Lack of Entry-Level Homes Impacting Market Single-Family Properties Under $500,000 Are Increasingly Rare Across Northern Va. The lack of properties available under a half-million dollars is hampering not only entry-level buyers across Northern Virginia but having a ripple effect across the entire market.

Of homes that sold across the region in June, only 43 percent went to closing

below $500,000, and “this lean supply of entry-level housing tops the list of our market challenges,” said Ryan Conrad, CEO of the Northern Virginia Association of Realtors (NVAR).

The lack of moderately priced inventory, not surprisingly, is most acute in

the single-family arena, where the average sales price in June stood at $780,088, up slightly from a year before. Only 117 of the 1,250 single-family homes that sold during the month across the region were priced below the half-million-dollar mark, and only 132 of the 2,250 single-

family homes on the market at the end of the month were in the under-$500,000 range.

MCA Backs Proposal for a 5-Home Cluster Project

Seeking to preserve trees and avoid extra driveways fronting on a busy scenic byway, the McLean Citizens Association (MCA) board of directors on July 11 unanimously approved a resolution favoring a proposed five-house cluster development on Georgetown Pike.

A by-right development at the 5.4-acre site would allow five driveways to be built onto Georgetown Pike, leading to adverse traffic and visual impacts, MCA’s resolution read.

Fitzgerald Properties Real Estate Management LLC, which owns five lots contiguous to 7327 Georgetown Pike, has proposed to cluster five homes around one driveway leading to Saigon Road.

Because the site is just slightly more than half the required 10-acre minimum for cluster developments, the property owner is seeking a special exception from Fairfax County.

Two detached single-family houses currently exist at the site and three lots remain undeveloped, said Robert Jackson, chairman of MCA’s Planning and Zoning Committee.

Georgetown Pike and waive requirements for a minor trail in favor of alternative pedestrian connections would result in greater tree preservation, MCA’s resolution read.

“Mainly, this is about safety, tree preservation and stormwater management,” said Jackson, who added that the proposed development would not seek greater land-use intensity than what would be allowed by-right.

MCA’s resolution supports the proposal, provided that the developer builds no more than five single-family detached houses at the site, completes a tree survey, provides additional landscaping between the house on Lot 5 and Georgetown Pike, does not grade land within the critical root zones of neighboring properties’ trees and adds a catch basin at the bottom of an existing swale.

The Fairfax County Planning Commission will hold a public hearing regarding the proposal on Wednesday, July 25.

MCA Delays Debate on Benchmark Properties Resolution: Because an upcoming Fairfax County Planning Commission hearing likely will be deferred, the McLean Citizens Association’s board of directs on July 11 postponed its review of a draft resolution pertaining to the proposed Benchmark mixed-use development in central McLean.

Benchmark Properties LP is proposing to add a 44-unit, 94,799-square-foot multi-family residential building with underground parking at 6707 Old Dominion Drive. The 1.43-acre site now has a 29,395-square-foot building with office and retail space.

The Planning Commission was scheduled to take up the matter July 26, but officials plan to defer the hearing until Oct. 4, said MCA Planning and Zoning Committee chairman Robert Jackson.

The MCA board at the July 11 meeting did not discuss a draft resolution that generally supported the development, but recommended Benchmark Properties provide additional step-backs for the top one or two floors of the residential building facing Emerson Avenue.

The draft resolution also asked the developer to comply with transportationdemand-management requirements in McLean’s Community Business Center, obtain Fairfax County’s approval of the site’s parking plan before starting construction and take steps regarding the undergrounding of utilities on the site’s Old Dominion Drive frontage.

The MCA board, after bit of backand-forth regarding timing, agreed to review a revised resolution at the association’s Oct. 3 meeting.

Marshall Grad’s New Play Coming to Fringe Festival BRIAN TROMPETER Staff Writer

Emma Choi reacted to this February’s school shooting in Parkland, Fla., by engaging in a familiar activity: play writing.

After that massacre, “I felt really helpless,” said the 18-year-old Vienna resident. “It happens so often and every time we say the same things and do the same things, and nothing really happens.”

Choi’s play, “14,” alludes to the number of students killed at Marjory Stoneman Douglas High School in Florida, but revolves around the aftermath of a fictional school shooting. The play will be performed this month at the 2018 Capital Fringe Festival in Washington, D.C. The central character, Josie (played

by Mila Fox-Parola), is devastated by her boyfriend’s death during the massacre and plagued by questions of “what if” and “why didn’t I?” Fox-Parola, who has performed in many other plays, said this role probably has been the hardest.

“My acting teacher always [says] acting is cutting your chest open, tearing apart your ribs and pulling out your heart and showing it to the audience, going ‘This is me!’” she said. “This was the first role where I really felt that. This is just very intense emotional exposure . . . It’s really hard to be that vulnerable.”

but contains a healthy helping of humor and tenderness. It’s fun to watch Josie and her boyfriend Milo (played by Jun Ito) meet, flirt and start dating.

Jerry Kramer, a 15-year-old student at Oakdale High School in Ijamsville, Md., plays the shooter, Denny, not as a raving madman but as someone who’s timid and disaffected.

“I want him to be seen as more lost,” Kramer said of his character. “He’s a lost soul.”

Following the shooting, Josie resists being drawn out by a psychologist (played

by real-life one Carolyn Heier) and is encouraged by classmate Avery (Tanaka Muvavarirwa) to attend the March for Our Lives protest.

Jun Ito’s mother, Carla, also plays Milo’s mother in the show. Choi gave the play some true-life details about the pair’s time spent living in Japan.

“I’m normally a comedic actor, so this is a change for me,” Carla Ito said. “I have two scenes, but they’re very different emotionally. It’s been a challenge and a joy.”

“She’s going back and forth within, like, a millisecond, and I’ve just been blown away by it,” Carla Ito said.

“I still get goose bumps at the end of the show, every time,” concurred Heier.

Choi graduated from George C. Marshall High School in June and will study English at Harvard University. She has had three previously plays published and performed, but written many more.

“The first time was in third grade when there were not enough parts to go around, and I did not like that,” she said. “I wrote an extended version of ‘Alice in Wonderland’ with a bunch of real kooky characters. And I just kept going.”

But just because she’s produced a lot doesn’t mean the work was easy.

“I do love writing, but a lot of nights are just staring at a blank page or banging your head against a wall, like, ‘Why can’t I do this?’” she said. “It’s definitely very draining and when you get that vibe going, you have to drain it all out.”

Choi estimates she wrote the initial draft of “14” in two days.

Choi and the play’s cast and crew have been honing their performance during rehearsals at the Great Falls home of Jessie and Jon Roberts, who long have been active in the local theater scene.

New Langley Principal Focuses on Interpersonal Skills BRIAN TROMPETER Staff Writer

Whether as teachers or administrators, educators can help students thrive, said Kimberly Greer, Langley High School’s new principal.

“For some kids, you are that person who can make a difference, as far as having someone positive in their life,” she said.

“As an administrator, people have a tendency to believe the job isn’t as positive as that of being a classroom teacher. But it does allow the opportunity to forge a closer relationship with kids who need to have an adult in their corner.”

Greer, who struggled to read as a child, recalls receiving additional support from a secondgrade teacher.

“That program made a huge difference for me personally,” she said. “I’ve seen up close and personal the difference one person can make in a child’s life. So that was enough to hook me” into joining the profession.

A native of Lenoir, N.C., Greer earned a bachelor’s degree in middle-grades education from the University of North Carolina at Greensboro, a master’s in curriculum and instruction from Virginia Tech and an administrative endorsement in education administration from George Mason University.

Fairfax County Public Schools hired Greer at a job fair during her final college semester.

She decided to move to the area and try teaching to see if she liked it. She’s still here after 25

years.

Greer was a teacher for the first 12 years of her career, teaching English at Key Middle School and U.S. history and civics at Hayfield Secondary School. She spent the most recent six years as an assistant principal at George C. Marshall, having served in the same role at Westfield and South Lakes high schools.

Her new position as principal requires more big-picture thinking.

“When you are an assistant principal, you support other people’s visions, but as a principal, you get to form and develop your own and cultivate it,” she said.

Vienna Council Lauds Longtime Commission Member BRIAN TROMPETER Staff Writer

Donald Chumley spent onethird of a century tackling complicated and sometimes nettlesome land-use issues on two of Vienna’s key governing bodies.

And on July 8, the Vienna Town Council recognized and lauded Chumley for his 33 years of service to the town.

Chumley moved to Vienna in 1979 and served on the town’s Planning Commission from 1985 to 1998, then on the Vienna Board of Zoning Appeals from 1998 to 2012.

“We greatly appreciate the time and energy he has contributed to the community,” said Vienna Mayor Laurie DiRocco.

The capacity crowd in the Council chambers, which extended into the lobby, was attending largely for a public hearing on the controversial Grantstone mixed-use rezoning application.

Nevertheless, the audience gave Chumley a long round of applause for his service.

Speaking from the central speaker’s podium, Chumley of-

fered to make just a few comments, “because you folks want to get out of here before 1 o’clock in the morning.”

Chumley expressed hope that the town would, for the first time in years, appoint a woman to the Vienna Board of Zoning Appeals. No woman has ever served as that body’s chairman, he noted.

Chumley also encouraged Vienna residents to serve on the town’s boards and commissions. He especially was keen on the achievements of the Vienna Transportation Safety Commission.

Vienna Town Council OKs Park Repairs, Other Projects BRIAN TROMPETER Staff Writer

After handling a highly contentious, nearly four-hour-long public hearing July 9 on the proposed Grantstone mixed-use development on Maple Ave., W., the Vienna Town Council’s stayed at the dais after midnight and approved contracts on a host of other topics.

Town Council OKs Funds for Repairs at Meadow Lane Park: Meadow Lane Park in southwest Vienna soon will receive upgrades to its basketball, runningtrack and tennis-court surfaces.

The Vienna Town Council at its July 9 meeting unanimously agreed to ride a Fairfax County contract and pay American Tennis Courts Inc. $31,274.50 to repair those areas and related fixtures. The town will pay for the project with leftover 2018 bond funds from a parking-lot paving project at the Vienna Dog Park.

Council member Carey Sienicki asked if part of the contract, a $3,000 charge for pressure-washing services, could be handled by town staff. Vienna Parks and Recreation Director Lesley Herman said she would look into that possibility.

Vienna Council Awards Contract for Agenda Management, Video Streaming: The Vienna Town Council at its July 9 meeting unanimously approved an upto-$28,860 contract with Granicus Inc. to cover annual maintenance of the town’s agenda management, high-definition video streaming and other services designed to apprise the public of happenings at various Vienna boards and commissions.

The Council first approved a contract with Granicus in December 2014 and amended the agreement in February 2017 for continued use of the service.

Vienna to Extend Fiber-Optic Cable to New Beulah Street Property: The town of Vienna’s newly acquired parcel at 440 Beulah Road, N.E., will receive secure fiber-optic communications with the town’s computer servers and resources under an up-to-$44,349.66 contract with Cox Communications that the Vienna Town Council approved at its July 9 meeting.

Cox will install fiber-optic cable between the nearest currently served town site, the Northside Property Yard, and a house on the Beulah Road parcel.

Some of the cable will be strung between existing utility poles along the path to the Beulah site, while other sections will be placed underground, town officials said.

This extension will be necessary in part because town police will relocate to the house during the upcoming renovation and expansion of their headquarters building and need to access its records and be able to communicate with Fairfax County police and the Virginia State Police.

Town officials plan to use the Beulah Road house for other departments once the police return to their upgraded facil-

ity. Officials do not expect there will be any additional or recurring costs associated with the fiber optic cable.

Vienna built its iNet network in 2004 at the start of its franchise agreement with Cox Communications. In addition to the Northside maintenance facility, the network’s infrastructure already includes Vienna Town Hall, Vienna Police Department, Vienna Community Center, Southside Park, Nutley Street Property Yard, Northside Park, Meadow Lane Park, Glyndon Park, the Freeman Store & Museum and the Bowman House.

Vienna Council OKs Contract for Asphalt Hot-Mix: The Vienna Town Council unanimously agreed at its July 9 meeting to spend $195,492 on asphalt hot-mix using two vendors.

National Asphalt Manufacturing Corp. submitted the winning bid of $110,400, but the Council also decided to spend money with a secondary vendor, Superior Paving Corp., to ensure the town had continuous access to asphalt in case the primary vendor’s product was not available because of maintenance-related plant closures.

Hot-mix asphalt is used for road repairs during warm weather. Cold-mix asphalt is used to plug potholes and make other temporary repairs during winter.

Council OKs Engineering Contract for Sidewalk, Curb, Gutter Project: Vienna Town Council members at their July 9 meeting unanimously awarded a $600,000 to Rinker Design Associates for engineering and design services related to upcoming improvements along Creek Crossing Road, N.E. All of the money will come from Fairfax County commercial-and-industrial-tax revenues, some of which were obtained from Vienna businesses.

Fairfax County’s transportation-priorities plan calls for pedestrian improvements along one side of that road between Fairway Drive and Beulah Road, and on the county’s side of Creek Crossing Road from Millers Lane to Old Courthouse Road.

In addition to replacing an existing asphalt path with a concrete sidewalk that complies with the federal Americans with Disabilities Act, transportation planners also would like to replace the current ditches with a curb-and-gutter system that would handle drainage more efficiently and separate the sidewalk from the road’s shoulder.

Cost estimates for the project’s engineering have risen 50 percent from the $400,000 projected in 2016. Stantec Consulting in 2016 was ranked the highest among four competing firms, but because of repeated lack of timely responses, officials terminated negotiations with the company in March 2017, Vienna officials said.

Rinker Design Associates was the second-highest-ranked firm in the bunch, and officials were able to enter into an agreement with the company.

Our View: Vienna Faces Fracas Over Future Two visions – incompatible ones, perhaps – of Vienna’s future were on display at the lengthy and at times boisterous Town Council meeting of July 9.

And at the center of it all was the proposed redevelopment of 430/440/444 Maple Ave., W., currently home to Tequila Grande restaurant and the Vienna Wolf Trap Hotel.

Using the town government’s Maple Avenue Commercial (“MAC”) zoning ordinance, the developer is aiming for a mixed-use project of residential plus retail on the 2.76-acre parcel.

“MAC” zoning was adopted in 2014 by Town Council members to give developers a menu of height, parking and density incentives to encourage them to build attractive, pedestrian-friendly mixed-use projects. In return, those developers are expected to adhere to a set of guidelines that regulate everything from architectural styles to setbacks.

The proposal before the Town Council on July 9 had won support, though not unanimously, from the Board of Architectural Review and Planning Commission. But local residents turned out in droves at the Town Council meeting, voicing complaints on everything from the density of the project to its potential impact on traffic. Council

members will return to the proposal in August.

If this sounds like history repeating itself, it is. Protests from local residents in 2016 scuttled a major redevelopment along Maple Avenue at Pleasant Street, N.W. The developer ultimately came back with a downsized revision, which won Town Council approval.

Here’s the rub: If the community is unwilling to support projects that come out of the MAC process, developers will abandon it – and potentially abandon Vienna. Just ask the city of Falls Church or the county of Arlington what happened when their overzealous hamstringing of redevelopment spun out of control. It took both communities years to win back trust, as developers took their money elsewhere.

It seems Vienna is closely, perhaps evenly, divided between those who want high-quality redevelopment in the commercial core despite the potential negative impacts it could have, and those who want very little upzoning of the Maple Avenue corridor and are willing to leave on the table all the potential benefits it might bring.

Neither point of view is necessarily wrong, but they are incompatible. And right now, the Vienna government is caught in the middle – an unenviable spot to be in, to be sure.

Balls Hill Road Congestion Needs Attention Editor: In the June 5 Sun Gazette, there was an article about the intersection of Balls Hill Road and Old Dominion Drive that stirred my emotions.

I can’t believe the Fairfax County government is spending $200,000 on a study to improve that intersection, with a forecast to cost tens of millions of dollars, and yet has done little to improve the conditions at Balls Hill Road and

Georgetown Pike.

I believe it would be better to leave the intersection as is and save those 10s of millions of taxpayer dollars. Can you imagine the number of accidents that would occur if the county decides on putting in a traffic circle (one of the study options) there?

Study estimates provided in the article show an average wait time of 200 to over 220 seconds, with backups extend-

ing past former Gov. Terry McAuliffe’s home. But I have little sympathy for anyone having to wait three or four minutes waiting at that traffic light, as many evenings it takes 45 minutes (2,700 seconds) to traverse Balls Hill Road backups from Churchill Road to Georgetown Pike. Hopefully Mr. McAuliffe does not have to travel that route.

Vienna Develpment Plan Requires Revision

Editor: On July 9, roughly 200 residents attended Vienna’s Town Council public hearing to convey their lack of support for a rezoning that would allow for construction of a mixed-use development on Maple Avenue.

The parcel is owned by a New Jerseybased, billion-dollar real-estate and development business. The rezoning would allow for 160 apartments and more than 19,000 square feet of storefront retail.

Not one individual who spoke was anti-growth, nor were they against the Maple Avenue Commercial (MAC) zoning process. However, all in attendance believe the MAC does not adequately protect the town from large-scale, highdensity construction.

Residents throughout Vienna, in-

cluding those from the far southeast corner, raised concerns on the size and scope of the proposal. People conveyed the building, which will be the length of a football field and stand 61 feet high, is not in alignment with the MAC goals to “maintain and promote Vienna’s smalltown character.”

Residents unanimously conveyed traffic and safety concerns, and offered strong evidence of existing issues. One resident tracked Vienna’s traffic accidents and demonstrated that the corner of Nutley and Maple was the numberone site in the community. Another remarked that it was faster to drive to work in Reston via the longest route than combating the overcapacity of Vienna’s internal roads. Others conveyed concern that the construction requires

digging 5 feet below the water table; implications not fully been explored.

I am hopeful that the Town Council members are listening. They represent the people who waited for hours to be heard, comprising high-schoolers to retirees, who passionately fought for maintaining our town. They pleaded with the Council to secure Vienna’s standing as one of the best places to live in America.

Should they choose not to listen, the Town Council might be put on notice.

With almost 200 well-articulated Vienna members present at the public hearing, perhaps someone will run against them to assure that the Town Council does represent the people.

Public-Safety Notes BURGLARS STEAL ITEMS FROM OAKTON SERVICE STATION: Two man stole

cash and cigarettes from the Sunoco service station, 2961 Hunter Mill Road, on July 11 at 2:40 a.m., Fairfax County police said. The suspects wore all-black clothing, black balaclavas and black gloves, police said.

On the surveillance video, a small, white sport-utility vehicle can be seen in front of the bay door where the suspects smashed a pane of glass, police said. It appears they used a yellow crow bar to break the glass and then pried open the door into the store.

BURGLARS STEAL CASH REGISTER, SAFE, CIGARETTES FROM OAKTON GAS STATION: Fairfax County police of-

ficers responded July 11 at 3 a.m. to an inprogress burglary at the Exxon gas station at 2957 Chain Bridge Road in Oakton.

Officers saw the door to the business had been pried open. Two suspects were captured on-camera stealing the store’s cash register, safe and cigarettes. The suspects were seen arriving in a white Kia Sportage vehicle, police said.

The suspects were described as wearing all-black clothing with hoodies covering their heads. This is an active criminal investigation, police said.

BURGLARS STEAL ATM FROM GAS STATION: Two men on July 11 at 3:27 a.m.

One suspect was a tall, thin black man wearing a black hoodie, black face mask, black gloves, black pants and black shoes, and carrying a screwdriver.

The second suspect was a tall black male with a stocky build who wore a black hoodie, black face mask, black gloves, black pants and black shoes, and carried a yellow crowbar, police said.

VIENNA POLICE INVESTIGATE ALLEGED BOMB THREAT: A boy who is to

be attending the summer-school program at Cedar Lane School, 101 Cedar Lane, S.W., was upset about going to the school and while talking to the principal on July 10 at 11:18 a.m., the juvenile allegedly began making several threats to harm both the students and staff, Vienna police said.

The boy also allegedly threatened to bring explosive devices to the school, police said. The juvenile left the school before the officers arrived, said Vienna police, who will continue to investigate this case.

BALTIMORE MAN CHARGED WITH GRAND LARCENY IN TYSONS SHOPLIFTING CASE: The Lacoste store in Ty-

sons Corner Center, 1961 Chain Bridge Road, contacted Fairfax County police on July 11 at 4:12 p.m. about a shoplifter.

Officers located the suspect in a nearby store and arrested him after a short foot pursuit.

Authorities have charged Karlin Denzel Cooper, 27, of Baltimore with grand larceny, possession of burglarious tools and obstruction of justice.

PHILADELPHIA MAN CHARGED WITH MULTIPLE THEFTS AT MALL: The Ap-

ple store in Tysons Corner Center, 1961 Chain Bridge Road, contacted Fairfax County police on July 11 at 6 p.m. about a shoplifter in custody. Officers quickly determined that the suspect previously had been banned from all Apple stores.

According to investigators, the suspect stole numerous items from various stores inside the mall. Authorities on July 13 arrested Daniel Pinto, 58, of Philadelphia and charged him with grand larceny.

CHECK IS FRAUDULENT: Between July

3 and 10, a woman living in the 200 block of Battle Street, S.W., was attempting to find employment online through ZipRecruiter, Vienna police said. Through their site, the resident was set up with a person claiming to be a representative of a pharmaceutical company.

The representative sent the resident a cashier’s check but advised her she would need to send the company money for startup costs. The resident contacted her bank, which told her the cashier’s check was fraudulent, police said.

VIENNA POLICE SAY PROJECTILE

LIKELY CAUSED DAMAGE AT GAS STATION: Vienna police officers responded

July 6 at 3:20 a.m. to an alarm at the Exxon gas station at 395 Maple Ave., E. When the officers arrived, they found the glass on the station’s front door was partially shattered.

Police also found damage one of the coolers inside the business had been damaged. The damage may have been caused by some type of projectile, but it does not appear that anyone made entry into the business, police said.

MARYLAND MAN CHARGED WITH LARCENY, TRESPASSING, DRUG POSSESSION: Loss-prevention employees at

the Apple Store in Tysons Corner Center notified Fairfax County police on July 7 at 12:33 p.m. that Phillip Brown, 25, of Maryland was trespassing in the store.

When officers attempted to speak with Brown in the mall’s parking lot, he took off running, police said. Officers followed and caught up to him. Police found Brown had numerous stolen or fraudulent credit cards in his possession, as well as marijuana, they said.

Authorities have charged Brown with larceny, trespassing and drug possession.

VIENNA WOMAN VICTIMIZED BY GIFTCARD SCAM: A woman living in the 200

block of Harmony Drive, S.W., was contacted by an unknown person through the Internet on June 28 between noon and 8:43 p.m. Vienna police said.

The caller offered to send the resident a check if she purchased some Google Play gift cards. The resident purchased the cards and provided the gift-card numbers to the caller before she realized it was a scam, police said.

Long-time homeowners in the Washington region who sold their properties last year made more in raw dollars but less of a percentage gain on their properties than those nationally, according to new data from Zillow.

The analysis determined that the typical D.C. homeowner selling a home in 2017 had owned the property for an average of 10 years and garnered 14.1 percent (or an average of $55,000) more for it than it had cost.

Nationally, the typical selling homeowner of 2017 had lived in the property for 8.4 years and garnered 20.8 percent more ($38,856) than the original cost.

(Figures do not take into account the costs of buying and selling, which can cut into those dollar totals.)

In 2017, the West Coast saw some of the biggest home-value increases over the past decade, and home sellers are seeing big profits as a result.

In San Jose, Calif. – currently the nation’s priciest community – the typical home sold in 2017 earned the sellers 54 percent more ($295,000) than they originally paid for it nine years earlier, the highest profits of the metros analyzed. In the San Jose and San Francisco metros, sellers made more than the value of a typical U.S. home.

A short supply of homes for sale has kept upward pressure on home prices, especially in markets where available homes are hardest to find. The profits are welcome news for home sellers who are able to cash in on higher home prices, but demonstrate how difficult the market is for buyers.

“In a housing market that’s been plagued by low inventory and increasing demand, homeowners in the nation’s hottest markets have been able to cash in when they sell their homes,” said Zillow senior economist Aaron Terrazas. “A home is typically the biggest investment someone makes, and it’s paid off for longtime owners in many markets across the country.”

Most sellers – 71 percent – are simultaneously trying to buy their next home. In 25 of the markets analyzed, the profits sellers made were not enough for a 20-percent down payment on the median home in that same area. Sellers only made enough to cover a down payment in places where they saw the biggest percent gains on the sale.

House-training your dog?

Do it right the first time (NAPS)—If you’re a pet parent to any of the country’s estimated 78 million dogs, here’s how to make house-training easier for both you and your pet.

1. Take your dog to the “bathroom” every one to three hours, as well as after he first wakes up in the morning or after a nap, after each meal, after being left alone for a stretch of time, and before going to bed.

2. According to that schedule or when your dog’s behavior indicates he has to relieve himself, ask him if he has to go with a simple phrase, such as “Go potty?” This phrase should be unique to house-training to avoid confusion.

3. Take him on a leash outside and down the same path to your designated potty spot.

Keep your dog on a consistent feeding schedule to make his elimination schedule more predictable.

Supplement your training with dog pads. They are a great way to reinforce the specific areas that are designated for potty.

Dog pads are also useful for those rainy days when your dog

may not want to go outside.

VETERINARIAN’S ADVICE “Don’t reprimand your dog when he has an accident,” advises Georgette Wilson, Doctor of Veterinary Medicine.

“This usually confuses him and slows the house-training process. Positive reinforcement is much more effective for successful housebreaking.”

“Until training is completed,” Dr. Wilson says, “dog pads are a good idea.

They’re also handy for dogs that have incontinence problems due to age or illness, for small dogs that can’t go out due to predators, for dogs stuck inside during bad weather, and for use while traveling.”

Creatures of habit and instinctively clean, puppies and older dogs can be house-trained in a matter of weeks. The more consistent you are in following basic rules, the faster your dog will learn the proper behavior.

The American Legion District 17 baseball tournament is scheduled to July 21 at BASEBALL begin various venues. with top-seed Vienna Post 180 expected to receive a first-round bye and the other six teams playing single-elimination games.

The three winners of those contests join Vienna in double-elimination play to conclude the competition.

Vienna began the week in first place with a 21-1 record with two regular-season games remaining.

In third place was Falls Church Post 130 (12-10) and McLean Post 270 (8-11) stood in fifth place.

In action last week, Vienna won over Alexandria Post 24 and Alexandria Post 129 and lost to Springfield Post 176, 21, to snap its 19-game district winning streak. McLean won a key doubleheader against Arlington Post 139 with Falls Church down Post 24.

The winner of the district tournament advances to the state competition in Winchester. Springfield is the defending District 17 tourney champion.

SWIMMING ROUNDUP For the 12th consecutive summer, the Chesterbrook Tiger Sharks of McLean and Arlington’s Overlee Flying Fish will face off in the final regular-season meet to decide the Northern Virginia Swimming League’s Division 1 champion.

The clash is Saturday, July 21 at 9 a.m. at two-time defending champion Chesterbrook, which has won 14 straight NVSL meets. Thanks to July 14 victories, the longtime rivals, who for years have traded 12

winning Division 1 crowns and finishing second, each will enter the meet with 4-0 records.

Overlee was the Division 1 champ in 2014 and ’15 and has won 29 such titles in program history. Chesterbrook has won 10 Division 1 championships, 15 when including division crowns at lower levels.

On July 14, Overlee defeated the Tuckahoe Tigers, 244-176, and Chesterbrook downed the McLean Marlins, 281-139.

For Chesterbrook in its victory, double winners were McKenzie Cory, Annabelle Francis, Aliyah Majeed-Hall, Islay Hamilton, Luke Bernasek and Grant DeWitt.

The area used to thrive with scads of strong all-star programs with top talent. Now, the top one left is the Arlington Senior Babe Ruth league, which annually wins multiple district titles, then makes strong state-tourney showings and sometimes beyond.

This summer, Arlington teams won three different district tourneys at the 13, 14 and 15 age groups to advance to state action. Arlington’s 16-18 age division hosted the state tourney.

The Greater Vienna Babe Ruth program holds its own. However, it’s a shell of what it once was when teams from that league regularly accomplished what Arlington does now.

Same with the once strong McLean/ Great Falls and Springfield programs, now struggling to even field all-star teams, if at all.

The same reductions have occurred in some other state jurisdictions. Participation in regular-season Babe Ruth play also has dwindled statewide.

What’s unique about postseason Babe Ruth all-star play is teams are community-based and have to win their way to participate in state, region and World Series play.

What hurts Babe Ruth most is the continuing popularity of non-community-based travel teams and programs. Travel baseball draws players from anywhere. Squads pay entry fees to participate in big tournaments, not having to qualify.

Travel ball deserves credit for being more proactive in its growth than Babe Ruth. During its early stage, travel ball drew only the most talented players. Now, with many more travel teams, players of all levels participate, while Babe Ruth scrambles to regain ground, if that’s still possible.

McLean Little League now has a national baseball champion.

For the first time since the organization was founded in 1955, a McLean National all-star team won a district tournament.

That happened at the league’s fan-packed Westmoreland Street complex on July 11 when the McLean Naall-stars nipped rival McLean BASEBALL tional American, 9-8, in a seesaw championship at Shiffman Field to win the District 4 Majors Tournament.

The district title was the first at any all-star age level by a McLean National team, and the first by a McLean majors squad since 2009 when McLean American won the crown.

“For whatever reason, there must have been some kind of curse on McLean National teams,” said majors manager Josh Benner. “McLean National teams have played in district finals and have had very good teams.

They had never been able to win.”

Longtime McLean Little League manager Wayne Loving coached multiple McLean National all-star teams of various ages that lost in championship games, one in extra innings.

“We had opportunities to win some of those, but something always happened in key situations,” Loving said.

McLean National was 5-1 in the tourney, going 3-1 in pool play, then nipping Vienna American, 6-4, in the semifinals. McLean American also was 3-1 in pool play,

McLean American scored two runs in the top of the sixth and had the tying run on third when reliever A.J. Murray struck out a batter to end the game and make history for McLean National. He fanned six in the game in two innings.

“That was a tough pressure moment for the batter and our pitcher,” Benner said. “You have to give A.J. credit there because the bases were loaded when he got that final strikeout.”

Colin Prendergast smacked a two-run homer for McLean National in the title game. Also getting big hits were Michael Norton (two hits), Luke Greehan (two hits, two RBI), Eric Gomez (three hits), Joey Hoeymans, Grant Watts, Paul Witkop (two hits, three RBI) and Jordan Sim (two hits). McLean National had 13 hits.

Preston Benner, Charlie Djorup, James Pedas, Jack Rampy and Colin Walter were other key players.

For McLean American, Luke Dettleff belted a solo homer and Aiden Bond (two hits) had a two-run single.

While the average price of singlefamily homes dipped slightly, the average for attached homes rose 2 percent to $434,350 and the average for condominiums was up 5.5 percent to $347,657 The average number of days it took for a property to go from listing to ratified sales contract in June was a brisk 27, down from 32 a year before.

Homes “are likely to sell quickly, provided the home is priced right,” said Christine Richardson, a Realtor with Weichert Great Falls and chair-elect of the local Realtors organization.

“Buyers will have to be quick, as the best of the well-priced homes likely will attract multiple offers,” Richardson said.

Total sales volume for the month stood at $1.55 billion, down 5 percent from a year before.

Accentuating the positive, NVAR’s Conrad pointed to the median sales price for all properties of $548,000, which was up about 2.5 percent and is “the sign of a stable market,” he said. The median is the point at which half of homes sold for more, half for less.

“June marked the 19th straight month of [year-over-year] median-price increases. That goes all the way back to December 2016,” said Rob Allen, an associate broker with Long & Foster in Reston.

Fairfax County Notes FAIRFAX ADOPTS ENERGY-SAVING POLICY: The Fairfax County govern-

ment is putting in place what it terms an ambitious strategy to cut energy use in its buildings, vehicles and operations.

The Board of Supervisors adopted the strategy on July 10, setting specific goals and targets for reducing energy use, with the aim of lowering utility bills while also reducing greenhouse-gas emissions. The strategy addresses 10 distinct focus areas, ranging from energy use and efficiency to reporting and collaboration.

“Fairfax County’s Energy Strategy will reduce greenhouse-gas emissions, lower utility bills for county buildings and promote an energy-conscious culture within the county’s workplace,” said Chairman Sharon Bulova. “It is important that we all do our part to be leaders in energy efficiency to help support and protect a healthy environment well into the future.”

The strategy seeks to reduce energy consumption in county buildings and facilities by 20 percent per square foot over 10 years. This target will be achieved with a mix of conservation measures and costeffective energy-efficiency upgrades.

The strategy makes reducing electricity consumption a top priority. Electricity accounted for 51 percent of the county’s

total energy use in 2016 – and it produced 65 percent of carbon emissions. Electricity was also responsible for 69 percent of the county’s total energy bill. Other contributors to the county’s energy bill include natural gas, gasoline and diesel fuel.

According to county officials, the effort will carry a price tag of about $47 million over 10 years, but officials aim to generate utility savings of about $82 million over 10 years.

“By the seventh year, utility savings generated by the investment will essentially pay for the plan’s projects,” officials said in detailing the proposal.

PARK AUTHORITY OKs MATCHING GRANTS: The Fairfax County Park Au-

thority board has approved three Mastenbrook Volunteer Matching Fund Grants that will be used to improve safety at athletic fields at Poplar Tree Park in Chantilly, help restore a meadow at Marie Butler Leven Preserve in McLean and enhance the equestrian program at Frying Pan Farm Park in Herndon.

The Chantilly Youth Association will receive $10,000 in grant money for fencing at Poplar Tree Park to improve playability on fields 2 and 3.

store a 1.25-acre meadow at Marie Butler Leven Preserve, which currently is dominated by invasive grasses. Earth Sangha has already restored a small portion of the meadow, and the grant will be used to restore the remaining meadow area by removing invasive grasses and establishing native grasses. The organization will donate $28,889.38 in plants and in-kind services to complete the project.

In addition, the board approved a $4,507.50 grant request from the Friends of Frying Pan Park to purchase equestrian jumps for the park.

FAIRFAX NAACP TO RECEIVE NATIONAL HONOR: The Fairfax County branch

of the NAACP has been tapped to receive the 2018 Thalheimer Award, the top award presented by the national NAACP to a branch. The award has been presented since 1944.

“The Fairfax County branch has reawakened to its mission of fighting for the rights and respect of the less fortunate among us, especially minority communities,” Fairfax NAACP officials said. “We ‘punch above our weight’ by being present at community-focused gatherings, and bring important issues and newsmakers to our members in order to keep them informed.”
