Democrats Set to Pick Nominee in the 10th Six Contenders Vying for Chance to Take Back Seat for First Time Since 1980 CHRISTOPHER COLE InsideNoVa

If two’s company and three’s a crowd, 10th District Democrats have a virtual throng of people to choose from in this month’s congressional primary.

Six candidates are seeking to move on to the Nov. 6 general election, where they will

meet either U.S. Rep. Barbara Comstock (R-10th) or, if Comstock is defeated in her own primary race, Shak Hill.

Republicans have controlled the seat since Frank Wolf defeated incumbent Democrat Joseph Fisher in 1980. The district includes a swath of Fairfax County, including portions of the Sun Gazette coverage area, and expands to the outer suburbs.

Most of the Democratic contenders have focused on a few core issues from the progressive playbook, like health care, gun reform and curtailing corporate and lobbyist influence in Washington.

Top-performing students, employees and teachers whose efforts have enhanced Langley and McLean high schools accepted honors May 30 at the Greater McLean Chamber of Commerce’s annual Education Awards ceremony.

Honorees received award plaques, gift bags and recognition for their outstanding work.

This year’s winners from McLean High were: • Renee Yates, honored as Employee of the Year for her work in the school’s front office. Yates counsels students on the importance of arriving at school on time, in preparation for the work world ahead. Seeing the need for improvement, Yates once took charge of organizing the trip to Hershey, Pa., made by the school’s senior class. Because of the good results, she has been handed those responsibilities for the duration of her time at McLean High.

“She never misses a deadline and seeks ways to help make the school much more efficient,” school officials said in their nominating statement.

WWII-Era Novel Combines Rare Stamps, Intrigue BRIAN TROMPETER Staff Writer

A gift of “liberated” German stamps from an uncle long ago and an abiding interest in history led McLean author M. John Lubetkin to pen a World War II-era thriller.

“A Million Dollars an Ounce,” his second novel, features non-stop action during that war and the following decade.

The author’s protagonist, U.S. Army paratrooper Harry Strong, comes into possession of a cache of highly valuable stamps being carried by a Nazi who’s part of a larger theft ring. The Nazi’s brother, Franz Seis, is a highly intelligent, coldblooded killer serving with the dreaded Waffen SS. The novel is loaded with interesting facts about stamps, not the least of which is that rare ones are not only pricey but portable – just the thing for refugees seeking to clandestinely spirit their wealth out of war zones.

“If you were Jewish, a stamp could be worth more than a diamond or a bar of gold,” the author said.

Seis and his co-conspirators have looted stamps from families and business owners, many of them Jewish, and the strong-willed Nazi is determined to hunt down Strong and reclaim his ill-gotten booty.

The book takes readers on a journey through the war and its aftermath, liberally sprinkling in details on everything from combat and interrogation tactics to the workings of organized crime.

German-born and half-Jewish, Harry is tough and courageous and finds himself in numerous tough spots. He even goes into business with famed mobster Meyer Lansky, as both men want to sell the stamps gradually and unobtrusively to raise money for the nascent country of Israel.

While the author did not base Harry on a real person (“Maybe myself 60 years ago, with a full head of hair,” he said), Lansky and several other characters were

actual historical figures. Seis (Spanish for “six”) is based on brutal SS officer Franz Six, who spent several years in prison after the war.

Lubetkin, 80, first became interested in philately at age 7 in 1945, when his artillery-officer cousin, William Green, gave the boy some of the briefcase worth of stamps he had taken from a Nazi post office.

While the author claims only amateur status as a philatelist, he especially is keen on World War II-era stamps, which still featured fancy engraving work instead of today’s photo imaging.

The book’s eye-catching cover, designed by Katie Goldberg, incorporates several such stamps, plus a liberal smattering of blood. One of the stamps shown is from Israel and another depicts a “death head” of Hitler. Both sides forged stamps for propaganda purposes during the war, Lubetkin said.

A native New Yorker, Lubetkin graduated from Northfield Mount Hermon School, earned a bachelor’s degree in history from Union College and a master’s in government from New York University.

After retiring from his career as an executive with a cable-television company, Lubetkin decided he wanted to write history books – and credits Washington’s lackluster football team with freeing up his Sundays. “I certainly didn’t want to watch the Redskins,” he said.

The author published four non-fiction works through the University of Oklahoma Press, one of which, “Jay Cooke’s Gamble: The Northern Pacific Railroad, the Sioux and the Panic of 1873,” won the “Best History” prize of the Western Writers of America.

Lubetkin published his first novel, “Custer’s Gold,” in 2015. Fiction and non-fiction historical works succeed if authors do not lapse into deadly dull academic prose, Lubetkin said.

“History can be interesting if you don’t suck all the blood out of it,” he said.

glorious prose styles, he said.

Lubetkin enjoys the writing styles of Elmore Leonard, Philip Kerr, John D. MacDonald, Dashiell Hammett and Stephen King, deeming the last “the best storyteller living today, bar none.”

Lubetkin is looking forward to signing copies of “A Million Dollars an Ounce” at the Philately Show Napex, which will be held June 8 through 10 at the Hilton McLean Tysons Corner.

His next novel, which he hopes to publish next spring, will revolve around

a Montana politician being blackmailed into not running for president.

Susan Coll, a novelist who has taught classes for two decades at The Writer’s Center in Bethesda, said Lubetkin has excelled in both of her yearlong novel-writing workshops.

“He is one of the most prolific and disciplined writers I’ve ever worked with, and he puts a lot of energy into his craft,” she said. “His knowledge of historical detail is impressive. And he is very good with the twisty plot. “

McLean Republicans Celebrate Success of Local Students The Greater McLean Republican Women’s Club recently presented scholarships to two local students.

Lauren Mark, a senior at Langley High School, will attend the University of Virginia. At Langley, she was editor of the school newspaper, a delegate to Girls State and manager of the boys varsity lacrosse team, as well as being an AP Scholar with Honor.

Our View: Choices in 10th-District Primaries Democrats across the country have been tacking left in their selections for political nominees this primary season.

Whether that’s a strategy that pays off in November will be determined . . . well, in November.

In the 10th Congressional District Democratic primary, the six contenders often seem more or less indistinguishable from one another – except when they are, singly or in groups, trying to undercut state Sen. Jennifer Wexton (DLoudoun), who early in the race emerged as the favorite of the local Democratic establishment.

Democrats on June 12 have a not-insignificant decision to make, as the winner will have a fair shot at defeating two-term Republican U.S. Rep. Barbara Comstock. The district is trending Democratic, and Comstock (see below) has had her share of trouble with the right wing of her party.

Wexton’s legislative track record tends to be a little to the left of where we’d like it to be, but she also has proved herself an adept legislator in Richmond who is willing to compromise when needed.

Given her legislative record, and the inability of any of the others in the race to break from the pack, our view is that Wexton has earned the nomination.

Comstock has proved to be a tenacious competitor, able to hold on to her office even when political winds are shifting. If Democrats want to snatch the seat away from her,

they need a pro. Jennifer Wexton would seem to be it.

••• U.S. Rep. Barbara Comstock (R-10th) has been endorsed by the Sun Gazette in her two campaigns for Congress. At the same time, we have pointed out on this page that we agree with critics who contend she too often is AWOL from interacting with constituents.

And we have pointed out that, like other Republicans holding on in districts that are trending Democratic, she on occasion has had to twist her political positions with pretzel-like permutations in an effort to stay in the good graces of both the 10th District electorate and the House Republican leadership.

We’ll take all that into consideration down the road.

For now, the focus is on the June 12 primary, where Comstock is being challenged from her right by Shak Hill in a race few are paying attention to. (Although Comstock is, apparently, because we’ve seen campaign ads starting to sprout, touting her candidacy.)

Hill is the darling of an extremely small sub-section of Virginia’s Republicans, but he is not ready for prime time, and his nomination would all but guarantee that Democrats take over the seat.

We’ll see what voters in the Republican primary say, but this one should be a no-brainer: Barbara Comstock is the clear option on June 12.

Vienna’s Core Is Imperiled by Development Editor: Wake up, Vienna. You are about to lose your downtown.

Imagine what would happen if Vienna were to change the zoning on Maple Avenue (Route 123) to convert it into a housing district. Suppose the town government encouraged block-long, fourstory apartment buildings and similar large, high-density housing complexes.

And suppose they did this to “preserve Vienna’s small-town character.”

Crazy, you say? Maybe. But true, and happening now.

(MAC) Zoning and the proposed 444 West Maple project to replace Tequila Grand at Nutley and Maple. The second in what looks to be a long string of large high-density housing projects for Maple Avenue. Brought to you by the Vienna Town Council and the law of unintended consequences.

How did this happen? Residents clearly stated their intent for changes on Maple in the guiding documents: “Protecting our small-town character is of the utmost importance.” But the mayor believes Vienna needs more retail space, more than the market will support. So the Town Council decided to

tie retail space to high-density housing in mixed-use buildings, and let the insatiable demand for housing create more retail space.

And thus was born MAC zoning, the town government’s plan to “preserve the small-town character” of Vienna by driving a big-city urban housing district right through its heart. Good intentions, terrible result.

Vienna residents should contact their Town Council members about changing or rescinding this new MAC zoning, while we still have a downtown left.

Editor: Your Republican U.S. Senate endorsement of May 31 [“Freitas is GOP’s Only Viable Option”] was an unusually unconvincing editorial.

It honestly admits being “sure” that Clinton would win the last election. Despite finding out that the reality was ex-

actly the opposite, however, the writers plunge forward, often wrong but never in doubt, declaring (without presenting a scrap of evidence) that none of Freitas’s opponents “impresses as a viable candidate.”

I suggest that it would behoove prognosticators who were so wrong, yet so

sure of themselves, to trouble themselves to assemble and present evidence for their assertions, rather than expect readers to accept unsupported prophesies as gospel.

Compromise Must Be Reached on Claude Moore Farm Editor: Recent articles have indicated that Claude Moore Colonial Farm, a regional educational treasure, is in danger of being shut down by the end of the year.

We cannot let this happen uninvolved and unopposed.

This historic farm must be preserved for the present generation and those of the future to learn about and understand early American colonial history.

Since its inception in 1972 by the National Park Service, this living-history museum has portrayed family life on a poor farm family in the 1770s. It is an authentic presentation of colonial times

in a natural, hands-on setting, and has educated over two million visitors in a way that is unique to other regional historic properties. Generations of students have taken field trips to the farm and have had the opportunity to enjoy and learn history in a way that no book, classroom activity, or lecture can compete with.

The dedicated Friends of Claude Moore Colonial Farm put on 18th-century market fairs in the spring, summer and autumn. Merchandise of the past is sold in wooden stalls, craftsmen show off their “old” skills, re-enactments take place, and food indicative of colonial

times is roasted over an open fire pit and served. Colonial time in all its colorful facets comes to life in this unique environment.

The McLean Historical Society strongly urges all parties involved – especially the National Park Service and the Friends of the Claude Moore Colonial Farm – to preserve this valuable resource for educators, students, and those looking to learn more about the roots of our social history. Its members implore the two sides to find common ground.

In this day and age more than ever,

everyone needs to get outdoors. There is no better way to do this than by visiting the farm and experiencing a world far removed from the present.

Do not let this unique opportunity fall by the wayside.

The McLean Historical Society suggests the public learn more about the proposed closing, and if you believe the farm should be preserved, please let your voice be heard.

Trump Attacks Civil Service Again

Editor: Once again, the Trump administration is “reforming” the rules that impact our federal workforce.

On May 25, President Trump signed executive orders that roll back civil-service protections for federal workers and direct agencies to negotiate “tougher” union contracts.

These actions are part of a pattern that seems designed to punish our federal workforce.

Thousands of dedicated public servants in the D.C. area will now be more vulnerable to political retaliation (which civil-service protections are supposed

to prevent), and public-employee union members will be subject to the antiunion bias that has become a hallmark of Republican efforts to tilt the employment playing field toward the interests of big corporations.

Barbara Comstock, who represents the 10th District in Congress, must respond to these attacks on the livelihood of the dedicated public servants in her district. These federal workers and their friends and neighbors will remember these “reforms” when they go to the polls in November.

Fairfax Unemployment Rate Posts Another Drop Fairfax County’s solid jobs market saw further improvement in April, according to new state figures.

With 624,441 residents employed in the civilian workforce and 14,523 looking for jobs, the county’s unemployment rate of 2.3 percent was down from 2.7 percent in March, according to figures reported Jan. 30 by the Virginia Employment Commission.

Fairfax’s decline in joblessness was mirrored by other jurisdictions across the region.

Unemployment rates fell from 2.1 percent to 1.9 percent in Arlington; from 2.3 percent to 2.1 percent in Falls Church; from 2.5 percent to 2.2 percent in Alexandria; from 2.7 percent to 2.3 percent in Loudoun County; and from 3 percent to 2.6 percent in Prince William County.

Across Northern Virginia as a whole, April’s jobless rate of 2.4 percent was down from 2.8 percent a month before, representing 1.6 million in the workforce and about 38,750 looking for jobs.

Statewide, Virginia’s non-seasonally-adjusted unemployment rate dipped from 3.3 percent in

March to 2.8 percent in April, while the seasonally-adjusted rate of 3.3 percent was the lowest since December 2007 and total household employment in the commonwealth set an all-time record.

In April, employment increases statewide were reported in most sectors of the economy, including manufacturing, leisure/hospitality, education, health-care and trade/transportation. In the public sector, local-government employment declined by about 1,000 jobs, while federal-government employment was up by about 400.

Among Virginia’s 132 cities and counties, the lowest jobless rates were reported in Arlington, Falls Church and, in a five-way tie at 2.2 percent, Alexandria, Charlottesville, the city of Fairfax, Fluvanna County and Greene County. The highest rates were found in Danville (6.2 percent) followed by Petersburg, Northampton County and Buchanan County at 6 percent each.

With 3,411,710 people in the civilian workforce and 107,061 looking for jobs, the region’s unemployment rate of 3.1 percent was down from 3.4 percent in April 2017, according to figures reported May 30 by the federal Bureau of Labor Statistics.

The Washington region was among 305 metropolitan areas across the nation to report lower year-over-year jobless rates. A total of 63 areas saw higher unemployment, with 20 metro regions reporting no change.

Nationally, the non-seasonally-adjusted unemployment rate of 3.7 percent in April was down

from 4.1 percent a year before.

Among all metro areas, Ames (Iowa) had the lowest jobless rate during the month, at 1.5 percent.

Yuma (Ariz.) reported the highest, at 15.7 percent.

Among the 51 metro areas across the nation with populations of more than 1 million, Nashville had the lowest unemployment rate, at 2.2 percent, while Buffalo had the highest, at 5.1 percent.

Among Virginia localities outside the Washington metro area, year-over-year unemployment rates were lower across the board. Jobless rates ranged from 2.7 percent (in Winchester, Staunton-Waynesboro and Harrisonburg) to 3.2 percent (in Lynchburg).

Statewide, April’s jobless rate of 2.8 percent – down from 3.5 percent a year before – represented about 4.35 million in the civilian workforce and just under 123,000 looking for jobs.

O’Connell Grads Urged to Look for New Opportunities DAVE FACINOLI Staff Writer

The message to students from all of the speakers at Bishop O’Connell High School’s 58th commencement exercise on May 31 was to remember their nowcomplete high-school journey, but to look ahead to new opportunities.

“Now you are on your own, but you are not alone. Go on and chase your dreams. You won’t regret it,” said senior Caitlin Mea, who gave the salutatory address.

“Anything can happen if you let it. Life is out there waiting, so go out and get it. Don’t be afraid to meet that challenge.”

The ceremony was held at noontime at the Basilica of the National Shrine of the Immaculate Conception, kicking off a high-school graduation season that shortly will come into full bloom across Northern Virginia.

Mea was one of 232 graduates receiving O’Connell diplomas from Michael Burbidge, bishop of the Roman Catholic diocese of Arlington, before a packed audience at the cavernous basilica.

The Principal’s Award for outstanding leadership went to Caroline Coon, Adam Johnson, Grace Pulliam and Nathan Woldeher.

Senior Harrison McBride, who received the English award, introduced guest speaker Jennifer Bigelow, the superintendent of schools for the diocese.

“I can’t wait to see what you will do with this wonderful education you received at O’Connell,” Bigelow said.

Her take-away advice to the graduates? “Be outrageously happy.”

Vienna BZA Extends Lounge’s Live-Music Permit BRIAN TROMPETER Staff Writer

The days when Bey Lounge in Vienna needs to renew its conditional-use permit for live music are over – provided the recent trend of no noise violations continues.

The Vienna Board of Zoning Appeals, with a quorum of four of its seven members present, on May 22 voted unanimously to extend the lounge’s permit indefinitely.

The business, located at 303A Mill St., N.E., and operated by Lela LLC, had been in the news, and on the radar screens of local police and elected officials, because of a long series of noise complaints since its opening in November 2015.

The BZA on Nov. 18, 2015, issued the initial conditional-use permit for live entertainment. The permit ran for one year and required that the lounge maintain parking agreements; minimize sounds from live entertainment and respond to related complaints; and provide employees in the parking lots at closing time to minimize noise and assist patrons.

When the BZA renewed the permit for one year in November 2016, it imposed the additional condition that the lounge close at midnight from Sundays through Thursdays and at 2 a.m. on Fridays and Saturdays. The BZA in November 2017 issued only a six-month renewal and stip-

ulated that noise levels at the site’s rear property line could not exceed 51 decibels on Fridays and Saturdays.

Town police cited the lounge once for noise violations in 2015, five times in 2016 and on four occasions in 2017. There have been no citations for noise violations since Oct. 1 last year and no violations of the lounge’s hours of operation since June 1, 2017.

The lounge’s owner, Rawad Hasrouni, addressed the noise problem by having $50,000 worth of sound-proofing and other improvements installed.

As of last November, town police had been called to the lounge a total of 55 times since it opened. Police issued the above-mentioned 10 citations, issued warnings six times, found no violations on 28 of the calls and said 11 of the incidents did not pertain to noise. Twenty-three of the complaint calls, or 43 percent of the overall total, emanated from residents living at 302 Park St., N.E. The Vienna Planning Commission on April 25 voted 7-1 to recommend the BZA renew the lounge’s conditional-use permit for three years, but the BZA decided against a time limit.

Planning Commission members also recommended that the lounge’s owners submit quarterly reports, certified by an independent sound engineer, regarding noise levels at the site’s property line (which is adjacent to single-family houses

on Park Street, N.E.), but the BZA’s decision did not require this either.

If noise problems occur again at the lounge, the Vienna Planning and Zoning Department will enforce town code and potentially could revoke the conditionaluse permit, town officials said.

Vienna Public-Works Contracts to Repair Storm Structures, Sewer Pipes: Local government work isn’t all rubbing shoulders with dignitaries and voting on signature redevelopment projects. Much of the meat-and-potatoes work involves mundane repairs to infrastructure the public takes for granted.

The Vienna Town Council on May 21 unanimously approved two such contracts. The first, a $72,000 expenditure with Sagres Construction Corp., is for the repair of storm structures, curbs and sidewalks.

The contract is in addition to the $200,060 the Council already agreed to spend with Sagres for roadway maintenance in fiscal year 2018.

Work under the new contract will include curb and associated pavement at 468 West St., N.W., which will match that already installed by the property’s developer. In addition, Sagres will install a handicapped-accessible ramp, sidewalk and bus stop at Echols Street and Follin Lane, S.E. “Those little projects make a big difference,” said Mayor Laurie DiRocco.

The Town Council also approved a $400,000 contract with AM-Liner East Inc. to rehabilitate sanitary-sewer pipes throughout the town’s service area. The contract rides an agreement made by the Prince William County government.

Using a cured-in-place pipe-lining technique, the company will insert resinimpregnated fabric inside sewer pipes and blow steam through them until they expand and cure, said Vienna Public Works Director Michael Gallagher.

Once the pipes are inspected, a robot will cut a hole at each private sewer lateral connecting with the pipes, town officials said. The new liners, expected to last 50 to 100 years, have a smaller diameter than the pipes in which they are inserted, but their slick surface allows for better flow, officials said.

“It really creates a brand-new pipe,” Gallagher said. “It extends the life for another lifetime.”

The contract will allow the town to improve only a “couple of thousand feet, not even a mile,” of sanitary-sewer lines, Gallagher said. Council member Howard Springsteen, who regularly advocates for infrastructure spending, said much more work will need to be done.

“It’s just a drop in the bucket,” Springsteen said.

James Parks, Who Tended Arlington House, Is Saluted SCOTT McCAFFREY Staff Writer

James Parks was born into slavery, but when he died in August 1929, the contributions to Arlington House and Arlington National Cemetery over his long life were deemed so significant that the Secretary of War ordered a special dispensation so Parks could be buried on the grounds with full military honors – an act unprecedented before or since.

And now, a new tribute has been paid to Parks.

A bust of his head, sculpted by Northern Virginia artist Carol Sakai, has been unveiled at the Center for Local History at Arlington Central Library, and eventually will find a place of honor at Arlington House – the mansion where Parks served both in bondage and as a freedman – once the national memorial reopens following a major renovation.

A May 23 celebration at the library provided a chance for some of Parks’s descendants and supporters of local history to gather in a salute to his legacy.

“We’re honored to have the bust here,” said Tamara Moore, a great-granddaughter and head of the James Parks Family Memorial Foundation.

The piece was commissioned by Flossie Parks, a granddaughter-in-law of James Parks and, at 93, matriarch of the large extended family that descended from his

22 children.

“I was all excited about James Parks and his history,” said Flossie Parks, who said she asked Sakai to create the bronze sculpture “in order to extend the history” to future generations.

“I didn’t want it to die,” she said.

Sakai knew Flossie Parks from years they worked together at the Environmental Protection Agency.

“Flossie first commissioned me to create a pastel portrait of Mr. Parks,” the artist said. “Later in Flossie’s life, she wanted a sculpture bust for posterity. Because of the previous commission, I was very familiar with his features – however, transitioning from two to three dimensions is not easy.”

Sakai worked from historical photos, which varied in quality, in an effort to capture the essence of her subject. When a profile image was found, “I could re-create his image as closely as possible.”

“From photos, I could see the pain and hardship, the strength and integrity in his face,” Sakai said. “As I learned more about Mr. Parks, I relived his history and incorporated his struggles into my work.

For me, art is not about form or function, but rather about touching the essence of the soul.”

the burial of thousands at what had been transformed from a plantation to Arlington National Cemetery, and serving as a vital source of knowledge about pre-Civil War days at the plantation.

“If it was not for James Parks, we’d know nothing about Arlington House,” said Frank O’Leary, a former Arlington County treasurer who is close to Flossie Parks and has studied the history of the Parks family.

O’Leary noted that letters sent to Parks by Robert E. Lee (who inherited Arlington House and its slaves via marriage before the Civil War) showed compassion and friendliness.

“I was stunned by the concern on his part,” O’Leary said of Lee. “It shows the complexity of the relationship.”

Parks is the only person who was born at Arlington House to be buried at Arlington National Cemetery. His headstone refers to him as “an interesting, respectful, kindly old Negro” who “lived a long and useful life” of “faithful service.”

“It’s been wonderful, but it doesn’t stop,” Moore said of the fruits of research into her ancestor’s life. “The intent is to continue to tell the story of James Parks.

He was a very complex man.”

Parks also is honored with an exhibit at the Black Heritage Museum of Arlington. His grave site can be found in Section 15 (Grave 2, Map Grid G26) near the Selfridge Gate.

of Vienna educator Clarene Vickery went on despite rainstorms, with those in attendance honoring Vickery’s 62 years running Parkwood School.

Vienna Volunteer Fire Department is part of a consortium that has received a $10,000 community-partnership grant from Transurban.

The volunteer department will share the grant funding with the Emergency Medical Services Bike Team of the Fairfax County Fire Department, designed to support ongoing emergency-response efforts during community events, in parks and on trails inaccessible by typical emergency-response vehicles.

“This team is a great example of the value in long-term community partnerships that help improve people’s lives,” said David Mueller, vice president of operations at Transurban North America.

Vienna Council OKs $4.6M Purchase of Parking Spaces BRIAN TROMPETER Staff Writer

Vienna’s historic Church Street business area will get the parking its merchants have been promised for decades, following the Vienna Town Council’s June 4 decision to purchase one floor of a proposed four-story commercial building for use as a municipal parking garage.

Council members voted 6-1 to pay up to $4.6 million to Mill Street Development One LLC for the approximately 45,000square-foot second level of the 45-foottall building, which will be constructed at 223-241 Mill St., N.E. “I think this is a good option,” said Vienna Mayor Laurie DiRocco. “I feel like this is something we’ve been looking for for a long time.”

The town will pay for the project using a separate bond issuance this year, which will be financed with proceeds from Vienna’s 3-percent meals tax. Vienna officials also have applied for a Northern Virginia Transportation Authority grant that, if

approved, would cover half the garage’s cost.

Town officials said they would not have to raise the meals-tax rate to pay for the garage. The Council in the 2000s raised the rate temporarily to pay for the Town Green.

The town initially will not charge for parking in the garage, but it will be wired to accommodate such an arrangement in the future, if desired. The building’s other tenants, customers and employees will be encouraged to use parking spaces on the lower level and not those in the public garage, officials said.

The town will own its parking level on a condominium basis and from the time the deal is closed will have voting representation on the site’s ownership board.

“We didn’t want to wait until all the other units were sold to third parties,” said Town Attorney Steven Briglia. “We wanted a seat at the table from the beginning.”

The town will pay the developer in installments, based upon progress on the

project, and will have recourse if matters do not proceed as planned, Briglia said.

While the term “condominium” usually is connected with residential units, there will be none at this structure. The basement will be used for parking, the first level for retail, the second for municipal parking, and the third and fourth for climate-controlled storage.

The original concept for the town’s garage had 127 municipal-parking spaces, nine of them slightly smaller and to be used only by compact cars. Town officials modified the plans to provide 121 spaces, all of which will be standard-size. Five of the spaces will be handicapped-accessible.

The town also widened the garage’s entrance from 20 feet to 23.

The building’s plans are not finalized, as front and rear setback modifications will be required. This means the proposal will have to pass through another round of hearings with the Vienna Planning Commission and Town Council.

Briglia estimated the town would need to pay about $45,000 in condominium fees

annually for the garage. Combined with maintenance costs, which the town would incur regardless of the ownership structure, the yearly bill for the garage likely will be between $50,000 and $100,000, said Finance Director Marion Serfass.

Town officials long have sought municipal parking along Church Street and identified that need in the 1995 comprehensive plan for the “Church Street Vision.” A 2008 town study found that commercial area needed about 250 more parking spaces.

Vienna leaders have pursued multiple parking options in recent years. A proposed public-private partnership with the Arrington Group for a garage at 120 Church St., N.W., fell through in 2013.

Town officials also have been discussing with counterparts in Fairfax County the possible conducting of a feasibility study for a municipal garage at the Patrick Henry Library site.

Council member Pasha Majdi said it was an easy decision to vote for the Mill Street garage proposal.

“Leave Washington-Lee alone,” Hafer told School Board members. “The board should be striving for unity.”

The comments came as a committee of school-system staff delivered a report saying Lee’s “principal legacy” does not align with the present-day school system’s “mission, vision and core values.”

Linda Erdos, the Arlington school system’s assistant superintendent for school and community relations, was the staffer tasked with leading the committee. At the School Board meeting, she defended the proposal.

“A lot of things get changed,” Erdos said. “A lot of people don’t like change, and we know that it’s difficult.”

But Lynne Lilly, a Washington-Lee graduate and retired teacher in the county school system, said board members appeared to be moving toward a pre-ordained outcome despite no evidence the community has any interest in a name change.

“This process should be fully transparent to everyone. Don’t be afraid to hear what Arlington citizens have to say,” she said.

That was a message that seemed to resonate with Arlington School Board Vice Chairman Reid Goldstein.

“I would like to hear from the community – to me, this is a significant issue,” he said, complaining that a one-week sprint from the policy being proposed (May 31) to being voted on (June 7) was too fast.

Transportation Notes PREP WORK TO START ON MEMORIAL BRIDGE PROJECT: With Memorial Day

in the rear-view mirror, the National Park Service is ramping up plans for the rehabilitation of Memorial Bridge, slated to start in earnest this fall.

In coming weeks, crews will begin preparatory work for the project, designed to extend the lifespan of the bridge.

“You will see workers pouring concrete, moving equipment and stage barges,” said Alexcy Romero, superintendent of the George Washington Memorial Parkway.

“As a result, drivers should expect delays, and cyclists and pedestrians may have to take detours.”

Federal officials last December announced full funding for the $227 million project, which will replace the drawbridge span, rehabilitate the concrete approach spans and replace the concrete deck.

Workers will employ accelerated-bridgeconstruction techniques, including using prefabricated concrete deck panels.

When it opened in 1932, the 2,163-footlong bridge was the longest, heaviest and fastest opening drawbridge in the world.

The drawbridge last opened in 1961.

Designed in part as a symbol of the reunification of the peoples of the northern and southern states, the bridge span visually connects the Lincoln Memorial to Arlington House, the national memorial to Robert E. Lee. But it also long has been

a commuter route, carrying about 68,000 vehicles per day.

IMPROVEMENTS TO BRIDGE OVER PARKWAY WILL CAUSE DELAYS: Driv-

ers using the George Washington Memorial Parkway around Windy Run are in for a rough few months – so much so that the National Park Service is advising them to consider alternate options for getting from Point A to Point B. Park Service officials have scheduled repair work on the road deck and support structure of the bridge to take place throughout the summer. The project is slated to start June 11 and run through August, requiring intermittent off-peak lane closures.

National Park Service officials say there will always be one northbound and one southbound lane open on the bridge, with a third lane available weekdays northbound from noon to 8 p.m. and southbound from 8 p.m. to noon.

Despite that, “drivers should exercise extreme caution – we recommend taking public transit, using a different driving route or working from alternate locations while the bridge is under construction,” said Alexcy Romero, superintendent of the George Washington Memorial Parkway.

Periodic traffic stoppages will be needed to enable a safe shift in traffic flow, officials said.

Windy Run Bridge is located about one mile north of Spout Run Parkway in Arlington and two miles south of Route 123 in McLean. The project aims to extend the life of the bridge by 15 years and address issues of recurring potholes and sinkholes.

In April, the average round-trip cost for single-occupant vehicles was $14.13 ($9.27 eastbound and $4.86 westbound) and 0.3 percent of the 676,840 toll trips cost $40 or more, according to new data.

For the month of April, travel speeds on I-66 eastbound during the morning commute averaged 51.3 mph, compared to 46.7 mph a year before, while travel speeds in the evening commute westbound averaged 55 mph, up from 47.9 mph a year before.

AVERAGE ROUND-TRIP TOLL ON I-66 NOW STANDS AT JUST UNDER $13:

Single-occupant drivers using the Interstate 66 Express Lanes inside the Capital Beltway spent, on average, $12.72 per round-trip for the privilege, according to new data set to be presented to the Northern Virginia Transportation Commission.

The average price for eastbound trips was $8.28, with the average price for westbound trips $4.44 during the period from Dec. 4 (when the Express Lanes project opened) to April 30.

The system uses “dynamic tolling” to adjust prices up and down depending on the amount of traffic during rush hours (5:30 to 9:30 a.m. eastbound, 3 to 7 p.m. westbound). There is no upper limit to the toll rate that can be imposed on single-occupant vehicles, while those with two or more occupants travel for free.

Public-Safety Notes 2-ALARM ELECTRICAL FIRE DAMAGES GREAT FALLS HOUSE: Fairfax and

Loudoun county fire-and-rescue officials May 30 at 10:55 a.m. dispatched units to a house fire in the 900 block of Holly Blossom Court in Great Falls.

Units arrived at the two-story, singlefamily home and found a significant fire in an attached garage. The fire also had extended into the main house.

Crews quickly extinguished the garage fire and advanced additional fire hose into the house to stop the fire from spreading further. Officials requested a second alarm to bring additional resources to the scene.

Rescue personnel evaluated one occupant for a minor injury, but the person declined to be transported to a hospital.

Three firefighters sustained minor injuries. One was treated on scene and two were transported to a hospital and subsequently released.

One occupant was home at the time of the fire and saw smoke coming from the rear garage door. Upon investigating, the occupant discovered the fire in the garage. Simultaneously, a neighbor saw fire

Under the policy being considered, the School Board would be able to set up a task force to study the pros and cons of the name and come back with a recommendation.

Deciding how to move forward “is in our hands,” School Board Chairman Barbara Kanninen said.

“We promised no decisions would be made quickly and without community discussion. We promised a careful, deliberative process,” she said. “We have kept these promises.”

That wasn’t the view of David Miller, a Fairfax County resident who said Arlington would be making “a huge mistake” if it followed the route of the Fairfax School Board in pushing through a similar name change.

The Fairfax School Board’s recent decision to renamed J.E.B. Stuart High School as Justice High School has proved “a fiasco” that unnecessarily divided the community and went against the wishes of students at the school, Miller said.

Proposals to remove the name of Lee from the Arlington high school had bubbled up periodically over the past decade. Last year’s rioting in Charlottesville led the School Board to set up the staff panel to propose revisions to the school system’s existing, somewhat nebulous, naming policy.

non-life-threatening injuries after he was struck by a vehicle May 28 at 5:23 p.m. at Maple Avenue, W., and Lawyers Road, N.W., Vienna police said.

The accident occurred when a motorist was traveling westbound on Maple Avenue and approaching Lawyers Road.

The boy was walking southbound and crossing Maple Avenue at the intersection against the signal when the vehicle struck him, police said.

The boy’s parents transported him to a hospital for treatment of minor injuries.

TRESPASSING AT ISRAEL EVENT IN McLEAN: Fairfax County police arrested

Home owners looking to take on a remodel should consider undertaking an outdoor project, according to the National Association of Realtors’ and National Association of Landscape Professionals’ 2018 Remodeling Report: Outdoor Features.

The report takes a “deep dive” into 13 outdoor residential projects, highlighting the reasons why property owners complete these projects, the value – both financial and emotional – that these remodels bring, and the increased happiness the finished projects bring homeowners.

“Realtors understand that a home’s first impression is its curb appeal, so when it comes time to sell, a well-manicured yard can be just as important as any indoor remodel,” said NAR president Elizabeth Mendenhall, a sixthgeneration Realtor from Columbia, Mo., and CEO of RE/MAX Boone Realty.

“Even homeowners with no immediate plans to sell can gain more enjoyment and satisfaction from their home by taking on a project to revive their outdoor spaces,” Mendenhall said.

When asked which outdoor projects produce the most substantial financial payouts at resale, Realtors ranked standard lawn-care service at the top, which recovers 267 percent of the project cost at resale. Next, Realtors named landscape maintenance and tree care, both recovering 100 percent of the cost at resale, and installing an irrigation system, recouping 86 percent.

When it comes to the enjoyment homeowners gain from these projects, a fire feature and irrigation system tied for first, both receiving a perfect “Joy Score” of 10. (Joy Scores range between 1 and 10 and higher figures indicate greater joy from the project, according to Realtors.)

Eighty-three percent of homeowners who installed a fire feature said they have a greater desire to be home since completing the project, and 69 percent of homeowners who installed an irrigation system said they feel a major sense of accomplishment when they think of the project.

The next most appealing projects were a new wood deck (Joy Score of 9.8), a water feature (9.8), statement landscaping (9.7) and an overall landscape upgrade (9.6).

scientist, Julia Biggins told InsideNoVa that health care reform is her most important policy goal, arguing she is the only candidate advocating for single-payer health care.

“This is complicated,” she said of her top priorities, “as I feel like we do not talk about the environment enough, or the funding issues facing our schools.”

But Biggins said influence of money on politics is the biggest single issue facing Washington.

“We are governed by lawyers, lobbyists and political operatives, and they are governed by corporate dollars driving them to support legislation that favors corporations and undermines everyday Americans,” she said.

Friedman targets NRA, corporate PACs: Alison Friedman says some of the biggest issues facing the country are the power of the gun lobby – specifically the National Rifle Association – and corporate-funded political action committees.

“Special interests like the NRA corrupt our politicians and set their agendas to prioritize the interests of a few over the well-being of the constituents they were elected to represent,” she said. “By refusing to accept corporate PAC money, I’ve committed to putting the issues that matter to Virginia families first.”

“We’ve got to stand up to special in-

terests that put their profits ahead of our healthcare, kids’ safety, clean air and water, and our long-term fiscal stability,” she said.

Helmer pushes campaign finance reform: Dan Helmer said he wants to reform the country’s system of paying for political campaigns, while also touting his business and military experience. Like others, he has taken aim at the gun lobby.

He told InsideNoVa that campaign finance reform would “enable us to more easily solve so many other challenges: We could get gun safety legislation if we removed NRA money, drug pricing reform if we removed pharmaceutical money, and climate change action if we removed fossil-fuel money.”

Helmer said school violence is the top problem facing the country. “My wife is a public school teacher and I have two kids in public school, so I worry about this daily,” he said. “I’ll fight for universal background checks and other commonsense gun-safety measures.”

Pelletier slams ‘dark money’: While saying he wants to concentrate on several core issues, Paul Pelletier said he has a “bull’s-eye” on the NRA and what he calls an unprecedented amount of dark-money spending in the last election. In Congress, Stover said she would work to “safeguard” the Affordable Care Act and repeal parts of last year’s GOPdriven tax bill, which she contends endangers health care for more than 13 million Americans.

Dorsey, delegated to speak on behalf of the entire County Board, said that with the recent governance changes, the Northern Virginia Transportation Commission – which formally appoints Virginia’s WMATA board members – may “need to revisit” how it makes those appointments.

That suggests Arlington might be amenable to a rotation.

Hanging over the discussion is whether the changes mandated by the Virginia government will stick. Neither the District of Columbia nor Maryland required them when agreeing to provide additional funding to the transit agency.

As reported in a blow-by-blow account in The Washington Post, alternate (nonvoting) members of the WMATA board ended up finding their own seating off the dais in the May 24 meeting, and had no formal say on issues taken up.

More broadly, leaders of local governments across Northern Virginia in recent weeks have expressed dissatisfaction with the funding arrangement adopted by the General Assembly, arguing that it robs Peter (local projects) to pay Paul (Metro) and fobs off more of the financial responsibility on local governments. Arlington officials estimate the plan will require an investment of an additional $105 million over 10 years.

While calling the legislative-funding package “sub-optimal,” Arlington County Board Chairman Katie Cristol said there had been a silver lining, as regional leaders now “speak with a common voice about the importance of transit.”

“This represented a high-water mark for regional collaboration, and we’re going to need more of it,” Cristol said.

Local Players Contribute Big for Championship Team DAVE FACINOLI Staff Writer

Thoughts of one day playing Division I women’s college basketball that during the LACROSSE began early days of Katie Kerrigan’s athletic career, materialized instead to another sport.

The Madison High School graduate became a Division I standout in women’s lacrosse, and recently capped her college career May 27 by helping the James Madison University Dukes win the 2018 NCAA championship. The Dukes nipped Boston College, 16-15, in the title game with Kerrigan, a senior attack, assisting on the winning goal and forcing two key turnovers in the closing seconds.

For the season, Kerrigan started all 23 games for the 22-1 Dukes. She scored 11 goals, had a team-high and singleseason program-record 60 assists and was chosen second-team all-Colonial Athletic Association. Kerrigan amassed more than 100 assists for her career, in which she began as a freshman at Ohio State, then transferred to JMU to start her sophomore year.

“Ohio State wasn’t the best fit for me,” Kerrigan said. “At JMU I didn’t play a lot my sophomore year until the end of the season, because I had to

prove myself all over. It was like I was a freshman again.”

By her junior season, Kerrigan was established as a starter and big contributor. As a senior this spring, Kerrigan was one of the mainstays on a talented and experienced team that was considered a conference and national contender from the start.

“We built good team chemistry my junior year, then this season we had a lot of skill, and that chemistry was even better,” Kerrigan said.

The Dukes had a 6-0 post-season

record – 4-0 in the NCAA tournament, but first finishing 2-0 to win the CAA tourney crown. The team won its final 14 matches, following a 15-12 loss to Maryland on March 24.

In the NCAA semifinals, JMU defeated North Carolina, 15-12, on May 25. Kerrigan combined for seven assists in the semifinals and finals.

For her career at JMU, Kerrigan had 107 assists and 31 goals.

Winning top lacrosse prizes was nothing new for Kerrigan. In high school, she helped her team win two

state and region championships and four district crowns. Individually, she was a first-team all-state selection and was chosen All-American, among many other honors.

Kerrigan also helped the Madison High girls basketball team to much success, including district championships, and earned all-conference honors in that sport.

“They were different titles, and they were all big deals,” Kerrigan said. “It’s crazy how it all ended. You can make any dream a reality if you work hard.”

Kerrigan was one of two local players from the Sun Gazette’s coverage areas who were big contributors for the Dukes’ championship lacrosse team this spring.

Former Langley High School standout Halle Duenkel, a sophomore midfielder for the James Madison, was the other. Duenkel earned considerable playing time throughout the Dukes’ season. In 20 games, she scored 18 goals with one assist and she gathered 10 ground balls. Duenkel had a teambest .818 shooting percentage, taking 22 shots.

With nine seniors on this year’s James Madison team, Duenkel will have the opportunity to see significantly increased playing time during her junior season.

In Northern Region 6D tournament action, the host Madison Warhawks (15-0-2) routed the Chantilly Chargers, 5-1, in the girls high school title match for their second such championship, and the Oakton Cougars (16-0-2) nipped the South Lakes Seahawks, 1-0, in the boys final. Both teams were 3-0 in the region tournament, adding to district-tourney crowns each won days earlier. Now each play in this week’s Class 6 state competition.

Each team won those prizes in recent days and have advanced to the Virginia High School League’s Class 6 state tournaments.

The Oakton boys (16-1), who have just one senior among their top players, won the region crown by defeating the Chantilly Chargers, 5-2, in the championship match.

“There is great team spirit with most of the guys having played tennis together for many years,” Oakton boys coach Betsy Tyskowski said.

O’Connor and Hart play No. 1 doubles. O’Connor and Ryan Nguyen won the region doubles championship. Ryan Nguyen and Hyun played No. 2 doubles during the regular season. Playing No. 3 was Kalale and Nick Nguyen.

For the Oakton girls (15-1), they racked up easy wins with the exception of three difficult 5-4 wins over the

Madison Warhawks, the third to win the Concorde District tournament.

Then in the region finals, Oakton defeated Madison again.

Oakton’s three undefeated players during the regular season were Lana Farkas, Ellie Miller and senior captain Annie Clark at No. 1 singles.

Victoria Thai, Claire Wang, Anna Klinker, Miller and Farkas received all-district and all-region honors. Clark won the district and region singles title.

Oakton’s No. 1 doubles team of Clark and Thai also won district and region crowns.

By winning the region, the Oakton teams advanced to the Class 6 state tournament, winning first-round matches.

That was the case this season for some teams in the Sun Gazette’s coverage areas, a few pulling off upsets of high seeds.

In baseball, the Yorktown Patriots were a good and maybe the best example. Yorktown was the No. 4 seed in the Liberty District tournament and won the title with a 3-0 record.

The Patriots defeated higher seeds in semifinal and championship games.

The eventual champion Flint Hill Huskies were the second seed in the boys Mid-Atlantic Athletic Conference lacrosse tournament. Flint Hill upset top seed St. Andrew’s on the road in the title match.

Also in boys lacrosse, the Bishop O’Connell Knights recorded a firstround state-tournament upset, then fell to eventual state runner-up St. Stephen’s & St. Agnes in secondround action.

The Wakefield High boys soccer team was another big surprising playoff squad. The Warriors won only a handful of games during the regular season, then played well enough in the National District tourney to earn a region-tournament berth.

In the region, Wakefield played even better, upsetting John Champe and Falls Church in the first two rounds to reach the title contest for the first time in school history. The performance also earned Wakefield its first state-tournament berth in program history.

The Marshall High girls softball team pulled off a second-round region-tournament upset, as did the Yorktown boys soccer team. Each lost in the semifinals, but had already made their marks.

Each year, upsets like those are often the best part of the springtime playoff seasons.

There have been many productive hitting performances by the undefeated Madison Warhawks (25-0) this season.

Maybe none, though, was more impressive than the girls high school softball team’s 19SOFTBALL hit, three-homerun blasting against a standout pitcher and good team the night of June 1 in Madison’s 11-0 victory over the host McLean Highlanders in the championship game of the Northern Region 6D tournament.

The region title was Madison’s second straight and 14th in school history.

Eight of nine Madison starters had hits, with seven of those players having two hits or more.

“We did not have an answer for them,” said McLean coach Maurice Tawil, whose team (21-4) was 2-1 in the region tourney and had its seven-game winning streak snapped. “They were good in all phases and hit throughout the lineup. We didn’t get off to a good start and everything snowballed and got away from us. You can’t make mistakes against a team that hits and plays like that.”

Madison coach Jim Adkins thought his team’s hitting performance was the Warhawks’ best this season.

“The players got themselves very prepared for this game and their hitting was very disciplined,” Adkins said.

“Julia Longo is an outstanding pitcher.

Nineteen hits in that case is probably our season best.”

Madison scored runs throughout the game, starting with one in the first on a home run by Kristy Williams (2 for 5) that hit off an outfielder’s glove.

Leading Madison was Kristin Giery.

She went 4 for 5 with a homer (her 12th this season) and two RBI. Emily Klingaman was 3 for 5 with a homer and four RBI. Nicole Adkins was 3 for 5 (two RBI), Nicole Giery was 2 for 4 with a homer, Olivia Myers was 2 for 4 with an RBI, pitcher Alex Echazarreta was 2 for 5 with an RBI and Cat Arase had a hit. Myers and Wiki Kowalska had sacrifice bunts.

On the mound, Echazarreta threw a five-hitter and struck out eight with one walk. Madison did not make an error to earn its 14th shutout this spring.

For the season, Madison has hit 38 home runs. Echazarreta has nine and Klingaman six.

“We’ve had home runs up and down the lineup,” Jim Adkins said.

For McLean in the region final, Rachel Remer had two hits and Longo, Heather Geisler and Sarah Short one each.

Madison, which is ranked No. 2 nationally by USA Today, was 3-0 in the region tourney to extend its two-season winning streak to 39 games.

The defending state champions have now won a combined five straight postseason tournaments, this season and last, to compile a 13-0 two-season playoff record entering the 2018 state tournament, which begins June 5 with a home game against South County.

This season, Madison has a 5-0 playoff record so far in winning Concorde District and region tournaments, outscoring those opponents 44-2.

“The players are focused on their drive to finish this,” Adkins said. “They are hungry, are working hard and are zoned in. The bar was set high for Madison softball a long time ago. These players are trying to continue that.”

Warhawks Make Return to a Familiar Spot in Girls Lacrosse A Staff Report

For the first time since the 2013 season, the Madison Warhawks are back atop the girls region lacrosse throne.

Madison (17-3) won the 2018 Northern Region 6D high school tournament hampionship LACROSSE cwith an 11-10 victory over the defending champion Langley Saxons (16-2-1) on May 29.

Zoe Dyer scored five goals for Madison and Olivia Choutka had two. Scoring one each were Ashley Go, Carly Rogers, Cameron Counts and Paige Williams. Go had three assists, Rogers

two and Lily Karp one. Madison goalie Ellie Socher made 13 saves.

Madison was 3-0 in the tourney and Langley 2-1.

Madison also won the state title in 2013.

Madison and Langley both moved on to the Virginia High School League’s

6A state tournament and played firstround games June 1. Madison downed visiting Colonial Forge, 19-2. In the boys region final, Oakton led 1-0 at halftime then took a 2-0 lead en route to victory. Dennis Ivanov and Will Mize scored the goals. The region title was Oakton’s first in six years.

“We got the 2-0 lead and were able to hold strong and inch one out,” Oakton coach Ralph Perkins said about the region final.

Oakton has an experienced and talented team with 15 seniors, of whom eight start. As a result, Oakton set its goals high of winning region and state championships this season.

“We have a mature team with great leaders and our composure is strong, but we still have to earn everything,” Perkins said.

In the semifinals, Oakton lost a 2-0 halftime lead and eventually defeated the visiting Yorktown Patriots, 3-2, in penalty kicks (4-1).

Oakton’s goals in regulation were scored by Ben Harvey and Ted KuDiPietro. Oakton’s starting goalie had stomach issues and did not play and was replaced by sophomore Melvin Ramos-Hernandez. He had not played one minute previously on varsity.

“He was brilliant during the game,” Oakton coach Ralph Perkins said.

Ramos-Hernandez made two saves during the penalty-kick session.

Making penalty kicks for Oakton were Mize, Masaru Furushio Maegushiku, Bryan Silver and Sam Roytman.

Oakton nipped Washington-Lee, 3-2, in its first region game, scoring three goals in 18 minutes in the second half.

June 8, 1963: n In adopting a $76.8 million operating budget for the coming year, the Board of Supervisors made some cuts, including park funds. n No upsets are expected in next week’s Vienna Town Council race. n The Vienna Town Council has approved a $252,000 addition to Town Hall. n A secret deal may be in the works to pave the way for integration of theater seating in Virginia.

‘CELEBRATE FAIRFAX!’ FESTIVAL SET FOR WEEKEND: “Celebrate Fairfax!” re-

turns for a three-day run June 8-10 at the Fairfax County Government Center.

Thousands of visitors are expected to be on hand for the event, which will include food, entertainment, exhibitors, a petting zoo, carnival rides and more.

Nightly fireworks will light up the sky during the event.

The festival will run Friday, June 8 from 6 p.m. to midnight; Saturday, June 9 from 10 a.m. to midnight; and Sunday, June 10 from 11 a.m. to 7 p.m.

NEW ACQUISITIONS AUGMENT PARK AUTHORITY HOLDINGS: The landhold-

ings of the Fairfax County Park Authority have inched up once again.

The Fairfax County Board of Supervisors recently made several land transfers to the Park Authority: • A 1.2-acre parcel adjacent to Dogue Creek Stream Valley Park in the Lee District.

• A 6.4-acre parcel that will be added to Loftridge Park in Lee District.

• Parcels totaling 3.4 acres and 9.6 acres near Pohick Stream Valley Park in Mount Vernon District.

All told, the Park Authority has jurisdiction over more than 23,000 acres, approximately 9 percent of the open space in the county. About half the authority’s acreage remains in a natural state.

VDOT FORUM FOCUSES ON EXTENSION OF I-495 EXPRESS LANES: The

Virginia Department of Transportation will host a community meeting on environmental impacts of the plan to extend the I-495 Express Lanes from the Dulles Toll Road north toward the Maryland state lane.

FORUM ZEROES IN ON PROPOSAL FOR PEDESTRIAN, BICYCLE IMPROVEMENTS IN TYSONS: A community forum

sponsored by the Virginia Department of Transportation looking at proposed bicycle and pedestrian improvements in Tysons will be held on Thursday, June 14 from 7 to 9 p.m. at George C. Marshall High School.

The planned project, done in conjunction with the Fairfax County government, aims to construct a connection across I495 at Old Meadow Road. The hearing will provide an update on the project.

Design approval is expected later this year, with construction planned to take place in 2020.
