New Fairfax County Executive Bryan Hill on Feb. 20 proposed a $8.42 billion fiscal year 2019 budget that would give county employees raises, boost the school transfer and raise the real estate tax rate by 2.5 cents. The budget is the first for Hill, who arrived in early January to succeed retired County Executive Edward Long. Board of Supervisors Chairman Sharon Bulova (D) acknowledged Hill’s daunting task after just 53 days on job. “This is called baptism by fire, jumping into the deep end,” she said. The budget would be $441 million, or about 5.5 percent, above the previous year’s adopted budget. Fairfax County Public Schools would receive a $95.1 million, or 4.38 percent, transfer increase under Hill’s budget. School funding would constitute 52.8 percent of the county’s general-fund budget. Superintendent Scott Brabrand in January submitted a proposed budget asking for a $96.9 million increase in the school transfer.
