Welcome to the sixth edition of the Culpeper County Resource Guide. is resource guide is a local collaboration of community services organizations intended to keep the citizens of Culpeper informed about programs, services, and resources available to those members facing a number of challenges such as housing, medical care, mental health services, hunger, substance abuse, and transportation. is resource guide is intended for use by EVERYONE in Culpeper County. Healthy Culpeper’s mission is to build a network of support and resources for community members in need of assistance. We believe this resource guide is a tool to help make those needed connections. Boxwood’s residential alcohol and other drug treatment program involves individual, family and group counseling, educational films, lectures, and relapse prevention. Alcoholics/Narcotics Anonymous (AA or NA) groups are held on a daily basis. Family programs and visitation is offered on Sundays. The program also provides cooccurring groups for those with behavioral health and substance use issues. The Boxwood facility is located in Culpeper but serves residents from Fauquier and surrounding counties.
Our mission is to bring restoration to lives destroyed by addiction. We currently meet the immediate needs of the community by
providing weekly, local, 12-Step-recovery support groups known as RESTORE. Our vision is to bring long-term, faith-based recovery homes to this area and to provide nurturing and restorative environments for men and women, ages 20-40, who are struggling with risky, habitual, and debilitating behaviors surrounding the use of alcohol and drugs.

Encompass Community Supports offers referrals and connections to a wide range of services for individuals and families, including senior centers, home-delivered meals, adult day care, advocacy and care coordination, the Voice of Experience newsletter, Senior Medicare Patrol, VICAP, Care-A-Van, Senior Cool Care, the LongTerm Care Ombudsman, and volunteer programs. A free, friendly visitor/caller weekly program that matches interested adults aged 60 and better with volunteers wishing to brighten someone’s day with a phone call or visit. All volunteers are vetted, screened, and trained to participate.

The Alice C. Tyler Village is a nonprofit residential treatment facility serving children and adolescents (ages 5–14) who have experienced trauma, neglect, psychiatric, or developmental challenges. Auxiliary Grants
A supplement to income for recipients of Supplemental Security Income and other low-income aged, blind, or disabled individuals residing in licensed assisted living facilities. Is a non-profit organization dedicated to helping parents create a healthy family unit. The program offers free community resource connections, prenatal and birth planning, childhood development guidance, goal planning, parent and child activities, and parenting education to families that are expecting or have a child. The Foster Care Program

Provides services, substitute care, and supervision for a child on a 24-hour basis until the child can return to his or her family or be placed in an adoptive home or other permanent foster care placement. Assistance is given to children and families in an effort to prevent removal of a child from his or her home. When parents are unsuccessful in changing conditions in the home, it may be necessary to place the child in foster care.
Foster/Adopt Parent Training (PRIDE)

Training for families who are able and willing to provide a temporary home for children from birth to age 18 who are in Foster Care. Foster parents provide a safe, stable, and caring home for children placed with them. Foster parents are part of the team in reuniting children with their families. Foster parents must complete the initial PRIDE training, pass a background check, have space in their home for a foster child, and maintain annual training hours in order to remain foster parents.
Guardianships

Services are designed for individuals who are incapacitated, indigent, and have no suitable person to serve as their guardian. Guardianship ensures that their essential requirements for physical and emotional health are met, and that their financial resources are managed. Guardianship requests must go through the Culpeper County Circuit Court. The Circuit Court makes the appointment and the appointee takes over as guardian for the incapacitated person.
Independent Living Program

Assists foster care youths ages 14-21 in developing skills necessary to transition from foster care to independent living. Independent Living services include activities that are based on a written assessment of life skills. Areas of focus include personal development (such as self-esteem), communication, decision-making, conflict resolution and anger management skills. Examples of independent living skills are career exploration, job skills, money, management, housing, transportation, and legal issues.
Long Term Care Services
Long-Term Care support comes in the form of Medicaid for nursing facility care, and community-based care for adults and children who have passed a screening (UAI, Uniform Assessment Instrument) conducted by Adult Protective Services workers and registered nurses from the Health Department. When a person is eligible for the LTC Waiver, and meets the financial and resource criteria, they are able to start in-home care services, or nursing facility care.
Provides low-income Culpeper County residents who are 18 and over without Medicaid or prescription care with access to medication/prescriptions at a reduced charge or no charge through the Free Clinic. The staff helps them complete an application to be submitted through computer software directly to the prescription drug companies. The medications are provided for free or at a reduced cost to the patient. Clinic staff coordinate the program with local participating physicians.

This community outreach center is a one-stop hub where individuals/families in crisis can access information and referrals to other community partners. Assistance is provided for but not limited to health, transportation, food assistance, home repairs (closed temporarily due to COVID19). Electronic Benefits Transfer (EBT) is the process that the Virginia Department of Social Services uses to deliver SNAP benefits. Temporary Assistance to Needy Families (TANF)

VIEW provides employment education, training, and support services to qualified TANF recipients. VIEW is designed to encourage self-sufficiency through a “work first” philosophy and offers recipients the opportunity to work and continue to receive some TANF benefits and supportive services. ECS Children’s Behavioral Health Support Coordination Services
Support coordination services for children (from birth to age 18) help families understand and connect with services that support a child’s behavioral, developmental, and social needs. These services aim to help children and youth become more involved in family and community life. Different types of support coordination are available, depending on each child’s specific needs.
ITC provides early intervention support and services to families of infants and toddlers from birth through age two who are not developing as expected or who have a medical condition that can delay normal development. These supports and services are available for all eligible children and their families regardless of the family’s ability to pay. Parent Child Interaction Therapy (PCIT) is a program designed for children 2 through 6 years old who are experiencing behavioral and/or emotional difficulties. A PCIT clinician helps teach parents/ caregivers skills to better manage their child’s challenging behaviors and improve the relationship between the parent and child. PCIT is appropriate for children who display any or all of the following: caregiver-child relationship problems, refusal and defiance of adult requests, easy loss of temper, purposeful annoyance of others, destruction of property, difficulty staying seated, difficulty playing quietly, and difficulty taking turns. Prevention services provide evidence-based programs and training focused on substance abuse, opioid/prescription medication misuse and suicide prevention. Prevention services also work closely with community coalitions and community partner organizations to address these community issues. Prevention programs and training include: Mental Health First Aid, Adverse Childhood Experiences (ACE’s), Suicide Prevention Gatekeeper Training, Overdose Reversal Training (REVIVE), and Community Presentations on Resiliency and Life Skills Development.
Encompass Community Supports provides a comprehensive array of referrals and links to services and supports for individuals/ families including Senior Centers, Home-Delivered Meals, Adult Day Care, Advocacy/Outreach/Care Coordination, Voice of Experience newsletter, Senior Medicare Patrol, Virginia Insurance Counseling and Assistance Program (VICAP), Care-A-Van Program, Senior Cool Care, Long-Term Care Ombudsman, and volunteer services. Our Transit Department provides handicapped-accessible transportation to and from agency sites such as senior centers in Culpeper, Fauquier Madison, Orange and Rappahannock Counties.

Adult Behavioral Health Support Coordination services help individuals find, learn about, and access services that address all areas of life affected by behavioral health concerns. Support Coordination includes comprehensive assessment, treatment planning, coordination and linking of other services, home visits, and supportive problem-solving.
Bridges helps adults with intellectual or developmental disabilities by providing training and support in a group setting during the day. Program activities are offered at Bridges have a heavy emphasis on being in the community to build and maintain
community connections and relationships. Supports and skillbuilding opportunities are individualized. There are many opportunities for people to enhance their skills related to social interactions, communication, self-care, budgeting, physical and mental wellness, and safety. The day program hours are typically Monday through Friday, excluding some holidays and in-service days.
This program supports members enrolled in the CCC Plus program by providing primary healthcare service coordination and ensuring safe and effective transitions across the healthcare continuum. These programs work closely with the client and their interdisciplinary healthcare team and provide information and guidance to improve self-management skills, enhance quality, improve outcomes, reduce hospital readmissions, and encourage appropriate health and medical service utilization.
Free workshops are designed for those with chronic health conditions to better manage their health and lead fuller lives, including their caregivers and family members. Interactive workshops cover a range of topics: nutrition, exercise, managing negative thoughts, communication skills with family, friends, and medical professions, decision-making and problem-solving skills. Culpeper Senior Center

Culpeper Senior Center provides eligible adults aged 60 and better with nutritious meals, educational and wellness programs, socialization, fellowship, and recreation through interesting and inspiring activities. Door-to-door transportation may be available upon request. Culpeper Senior Center, where healthy aging is embraced, is open Monday through Thursday, 10 a.m. to 2 p.m.
Encompass Community Supports provides nutritious, frozen meals to adults 60 and better unable to leave their homes due to illness, disability, or frailty, and those who have no assistance preparing meals. Delivered on a set monthly schedule, home delivered meals are developed and based on guidelines from the Virginia Department for Aging and Rehabilitative Services (DARS) and are low in sugar and salt to accommodate special diets. Donations are encouraged to help offset costs, however not required. Home Delivered Meals funding is provided in part by various entities such as Meals on Wheels America.
Encompass Community Supports administers multiple resources in our area for Veterans. We work with different departments within our agency, along with community partners and the Veterans Administration to provide connections and assistance. We assist with applications and help individuals obtain services and support as quickly as possible.
Virginia Insurance Counseling and Assistance Program (VICAP)
The Virginia Insurance Counseling Assistance Program (VICAP) is part of a national network of programs that offers free, unbiased, confidential counseling and assistance for people who have Medicare or are about to enroll in Medicare. VICAP counselors are certified and trained to assist individuals in understanding all Medicare benefits, including Medicare, Medicare Part D, Medicare Advantage Plans, Medigap, and Long-Term Care Insurance. Counselors are available by appointment. Please call and specify your county so we can direct you to the appropriate VICAP counselor.
Residential teams work with individuals who have been diagnosed with a mental illness and/or developmental disability to promote independent living and increase a wide range of skills. An individualized support plan details the supports and skill-building activities that are important to the individual. Some examples include support and skill-building related to social interactions, medication management, household tasks, peer support, community connections, and physical and mental wellness. The types of supports provided are based on the individuals’ assessed needs.
Outpatient clinics help people with mental health or substance use challenges by offering individual and group counseling. Services are offered at both our Fauquier and Culpeper Behavioral Health Clinics. The Culpeper Clinic is open Monday through Friday. For an initial assessment, Rapid Access is provided Tuesday through Friday.

Boxwood’s residential alcohol and other drug treatment program involves individual, family and group counseling, educational films, lectures, and relapse prevention. Alcoholics/Narcotics Anonymous (AA or NA) groups are held on a daily basis. Family programs and visitation is offered on Sundays. The program also provides cooccurring groups for those with behavioral health and substance use issues. The Boxwood facility is located in Culpeper but serves residents from Fauquier and surrounding counties.
Our Peer Recovery Program offers support to individuals and their families on their recovery journey. Whether you're just starting out or working to stay strong in recovery, we’re here to walk alongside you. We also operate the S.E.E. Recovery Center, a peer-run dropin center that offers peer support, recovery groups and events, community resources and more. The S.E.E. Center is open 7 days a week and located in Culpeper.
The Young Adult Coordinated Care (YACC) program provides comprehensive support to adolescents and young adults (15-25) experiencing a first episode of psychosis. This program, modeled from OnTrackNY, offers a team of professionals to support individuals in reducing symptoms and increasing community integration. Services integrate a recovery-based, strength-focused approach, which relies on shared decision making, with cognitive enhancement therapy and support. With an early intervention focus, services are designed for individuals who have been experiencing symptoms for less than two years. Insurance is accepted.
The Peer2Peer Regional Warmline is a free, consumer-run phone service providing peer support, resource referrals, and shared experiences of hope and recovery. An alternative to a crisis line, The Warmline is run by peers with lived experience with mental health and substance abuse issues. All calls are confidential and there is no charge to the caller. The Warmline is available 7 days a week, 24 hours a day, 365 days a year. Operated by the Virginia Department of Behavioral Health and Disability Services, Northwestern Community Services Board, Rappahannock Area Community Services Board, and Encompass Community Supports.

Our Connections program provides collaborative and individualized Applied Behavior Analysis (ABA) services to children and adolescents under the age of 21 who demonstrate significant impairment in adaptive functioning that is related to a current psychiatric diagnosis, such as autism spectrum disorder (ASD).
Children that would benefit from this program:
• Communication difficulties such as delay in, or total lack of, spoken language; impairment in the ability to initiate or sustain a conversation;
• Social skills deficits such as difficulties in developing age-appropriate peer relationships, impairment in the use of non-verbal behaviors such as eye contact and gestures to regulate social interaction;
• Intense behavioral outbursts, unsafe behaviors or elopement;
• Disruptive, obsessive, repetitive, or ritualized behaviors;
• Difficulty with sensory integration.
The main goals of this program:
• Improve the child’s adaptive behaviors;
• Train caregivers to successfully implement and sustain behavior interventions in the home and community;
• Care coordination with other service providers to integrate and maintain behavior treatment plans.
ABA therapy is individualized and tailored to each child’s needs. Services are provided in the home and community where the targeted behaviors are likely to occur.
When clinically appropriate, services may be delivered in the clinic setting.
Clinic services are typically designed to help with the following needs:
• Reducing distractions and interruptions, which may improve skill acquisition;
• A more clinically appropriate space for learning;
• A high level of skill acquisition (early learners);
• Interventions that require a sanitized environment;
• Generalization of skills to the community;
• Opportunities for socialization in a controlled setting.
