Some Northern Virginians favor extending the Interstate 495 Express Lanes to the American Legion Bridge, but others fear impacts on neighborhood roads

and wonder whether Maryland officials will approve corresponding lanes on the bridge’s opposite side.

Local residents and a state delegate expressed those sentiments and more June 11 during a Virginia Department of Transportation (VDOT) briefing at Coo-

per Middle School in McLean.

“The option of doing nothing is not acceptable,” said Sally Horn, a McLean Citizens Association board member. “My worry is that the tremendous traffic we see today will get worse before the project is finished.”

The proposed project, nicknamed “495 NEXT,” would extend two Express Lanes in each direction on the Beltway for about 3 miles south of the bridge. The lanes, like the ones they would join, would use “dyContinued on Page 17

Oakton Graduates Urged to Embrace Change DAVE FACINOLI Staff Writer

It goes without saying that high-school graduations and what follows are about big change.

In explaining as much to his fellow seniors the morning of June 8 at Oakton High School’s 2018 commencement ceremony inside George Mason University’s EagleBank Arena, Jarek Campbell told his classmates to enjoy and embrace those upcoming changes.

“Change is inevitable. So we can’t avoid that,” Campbell said.

“We’ve been counting down the days until June 8. We have all changed so much over four years at Oakton. But don’t let change happen. Make it happen and enjoy every moment.”

Campbell was one of 580 Oakton graduates in the school’s 50th annual commencement exercises.

Another was Summer Hogan, who shared a welcoming address with class president Parker Waters.

“We have all taken different paths to get to this day,” Hogan said. “Reflect on those memories today. Whatever your thoughts are

today, you should feel proud. You did it.”

Added Waters: “Know that Oakton High School has prepared us to move to the next steps in our lives.”

Senior Jack Hillen led the pledge of allegiance, classmate Gabriel Jarrad announced that a class gift was more microwave ovens for the school, and the school band played the National Anthem.

Sydney Borens introduced the special guests, who included School Board members and Fairfax County supervisors.

It took Brendan Shapiro 15 tries, but in the end, he got what he wanted: A chance to test his physical prowess and strategic abilities on the long-running CBS reality show “Survivor.”

Shapiro, a 1994 Langley High School graduate who gave the keynote address at the school’s June 7 commencement ceremony, said his high-school struggles strengthened his character and prepared him to overcome challenges.

“It taught me how to get comfortable being uncomfortable,” he said. “The more often you push past your comfort zone, the easier it gets . . . If you challenge your spirit, test your will and test your courage, you become a tougher person.”

Langley High officials awarded diplomas to 483 seniors at the ceremony, held at DAR Constitution Hall. Graduates wore emerald-green caps and gowns and many also donned additional colorful stoles highlighting academic achievements.

Class vice president Raafay Jamil called fellow graduates “the strongest group of individuals I’ve ever encountered” and he urged them to “go out and show the world what you’re truly capable of doing.”

Shapiro, a Herndon resident, regaled the crowd of thousands with tales of his experiences on “Survivor.” About 500 contestants have appeared on the program since it debuted in 2000 – fewer than the number of people who have traveled into space, said Shapiro, a former entrepreneur who now works as a teacher.

The program, which for this iteration was called “Survivor: Ghost Island,” was filmed last summer in Fiji’s Mamanuca Islands. After contestants underwent final physical and psychological exams, they boarded boats to go meet host Jeff Probst and begin the game.

Shapiro became seasick, and despite not wanting to show weakness in front of his rivals, vomited over the side of his boat.

Shapiro did not get to outwit, outplay and outlast the other contestants for as long as he’d hoped. He was the fourth person voted out, but got to sightsee with fellow rejectees while the tribes whittled down to the eventual winner, Wendell Holland of Philadelphia.

Before parting, Shapiro encouraged the graduates to put the resilience they’d developed at Langley High to good use.

“Never let the fear of an uncertain outcome stand in your way,” he advised.

Our View: Redistricting Always a Political Act Our general view, here in contrarian-land, is that whenever a group of newspaper editorial writers converge on the same opinion about a topic-du-jour, it’s probably worth taking a more critical, analytical look at the details before hopping on board with support.

(No doubt most of those penning editorials out in California thought that the Golden State’s newish primaryelection system, where everyone runs together and the top two finishers regardless of party end up on the November ballot, was a masterstroke of civic improvement. How’s that working out for them? Chaotic. But we digress . . .)

Back to local matters: It was not that long ago that the group OneVirginia2021 sued in the state-court system to have a number of House of Delegates ruled illegitimate and forced to be redrawn. Why? Because, they argued, the seats had been gerrymandered in contravention of rules laid down in Virginia’s state constitution that require districts to be, among other factors, compact.

One presumes the OneVirginia group – whose ultimate goal is, ahem, “non-partisan” redistricting of legislative seats – has some lawyers floating around. And one further presumes that those lawyers had a grasp of what a Hail

Mary attempt their lawsuit was.

A longshot, indeed: A Circuit Court judge in Richmond last year rejected the suit, almost out of hand, and earlier this month the Virginia Supreme Court in a 7-0 decision agreed, upholding the districts as originally drawn.

Unlike some (tenured-for-life) federal judges, those in the Old Dominion judiciary tend not to go rogue when it comes to their rulings. They tend to be grounded in constitutional reality. And in this case, Virginia’s justices found that the complaints about the districts’ not being compact, while a factor to consider, did not rise to a level of being “erroneous, arbitrary or wholly unwarranted.”

The president of the OneVirginia board, saying he was disappointed in the ruling, is now arguing for amending the state constitution to provide more clear directives for drawing legislative districts.

That’s where this battle has always needed to be. Not in the courtroom, but in the political arena. Maybe the slamdunk court ruling in this case will convince advocates for changes to how Virginia draws its boundaries – which is not, necessarily, a bad cause – to focus their energies in the proper venue.

Va. Should Not Embrace Privatized Prisons Editor: “A picture of such horror as should be unrealized anywhere in the civilized world.” These were the words of Judge Carleton Reeves to describe the treatment of children at Walnut Grove Youth Correctional Facility.

According to the American Civil Liberties Union, it was run by the GEO Group, a for-profit prison operator, until its forceful takeover by the Mississippi state government.

This corporation is the second-largest for-profit prison operator in the nation. According to the Federal Bureau of Prisons, it operates 141 facilities, including one in Virginia: the Lawrenceville Correctional Facility. The Private Corrections Workings Group/Private Corrections Group Web site hosts a database that documents the hundreds of lawsuits, riots, and hunger strikes that the company has faced in recent years due to its appalling treatment of

inmates.

Corporations, including the GEO Group, should not be allowed to operate prisons in Virginia. The major claims of privately-run prisons is that they save the state money. However, cost analyses do not corroborate these claims. According to the New York Times, private prisons can choose their inmates. As a result, they can accept only the healthiest inmates, so their health-care costs are a fraction of what they would be if they dealt with the same demographics as institutions run by the government.

The issue with for-profit prisons is obvious: they are driven by a bottom line rather than a quest for justice.

The Virginia state government economically benefits from rehabilitating prisoners and reducing recidivism rates.

The GEO Group, on the other hand, benefits from a continuous re-supply of inmates.

According to the National Juvenile

Justice Network, their contracts with Virginia even include occupancy-guarantee provisions. Instead of paying for costs per inmate, Virginia is required to pay the institution as if 95 percent of the beds were full at all times. However, the state often lacks enough prisoners to fill this number of beds.

The Federal Bureau of Prisons lists the Lawrenceville Correctional Facility as a medium-security-level institution.

Virginia is economically benefited by sending inmates who require different security levels to Lawrenceville so it doesn’t waste money. These practices put everyone in the prison at risk.

Virginia needs to stop relying on the GEO Group to run its prisons. After the current contract expires, the state government needs to restart its operation.

No inmates or staff should be put in danger for an attempt at financial gain.

Snark No Substitute for Reason in Editorials Editor: The Sun Gazette’s May 6 editorial [“The Meals Tax Would Solve Everything? Suuuuuure ..........”] was nothing but snark.

This was not an argument grounded in any analysis or evidence. In fact, it ig-

nored that the proposed meals tax would have raised significantly more than the real-estate tax rate increase adopted on May 1, with much of that revenue coming from non-county residents.

Divided Town Council OKs Subdivision in S.W. Vienna BRIAN TROMPETER Staff Writer

Following a pointed discussion about traffic safety, Vienna Town Council members voted 4-3 June 4 in favor of a threehome subdivision in the town’s southwest quadrant that will include a property fronting onto Nutley Street, S.W. Applicants Sharyn Covington and Thomas and Laura Moroz will subdivide their respective properties at 911 Myers Circle, S.W., and 713 Kingsley Road, S.W., and create a new lot 910 Nutley St., S.W. The applicants then will build singlefamily homes on all three lots at the site, which has a combined area of 32,061 square feet.

The main sticking point for the development has been its Nutley Street lot, the driveway of which will empty out onto one of the town’s fastest and busiest roads. Several Vienna Planning Commission and Town Council members said this would pose a safety risk to residents attempting to leave the driveway, as well as motorists on Nutley Street and town sanitation crews.

Critics noted that while there are some residential driveways fronting onto northbound Nutley Street between Marshall Road, S.W., and Maple Avenue, W., the new Nutley Street driveway would be

the only one located south of Tapawingo Road, S.W. Drivers need at least 6.9 seconds to turn onto a major road, said representatives of consulting firm Wells & Associates, which conducted a traffic study May 10 along northbound Nutley Street, S.W. The study found that 67 such opportunities, or one every 54 seconds, occurred during the peak morning and evening traffic hours. These gaps of opportunity depended largely on the traffic signal 400 feet away at Marshall Road, S.W., consultants said.

The morning peak hour, from 8 to 9 a.m., saw 1,140 vehicles pass by that site, while the peak evening hour, from 5 to 6 p.m., had 1,341 vehicles.

According to Virginia Department of Transportation data, from 2015 to 2019 there were 19 vehicle crashes on northbound Nutley Street between Kingsley and Courthouse roads, S.W. Town Council members on April 9 decided at the applicants’ request to discuss the matter at a later date in hopes the property owners could find a way to access the Nutley Street property via a driveway on the Kingsley Road lot.

For Stanley Cup Champions, N.Va. Is Home The Washington Capitals may play their games in Washington, but home is in Northern Virginia.

Since 2006, the team has called the Kettler Capitals Iceplex in Ballston its home. Built atop a parking garage as part of a public-private partnership, the facility serves as a training center for the 2018 Stanley Cup champions, with two full-sized ice rinks and seating for more than 1,200 fans.

The Capitals spend about 300 hours annually training at the facility, with much of the remaining ice time available for everything from college and high-school teams to youth sports to seniorcitizen skates. There also are camps and lessons throughout the year.

The facility’s opening 12 years ago was the culmination of a complicated financial arrangement between the Arlington County government (which owns the parking garage), the team and Kettler, a property-management firm that bought the naming rights. Constructed at a cost of $42.8 million, it was designed by architect William Drury.

Traditionally, many Capitals players have lived in Northern Virginia during the NHL season, so the facility provides them easier access to their homes. The previous Capitals’ practice facility had been located near Annapolis.

In 2009, Capitals’ majority owner Ted Leonsis was the keynote speaker at the Arlington Chamber of Commerce’s annual meeting, where he sang the praises of what the facility meant for the team.

“It’s cool to have this space-age, modern building – the world’s best practice facility,” Leonsis said of the Ballston facility. “It’s the greatest space in the league.”

In its first 12 years, the Kettler Capitals Iceplex has seen changes to the

Fewer U.S. Homeowners Under Water on Mortgages More than a decade after the housing market collapsed, the recovery has passed another milestone.

The share of homeowners who owe more than the value of their home is 9.1 percent, falling below 10 percent for the first time since the housing market fell, according to Zillow’s 2017 Q4 Negative Equity Report.

The typical U.S. home lost more than a quarter of its value when the market crashed, sending millions of homeowners into negative equity, when their homes’ values were lower than the balances on their mortgages.

Now, though, national home values are higher than ever, and many owners who held on to their homes throughout the housing crisis have resurfaced on their mortgages.

Still, despite the progress made as the negative equity rate falls, 4.4 million homeowners remain underwater, and about 713,000 of them owe at least twice as much as their homes’ values.

Negative equity acts as a drag on the overall housing market, extending beyond homeowners who are underwater. Low inventory is one of the main factors in driving home values higher, as demand from Millennials – the largest group of homebuyers – exceeds the available supply.

Underwater homeowners are contributing to this shortage, holding on to their homes instead of selling for a loss.

“For much of the country, the Great Recession is an increasingly distant memory – the American economy is booming once again and markets are now shifting their gaze to future downturn risks,” said Zillow senior economist Aaron Terrazas. “But scattered in neighborhoods across the country, the legacy of the mid-2000s housing bubble and bust lingers among the millions of Americans still underwater on their mortgages, trapped in their homes with no easy options to regain equity other than waiting.”

Nationally, roughly one in seven homeowners with a mortgage (15.4 percent) have some equity in their home, but likely not enough to sell and comfortably use the proceeds for a down payment on another home. Including these homeowners with limited equity, the nation’s “effective” negative equity rate jumps to 24.6 percent.

A couple of 2-1 losses June 9 left the Madison Warhawks and Oakton Cougars both one win SOCCER shy of their first state championships and unbeaten seasons in girls and boys soccer, respectively, as each finished with 18-1-2 records.

The teams lost at Glen Allen High School near Richmond in the Virginia High School League’s Class A statetournament title games.

A highly-accomplished three-season stretch was concluded with a trio-best 28-0 campaign in 2018 when the MadiWarhawks SOFTBALL son won a second straight state championship and dominated by outscoring opponents 280-19, belting 40 home runs and recording 16 shutouts.

The end came June 9 at Glen Allen High School when the girls softball team blanked the Manchester Lancers, 9-0, in the title game of the Virginia High School League’s Class 6 state tournament.

The state crown was Madison’s seventh in program history, and extended the Warhawks’ two-season winning streak to 42 games.

Madison, ranked second nationally by USA Today, was 3-0 in the state tournament and had an 8-0 post-season record this spring that included regionand district-tourney titles.

In 2017, Madison finished 21-1 and won all three post-season tournaments.

In 2016, the Warhawks went 24-5 and were second in district, region and state tournaments.

Each team was 2-1 in the state tourney and entered the competition having won district and region tournaments.

For the Madison girls, the state tournament appearance was its second in a row. Madison lost in the semifinals in a close game last year to Kellam. First Colonial was a state semifinalist last year as well.

Trailing at halftime, Madison pushed up on offense in the second half and controlled the action. Julia Leas scored Madison’s goal with 29:59 left in the game on a scramble in front of the net, following a corner kick by Abby Fusca.

In the following couple of minutes, Leas

came close to tying the game after other Fusca corner kicks.

A flurry of Madison shots were blocked with just over 8 minutes to play, then the Warhawks never had another good scoring opportunity.

In a June 8 semifinal at Deep Run High School, the Warhawks won in penalty kicks over the W.T. Woodson Cavaliers, after the game was tied at 1 after regulation and four overtimes. Madison led 1-0 at halftime on a goal by Jackie Parades off a Leas assist.

So far this spring, at least three players have been selected, all coming during the later rounds on June 6.

Two of those players – 90-mphplus-throwing right-handed pitchers Colin Morse and Conor Grammes – are McLean High School graduates who played on the same Highlanders team for a couple of seasons. Morse pitched at Division III Shenandoah University and Grammes plays for Division I Xavier University.

The other June 6 player picked was Madison High School graduate Andy McGuire, another hard-throwing righty, who pitches and plays the field for the University of Texas.

In coming days, there may be other local players who eventually sign as free agents with either Major League or independent-league teams.

Last June it was Joey Bartosic (Oakton graduate) and Tommy Doyle (Flint Hill) who were chosen out of college in the draft and are members of minor-league teams this season.

In years before that, Joe Rizzo from Oakton was drafted along with Flint Hill’s Khalil Lee and McLean grads and pitchers Josh Sborz and Phil Morse, Colin’s older brother. They are all on minor-league teams.

Alfredo Rodriguez, an Oakton graduate and former Major League draft choice, remains as an independent-league infielder.

Marshall High graduate Kent Blackstone continues to keep his pro baseball dream alive by in independent ball as well. He recently was chosen as the fifth pick overall in the Frontier League’s 2018 draft.

“This area is a pipeline to pro ball because of the talented player pool,” a pro scout said. “That’s been the case for years, and it’s only getting better.”

Close Victory Gives Oakton First Official State Crown DAVE FACINOLI Staff Writer

A season of perseverance and payback victories ended with a first official state championship for the Oakton Cougars.

On June 9 in Glen Allen, Oakton (18-4) won the Virginia High School League’s Class 6 boys state latournament with an 11-10 LACROSSE crosse comeback victory over the Robinson Rams in the title game.

Oakton trailed by five goals in the third quarter, then rallied. Jared Cole, off assists from Zack Weber, scored the tying and winning goals and Collin Schiedt won the crucial faceoff in between those scores. All of that happened in the final minute. Cole, who had more than 100 points this season, scored six goals in the state final.

“That’s a phenomenal comeback against a really good team, and that’s not easy to do,” Oakton coach Jake Bullock said. “Our kids showed a lot of resilience this season.”

The comeback was helped when a Robinson goal late in the game was disallowed after a stick check ruled the goal-scorer’s stick was ineligible.

is called all the time,” Bullock said. “This just happened to be at an emotional time in the biggest game of the year. Even after that, we still had to score two goals and win a faceoff, all in the last minute.”

The coach credited Cole and Weber for making big plays on the final two goals.

“Those two goals came on plays that worked, which we hadn’t run for a while,” Bullock said.

Oakton was 3-0 in the state tourney, defeating defending champion W.T. Woodson, 10-5, in the first round, then 2017 state finalist South County, 12-10, in the semifinals. South County downed Oakton in the

2017 state semifinals and Robinson and Woodson defeated Oakton during regular season play this spring.

Oakton lost to Woodson in its season opener. Then the Cougars lost faceoff specialist Matt DeSouza for the season with a knee injury in game three. Bullock said Schiedt filled in very well.

“We knew we could compete for the state, but we knew it would take hard work,” Bullock said. “We took some teams for granted this season and lost. That made us stronger and made us understand we couldn’t do that. We started gelling and coming together in the final weeks. The guys were very resilient.”

Oakton won the Concorde District tournament championship, then lost in the Northern Region 6D tourney final prior to the state competition.

The state title is Oakton’s first since lacrosse became an official VHSL sport in 2006. The Cougars won multiple unofficial state championships prior to 2006. The Cougars finished state runner-up in 2008.

Other top scorers and players for Oakton were Kevin McDaid, Chris Arnold, Jack Waters, Jake Cole, Blake Marcey, Jake Eagen, Kenny Bitner, Lucas Johnson, Ethan Robertson, Douglas Preaskorn and Ryan Harris. Making first-team all-region were Jared Cole, McDaid, Arnold and Robertson. Marcus Leonard and Aidan Ricci were Oakton’s goalies.

“We knew we had a talented team this season. What we did was very hard, but we tried to stay focused and in the moment every day and not look ahead,” Madison coach Jim Adkins said. “What we did was talk about what we could do to get better at every practice.”

Officials are studying potential access points at the George Washington Memorial Parkway, but not at Georgetown Pike.

The improvements likely would require additional right-of-way. Del. Kathleen Murphy (D-35th), who decried the current situation as “traffic tragedy every day,” pressed VDOT officials on whether that would mean the loss of some homes.

“Our goal is to minimize as much right-of-way impact as possible,” said Mitch Ball of VDOT’s Northern Virginia District Office.

Transportation officials hope to begin an environmental assessment this month regarding the proposed Express Lanes extension, making it available for public comment over the winter. The study will take into account the project’s potential impacts regarding air quality, hazardous materials, noise, and natural and historic resources.

COUNTY OFFERS ‘THANK YOU’ TO GARBAGE COLLECTORS: The Fairfax

County government’s solid-waste management program is celebrating the sixth annual “National Garbage Man Day” throughout the week of June 17-24.

“Trash collection is hard, physical work, and it’s the fifth most dangerous job in the country,” county officials said.

A thank-you event will be held on June 19 at the I-66 transfer station on West Ox Road. Collection workers arriving at the station to empty their trucks will receive a number of gifts and thanks.

Last year, more than 1.3 million tons of trash and recyclables were collected from approximately 400,000 households and 116,000 businesses in Fairfax County.

It was part of the more than 250 million tons of waste collected nationally by 100,000 personnel each year.

“Whether it’s a smile and a wave or a ‘thank-you,’ take a moment to show them a little love and let them know you appreciate the work they do,” said Dennis Batts, emergency operations and safety manager for the Fairfax government’s solid-waste program.

The Fairfax County Park Authority began the development process late last year. Comments from a meeting held last December were incorporated into the draft plan.

June 18, 1965: n County officials say complaints are tapering off from those living in the 70,000 homes that had their addresses changed on April 1.
