After two years of heated community opposition, the Board of Supervisors on July 26 unanimously approved developer Basheer/Edgemoore-Brook’s plans to

build a 19-house cluster subdivision in north-central Great Falls.

“This project always simply has been about a notion of community,” said Greg Riegle, the applicant’s attorney. “From our perspective, that means creating an interesting and attractive place to live and a

place that’s respectful of our neighbors.”

The nearly 52-acre Brooks Farm site, located north of Leesburg Pike between Springvale and Walker roads, now is home to two single-family dwellings and an assortment of barns and sheds. Much of the parcel consists of pastureland, along with

a pond and stream.

Under the cluster-development plan, 19 residential lots would be arranged in a C-shape, leaving much of the property’s eastern side undeveloped. About 42 perContinued on Page 17

Supervisors Asking VDOT to Step Up Mowing Efforts BRIAN TROMPETER Staff Writer

Fairfax County officials rarely miss an opportunity to remind residents who are grousing about the county’s road conditions that most of those streets and highways are owned by the Virginia Department of Transportation (VDOT).

In recent years, the transportation agency for budgetary reasons slashed its roadway-median mowing from six times per year to three. The cutback has chagrined some Board of Supervisors members.

“High grass in our medians makes our county look shabby and unkempt, lowers property values [and] is a serious safety issue for motorists,” said Supervisor John Cook (R-Braddock) said at the board’s July 26 meeting.

VDOT recently has received more funding for its maintenance-and-operations budget, and should spend some of that money to resume median mowing a half-dozen times annually, Cook said.

The agency also should maintain its roadside trails better and eliminate uneven pavements, plant overgrowth and large deposits of sand and salt remaining from winter’s snow plowing, he said.

Supervisors July 26 unanimously approved Cook’s recommendation that

Seeing medians overgrown by grass “drives people crazy,” Bulova said.

“It just looks like we’re not taking care of business and they think it’s us” who are at fault, she said.

Supervisors Ask Staff to Draft Plan Amendment Calling for 4-Lane Jermantown Road Bridge: Officials from Fairfax County and the city of Fairfax concur: The Jermantown Road bridge over Interstate 66 should be widened from two to four lanes when it is replaced as part of the Virginia Department of Transportation’s I-66 update.

The Board of Supervisors voted 10-0 July 26 to direct county staff to draw up an amendment to the comprehensive plan that would permit such a widening. State officials will not build a wider bridge unless the county takes that step, said Supervisor Linda Smyth (D-Providence).

Baking in the scorching summer sun atop a parking deck overlooking Interstate 66 in Arlington, Gov. McAuliffe joined state and local officials Aug. 1 to kick off a project that will bring high-occupancy-toll lanes to I-66 inside the Capital Beltway.

“Today is a historic day,” McAuliffe said at the event. “It’s all about choices and how we move folks around the commonwealth. Talk was enough – it was time for action.”

Work on the project will start immediately and is expected to be finished by next summer. When finished, the project will move an additional 40,000 daily commuters, state officials believe, with “dynamic” high-occupancy-vehicle tolling that varies in price depending on traffic conditions.

For the first time, single-occupant vehicles will be able to use the road during peak hours – if they are willing to pay for the privilege.

“It will help reduce congestion that has bogged down every single traveler on 66,” McAuliffe said.

The Commonwealth Transportation Board (CTB) in June awarded contracts worth about $60 million for gantries and a tolling system on I-66 inside the Beltway, said Virginia Secretary of Transportation Aubrey Layne. Fort Myer Construction will build the tolling system and TransCore will install the tolling equipment, he said.

Work crews will install eight overhead toll-collecting gantries and about 125 signs on I-66 and local roads approaching the highway.

closures on I-66 inside the Beltway, Layne said. Gantry installation will occur overnight to lessen traffic burdens, he said.

State officials will conduct extensive outreach to keep nearby residents apprised about the project, Layne said.

“These improvements are about moving people,” he said. “It’s not just about moving traffic.”

Toll revenues from the I-66 project will pay for ride-sharing and improved commuter-bus service. The state also will provide $10 million – twice the originally proposed amount – to get multimodal improvements up and running before tolling starts, McAuliffe said.

The CTB approved those projects the previous week, based on recommendations of the Northern Virginia Transportation Commission, he added. Upgrades will include improved bus routes from Fairfax, Loudoun and Prince William counties; better bus service in Falls Church and Arlington; new transit and carpool incentives; and bike-share programs.

One key element will be untangling the traffic bottleneck between the Dulles Connector Road and Ballston. State officials in 2018 plan to add a third eastbound lane in that four-mile stretch and the project should be finished by 2020, McAuliffe said. The project, which now is undergoing environmental evaluations, will be executed mostly within the existing right-of-way and will not adversely affect homes or businesses, he said.

McAuliffe has had two transportation goals since taking office: Pick the right projects and be good fiduciaries, Layne said. The governor is advancing transportation improvements with bipartisan support, he said.

Fairfax Police Update Policy On Recording Their Activity With the development and prevalence of increasingly portable technologies, people of all ages are capturing more and more moments on video, including law-enforcement activity, Fairfax County police said.

County police recently issued a new departmental policy pertaining to anyone who might record police activity, whether it includes something they see as a passerby or a direct interaction with an officer.

The policy was proactively created and implemented to ensure the protection of everyone’s First, Fourth and 14th Amendment rights. General Order 603.1 includes procedural guidance to officers who encounter people recording them while they performing their public duties. According to the order: • Anyone has the right to “observe, photograph, or record police activity in an area accessible to, or within view of, the general public.”

• Officers shall not inform or instruct anyone that recording police activity, if within their legal right, is prohibited nor shall officers otherwise obstruct the ongoing recording.

• The filming of such activity may not interfere with officers engaged in the public discharge of their duties, jeopardize their or others’ safety, violate the

law or incite others to violate the law.

• If officers feel the recording is interfering with the performance of their public duties or poses a safety hazard for the person recording or anyone at the scene, an officer may request or redirect that person to a safer location, while still respecting their right to film in the public domain.

• Should a person who is recording be found in violation of a criminal law (e.g., obstructing an investigation, disregarding an established crime scene perimeter), they may be subject to criminal charges.

• If a person who is filming police activity also capture evidence of a crime being committed, an officer is likely to request from the person filming that they voluntarily provide them a copy of it or allow the officer temporarily to take custody of the phone for evidentiary purposes. It is with rare exception that an officer may seize a recording device without consent from its owner; the policy provides specific instruction to officers.

Our View: Executive Branch Is Held Accountable

Credit is due justices of the Virginia Supreme Court, not necessarily for their ruling against Gov. McAuliffe on voter-rights restoration – we have no particular position on the intricacies of that tempest – then at least on one specific part of the decision.

The justices ruled that, despite prognostications to the contrary from pundits and legal experts, members of the Republican leadership of the General Assembly did have legal “standing” to sue on this issue.

Why is this important? Because currently in the commonwealth, we’ve got a governor who is marching to his own drummer and, more worrisome, an almost militantly

political attorney general who can’t be counted on to defend state law or, we fear, offer nonpartisan opinions when they would run counter to his own views.

It’s therefore up to legislative leaders to demand accountability, but unless they are deemed to have standing to do so, one branch of government (the legislative) is effectively neutered in holding another (the executive) accountable.

Supreme Court justices are right to provide the legislature access to redress when they believe the executive is bypassing the law. No matter who is in control of the governorship, such a check on unbridled power is vital.

NIMBYs Attempt to Scuttle Sunrise Plan

Editor: In the July 7 issue of the Sun Gazette, there was an article and a letter to the editor about proposed senior housing on a site in McLean. Fundamental problems exist in arguments made in both regarding traffic and community.

As reported, the McLean Citizens Association makes a curious claim about the impact on traffic by the proposed senior housing. The article lays out the following numbers: additional congestion of 100 trips per day for a hypothetical development of singlefamily houses versus 250 for the senior residences. With a total of 115 persons between residents and staff at a time, the amount of daily trips generated per person is slightly more than two per day per person.

On the other hand, MCA’s alternative would lead to 25 to 33 trips per day per person.

In other words, MCA’s assertion states that we should prefer a development where people contribute to congestion at 12 to 15 times the rate of the

senior residences.

Coupled with the developer’s reported effort to reduce peak-hour trips through flexible scheduling, it seems like MCA would rather have traffic increase by a whole order of magnitude. Indeed, why should single-family homeowners have the right to create 15 times the congestion of senior citizens?

Our roads are like our air, another common pool resource. The former clogs up with congestion; the latter degrades with pollution entering our lungs. It matters how much each of us contribute to the problem.

If congestion poses the problem that MCA wants its audience to believe, it should focus its efforts on promoting land-use and transportation options that address the actual impacts on our roads.

Regarding community, one of the key points made in the letter relies on a list of reasons why someone would want to remain in their community through their final days: friendship, a sense of belonging and an appreciation of pub-

lic amenities. The rationale against the seniors’ development offers NIMBY talking points without acknowledging that neighbors may want to move out of their pre-Universal Design homes to a nearby place where they can age in place close to friends in their same community.

Absent, too, is a recognition that failing to provide a place for people to move near their former homes leads to physically and emotionally difficult transitions for individuals who seek stability at a vulnerable time of life.

Last, the notion that homes for longtime residents of a neighborhood or the elderly fail to contribute like a park lacks a basic understanding of what community is.

Ultimately, both avenues of opposition rely on the faulty logic of the fallacy of composition. They neglect the broader implications of their parochial choices at the cost of our larger community in which we all live, and commute.

Editor: The July 28 article “Sunrise Seeks Delay to Re-Tool McLean Proposal” quotes an official from Sunrise saying, “We continue to take McLean citizens’ input to heart . . . we will use [the deferral of the Planning Commission public hearing] to make additional improvements in our application. Sunrise thanks the community for their support and ongoing feedback.”

There is NO community support for the proposed massive structure that they want to drop into the midst of a residential community. The nine neigh-

borhoods surrounding the proposed site are all actively opposed to having a major commercial activity in our midst, and have banded together to collaborate in an opposition effort.

The planning and zoning committee of the McLean Citizens Association listened to seven presentations by Sunrise as they tried to make minor adjustments to their plan, then voted to oppose the plan entirely. The McLean Citizens Association’s board of directors then voted unanimously on July 6 to agree with the committee that the project was “incompatible with the neighborhood”

and urged the board of Supervisors the defer action.

Sunrise clearly is playing a game of making small changes to make it look as if they have changed the design to respond to community objections. But no element of the community wants the project at it.

Sunrise should withdraw its application and, if there is indeed a need for more assisted-living spaces in the McLean area – which is doubtful – find a location in a commercial area.

Vienna officials celebrated July 29 as leaders of Vienna Youth Inc. presented them with a ceremonial check for $1 million, which will be put toward the Vienna Community Center’s expansion-and-renovation project.

“We’re grateful for the contribution and so grateful to have such a partner in VYI,” said Vienna Mayor Laurie DiRocco. “They’re wonderful to work with, and we really hope they get great use out of this facility.”

VYI will use the center’s new, larger gymnasium for sports such as basketball, volleyball and wrestling, said VYI first vice president Mark Meana, who has been involved with the group for more than 40 years.

“We have partnered on all the synthetic-turf fields for the outdoor sports at Madison, Marshall and Oakton [high schools] and Waters [Field], so now there’s a kind of reciprocal imbalance internally to VYI for contributing to better facilities for the indoor sports,” he said.

About 4,000 families participate in the youth-sports organization, Meana said.

People involved in all the group’s sports responded well to aggressive fund-raising efforts over time, and VYI also benefited from having steady, long-term leadership while pursuing those goals, he said.

“There’s just not enough facilities, period, and there certainly are challenges within the town and Fairfax County,” Meana said. “You’re not going to make any more space, so you’ve got to maximize what you have.”

VYI originally planned to dedicate $750,000 toward the project, but chipped in one-third more after town officials discovered the existing 50-year-old commu-

nity center’s water-damaged foundation would require costly repairs.

VYI is a “very generous partner with the town to help with those costs,” said Vienna Parks and Recreation Director Leslie Herman.

The project, now about 40 percent complete, will cost an estimated $12.3 million. That figure is nearly 20 percent higher than original calculations.

Progress is evident on the community center’s expansion.

Workers have erected steel roof trusses atop cinderblock walls of the building’s new gym.

Work almost is complete on an 18foot-wide section of the Washington & Old Dominion Trail, which has been relocated closer to Park Street, S.E., and farther away from the community center.

The Northern Virginia Regional Park Authority (aka NOVA Parks) is beginning to widen the heavily used trail. While the section near the community center initially will continue having pedestrians and cyclists share the trail, the pathway eventually will have markings separating those users, Herman said.

Bollards positioned where the trail meets Park Street will deter motorists from driving on the trail – an understandable impulse, given that this section of the pathway consists of smooth, black asphalt as wide as a two-lane road.

Contributing toward the community center’s upgrades is something current VYI members will be able to take pride in for decades to come, Meana said.

“It’s not like lining a field or something that in a year or so goes away,” he said.

“This is going to be here for a long, long time. The kids playing in it will come back and coach and have kids of their own. It’s something where, hey, they were a part of that.”

Public-Safety Notes Police Department on July 23 at 11:42 a.m. to saying he was going to commit suicide in the police department’s parking lot.

Officers immediately began searching the parking lot and found a Falls Church man suffering from a gunshot wound. Officers requested assistance from the Fairfax County fire and emergency-medical-services personnel, but the man was dead when officers found him.

Police as of Aug. 1 had not provided the man’s name or age.

ALCOHOL LIKELY NOT A FACTOR IN CRASH THAT KILLED GREAT FALLS MAN: After further investigation, de-

tectives from the Fairfax County Police Department’s Crash Reconstruction Unit said last week they had reason to believe alcohol was not a factor in a July 20 vehicle crash that killed a 24-year-old Great Falls man.

The accident occurred shortly after 3 p.m. that day when the motorist, David Reese Alison IV, crashed a 2001 Volvo S40, in the 300 block of River Bend Road in Great Falls.

Alison had been driving southbound on the road when he crossed the doubleyellow line and swerved to avoid hitting a northbound vehicle.

The Volvo went off the roadway and struck a tree. Alison was ejected during the crash and found under his vehicle, which was fully engulfed in flames when police and Fairfax County Fire and Rescue Department personnel arrived.

He was pronounced dead at the scene.

The investigation is still active and the Office of the Chief Medical Examiner will send toxicology results to detectives when the information is available, police said.

WORKER ALLEGEDLY SPRAYS CLEANING SOLUTION ON DOUGHNUTS: Fair-

fax County police responded July 25 to a report of an assault that reportedly took place around 9:40 p.m. at Dunkin Donuts, 2946 Chain Bridge Road in Oakton.

According to police, a group of teenagers previously had been given doughnuts that would be discarded at the close of business each day. The youths went to the store on July 25 and requested more doughnuts. The employee initially refused several times to provide the treats, but told them to return later and he would give them some.

Prior to sharing the doughnuts, the employee allegedly sprayed them with a cleaning solution that contained bleach, police said. The juveniles ingested anywhere from one bite to a whole doughnut, authorities said. When they realized the food may have been tainted, they contacted police.

No one required medical attention.

Police launched a criminal investigation, which is ongoing.

VIENNA MAN ARRESTED IN CONNECTION WITH ROBBERY: Robbery Squad

detectives from the Fairfax County Police Department’s Major Crimes Division received an anonymous tip through Fairfax County Crime Solvers that identified a possible suspect in the May 20 robbery of a 7-Eleven store at 2303 Soapstone Drive, Unit C, in Reston.

With that information and other investigative leads, detectives identified the suspect as John McCaw Flynn, 45, of Vienna. Detectives on June 13 obtained a robbery warrant for Flynn and on June 21, the police department’s Fugitive Squad located and arrested Flynn, Authorities transported him to the Fairfax County Adult Detention Center.

The suspects were described as Hispanic and between 20 and 23 years old.

Four years ago, Verburg placed seventh in the 400 finals at the U.S. Trials and missed making the 4x400 relay by one spot, failing to qualify for the London Games.

“I was so close. That hurt in 2012,” Verburg said. “I’m faster, stronger and more mature now, and I can handle the pressure of big races. My goal after 2012 was to make the next Olympic team.”

Leading up to this year’s U.S. trials, Verburg won the 400 finals at the 2015 USATF Championships. He set a personal best with a time of 44.41 in the semifinals, then defeated Merritt in the finals by three hundredths of a second for the gold medal.

Verburg has represented Team USA on several occasions. He has been a member of two gold-medal winning 4x400 relays – at the 2013 World Championships in Moscow and the 2015 World Championships in Beijing.

At George Mason, Verburg was a seven-time All-American in indoor track and four-time All-American in outdoor. In 2012 and 2013, he finished

fourth in the 400 at the NCAA Outdoor Championships.

Verburg was twice named the Colonial Athletic Association Male Athlete of the Year. He was a four-time CAA champion in the 400, and also won conference championships in the 200 and the 4x400 relay (twice).

he first time David Verburg ran a 400-meter dash, he wasn’t crazy about the distance. That was in 2009 during his senior outdoor track and field season in high school for the E.C. Glass Hilltoppers of Lynchburg.

“It was too long and too hard. I hated it,” Verburg said about the race.

His reaction was the same on his second attempt. “Still hated it,” he said.

Verburg was more comfortable and successful running the shorter 100-and 200-meter races than the 400, which is considered the most difficult of the sprints.

With urging from his father and coach, Verburg – a 2013 George Mason University graduate and current resident of Gainesville, Fla. – stuck with the race, eventually becoming accepting of the distance and quite good. Later that spring, Verburg was a district and region champion and runner-up in the state in the 400 for E.C. Glass, then accepted a partial scholarship to GMU to run that

race, where he continued to excel.

Later this month, the 5-foot-7, 156-pound Verburg, 25, will run the most significant 400-meter races of his life during the Summer Olympic Games in Rio de Janeiro as a member of the U.S. men’s track and field team. He also will be a member of the U.S. men’s 4x400-meter relay.

“I wasn’t so sure, but they both thought I could become pretty good at the 400,” Verburg said about his dad and coach. “I guess they were right. Making the Olympic team became my goal my junior year [at GMU]. How many people get to say they made the Olympic team?”

Verburg’s goal at the Games is to medal in both races. His personal best time in the 400 is 44.41. The world mark is 43.19.

He made the Olympic team by finishing third in the finals at the U.S. Trials in Oregon in 44.82. LaShawn Merritt’s winning time was 43.97.

“In the finals, I went out a little slower at the start as planned, but had a strong and hard last 200,” Verburg said. “I passed a runner in that last 200. It worked out.”

Debt Loads, Unaffordability Hinder 1st-Time Purchasers Despite lackluster economic growth and stark home-price appreciation in several parts of the country in recent months, roughly three-quarters of surveyed households still believe now is a good time to buy a home, but there’s a considerable gap in morale between homeowners and renters, according to the latest installment of the National Association of Realtors.

The survey also found that roughly half of young adults with student debt are uncomfortable about taking on a mortgage.

Respondents were asked about their confidence in the U.S. economy and various questions about their housing expectations, including questions on if carrying student debt is tempering their ability and appetite to take on mortgage debt.

Through the first half of the year, NAR’s survey found that the share of homeowners and renters who believe now is a good time to buy a home is mostly holding steady, with 80 percent of homeowners (82 percent in March) and 62 percent of renters (unchanged from last quarter) saying it’s a good time to buy. However, the share of renters who think so is down from 68 percent in December 2015, and those under 35 were the least confident that now is a good time to buy.

Lawrence Yun, NAR chief economist, says the survey brings to focus the ongoing disparity in buyer confidence between current homeowners and renters.

“Existing-home prices surpassed their all-time peak this spring and have climbed on average over 5 percent nationally through the first five months of the year and even faster in areas with severe supply shortages,” he said.

“Most homeowners appear to realize that if they’re ready to sell, they’ll likely find a buyer rather quickly and be able to use the sizeable equity they’ve accumulated in recent years towards their next home purchase.”

Vienna American Majors Win State Southeast Region Next for All-Stars Staff Writer

The best proof of all came with lategame heroics in the Vienna American Major All-Stars’ 7-5 walk-off victory in the championship game last week of the state tournament in Norfolk.

First, Vienna American scored a run in the bottom of the sixth to tie the score 5 against AnBASEBALL atnandale-North Springfield. Then, in the last of the seventh with two outs and a 3-2 count on slugger Kyle Robinson, the right-handed hitter walloped the game-winning two-run homer, sending the all-stars to this week’s Southeastern Region Tournament in Warner Robins, Ga. During its run of postseason victories over three seasons, first as 9-10 allstars in 2014 then as 10-11s in 2015, the all-stars have done whatever is necessary to win.

“I don’t have words to explain it. It’s almost storybook some of the things they have done and what they have accomplished,” Vienna American Manager Chris Leggett said. “They show no nerves and this team finds a way. I have learned not to doubt this team. It does whatever it needs to do.”

The season ended for Vienna Post 180 in the double elimination AmeriLegion state BASEBALL can tournament last week with a 3-2 loss to Staunton Post 13 in Danville. That defeat came in the second round.

Vienna (18-8) was 0-2 in the tournament, with an 8-6 loss to Chesapeake Post 280 in the first round.

In the loss Staunton, District 17 tourney champion Vienna trailed 2-1 after the first inning, fell behind 3-1 after seven, then scored a run in the bottom of the ninth and had the tying run on second when the game ended.

Vienna had eight hits.

Joey Goldsmith had two hits and an RBI for Vienna and Bryan Harthun had a hit and an RBI. Ryan Kopka pitched six innings. He fanned four and allowed two earned runs and five hits. Brian Lawson worked the final three frames.

Against Chesapeake, Vienna led 6-0 after three innings. Chesapeake had 13 hits and rallied benefitting from some defensive mistakes by Vienna and a couple of balls that were called fair, including a solo home run, that Vienna argued were clearly foul. Those hits led to three runs.

Post 180, which had 10 hits, also hit into a pair of double plays with the bas-

“To win at the state tournament you have to get some breaks and make things happen, and that didn’t happen enough for us,” Werman said.

For Vienna, Carlo Alfano had three hits, Nate Leas had two, Harthun doubled and Jimmy Goldsmith, Andrew Prince, Cole Wagner and Jake Nielsen had singles.

Matt Prillaman was the starting pitcher and lasted five innings. Johnny Hecht pitched in relief until getting thrown out of the game for something he said to an umpire. Justin Garcia pitched the last 11/3 scoreless innings with two strikeouts.

The ruling came down in recent weeks from the National Federation of State High School Athletic Associations. Before the start of the 2017 season, high schools in all states must have specific pitch-count guidelines.

The number has not yet been determined in Virginia. The best guess is high school pitchers won’t be allowed to throw more than some 100 to 120 pitches per game, or so many within a given week or certain number of days.

There are many opinions whether pitch counts are necessary or not, and whether they do any real good if implemented. Seems like young pitchers are having more arm problems than ever even playing in the organizations, like Little League, that have had pitch limits for a number of years.

One thing is certain with the new mandate – high-school pitch counts will become the most popular numbers during any game, even more than the score. Scoreboards might be updated to include such counts.

Here’s what already happens at some Little Leagues. Pitch counts are announced at the end of each half inning. Some Web sites list a player’s total pitch counts for the week.

Heck, it’s easier to find the pitch counts than some scores.

During games, the chatter in the stands is more about how many pitchers a player has thrown than the score or flow of the contest. If a pitcher has an inning when his count gets high, like in the 30s or 40s, that definitely becomes the top conversation.

Those in attendance can leave a game knowing the pitch totals but not the final score.

Now the same could happen in high school. The pitch-count paranoia could reach epidemic proportions.

They didn’t panic after losing their second game of the state tournament, quickly falling into the losers’ bracket.

Then, after battling back with five straight wins to make the championship against BASEBALL game Atlee, the Vienna American Little League age 10-11 baseball all-stars didn’t panic again when they fell behind in that contest, 12-3.

Vienna American rallied, before eventually losing, 13-7, to finish second in the state in Honaker in Southwest, Va. “It was an impressive run of wins,” Vienna American manager Steve Tucker said. “We had a tough draw right off. So even after we lost our second game, we still thought we could go pretty far.”

Del. Mark Keam (D-35th) said he was

pleased with the I-66 tolling inside the Beltway, but he was less sanguine about plans to widen the highway outside Interstate 495, especially in the Vienna and Dunn Loring areas he represents.

“That, to me, is still a misguided project,” he said, noting that five or six homes would be lost under the Virginia Department of Transportation’s I-66 widening plan.

“The alternative I had was to leave the first mile or so outside the Beltway alone as-is, let the cars merge and figure out where they want to go and then start the expansion after [Route] 123. I lost that battle.”

Riegle projected an image showing that the proposed lots would fit in seamlessly with ones in the surrounding area.

The design is “thoughtfully and logically drawn from the existing context of the environmental features of the property,” he said. “In a two-year process, it’s clear many in the community view this as a very special piece of property.”

James Trent, who lives on Forest Lake Drive, was dissatisfied with the zoningreview outcome, saying the development posed too much risk from too many homes.

“The process has not been collabora-

tive, transparent or cooperative,” he said.

“Instead, the process has been driven by individual agendas and expediency, not common sense. This flawed process has created an outcome, but not a viable, sustainable solution.”

GFCA president Bill Canis worried the development would lead to increased traffic, stream degradation during major storms and tree losses from the new access road.

Supervisor Penelope Gross (D-Mason), whose small district never sees 52acre subdivision proposals, signaled her support for the project, noting it would comply with tighter regulations.

Board of Supervisors Chairman Sharon Bulova (D) recalled a cluster-subdivision case when she was Braddock District supervisor, saying the development had helped preserve open space.

Supervisor John Foust (D-Dranesville) moved for approval and noted that heavy community input had improved the project.

“I believe the applicant got it right,” he said. “The applicant has proposed a much better plan for controlling erosion and sediment control. It’s far, far better than could have been required by a byright subdivision.”
