Q&A: New Children’s Center Director Builds on Success BRIAN TROMPETER Staff Writer

Fresh off its 50th-anniversary celebration in April, the Falls Church-McLean Children’s Center has promoted its new leader from within.

Crystal Jean, who has served as assistant director for the past 18 months, has been named the center’s seventh executive director. Her predecessor, Elizabeth Page, is retiring.

With Jean’s promotion, Lucy AllcaPelletier, a longtime Children’s Center teacher and former education coordinator, will become the facility’s assistant director.

Founded in 1968 by 20 area faith groups, the non-profit Children’s Center initially was based in the basement of Chesterbrook Presbyterian Church and in 2003 moved to its current home in a dedicated wing of Lemon Road Elementary School in McLean. It now helps 80 children ages 2 through 5 build fundamental skills, and offers a before-and-after-school program for Lemon Road students as well.

Margery Leveen Sher, a former executive director of the center, said she is delighted Jean will be taking the helm.

said. “She combines her strong understanding of what constitutes quality early-childhood education with the empathy that comes from having walked in the shoes of those families.”

Jean holds a bachelor’s degree in psychology and a master’s in education, with a focus on child development, both from Southern New Hampshire University. She previously taught special education in New Hampshire public schools and, before joining the Children’s Center, spent two years as director and one as a resource teacher at Rock Spring Preschool, program in Arlington.

The Sun Gazette asked Jean about the center and her work there.

Do you have any goals or priorities for the center?

“No. I don’t want to shake things up too much during the first year.”

Any new programs in the offing?

“We started a mental-health program last year that we’re continuing. It’s for kids with adverse childhood experiences.

We will have a licensed social worker give a parental workshop in August. We hope to have three or four [such programs] during the year to provide more parental engagement.”

What do you find rewarding about this

field?

“To see the progress of the children is pretty amazing. They come to us with speech delays or not being able to control their emotions. In a year, they’ve grown so much. It’s rewarding to see that progression.”

What have you learned from your predecessor, Ms. Page? What advice did she give you?

“The biggest thing is to take in everyone’s considerations before taking a decision that will affect the whole center. It can be lonely at the top, but that doesn’t mean there aren’t people with whom I can talk things through and get more knowledge before making decisions.”

Any plans to expand the program? Is it limited to 80 children? How are they selected?

“We are licensed for up to 108 children, but we have no plans to expand. In order to keep a high-quality program, we will keep our class sizes small and our [student-teacher] ratios low. About 40 percent of our students are from low- to moderate-income working families. These families qualify for subsidy assistance through the county. The county determines their eligibility based on income and family size. The county also determines how much the family will pay and how much the county will subsidize. Our remaining students are from families that pay the full tuition costs.”

“In order to continue our mission of serving families from diverse socioeconomic backgrounds, we need to raise about $250,000 a year. This is not an easy feat. We strongly believe that a solid early education is crucial to a child’s future success and every child, regardless of socioeconomic status, should have access.”

What are the most important things a preschool teacher should do to help students?

“The best thing a teacher can do for a student is build a relationship with the child’s family. Children are most successful when there is trust and open communication between teachers and parents.”

Iftar Celebration Honors U.S. Military Personnel

Dinner Also Opportunity to Thank Military Families for the Sacrifices That They Make Islamic Relief USA (IRUSA) joined forces with the Academy of United States Veterans (AUSV) on June 1 to host an iftar, the dinner that marks the end of the fast each day during the Islamic holy month of Ramadan.

The Community Unity Equality dinner, which took place on the rooftop of the AUSV offices on North Glebe Road, provided an opportunity for both nonprofit and advocacy organizations to show appreciation to veterans and their families for the sacrifices they made in helping keep America a beacon of freedom.

Sharif Aly, chief executive officer of Islamic Relief USA, said the holy month of Ramadan provides an opportunity to reflect and ponder all the blessings that God has bestowed on individuals and the community.

Ultimately, it is a month where people grow, develop and become closer to one another, Aly said, thanking veterans for their service.

Assal Ravandi, founder and CEO of AUSV, said the event shows that different groups can come together, have respect for one another, and feel a sense of inclusivity.

He said during Ramadan, it’s important see oneself as connected with every individual in the world, through love, compassion and mercy.

“It’s human-first,” Sharif said.

Sherman Gillums, a Marine veteran, said Ramadan is a time to heal, a time to focus on equality and inclusion.

He praised IRUSA and AUSV as organizations that work “in making those who’re broken stronger.”

Ravandi, a military veteran herself, said that both IRUSA and AUSV have been on the front lines in their advocacy for civil rights and human rights, providing assistance of various forms to people of all walks of life.

Gillums said that even though he has four paralyzed limbs, he still has something that remains strong.

“What mattered was my soul,” he said.

“Our soul is what binds us together, more than any other characteristic.”

Aly said it’s that spirit of togetherness that’s so essential to achieving major goals.

“We can’t do it alone,” Aly said. “The only way to accomplish change is through partnerships.”

Outgoing University President Thanks Community Shank Family Is Moving to McLean After 7-Year Tenure at Marymount Concludes SCOTT McCAFFREY Staff Writer

Matthew Shank likes to relate the tale of the day – July 4, 2011 – his family drove up to the campus of Marymount University, where he was set to take up residence as the institution’s sixth president.

Their arrival was accompanied by the booming cacophony of a fireworks show.

Not knowing that neighboring Washington Golf & Country Club puts on a showstopper annual salute to independence, Shank jokes that he thought the pyrotechnics had been unleashed to celebrate his arrival.

It wasn’t the boisterous fireworks but the warm welcome he and his family subsequently received from the Marymount community that meant the most, Shank said at a June 26 celebration of his nearly seven years in office.

The university is “an absolutely great, great family to be part of,” Shank said as he prepared to depart his post.

Shank announced at the start of the year he would be stepping down. The university’s board of trustees recently selected Irma Becerra, an educator from the Miami area, to succeed him.

Shank’s own professional plans have firmed up, at least in the short term. He will serve as interim CEO of the World Affairs Council, a Washington-based group.

His successor, Irma Becerra, a university administrator from Florida, took over at the university on July 1.

“It’s a great organization – their whole mission is about global education,” said Shank, whose first day in the new post will be July 16.

Between now and then, the Shank family will be focused on moving, although not far. They have purchased a home in McLean. (“They’re still in my district!” exclaimed state Sen. Barbara Favola, D31st. “I never lose a constituent.”)

Del. Patrick Hope (D-47th), who brought along a resolution adopted during the 2018 General Assembly session, lauding Shank’s tenure.

“Everyone in this room knows you’re one of the best, one of the good ones,” Hope told the guest of honor.

Shank was serving as an administrator at the University of Dayton when he was tapped for the Marymount post. But his acceptance never would have come with-

out the support of his wife, Lynne. She was leery of moving from their home in Kentucky, where she had grown up and where their young twin daughters Grace and Olivia were surrounded by family.

Yet it was Lynne Shank who was convinced before her husband to make the move.

“I knew from Day One this was going to be a great place,” she said. “I was overwhelmed and touched by the warmth and the kindness we received.”

To honor their contributions to the university, civic leader Lee Corey donated a collection of artwork to hang in Marymount’s Ballston campus, while the board of trustees approved a plaque honoring Lynne Shank that will hang in the university’s chapel, which was renovated under her leadership.

The announcement moved Mrs. Shank to tears. “And she didn’t even cry at our own wedding,” her husband deadpanned at the celebration.

Joining the celebration were Grace and Olivia Shank, who offered their own top 10 reasons they enjoyed the Marymount experience. Coming in at No. 8: the allyou-can-eat soft-serve ice-cream machine in the dining hall.

University trustees bestowed on Shank the title of president-emeritus, and he said he would remain engaged. “We want to stay part of this community and part of this family,” Shank said.

FCPS Schools Find Success in New Statewide Ranking A total of 66 Fairfax County public schools have been honored in the annual Virginia Index of Performance awards program, including five at the top level, and the school system as a whole was saluted with an honor in the competition.

Cooper, Franklin, Longfellow and Rocky Run middle schools and Keene Mill Elementary School were among 14 schools statewide to receive the Governor’s Award for Education Excellence, the highest tier in the competition. Honorees were announced June 27.

Thirty-seven Fairfax schools received the Board of Education Excellence Award, the second tier in the competition.

They were among 133 schools statewide to receive it.

Based on overall achievement and making progress toward statewide education goals, Falls Church Public Schools earned the Board of Education Excellence Award at the district level, while 15 school divisions, including Fairfax and Loudoun counties, were honored at the Board of Education Distinguished Achievement level.

Low Inventory Hurts State Home Sales, Boosts Prices A constricted inventory was blamed for a year-over-year drop in home sales across Virginia in May, but that same inventory crunch helped to push up median sales prices, according to new figures from Virginia Realtors.

A total of 12,590 properties went to closing during the month, down 0.9 percent from the 12,700 sales in May 2017 but higher than commensurate sales that month in 2014, 2015 or 2016.

The median sales price in May was up 2.4 percent from a year before, and marks the 26th month in a row of rising yearover-year prices. But the year-over-year rate of growth was slower in May than in March and April, suggesting that even with a decreased inventory, prospective purchasers were taking their time and walking away if pricing wasn’t correct.

Survey Finds Plenty of Bass in Lake Fairfax A new survey by the Virginia Department of Game and Inland Fisheries found good quantities of a variety of fish – large-mouth bass, bluegill and redear sunfish – and no sign of predatory snakeheads.

The lake was surveyed on June 11.

During the survey, a boat was driven around the shoreline and an electrical current was directed into the shallows. The current causes a muscular reaction in fish, and they tend to turn toward the surface where they are netted and then later measured before being safely to the waters.

State officials said the 50 largemouth bass netted during the 20-minute survey was “a pretty high catch rate for bass” in a heavily-fished suburban lake. The survey revealed “a lot of larger but very skinny” largemouth, state officials said, indicating they are having trouble foraging, possibly because of the thick grass or competition from black crappie.

Add up the sales and prices, and total sales volume statewide for May was $4.55 billion. The overall sales volume for the 12 months ending May 31 was $42.29 billion, up 1.3 percent from a year before and the 23rd straight month in growth of annualized sales volume.

Homes that went to closing in May spent a median 31 days on the market, down from 35 days a year before and the most brisk pace in more than a year.

Those who put their homes on the market at reasonable prices not only found purchasers relatively quickly, but also garnered, on average, 100 percent of asking price – a percentage only exceeded during the heady days before the 2008 recession.

Those financing real-estate transactions are finding the cost to borrow funds higher than a year before, but still relatively low compared to historic norms.

The average 30-year, fixed-rate mortgageinterest rate for May reported by Freddie Mac was 4.57 percent, down slightly from a month before but well above rates that had averaged less than 4 percent from the summer of 2017 to the winter of 2018.

Our View: Pick Up Pace on Pension Reform Long after most firms in the private sector – rightly or wrongly – abandoned the concept of a defined-benefit pension plan, governments at all levels are clinging to it, even as in some cases it has wrecked municipal budgets, put undue burdens on taxpayers and left a cloud of doubt hanging over the future viability of the promises made to workers.

The Fairfax County government, which by an objective standard is generous but not outrageous with its pension benefits, is belatedly realizing it is not immune from fiscal realities that jurisdictions all across the nation face. Taxpayers should be happy that the government – after taking a leisurely pace to arrive at its destination – is beginning to address how it approaches pensions in the future.

We do not begrudge those who entered the government workforce in years gone by, and served their time, from the pension benefits that were promised. A deal’s a deal, and the Fairfax government is not in any fiscal crisis that would justify trying to weasel out of it.

But for those coming into the workforce, the rules of the game have got to change. Retirement ages need to be

pushed up to compensate for longer lifespans, while workers – just like those in the private sector – need to become more responsible for planning and funding their own retirements.

The Fairfax government is clinging to unrealistic expectations of growth in the pension plan, estimating a 7.25percent annual return on the investments. Maybe that’ll be the case going forward, but maybe not. And if “maybe not” is the answer, as is likely, where is the extra money going to come from? What county-government programs would have to be trimmed to meet the shortfall?

Prudence should be the watchword here. The guesstimate on the annualized rate of return should be downgraded and county officials need to work with more realistic expectations.

And they must pick up the pace in addressing this. If the pension plan needs to change for new hires, every delay means additional workers will be grandfathered into a system that may be too generous to be sustainable over the long term. And that could spell trouble for taxpayers and the very employees the system is designed to support.

Time Has Come for Nonpartisan Redistricting Editor: This U.S. Supreme Court, in Abbot vs. Perez, has overturned a ruling of a Texas state court’s decision that congressional and state political districts were intentionally drawn to suppress minority voters after the 2010 census.

Supreme Court justices found only one district to be unfairly drawn. Anyone who looks at the maps, however, might think differently.

Gerrymandering is a huge problem all over the country. In David Daley’s new book on gerrymandering, he describes one congressional district that resembles Donald Duck kicking Goofy.

You might wonder what is wrong with that picture. What is wrong is that districts need to be compact and contiguous. They need to unite communities and be drawn in a way not to favor a political party or individual.

This has seldom been the case in re-

cent history. Computerized mapping tools literally can tell you information down to what magazine subscriptions households have purchased.

Virginia is not exempt from gerrymandering and, as a case in point, in the 2015 elections every single incumbent running was re-elected.

Citizens hold the right to vote. But the power of their vote is weakened by the legislators who draw the lines and by the courts that uphold them.

If you are upset about the ultra-partisan legislation coming out of Congress or about the appointments of people in leadership positions, or gridlock on issues that would move the country forward, you should care about making districts competitive.

OneVirginia2021 is a nonpartisan group calling for redistricting reform in the Old Dominion. Its goals are to establish an independent commission that

approaches redistricting using transparency and clear, enforceable rules to protect communities, make map-drawing favoring a particular party or individual unlawful, specific compactness, contiguity, and respect for political boundaries and communities, and to apply these reforms to the 2021 redistricting process.

More than 72,000 Virginians have signed petitions to Gov. Northam and their representatives to take action on this issue.

Partisan politics has become more contentious and divided than ever as a result of gerrymandering. It is time to redraw maps to keep communities together and favor the election of representatives who will be accountable to voters who are not as similar in their politics, race and values – and who are actually all neighbors.

Supervisors Narrow Down Pension-Reform Options BRIAN TROMPETER Staff Writer

Fairfax County supervisors on June 26 agreed to consider in the future a series of pension-reform measures for new employees, including raising the minimum retirement age, expanding eligibility requirements, lengthening the salary-averaging period and removing a pre-Social Security benefit.

Supervisors are considering the measures in an effort to make the county’s pension system more sustainable in the decades to come.

Supervisors, during a meeting of the board’s Personnel Committee, winnowed down the range of options to be debated to these: • Option 1A: Raise the minimum retirement age in the Employee Retirement System (ERS) from 55 to 60 (with at least five years’ service). Employees in the Uniformed Retirement System (URS), such as firefighters, would be able to retire at 52 and those in the Police Officers Retirement System at age 50. The last two categories, which require at least 25 years’ service to qualify for the minimum retirement age, involve jobs that take heavy physical tolls, supervisors said.

• Option 2 would boost ERS eligibility from the Rule of 85 (i.e., the combination of an employee’s age and number of years worked) to 90. Doing so would require most employees under age 40 to work about 2.5 years longer, said Philip Hagen, budget-services coordinator with the county’s Department of Management and Budget.

Supervisors noted that the board in 2013 had increased the requirement five years from the Rule of 80. The board that year also capped the amount of sick leave that could be used for retirement purposes to 2,080 hours for participants in all three retirement systems.

• Option 3A would increase the salaryaveraging period, which is used to calculate employees’ benefits, from the final three years of service to the final five.

• Option 4 would eliminate the pre-Social Security supplement given to workers enrolled in the Employee and Uniformed

retirement systems. Critics have noted that many surrounding jurisdictions do not offer this benefit, which the county provides between an employee’s retirement and when Social Security kicks in.

While supervisors generally agreed the above items should be considered, they also agreed to parse Option 9, which would eliminate a provision that boosts the calculated retirement annuity by 3 percent annually.

The proposed reforms would apply to county employees hired after July 1, 2019, and would not affect any current workers.

Supervisors emphasized that teachers would not be affected by the proposed changes because they participate in a different pension system. Many other schoolsupport employees would be affected by policy alterations board members will be considering.

When crafting the series of potential pension reforms, a county work group reaffirmed the government’s commitment to a defined-benefit plan and strove to create a plan that could be sustained in the long term, said Supervisor Penelope Gross (D-Mason), who chairs the Personnel Committee.

The work group also hoped county officials would help employees plan for retirement, arrange for the succession of workers who entered the Deferred Retirement Option Program after retiring and continue to monitor the costs and market of health-care, with an eye on finding cost-saving opportunities, she said.

“We’re not considering these changes to be punitive to our employees,” said Board of Supervisors Chairman Sharon Bulova (D). “We want their retirement to be there and be available.”

The meeting was not without levity.

Supervisor John Cook (R-Braddock) was delivering pointed criticisms of the county’s pension proposals when the Government Center’s fire alarm began sounding.

“See? It is an emergency,” he joked.

Planning Commission on June 21 unanimously recommended that the county require short-term-lodging operators to: • Have one designated parking space available for lodgers, which the operator has the authority to reserve for such purposes.

• Rent a dwelling or mobile home for short-term lodging for no more than 15 nights per year during which the operator is not present. Commissioners also recommended that short-term lodging,

must be considered, Cook said.

Supervisor Jeff McKay (D-Lee) worried that increasing the minimum retirement age might harm the county’s ability to attract and retain high-quality employees.

Gross, who noted employees planning for retirement must become more knowledgeable than in decades past, said supervisors still have many pension-reform issues to iron out.

“It will be an interesting discussion,” she said.

The McLean Citizens Association (MCA) long has advocated for changes to the county’s pension programs.

Louise Epstein, who chairs the group’s Budget and Taxation Committee, said county officials unrealistically assume that annual investment returns on pension contributions will be 7.25 percent.

Despite some shortcomings, the new pension proposals show some promise, she said.

“While [MCA] would have liked to see the supervisors support more changes, including the proposal to increase county employees’ contributions to their pension plans, the changes the supervisors agreed to consider will help make the county’s three pension plans financially sustainable,” Epstein said.

Fairfax’s Unemployment Rate Rises, But Stays Low Fairfax County’s unemployment rate ticked up slightly from April, but remained among the lowest in the commonwealth, according to new data.

Fairfax’s small April-to-May tilt upward was repeated in most Northern Virginia jurisdictions, which saw a slight changes upward if they moved at all, according to figures reported June 28 by the Virginia Employment Commission.

For May, jobless rates stood at 2 percent in Arlington, up from 1.9 percent in April; 2.1 percent in the city of Falls Church, unchanged; 2.2 percent in Alexandria, unchanged; 2.4 percent in Loudoun County (up from 2.3 percent); and 2.6 percent in Prince William County, unchanged.

Across Northern Virginia as a whole, May’s unemployment rate of 2.4 percent represented 1.62 million in the civilian workforce and about 40,150 looking for jobs. The non-seasonally-adjusted unemployment rate was unchanged from a month before.

Statewide, the jobless rate ticked up from 2.8 percent to 2.9 percent, but total household employment set a record high for the fifth month in a row.

Optimism Is Not Universal in New Survey on Housing New findings from the National Association of Realtors show that a high number of Americans, 75 percent, believe that now is a good time to sell a house, while 68 percent think it is a good time to buy – although those seeking to move up from rental housing to ownership are not quite as positive.

That’s according to NAR’s second quarter Housing Opportunities and Market Experience (HOME) survey, which also found that a majority of consumers believe prices have and will continue to increase and that homeownership strengthens our nation’s communities.

Optimism that now is a good time to buy remains stagnant from last quarter; 39 percent strongly agree that now is a good time to buy, while 29 percent moderately agree.

Among renters, however, those positive feelings have fallen significantly from 55 percent in the first quarter to 49 percent this quarter. Optimism is highest among older buyers (65 or over) and those living in the South and Midwest regions (73 and 71 percent, respectively).

NAR chief economist Lawrence Yun said affordability and low inventory are eroding buyer confidence.

“Inventory remains the driving force in real estate, affecting everything from rising prices to household formation,” he said. “Improving supply conditions is critical to improving buyer optimism and helping to remove some of the barriers holding back potential first-time buyers.”

As home prices continue to climb across the country, the number of respondents who believe now is a good time to sell remains high, with 46 percent strongly agreeing (up from 42 percent last quarter) and 29 percent moderately agreeing. Twenty-nine percent believe that now is not a good time to sell a home, and that drops to 19 percent for current homeowners.

Respondents were also asked about their perception of home prices in their communities. Sixty-eight percent believe that home prices have gone up in their area in the last 12 months, up from 63 percent last quarter. Fifty-five percent also believe that home prices will continue to increase in their communities in the next six months.

Vienna/Oakton Notes POLICE OFFICERS RECEIVE ‘RESPECT FOR LAW’ AWARDS FROM OPTIMIST CLUB: The Optimist Club of Greater

Vienna bestowed Charles A. Robinson “Respect for Law” Awards to two police officers during a June 20 banquet at American Legion Post 180.

The club gives the awards annually to one Vienna police officer and one from the Fairfax County Police Department, both of whom have been nominated by their respective commanders. The award is named after longtime Vienna Mayor Charles A. Robinson.

The town’s award recipient, Master Police Officer Tim Seitz, has been a member of the Vienna Police Department since 1988 and currently is assigned to the Patrol Section.

Seitz’s 30-year career with the department has exposed him to many areas of police work. He has been part of the traffic section (motor squad) for several years and served as a firearms instructor, Rape Aggression Defense instructor, taser instructor, armorer, patrol rifle operator and field-training officer. He also has been a Vienna Little League coach for many years.

The Fairfax County (now Northern Virginia) Chamber of Commerce in March 2015 awarded Seitz a Certificate of Valor at the organization’s 37th annual Valor Awards ceremony.

This year’s county police recipient of the “Respect for Law” award was Pfc. Jason Mizer, who works at the Fair Oaks District Station. According to county police, Mizer exhibits well-above-expected levels of enthusiasm, motivation, work ethic and instinct.

“His outside-the-box thinking and steadfastness to the mission of keeping the community safe is noteworthy,” his nominating superiors said.

Mizer recently investigated a case involving the seizure of crystal methamphetamine, marijuana and stolen property in the police department’s Fair Oaks District. This seizure led police to execute a search warrant on a storage-lot unit, where they discovered evidence of an area bank burglary, police said.

The case began when Mizer observed suspicious behavior and began investigating.

“He maintained a professional demeanor through the entire process and treated all suspects and arrested persons with respect,” said police, who noted the case involved coordination of many entities within the department, as well as the FBI.

The cost is $5 per child; bears are admitted free. Parents are asked to stay with their children.

A robotics team from Flint Hill School earned second place overall and finished tops among high schools and U.S. entrants in the recent drone competition sponsored by the Association for Unmanned Vehicle Systems International.

High land values in McLean would make acquiring additional right-of-way an expensive proposition, Abifadel said.

County officials in 2014 allotted $200,000 for a study of the intersection, which began in 2016.

The Board of Supervisors on May 15 this year unanimously authorized $20.5 million in Northern Virginia Transportation Authority funding to pay for upgrades at the crossing.

Among the options officials are considering: • A no-construction option would cost less than $20,000 not affect any surrounding properties. But it also would retain “F” service ratings for the morning and evening rush hours.

As of 2016, motorists were delayed an average of 209.3 seconds during the peak hour between 7:45 and 8:45 a.m. and 207.5 seconds in the evening peak period between 5 and 6 p.m. Under the “no-build” scenario, by 2040 those delays likely would rise to 221.1 and 210.5 seconds, officials estimated.

• Alternative A would build a pair of T-shaped intersections in place of the current crossing. Under this scenario, average morning delays would be 14.5 seconds at the northern intersection and 28.9 at the southern one; evening delays would be 21.4 and 20.5 seconds, respectively.

This option, which would cost an estimated $13.5 million, would fix some of the traffic delays and queuing problems, but would affect 21 properties and necessitate a stormwater-management basin outside the intersection’s right-of-way.

An improved version of this version would cost $15 million, affect two fewer properties and have on-site space for stormwater facilities.

• Alternative B would build a roundabout at the intersection, improving the

This $12.1 million option also would affect 13 nearby properties (including three houses now under construction at Mehr Farms), necessitate significant land grading and require a learning curve from drivers not accustomed to negotiating roundabouts.

Some residents at the meeting cited the success of the town of Vienna’s new roundabout at Park and Locust streets, S.E., in support of the concept.

• Alternative C at a cost of $12.7 million would build dedicated left-turn lanes at the intersection and cut peak-hour de-

lays to 46.5 seconds in the morning and 55.8 seconds in the evening. But this option also would need a stormwater basin outside its right-of-way and would affect 22 nearby parcels, including the frontage of Korean Presbyterian Church.

County officials this fall hope to finalize a study of the intersection, with public input, conduct preliminary engineering between spring 2019 and spring 2023 and right-of-way acquisition during those last two years, then begin construction in 2023 and finish the project by the end of 2024.

Besides roadway improvements, the project will include drainage upgrades, about 1.5 miles of new bike lanes and

2,750 feet of walkways. Traffic would continue to flow though the intersection throughout construction, Abifadel said.

Supervisor John Foust (D-Dranesville) stressed the project’s importance.

“This is a bad intersection,” he said.

“We hope to come up with a plan to address this and improve it dramatically.”

Even former Gov. Terry McAuliffe (D) has weighed in on the subject, telling Foust at a Northern Virginia Chamber of Commerce event in April, “I don’t know what’s happened, but that light at Old Dominion on Balls Hill is devastating. I mean, [traffic] backs all the way up to my house.”

Planning Commissioners also unanimously recommended that the Board of Supervisors: • Direct planning staff to prepare an expedited follow-up zoning-ordinance amendment that would permit consideration of the following additional options: • Establish a special-permit process that would allow a short-term lodging operator to request additional rental nights per year with or without the operator present and/or increase the number of adult lodgers permitted per rental contract. Commissioners recommended that

the special-permit option be advertised to include a requirement for a fire-andsafety inspection, including an appropriate inspection fee and a special-permit fee of not less than $910.

• Limit to 10 days the appeal period for a notice of violation citing violations of the short-term lodging ordinance, rather than the current 30-day period.

• Direct staff to require that any application for a short-term-lodging permit be notarized so each operator affirms that all information provided in the permit application is true and correct, under penalty of perjury.

• Have staff monitor short-term-lodging activity and recommend necessary changes to the board’s enforcement policy including, but not limited to, evaluating whether a special staff team should be

tasked with investigating complaints and monitoring compliance; • Direct county staff to report to the Planning Commission and Board of Supervisors 12 or 18 months after the effective date to recommend amendments to the ordinance or the board’s enforcement policy, if such changes are necessary.

• Have staff explore the possibility of the county’s entering into an agreement with the three major hosting platforms – Airbnb, VRBO and Flip Key – to remove non-compliant operators from those platforms.

Commissioners also recommended that the zoning-ordinance amendment take effect this year on Oct. 1. Doing so would give county staff time to notify members of the public about the amendment and give them time to comply.

PUBLIC HEARINGS SET ON PROPOSAL TO INCREASE TOLL-ROAD RATES:

The Metropolitan Washington Airports Authority will hold three public hearings on plans to increase toll rates along the Dulles Toll Road in 2019.

Revenue raised through the increase will fund construction of Metro’s Silver Line extension and improvements along the toll road.

Hearings will be held from 5 to 8 p.m. on Wednesday, July 11 at Spring Hill Elementary School in McLean; Tuesday, July 17 at South Likes High School in Reston; and Thursday, July 19 at Stone Bridge High School in Ashburn.

In addition to cost increases, the airports authority’s board of directors will consider a number of other changes related to payment options, including the possibility of converting lanes that accept cash into E-ZPass-only lanes.

IMPROVEMENTS TO GALLOWS ROAD COMPLETE: Drivers on Gallows Road

are experiencing an improved ride over Arlington Boulevard, as the Virginia Department of Transportation has finished more than $4 million worth of bridge and other work in the vicinity.

The project, which state officials say was completed ahead of schedule and under budget, included: • Resurfacing the bridge deck and paving Gallows Road approaching the bridge for a smooth transition.

• Repairs to concrete and steel beams to maintain safety and extend the overall life of the bridge.

• Reconstructing the bridge’s sidewalks to improve pedestrian safety.

• Upgrading interchange traffic signals to improve visibility.

The bridge originally was constructed in 1985, with extensive pier repairs made in 2016.

Gallows Road averages between 35,000 and 38,000 vehicles a day through this area, the Virginia Department of Transportation said, while Route 50 averages 42,000 vehicles a day at the interchange.

All-State Flint Hill Kicker Commits to Virginia DAVE FACINOLI Staff Writer

The Duenkel family soon will have yet another Division I college athlete.

Justin Duenkel, a rising senior and placeFOOTBALL all-state kicker for the Flint Hill Huskies’ 2017 state-champion high school football team, recently committed to attend the University of Virginia as a preferred walk-on to kick for the Cavaliers’ football team.

“I’m so excited,” the 17-year-old Duenkel said. “I feel like I’ve been going there a big part of my whole life, so Virginia feels like home.”

Duenkel’s father, Doug, is a former Virginia football player; his mother, Alison, played women’s soccer at James Madison University; and his sister, Halle, was a sophomore who contributed significantly on the 2018 national championship James Madison University women’s lacrosse team this past spring.

The Duenkel family has held season tickets to Virginia football games for years.

The 6-foot, 185-pound Duenkel is one of the top-ranked high school kickers in the country. As a junior for Flint Hill, he booted 50 of 52 extra points, made two field goals with a long of 40 yards, and had 58 touchbacks on kick-

offs.

Justin Duenkel received a similar kicking offer from Virginia Tech and drew significant interest from Penn State, Michigan State and other schools.

He will have the opportunity to become a scholarship player at Virginia.

“I’m like totally stress-free now with this decision made,” said Duenkel, who also plays baseball at Flint Hill and hopes to do so again next spring. “Now I feel like I can focus on my senior season and year at Flint Hill.”

There are a lot of conflicting activities during the summer months now for athletes, including some who play on multiple teams. Also, there is “beach week” for graduating seniors and family vacations to deal with, along with sports camps, job responsibilities, dates, birthday parties, and college orientations and visitations.

The list could go on.

Coaches learn to be open-minded, flexible and creative, because rarely are lineups the same from one event to the next. They have to learn to accept the comings and goings – many do so reluctantly – work with what they have, or give up summer coaching in frustration, which some have done.

The days of committing 100-percent participation for the duration of a particular summer team have been over for many years. What coaches do now is make one list before a season begins regarding which player will be absent and when. They make a second list asking who will be unavailable if the team advances far during the latesummer playoffs.

There are even the occasional rare defections from Little League baseball and softball all-star teams. On those squads, mandatory participation is heavily stressed well in advance. Otherwise, a player is not made a member of the team.

“The dedication isn’t there anymore,” said one coach, saying such frustration was a big reason he recently stepped away from summer coaching.

“You think you have everything and every situation accounted for, then there are always the late surprises. So you have to make new plans again.”

For that coach, he’d had enough of making attitude adjustments.

McLean, Vienna Little League Teams Win District Titles A Staff Report

With convincing victories of 13-1 and 22-0 over Great Falls, the McLean Little League age 9-11 girls softball all-stars won the District 4 tournament.

“The Great Falls team was good, but a little young and our team is very solid in all phases,” McLean manager Jamie Loving said.

McLean’s roster includes nine players who won the state championships last summer.

The McLean All-Stars now advance to this year’s state tournament, in Bristol starting July 6, in a modified double-elimination format. McLean is slated to open against District 11’s Richlands.

The McLean All-Stars are Kaitlyn Cole, Chelsea Engle, Kaitlyn Fado, Emory Hadden, Caitlin Hohenthaner, Madison Keelen, Lauren Kim, Charlotte Loving, Emily Martin, Riley O’Donnell, Lexi Reddy, Abby Rebhan, McKenna Sullivan and Ella Kathryn Templer.

Rebhan and Keelen pitched the first game against Great Falls and Hadden and Templer worked the second.

In other McLean Little League girls all-star news, the 8-10 and Majors teams did not play in a district tournament, but advance directly to states.

Public-Safety Notes WOMAN ALLEGEDLY ASSAULTED DURING MASSAGE IN McLEAN: A 51-year-

old Prince William County man is facing charges after he allegedly had inappropriate contact with a woman during a massage appointment in McLean, Fairfax County police said June 25.

The incident took place May 12 when the woman went to Bella Luna Day Spa, 1401 Chain Bridge Road, for a massage.

During the massage, the suspect reportedly assaulted the victim, who immediately left the business and contacted police.

Police on June 21 obtained a warrant for the suspect, Amr Mohammed, and arrested him June 25. Authorities charged him with one count of simple assault and released him on personal recognizance.

Detectives are looking into the possibility there may be additional victims.

JUVENILE DECLINES TO PRESS CHARGES AFTER ALLEGED ASSAULT:

Two juveniles recently had a dispute over social media and a few days later, on June 19 at 2 p.m., one of the juveniles met up with another acquaintance to purchase marijuana, Vienna police said.

The acquaintance drove the juvenile to Dogwood Street, S.W., near Center Street, S., where approximately eight to 10 other male juveniles were waiting, including the

other person in the social-media dispute.

The teens allegedly pulled the juvenile from the vehicle and began assaulting him, police said.

The victim did not wish to prosecute, authorities said.

THIEF ENTERS UNLOCKED VEHICLE, FINDS KEYS, STEALS ANOTHER: A

resident living in the 400 block of Council Drive, N.E., told Vienna police that between June 21 at 5 p.m. and June 22 at 7 a.m. someone had entered an unlocked vehicle, rummaged through it and stolen the keys to the victim’s other vehicle, plus some spare change.

The suspect, using the stolen keys, then stole the victim’s other vehicle.

SQUIRREL STUCK IN BIRD FEEDER UNGRATEFULLY BITES RESCUER’S HAND: A doctor’s office contacted an ani-

mal-control officer with the Vienna Police Department to report that staff there had treated a patient for a squirrel bite.

The patient told them she had been trying to free a squirrel that was stuck in a bird feeder when the squirrel bit her on the hand and then ran away.

The Fairfax County Health Department will follow up on this case, police said.

CAB DRIVER SAYS PASSENGERS FLED WITHOUT PAYING: A cab driver told Vi-

enna police on June 25 at 3:13 a.m. that he had picked up a couple in the Adams Morgan area of Washington, D.C., and while he was driving them near Plum and Elm streets, S.W., the couple jumped out of the vehicle and ran off without paying their fare, police said.
