Great Falls residents soon will have the chance to examine and comment upon a partnership’s plans to build a 62-unit assisted-living and memorycare facility at 1131 Walker Road.

Reston-based real-estate-advisory and investment company Verity Commercial and assisted-living provider IntegraCare of Wexford, Pa., are seeking a special exception from the Fairfax County government to provide 42 assisted-living units on the proposed facility’s ground and second levels, along with 20 memory-care units on its lower level.

The Great Falls Citizens Association’s Land-Use and Zoning Committee will hold an informational meeting about the proposal on April 18 at 7:30 p.m. at Great Falls Library.

According to the partnership’s leaders, the facility would have multiple dining areas, including a demonstration kitchen, as well as covered porches and an art studio with an overhead “operatory-style” mirror that would allow seated residents to view instructors’ work.

N.Va. Chamber Head Announces Plan to Step Down BRIAN TROMPETER Staff Writer

Jim Corcoran, who as president and CEO of the Northern Virginia Chamber of Commerce oversaw the organization’s renaming and transition to a broader-based mission, will depart sometime during the second quarter of this year, chamber leaders announced April 2.

The chamber did not provide a reason for Corcoran’s exit or a time frame for selecting his successor in the announcement.

Corcoran could not be reached for comment by press time.

“The board of directors of the Northern Virginia Chamber thanks Jim Corcoran for his enormous contributions and remains wholly committed to the Chamber’s future growth and success,” chamber officials said in a media statement.

While the chamber conducts a national search for its new president and CEO, the group’s day-to-day operations will be co-managed by chief operating officer Stacy Stathopoulos and senior vice president Michael Forehand.

Corcoran took the helm at

the chamber in March 2010, succeeding Bill Lecos, who had served as CEO for seven years.

Harry Klaff, chair of the chamber’s board of directors, said Corcoran’s tenure had been “fantastic.”

“We’ve become a leader of business for Northern Virginia and taken leadership positions,” he said. “Most notable is our involvement with [Metrorail advocacy group] MetroNow, which has turned out fantastic results.”

Klaff also credited Corcoran with leading the organization’s rebranding efforts. The group in January 2016 dropped “Fairfax County” from its name and became the Northern Virginia Chamber of Commerce. The chamber also unveiled a rainbow-colored starburst also as part of its new logo.

The rebranding drew a spirited response from Arlington Chamber of Commerce president and CEO Kate Roche, who wrote in a December 2015 letter to Northern Virginia chamber leaders that the “unilateral” name change might confuse the marketplace and infringe on other business organizations in the region.

Jim Corcoran has led the Northern Virginia Chamber of Commerce (formerly the Fairfax County Chamber of Commerce) since 2010. This week, he announced plans to depart the post later in the year.

“This branding change is likely to create the perception that you are an entity that covers the responsibilities that embody the mission of our Chamber,” she wrote.

Before coming to the Northern Virginia chamber, Corcoran had spent 15 years working as vice president of trade relations

for the National Confectioners Association. Before that, he had served as vice president of sales and marketing for Richardson Brands, regional sales manager for Borden and district sales manager for Del Monte Foods.

Corcoran also was president of Westwood Country Club in Vienna in 2008 and helped the

organization increase its membership during the economic downturn.

Corcoran is a well-respected businessman in Northern Virginia and the Washington region, and has been an active member of the community, said Klaff, who predicted he would continue to do so.

Our View: Maybe Justice Stevens Has It Right “Marches alone can’t bring integration, When human respect is disintegratin’,” – P.F. Sloan, “Eve of Destruction,” 1964

The marchers have come, the marchers have gone. Maybe their efforts will have a lasting impact, maybe not.

But, as we prefer discussions that center on the tangible rather than merely aspirational, we were intrigued by last week’s New York Times opinion piece by retired U.S. Supreme Court Justice John Paul Stevens, proposing an aggressive route for those upset with the unwillingness of government to enact more strenuous gun-regulation legislation.

Work to abolish the 2nd Amendment, Stevens said.

Without taking a position on either the specifics or the generalities of the gun-control debate – that is way above our pay grade – we will admit to appreciating the moxie of Stevens’ proposal. It takes the back-and-forth arguing out of the realm of theoretical and into the world of practicalities.

Amending the U.S. Constitution is no easy task. It starts with garnering two-thirds support of each house of Congress, followed by the backing of three-fourths of the states (38 in total; the District of Columbia does not get a say).

That’s an exceptionally high bar, and purposely so. But it’s an issue gun-control advocates could use in the 2018 political

season, and see how it plays out.

And there is precedent for a repeal effort: Congress in 1933 approved and sent to the states a proposed constitutional amendment repealing the 18th Amendment, which had imposed Prohibition on the nation 14 years earlier.

It took just nine months and 15 days for the requisite number of state legislatures (Virginia’s among them) to give their assent. Among states weighing in on what became the 21st Amendment, only South Carolina voted against it.

If Congress balks at sending out such an amendment, there is an end-run provided by the Founding Fathers. If twothirds of the state legislatures (34) call for a constitutional convention, one would be empaneled with authority to propose and send to the states any constitutional amendments it sees fit. Several legislatures are on record in support of such a convention, although the potential chaos that might result likely would scare off others. But who knows?

Talk is cheap – even passionate talk, and there is plenty of that on all sides of the debate about guns in America. Stevens had laid out a difficult, but tangible, option for those who want to battle this issue out in the court of public opinion.

Whether others choose to take up the call will go a long way to determining how serious they are, this time around, on this contentious issue.

Stewart Promises Combat ... Then Diplomacy SCOTT McCAFFREY Staff Writer

Love it or loathe it, the rhetorical flourishes were pure Corey Stewart. Combative. Bombastic. Pugnacious.

“I’m going to run the most vicious, ruthless, aggressive campaign you have ever seen, and we are going to win,” he said, later throwing in “cut-throat” and “brutal” when a fan in the audience asked him to repeat the mantra for those watching online.

Stewart, one of three contenders for the Republican U.S. Senate nomination, on March 28 became the first to make his case before the Arlington County Republican Committee.

“It’s really great to be here in occupied territory,” Stewart – who chairs the Prince William Board of County Supervisors – said of his appearance in Arlington, which long has been dominated by Democrats.

(But it also may be somewhat hostile territory for Stewart even among Republicans; while he won 42.5 percent of the vote in last year’s statewide gubernatorial primary, losing narrowly to Ed Gillespie in a three-way race, Stewart only picked up 26 percent of the vote in Arlington.)

Those expecting rhetorical red meat tossed to the audience were not disappointed:

• On Democrats: “There really should be an intelligence test to run for office.”

• Also on Democrats: “Up here in Northern Virginia, we know what it’s like to deal with these left-wing lunatics.”

• On potential general-election rival U.S. Sen. Tim Kaine: “He’s forever tied to Hillary Clinton and all the stupid things she says.”

• On the recently adopted federal spending package: “That will was absolutely terrible. It funded all the stuff we didn’t want.”

• On Republican primary opponents Nick Freitas and E.W. Jackson (and others): “None of them has ever won a single election in Northern Virginia.”

• On Google, Facebook, Twitter: “It’s justified to break them up.”

• Back to Democrats, this time on the national level: “They’re arrogant and cocky . . . we’re going to kick their teeth out.”

Stewart, Freitas and Jackson will be on the June 12 primary ballot. The winner goes on to an uphill challenge against Kaine, who while he has never been rapturously loved by the Virginia electorate, is seen, in the words of Barack Obama on another occasion, as perhaps likable enough.

At the monthly GOP meeting, which drew about 75 Republicans to a Courthouse-area restaurant, Stewart said his

combination of a Prince William County power base and the ability to reach out to voters would make him the most formidable challenger to Kaine.

Stewart said Gillespie got it backward in his bid for governor last year: running as a centrist in the primary, then having to veer to the right in the general election to keep the wavering Republican base on his team.

As a result, Gillespie got pummeled by Democrat Ralph Northam, Stewart contends.

Stewart said that, if he wins the nomination for Senate, he would tack to the center for the general election.

“This requires a lot of diplomacy, and I’m going to be doing that,” he said. “You need to go to those places where [voters] aren’t going to go for you, and pick off a few votes. You have to listen to what they’re saying; when you listen, they know you care.”

The meeting got a little zesty when the rank-and-file sparred over the need for President Trump’s centerpiece promise: a border wall between the U.S. and Mexico.

Stewart and some in the crowd favored it, others said it was a waste of money, and a moderate level of spirited verbal hubbub ensued. (“We ended on a good one there,” county Republican chairman Jim Presswood chuckled.)

Field Is Set for MCC’s Governing Board Election McLean Community Center officials have certified nine Dranesville Small District 1A residents – four adults and five teenagers – to run for a total of five seats on the center’s 2018-19 Governing Board.

The board sets policy and provides general oversight for all facilities and programs of the center, including the Alden Theatre and the Old Firehouse Teen Center. The center’s Ingleside Avenue facility currently is under renovation, so its administrative offices are temporarily located at 6631 Old Dominion Drive.

Voting for Governing Board members will be held from on Saturday, May 19, at the McLean Day 2018 festival at Lewinsville Park. Residents also can vote by absentee ballot from April 9 through May 16.

Three adult positions and two youth positions are open this year. The three adult candidates who receive the highest vote counts will serve three-year terms.

Youth candidates – one each from the McLean and Langley high school boundary areas – will serve one-year terms.

Youth candidates do not have to attend those schools to serve on the board.

This year’s adult-position candidates are: • Maria Foderaro-Guertin, a 14-year McLean resident who has been a foreignlanguage and history teacher for 20 years.

• Carole Herrick, an author, historian and former tennis champion who previously served three terms on the Governing Board.

• Terri Markwart, an 18-year McLean resident who formerly was a George Mason University adjunct professor and past

president of the Langley High School Parent-Teacher-Student Association.

• Raj Mehra, a 15-year McLean resident who serves on the board of the Greater McLean Chamber of Commerce and formerly coached youth athletics.

This year’s youth-position candidates in the Langley High School boundary area are: • Brian Kim, who participates on Langley High’s debate and varsity-golf teams and has served as a campaign organizer at the Fairfax County Democratic Committee, an intern at Sejong Geriatric Hospital and a volunteer at Sibley Memo-

rial Hospital.

• Megan Markwart, a Langley High sophomore who plays on the school’s field hockey and soccer teams, is a Student Government Association representative and works at McLean Hardware.

Youth-position candidates for the McLean High School boundary area are: • Serena Aurora, whose candidate statement did not provide biographical details, but said she had held leadership roles on various committees.

• Lauren Herzberg, who plays field hockey on McLean High’s team, studies Spanish, participates in Distributive Edu-

cation Clubs of America (DECA) and helps children with disabilities as a volunteer for Jill’s House.

•Kimya Shirazi, a McLean High junior and 16-year McLean resident.

Write-in candidates will be allowed in the election, but must receive at least 10 votes from 10 residents of the community center’s tax district in order to have their votes counted. For youth write-in candidates, the 10 votes must come from teens who live within the same high-school boundary area as the candidate.

Volunteers Are Being Sought for Environmental Effort in June The Chesapeake Bay Foundation and local partners are seeking volunteers to support the 30th annual Clean the Bay Day, to be held on June 2.

“When thousands of people work together, they make an amazing improvement along hundreds of miles of shoreline. Anyone can help clean up, and the big 30th anniversary is a great time to join,” said Tanner Council, grass-roots manager of the Chesapeake Bay Foundation in Hampton Roads.

Sculpture of Llamas Back in Place at Potomac School Potomac School students and staff had reason to celebrate March 15 when officials unveiled the newly restored concrete sculpture of three llamas, which vandals defaced last December.

The statue, donated by artist Una Rawnsley Hanbury, features three llamas standing in a circle. The artwork has been on the school’s grounds since 1970. It first served as a climbing structure on a playground, then became a landscaping feature on the front of the campus following the school’s renovations in the early 2000s.

But sometime between dusk on Dec. 21 and 5 a.m. on Dec. 22 last year, vandals broke off the heads of the sculpture’s llamas and stole one from the property.

Lorton Stone, which specializes in historic-restoration work throughout the Washington area, repaired the sculpture in February and early March.

The company’s employees reattached the two remaining original llama heads that were in the school’s possession, and constructed a third head to replace the stolen one.

They did so examining the remaining heads, consulting photos of the statue before it was damaged and having an artisan create a mold for the missing third head.

Working from that mold, Lorton Stone fabricated the llama’s head in concrete using an aggregate designed to match the sculpture’s original one. The

final step was to bring the head to Potomac School’s campus and attach it to the sculpture.

While the artwork has been made whole again, the perpetrators still have not been caught and the Fairfax County police investigation remains open, school officials said.

School officials in January began offering a $5,000 reward for information leading to the arrest and prosecution of the sculpture’s vandals. The reward would be in addition to a possible reward by Crime Solvers.

Overall crime in Fairfax County fell by 1.6 percent last year, relative to 2016, but crimes against people rose by 4 percent, county police reported March 29.

In a statement accompanying the statistics, Fairfax County Police Chief Edwin Roessler Jr. thanked local communities for working with police to obtain those results.

Crimes against persons rose in four of five categories, with a total of 8,194 such offenses last year versus 7,879 in 2016.

In 2017 there were 19 homicides, one more than in 2016.

There also were 7,773 assaults (up 4 percent from 2016), 286 forcible sex offenses (up 5.9 percent), three non-forcible sex offenses (up from two in 2016) and 113 kidnapping/abduction cases (down 2.6 percent).

Crimes against property decreased 6.4 percent, with 24,131 cases in 2017 versus 25,789 the previous year. There were 26 arsons (down from 28 in 2016); one case of bribery (same as the previous year); 765 burglary/breaking-and-entering cases (down 7.8 percent); 572 counterfeiting/ forgery cases (down 27.2 percent); 4,646 cases of destruction/damage/vandalism of property (down 7.2 percent); 273 instances of embezzlement (three more than in 2016); 55 cases of extortion/blackmail (also up three over previous year); 3,917 fraud offenses (down 11.7 percent); 12,670 larceny/theft offenses (down 2.6 percent); 711 motor-vehicle thefts (down 16.2 percent); 431 robberies (down 5.9 percent); and 64 stolen-property offenses (five more than in 2016).

Crimes against society rose 10.6 percent, with 7,257 cases in 2017 compared with 6,560 in 2016. There were 6,452 drug/narcotic offenses (up 12.9 percent); no gambling offenses (down from four in

2016); 135 cases of pornography/obscene material (up 50 percent from 90 in 2016); 106 prostitution offenses (down 36.9 percent from 168 the previous year); and 564 weapons-law violations (down 2.9 percent).

Fairfax County police operate eight district stations. The Sun Gazette’s readership area is covered by the McLean, Fair Oaks and Reston district stations.

All three of those stations saw increases in assault cases in 2017. McLean recorded 912 cases (up from 866 the previous year); Reston investigated 706 cases (up from 673); and Fair Oaks saw the biggest jump with 766 cases (up from 675 in 2016).

Those three district stations also recorded more homicides. McLean had three cases in 2017 (up from one in 2016) while Reston and Fair Oaks, which had no homicides in 2016, saw two and three last year, respectively.

Kidnapping/abduction cases were more of a mixed bag. McLean District Station handled eight such cases in 2017 (down from twice that many in 2016) and Reston also investigated eight (down from 10), but Fair Oaks recorded 17 cases (up from six in 2016).

Statistics for those stations typically did not deviate greatly from the previous year’s numbers, but there were some exceptions. McLean District Station in 2017 recorded 659 fraud offenses (down from

813 in 2016); 2,751 larceny/theft cases (up from 2,494); 86 motor-vehicle thefts (down from 108); 808 drug/narcotic offenses (up from 701); and 27 pornography/obscene materials cases (up from four).

Reston District Station investigated 79 robberies last year (down from 93 in 2016), 522 destruction/damage/vandalism of property cases (up from 479) and 1,215 larceny/theft cases (up from 1,116).

Fair Oaks District Station recorded 82 burglary/breaking-and-entering cases in 2017 (up from 72 the previous year), had 505 destruction/damage/vandalism of property cases (up from 477) and 505 fraud offenses (down from 618).

Police told the Sun Gazette the department’s key challenges and priorities in the upcoming year include opioid investigations, gang-prevention efforts, traffic safety, keeping pace with recruitment and training of new officers and fielding requests for service, which rose 8 percent in 2017.

In anticipation of the new South County Station’ opening in 2021 or 2022, the department comprehensively will evaluate and align district-station boundaries to ensure even distribution of calls for service while factoring in the coverage area, traffic and other concerns.

The department also is exploring the possibility of a station in rapidly urbanizing Tysons or Merrifield.

Man Charged After Barricade Situation in Vienna Fairfax County authorities have filed three charges against a 41-year-old Fairfax man who county police said barricaded himself at a Vienna-area home in mid-March.

Officers initially were called to the 2800 block of Hunter Road on March 14 at 11 p.m. after an armed, suicidal man reportedly discharged a round from his firearm.

Patrol officers isolated the area and began talking with the man while crisis negotiators and Special Weapons and Tactics of-

ficers responded to the scene to continue with the de-escalation efforts.

Two hours into the incident, the man ignored commands to surrender peacefully and exited his home with two firearms, police said. The suspect pointed one of the firearms at Officer William Williamson, a 10-year veteran of the county’s police force.

Williamson feared for his life and discharged one round, which did not strike the suspect, police said.

Officers also deployed less-lethal force in the forms of an Electronic Control Weapon, bean-bag rounds and a 40 mm foam projectile.

The suspect – Robert Miller Jr. – was taken to a hospital for treatment of minor injuries and subsequently taken to a mental-health facility for evaluation. He later was released from that facility and authorities are holding him without bond on a number of charges related to the incident.

Marymount and NVCC Ink Agreement on Transfers The presidents of Marymount University and Northern Virginia Community College on March 8 formally signed a new partnership agreement that aims to provide a seamless transition for community-college students aiming toward a four-year degree.

“I want all students at NVCC to think of Marymount as an option,” Marymount president Matthew Shank said at the ceremony. “This partnership will not only help to streamline a more efficient transition, but it will also help to promote our university as a great alternative for students.”

“We’ve always had a good partnership with NVCC, and with this agreement, it’s going to expand,” said William Ehmann, Marymount’s provost and vice president for academic affairs and enrollment management.

Students will be able to complete most core requirements at the community college, and NVCC graduates with a gradepoint average of at least 2.8 are guaranteed admission to Marymount. Coursework that has earned a grade of “C” or higher will be applied toward Mary-

mount undergraduate credit.

Marymount is the first private educational institution to ink a transfer agreement with the community college.

“Education works best when education works together,” NVCC president Scott Ralls said during the ceremony.

Ralls noted that, nationally, community-college students lose an average of 13 academic credits when transferring to other institutions, because the schools’ requirements do not completely align.

Joanna Isabela Lovo, vice president of Marymount’s Latino Student Association, worked a full-time job while enrolled full-time at NVCC. She transferred to Marymount to pursue a degree in early-childhood education with the goal of becoming an elementary-school teacher.

“If it wasn’t for my experiences at NVCC, I really don’t know where I would be,” Lovo said.

“I was beyond satisfied with my courses and the professors that I had. It helped me to transition to Marymount, where I grew so much as a person and became very active in various campus organizations.”

Neil Simon Comedy Classic Is Done Well in Student Show SARAH BOURGEOIS Westfield High School

Five New York women scramble in pursuit of trivia answers, laughing wholeheartedly at new jokes and old memories.

When the host of ‘CAPPIES’ the lighthearted night anREVIEW game swers the coiled wire phone, genuine smiles melt away as they learn their close friend was dumped by her husband of 14 years.

Out of the kindness of her heart and the desire to be less lonely, the messy-yetlovable best friend invites the newly-divorced neat-freak to live with her in H-B Woodlawn’s Secondary Program’s hysterical production of “The Odd Couple – Female Version.”

Originally written featuring two male roommates in 1965, Neil Simon revisited his work to create the female version 20 years later. After nine previews, the show had 295 performances at Broadway’s Broadhurst Theatre. The original Broadway production went on to inspire a film, ABC sitcom and animated series, among other adaptations.

After being kicked out of her home by her husband, Florence roams the streets of New York City, lost and heartbroken.

She finally makes it to the Trivial Pursuit game at her sloppy friend Olive’s apartment. As the girls do what they can to help Florence get through the bad news,

Olive volunteers to take her in, but complications arise when Olive’s messy habits collide with Florence’s obsessive cleanliness.

Katie Rau portrayed Olive with a leisurely attitude that showcased the disorderly qualities of her character. While casually presenting moldy sandwiches as snacks for her guests, Rau masterfully executed nonchalant mannerisms.

The unkempt habits of Rau’s character were skillfully contrasted by the tidiness of Jamie Kang’s portrayal of Florence.

From rearranging miscellaneous junk to making loud noises similar to those of whale calls to “clear her sinuses,” Kang effectively displayed her character’s eccentric quirks.

At the weekly game of Trivial Pursuit, Kang was dedicated to treating the guests properly. As she distributed various drinks and hors d’oeuvres, she carefully placed a napkin on her friend’s lap, enhancing her orderly physicalities and contrasting her roommate’s disheveled ways.

Amy Beesley-Gilman, Caroline Alpi, Vivienne Blouin and Jasmina Tang portrayed the fun-loving and cohesive ensemble of Trivial Pursuit players. As their joyous laughter filled the air, the audience was treated to genuine bursts of talent.

Every player possessed distinct characteristics, yet they meshed into an expertly close-knit group.

Garcia and Cole Smyth. The actors maintained consistent accents, which aided the comedic elements of their punchlines.

While describing the candy they gave to the girls, they unintentionally confused “nougat” with “no good,” which lead to a laughable conversation. The manner in which they reacted to one another, without missing a beat, was smoothly accomplished in every scene.

Impressive technical aspects, such as the set and props, added to the chaos of Olive’s home. With throwback Pepsi cans and crooked picture frames among the artfully placed mess of the New York

apartment, the clutter appeared natural and convincing. Real pasta and drinks were used to bring another sense of realism to the stage.

From devastating divorce to whimsical personalities crowded around a board game, the diverting tale of “The Odd Couple – Female Version” made for a strong production by H-B Woodlawn.

Census Bureau Details Growth in National Population The Dallas-Fort Worth-Arlington metropolitan area’s 146,000-population increase last year was the most of any metro area and Maricopa County, Ariz., saw a population increase of nearly 74,000 — the most of any county last year — according to the U.S. Census Bureau’s new July 1, 2017, population estimates.

The statistics provide population estimates and components of change for the nation’s 382 metropolitan statistical areas and 3,142 counties.

Dallas’ growth is due to a confluence of factors.

“Historically, the Dallas metro area attracts large numbers from both international and domestic migration,” said Molly Cromwell, a Census Bureau demographer. “Many of the other largest metro areas in the country rely mostly on international migration and natural increase for growth.”

Among the nation’s counties, the top 10 with the largest numeric growth are all located in the South and the West. The 10 largest counties in the country all maintained their rank compared to last year.

From July 1, 2016, to July 1, 2017, six of the top 10 largest-gaining counties were in Texas — Bexar, Collin, Dallas, Denton, Harris and Tarrant.

The remaining four counties on the list were Maricopa County, Ariz.; Clark County, Nev.; Riverside County, Calif.; and King County, Wash.

Most of the nation’s 3,142 counties grew. Between 2016 and 2017, 1,790 counties (57 percent) gained population and 1,342 counties (42.7 percent) lost population.

Between 2016 and 2017, the number of counties that showed a positive net migration was 1,661 (52.9 percent), meaning more people moved into the county than moved out, and 1,470 (46.8 percent) counties showed negative net migration, meaning more people moved out of the county than moved into the county.

The St. Louis metropolitan area dropped out of the top 20 most populous metro areas, and swapped places with Baltimore to its new 2017 standing of the 21st most populous area in the nation.

In 1960, St. Louis was the nation’s ninth largest metro area, according to Census data.

The proposed layout includes six vehicle-stacking spaces before the ordering point, and the applicant’s study said there was only a 5-percent chance more than five vehicles would stack up at the ordering station. That figure was based on a traffic-pattern study at the Starbucks in Herndon’s Village Center at Dulles, said Vienna Planning and Zoning Director Cindy Petkac.

Commissioner Mary McCullough questioned vehicle-stacking arrangements and queuing times, given that many of the drinks would not be prepackaged, but rather made to order.

Claudia Humphrey, a project manager with Curry Architects, said efficiency would be improved by having drivethrough customers order six cars back from the pickup window, giving sufficient time to fill orders.

Ordering on average takes 16 seconds and filling orders typically takes 125 seconds, said Adam Updike, a real estate manager for Starbucks. Customers also can expedite the process by ordering in

advance using a mobile-phone app, he said.

Vienna has two other Starbucks locations at 107 Maple Ave., W., and 207 Maple Ave., E. Updike said he could not say if the new coffee shop would involve relocation of one of the existing stores.

If approved, the new Starbucks would close the books on a controversial chapter in town history. Town officials, worried about the restaurant’s impact on neighboring residents, initially resisted allowing Taco Bell at the site. In 1995, the Vienna Town Council approved an agreement with stipulations regarding operating hours, landscaping, lighting and buildingfaçade colors. The town also wrangled with the restaurant chain over its plans to put a sign with the company’s multicolored logo on a pole next to Maple Avenue, and required Taco Bell to install a sign with a brown-and-white logo instead.

Fairfax County Notes ‘SOBERRIDE’ EFFORT HITS A RECORD ON ST. PATRICK’S DAY: A record 978 in-

dividuals in the Washington-metropolitan area used the free safe ride service, SoberRide this St. Patrick’s Day, as opposed to possibly driving home drunk.

“For its hours of operation this St. Patrick’s Day, this level of ridership translates into SoberRide removing a potential drunk driver from greater Washington’s roadways every 44 seconds,” said Kurt Gregory Erickson, president of the nonprofit Washington Regional Alcohol Program, the organization conducting the region’s SoberRide effort.

During the 12-hour period (March 17 at 4 p.m. to March 18 at 4 a.m.), area residents were able to avail themselves of a ride home using the Lyft ride-share service.

This year’s St. Patrick’s Day ridership of 978 SoberRide users surpassed WRAP’s record ridership for the holiday, which had been 606 SoberRide users during St. Patrick’s Day 2012.

Each year, SoberRide is in effect for a host of holidays, including Cinco de Mayo, Independence Day, Halloween and the winter holidays through and including New Year’s Eve. MASTER GARDENER PROGRAM TO FOCUS ON VEGETABLES FOR 2018: In

community groups in McLean have slated a public-safety-preparedness event for Wednesday, April 11 at 7 p.m. at American Legion Post 270 in McLean.

“Keeping the Doors Open After a Disaster” will look at business continuity in the wake of natural or man-made disasters.

The event is sponsored by the McLean Citizens Association, Greater McLean Chamber of Commerce, Fairfax County Federation of Citizens Associations and Great Falls Citizens Association.

McLEAN PROJECT FOR ARTS OPENS NEW EXHIBITION: The McLean Project

for the Arts will open a new exhibition – “Erratic Landscapes: New Works by Artemis Herber” – on Thursday, April 12 in the Bullock | Hitt Gallery at MPA@ ChainBridge, 1446 Chain Bridge Road.

An opening reception will be held on April 12 from 7 to 9 p.m.

Using recycled cardboard, Germanborn and Baltimore-based artist Herber creates intense collaged paintings that

explore the complicated interconnections between human beings and the land. In research, Herber gathers ideas from multiple fields, including philosophy, archeology, economics and architecture.

“Herber’s landscapes offer viewers a visceral experience, as they are scaled in such a way as to invite the viewer into the world she has created, with all its dynamic chaos and slightly frightening beauty,” said Nancy Sausser, MPA’s exhibitions director.

The exhibition runs through June 2.

SEMINAR TO FOCUS ON VOYAGES OF CHINESE NAVIGATOR: A public seminar

– “The Epic Voyages of Zheng He (Cheng Ho) of Ming China” – will be presented on Saturday, April 7 at 2:30 p.m. at Dolley Madison Library in McLean.

Educator Dr. Marshall Lih will discuss the effort by the Chinese Ming Dynasty, which between 1405 and 1433 sent a fleet of 300 ships and 28,000 personnel under Admiral Zheng He through the South China Sea and Indian Ocean to East Africa and perhaps beyond.

The event is sponsored by the Zheng He Society of the Americas.

The Oakton Cougars (4-2-1) finished with a 2-1-1 record and the Marshall Statesmen (3-3) were 2-2 during springbreak high school baseball tournament action last week.

BASEBALL ROUNDUP In the semifinals, Marshall took a 3-0 lead in an eventual 13-3 loss to Potomac High School at Woodbridge High on March 28.

Jason Pan had three hits and two RBI for Marshall, and Danny Hoffman had a hit.

Marshall lost to Colgan, 8-4, in its next consolation game to finish in fourth place, as Patrick Halligan had two hits in the contest.

In its second contest, Marshall got just one hit and played errorless ball in its 3-1 victory over the Woodbridge Vikings at Woodbridge. Right-hander Halligan threw a complete game, scattering eight hits and striking out 10. He also had an RBI. Arata Honda had Marshall’s lone hit and had an RBI. Continued on Page 25

Madison Coach Earns 400th Career Victory DAVE FACINOLI Staff Writer

What began as a quest to improve the program and get that first victory in 1996, by fears BASEBALL followed of being fired after an 0-6 start his second season, has become a 400-win career for Mark Gjormand.

The Madison High School Warhawks head baseball coach for 23 years, Gjormand earned that 400th victory, all at Madison, March 29 at a spring-break tournament in Orlando. Madison defeated River City, 12-8, for the milestone triumph.

129 losses are a lot of losses too,” said Gjormand, in reference to the number of defeats his teams have suffered. “I’m very fortunate and blessed to coach in a great school and community. We have had a lot of great players here. That first year, I was just trying to get that first win and make the program better. You don’t think about anything other than that.”

In addition to the 400 wins, Gjormand’s Warhawks have won two state championships, multiple region crowns and countless district regular-season and tournament banners.

Gjormand, 50, has no plans to stop coaching anytime soon, so 500 victories or more are possible. He is the sixth

public-school head coach in Northern Virginia to win 400 games.

Prior to getting the baseball job at Madison, Gjormand was an assistant baseball and football coach at nearby Marshall under highly-regarded head coaches Dean Sissler (baseball and football) and Mike Skinner and Neil Callahan in football. Gjormand credits those three and others for helping to build his foundation as a head coach.

In early March, teams often don’t closely resemble how they might look and perform much better and are more polished come May. One thing is the March weather, which often stinks and can affect and drastically limit practice times and their quality – forcing some to be held indoors in gymnasiums or hallways or outside in parking lots until the actual playing fields dry or snow melts away.

That happened this year.

Players and teams can’t get into any routine or real rhythm until competing on their actual fields.

There have been years, because of foul weather, when the first time baseball or girls softball teams are playing on their fields for the initial time is the actual opening game of the spring campaign. Ragged and sloppy play is sometimes the result.

“Teams can be totally different and much better in May than how they are playing in early March,” Marshall High School baseball coach Aaron Tarr said. “It happens so often.”

Then there are team lineups, which often change significantly from March to May – regarding where the players play or who plays.

In March, seniors and more experienced upperclassmen tend to get the nod for playing time, and are given the opportunity to remain in the lineup.

As seasons progress and teams might not be doing so well, underclassmen are inserted into lineups, taking the spot of more veteran players.

If success follows, younger players keep their positions. The opposite occurs, too, when upperclassmen replace struggling youngsters.

Those starting lineups in early March can be obsolete come late April or early May. That has been the case for years for spring sports.

So stingy. For the most part, that’s how the McLean Highlanders (6-1) played so BASEBALL have far this season, as they finished second last week with a 3-1 record in a spring-break tournament.

McLean lost 4-2 to the host Potomac Panthers in that March 29 high school baseball title contest in Prince William County. The Highlanders did not walk a batter in the loss and had six hits, but were hurt by multiple errors, leading to Potomac’s runs.

Until that setback, McLean had given away little through its first six games.

and went five innings with six strikeouts and no walks to get the win. He allowed all of Oakton’s three hits.

Merritt and Beahn each threw a hitless inning of relief with a strikeout each. McLean pitchers walked just one.

McLean had just two hits, with its two first-inning runs scoring as a result of Oakton errors. Williams and Pratt had the hits.

Lefty Seth Richards started and worked 42/3 innings for Oakton with six strikeouts.

In an 11-1 win over Osbourn in five innings, Pratt had two hits and two RBI, Ricketts had three RBI, Ben Weinstein and Stieg each had two hits and Williams had two RBI. Putzinger went five innings to get the win with five strikeouts, no walks, allowing two hits. He threw 54 pitches.

Strickland played high school football at Carver High at Winston-Salem, N.C., then in college at North Carolina A&T State University during his freshman season.

Strickland said he prefers to run a spread offense, but will adjust the strategy based on players’ abilities and strengths. He will do that both on offense and defense.

“I coach football to teach life and

prepare players and students for what they will face in life,” Strickland said.

At Flint Hill’s 16th annual books & ball youth clinic on Nov. 4 for girls from kindergarten to eighth grade, three boxes of books were collected, then donated to libraries at schools in the Houston area that were affected by floods from Hurricane Harvey. Some Flint Hill camp T-shirts also were sent along.

For the last seven seasons, the mathematics teacher and North Carolina native has been the head football coach at Eastern High in Washington, D.C., where his team won multiple championships, including two city titles.

“We are hungry to get started coaching with the kids at Marshall,” Strickland said. “Hopefully we can keep that success going they’ve had at Marshall the last few years.”

and freshman teams that combined for a 29-1 record in 2017-18, with the freshman squad going 15-0.

The Marshall Statesmen went 26-4 this past season, won National District and Northern Region 6D girls tournament championships and had a 13game winning streak snapped with a first-round state-tournament loss.

Senior center Clara Ford was Marshall’s biggest star and will be hard to replace, as will graduating senior forward Rachel McFaul.

However, Marshall returns twin sister guards Christina and Mary Trivisonno along with a number of other key players like Zoe Soule, Grace Grill, Rachel South and Valerie Dirkse. All of those players likely will be starters in 2018-19.

The Madison Warhawks boys team went 17-11 this past season, played in a region-tournament title game for the second season in a row (finishing second after winning the title in 2017), then lost in the first round of the Class 6 state tournament to eventual champion South County, 41-40.

Madison loses key starts Aaron Darab, Johnny Hecht, Pepe Conforti and Nick Hugie along with key substitute Damon Koskovich.

John Finney will be the top returning starter. Other top players back who could become starters will be A.J. Arnolie, T.J. Ulrich and Aaron Thompson.

Players from Madison’s freshman team that finished 15-1 this past season likely will join the varsity as well.

Flint Hill School graduate Matt Kennedy received the NCAA’s Elite 90 for BASKETBALL Award Division I men’s basketball for having the highest grade point average (3.897) of any player on the four participating teams at the Final Four on April 1 in San Antonio.

The 6-foot-2 Kennedy, a senior guard, plays for the national champion Villanova men, making the team as a walk-on his junior season. He was a walk-on practice player for Villanova as a freshman and sophomore.

The award, which Kennedy received at a banquet, recognizes an athlete by honoring the individual who has reached the pinnacle of competition at the national-championship level in his or her sport, while also achieving the highest academic standard among his or her peers. The Elite 90 is presented to the student-athlete with the highest cumulative grade-point average participating at the finals site for each of the NCAA’s 90 championships.

Kennedy, finance major, had played in 12 games this season entering the Final Four, scoring two points with three rebounds in a total of 16 minutes. A picture of Kennedy with his awards was shown on the scoreboard during Villanova’s semifinal win on April 1.

“Matt is living a dream,” said Reed, who is in San Antonio watching the Final Four and to support his former player. “It’s an amazing story for Matt.

What he has experienced and done at Villanova has shown so much discipline, perseverance and determination. I didn’t want to miss this.”

Public-Safety Notes MAN CHARGED IN ROBBERY OF MERRIFIELD DRUGSTORE: A man entered

CVS drugstore at 8124 Arlington Blvd. in Merrifield on March 29 at 3:15 p.m. and started concealing merchandise in a bag, Fairfax County police said.

An employee attempted to stop the man, but was assaulted by the suspect and received minor injuries, police said.

Responding officers located the suspect outside the store and arrested him.

Authorities have charged Michael Spruill, 22, of no fixed address, with robbery.

VIENNA POLICE DISARM SUICIDAL MAN: A caller told Vienna police on

March 24 at 7:06 p.m. that an armed suicidal person was in the Vienna area. Officers located the man near Kingsley Road and Meadow Lane, S.W., and disarmed him without incident, police said.

Officers determined the man needed medical assistance and transported him to a hospital for treatment.

VIENNA BANK REPRESENTATIVE ALERTS CUSTOMER TO SCAM: A rep-

resentative at SunTrust Bank, 501 Maple

Ave., W., on March 27 at 2:32 p.m. requested that a Vienna police officer assist with a possible fraud case.

The representative told police a customer had withdrawn $9,000 in cash from his account and would not explain why.

The representative thought the customer could be a victim of fraud.

Police searched the area for the customer with negative results, but the man later returned to the bank and redeposited the money back into his account. The customer told police he had received a phone call from an unknown person claiming that his nephew had been arrested and needed bail money.

After thinking about what the bank representative told him earlier, the customer called his nephew, who told him he was not in jail.

VIENNA MAN REPORTS SOMEONE ALMOST TOOK OUT LOAN IN HIS NAME:

A man living on Niblick Drive, S.E., told Vienna police on March 28 at 10:05 a.m. that his credit union had contacted him and advised that someone had attempted to take out a $30,000 loan using his identity.

Police advised the man on how to protect his identity from further fraud.

VIENNA BUSINESS OWNER FENDS OFF UTILITY-FRAUD SCAM: A business

owner in the 300 block of Maple Avenue, W., told Vienna police on March 29 at 5:27 p.m. that he had received a phone call from someone posing as a Dominion Energy employee, who said his payments were late.

The caller stated if the man did not pay his balance, someone would come within the next hour to shut off the power to the business.

The caller gave the business owner what appeared to be a local phone number to call and make payment arrangements. During the second phone call, the man was asked to provided additional financial information.

The business owner then got suspicious and hung up the phone, police said.

The owner then called Dominion Energy directly and was advised his account was in good standing and that the calls had been a scam.
