The Board of Supervisors on March 6 unanimously signed off on a proposed Fairfax County Department of Transportation (FCDOT) comprehensive-plan amendment that calls for the realignment of Sunset Hills Road to the intersection of Hunter Mill and Crowell roads, construction of a roundabout there and widening Hunter Mill Road to four lanes between the Dulles Toll Road’s westbound ramps and Crowell Road.

While the roundabout option would cost about $3 million more than the traffic signal, it would help preserve Hunter Mill Road’s character by slowing down traffic headed into more residential areas to the north, county staff said.

Transportation planners have sought improvements in this vicinity since 1975. The Virginia Department of Transportation studied possible upgrades in 2000, and Fairfax County’s

MCP’s ‘Harvey’ Is a Humorous Call for Kindness BRIAN TROMPETER Staff Writer

McLean Community Players’ production of Mary Chase’s “Harvey” is a bit bizarre and convoluted at times, but carries an uplifting message.

ON Directed by Eleanore the PuSTAGE litzerTapscott, Prize-winning (!) play is set somewhere in the 1940s in the western United States and opens in the sumptuous home of the Simmonses.

The mother, Veta (Anne Hilleary) is trying to buck up shy daughter Myrtle (Caroline Peterson) at her social debut.

Peterson shines as Myrtle, combining awkwardness with a lascivious curiosity.

Hilleary is a great in her role, too, going into high dudgeon over things large and small and generally being a handful. She thinks ill of her brother Elwood, who drinks too much and claims to be followed around by a 6-foot-plus rabbit named Harvey.

Kevin Dykstra is a bit daffy but affable as Elwood, a role played by the great Jimmy Stewart in a 1950 movie. Elwood is courteous, courtly and polite to a fault.

He’s also an incorrigible flirt.

Veta tries to have Elwood committed to an asylum, but briefly ends up there herself because of a mix-up.

The sanitarium’s staff is worth a mention. Led by the sensible, sane and steady

Dr. Sanderson (Michael Himes), the crew also includes an easily flattered nurse (Amanda Spellman) and a take-no-guff orderly (Justin Trent).

Their boss is the wise but stern Dr. Chumley (Bob Thompson), who soon inherits the conundrum of Elwood and Harvey.

The medicine men present Veta with an option for “curing” Elwood, but she must decide whether to take that irrevocable step.

Set designer Bill Glikbarg makes good use of the tiny stage at the Great Falls Grange. The set for the Simmonses’ drawing room especially is inviting, with tall bookshelves bracketing a fireplace.

(The company usually performs at the McLean Community Center’s Alden Theatre, but that building is closed for a renovation-and-expansion project.)

Sight gags abound, including a hat with two slits cut in the top (what could those be for?) and a painting of Elwood with the otherwise-unseen Harvey.

The play lasts more than two hours, which always makes the intermission seem interminable. At least the scene changes are entertaining, with cast members dancing with each other throughout.

“Harvey” requires considerable suspension of disbelief and much toleration for silliness, but it also conveys an alwayswelcome message about kindness and decency.

Photographer to Discuss Migration of Butterflies BRIAN TROMPETER Staff Writer

Great Falls resident Robin Kent has photographed landscapes all over the world, from Iceland and Yosemite National Park to Antarctica, but also has sought an elusive, mobile quarry: monarch butterflies.

Tens of millions of the iconic orangeblack-and-white butterflies shuttle back and forth between southern Canada and Mexico. He began photographing them in Great Falls and Lorton and checked out the monarch program at the Cape May Bird Observatory in New Jersey. In 2011, he went to central Mexico to see the monarchs’ winter destination.

The journey to El Rosario Monarch Butterfly Preserve proved arduous. After a four-hour bus ride from Mexico City, Kent and his group were driving in a pickup truck for 45 minutes on a one-lane mountainside road, then rode horses for an equal period and finally hiked for another 45 minutes. The mountain’s 10,000foot altitude left the butterfly enthusiasts short of breath.

“You can’t train for that unless you do it at altitude,” he said.

Photographing wildlife is far more difficult than it looks. One needs considerable patience to brave the elements, wait for the right light and position oneself to photograph wary animals. Unless using remote-controlled cameras that animals trigger up close, photographers often must shell out big money for long telephoto lenses.

The monarchs’ migration posed special challenges. It proved tough to capture the scale of their armada. Kent sometimes did so by shooting video; on other occasions, he used a computer to stitch together several photos of a scene.

The monarchs also tended to roost in clumps of thousands under shaded oyamel pine tree branches, making it harder to obtain attractive photos, he said.

Kent played a video he shot of thousands of butterflies emerging along a mountainside road in Mexico.

“It was like an orange snowstorm,” he said, adding that police restricted motorists to 10 mph to avoid harming the delicate creatures.

Kent will show photos and videos and discuss his experiences during a presenta-

tion on March 29 at 7 p.m. at Great Falls Library, 9830 Georgetown Pike. The event is sponsored by Great Falls Studios.

Kent began photographing in earnest following his retirement from the Central Intelligence Agency, where he started out in political analysis and switched to information-technology support.

A book by Sue Halpern, “Four Wings and a Prayer: Caught in the Mystery of the Monarch Butterfly,” in 2000 sparked his interest in the monarchs’ migration.

Kent in January 2018 returned to the same monarch sanctuary in Mexico.

Mindful of the altitude in which he’d be working, the photographer limited himself to a pair of Nikon D850 digital single-lens-reflex cameras and a few lenses, including a versatile 28-300mm zoom.

He intuited that fewer monarchs had made the journey this time around. He was right: The estimated total of 110 million butterflies was down from about 200 million in 2011.

Monarch butterflies (Danaus plexippus) live in many locations in both hemispheres. The migrating group Kent has been observing has been losing population, in part because of a decline in milkweed plants, its food source.

The Environmental Defense Fund has been starting monarch habitats and trying to convince farmers to grow more milkweed, Kent said. In addition, the World Wildlife Fund and groups in Mexico have been trying to prevent illegal logging in that country’s monarch preserves, which deprives the butterflies of roosting places.

Ideally, the migrating population needs to be at least 225 million to remain sustainable, Kent said.

Kent marveled at how scientists over the decades had tagged monarchs to confirm their migration habits. The butterflies cover thousands of miles by wafting on air currents and often several generations are needed to complete the journey back and forth. How butterflies born mid-journey know where to go is a mystery, Kent said.

Artist Laura Nichols of Great Falls Studios said Kent’s presentation will showcase the miracle of the butterflies’ annual migrations and the ecological fragility of the corridor along which they fly.

Kent’s photography is “informed by his keen interest and knowledge of science, technology and conservation,” she said.

Jones said Kent’s photos have earned him a strong reputation. His efforts on behalf of monarch butterflies are significant because of the species’ declining numbers.

“Only this week, I received an e-mail from another source stating that studies estimate the monarch’s population has

declined by 95 percent since the 1980s, and the butterfly faces a June 2019 deadline for an Endangered Species Act listing decision,” Jones said. “Millions of acres of native wildflowers need to be restored very quickly across America on the butterfly’s vast migration route.”

Our View: Not the Strongest of Performances As a public-relations exercise, last week’s press conference (see Page 12) by new Fairfax County Executive Bryan Hill and veteran Deputy County Executive for Public Safety David Rohrer may well have accomplished what it set out to do: take the heat off the county government for what certainly appears to be a longstanding culture of dysfunction within the Fairfax County Fire & Rescue Department.

One presumes county officials expect that the local media, having written and aired its stories, will now forget about the whole matter. Time will tell.

No matter how this particular issue plays out, the

Hill-Rohrer show of last week was not a particularly shining moment. The duo – one a newbie, the other a firmly entrenched member of the bureaucratic leadership – offered little in the way of insight on how they will enforce a culture shift in the fire department.

We’d describe the public performance as a little shaky, which begs the question: If you’re not going to use a press conference to get ahead of the controversy and detail specific steps to ensure improvements down the road, why hold one at all? Without more meat to this particular performance, it might have been better to just release the report without such public fanfare.

Our weekly “Local History” column serves as a welcome trip down memory lane, with a focus on what has changed – and what has not – in local governance.

This week’s rendition (found on the crossword page) has an item that caught our eye from the Northern Virginia Sun edition of March 12, 1936.

It apparently had been a rough winter with copious amounts of snow in the local area, resulting in plenty of school closings.

How did Fairfax County school officials of 1936 plan

to address the situation? They directed that extra classes would be held on Saturdays in coming weeks in order to make up for the time that was lost.

Just imagine what would happen to a superintendent of schools who proposed that in 2018. He or she would be hanged in effigy, because despite what many parents, educators and community leaders says about their ultimate goal for public education as being “all about the children,” the reality is it’s actually “all about the children until it inconveniences us.” Sad, but true.

Well, That’s Certainly Never Going to Happen Again, Is It?

Supervisors Need to Get Serious About Budget Editor: The Fairfax County government leadership again assumes that the default way to manage its budget is to increase the tax burden on residential homeowners.

The pattern – which the Board of Supervisors repeatedly has supported – ignores practical, fundamental questions to end the cycle of uninterrupted tax-and-spend government.

Why not invoke genuine zero-based budgeting to prioritize county programs? Is everything truly indispensable

to county residents at the proposed budgetary levels?

Why not a long-delayed, serious review of county pension plans, which are more generous than adjacent jurisdictions and add 30 cents to every payroll dollar?

Why not challenge the customary Fairfax County Public Schools link of its entire budget to teacher salaries?

The teachers are the critical element in our schools and should be compensated well. But what about the rest of the FCPS budget? There is too much ad-

ministration and bureaucratic demands that overload teachers and detract from their instructional work. Can’t we reward our teachers while reducing the FCPS bureaucracy?

Rather than again turning to the homeowner to finance the status quo, I hope the Board of Supervisors will launch a creative, innovative budgetary review and not just rubber stamp the county executive’s proposal.

Do Fairfax Leaders Want Us to Be Like California?

Editor: Taxpayers and businesses are leaving the California in droves due both to the leftist policies of their politicians concerning immigration and taxation and to generalized moral decay.

It seems that the Democrats who control Fairfax County want to emulate the example of California.

Fairfax’s sheriff is now refusing to hold arrested illegal immigrants for ICE when requested. And now, the Democrat-dominated Board of Supervisors has decided to increase our property taxes once again, to fund employee pay raises and then throw even more money

at Fairfax Country Public Schools.

Lets not forget that this is the same school system that decided to spend $1 million to change the name of J.E.B. Stuart High School (against the wishes of their own students), and the same school system that’s Family Life Education board members recently claimed that “the term biological sex has no meaning,” that sex is an arbitrary thing that is “assigned at birth” and has no biological basis. So Fairfax County school leaders wish to teach our children that biologic sex is fictional.

The taxpayers of Fairfax County should consider theses things before re-

flexively voting against that “evil sexist racist Trump” and “those evil Republicans” in our elections.

Elections do have consequences, and voting for the same old Democrats in Fairfax County is quickly making the county a much more expensive and less desirable place to live, unless of course you like to pay high taxes so that you can walk around piles of human waste and hypodermic needles, as in California.

If you want different outcomes, you need to vote differently.

Fairfax Has Weak Start to Year in Home-Sales Volume A decline in total sales and relatively flat average prices resulted in February’s home-sale figures across Fairfax County ending up in decidedly negative territory.

A total of 768 properties went to closing last month, down 9.2 percent from the 846 transactions in February 2017, according to figures reported March 12 by RealEstate Business Intelligence, based on data from Bright MLS. The average sales price of all properties that changed hands during the month stood at $532,616, down 0.6 percent from a year before, with average prices in two of three segments of the market declining: • The average sales prices of singlefamily homes declined 5.2 percent to $702,146.

• The average sales price of condominiums was down 1.9 percent to $282,181.

• The average sales price of attached homes, such as townhouses, was up 1.7 percent to $373,360.

A total of 38 properties went to closing at more than $1 million, including one sale for more than $5 million.

Add up the sales and prices, and total sales volume for the month stood at $409 million, down 9.8 percent from $453 million a year before.

Homes that sold in February spent an average of 62 days between listing and ratified sales contract, an improvement from the 68 days required a year before, and garnered 97.7 percent of original list-

ing price, up from 97.1 percent.

Conventional mortgages represented the method of transacting sales in 500 instances, followed by cash (96) and VAbacked loans (86).

Inventory continues to be problematic as the winter season moves into spring, with the 1,653 properties on the market at the end of the month down 22.9 percent from a year before.

Where is the market headed? Like much of Northern Virginia, the data are mixed: Homes coming under contract during the month were way up, but total pending sales still are lagging year-overyear figures.

Figures represent most, but not all, homes on the market. All figures are preliminary, and are subject to revision.

D.C., Inner Core Sees Decrease in Sales Volume: Year-over-year real estate sales and prices were down slightly in D.C. and its inner suburbs in February, according to new data.

A total of 3,043 properties went to closing across region last month, down 1.8 percent from 3,098 transactions in February 2017, according to data reported March 12 by RealEstate Business Intelligence, based on data from Bright MLS. (Figures represent sales in the District of Columbia; Arlington and Fairfax counties and the cities of Alexandria, Fairfax and Falls Church in Virginia; and

Montgomery and Prince George’s counties in Maryland.)

The average price of all homes that sold also was down, declining 1.9 percent to $503,013. The decline was concentrated in the single-family sector, where the $594,871 average sales price dipped 5.1 percent from a year before.

The other two legs of the market saw improved sales prices, with attached homes up 1.6 percent to $432,586 and condominiums up 0.9 percent to $370,864.

A total of 185 properties sold for more than $1 million.

Add up the sales and prices, and the

total sales volume of $1.53 billion was down 3.6 percent from a year before.

At Forum, Nuns Look Back to Marymount’s Early Era Marymount University

When she was in first grade, Sister Mary Patricia Earl, now a member of the Immaculate Heart of Mary order of nuns, came down with chicken pox. She was immediately isolated from her classmates at Marymount Junior School, then on the campus of Marymount College.

“While we waited for my mother to come and pick me up, the sisters brought me to the main house, and Mother Mary Elizabeth, the president, babysat me until my mother could come,” she recalled. “That was one of the duties of the college president in those days!”

During a discussion forum with Sister Jacqueline Murphy, a member of the Religious of the Sacred Heart of Mary (RSHM) order that founded Marymount, Sister Patricia relayed that and other memories during Marymount University’s Annual Founders’ Day on Feb. 21 at a luncheon in Gerard Dining Hall.

“The RSHM Lived Experience: A 50-Year Reflection” was accompanied by a slide show.

Founded by the RSHM as

a two-year college for women in 1950, MU became co-educational in 1972 and gained university status in 1986. The order of nuns traces its history back to its founding in France Mother St. Jean; the learning institutions they created would evolve into a worldwide network of schools and colleges.

Now director of Marymount’s administration and supervision master’s program in Catholicschool leadership, Sister Patricia once served as principal of Marymount Junior School, and was assistant superintendent of schools for the Roman Catholic Diocese of Arlington for 13 years.

“It has turned out to be almost 51 years,” she said. “I couldn’t go back to Rhodesia, because the revolution took off.”

Sister Jackie also taught at Marymount Junior School before earning a master’s degree in nursing from Catholic University (her first master’s was in classics and linguistics). She worked for 20 years at Washington Hospi-

tal Center, followed by hospicenursing assignments.

Murphy noted that Marymount’s first two presidents – Sister Elizabeth Gallagher, RSHM, and Sister Berchmans Walsh, RSHM – had been her professors when she studied at Marymount College in Tarrytown, N.Y. At the event’s conclusion, Marymount president Matthew Shank thanked the speakers and acknowledged Sister Jacquelyn

Porter, RSHM, who serves as a professor of theology and religious studies.

“We owe her a debt of gratitude for all that she’s done to stabilize, bolster and enhance our Catholic identity,” Shank said.

New Works Offer Creativity and Inclusiveness SCOTT McCAFFREY Staff Writer

WXYZ-TV is a place even more wacky than your typical big-city TV newsroom.

One of the co-anchors has been missing in action for days.

ON The stormchasers are five steps beSTAGE always hind Mother Nature.

The two sports guys constantly bet on the outcome of games while on the air. And the weathercaster – Sunny Raines – always seems to provide a wildly inaccurate forecast.

(Well, that last one does seem like some local TV newsrooms. But we digress.)

Into this dysfunctional mix is thrown a new reporter, a well-meaning hayseed from the Midwest who has a hard time keeping pace with the shenanigans occurring all around her – until a return to her hometown gives her the break of a lifetime.

Such is the premise of “WXYZ: Spelling Out the News So You Don’t Have To,” the second half of a news twin-bill of productions by ArtStream, providing an outlet for performers from around the metropolitan area with intellectual disabilities to team with mentors in staging full-length, original one-act musical productions. The Northern Virginia contingent’s spring productions opened March 15 at the Nannie Lee Center in Alexandria.

“Exciting things are happening,” said Paul Murray, the organization’s treasurer.

His daughter, Chelsea Murray, appears in the night’s other production, “Must Love Music,” the story of a 1960s pop band stranded and almost forgotten on a desert isle.

One of the unique features of ArtStream is that members of the cast and crew – from young adults to seniors – are involved in the creation of productions from the very start.

“The passion of ArtStream’s actors, directors and designers is present from the rehearsal rooms to the stage,” noted board chairman Franklin Myers.

In the case of “WXYZ,” “after a few weeks of deliberation, we narrowed it down to a show about a newsroom,” said director Elizabeth Cronin. “But it couldn’t be just any newsroom; we had to make this one special.”

is forgotten or stumbled over, the program seems to be a labor of love.

“ArtStream is the coolest thing I’ve ever been involved in,” said Jon Paul Frederick, a student at Centreville High School who has served as an on-stage mentor (this year as one of the hapless stormcatchers) for four seasons. He performs on stage with his uncle, Jonathan Frederick.

Carolyn Ricks, who directed “Must Love Music,” noted the whimsical nature of her troupe’s production, which almost has a “Midsummer Night’s Dream” vibe to it, with guardian angels looking out for the best interests of the characters.

The show “is a reminder that ‘good’ is more than skin deep, and that happilyever-after can be for everyone if you open

your heart,” Ricks wrote in production notes.

Founded in 2005 and based in Maryland, ArtStream has continued to expand its footprint with productions and classes in Northern Virginia. New initiatives have opened recently in Reston and Oakton, Murray said.

In recent years, Northern Virginia productions were presented at Gunston Arts Center in Arlington. This year, through a partnership with the Kelley Cares Foundation, shows moved slightly south, to Alexandria.

Conservation Project Is Slated for Community Center BRIAN TROMPETER Staff Writer

Ecological improvements just keep coming to the Vienna Community Center’s grounds.

Vienna Town Council members voted unanimously March 12 to support a memorandum of understanding with the Morton and Spapperi Family Foundation, which plans to install a water-conservation project behind the center in the low-lying area near the Vienna Youth Inc. building and the Piney Branch tributary.

The foundation, created by Vienna residents Kent Morton and Julie SpapperiMorton, will install a native-plant buffer along both sides of the tributary between a triple set of drainage pipes and a steel bridge leading to the adjacent Washington & Old Dominion Regional Trail.

The buffer will reduce the velocity of rainwater runoff headed into the Piney Branch tributary and improve the quality of water leaving the site. The native plants and pollinators selected for project will provide visual interest throughout the year, said Spapperi-Morton, the foundation’s president.

“Initially, there will be snow fencing around the area we’re developing,” she told the Council. “The plants won’t be eaten by deer.”

Some of the project will be financed with funds from the Northern Virginia

Soil and Water Conservation District; the foundation will cover the rest. Under grant stipulations in the conservation district’s Conservation Assistance Program, the town will be required to maintain the native-plant buffer area for the first decade after its installation.

The water-conservation area will take about 90 days to install and work likely will begin this spring.

The foundation already has made its mark on the community, having installed a native-plant garden last October at the Vienna Community Center. Other elements of that initiative, which foundation leaders presented to the Vienna Town Council last August, include educational programs, informational signage and a bee apiary, which would be installed on the community center’s roof.

Vienna to Hold Public Hearing on Transferring Vehicle-Fee Collection to Fairfax County: The Vienna Town Council on March 12 authorized an April 23 public hearing regarding the proposed transfer of responsibility for collecting vehicle-license registration fees from the town to Fairfax County.

Because of occasional billing errors stemming from some residents’ confusion about whether they live within the town’s boundaries, Vienna officials are proposing to have the county government do the billing.

steps two years ago and officials there have reported improved customer satisfaction and a 20-percent increase in fee collections.

Vienna Finance Department officials predict transferring such billing responsibilities to the county would save the town about $15,000 in billing supplies and fees.

The town will adopt the county’s higher charge of $38 for vehicles weighing more than 4,000 pounds. Vienna residents likely will appreciate the elimination of the town’s late-fee penalty, officials said.

“If you have three or four cars and you’re late [in paying], you get nailed,” Council member Howard Springsteen said of the town’s current late-fee arrangement.

Vienna Sets Public Hearings on Budget, Tax Rate, Water-and-Sewer Fees: Vienna Town Council members on March 12 approved a series of public hearings that will let residents weigh in on budgetary and utility matters.

The Council on April 9 will hold public hearings regarding Town Manager Mercury Payton’s proposed fiscal year 2019 budget, and the new water and sewer rates that are part of that package.

Payton’s $38.5 million budget would devote extra revenues obtained through higher property assessments to boosting town employees’ salaries and offsetting higher health-care costs.

Water rates would rise 3.5 percent and

sewer rates 10 percent under Payton’s budget and quarterly service charges also would rise from $15 to $17.45. On average, residents’ annual water-and-sewer bills would increase by $54.44.

Council members on March 12 also approved an April 23 public hearing to discuss Payton’s proposal to maintain the town’s current real-estate-tax rate of 22.5 cents per $100 assessed valuation.

If approved, it would mark the fourth straight year the town had the same tax rate and the seventh in a row in which the rate had been at that level or lower, Payton said.

Fairfax Officials Address Complaints of Dysfunction BRIAN TROMPETER Staff Writer

Fairfax County officials on March 13 released findings from an internal investigation regarding allegations of harassment, discrimination, bullying and retaliation within the county’s Fire and Rescue Department, but did not identify any sweeping policy changes in the offing.

“I respect every single individual that works for Fairfax County, that lives in the United States of America, that lives on this universe,” said County Executive Bryan Hill during a media briefing at the county’s new Public Safety Headquarters in Fairfax. “We are trying to make a change going forward and if we keep looking at the past, that past shapes our future. The future is shaped now.”

The department has been under scrutiny ever since the April 2016 suicide of firefighter Nicole Mittendorff, who claimed to have been bullied on the local Web forum “Fairfax Underground.”

Fire and Rescue Chief Richard Bowers Jr. subsequently assigned Battalion Chief Kathleen Stanley to serve as the department’s Women’s Programs Officer.

Stanley on Jan. 29 resigned from that role, saying it carried little authority and that sufficient progress had not been made regarding a “toxic” and “negative” work climate within the department.

Bowers announced in mid-February that he would retire in April. County officials will conduct a nationwide search to hire a new Fire and Rescue Department chief and hope to announce the hiring of Bowers’ successor by July 10.

Hill, who began his job in early January, on Feb. 22 ordered a review committee to investigate Stanley’s claims. Offi-

cials met with eight groups and listened to their comments and concerns.

“It was candid, it was frank and we got a lot of things accomplished,” Hill said, adding, “Every allegation and complaint has been addressed.”

County officials have received six complaint cases in the last 10 years. One has been settled, one is pending and the remaining four were removed from court, he said.

“We take every allegation seriously,” said David Rohrer, deputy county executive for public safety. “If we can prove something, whether it’s on-duty or offduty, we’ll deal with it. But I have to have evidence, I have to have witnesses, I have to have documentation.”

Rohrer issued a 14-page report March 9 that responded to Stanley’s allegations.

Stanley cited an instance in which a female Fire and Rescue Department captain allegedly had been publicly harassed by a superior and been retaliated against when she asked for an apology.

County officials disciplined that superior and two other employees who did not take appropriate action on the captain’s complaint. Two of those employees appealed to the Civil Service Commission, which ruled the disciplinary actions taken against them could not be upheld.

Rohrer’s report also addressed several other incidents cited by Stanley. Some of the allegations were not substantiated, but others resulted in the discipline of some employees.

Stanley’s resignation letter called the county’s zero-tolerance policy regarding sexual harassment, retaliation and a hostile work environment “a hollow term thrown about with false commitment.”

exhibited by some male employees was not representative of the agency overall.

“Most of the men in this department are amazing people who have grown tired of being compared to the few outliers who create the toxic environment, and they too, want leadership to address the negative behaviors straight on,” Stanley wrote.

A work group recommended that the Women’s Program Officer position be renamed “Uniformed Work Life Officer,” with the goal of having it serve as a “point of contact for all employees, not just women, to come to for guidance, training, resources and grievances.

Some members of the Women’s Initiatives Committee, which advised county officials about the Fire and Rescue Department’s work atmosphere, said they were satisfied with the agency’s findings.

“I think that it’s brought us closer to-

gether,” Fire and Rescue Technician Jennifer Hiner said of the discussions. “I think we’re stronger as a fire department.”

“We definitely just need to move forward,” said Alisha Reakoff, another technician with the department.

(Hiner and Reakoff were made available to the media by the county government.)

The county may need to tweak the Fire and Rescue Department’s structure so Emergency Medical Services personnel do not feel under-appreciated, officials said. Rohrer said he wants employees to feel safe, nurtured, respected, fairly treated and properly rewarded for what they do.

“We want to make sure that all who serve – whether they’re working on a fire ground or as paramedics, EMTs – that all have equitable opportunities, that all are respected for what they do,” he said.

Vienna Council OKs Public-Works Contracts: Vienna Town Council members on Feb. 26 voted 7-0 to double from $75,000 to $150,000 a contact with HD Supply for provision of water meters. The town’s fiscal year 2018 contract rides one that the Suffolk County government has with the company.

The Council at the meeting also unanimously approved the $31,644 purchase of a tandem-axle leaf-collection machine from Old Dominion Brush Co. The new equipment will replace the oldest of the town’s five leaf-collecting machines, which now is 20 years old. One advantage of the new equipment over the old device is its hose will extend from the back of the machine instead of the side, allowing for safer operations by crew members, said Vienna Public Works Director Michael Gallagher.

Council members on Feb. 26 also agreed to spend $18,000 more with American Recycling during the remaining portion of fiscal 2018. The action boosts the company’s contract value to $37,500.

Finally, before adjourning a meeting that had gone on past 11:30 p.m.,

the Council agreed to pay Urban Ltd. $17,000 more for designing drainage and roadway improvements at the intersection of Ninovan and Talahi roads, S.E. The design adjustments, prompted by residents’ feedback, will bring the company’s contract value to $61,675.

Vienna Again Picks Up Budget Award: For the 24th consecutive year, the Vienna town government has received the Government Finance Officers Association’s Distinguished Budget Presentation Award.

The award recognizes the town’s 201718 budget.

More than 1,600 communities nationwide who participate in the program. Each budget recognized by the award demonstrates excellence in a number of criteria, including as a model policy document, financial plan, operations guide and communications device.

Vienna Officials to Front Funds for Base of Town Sculpture BRIAN TROMPETER Staff Writer

The Vienna Town Council on Feb. 26 agreed to a Vienna Public Art Commission request to pay $3,847 to a contracting firm that installed the base for a sculpture outside the Vienna Community Center last summer.

Town officials on Nov. 4 last year dedicated the bronze sculpture in honor of late Mayor M. Jane Seeman and community volunteers. The artwork, titled “Taking Flight,” depicts a boy and a girl playing atop a stack of books.

The sculpture and base will be financed entirely with donations. The art commission paid artists Seth and Missy Vandable $39,000 for creating the sculpture and so far has given approximately $4,770 to ZM3 Group/Mark Stahl Homes to cover part of the base’s $8,616 cost.

The Council on Feb. 26 unanimously agreed to pay the remaining balance to the base’s contractor. The art commission, which garnered $43,769 in donations for the project but only now has $400 in its town account, will raise funds 12

to reimburse the town for the final base payment.

Vienna officials said they will ask Fairfax County for a waiver of the sculpture’s building-permit fee, which would lower the project’s overall cost by $1,640.

Water-Main Breaks Lead to Extra Spending in Vienna: A surge in watermain breaks and ongoing fire-hydrant replacements in Vienna have produced more construction and demolition debris that needs to be disposed of.

The Vienna Town Council on Feb. 26 voted 7-0 to pay contractor Broad Run an additional $35,000 to perform such work during the remaining months of fiscal year 2018. The town already had a $122,000 contract with the company.

Water-main breaks and street repairs also require plenty of crushed stone. Town Council members at the same meeting agreed to more than double the value of a contract with Chantilly Crushed Stone to provide gravel, sand and crushed stone for such repairs.

The Council’s action will boost the town’s contract with the company during fiscal 2018 from $15,000 to $38,000.

Fairfax County Notes PARK AUTHORITY SEEKS VOLUNTEERS TO REMOVE INVASIVE PLANTS:

Spring has sprung, and the Fairfax County Park Authority is seeking volunteers to help eradicate invasive species and pave the way for the return of native plants.

The award-winning Invasive Management Area (IMA) program was established in 2006, and the annual highlight of the program is the spring Take Back the Forest effort. This year, Take Back the Forest begins April 1 and runs through May. Volunteers who help during the designated period will receive a commemorative T-shirt.

Since the IMA stewardship effort started in 2006, 18,250 volunteers have spent 61,266 hours battling non-native plants during nearly 3,000 workdays. Volunteers have removed more than 11,700 bags of invasive plants. Thousands of native species have been planted.

There currently are more than 55 active IMA sites across the county.

PARK AUTHORITY LOOKING FOR AWARD NOMINEES: The Fairfax Coun-

ty Park Authority is soliciting nominations for its 2018 Elly Doyle Park Service Award.

“Everyone is invited to submit nominations to honor the outstanding volunteers and numerous organizations that support park programming and initiatives in Fairfax County,” Park Authority officials said.

The Elly Doyle Park Service Awards were established in 1988 in honor of Ellamae Doyle’s many years of service and accomplishments as a member and chairman of the Park Authority board. Awards are presented to those who have made outstanding service contributions during the past year. Groups and individuals are eligible.

A reception and ceremony will be held in November.

LIBRARIES TO HOST LIGHTBULB-REPLACEMENT PROGRAM: Local residents

will be able to swap their old lightbulbs for new, energy-efficient models at local libraries in April and May. At the giveaway events, everyone can receive one free LED bulb, and those who bring in up to four incandescent or compact fluorescent lightbulbs will see them traded out for new LED bulbs.

“It’s a small change that makes a big impact for residents and the environ-

ment,” said Jessica Lavender, Energy Action Fairfax program manager.

“About 80 percent of households still use incandescent bulbs – but now that prices for LEDs have dropped significantly, it’s the perfect time to make the switch,” Lavender said. “It’s a small change that makes a big impact for residents and the environment.”

Households could cut their utility bill by at least $25 per year by replacing five traditional, incandescent bulbs with LEDs, Lavender said.

Giveaways will be held at the following locations: • Saturday, April 7 from 10 a.m. to 12:30 p.m., Tysons-Pimmit Reigonal Library.

• Saturday, April 14 from 2 to 4 p.m., City of Fairfax Regional Library.

COUNTY POLICE TO PARTICIPATE IN ‘OPERATION MEDICINE CLEANOUT’:

Fairfax County police are encouraging local residents to take advantage of free,

convenient, confidential and safe disposal of unused or expired medications during Operation Medicine Cabinet Cleanout on Saturday, April 28.

Residents may drop off medications at any of the eight Fairfax County district police stations between 10 a.m. and 2 p.m. The stations will accept pills or liquids only, but no needles or pressurized canisters.

Operation Medicine Cabinet Cleanout is a partnership with local businesses in collaboration with the Fairfax County police and health departments, Neighborhood and Community Services, Office of Public Private Partnerships, Department of Public Works and Environmental Services, and the Fairfax-Falls Church Community Services Board.

Inventory, Interest-Rate Concerns Hit N.Va. Market With interest rates trending upward and inventory lower than a year ago, February’s real-estate market across Northern Virginia posted a decline – in terms of overall sales volume – from the same period a year before.

A lack of properties on the market “continued to challenge Northern Virginia buyers in February,” said Rob Wittman, principal broker with Redfin in Falls Church. And the data back him up: There were 2,398 active listings at the end of the month, down nearly 20 percent from February 2017.

Total sales across the region were 1,143 for the month, down 4.1 percent from 1,192 a year ago, according to figures reported March 12 by RealEstate Business Intelligence, based on data from Bright MLS..

The average sales price of $556,791 for all properties was up a fraction of a percent from a year ago, but the average price for single-family homes declined 4.4 percent to $740,584. The average price of attached homes, such as townhouses, was up 4.9 percent to $426,099, while the average price of condominiums was up 6.3 percent to $344,654.

Total sales volume for the month stood at $636.4 million, a decline of 3.4 percent from a year before.

Whether a burst of post-winter buyer activity will be the hallmark of the spring season remains to be seen, but “there are eager buyers in Northern Virginia,” Wittman said.

“Stiff competition from other buyers highlights the need for creativity to find properties and prepare the most competitive offer,” he said.

Lorraine Arora, chairman of the Northern Virginia Association of Realtors, said the prospect of rising interest rates is having an effect.

“Even though interest rates are still at historic lows, such a move [upward] could continue to keep home sales in check,” said Arora, regional managing broker of Weichert, Realtors.

Where is the market heading? The data are mixed, with the number of homes coming under contract in February way up from a year before, but pending sales still in negative territory.

Vienna/Oakton Notes DUNN LORING VOLUNTEER FIREFIGHTERS WIN SALUTE: Before con-

cluding their 2018 session, members of the General Assembly paused to celebrate the 75th anniversary of the Dunn Loring Volunteer Fire and Rescue Department.

The measure was patroned by Del. Mark Keam (D-35th) and state Sen. Chap Petersen (D-34th).

Department personnel “come from all walks of life and include students, accountants, nurses and executives,” the General Assembly noted.

In the fiscal year ending June 2017, the department responded to more than 5,000 calls, a majority of them medical in nature.

The department traces its origins to 1942, when a group of 16 residents led

by Merle Clifford met to discuss the formation of a fire company. Clifford later served as the department’s first chief, and his service station, Clifford’s Garage, was used as a makeshift headquarters, the General Assembly noted.

The department remained an auxiliary of the Vienna Volunteer Fire Department until 1947, when it had grown enough to become independent. In 1968, the department moved into its current station, which was renovated and expanded in 1989.

“Providing life-saving support 24 hours a day, the dedicated and well-trained members of the Dunn Loring Volunteer

Fire and Rescue Department are pillars of their local community who regularly put themselves in harm’s way in service to others,” notes the resolution, which passed both houses of the legislature.

ROADWAY, SIDEWALK IMPROVEMENTS WILL RESULT IN DETOURS: The Vienna

town government on March 26 will begin work on a sidewalk-improvement and roadway-replacement project on Marshall Road, which will result in temporary detours for drivers and pedestrians.

The $1.6 million project will replace an asphalt path with a concrete sidewalk, elevate the roadway, replace curb and gutter, and make additional safety enhancements, town officials said.

Construction work will require use of a detour for drivers along Marshall Road between Rachel Lane and Trowbridge Place. The through-traffic road closure is necessary for safety reasons, and it may mean that the planned three-month project can be completed more quickly, town officials said.

Drivers will use a marked detour utilizing Ware Street, Tapawingo Road, Kingsley Road, and Nutley Street.

Local residents will maintain access to their driveways throughout the project, town officials said.

The sidewalk between Trowbridge Place and Delilah Drive will be closed on

the south side. Pedestrians can cross at the crosswalk at Delilah Drive and Ware Street. A flagger will assist with crossings during school opening and closing hours.

The project will be overseen by A&M Concrete Corp. of Sterling and funded by the town government and a Virginia Department of Transportation grant.

CONSTRUCTION WORK SLATED FOR NOTTOWAY PARK: Construction work

will begin next month on Field #4 in Nottoway Park, located at 9537 Courthouse Road in Vienna.

The Fairfax County Park Authority project will reorient and enlarge the existing rectangular field #4 and will create a 360-foot-by-210-foot multi-sports field in accordance with the park master plan as amended in 2013. The project also includes installation of a synthetic-turf surface on the field.

Funding for this $1.7 million project was provided for in the voter-approved 2016 Fairfax County park bond.

The contractor, FieldTurf, will mobilize and start site construction on April 30, weather permitting. Project completion is anticipated by Labor Day. Construction access to the site is from

the park entrance at Courthouse Road and the existing parking lot located adjacent to Field #4.

Residents can expect parking restrictions to accommodate construction staging of equipment and materials, Park Authority officials said. The trail entrance from the parking lot also will be impacted by construction activities.

NOTTOWAY PARK TO HOST EASTER EGG HUNT: Nottoway Park will host

its annual Easter egg hunt on Saturday, March 31 at the park, 9537 Courthouse Road in Vienna.

Children ages 1 to 9 can bring their own baskets and hunt for candy and eggs filled with treats. There also will be door prizes and visits with the Easter bunny.

Times for the hunt are 10:30 a.m. for those ages 1-2, 11 a.m. for ages 3-4, 11:30 a.m. for ages 5-6 and noon for ages 7-9.

The cost is $10 per child, cash only.

In case of inclement weather, a decision on whether to hold the event will be made by 8:30 a.m. on the day of the program.

The event is sponsored by the Nottoway Volunteer Team, Fairfax County Park Foundation and Fairfax County Park Authority. Proceeds will go toward improvements at the park.

ness across the Washington metropolitan area showed a year-over-year drop in January, part of a broad-based national trend toward declining joblessness.

With 3.39 million local residents in the civilian workforce and about 127,000 looking for work, the unemployment rate of 3.8 percent was down from the 4.1 percent reported in January 2017, according to figures reported March 16 by the federal Bureau of Labor Statistics.

Nationally, unemployment rates were lower in January compared to a year earlier in 337 of 388 metropolitan areas, higher in 39 and unchanged in 12.

MAC rules call for anything but multifamily residential uses along the first floor of the development’s side facing Maple Avenue. Town staff expressed concern because the applicant’s plans call for condominiums on part of that stretch, but said the developer could meet the requirement by integrating the corner plaza more with the retail.

D’Alexander, a Gainesville resident, said he planned to do so, and would provide tables and chairs in that area.

“It would be in line with a coffee shop or bakery, somewhere where people could go and sit and enjoy the space,” he said.

The Town Council in June 2016 voted 5-2 in favor of the first Vienna Market proposal, which would have built 49 townhouse-style condominiums and 26,000 square feet of retail atop an underground parking garage at the site.

But a last-minute protest petition filed by some surrounding property owners triggered a supermajority requirement

mandating at least six affirmative Council votes for passage, thus causing the application to fail.

The Town Council subsequently tightened rules for filing protest positions and reduced the supermajority needed to approve such rezonings.

The new plan’s differences from the original project stem from new MACzone setback, guest parking and impervious-surface requirements approved by the town in 2017, D’Alexander said.

Under the new proposal, the site’s retail would be accessible only from Maple Avenue and there would be 33 below-grade spaces. The previous plan had an entrance and exit along Church Street, N.E., and 105 underground spaces, D’Alexander said.

There also would be nine guest parking spaces and two commercial spaces in the new development, he said.

“With the reduction in those items, I think that we were able to meet and exceed everyone’s expectations,” D’Alexander said, adding that the project will not seek

variances from the town. The site also will be more pedestrian-friendly, he said.

Not everyone who spoke at the hearing shared his optimism. Vienna resident Nancy Logan, who moved to the town from Los Angeles a decade ago, doubted the site would be frequented heavily by pedestrians.

“I don’t see anybody else walking to places in Vienna,” she said. “Cars are still going to be used.”

The MAC ordinance, which the Vienna Town Council approved in fall 2014, allows greater building densities if builders agree to develop their properties under the town’s guidelines for architecture and amenities.

So far, the Council has approved only one MAC project: a combination car wash and Chick-fil-A restaurant that will be built at 540 Maple Ave., W. The existing car wash at the site continued operations after the Council approved the rezoning in 2016, and only recently was fenced off for construction of the new building.

That roundabout, first proposed by the Northern Virginia Regional Commission in 2006, would have required realignment of Sunset Hills Road to the north and demolition of Reston Presbyterian Church, an option deemed undesirable, staff said.

A Hunter Mill Road Study conducted in 2015 and 2016 sought an alternative that would relieve traffic congestion, accommodate more vehicles in the future, bolster access to the Dulles Toll Road and

address vehicle queuing on Hunter Mill and Sunset Hills roads.

Officials held six public meetings and developed seven alternatives, plus a nobuild scenario. The county’s Planning Commission reviewed preferred option on Jan. 24 and subsequent community outreach indicated residents wanted Sunset Hills Road’s realignment to start east of the Edlin School and not feature connections to Hunting Crest Way, officials said.

Not all neighbors liked the new plan amendment. Robert Architect, who lives on Hunting Crest Lane near the roundabout site, predicted the Sunset Hills Road realignment would not be built.

None of the required new land is county-owned and therefore would be expensive to acquire, as would be needed changes to the roadway’s drainage system, Architect said. The proposed new road route also would compromise the Difficult Run/Chesapeake Bay watershed, he said.

“Thus, after two-and-a-half years of studying alternatives, the FCDOT has chosen the most environmentally invasive, most expensive, most topographically difficult and most legally challenging route,” Architect said.

Benise Ungar, vice president of the Hunting Creek Homeowners’ Association, said her property would be one of the most severely affected by the proposed plans.

“The entire realignment route is predicated on the construction of a roundabout instead of the more typical and flexible intersection with a traffic light,” she said.

County staff could not provide dimensions for the planned two-lane roundabout with four entrances and exits, but a roundabout being built at Hunter Mill Road and Mystic Meadow Way in Oakton will be 115 feet in diameter with a 50foot-diameter central circle, Ungar said.

Assuming the addition of one more 12-foot-wide lane at the newly planned roundabout, its diameter would be about

139 feet, she said.

“This proposed roundabout at Crowell will be massive and not compatible with the surrounding residential area,” Ungar said, adding that some affected property owners already have indicated they will not sell the county their land.

Oakcrest School already has spent $1 million for a traffic signal at the intersection, which has relieved traffic congestion, she said.

Oakcrest in 2010 offered to build a roundabout at Crowell and Hunter Mill roads, but four years later, citing the unwillingness of nearby property owners to sell needed right-of-way for the project, successfully appealed to county supervisors to install a traffic light there instead.

Raj Jain, who as president of the Hunting Crest Homeowners’ Association noted he was the only one authorized to speak on its behalf, said residents had expressed concern about traffic, noise and safety with the road’s proposed realignment.

County staff worked with neighbors to forge an acceptable solution, but a noiseimpact-and-mitigation review should be performed before the county finalizes its plans, he said.

Jody Bennett, chairman of the Hunter Mill Defense League’s Land-Use Committee, said the road realignment confirms the area’s low-density residential use currently designated in the comprehensive plan.

The review process addressed the road’s character and the breadth of traffic passing through the area, said Supervisor Catherine Hudgins (D-Hunter Mill).

Hudgins moved for the plan amendment’s approval, but noted it was not perfect.

“We still have a little bit to go here,” she said.

So often in past years, the Madison Warhawks and Lake Braddock Bruins met in either BASEBALL have a preseason scrimmage, a region playoff game or both.

This spring, the perennial region high school baseball powers differed the timing of their meeting with a showdown to begin the 2018 regular season for each team. A more experienced Lake Braddock team won, 8-2, on a cold and sometimes snowy March 17 afternoon in Vienna, powered by two home runs, four doubles and five stolen bases. The Bruins had nine hits.

“The game kind of went the way I expected it might,” Madison coach Mark Gjormand said. “We have a lot of new starters and we are still finding our continuity. They have their whole squad back from last year and they are very good and strong.”

“We have a lot of seniors, and this group has been awesome. They work hard and expect no luxuries and take nothing for granted,” McLean coach John Dowling said.

“We have experience on the mound,” Dowling said.

One returning player McLean won’t have for a while is injured infielder Jackson Kantor. He could miss a month or more.

In the win over Fairfax, Groppe fanned five in three innings, Beahn worked three frames and Putziger one.

They combined for just two walks and allowed.

It seems to happen every year right around March 1, when the outdoor spring high school sports seasons begin. Teased this February with temperatures approaching 70 degrees for a couple of days, the thermometer has plummeted this early March – back to a freezing wintertime cold snap once the teams started playing.

Some baseball and softball games and golf events have been postponed because of cold and frozen fields.

Spots along the first-base and leftfield line on the McLean High baseball field are yet to completely thaw.

Outdoor springtime team members understand and expect early-season cold. They hope for temperatures in the 50s, and maybe the 60s once in a while. Most recently, daytime highs have been in the 40s with wind – meaning nights are in the 30s or colder when games are being completed.

Players in soccer and lacrosse are running around to stay warm. Baseball and softball are more standaround sports, so keeping heated is more of a challenge on cold nights.

Spectators probably suffer more than any because they aren’t moving around. They take various measures to be warm, sometimes watching from inside a vehicle if a playing venue happens to have a sight line from a nearby parking lot. But after an hour or so of being outside and still in 30-degree weather and wind, fingers and toes start to numb no matter what type of gloves or socks are worn.

Some will leave for a bit, retreating to a warm vehicle or building to take a reheating break, then returning.

March cold and wind is nothing new. Some years are worse than others. Those participating in outdoor sports have to soldier through until the warmer winds prevail. A big worry is that sometimes the cold lasts well into April.

High School Roundup HECHT COMMITS TO CATHOLIC FOOTBALL: Madi-

son High School’s Johnny Hecht, a three-sport standout, has committed to play college football at Catholic University.

The 6-foot-4 Hecht was recruited by Catholic as a wide receiver. Catholic plays a wide-open pass-oriented offense and was interested in Hecht because of his height, something the team was lacking at that position.

“I love hearing that,” Hecht said about Catholic’s passing attack. “I live for that type of competition and I’m super pumped to have the opportunity to play four more years.”

Hecht caught 20 passes for 367 yards and two touchdowns for Madison during the fall. He was the team’s punter and played defensive back occasionally.

Hecht was a starting center on Madison’s region runner-up boys basketball team during the winter and is a pitcher this spring for Madison’s baseball team.

Catholic is trying to recruit other local Northern Virginia players to join Hecht.

“I thought Jake pitched his butt off,” Gjormand said.

Madison is scheduled to play at West Springfield on March 20 and at Marshall on March 22, before playing in a spring-break tournament in Orlando.

“We have a tough schedule early. That will make us better,” Gjormand said.

Nearly a couple of dozen senior stars appeared at Oakton High School March 18 to BASKETBALL on participate in the 14th annual Suburban Classic girls high school basketball game.

The all-star contest was for seniors only and was sponsored by the Northern Virginia Women’s Basketball Coaches Association, which was organized in 1982.

Two teams played a 32-minute game, won by the white-jersey West team over the dark-jersey East, 68-62. There was a Special Olympics basketball game at halftime.

“This game is a great opportunity for seniors to have one last game to play,” Priester said. “It’s a fun event and everybody wins.”

Wildthings Promoted to Summer’s Division 1 League DAVE FACINOLI Staff Writer

Watch out Division 1 opponents, here comes a big underdog story – at that will SWIMMING least be the Langley Club Wildthings’ approach this summer, when they join the mighty top group of teams in the Northern Virginia Swimming League.

At the NVSL’s recent seeding meeting, 2017 Division 3 champion Langley Club of Live Oak Drive in McLean was elevated to Division 1, where newcomers usually have a hard time winning any of their five regular-season meets against perennial powers like Overlee, Chesterbrook and Tuckahoe – teams with bigger pools and larger memberships.

“We will be like that ‘Hoosiers’ [basketball] movie – a team with a smaller membership and a smaller pool going against those much larger teams with bigger pools,” said 2017 Langley Club swim-team rep Doug Proxmire.

Langley Club was last in Division 1 from 1967-69, winning a title in 1968.

The Wildthings then gradually fell all the way to Division 12 in 2002 in the 17division league. Then the team’s gradual reclimb began, which included five different division titles, starting in 2004.

Team representatives thought then about the possibility of being moved up to Division 1.

“We made a case for being in Division 2. But it was kind of a perfect storm as far as us being put Division 1, because we were so successful last summer,” current Langley Club team rep Lance Schone said. “On the one hand, the swimmers and families can take pride in this, because our program has really grown at Langley in recent years.

So we are going to cheer the hardest and loudest and make it fun.”

Langley Club will host McLean and

two-time defending Division 1 champion Chesterbrook its two home meets.

The Wildthings travel to multiple-time Division 1 champ Overlee, in addition to Tuckahoe and Highlands.

“We get to go to Overlee and Tuckahoe,” Schone said.

Newcomers to Division 1 have struggled to win a meet in recent seasons, then are moved down to a lower division the next summer. The Wildthings understand the challenge.

“Those other Division 1 teams will come over here, see our smaller pool and probably wonder if it’s the warmup pool,” Schone joked.

The 2018 NVSL season begins in June.

“It’s exciting, because being in Division 1 shows the hard work and how well the team has done,” Proxmire said.

“Maybe the whole team should watch the movie ‘Hoosiers’ to get inspired.”

NOTE: Division 1 will include five McLean pools and Overlee from Arlington. McLean and Highlands Swim are the two other Division 1 team.

In other Northern Virginia Swimming League 2018 changes, the Vienna Aquatic Club Gators have moved up from Division 3 to Division 2, while Hamlet of McLean remains in Division 2.

From the Vienna area, the Dunn Loring Dolphins have fallen from Division 3 to Division 5 and the Lakevale Estate Dolphins dropped one spot from Division 3 to 4. Also, the Shouse Village Sharks of Vienna move up one sport to Division 12.

The NVSL consists of 17 divisions.

There are five regular-season matches plus divisional and all-star competitions that follow the regular-season action.

The entire season is usually over by the end of July or the first weekend of August.

The NVSL divisions are re-seeded sometime in February, prior to the start of each new season. Some teams move, others do not.

This rate will be known as the “lowered tax rate.”

3. Effective Rate Increase: The Town of Vienna, Virginia proposes to adopt a tax rate of $0.2250 per $100 of assessed value. The difference between the lowered tax rate and the proposed tax rate would be $0.0027 per $100, or 1.2 percent.

This difference will be known as the “effective tax rate increase.” Individual property taxes may, however, increase at a percentage greater than or less than the above percentage.

4. Proposed Total Budget Increase: Based on the proposed real property tax rate and changes in other revenues, the total budget of the Town of Vienna, Virginia will increase from last year’s by 4.7 percent.

Public-Safety Notes McLEAN MAN CHARGED WITH MURDER IN GREAT FALLS INCIDENT: A

21-year-old Herndon man died March 16 after an acquaintance allegedly shot him inside a business in Great Falls, Fairfax County police said.

Police dispatched officers to Vapology101 in the 10100 block of Colvin Run Road at 7:40 p.m. after receiving a report about the shooting.

The victim, Bao Hung Van,of Herndon, was found and pronounced dead at the scene. The suspect was still at the business when officers arrived, and was taken into custody without incident.

Authorities have charged Manvinder Aulakh, 22, of McLean with murder and use of a firearm in the commission of a felony. Authorities held him without bond at the Fairfax County Adult Detention Center.

Fairfax County Fire and Rescue Department on March 14 at 12:54 a.m. dispatched units to a reported house fire in the 2400 block of Gallows Road in Dunn Loring.

crash had occurred in front of the house, taking down power lines and a utility pole. Crews initially encountered fluids burning on the roadway as well as a fire under the deck of the two-story, singlefamily house, officials said. Firefighters rapidly extinguished both blazes.

Upon further investigation, firefighters determined there were several small fires in the walls on all levels of the home. They also quickly extinguished those fires.

Four occupants were home at the time of the fire. A neighbor saw fire under the deck of the home and called 911. The occupants were alerted to the fire and evacuated the home before fire crews arrived.

The driver of the involved vehicle, identified as 22-year-old Sean Moynihan, was not injured and was taken into custody by Fairfax County police. Authorities have charged him with driving under the influence.

Fire investigators determined the fire began when an arc started at the electric meter after the device’s power feed was pulled toward it by the car crash.

The incident caused about $10,000 worth of damage, officials said.

CUPANTS: The Fairfax County Fire and

Rescue Department on March 9 at 3:30 p.m. dispatched units to a reported house fire in the 500 block of Highland Street, N.W., in Vienna.

Units arriving at the two-story, singlefamily home found smoke showing from the second floor. Firefighters quickly located and extinguished a fire in a secondfloor bedroom. There were no reported civilian or firefighter injuries.

Two adults and one child were home at the time of the fire. The fire was discovered by one of the occupants when he smelled smoke and saw flames in one of the bedrooms. Smoke alarms in the home sounded shortly after the fire was discovered.

The homeowner attempted to extinguish the fire with a fire extinguisher, then evacuated with the other occupants and called 911.

Fire investigators determined that the blaze started in a bedroom on the second floor.

Five occupants were displaced as a result of the fire and they accepted assistance offered by the Red Cross. Officials estimate the fire caused about $93,750 worth of damage.
