The Vienna Town Council voted 7-0 May 21 to purchase a residential property at 440 Beulah Road, N.E., and use it for public purposes in the future.

The 0.43-acre property now has a one-story, single-family detached home

built in 1955, plus a driveway and a rearyard wooden deck. The site, owned by Mark Hopkins, is assessed at $680,350, slightly below the town’s purchase price of $712,000. The Council’s decision also allots up to $2,000 for closing costs.

The purchase will allow the town to square off its adjacent property on Beulah Road, which contains a mulching facility.

FUN AT ‘VIVA! VIENNA!’

Town officials have not decided what to do with the site, but said one possibility was using it as a temporary location for the Vienna Police Department when its station is renovated and expanded in the next several years.

Any new uses of the site would require the town to obtain a conditional-use permit from itself, said Deputy Planning and

Zoning Director Michael D’Orazio.

Council member Howard Springsteen said the Vienna government needed to seize opportunities to buy properties such as the Beulah Road site to further the town’s purposes.

“If we don’t move on some of these things, we can lose it,” he said. “They’re not manufacturing more land.”

Data: Violent Crime Down, Arrests Higher Across State BRIAN TROMPETER Staff Writer

Crimes involving violence and property declined in Virginia last year, but the commonwealth saw major spikes in hate crimes and drug offenses, according to an annual crime report released May 23 by Virginia State Police.

Violent crime (defined as murder, rape, robbery and aggravated assault) dipped by 3.9 percent in Virginia last year, while property crimes (including burglary, larceny, motor-vehicle theft and other offenses) declined by 2.6 percent.

According to the report, with figures rounded to the nearest tenth of 1 percent: • Adult arrests for serious, or “Group A, ” offenses (e.g., violent crimes, property crimes and drug offenses) increased 4.3 percent in 2017, while those for juveniles went up 1.6 percent. Adult arrests for less-serious, or “Group B,” offenses (e.g., trespassing, disorderly conduct, bad checks and liquor violations) increased by 1.8 percent, while those for juveniles went down by 9.9 percent.

• There were 283,297 arrests last year for both Group A and B offenses, a 2.5percent increase over 2016’s tally.

ters) in Virginia in 2017, down from 480 the previous year and equivalent to 5.4 homicides per 100,000 people. The tally marks a reversal of a trend that had risen steadily from 3.8 homicides per 100,000 people in 2011 to 5.7 in 2016.

Sixty-four percent of homicide offenders and 48 percent of victims were under age 30. Eighty-six percent of offenders and 72 percent of the victims were male.

• Robberies and attempted robberies declined by 10 percent, with 4,320 cases recorded. More offenses occurred on Fridays and Saturdays than other days of the week and 42 percent of robberies and attempted robberies took place between 8 p.m. and midnight, police said.

• Hate (or bias-motivated) crimes rose 47.4 percent, with 202 incidents recorded.

Fifty-four percent of the cases were motivated by race or ethnicity, 22 percent by religion, 19 percent by sexual orientation and 5 percent by the victims’ physical or mental disabilities. Perpetrators damaged, destroyed or vandalized property in 46 percent of bias-motivated crimes and committed assault in 40.6 percent of the incidents.

• Motor-vehicle thefts and attempted thefts increased 3.9 percent last year.

There were 10,223 motor vehicles stolen and 6,438 of them (63 percent) were recovered, state police said. Forty-three percent of vehicles stolen were taken from residences.

The total value of the stolen vehicles was $86,025,726. Authorities were most likely to recover trucks (73 percent), then automobiles (68 percent), recreational vehicles (49 percent) and motorcycles, mopeds, snowmobiles and other vehicles (39 percent), state police said.

• Drug and narcotic arrests shot up 15.6 percent last year, with 70,974 recorded offenses. Seventy-one percent of those arrests (in which the kind of drug was known) were attributable to marijuana, with arrests related to that drug increasing by 20.6 percent.

While arrests for heroin and crack cocaine declined by 3.2 and 3 percent, respectively, those for powder cocaine and amphetamines/methamphetamines increased by 14.2 and 22.7 percent, respectively.

• Virginia had 12,380 weapons-law violations in 2017, which amounted to 146.2 offenses per 100,000 people, up from 130.4.

• Where the kind of weapon used was known, firearms were used in 74.6 percent of homicides, 58.2 percent of robberies and 27.3 percent of aggravated assaults.

• There were 809 arsons in 2017, which amounted to 9.6 per 100,000 people, down from 10.3 in 2016. Nearly half of the arsons (48.5 percent) occurred in residences.

Business-Association Leader to Do Double Duty

Greater Merrifield Business Association Taps Vienna Group’s Leader as Executive Director BRIAN TROMPETER Staff Writer

As executive director of the Vienna Business Association for the past six years, Peggy James has helped the fledgling group grow, stabilize and host popular community events.

While continuing in that role, James on May 1 also began bringing her skills, experience and enthusiasm to another parttime position as the first paid executive director of the Greater Merrifield Business Association.

“I love what I do. I find it to be really rewarding,” she said. “I’m excited to be starting over and helping Merrifield move forward a little bit, marketing those businesses and increasing their chances for survival.”

People often to belong to several local business organizations, but it’s a bit unusual for the same person to lead neighboring groups. James, who splits her time between the Merrifield and Vienna associations, said she sees an opportunity to help both groups while maintaining their unique identities.

“The goal is to give members the biggest bang for the buck, while keeping membership dues low,” she said. “I’m crazy-energetic. I think it will be a nice blend.”

The Merrifield and Vienna groups are compatible small-business organizations that have much in common and do not have huge corporations as members, unlike the Northern Virginia Chamber of Commerce, said Vienna Business Association treasurer Kathy Georgen.

“We hope to cross-promote each other and make each other stronger,” she said.

“It’s basically camaraderie. We’re not looking to weaken one or the other either way.”

The Vienna Business Association has about 230 members and the Greater Merrifield Business Association has just shy of 100, James said, adding she hopes to boost the latter’s tally significantly.

James was a founding board member of the Vienna Business Association, which began in 2012 after the former ViennaTysons Regional Chamber of Commerce dropped Vienna from its name and decamped to Tysons.

As the Vienna group’s executive director, James has overseen its popular Oktoberfest event and implemented a Chamber Master database and Web site. She plans to use those latter tools to bolster the Merrifield group.

“We want [the Web site] to be the welcome center for Merrifield,” she said. “It has an outstanding search-optimization option. Each member will be able to put

up their own page.”

Vienna has a “Mayberry-esque” appeal, while up-and-coming Merrifield is a thriving urban district that’s home to many young professionals, James said.

The Vienna Business Association holds one luncheon and one mixer per month.

James hopes to ramp up the Merrifield group’s offerings with more breakfasts, lunches and happy-hour mixers.

Billy Thompson, president of the Greater Merrifield Business Association, said James has a strong track record and abundant energy.

“She brings an attitude that anything is possible,” he said. “She brings us a new way of doing things.”

One of her key priorities will be to boost the organization’s social-media capabilities and engage young people and more diverse businesses, Thompson said.

She also will help the group enhance its fall festival and holiday celebration, and perhaps revive the Taste of Merrifield event, he said.

“She’s a worker,” he said. “We’re very happy to be working with her.”

James now is working on the third leg of her career. She spent the first segment as a financial/project control manager with Science Applications International Corp. from 1987 to 2005.

From 2010 to 2015, James owned the Artful Gift Shop on Church Street in Vienna and experienced first-hand the stresses felt by commercial enterprises.

“I love helping small businesses succeed, because it’s so difficult,” she said.

Endorsement: Freitas Is GOP’s Only Viable Option

After a relatively promising tenure as Virginia governor, Tim Kaine (D) transitioned to a relatively uninspired stint in the U.S. Senate prior to his selection as Hillary Clinton’s 2016 ticketmate.

So sure were most professional and amateur prognosticators – ourselves included – that Clinton was going to win the White House that, long before the votes were tallied, the guessing game had begun on which political figures would jump into the fray in an effort to fill out the remainder of the senator’s term.

It was not to be. Clinton lost and Kaine returned to the U.S. Senate, a little bruised after a performance as the Democratic vice-presidential nominee that most would describe as lackluster.

One might think that Kaine, who if you look at his recent record has careened further left than most Virginians would appreciate, might offer the GOP a tempting target in 2018. But whichever of the three Republican candidates

emerges from the June 12 primary to take him on, odds remain heavily in the incumbent’s favor.

Three Republicans – E.W. Jackson, Corey Stewart and Nick Freitas – are on the ballot. Coming to an endorsement is a relatively easy affair, as neither Jackson nor Stewart impresses us as a viable candidate. Either one as Kaine’s opponent would likely only manage to further sink the self-immolating GOP’s fortunes in the Old Dominion.

Freitas, a relative newcomer to the House of Delegates from Culpeper, is not Mount Rushmore material, but he is the last man standing. While robustly conservative, which will work against him in a state that is trending somewhat left, he has the ability to make a coherent case for his party and his own candidacy in a way that neither of his intraparty opponents can.

Republicans hoping to at least have a shot at replacing Kaine should go with Nick Freitas. Any other choice would waste the opportunity to win the seat.

Traffic Imperiling Quality of Life in McLean Editor: I have lived happily in McLean for more than 35 years, but in the last two years the quality of my life has declined significantly due to traffic.

Recently, a two-mile trip from my home to my church, both on Georgetown Pike, took 30 minutes. This trip should take 3-5 minutes, but between the hours of 3 to 8 p.m. it often can take 15-20. The timing is unpredictable, and the delay caused by cut-through traffic going to Maryland is not resolvable until the American Legion Bridge is widened.

Traffic congestion has become a ubiq-

uitous problem throughout McLean and its surrounding neighborhoods.

Recently, I had three medical appointments in different buildings on Elm Street, near the construction site on Fleetwood. Without exception, the parking lots of those buildings were full by 10 a.m., and cars were lined up to park. It did not used to be like this.

This month, the county government is launching an “update” of the McLean Community Business Center (CBC) Comprehensive Plan to create a “vision” for the development of downtown McLean, with three workshops to be held at McLean High School on June

4, 13 and 23. I urge McLean residents to get involved.

I also ask the consultants and county planners to consider the existing traffic problem from the inception of this process instead of waiting until after a vision plan has been formulated.

We all want nicer amenities and restaurants in downtown McLean, but at what cost? If we cannot drive minimal distances in a reasonable amount of time, and find parking when we get there, McLean will be a far less desirable place to live than it is today.

Is Trans-Potomac Gondola Still in the Cards?

It’s the mass-transit proposal so ludicrous (to some) that even the Arlington County Board members have told proponents they have no interest.

But is the Georgetown-to-Rosslyn gondola idea really dead?

The issue was brought up in a recent between contenders for the Democratic nomination for Arlington County Board, where the two candidates were somewhat on opposite sides of the coin.

Matt de Ferranti, the race’s frontrunner, suggested that Arlington officials were right last year in saying “thanks, but no thanks,” to participating in a study of the idea.

“I have not looked at the analysis . . . but I can say I would be fairly wary

of moving forward,” de Ferranti said.

“It doesn’t sound deeply practical.”

Chanda POLITICS Choun, who will face off against de Ferranti in the June 12 primary, also was dubious but seemed to have a more open mind – or at least one that didn’t want to alienate any pro-gondola voters in the crowd.

“We need to keep all options on the table,” Choun said. “I don’t think there’s any harm to explore this proposal. We won’t commit to it [but] we should definitely not write it off.”

But write it off is effectively what the Arlington County government did in February 2017, publicly backing away from the idea.

“Arlington already has a large num-

ber of transportation projects . . . that will require substantial resources and attention over the next several years,” then-County Board Chairman Jay Fisette said in a letter to the group that had proposed the Rosslyn-to-Georgetown gondola.

In 2016, the county government had provided a small stipend of $35,000 to support a gondola study, but Fisette in 2017 said it would be the last cash tossed at the project.

“Given our identified and pressing transportation needs, along with some ongoing concerns about the long-term value of the gondola, the board is not in favor of any further funding,” he said.

Vienna Council OKs Patrick St. Parking Restrictions BRIAN TROMPETER Staff Writer

Parking frequently is tight in the 100 block of Patrick Street, S.W., but residents soon will get some relief.

The Vienna Town Council on May 21 unanimously approved a permit-parking plan for that section of the street.

The new rules, which take effect July 1, will allow only residents with permits the right to park on that block’s 29 spaces seven days per week between 7 p.m. and 6 a.m.

Residents living along the street advocated for parking restrictions and the Vienna Police Department twice last year conducted parking studies along Patrick Street, S.W., between Desale and Cottage streets, S.W. Non-resident parking along that stretch was only 10 to 12 percent, not significant enough to warrant permit-based parking, said Police Chief James Morris.

But when police studied just the 100 block of that street, they found more than 25 percent of those parking at night were non-residents, thus meeting the neces-

sary threshold for parking restrictions, he said.

Permit parking already is enforced daily between 7 p.m. and 6 a.m. on many nearby streets, officials said. Council member Tara Bloch, who lives in a parking-restricted area near the Vienna Metro Station, said the new parking plan will benefit Patrick Street residents.

“It’s a great way to help them with overflow parking from commercial properties,” Bloch said.

Vienna police likely will distribute permits at a community event, saving residents a trip to police headquarters, Morris said. Guests at those residences will have to come to the police station to obtain temporary permits, which likely will be for 24 or 48 hours, he said.

“We do make exceptions,” Morris said. “We have one family in town whose in-laws come every single weekend, so we issue longer-term permits for that . . . We try not to issue year-time-length permits, because that kind of defeats the purpose, but we’ll work with whatever residents need.”

Town Council Approves Water-MainRepair Contract: The Vienna Town Council on May 21 voted 7-0 in support of a $1.2 million contract with E.E. Lyons Construction for improvements to town water mains and their appurtenances. The amount will be financed from 2018 bond

proceeds, which will be covered by waterand-sewer fees.

The company will repair and replace aging infrastructure on sections of Country Club Drive, N.E.; Highland Street, N.W.; Plum Street, S.W.; and Bowdoin Circle and Riviera Drive, which are in the town’s service area just outside Vienna’s border.

The improvements, which will be prioritized according to water-main data, will include placement of new valves throughout the system, town officials said.

The work should be completed during fiscal year 2019, they said.

Public-Safety Notes COUNTY POLICE INVESTIGATING INMATE’S DEATH: Fairfax County police

detectives are investigating the May 23 death of a 69-year-old man who had been incarcerated for two weeks at the Fairfax County Adult Detention Center.

Authorities found the man unconscious in his cell at 11:27 a.m. after he did not come to his cell door to receive lunch.

Deputies and medical staff began life-saving measures, including cardiopulmonary resuscitation, and summoned rescue personnel who assisted, but the efforts were unsuccessful.

The medical examiner will examine the body, but officials preliminarily have found no signs of foul play, police said.

The inmate had been incarcerated at the detention center since May 9.

The Fairfax County Sheriff’s Office and county police are gathering information and documenting the situation. Authorities will release the inmate’s identity after making appropriate notifications.

COUNSELOR CHARGED WITH ASSAULT OF TEENAGE CLIENT: A counselor has

been charged with simple assault involving one of his clients, Fairfax County police said May 23.

Detectives began investigating Carlos Huajardo Perez, 68, of Bristow in April after a family member of the 16-year-old female client reported instances of unwanted touching on two separate occa-

sions. The girl was receiving home-based mental-health services at the time from Perez, who is a counselor through the National Counseling Group, police said.

Authorities on May 22 charged Perez with two counts of simple assault and released on a personal-recognizance bond.

POLICE SEEK MAN WHO BRANDISHED FIREARM AT MOTORIST: Fairfax Coun-

ty police are looking for a man who allegedly displayed a firearm May 19 during a dispute with another motorist near the Fairfax County Parkway and West Ox Road in the Fair Lakes area.

The altercation occurred at 3:32 p.m. after both motorists had pulled over their vehicles. The suspect exited his car, showed the victim a firearm and then reached inside the victim’s car and took his phone and dashboard camera, police said. The suspect then fled the scene, authorities said.

JUVENILE MAY FACE CHARGES AFTER THREATENING FATHER WITH KNIFE: A

man living on Fairway Drive, N.E., told Vienna police on May 21 at 9:50 p.m. that an argument with his juvenile son had escalated when his son reportedly threatened him with a knife.

Authorities transported the son to an area medical facility for evaluation. Assault charges are pending against the juvenile, police said.

ATM inside the Safeway at 3043 Nutley St. on May 22 at 1:31 p.m. located a skimming device, Fairfax County police said.

Officers responded and collected the skimming device for further investigation.

CONSTRUCTION WORKER INJURED AFTER FALL AT VIENNA BUILDING SITE: Vienna police dispatched officers to

the 100 block of Center Street, S., to assist in the rescue of a construction worker who was injured after falling at a construction site.

Rescue personnel transported the man to an area hospital for treatment of nonlife-threatening injuries.

FIRE SPRINKLERS DOUSE BLAZE AT TYSONS RESTAURANT: The Fairfax

County Fire and Rescue Department on May 22 at 12:07 a.m. dispatched units to a reported fire at La Sandia, a restaurant located at 1961 Chain Bridge Road at Tysons Corner Center.

Units arrived and found the fire at the one-story restaurant had been extinguished by three fire sprinklers. No occupant or firefighter injuries were reported.

An employee was working in the restaurant after hours and discovered the fire. The employee attempted to extinguish the fire with a fire extinguisher, but was unable to do so, officials said. Three

fire sprinkler heads activated and put out the fire.

Fire investigators determined the blaze was accidental and started in the restaurant’s kitchen area. The fire began after a plastic food-storage cart was placed too close to a stove burner, they said.

The restaurant was closed pending a health-department inspection. Red Cross services were not required. Officials estimate the fire caused $300 worth of damage.

HOME UNDER CONSTRUCTION BROKEN INTO: A man living in the 600 block

of Frederick Street, S.W., told Vienna police that sometime between April 22 at 7 a.m. and April 29 at 5 p.m. someone broke into his home, which is unoccupied and under reconstruction.

STORE WORKER’S WALLET STOLEN FROM EMPLOYEE LOUNGE: An em-

ployee at Michaels, 311 Maple Ave., E., told Vienna police that on May 17 between noon and 1:15 p.m. someone had stolen her wallet from her purse, which she had left in the employee lounge.

Her bank advised her that her credit card had been used to make an unauthorized purchase, police said.

Low Inventory Remains Issue, But Help May Be on the Way A stronger economy, wage growth and an improving job market are expected to march home sales and prices higher in 2018, but low supply and weakening affordability will tamper the rate of increases, according to speakers at a residential real estate forum during the 2018 Realtors’ legislative meetings and trade expo.

Lawrence Yun, chief economist of the National Association of Realtors, presented his 2018 midyear forecast and said despite headwinds a moderate and multiyear increase in home sales is likely ahead.

After accelerating 3.8 percent in 2016, existing-home sales rose only 1.1 percent to 5.5 million in 2017 and are forecast to finish 2018 at a pace of around 5.6 million (up 1.8 percent). He projects 5.7 million sales for 2019.

“Overall fundamentals remain solid, driven by a growing economy and steady job creation, which will sustain home sales in 2018 slightly above last year’s pace,” said Yun. “The worsening housing shortage means home prices are primed to rise further this year too, hindering affordability conditions for homebuyers in markets across the country.”

Yun said the widespread shortage of homes for sale is the major factor limiting sales from being higher. While home sales have risen modestly since the start of the year, Yun said without more supply to fully satisfy demand and alleviate the upward pressure on prices, contract activity is likely to remain flat and will more or less continue sideways through the end of the year.

Yun was joined onstage by Danielle Hale, chief economist at Realtor.com, who agreed there is an acute shortage, especially of affordable inventory.

According to Realtor.com data, there are 250,000 fewer starter homes, those priced under $200,000, now than two years ago, in May 2015. Millennials, Baby Boomers and investors may all be going after the same affordable inventory of homes, Hale said.

“There is reason for optimism ahead though. We are starting to see new listings grow in recent months; the inventory shortage isn’t over, it took us years to get into an inventory rut, so it’s going to take us years to get out of it, but we do see signs of a turnaround,” she said.

celebrated 50 years of service to McLean and surrounding communities, with the Pavilions at Turkey Run at Claude Moore Colonial Farm providing an enchanting location for the party, decorated in white lights with pink and green accents.

tive year, the Vienna town government has been awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers of the United States and Canada.

The award is the highest form of recognition for a community’s comprehensive annual financial report.

VIENNA COUNCIL ISSUES PROCLAMATIONS: Vienna Town Council members

on May 21 unanimously passed resolutions that opposed gun-related violence, supported men’s health awareness, lauded the achievement of a local school band and celebrated a Vienna woman’s upcoming 100th birthday.

• One resolution declared June 1 to be the fourth annual National Gun Violence Awareness Day in the town. The resolution’s stated intent was to “encourage all citizens to support their local communities’ efforts to prevent the tragic effects of gun violence and to honor and value human lives.”

Several people in the audience wore orange shirts in solidarity with the friends of Hadiya Pendleton, a teenager who was shot and killed weeks after marching in

President Obama’s second inaugural parade in 2013.

Orange is the color hunters wear to alert other hunters to their presence and also is a “color that symbolizes the value of human life,” the resolution read.

• Another resolution honored the achievements of 67-year Vienna resident Clarene Helen Vickery, who turned 100 on May 22.

Vickery was born on a farm near Collins, Miss., worked for the National Youth Administration in the Great Depression and in World War II mothered young sons while her husband, Lt. Col. Raymond Vickery, fought in tanks against the Nazis in the D-Day invasion of Normandy, Battle of the Bulge and other battles.

Clarene Vickery founded Parkwood School 62 years ago and has served as its director ever since. The school has educated more than 10,000 students.

• A third resolution proclaimed June as Men’s Health Month in the town. Men die five years earlier than women, on average, and African-American men have the lowest life expectancy, the resolution read.

The average weekly wage for those employed in Fairfax (no matter where they live) stood at $1,646 in the fourth quarter of 2017, according to data reported May 23 by the federal Bureau of Labor Statistics.

That’s up 2 percent from a year before, and high enough to place the community ninth among the nation’s 346 largest counties, according to federal figures.

Nationally, the average weekly wage of $1,109 in the fourth quarter was up 3.9 percent from a year before.

Santa Clara County, Calif., led the nation in average wages for the reporting period, at $2,576. It was followed by New York County (Manhattan), N.Y., at $2,439; San Mateo County, Calif., at $2,341; San Francisco County, Calif., at $1,986; and Suffolk County, Mass., at $1,986.

Rounding out the top 10 were the District of Columbia, at $1,812; Arlington, at $1,727; Fairfield County, Conn., at $1,688; Fairfax, at $1,646; and Middlesex County, Mass., at $1,613.

Two unbeaten local teams, the Madison Warhawks and Oakton Cougars, have reached the girls and boys semifinals, respectively, of the Northern Region 6D high school soccer tournaments.

SOCCER ROUNDUP Those games were scheduled for May 30, with each hosting games – Oakton playing Yorktown and Madison taking on Patriot. The region finals are June 1.

Earlier, the teams each won Concorde District tournaments, then were 1-0 in region play entering the semis.

The Oakton boys (14-0-2) rallied from a 2-0 deficit to nip the Washington-Lee Generals, 3-2, in overtime in the quarterfinals with a free kick in the second OT. In that win, Bryan Silver, the boys region Player of the Year scored two goals, including the game winner and Dennis Ivanov scored the other.

Local Teams Eliminated in Region Tourney DAVE FACINOLI Staff Writer

For three local championship high school baseball teams, the night of May 25 was a black Friday, as each suffered season-ending losses in the quarterfinals of the Northern Region 6D tournament.

The defending region champion Oakton Cougars (9-13-1) were defeated by the host Battlefield Bobcats, 6-1, finishing 1-1 in the tournament after a 51 first-round victory over the McLean Highlanders (14-8).

In the loss to Battlefield, Eric Lingebach had Oakton’s one RBI. The Cougars had just three hits.

Also on May 25, the recent district tournament champion Madison War-

BASEBALL ROUNDUP hawks (15-7) and Marshall Statesmen (17-5) lost by 7-2 scores. Madison fell to the visiting South Lakes Seahawks and Marshall to the Chantilly Chargers.

Just days earlier, Madison won the Concorde District tourney and Marshall earned the National District crown. Madison then had a first-round bye in the region tourney.

South Lakes jumped to a quick 4-0 lead against Madison on May 25.

Madison was held to five hits in the game. Junior left-hander Matt Howat struck out seven in six innings. South

lakes had nine his.

“They played better than us tonight.

There are no excuses,” Madison coach Mark Gjormand said. “They got off to a fast start. We had our chances, but they turned three double plays. We just got beat. It was all about what South Lakes did.”

Marshall also had five hits in its loss as Robert Kelley pitched six innings with two strikeouts. The loss snapped Marshall’s seven-game winning streak, which included a 3-2 first-round win over the Langley Saxons (9-14).

The hope is that the latest setup is all one horrible dream. Upon awakening, the ways of the old public-school region in these parts of Northern Virginia will be restored.

That’s wishful thinking.

The old one-for-all Northern Region consisted of Group AAA classification high school teams from Fairfax and Arlington counties and T.C. Williams of Alexandria.

Over the past few years, constant fiddling and trying to fix something that wasn’t broken in the first place has resulted in a division of four different regions, where schools have been separated into various enrollment classifications. That has created widespread confusion come region playoff time.

Schools from all parts of expansive Prince William and Loudoun counties have been added into the new regions, further muddling the situation.

Many participants and fans have no idea what’s going on as far as advance and daily region schedules and those sites of tournaments or events. Most events are played at home higher seeds now, eliminating those past neutral locales for semifinal and championship contest, and worse, one-site tournament jamborees.

With the changes, winning a region championship, and even qualifying for region tournaments, is much easier.

Is it really a region championship now, or more like a half or a quarter of a region title, if a team or individual happens to win such a crown?

All-region teams are chosen by coaches making selections about athletes they have never seen perform.

“This new region thing is all crazy and wrong. Who agreed to this setup?” a frustrated head coach said.

Many feel the same, hoping the old Northern Region returns one day.

Madison, McLean Could Meet in Region Title Contest A Staff Report

With one more victory each, the undefeated Madison Warhawks (23-0) and HighlandSOFTBALL McLean ers (20-3), perennial girls softball powers, will meet in the Northern Region 6D tournamentchampionship game.

The high school teams got into that position with home-region quarterfinal wins on May 25, following first-round byes. Madison routed the Yorktown Patriots, 11-1, and McLean downed Patriot, 9-0. Each team was scheduled to play a semifinal game May 29 – McLean hosting the Marshall Statesmen and Madison taking on the visiting Battlefield Bobcats.

The region championship game is

June 1 at 7 p.m. at the highest seeded team.

In Madison’s win over Yorktown, the Warhawks had 13 hits. Ace pitcher Alex Echazarreta, who struck out 10, had two hits. Emily Klingman and Nicole Giery (three hits, three RBI) homered.

Nicole Adkins had two RBI and Klingman, Kristy Williams and Kristin Giery had two hits each.

Madison entered the region semifinals with a two-season, 37-game winning streak. The Warhawks were 28-1 last spring, winning region and state championships.

McLean’s win over Patriot extended the Highlanders’ victory string to six games, all shutouts, following consecutive losses on April 24 and 27. McLean outscored those half-dozen opponents,

40-0.

Against Patriot, right-hander Julia Longo hurled a one-hitter with 14 strikeouts. She walked just one. McLean had nine hits. Rachal Remer and Gracen Govan each had two. Heather Geisler, Riley Simon, Gaby Norton, Kiley Mabus and Emily Sanchez had one each.

Prior to the region tournament, McLean won the Liberty District tourney by blanking top-seed and host South Lakes, 2-0, in the championship game.

(McLean lost to South Lakes in two regular-season games, the last being by a 7-0 score on April 27.)

In the title game, Longo hurled the two-hit shutout with seven strikeouts and one walk. The Highlanders scored in the first and six innings on hits by Geisler, Mabus and Simon.

McLean was 2-0 in the district tournament, blanking Yorktown, 2-0, in the semifinals after receiving a first-round bye.

National District tournament champion Marshall (16-8) was 2-0 in the region tourney when the week began with a 1-0 first-round win over Langley, then a 6-5 quarterfinal victory over Chantilly.

That win was Marshall’s ninth victory in a row.

Madison Wolfe had two hits and Maya Casey pitched a complete game with five strikeouts.

In the win over Langley, Casey went the distance and Sela Scheinman had two hits and one RBI. Marshall won with just three hits.

Langley finished with a 10-13 record.

2-1, in the first round, the Marshall and McLean girls went 1-1, the Madison boys were 1-1 and the McLean boys were 0-1. The Madison boys defeated McLean, 1-0, in the first round then lost to Osbourn, 2-0, in the quarterfinals.

Marshall’s girls nipped W-L, 1-0, then lost to Chantilly, 2-0; and the McLean girls downed Centreville, 4-1, then lost to Patriot, 1-0.

Overall, the Warhawks have won six straight district tournament crowns, and eight of nine, winning the 2018 title despite having just one starting position player returning.

“We really wanted to win this district right off the bat,” Gjormand said. “We have talked about resilience all season and being able to come back. We played a tough schedule and it made us battle-

tested. This group has grown up fast.”

Eight different players had hits against Chantilly, with senior shortstop Kyle Novak having two and an RBI. Number nine batter and catcher Chris Polymeropoulos had the biggest game with the bat. He went 3 for 4 with a solo homer, RBI double and a single, stole two bases and scored three times.

Zach Perkins had a two-run single and two steals, Ethan Lipp belted a solo homer, Luke Erdmann and starting pitcher Jake Nielsen added RBI singles and Leas (one steal) and Josh Gjormand each had a hit. Carson Hoffman had one stolen base and Casey Counts had a sacrifice fly.

Chantilly lost despite having 16 hits off three different Madison pitchers and stranding 13 runners. Nielsen was the winner, going five innings with two strikeouts and scattering 11 hits.

“I was never comfortable in this game,” Mark Gjormand said. “Give

Chantilly credit. They are a good hitting team.”

Said Novak: “One of our goals was to come in and make some noise and win this district the first year. Every game is a win-or-lose game in this district, so the little things make such a big difference.”

Dating back to the 2015 season, Madison has defeated Chantilly now in district, region and state tournament championship games.

In the win over Oakton, Novak hit a three-run homer as did Leas and Josh Gjormand was on base four times and scored three runs.

Howat pitched a complete game to get the win, striking out five. Howat and Johnny Hecht (two strikeouts) each pitched in relief against Chantilly.

NOTE: Madison went 8-2 against Concorde opponents this season, losing games to Oakton at home and Chantilly by a 1-0 score on the road late in the regular season.

Familiar rivals were scheduled to face off May 29 in the boys and girls chamgames LACROSSE pionship of the Northern Region 6D high school lacrosse tournaments.

In the girls match, the host Langley Saxons (15-1-1) played the Madison Warhawks (15-3). Langley defeated Madison, 17-10, during a regular-season clash.

In the boys final, the Oakton Cougars (15-3) and Chantilly Chargers, Concorde District teams that have already met twice this season, were to meet in the final. Oakton, which has won five games in a row, defeated Chantilly in two earlier close games this season, one for the district tournament championship.

In the girls final, both teams enter the title game on five-game winning streaks and are 2-0 in the region tourney. Langley routed Patriot, 20-1, then Herndon, 20-7, in the semifinals. Madison downed Yorktown, 21-8, then McLean, 18-6, in the semis.

Madison has been led by seniors Ashley Go, Ellie Socher, Zoe Dyer and Carly Rogers, who is one of the top scorers along with Dyer. Socher has been strong in goal and Go is a leader on defense.

District 17 Expands by One DAVE FACINOLI Staff Writer

For the second straight season, the summer’s American Legion District 17 baseball league will expand by one team.

LEGION BASEBALL Alexandria Post 129 will rejoin the district, giving the league seven teams. Last summer McLean Post 270 rejoined the district. Each previously had fielded Legion teams in past years, before dropping out of the league.

Until McLean 270 rejoined, the district fell to just five teams, well below more than 20 teams years ago before summertime travel baseball leagues and teams existed.

“This makes the district stronger. We want to keep growing and get [Fairfax] Post 177 back in the district and others,” District 17 commissioner Bill Murphy said. “We’ll keep trying and reaching out to get more teams.”

The other District 17 teams are Alexandria Post 24, Arlington Post 139, Falls Church Post 130, Springfield Post 176 and Vienna Post 180.

Post 129 will consist of players who attend T.C. Williams, Stuart, Bishop Ireton and St. Stephen’s & St. Agnes high schools. Allan Lee will be the team’s manager.

Vienna Post 180 manager Nick Good said he is excited about his team’s potential this season, especially with returning pitcher Jake Nielsen from Madison High School and standout player Justin Taylor, a pitcher/shortstop, from Flint Hill joining the squad. Both will play Division I college baseball – Nielsen at Brigham Young and Taylor at Cornell.

Also expected to play for Vienna 180 is 2018 Northern Region 6D Player of the Year Kyle Novak from Madison. The infielder/pitcher also will play Division I college baseball at James Madison University.

“We should have a lot of talented players,” Good said. “We are excited to get started.”

Vienna opens play on May 31 at 7 p.m. at Wakefield High School in Arlington against Arlington Post 139. Good played for Post 139 when he was a legion player.

On Saturday, June 2, Vienna hosts the new Post 129 team at Madison, then June 3 plays on the road at McLean High against Post 270.

McLean’s opening game is May 31 at McLean High against Post 129, then has a bye on June 2.

PLANNING FOR FUTURE OF McLEAN SET TO KICK OFF: The Fairfax County

government is launching its planning study for downtown McLean with three community workshops in June.

The kickoff meeting is slated to take place on Monday, June 4 from 7 to 9 p.m. in the cafeteria of McLean High School. Residents who plan to attend are encouraged to R.S.V.P. at https://bit. ly/2IPXV4S. The 230-acre McLean Community Business Center, is focused around the intersection of Chain Bridge Road and Old Dominion Drive.

After the workshops are completed and a consultant has compiled and analyzed community input, the county will sponsor community meetings in the fall to help finalize the vision plan. Afterwards, a task force will work with county staff to translate the community’s vision into recommendations for changes to the Comprehensive Plan.

The workshops are designed to build on each other and will cover different topics, but it is not necessary to attend all three.

Meetings are slated for: • Monday, June 4, 7 to 9 p.m.: This first workshop will focus on market influ-

ences and development decision-making.

• Wednesday, June 13, 7 to 9 p.m.: This second workshop will focus on planning, design and placemaking.

WASTEWATER TREATMENT PLANT LAUDED FOR 100% DISCHARGE COMPLIANCE: The Fairfax County

government’s wastewater-treatment plant achieved perfect compliance with its National Pollutant Discharge Elimination System permit in 2017.

The designation marks the 20th consecutive year the Noman M. Cole Jr. Pollution Control Plant in Lorton has earned the Platinum Peak Performance Award from the National Association of Clean Water Agencies.

Wastewater Treatment Division Director Mike McGrath said the accomplishment is significant because only two dozen of the nation’s 16,500 wastewater-treatment plants have a compliance record 20

Achieving 100-percent permit compliance means the treated water, or effluent, discharged into the plant’s receiving waters does not create public-health problems or harm the environment.

Forty million gallons of wastewater are treated and released daily at the plant.

The Wastewater Management Program is operated by the Department of Public Works and Environmental Services. The sanitary sewer system is one of the nation’s largest, covering 234 square miles, includes more than 3,400 miles of pipes, which convey wastewater every day from 340,000 residents and businesses.
