At least since a public “charrette” in 2001, Vienna’s leaders have sought to incentivize property owners in the Maple Avenue commercial area to redevelop

their properties.

But the massive turnout against a proposed mixed-use redevelopment at 430, 440 and 444 Maple Ave., W., at the Vienna Town Council’s July 9 meeting showed that the town’s Maple Avenue Commercial (MAC) ordinance may not have as much

public support as previously believed.

Opponents worried not only about the project’s 160 residential units, commercial space and narrow access in the rear for emergency vehicles, but also what effects that development and similarly dense ones in other locations would have on the

town’s roads, schools and infrastructure.

“I don’t want us, as a town, to lose out on the opportunity to encourage Maple Avenue commuters to stop and shop in town,” said Shelley Ebert, who lives on Continued on Page 18

Chesterbrook Tops NVSL – Again!

For the third summer in a row and 11th time in team history, the Chesterbrook Tiger Sharks are the Division 1 champions of the Northern Virginia Swimming League.

Chesterbrook finished 5-0, winning the title July 21 at its home McLean pool against the second-place Overlee Flying Fish (4-1) of Arlington in the final 2018 regular-season meet for each team. The final score was 238182.

With the win, the Tiger Sharks extended their three-season winning streak to 15.

In the meet against Overlee, the score was tied at 45 after the initial freestyle races. Chesterbrook began slowing pulling away during the next three strokes, then clinched the win during the relays.

Girl Scouts Provide Aid to Dominican Republic Youth

A contingent from the local area recently traveled to the Dominican Republic for a service trip to support underprivileged youth in the community of Cabarete.

A group of local teens (Girl Scouts and non-Scouts) and family members, led

by Girl Scout Troop Leader Christiane Lourenco of McLean, traveled to the Dominican Republic recently on a service trip to support the Mariposa Center for Girls in Cabarete.

The center serves over 100 underprivileged Dominican and Haitian girls between the ages of 8 and 18. Its mission is to educate and empower girls, paralleling the mission of Girl Scouts.

Many of the participants completed their Gold Awards, the highest achievement in Girl Scouting, during the trip.

They spent nearly two years fundraising, researching and planning curriculum for the award, which requires each girl to prepare a project proposal that addresses a need, is sustainable and has a measurable impact.

The teens ran a week-long summer camp for the Mariposa Girls, including educational workshops and fun activities.

Among the various events: • Alexa Jordan of McLean instructed the Mariposa Girls about the benefits of exercise and nutrition. She also donated jump ropes, elastic bands and a bilingual English/Spanish book on fruits and vegetables.

• Grace Silverman of McLean provided the Mariposa Center for Girls’ partner, the 3 Mariposas Montessori (3MM) School, with a donation of school supplies, and led workshops on fingerprinting and geology.

• Jenica Fichadia of McLean provided the Mariposa Girls with ukulele lessons and provided supplies for them to make their own maracas and harmonicas.

• Jessica Lourenco of McLean taught

basic first-aid skills and provided each girl with a complete first-aid kit to take home.

She also had the girls do a Band-Aid butterfly craft and play first-aid bingo.

• Lauren Scott of Falls Church taught about the traits of acids and bases, their importance and how to determine whether something was an acid or a base using the pH scale. She provided lessons on the different types of energy, and provided each girl with her own pH test kit so that she could continue testing at home.

• Riya Saran of Falls Church provided art education and worked with participants to complete a large art mural for display. She also donated sketch books, pencils and markers for each girl to take home.

• Serena Aurora of McLean provided English lessons and tutoring, including having the girls make their own miniature books where they could read sentences and write their own. She also donated reading and writing workbooks to the center.

• Nicole Eberly of Fairfax provided lessons on jewelry-making with donated supplies, and also provided fun and games during the Camp Olympics workshop.

Other teens – Dia Aurora and Sarina Saran of McLean, Meera Naik of Vienna and Simran Ohri of Bethesda – assisted with all of the workshops as needed.

The adult volunteers on the trip (Christiane Lourenco, Andra Jordan, Shilpa Fichadia, Priya Aurora, Shaila Ohri, Roopal Saran, Cristina Temboury, Meera Naik, Nima Naik and Karen Scott) assisted with the workshops, and many provided assistance to the Mariposa Center’s Upcycled Sails Project.

Bootcamp for Aspiring Entrepreneurs Lauds Creativity, Pushes Students to Focus on Goals BRIAN TROMPETER Staff Writer

Motivation and focus often develop slowly in young people, but elementaryschool-age students who took part in the “Future Millionaires Bootcamp” at Oak Marr RECenter in Oakton recently seemed to have their goals and priorities well in hand.

James Rinard, 11, of Oakton wanted to create a highly mobile, feature-bedecked chair that could climb stairs and help the blind, deaf and elderly. He was prompted to do so by seeing how his grandmother had suffered before dying at 92.

“I want to work hard in life,” he said.

“I took this course because I wanted to know how to invest and know about the stock market. It turned out even better than I thought.”

Eleven students, ranging in age from 8 to 12, participated in the weeklong camp offered July 16 through 20 by Arlingtonbased SPARK Business Academy.

“We want to empower kids with practical skills that maybe they’re not learning in schools,” said J. Chuchi Arevalo, the company’s founder and CEO. “There’s a lot of emphasis about managing money and learning about business and entrepreneurship.”

The Future Millionaires Bootcamp is designed to be multidisciplinary, covering personal finance, budgeting, the creation of companies and products, leadership skills, innovation and stock-market investing.

The latter can be confusing and intimidating, but Arevalo advises against the “ostrich method” of sticking one’s head in the sand to remain blissfully ignorant.

“I think we wait too long to teach kids about money,” said Arevalo, who grew up in Spain near Madrid, earned his master’s in business administration from Georgetown University and spent 20 years in the financial field before forming SPARK Business Academy in 2014.

“In college, even in high school, it’s way too [late],” he said. “We’re trying to introduce those concepts as early as kindergarten.”

Entrepreneurship is a huge force in the economy, and the camp is designed to nurture budding innovators. Participants create Web sites for their businesses on Wix.com and, after watching the entrepreneurial show “Shark Tank” daily, make presentations before the group at week’s end.

They even get to play the “sharks” who evaluate the merits of each other’s proposals.

Participants are allotted a “virtual” $100,000 to invest in the stock-market and they track their gains and losses via a computer simulation.

“We throw a lot of content at them, but I think a lot of it sticks,” Arevalo said.

Camp staffers e-mail participants’ parents daily to apprise them of the group’s activities and allow them to ask more specific questions of their children and reinforce the concepts covered.

table,” Arevalo said.

Instructor Vicky Omekam had the youths take turns reading from a handout on budget basics and call out “popcorn” before handing of the next paragraph to another participant. Those whose minds wandered and were caught unawares received plentiful razzing.

Omekam, who said her goal was to inspire as well as teach the students, told them how she had scrimped and saved to start her online business, Enjima Yarn.

“When you budget, you need to cut down on expenses,” she told the youths.

“You have to think about what’s a waste of money . . . You don’t need snacks.”

Eleven-year-old participants Shriya Jaddu of Great Falls and Arielle Birnik of Vienna teamed up to create a marketing plan for a kitchen spray that people could use to protect their stoves before cooking, allowing easy cleanup afterward.

“We’d both like to become a boss and own a big business,” Birnik said.

“And spend money wisely,” added Jaddu.

Our View: Union’s Saber-Rattling Is Foolish Give Jackie Jeter, the handsomely compensated president of Amalgamated Transit Union Local 689 that represents Metro workers, credit for being able to bring people together.

Who else could act in such a brazen way that both The Washington Post editorial page and U.S. Rep. Barbara Comstock (R-10th), and just about everyone in between, would jump in with accusations of gross irresponsibility?

To be fair, Jeter gets paid to represent the workers who pay dues to her union, but like any politician (and make no mistake, that’s a union leader’s vocation), Jeter’s top priority is to maintain herself in power. And of late, she’s been doing so by rattling sabers and threatening a major walkout of Metro personnel.

Never mind that such a walkout is illegal and that the workers almost assuredly would be ordered back to work quickly by a federal judge. Never mind that any such action would decimate most of the tenuous goodwill that Metro workers have among the public. As long as her dues-paying members think she’s looking out for them, Jeter’s position is secure.

Actually, one of the few places where the union’s position – that Metro general manager Paul Wiedefeld may not be the answer to all of the system’s ills – has found sup-

port since the transit chief ’s appointment has been on this very editorial page. We have wondered aloud at times if the almost universal, at times effusive to a state approaching orgasmic, support for Wiedefeld from elected officials and others has been merited by facts on the ground.

Of course, the doubts about Wiedefeld espoused by the union leadership – which is 99-percent focused on its own gravy train – are not necessarily the same as ours. Strange bedfellows, indeed, but bedfellows nonetheless.

Jeter’s histrionics do not emanate from a position of strength, but of weakness. She surely must be cognizant that any short-term pain that a walkout (or even threats of one) might inflict on local commuters and others who rely on regional transit likely would be countered by regional leaders, and even Congress, working to impose further restrictions on Local 689.

Such restrictions might neuter the Metro union to the status of Virginia’s public-sector unions, which since the 1970s have had neither the power to strike nor the power to collectively bargain.

Why anyone would voluntarily pay dues to such an ineffectual operation is an open question – and the one that could be facing the Metro union’s leadership if it carries through with its saber-rattling, grandstanding theatrics.

Wexton’s Views Too Far Out in Left Field Editor: The Democrats have picked their nominee for the 10th District race, and Nancy Pelosi has made it a top priority to win this seat so she can become Speaker again.

Democratic nominee Jennifer Wexton has the standard Democrat positions – she’s made clear she wants to repeal the historic tax cuts that are boosting our growing economy, and she has supported every tax increase put forward in Virginia over the past few years.

The Virginia Chamber of Commerce ranks Wexton in the bottom half of state senators who are friendly to business and entrepreneurship. She even opposes Virginia’s right to work laws.

On the primary election night, Rep. Gerry Connolly announced that Jennifer Wexton would represent “the resistance” in Congress. Indeed, Jennifer Wexton has demonstrated she wants to be a voice of resistance and petty partisanship, not getting results for the 10th District.

One notable example: In 2016, she joined a small group of far-left state legislators who signed a letter opposing the renaming the George Mason School of Law after a longtime Virginia resident of the 10th District and distinguished jurist – the late U.S. Supreme Court As-

sociate Justice Antonin Scalia.

Wexton would have preferred George Mason lose $30 million in donations for the law school and scholarships, which have helped numerous law students, like myself, avoid crushing student loan debt.

Sadly, Wexton put her extreme and petty partisanship over common sense.

How out of touch was Wexton’s partisanship?

The Law School faculty voted unanimously, with one abstention, to support the name change. University president Ángel Cabrera said the historic gift of a $30 million donation and renaming would “continue our goal to make Mason one of the preeminent law schools in the country.”

Supreme Court Justice Ruth Bader Ginsberg said renaming George Mason’s Law School in favor of her esteemed colleague and friend, Justice Scalia, was “a tribute altogether fitting” noting how Justice Scalia’s opinions “challenged her thinking.”

Supreme Court Justice Elena Kagan attended the dedication ceremony of the renamed Antonin Scalia Law School at George Mason University and celebrated Justice Scalia as a “remarkable judge and teacher” who will be remembered as one of the greatest justices in

history. Speaking at a dedication ceremony marking the name change, Kagan praised Justice Scalia for transforming legal culture and challenging law students “to think harder than they’ve ever thought before.”

Even The Washington Post’s editorial board noted, “The $30 million is the largest financial contribution to the law school in its history, and the good that money could do in the way of new scholarships and strengthened programs should not be sniffed at, especially at a time of shrinking public support.”

Unlike Justices Ginsberg and Kagan, who embraced a diversity of views in legal thinking, Jennifer Wexton fears it, and offered “resistance” and would even forgo scholarships for many Virginia students to silence diverse views.

The broad consensus across the political spectrum rejected her partisan thinking – and the law school and its students, like myself, are better for it.

We need a leader with courage to bridge the divide between the all-ornothing gun mindset and establish common-sense gun laws that work toward bringing true safety for our schools and society as a whole.

The 10th District does have this in our current member of Congress, Bar-

bara Comstock, who is one of the top 10 recipients of NRA funds in the U.S. House of Representatives and has been given its “A” rating.

I do not want someone who remains mute about defending our intelligence community. Finally, and maybe most disturbingly, I don’t want to have anyone representing me or my community who is incapable of criticizing racist statements from members of any politi-

cal party, including their own.

I do want Jennifer Wexton to represent our district. She has proven she is a leader. She listens and talks to all her constituents and has demonstrated that she knows how to work across the aisle.

Barbara Comstock has had her chance, and has shown us none of this.

Its time to reset and move forward.

Editor: Russian citizen Maria Butina has been arrested by the FBI and charged with conspiring as an agent of Russian intelligence infiltrating the leadership of the National Rifle Association.

Given that the NRA contributed more than $30 million to elect Donald Trump and over $100,000 to support U.S. Rep. Barbara Comstock (R-10th), the question is, how much of that money is Russian laundered money?

Running for re-election, Comstock would not want to be under the suspicion that, through the NRA contribution, she has been duped by the Russians, who continue to be a clear and present danger to our democracy.

So that there is not one scintilla of doubt, until the issue of where the NRA money came from is resolved, she must give the money back.

This is not about the Second Amendment. It is about Russian efforts to destroy America.

Give it back Barbara, give it back.

The Fairfax County Planning Commission on July 19 unanimously recommended that the Board of Supervisors approve a four-home subdivision that would be built at the corner of Beulah, Trap and Old Courthouse roads north of Vienna.

The developer, David McKintosh, is hoping to raze an existing 2,152-square-foot, single-family detached house, which was built in 1957, and guest house at the 1.76-acre site. The applicant has proffered $8,037 to help the county construct off-site recreational facilities in the vicinity and $24,524 to offset the impact of the estimated two additional students who likely would attend Fairfax County Public Schools.

The Board of Supervisors is scheduled to take up the matter July 31.

Ex-Del. Brink: Count Comstock Out at Your Peril

But Retired Legislator Still Thinks Democrat Wexton Has a Solid Edge in 10th District SCOTT McCAFFREY Staff Writer

A longtime member of the General Assembly thinks Democrat Jennifer Wexton has the edge over incumbent U.S. Rep. Barbara Comstock (R-10th). But he isn’t ready to stick a fork in the race and call it done.

Comstock “is a fiercely competitive politician. I would never, ever count her out,” former Del. Bob Brink said at the July 18 meeting of the Kiwanis Club of Arlington. “But if I were her, I wouldn’t place a double order of business cards.”

Wexton, a state senator from Loudoun, is facing off against Comstock in what could be one of the most competitive, and costly, congressional races nationwide. The 10th District, which runs from McLean west and south to rural areas of the Shenandoah Valley, has been increasingly trending Democratic, but two years ago Comstock managed to hold her seat despite the district’s going to Democratic presidential nominee Hillary Clinton.

Since it was created in 1952, the 10th District has been in Republican hands for

60 of 66 years, including long stints in office by Reps. Joel Broyhill (1953-74) and Frank Wolf (1981-2014).

Comstock, a former aide to Wolf, succeeded him after the 2014 election after defeating Fairfax Supervisor John Foust (D-Dranesville).

While suggesting Wexton had a route to victory, Brink declined to pronounce her win a sure bet. Quoting a line attributed to Yogi Berra, he said: “It’s tough to make predictions, especially about the future.”

Brink, a Democrat, in 1997 was elected to represent the 48th House District, which includes parts of Arlington and McLean. He held the seat until 2014, when he moved into the McAuliffe administration. He departed government service this January.

When Brink took his seat in 1998, the House of Delegates was divided between political parties on an even 50-50 basis, and operated on a power-sharing arrangement. “It was a pretty productive two years,” he recalled.

In ensuing years, Republicans built a huge majority in the body, only to see it evaporate in the 2017 legislative elections.

The GOP now holds a slim 51-49 majority.

It was a ritual as American as apple pie. Two Little League teams were set to face off in a playoff game to determine which would compete for the state championship.

Except for a not so minor matter: One of the teams was white, the other black. And in the South of Jim Crow, that presented a major-league problem.

The story of that 1955 game is chronicled in a new documentary – “Long Time Coming” – that also explores the lifetime’s worth of impact on the 12year-olds who played in what is likely to have been the first integrated Little League game in the South.

“This was a really beautiful story that just got lost to history somehow – the players deserved to be recognized, the families and the coaches,” said Ted Haddock, the film’s producer, during a post-screening question-andanswer session held July 15 in Washington.

The event was part of a soft rollout for the documentary, which is likely to see wider dis-

tribution in early 2019 after appearing in special releases and film festivals later this year.

The Pensacola (Fla.) Jaycees all-star team found itself winning game after game in the 1955 Florida Little League tournament, but not because of victories on the field. Coaches of the all-white teams it was slated to face throughout the tournament refused to play a team with black players, despite directives from the national Little League leadership that they do so.

The situation was difficult, but didn’t dampen the spirits of the young Pensacola players, one of them recalled.

“We knew we could play ball,” said Willie V. Robinson, one of those Pensacola players who spoke at the July 15 screening. “We considered ourselves winners.”

Having won the northwest Florida title by default in August 1955, the question became whether Pensacola’s first opponent in the state tournament – the Orlando Kiwanis all-stars – would take the field against them.

“It took a lot of courage on both sides,” said Haddock, whose film notes that central Florida in the 1950s was the state’s lynching capital and the potential for problems was very real.

But Robinson said the players, who took the 12-hour car trip from Pensacola to Orlando with their coaches, felt no trepidation.

“There was not one iota,” he said. “We went on, did the job

and came back. We had confidence in our adults; we depended on them to make it all right.”

The game itself – which drew a huge crowd that was almost all white and appears to have been generally well-mannered – was almost an anti-climax. Overwhelmed by the opposing team’s pitching, the Penscaola team lost a 5-0 shutout as Orlando moved on to the championship game.

One remnant of racial division held firm on the playing field that day: There were no handshakes among the opposing teams at the end of the game,

so far as any of the participants remembers.

The game receded from memory, and then time marched on.

Years, decades, generations.

“We wondered, year after year, what happened to those fellas,” said Stewart Hall, who played on the Orlando team and who, like Robinson, went into the military after completing schooling.

Producers of “Long Time Coming” brought the surviving players together more than 60 years after the game, capturing the reunion before the cameras.

“I’ve seen this film eight times, and I’ve cried eight times,” Hall said.

The 90-minute documentary also highlights commentary from the likes of baseball greats Hank Aaron, Gary Sheffield and Cal Ripken Jr. and civil-rights leader Andrew Young.

For Robinson, who like all the survivors of that game 63 summers ago is now in his mid-70s, the hope is that younger generations will come to appreciate not just how things have changed over time, but how in some ways they have not. “It will wake them up,” he said.

Public-Safety Notes S.C. MAN DIES AFTER BEING FOUND UNCONSCIOUS IN VIENNA: Vienna po-

lice and rescue personnel on July 15 at 1:07 p.m. came to the aid of a man who had been found lying on the ground unconscious near Pleasant Street and Windover Avenue, N.W. Medics performed cardiopulmonary resuscitation and transported the 48year-old South Carolina man to a local hospital, where he later was pronounced deceased.

There were no signs of trauma, said police, who still are investigating the case.

The man was not identified.

VIENNA MAN CHARGED WITH DOMESTIC ASSAULT: Authorities on July 19 at

9:25 p.m. dispatched Vienna police and medical personnel to a domestic situation at a residence in the 300 block of Orchard Street, N.W. Upon arrival, officers located an injured male and elderly female, police said.

After interviewing all the parties involved in the incident, police arrested a 57-year-old Vienna man and transported him to the Fairfax County Adult Detention Center, where authorities charged him with assault and battery of a family member.

Authorities issued and served a warrant and a protective order against the man and remanded him to the custody of the Fairfax County Sheriff’s Office.

WOODBRIDGE WOMAN CHARGED WITH DRUNKEN DRIVING AFTER ACCIDENT IN VIENNA: A Vienna police of-

ficer responded on July 18 at 11:45 a.m. to a parking-lot accident at 386 Maple Ave., E. While talking to the driver of the striking vehicle, the officer detected signs of intoxication, police said.

After the driver failed field-sobriety tests, police arrested the 20-year-old Woodbridge woman and transported her to the Fairfax County Adult Detention Center, where authorities charged her with driving while intoxicated.

Authorities issued and served a warrant to the woman and remanded her to the custody of the Fairfax County Sheriff’s Office.

Officers and rescue personnel went to the park and located the man, who was running toward the woods in the park.

The man was losing a significant amount of blood from the head injury he had suffered, police said.

Rescue personnel transported the man to an area hospital for further treatment.

of Saratoga Way, N.E., told Vienna police on July 14 at 10:46 a.m. that she had received an e-mail from an unknown person who used the e-mail header of her boss.

The e-mail sender requested the woman purchase Apple iTunes gift cards as part of a court-case settlement.

The resident purchased the cards and emailed the relevant card information back to the person. It was later determined the

e-mail was fraudulent, police said.

ARGUMENT OVER COST OF PET FISH GETS CUSTOMERS BANNED FROM VIENNA STORE: An employee and two

customers on July 14 at 3:35 p.m. had a civil dispute over the purchase of a fish at Petco, 225 Maple Ave., E., Vienna police said.

The employee asked the customers to leave the store after they became verbally abusive, but they refused to leave, police said. An officer responded and advised the customers that they were banned from the store and might be charged if they returned.

McLean/Great Falls Notes NEW INITIATIVE AIMS TO SUPPORT NON-DRIVING SENIORS IN GREAT FALLS: A new organization is being

formed to help meet the needs of nondriving seniors, overseen by the Shepherd’s Center of Great Falls.

A recent survey of more than 350 residents of Great Falls confirmed the need, officials with the non-profit organization said, and more than 130 driving adults have expressed degrees of interest in supporting the initiative.

The effort is slated to formally launch in the fall.

Clients will first register and have a one-time screening performed by Shepherd’s Center staff, then can request rides by phone or online. Rides can be one way or round trip, and there is no charge unless there is a parking fee at the destination.

“A stroller is life-changing for impoverished Honduran parents of young children with limited mobility from birth

defects, neurologic conditions or injuries,” said Dr. Barry Byer, president of the Medical Brigade. “It makes a big difference in the quality of life for the entire family, and is enormously appreciated.”

“Our talented Rehab Team works miracles with strollers and car seats, turning them into valuable pediatric wheelchairs for children with disabilities,” said Mary Ellen Gannon, treasurer and director of logistics at the Virginia Hospital Center Medical Brigade. “We are very grateful for such donations and wish that all could see what it means to a family in Honduras.”

As a nonprofit community established by two local churches and a synagogue, Chesterbrook Residences has ingrained the idea of serving others into its culture.

VDOT PREPS MEETING ON PROPOSED TRAFFIC CHANGE: The Virginia Depart-

ment of Transportation has slated a community meeting on Thursday, Aug. 2 at 7 p.m. to discuss a potential pilot program that would see the northbound ramp off Georgetown Pike to the Beltway closed to all traffic weekdays from 1 to 7 p.m.

The forum will be held at McLean

High School. A second community meeting will be scheduled later.

“Community input is crucial to determine whether VDOT will implement the pilot,” said Supervisor John Foust (DDranesville), encouraging residents to attend the meeting.

The proposal is part of a broader effort by the Virginia Department of Transportation and Fairfax County Department of Transportation to find solutions for congestion in north McLean, specifically at the intersection of Georgetown Pike and Balls Hill Road and in surrounding neighborhoods.

Survey Ranks Best Locales for 1st-Timers Broken Arrow, Okla., may not be the first place anyone thinks of when considering home-ownership, but a new survey says that’s the best place for first-time buyers.

With July being one of the top months for home sales and nearly 40% of 2017’s single-family home purchases made by first-time buyers, the personal-finance Web site WalletHub took an in-depth look at 2018’s best and worst cities for those making their first home purchase.

WalletHub took the pulse of real estate in 300 cities of varying sizes using 27 key metrics. The data set ranges from housing affordability to real-estate tax rate to property-crime rate.

Following Broken Arrow, the top five cities for first-time buyers were Tampa; Centennial, Colo.; Boise, Idaho; and Grand Rapids, Mich. Rounding out the top 10 were Thornton, Colo.; Frisco, Texas; McKinney, Texas; Carey, N.C.; and Gilbert, Ariz.

Not to be rude, but where were the worst places for first-time buyers? The bottom five out of the 300 were San Mateo, Calif.; San Francisco; Flint, Mich.; Detroit; and Berkeley, Calif.

Among tidbits from the study: • Akron, Ohio, has the most affordable housing (median house price divided by median annual household income), with a ratio of 1.72, which is 8.9 times cheaper than in Berkley, the city with the least affordable, with a ratio of 15.25.

• Honolulu has the lowest real-estate tax rate, 0.28 percent, which is 13 times lower than in Waterbury, Conn., the city with the highest at 3.65 percent.

• Shreveport, La., has the lowest average energy cost per household, $109.48, which is four times lower than in Honolulu, the city with the highest at $432.62.

What should first-time buyers consider when choosing a neighborhood?

They “should ask themselves what their priorities are, because they are going to have to live in it,” said James Refalo, chair of the Finance, Law & Real Estate department of California State University Los Angeles.

“There’s an old adage that works from the investment perspective – ‘location, location, location’ – but that ignores many important life details, such as commute time to work, crime or school system,” Refalo said.

Soft Month Reported in Fairfax Homes Market

Total Sales Volume Across the County Declined 4.3 Percent from a Year Before Declines both in total sales and the average sales price of single-family properties translated to a soft month in Fairfax County’s real estate market in June.

With 1,878 properties going to closing during the month, total sales countywide were down 4.3 percent from June 2017, according to figures reported July 11 by RealEstate Business Intelligence, based on data from Bright MLS. The average sales price was up slightly, rising 1.4 percent to $591,537, but with differing results across the three legs of the market:

• The average price of single-family homes stood at $737,497, a decline of 1.6 percent.

• The average price of attached homes, such as townhouses, rose 4.2 percent to $408,035.

• The average price of condominiums stood at $305,919, up 3.5 percent.

(A total of 139 properties, nearly all single-family homes, went to closing for more than $1 million.)

Add up the sales and prices, and the total volume for the month across Fairfax County stood at $1.11 billion, down 3

percent from a year before.

Good news for sellers: The average length of time between listing and ratified sales contract improved from 32 days in June 2017 to 25 days in June 2018, and the average sales price rose from 98.2 percent of listing price a year before to 99.1 percent in June 2018.

Conventional mortgages represented the method of transacting sales in 1,233 cases, followed by VA-backed loans (275) and cash (184).

Inventory remains tight, with the 2,838 properties on the market at the end of the

month down nearly 15 percent from a year before.

Where is the market headed? While homes coming under contract for the month showed a slight increase, the number of pending sales was down, suggesting a mixed bag for the remainder of summer.

Figures represent most, but not all, homes on the market.

All data are preliminary, and are subject to revision.

will build a Chick-fil-A restaurant with a Flagship Carwash Center on the second level.

A second project, Vienna Market, at 245 Maple Ave., W., was approved by the Town Council on a 5-2 vote in June 2016, but failed because a last-minute protest petition by surrounding property owners triggered a requirement for at least six affirmative votes from the Council.

The Town Council later made filing requirements for protest petitions more stringent and lowered the affirmative-vote threshold in such cases to two-thirds of the Council. Vienna Market’s developer returned with a scaled-back proposal, which won Council approval earlier this year.

Opponents of the most recent MAC proposal also have filed a valid protest petition, Town Attorney Steven Briglia said at the July 9 hearing.

The Council’s vote on that proposal is set for Aug. 20 unless the developer, Vienna Development Associates LLC, withdraws the application or waives the statutory deadline for Council action, which will occur on Aug. 31.

Council members at the Aug. 20 meeting also will consider some changes to the MAC ordinance that would address the balance of commercial and residential uses, building appearance, maximum depth of retail space and options for solar panels and green roofs, town officials said.

“Going forward, the town of Vienna community will continue to discuss this important main street and make MAC changes so Maple Avenue can be a pedestrian-friendly and vibrant commercial space,” said Mayor Laurie DiRocco, who added that Maple Avenue’s current underlying zoning dates back to the 1960s and supports strip malls.

The MAC ordinance is a “living document” that encourages developers voluntarily to create pedestrian-friendly, mixeduse projects featuring commercial, office and residential uses and enhanced architectural quality, they said.

“It was specifically designed to maintain and promote the town’s 21st-century small-town character and, by focusing mixed-use development in the commercial corridor, to protect the town’s single-

family neighborhoods,” officials said in a statement to the Sun Gazette. “The MAC zone is designed to support the town’s economic vitality in the face of change and competition.”

Ebert agreed with that last sentiment, but recommended trimming the MAC’s maximum number of residential units.

“We shouldn’t have to give away the heart of the town in exchange for attractive, successful and smart redevelopment,” she said.

To conduct this difficult balancing act, town officials should seek “truly independent, outside advice on MAC from an organization very familiar with small-town, as opposed to urban, redevelopment across the country,” said Vienna resident C. John Pott.

Such expertise, “no matter the price tag, will be the best-spent money by the town in the next 20 years,” he said.

Council member Howard Springsteen said the massive public turnout on July 9 was “democracy in action and showed the widespread and deep concern a wide range of residents had” on the most recent MAC proposal.

Springsteen worried about potential infrastructure costs of MAC redevelopments and said the town would keep only about 15 percent of new tax revenues generated, with the rest ending up in Fairfax County’s coffers.

“I think the whole MAC needs a complete rework,” he said. “I think it needs to go back to the drawing board.”

Council member Pasha Majdi also thought some MAC revisions were needed.

“I’m concerned about the rapid increases in density without contemporaneous infrastructure solutions,” he said.

“The buildings are simply way too big.”

So what will happen if MAC developments do not occur?

“If we, as a community, think 1960s1970s-style auto-centric strip commercial buildings [define] a wonderful small town, then the short answer is nothing,” said Council member Douglas Noble, who as a Planning Commission member helped craft the MAC ordinance.

“But what does that really lead to?”

Noble asked. “Stagnation, failure, loss.

Yet another Division 1 championship, and the third in a row, has been added into the Chesterbrook Tiger Sharks’ rapidly-filling treasure chest.

SWIMMING ROUNDUP McLean’s Chesterbrook (5-0) won the Northern Virginia Swimming League’s top prize on a rainy July 21 morning with a 238-182 victory over the visiting Overlee Flying Fish (4-1) of Arlington in the final regular-season summer meet for each team.

The second-place finish was the third in a row for Overlee, which has won 29 Division 1 championships in pool history, including the 2014 and 2015 titles.

The Division 1 crown was the 11th for Chesterbrook, with the overall division title the team’s 16th in history counting lower levels. The Tiger Sharks have now won 15 straight meets over three seasons.

The meeting marked the 12th consecutive summer that Chesterbrook and Overlee met in the final regular-season clash to decide the title.

It was deja vu all over again for McLean Post 270 in first-round singleaction BASEBALL elimination of the American Legion District 17 baseball tourney.

Fifth-seed McLean (11-14) blanked No. 4 seed Arlington Post 139 (12-13) by an 11-0 slaughter-rule score after five innings July 22 at Waters Field in Vienna.

McLean moves on to the four-team double-elimination portion of the tournament with a contest against top-seed and regular-season champion Vienna

Post 180 (22-2, 24-3), which received a first-round bye.

McLean also won its first-round game over Arlington in last summer’s tournament.

“We’re still playing, and that’s what we want and were hoping to do,” McLean manager Keith Horenstein said. “We hit the ball well today.”

McLean had 14 hits against Arlington, including a pair of 4-for-4 performances from Jabbari Smith (one double, one RBI, two stolen bases) and Brooks Beall (two doubles, four RBI). Zavyor Zenk added two doubles and two RBI, Owen Ricketts had an RBI double and Ben Weinstein had two hits, including

a double, and an RBI. One of Smith’s steals was of home on a double steal.

Starting and winning pitcher Brendan Mabus had the other hit. Mabus went all five innings, throwing a two-hitter, walking one and fanning seven. He threw 57 pitches, induced five groundball outs, allowed just three base runners and only four balls hit into the outfield.

Vienna enters the action led by the hot hitting of Eric Lingebach. He has set a single-season team record with eight triples and tied a mark with two in a game. Our simple and abrupt answer always goes like this: “WRONG, are you kidding?”

There is no shortage of summer sports. In fact, more happens during June, July and August, really, than the rest of the year. Basically, every sport is played during the summer months in some fashion. Plus, games and events are held on Sundays, which usually isn’t the case during the school year.

There are the typical summer sports of Little League, Babe Ruth, American Legion and travel baseball.

That goes along with swimming, diving, softball and soccer. (Is there ever an offseason for soccer?)

There is all types of basketball played, from girls and boys high school summer leagues to scads of AAU competitions.

Don’t forget about lacrosse, rugby, girls and boys volleyball and various track and field events.

High school touch-league football is played during these three months by the majority of teams.

If we missed any sports, add them to the list, because there are more.

Each sport warrants some type of coverage, with the traditional summertime games and events – like baseball and swimming – usually receiving the top priorities.

Just about the time all of those summer sports wind down – with a good deal of overlapping – practices begin in early August for fall high school sports teams.

High school football season begins for many teams this year on Aug. 24 and 25. Other fall prep sports start around that time. Yes, late August still counts as summer.

Summer brings no rest for sports – not by a long shot.

“Tazewell surprised us and hit the ball all over the field in the championship game, but our defense did not let teams score,” McLean manager Brian Colder said. “It was that way all four games, and that double play to end the last game came in a really tense situa-

tion. Our hitting was timely, we pitched well and we had active and smart base running.”

McLean also topped Tazewell, 3-2, in the winners’-bracket final two days earlier. In its first two games, McLean blanked and no-hit Washington County, 14-0, then routed Atlee, 13-2. Those first two wins were four-inning, slaughter-rule contests.

In the 3-2 win over Tazewell, Colder

and Fae Butler each had two hits. Butler, Reilly and Willa Steeg had RBI. McLean did not make an error. Colder struck out seven on the mound.

Against Atlee, McLean made one error and had 11 hits. Colder and Butler had two hits each and Ammons and Natalie Martin each had three RBI. On the mound, Mamajeck fanned three in throwing four innings.

McLean had 15 hits and made no errors in the win over Washington County. Colder, Fishman and Hart each had three hits. Wilcox had four RBI and Colder had three.

Colder, Ammons, Martom and Mamajek did the pitching.

Other contributing players were Carey Brown, Emma Hussein, Emily Manifor and Hayley Richardson.

McLean now advances to participate in the seven-team Southeastern Regional double-elimination tournament, which starts July 26 in Warner Robins, Ga. McLean plays a game against Barboursville Little League from West Virginia. McLean last won the region title in 2013.

NVSL’s Division 5 title thanks to a 218-202 July 21 showdown-for-first victory over the host Cardinal Hill Cardinals, who finished second at 4-1.

Oakton last won a division crown in 2010 when it tied for first with a 4-1 mark in Division 4. A year ago, Oakton finished second at 4-1 in Division 5.

Oakton has won seven division titles in pool history. Double winners for Cardinal Hill were Emma Watts, Courtney Watts, Emmett Sanderson, Evan Sanderson, Brynn Curtis and Maggie Shi. Single winners were Eryn Cox, Daniel Lychak, Reece de Kramer, Eve Henry, Caden Green, Jacob Blindenbach and Max Hollis. As they have done so often in recent years, the McLean Little League Majors all-star softball SOFTBALL girls team won its latest state tournament championship.

McLean captured the 2018 crown with a 4-0 record, defeating Tazewell, 3-1, in the morning title game July 17 in Luray.

The state majors title was the 12th in McLean Little League’s softball history and the 26th state softball crown overall, counting all age-group programs.

In the 2018 majors state final, McLean won despite being outhit, 10-4.

It made no errors.

On July 21, Chesterbrook built a quick 23-4 lead, but Overlee rallied and the meet was tied at 45 after the initial individual freestyle events. Chesterbrook began building its lead in the next three strokes, and was ahead 203-157 entering the 12 relay races.

“Overlee always comes out and swims well right away in the freestyle like that,” Stuver said. “We do not let that get to us, and always focus on what we have to do.”

For Chesterbrook in the win, double winners were Annabelle Francis, Colin Francis, Patricia Leonard, Luke Bernasek and Jillian Johnson. McLean All-Stars Nipped in State Championship Game n The McLean Little League 9-11 girls softball all-star team finished second in the LITTLE LEAGUE state tournament, getting nipped by Chesterfield, 6-5, in the deciding game.

McLean, which was 3-1 in the tournament, had defeated Chesterfield, 9-3, in the winners’-bracket final in its previous contest. Also, McLean routed Richlands, 11-0, and Damascus-Marion, 13-1, in its second outing.

In the deciding game, McLean took a 5-0 lead behind the hitting of Charlotte Loving (RBI triple), Abby Rebhan (RBI ground out), Chelsea Engle

(sacrifice fly), McKenna Sullivan (RBI ground out) and Lauren Kim’s steal of home. No McLean batter struck out, but Chesterfield made a number of strong defensive plays.

McLean catcher Emily Martin threw out two runners trying to steal and tagged another out at home. Rebhan pitched a complete game.

Chesterfield scored twice in the bottom of the sixth inning to win.

There was no playback game in this year’s tournament, as was the case in past tournaments, despite McLean and Chesterfield each having one loss.

ate Jake Logue has committed to play Division III football for Franklin & Marshall College this coming fall.

“I’ve dreamed about this since I was a kid,” Logue said. “My father played college football, and it’s always been a goal I’ve wanted to pursue.”

A three-year starter, Logue played offensive line, defensive line and linebacker at Potomac School. This past season, in addition to serving as a senior captain, he made all-conference.

Potomac School finished second place in its conference and ranked fifth in the Division I private-school state poll.

Logue plans to study international business or sports analytics.

CELEBRATE McLEAN: McLean High

School will host a Celebrate McLean

event on Friday, Aug. 24 from 3 to 6 p.m. at the school, with the team’s opening football game of the 2018 season to follow at 7 p.m. that night against visiting Fairfax.

A WORLD-RECORD PULL-UP ATTEMPT:

Langley High School graduate Andrew Shapiro, 19, will attempt to complete 10,000 pull-ups in 24 hours on Aug. 18, starting at 10 a.m. at One Life Fitness in Reston. Back in May of 2016 at age 17, Shapiro broke three world pull up records as part of a Relay for Life event with Langley High School. He raised more than $7,000 for the American Cancer Society, because his father was battling stage four colo-rectal cancer, which he beat. Shapiro is a rising sophomore at the University of New Hampshire where he is studying marine biology. He wants to break the records again, but this time smash them all and go for 10,000.

DRIVING RANGE CLOSED: Driving range renovations are underway, causing closure of the Oak Marr Golf complex’s range. Instead, golfers can use ranges at Burke Lake, Laurel Hill or Twin Lakes.

Renovations at the Oak Marr are expected to be completed by September.

SCHOOL SYSTEM HONORED FOR WORKFORCE-READINESS INITIATIVE:

County Public Schools is one of 10 school divisions in the commonwealth to receive a high-school-innovation grant from Gov. Northam’s office for the 2018-19 school year.

The grants are designed to support school divisions as they prepare highschool students for the 21st-century workforce by offering workplace training, career-planning opportunities and citizenship skills.

The $50,000 stipend covers a second year of funding to support a program at Justice High School (formerly J.E.B. Stuart High School) that prepares students to succeed academically and professionally.

Fairfax County Public Schools is one of nine school divisions in Virginia to be honored with an Excellence in Workforce Readiness Award from the Virginia School Boards Association (VSBA).

The awards – new this year – were created by the VSBA Task Force of Workforce Readiness to highlight exemplary programs in Virginia’s public schools that prepare students for the working world.

Winning school districts were recognized at the VSBA Conference on Education.
