

The problems don’t end there. Town officials also are resolving another issue involving an electrical-power device that the design team improperly specified.

“The work on the elevator is done and as soon as we can replace this one part, we’ll be ready for final inspection,” said Strotman, adding that this probably would occur before week’s end.

Officials have rescheduled another inspection so they can obtain a stocking permit, which will allow furniture to be installed inside the facility, he said.

Council member Howard Springsteen voiced disappointment with the project’s latest problems.

“The reality is, we need to get this done,” Springsteen said. “It wasn’t our

fault . . . it is what it is. We have 6 million people out of power in Florida [because of Hurricane Irma]. If Vienna can’t open its community center on Sept. 23, the world isn’t going to end. Open it right.”

Council member Pasha Majdi said he was open to rescheduling the center’s reopening until the time when “we really have something to celebrate.”

Council member Douglas Noble was not willing to let the project’s contractor off the hook for the multiple problems.

“I continue to be disappointed with [Keller Bros.’] focus on final delivery of the center,” he said. “It’s not for want or trying of staff.”

The electrical-equipment hiccups are the latest in a long series of obstacles that have cropped up with the project.

Strotman and Vienna Parks and Recreation Director Leslie Herman alerted the Town Council on Aug. 21 that hairline cracks had been discovered in the finishing layer of concrete flooring of the community center’s lobby and two main corridors.

After mulling over tearing up the floor and redoing it or fixing the cracks instead, town officials decided to lay vinyl tiling over the damaged flooring in the lobby and gym corridor and carpeting over the cracked concrete in the facility’s windowed corridor, Herman said.

“It should look very nice,” she said.

“There’s no cost to the town for this.”

Fairfax County Opens Annual Deer-Management Initiative The Fairfax County Deer Management Archery Program began Sept. 9 will run through Feb. 24, 2018.

Under the oversight of the Fairfax County Police Department, in collaboration with the Fairfax County Park Authority and Northern Virginia Regional Park Authority (aka NOVA Parks), the archery program is conducted in parks and other locations throughout Fairfax County.

The archery program began in fiscal year 2010 and is part of an integrated deer-management program to reduce and stabilize the white-tailed deer population in Fairfax County in order to minimize safety and health hazards caused by an overabundance of deer.

These impacts include deer-vehicle collisions, potential spread of diseases and environmental damage attributed to deer that can negatively affect the ecosystem, officials said.

The program, approved by the Fairfax County Board of Supervisors in 2000, is recognized by the Virginia Department of Game and Inland Fisheries as a safe and efficient method of deer-population control, police said.

Because of its proven track record of safety, archery is a preferred means of controlling the county’s deer population.

tial areas and community parks, allowing for deer-population management in urban and suburban areas.

Since Virginia began tracking hunting injuries in 1959, no bystanders have been injured by an archer hunting deer anywhere in the commonwealth. Last year, 95 percent of the total deer harvests in the Fairfax County Deer Management Program were through the use of archery.

Fairfax County’s archery program requires that all archers meet state hunter licensing, education and safety requirements and pass qualifications to demonstrate skill and marksmanship, in addition to carrying program identification. Beginning this year, archers also are required to have completed a course through the International Bowhunter Education Program to participate in the county’ deermanagement program. All participating archers also must pass a criminal background check.

Parks remain open to the public during the archery program. Florescent orange signs are posted in parks where hunting is authorized. Harvest attempts will be accomplished from elevated tree stands; ground blinds are not permitted in county parks. Tree stands must not be located closer than 100 feet from property lines or closer than 50 feet from established park trails.

The chairman of Fairfax County’s Board of Supervisors says she’s heartened by the pace of redevelopment in Tysons, but is asking local residents to take the long-term view in judging the effort.

“It’s something that is going to develop over many years. People need to be patient,” Sharon Bulova (D) said during the Northern Virginia Elected Leaders Summit, a Sept. 6 forum sponsored by a coalition of business groups.

Bulova called the effort to transform the Tysons corridor into a full-fledged, multi-use neighborhood a “textbook case

of how to engage the community.”

“Could we have done something different? I don’t think so,” Bulova said under questioning from moderator Peggy Fox of WUSA-TV. “I think Tysons is a success,” she said.

Bulova’s comments come a little over seven years after the Board of Supervisors approved a Comprehensive Plan amendment setting the stage for the next wave of development in Tysons.

The update aimed to take advantage of the coming of Metro’s Silver Line rail service through the corridor, with a goal of turning Tysons into the home of 100,000 residents and 200,000 jobs by 2050.

Ridership on the county-funded, privately run Fairfax Connector bus service posted a year-over-year passenger decline of nearly 4 percent in the last fiscal year, according to new data, as ridership regionwide was impacted by a number of factors.

A total of 8.63 million passengers used the local bus system in the 12 months ending June 30, according to preliminary figures reported by the Northern Virginia Transportation Commission.

The 3.9-percent decline actually was less of a drop than was felt by Metrobus service across Northern Virginia, which saw ridership dip 4.4 percent to 19.1 million in the same stretch.

Fairfax Connector and Metrobus were not the only bus networks to post declines; Alexandria’s DASH, Fairfax City’s CUE, Loudoun County Transit and Prince William’s OmniRide all showed varying dips in ridership. Arlington ART system, which augmented its routes to compensate for rail work on the Metro system, saw a 9.1-percent increase.

Overall, the 13.2-million drop in transit passengers for the fiscal year passengers across Northern Virginia was due mostly to a 12.1-million-trip decline in the Virginia portion of the Metrorail sys-

tem, which saw its passenger count plummet from 101.6 million to 89.5 million as riders fled the system – some temporarily, but perhaps some permanently.

Bus ridership was impacted by problems with the rail system; nearly two-thirds of bus trips in Northern Virginia connect to Metrorail. Ridership also was affected by relatively low gas prices (which make driving more attractive) and the increasing acceptance of telework by employers.

Northern Virginia Transportation Commission analysts added that the rise of transportation options like Uber and Lyft also are cutting into transit ridership.

Just under 60 percent of Fairfax County residents live within a half-mile of bus service – whether Metrobus or Fairfax Connector – according to regional data.

Not surprisingly, that’s lower than inner areas of Arlington, Alexandria and the District of Columbia (each well into the upper 90s) but significantly higher Prince William County (20 percent) and Loudoun County (11 percent).

According to Northern Virginia Transportation Commission figures, the average speed of Fairfax Connector buses plying routes was 17.5 mph during peak periods, 15.3 mph off-peak.

The higher speeds during peak periods reflect the impact of express/commuter services during that time frame.

Vienna resident Dr. Robert Leggett has published “U.S. Coast Guard Academy Class of 1963 Goes to War – a Collection of Stories, Combat, Tragedy and Lasting Memories.”

The publication chronicles the littleknown story of the role played by the U.S. Coast Guard during Vietnam, specifically “Operation Market Time,” a mission to prevent North Vietnam from infiltrating arms and other war materiel into South Vietnam by sea.

Fourteen members of the Coast Guard Academy Class of 1963 were awarded Bronze Stars, while three earned Silver Stars, for their wartime duty. The book is dedicated to Lt. (j.g.) David Brostrom, who was killed in the war.

Rowsome, who currently is an executive with the Wilderness Society in Washington, has been tapped as the new executive director of the Northern Virginia Conservation Trust.

“This is an amazing opportunity for me to protect and enhance the natural beauty of Northern Virginia,” said Rowsome, a lifelong resident of Northern Virginia and current resident of Arlington.

Rowsome succeeds Peggy Stevens, who in February announced plans to retire.

“Alan brings a wealth of experience,” says Gary Kirkbride, chair of the conservation trust’s board of directors. “His work at the national level with diverse constituencies and with land-conservation organizations will build on the trust’s successes over nearly 25 years. FOUNDATION FUNDS TACKLE CHILDHOOD OBESITY AT THE SCHOOL LEVEL: The Community Foundation for

Northern Virginia awarded $17,700 in “Healthy Kids Grants” to address childhood obesity by supporting programs that increase physical activity and/or improve nutrition in Northern Virginia’s public schools.

The 2017-18 school year is the seventh annual Healthy Kids grants cycle, with a

total of $118,000 awarded to date.

“Childhood obesity continues to be a critical issue facing children and families throughout our region,” said Eileen Ellsworth, president of the foundation. “We are delighted to again partner with the Chin Family Charitable Fund and J.O.Y. Charitable Fund to continue to help our local schools address this issue.”

Nine different schools across the region received grants. Among them was Marshall Road Elementary School, which garnered $9,000 in support of a yoga class for special-needs students.

“Yoga and mindfulness can help to improve students’ academic performance as well as flexibility and overall physical fitness,” foundation officials said.

Saratoga Elementary School also was a grant recipient. Julie Whyte, a physicaleducation teacher at the school, said the financial support will provide a needed boost.

“The funds will help us launch a before-school walking club,” Whyte said.

“This club will give students a chance to participate in physical activity before the school day even starts.

highlights of a program that is being acknowledged with a Fairfax County 2017 Environmental Excellence Award.

The annual awards recognize people who dedicate time and energy to benefit the environment and support county-government environmental initiatives.

The award is being presented to honor Churchill Road’s teachers and students along with the Park Authority and program sponsors from the McLean Citizens Association for Churchill Road’s Eco-Week, a program conducted by the school’s sixth-graders in May. Over two days, students partnered with the Park Authority’s Invasive Management Area (IMA) program to remove invasive plants and plant native trees in their place, at Churchill Road Park adjacent to the school. Teachers prepared students for the outdoor projects with special classroom activities.

Merrily Pierce, the site leader who oversees IMA volunteers at Churchill Road Park said “it is a nice honor” for the program, which is now nearly five years old.

IMA is a volunteer program designed to reduce invasive plants in parks and provide county residents with opportunities to take care of Fairfax County’s natural resources. n Northern Virginia Community College has signed a transfer agreement with

Radford University, one that will ensure all NVCC credits will be accepted toward Radford’s degree requirements.

Community-college president Scott Ralls said the Aug. 28 signing represented an “historic, monumental day” for the university. Ralls signed the agreement at the college’s Annandale campus with Radford president Brian Hemphill.

“We’re committing to ourselves that we’re going to not only have guaranteed admissions, but, with select institutions that are willing to step up like Radford, we’re going to be guaranteed transfer partners,” Ralls said in a statement. “That means we’re going to be working with each other to make sure we’re collectively looking at the pathways to transfer, and making sure that the courses we’re advising our students to take will transfer to other universities.”

The community college currently has guaranteed-admissions agreements with more than 30 colleges and universities.

While these agreements guarantee community-college students will be admitted to those educational institutions, they do not guarantee that all of the students’ credits will transfer. Radford is the first university to guarantee the transfer of credits.

“We are excited about this first-of-itskind partnership in Virginia,” Hemphill said. “We are mindful that the increasing cost of higher education is at the forefront

for our students and their families. This agreement will establish a truly seamless transfer process.” n George Mason University awarded more bachelor’s degrees to minority students in the 2016-17 school year than any other institution of higher education in Virginia, according to new data.

With 2,326 degrees conferred on minority students, the university was tied for 44th nationally out of more than 2,700 institutions, in a study by Diverse Issues in Higher Education.

The 2,326 degrees to minority students represent an increase of 10 percent from the year before, Mason officials said.

Virginia Commonwealth University was next among Virginia universities (at No. 53 nationally), with 2,196 degrees awarded.

Mason ranked 25th nationally, and first in Virginia, in bachelor’s degrees conferred to Asian Americans with 966, an increase of 4 percent from 2015-16.

The university also made gains in bachelor’s degrees conferred to African Americans (500, up 15 percent) and Hispanics (638, up 11 percent).

Diverse Issues in Higher Education used federal data for its report on the nation’s top degree-producing institutions for minority students. The sample was limited to institutions that distribute federal Title IV financial assistance.

Almost Half of Metro Areas See Record Prices for Homes

Home values are setting new records in almost half of the country’s largest metros, and the national median home value is now $4,100 more than it was in April 2007, just before the market crashed, according to the Zillow Real Estate Market Report.

Home values in Denver, Dallas and San Jose have appreciated most beyond the previous record-highs set at the peak of the housing bubble in the mid2000s. Homes in Denver are almost 60 percent more valuable now than during the bubble, increasing from a median home value of $235,900 in April 2006 to a current median home value of $371,100.

When the housing market crashed, home values plummeted and it has taken about 10 years for home values to reach new record highs. Strong labor markets and steady income growth have pushed up home values in the nation’s hottest markets more quickly than in others.

Among the 35 largest housing markets, 15 have higher median home values than ever before.

An abundance of well-paying jobs in Portland, San Francisco and Seattle has quickly driven up home values as job seekers flood these markets looking for new opportunities. In Portland, the median home value is about 26 percent higher now than during peak bubble years, and about 20 percent higher in San Francisco and Seattle.

Additionally, more than 48 percent of individual homes nationwide are currently worth more than they were prior to the onset of the Great Recession. In Denver, 99.5 percent of homes are worth more now than during the peak of the housing bubble, but in Las Vegas, less than 1 percent of homes are more valuable.

“Home values are high, but affordability – while suffering a bit lately – is still OK, largely because of very low mortgage interest rates helping to keep monthly mortgage payments in check,” said Zillow chief economist Dr. Svenja Gudell.

“The more pressing issue is abnormally low inventory, which is translating into an extremely competitive environment for home shoppers,” Gudell said. “Bidding wars and homes selling for over asking price have been common themes in many markets this summer.”

Fairfax Business Briefcase AVERAGE WEEKLY PAYCHECKS RISE ACROSS FAIRFAX: The average weekly

paycheck of those employed in Fairfax County grew at a rate higher than the national average in the first quarter of 2017, but the county fell out of the top 10 among the nation’s counties in terms paycheck size, according to new data.

Fairfax County’s average weekly wage of $1,748 for the January-to-March period was up 7.7 percent from a year before, according to the federal Bureau of Labor Statistics. That total placed Fairfax 73rd among growth rates in the nation’s 346 most populous counties.

(Data represent where an individual is employed, not where he or she lives.)

Nationally, the average weekly wage was up 6.6 percent to $1,111 in the first quarter.

While rising, the average weekly paycheck in Fairfax was $18 shy of keeping the county in the top 10 nationally.

Six counties saw average wages of more than $2,000 per week: New York County (Manhattan), N.Y., at $2,954; Santa Clara, Calif., $2,450; San Mateo, Calif., $2,385; San Francisco, Calif., $2,264; Somerset, N.J., $2,026; and Suffolk, Mass., $2,016.

The District of Columbia placed eighth ($1,885) and Arlington placed ninth ($1,847).

LOCALITY OFFERS TO AID NEIGHBORS IN PLANNING FOR AIRBNB-STYLE REGULATION: The chairman of the Ar-

lington County Board says his jurisdiction is willing to share its expertise with surrounding localities, including Fairfax County, as they work to legalize Airbnbstyle rentals.

“So far, we’ve felt pretty good,” board

chair Jay Fisette (D) said of Arlington’s regulation of short-term home stays.

Board members last December set in place rules for what previously had been an unregulated – and technically illegal – part of the local economy.

So far, about 70 Arlington property owners have filed paperwork to pay requisite taxes on short-term stays. That’s a far cry from the roughly 1,600 apartments and houses Arlington officials think are being let out for occasional stays, but Fisette said as word gets out on the new rules, he expects the public to cooperate.

“They will, over time, come into compliance,” he said.

The board chairman made his remarks at the 2017 Northern Virginia Elected Leaders Summit, held Sept. 6 and hosted by a coalition of chambers of commerce as well as the Northern Virginia Regional Commission.

The General Assembly in 2016 passed legislation prohibiting localities from collecting taxes on homestead rentals, but the measure was vetoed by Gov. McAuliffe so the issue could be studied further.

In the 2017 legislative session, localities successfully lobbied to retain the power to regulate such rentals.

Arlington was the first jurisdiction in Northern Virginia, though not the first in the commonwealth as a whole, to codify regulations on the cottage industry. Other jurisdictions across the region are consid-

Va. Home Sales Post Year-Over-Year Increase

Year-over-year home sales across Virginia were relatively flat in July, according to new data, with median sales prices up slightly.

A total of 11,495 properties went to closing during the month, according to figures reported Aug. 23 by Virginia Realtors. That’s down about a half-percent from the 11,548 transactions reported in

July 2016.

The median sales price of all properties – single-family, attached and condominiums –stood at $295,000 in July, up 6 percent from the $278,275 of a year before.

Total sales volume for the month stood at $4.07 billion, up 4.4 percent from a year before.

But on Aug. 22, state and local officials gathered in Haymarket to mark the full completion of the interchange, the first diverging-diamond design in Northern Virginia.

The interchange is designed to easily shift drivers to the opposite side of the road and eliminate left turns crossing oncoming traffic.

It includes two new bridges to carry Route 15 drivers over I-66, but only two of the three lanes were open to traffic in January. According to the Virginia Department of Transportation, all three are now ready for drivers.

This has been a frustrating and annoying situation the first couple of weeks of the 2017 high school campaign, which began Aug. 24. For whatever reasons, the status of missing varsity rosters, usually easily accessed, is far worse this season.

Rosters should be available on schools’ athletic Web sites days before a season begins, not the opposite.

Many still weren’t posted last week, two games into the schedule for many local teams.

For days, school athletic Web sites already have rosters available for other falls sports, like cross country, golf, and girls field hockey and volleyball.

So again, why not football?

Football is the marquee high-school sport, so having rosters available and correct is a no-brainer for many reasons. Yet that’s not been the case.

Plus, on a couple of football rosters that have been provided this fall, some of the numbers of key players were incorrect, causing embarrassing identification moments for the announcers of those contests.

It’s puzzling why some rosters are provided, but not all. The responsibility usually falls with the head coach.

Football staffs have more assistants than any other high-school sport, so the job of having an on-time and correct roster should be delegated.

Huskies Open With Road Win Over the Host Panthers DAVE FACINOLI Staff Writer

Expectations proved true for the Flint Hill Huskies in their Sept. 8 season opener.

Projected to have a potent and highscoring offense this fall, the high school team did FOOTBALL football just that in rolling past the host Paul VI Panthers, 35-13, in a non-conference private-school contest in Fairfax. Flint Hill players amassed 232 yards rushing, scoring five touchdowns on the ground and gaining 317 total yards with 17 first downs.

Flint Hill led 21-7 at halftime then added two fourth-quarter touchdowns.

“For a first game, we had some good

moments, but we had too many mistakes and penalties,” Flint Hill coach Tom Verbanic said. “But we will get better.”

Leading the Flint Hill offense was junior running back Jordan Houston, who missed most of last season with a left ankle and leg break he suffered in the first half of the 2016 opener against, coincidentally, Paul VI. On Sept. 8, Houston gained 145 yards rushing and scored three touchdowns on runs of 12, three and one yards.

“It’s nice to have Jordan back; he makes us a better team,” Verbanic said.

The return of Houston and receiver/ running back Mark Lewis, along with a few other key offensive players and the addition of Thompson, are what give Flint Hill the ability to have a produc-

tive offense.

Houston rushed for nearly 1,800 yards as a freshman, and Lewis gained more than 1,700 on the ground last fall.

Houston said he was more than ready to play again, after being sidelined for so long.

“I couldn’t wait to get back on the field to play my favorite game,” he said.

“Once I got a couple of runs, I knew I was back. My leg feels fine. I got hurt against them last year, so that gave me more motivation.”

Also for the Huskies, new starting quarterback Miles Thompson rushed for 58 yards, including a 51-yard scoring run, and he completed 5 of 8 passes for 85 yards and had three passes dropped.

Fullback Jaylin Hertz ran for 29 yards,

including a three-yard TD run, and had one catch for 14 yards. Jamarian Hawkins had two catches for 17 yards, Justice Ellison had one catch for 48.

Justin Duenkel booted four extra points and had multiple deep kickoffs, and Matt McClements made one point after, and he had a couple of long punts.

On defense, Flint Hill held Paul VI (1-1) to 168 total yards and came up with two turnovers. O’Kelly McWilliams had an interception and Lewis and Ellison had tackles for losses.

“We were good on defense, but I was worried about conditioning because so many players go both ways and we made mistakes, too,” Verbanic said.

In the match against Good Counsel, senior Siron Hardy led with 14 kills, 12 digs and five aces. Sophomore Sydney Reed added 11 kills, 12 digs and four aces. Junior setter Krissy O’Malley tallied 28 assists while senior Aubree Phillips contributed 19 digs.

“Just splitting it a third and a third and a third isn’t fair to Virginia,” Bulova said, pressing to keep the longstanding, more complicated revenue agreement in place.

“That has been fair, and it will be fair,” she said.

But District of Columbia leaders are griping about maintaining the status quo, saying it penalizes their city.

Loudoun County does not yet have Metrorail service, but will eventually get it when the Silver Line is completed, so the county is being pulled into the fund-

ing fray.

Phyllis Randall, who chairs the Loudoun Board of Supervisors, said the onus should be on the federal government to get the system on track, and keep it that way.

“Metro moves the federal government’s workforce,” Randall said. “The federal government stops working, the country stops working.”

But the federal government of the Trump era is unlikely to be investing heavily in mass-transit projects, in the local region or elsewhere. Meanwhile, officials in Virginia’s General Assembly may kick the can down the road another year during the 2018 legislative session, one lobbyist predicted.

Watching over the discussion with a certain sense of detachment was Corey Stewart, chairman of the Prince William Board of County Supervisors. His county has no skin directly in the game.

“Our focus in on road construction,” Stewart said, although he did opine that any new revenue raised in Virginia for the Metro system should stay in Virginia.

One suggestion to provide a designated revenue stream has been to raise the sales tax in Northern Virginia by one cent on the dollar. None of the elected officials explicitly ruled out the idea, nor did any publicly embrace it as their top choice, during questioning at the forum, held at George Mason University’s Arlington campus.

“I like the camaraderie,” he said of competition. “I found it a good outlet to stay active and stay healthy.”

Initially, Webb competed in race-walking competition (“I got better and better and faster and faster – until I didn’t,” he chuckled), then branched out.

“Yo-yo is my big thing,” he said, having taken part since it was introduced to

the competition’s repertoire. He has gold medals to prove his prowess.

New options available to this year’s competitors include a number of activities, from cornhole to spelling bee to Sudoku.

“The energy, the commitment you bring to these events is inspiring,” said Arlington County Board Vice Chairman

Public-Safety Notes POLICE: DRIVER SIDESWIPES OFFICERS’ VEHICLES, HITS HOUSE IN McLEAN: A man attempting to elude

Fairfax County police officers on Aug. 27 around 9:15 p.m. sideswiped a police car, and then drove without headlights before striking another police vehicle and an occupied home in the 1700 block of Great Falls Street, Fairfax County Police said.

No one in the home was injured, police said, but one officer was transported to a local hospital with minor injuries.

The suspect – 23-year-old Tyler Johnson of Fairfax – was arrested and charged with malicious wounding of a law-enforcement officer, disregarding a police signal to stop and several drug-related offenses, police said.

are investigating the recent death of a 53-year-old female inmate at the county’s Adult Detention Center.

On Aug. 31 at about 7 p.m., a sheriff’s deputy called a medical emergency regarding the inmate, who suddenly had become ill at the detention center.

Medical staff and rescue personnel responded and the transported the inmate to Inova Fairfax Hospital. The inmate died at about 11:04 a.m. on Sept. 7.
