Local law enforcement and fire departments helped 45 teens shop on Sept. 10 as a part of The Blue & Red Santa Project’s Teens Dress for Success.

A Culpeper nonprofit took 45 teens shopping at Target on Sept. 10 as a part of their Teens Dress for Success event.

The Blue & Red Santa Project is a communitydriven initiative to brighten the lives of Culpeper’s less fortunate children via events throughout the year and the holiday season.

Culpeper students returned to school about a month ago, letting them know what clothing elements might be missing from their wardrobes.

Crowd gathers for data, solar discussion Nine local groups headed the talk about how the projects may affect the county.

Over 100 people from Culpeper and surrounding areas met at Kildee Farms on Sept. 7 to hear from nine local groups about how data and solar projects on the horizon may affect the county and its future.

Speakers included Spokesman for Culpeper Alliance for Balanced Growth Andrew Gutowski, Chuck Ladner from Friends of Culpeper Battlefields, Julie Bolthouse from Piedmont Environmental Council, Susan Ralston from Citizens for Responsible Solar and Culpeper County Supervisor Susan Gugino, who represents the Stevensburg District.

“There are other issues surrounding these projects that both our elected officials and the citizens of Culpeper need to fully discuss, especially as we’re updating the Comprehensive Plan,” Gutowski said.

“This upcoming town hall will give us a chance to discuss the future of Culpeper.”

Ralston gave a 30-slide presentation at the meeting, which showed maps of both data centers and utility-scale solar projects including CloudHQ Data Center, Maroon Utility-Scale Solar and Attotek's new proposed data center.

In April, AttoTek, Inc. submitted an application to rezone 50 acres Commercial Services and 38 acres Rural Area to Light Industrial in the Stevensburg District to allow for the development of a data center, which is a permitted use in the area’s technology corridor.

The Culpeper County Planning Commission reviewed the application during a meeting on June 8.

According to his application, Martin intends to market the property developers for the development of up to three data center structures.

Over 100 people from Culpeper and surrounding areas met at Kildee Farms on Sept. 7 to learn more about data and solar projects within Culpeper County.

Phase A of construction would consist of a single-story structure of a maxim of 337,500-square-feet. Phase B would consist of two single-story structures for a total of approximately 945,000-square-feet. The proposed buildings will be approximately 45 feet high, including water tanks and equipment located on the roof.

An approximately seven acre electrical substation would also be constructed.

According to Ralston’s presentation, the location of the center’s transmission line is unknown.

The Culpeper County Board of Supervisors will vote at a later date whether to approve the rezoning request.

Earlier this year, Woodbridgebased development firm Marvell Developments LLC, a subsidiary

of Amazon, submitted the request for 20420 Germanna Highway – currently the location of Magnolia Equestrian Center LLC – in order to construct two buildings, totaling over 400,000-square-feet.

During a nearly four hour meeting on April 5, supervisors voted 4 to 3 to approve a rezoning request of over 230 acres of agricultural land on Route 3 in Stevensburg to light industrial, paving the way for Amazon Web Services to construct a data center.

Prior to the vote on March 28, nearly 100 people braved the cold to tour some of Culpeper’s most historical sites in an effort to see the damage that may be done with the passage of a proposed rezoning application from Amazon.

a perspective to help the Culpeper Board of Supervisors when they consider the requested zoning change from agricultural to light industrial to accommodate building data centers next door to some of Culpeper’s most important historic and scenic assets,” the invitation to the tour read.

Despite their efforts, the application was approved.

According to Ralston’s presentation, Northern Virginia has the largest concentration of data centers in the world, with the market still booming.

"Power shortages in Data Center Alley (Northern Virginia) and the need for more land are driving development to Culpeper,” Gutowski said. “There are proposals for two utility-scale solar projects covering almost 3,000 acres of farmland, and over 3 million square of data center projects proposed.”

The land use issues extend beyond the actual footprint of these projects and bleed into power and required transmission lines, which are expected to make an impact on the county’s landscape.

Once a data center is approved, Dominion ratepayers in Virginia pay for it, the presentation continued.

Also, State Corporation Commission (SCC) has final say for the placement of the transmission lines, which frequently result in different routes than Dominion or other local groups have recommended.

Students learn about Sept. 11 terrorist attacks Lessons are taught in both historical and contemporary contexts.

For Culpeper County High School students, the Sept. 11 terrorist attacks are more than just a history lesson.

“Sept. 11 is definitely something that we take pretty seriously here, especially because none of our students were alive when 9/11 happened,'' Culpeper County High School Social Studies Instructional Team Leader Thad Eisenhower.

For at least the past eight years, CCHS has taught its students about the day that changed the United States and the world forever.

On September 11, 2001, four coordinated suicide terrorist attacks using commerical airplanes were carried out by 19 extremists affiliated with al-Qaeda. The hijackers crashed the first two planes into the Twin Towers in New York City, the third plane into the Pentagon and a fourth plane headed for a government building in Washington, D.C., crashed in a field following passenger resistance. Nearly 3,000 people died in the attacks.

Fauquier County teacher, wife found dead at Culpeper home BY

A science teacher at Auburn Middle School in Fauquier County and his wife were found dead at their Culpeper home on Sept. 9, according to the Culpeper Police Department.

At approximately 3 p.m. Friday, the department responded to a 911 call for the area of the 15000 block of Burgandine Avenue, where police found two deceased people inside a residence, later identified as the teacher, 41-year-old Daniel Garrison, and his wife Stacey, 40, of Culpeper.

Police said both people suffered gunshot wounds prior to being found deceased by law enforcement, Culpeper police said.

The investigation is ongoing. The

Culpeper department said it does not presently plan to release any additional information.

Tara Helkowski, director of communications and community engagement for Fauquier County Public Schools, said in a press release Monday the school system notified its staff and families of the death early Saturday. School system officials made plans to support students and staff as classes resumed Monday.

"The well-being of our students and staff is our top priority," Auburn Principal Matt Yonkey said. "We will do everything we can to help them through this experience."

Yonkey and Auburn Assistant Principal Kim Holcomb invited Auburn staff to assemble at the school Saturday evening “to lean on one another and learn plans to support students and staff.”

Fauquier County Public Schools announced Sunday an Auburn Middle School (pictured) teacher died in Culpeper Sept. 9. The school system said it is providing grief counselors to staff, parents and students following the incident.

Along with the school’s counselors, a support team was at Auburn Monday, including school social workers, central office staff and therapy dogs.

Helkowski said grief counselors from Rappahannock-Rapidan Community Services were also on site.

The school system said it's

Farm tour promises of family fun Culpeper’s Farm Tour will take place on Sept. 17-18.

The Culpeper County Economic Development Office is thrilled to celebrate the 25th Anniversary of the Annual Culpeper Harvest Days Farm Tour.

This year’s tour will be held from 10-5 p.m. on Saturday, September 17-18.

Fun for all ages, the tour will showcase both traditional and unique farms in the beautiful Blue Ridge foothills that make up Culpeper County. The event provides a wonderful educational experience and includes an array of hands-on activities and demonstrations.

The 16 carefully selected farms and ag-related businesses on the tour reflect Culpeper’s unique agricultural industry and the millions of dollars in production, wages, and salaries generated in the county and state.

The tour, a self-guided driving experience, can be started at the Welcome Center located at Culpeper Agricultural Enterprises on Route 29, or any of the participating farms. The

The Middle St. Gallery in Washington, Va. will show the watercolors of member-artist Fae Penland at its new location from Sept. 9 through Oct. 2.

Other members of the non-profit cooperative will show works there as well, and there will be a reception for the public on Sept. 10 from 4-6 p.m.

In Penland’s show, “Confluence,” multiple visual images and ideas run together like converging rivers. Several of her vividly colored paintings offer views of cut flowers in glass or ceramic containers, sometimes in isolation and other times densely bunched together in a confluence of humankind and nature. “I ask myself, ‘How can I create a painting that has the movement of nature with the hard shapes of structure?’” she said.

“I use objects in my studio along with my love of music and nature to search for the rhythms, patterns and stories in my watercolors,” she said.

“My goal is to create art that reflects the human spirit with the flow and vitality of life.”

Penland has, over four decades , created highly acclaimed watercolors, oils, and drawings. She says of her roots, “A great deal of my artistic inspiration came from growing up next to a library and university that offered constant visual stimuli and inspiration from other artists.”

Middle Street Gallery, which has kept its name, is now at 311 Gay Street, lower level, with an entrance on Main St. across from Ballard’s. The gallery, www.middlestreetgallery.org and (540) 675-1313, is open Fri., Sat., and Sun. from 11-5 p.m.

Town approves pool agreements The Council voted to supply up to $5 million and 50% of its operating costs.

Culpeper Town Council approved two agreements with Culpeper County, concerning both contribution and operation costs of a public pool during a meeting Sept. 13.

“I don’t feel like the deal is fair but, at the same time, it’s what we need to do to have the pool,” said Councilman Travis Brown.

The Council voted to not only supply up to $5 million for the construction of pool but also 50% of its yearly operating costs.

On Aug. 9, Council voted to move forward with tentative agreements to supply $5 million towards the design and construction of a community pool within the Culpeper Sports Complex as well as pay 50% of the yearly operating costs.

Prior to voting, however, Vice Mayor Bill Yowell expressed concern about whether the town should be responsible for paying 50% since only about ➤ See Pool, Page 15

Councilwoman Meaghan Taylor agreed.

Taylor voiced a similar concern during the Council’s meeting by stating that she believed providing operating costs would result in “double taxing” as town residents pay county tax as well.

“The fact that all of us here as town residents already pay county taxes,” she said. “We are already paying to support this pool in addition to the $5 million coming from the town. Any additional operating expenses that the town is asked to pay I feel like that’s us paying twice.”

Councilman Joe Short agreed the agreement may be an instance of double taxation but agreed the recommendation to supply 50% operating costs should move forward.

“I’m not sure this is the hill we want to draw the sword for that particular topic,” he said. “My thought is that we go ahead with this pool.”

Brown agreed.

“I’m not happy with the deal but I want a pool,” he said.

In an Aug. 23 Public Safety, Public Works, Planning and Community Development Committee meeting, the members recommended that the Town Council approve the Pool Contribution Agreement and the Pool Operations Agreement with a slight change from the drafted agreement.

The members recommended that Council approve the agreement with the modification to require the removal of the 50% operations and maintenance costs and in turn requiring the county to pay 100% of the operations and maintenance costs.

Councilmen Travis Brown pushed back against the objection during the Aug. 9 meeting, arguing the minute difference in funds may put the whole project on hold.

“I’ve waited my whole life for a pool in this town or county. It’s been promised since I was in kindergarten,” Brown said. “If we're going to argue about $20,000 or $30,000 per year and that’s what's going to hold this up moving forward, I think that we're getting our feet stuck in the mud and it's never going to happen.”

Projected operating costs per year total $150,000, split between the two agencies.

Both the town and county have explored options to construct a community pool for “probably decades,” Town Manager Chris Hively said.

Previous efforts have failed most often due to a lack of available funding.

In 2021 and 2022, both governments received significant monies from the Federal American Rescue Plan Act (ARPA), creating a pathway to directly or indirectly make funding available for construction. maria@culpepertimes.com

Over 6,500 people attended the Labor Day weekend rodeo, watching as bull riders fought for the $5,000 first place prize.

Thousands sprawled across Culpeper Agricultural Enterprises Inc. this past Labor Day weekend in Culpeper for the area’s first professional rodeo.

“It was just a great, wholesome family event,” said Chief Executive Officer of Identity Culpeper Jon Russell.

The Culpeper Rodeo put on by Pittsylvania County-based company True Grit Rodeo drew an estimated 6,500 spectators to the grounds to watch brave, talented souls take to large, feisty livestock, hoping to hold on tight enough in order to win the first place $5,000 prize.

Dylan Smith from Ararat, Virignia won first place and Tyler Manor from Indiana got second.

It’s all about the run.

After dropping their first three games of the season to non-Battlefield District foes Rappahannock County (3-0), Harrisonburg (3-2) and Skyline (3-0), the Culpeper County High School girls volleyball team was looking to start district play on a winning note.

Visiting Spotsylvania County had other ideas, though, using efficient offense and stifling defense to beat the Blue Devil girls 3-0 on Sept. 8.

Culpeper second-year coach Nic Jones said that although his team played well as a unit, there were too many times when they allowed the Lady Knight’s multiple consecutive points.

“Volleyball is a game of runs,” Jones said. “When you’re on offense you have to put a string of points together and when you’re on defense you have to stop the other team from doing that.”

In the first set, Spotsy had three runs of three points each and CCHS had one as the Lady Knights took a 25-19 victory.

It was the second set, however, where the visitors showed the power of a long run moving from a 5-5 tie with Culpeper to a 12-5 lead by scoring seven unanswered points. Culpeper scored one point then Spotsy ran off three more to take a commanding 15-6 lead in a set they won 25-16. The Blue Devil girls did have three, three-point runs, but it was not nearly enough.

In the third set, the Lady Knights had runs of four, three and four points and finished the set with a three-point run to secure a 25-18 win.

“We didn’t get into our offense enough,” Jones said.

“With volleyball, sometimes you fall more into playing defense against the other team rather than running your offense. We need to do better with our offense.”

Jones said with that goal in mind he’s been working with the girls on improving their passing so they can go on the attack more.

The Blue Devil girls are a comparatively young team with only two seniors and eight juniors.

Volleyball is not like football or baseball in scoring points. When you miss a serve or make a mistake, the other team gets a point. You have to capitalize on the other teams’ errors to score points. We have to mentally overcome their runs. Sometimes when the other team goes on a run, we play not to make mistakes instead of trying to stop the run and go back on offense.

Many of the teams in the Battlefield District have four or five seniors on the varsity. Jones also noted that one of his seniors – Abygayle Brown – missed the first three games recovering from an injury so she was just working her way into the offense.

Junior Theresa Breckley had four blocks, junior Isabelle Bronesky had two aces and junior Isabella Toscano had three assists.

Senior Allison Brown led Spotsy with 10 points and junior Rylee Perkins added six.

The Culpeper volleyball team was back in action on Sept. 12, but results were not available by press time.

Raising the prize money wasn’t an issue when the event sold out of tickets and needed to replenish two times. The venue, he continued, wasn’t even at its capacity. An estimated 10 more acres could have accommodated cars.

Tickets were purchased from all around the country including Texas and Oregon.

“We definitely brought people into Culpeper from around the country,” Russell said. “It was a big tourism boom for us for sure.”

The rodeo, Russell said, will be-

come the yearly, flagship fundraiser for the Kelly Street Boxing Club.

Primarily for boys coming from single parent households ages 7-17, the program provides a boxing instruction coupled with life skills training.

In 2021, Russell, a former Culpeper Town Councilman, began renovating a garage on the opposite side of his property into a boxing gym for a charitable purpose.

The Kelly Street Boxing Club was born.

VO I C E S Coming together in tragedy and beyond BY

9-1-1 is usually the number designation for an emergency, an emergency being a serious, unexpected, and often dangerous situation requiring immediate action.

This past Sunday, we observed the 21st anniversary of the September 11th terrorist attacks on our Nation, otherwise known as 911. It was a day many Americans will never forget; and at the same time, a day that too many of the U.S. have too easily forgotten.

Everyone remembers where they were when they noticed the breaking news, when they saw the planes plummeting into the Twin Towers; but how quickly have we forgotten the almost unshakable faith and unity that we shared as a people in the aftermath of the tragedy. There were Democrats, Republicans, Blacks, Whites, Hispanic, Asian, and otherwise; they were men, women, gay, straight, religious and atheists alike- they had competing viewpoints then just as they do mow, but it wasn’t enough to separate them.

We knew something then, that if we didn’t coexist together as brothers and sisters then we would perish together as fools. I remember people smiled at each other, opened doors for each other, listened to and looked out for each other, and even if we couldn’t fully trust each other we gave each some benefit of the

Fast forward 21 years later; the conversation has shifted from threats abroad to the domestic threat here at home; it is not the fiery explosions or the destruction of buildings from top to bottom that pose the greatest danger, but the compromise and crumbling of a once sure foundation and specter of implosion that haunts us. We fight each as if we’re each other’s enemy just because we have differing points of view. We behave as if this country belongs to a few, sometimes even having the audacity to tell “the others” to go back to their own country when they were born here. We promote violence, we spread vicious lies for personal gain, and we specialize in both arrogance and apathy toward our neighbors; sadly, our civil wars and partisan politics have played out for the entire world to see.

The diagnosis is evident: we are in trouble and once again in a state

of emergency (9-1-1.) However, what isn’t so evident is the prognosis: what will become of the U.S., what do the next 21 years hold for the Red, White and Blue? That, I believe, is entirely up to us; we must stop the toxicity, stop the infighting, and finally commit to moving forward as One People.

When we were attacked in 2001, none of us were spared; all of us felt fear, all felt the violation of being struck on home soil, we all shed tears, and many lost loved ones. Why wasn’t this shared experience enough for us to finally see our inextricable destinies? Before we’ve gone too far, let us remember the struggles of our past (of 911,) and make the emergency call before our Nation is further injured, or worse, dies.

Lions about town BY

Every year in September and October, the Lions from Culpeper Mid-Day are in the schools and community doing vision and hearing screening. This year they are screening at Culpeper County High School, Eastern View High School, Yowell Elementary and Culpeper Christian.

They are available to screen at any of the other public, parochial or preschools. This screening is required by the state of Virginia to be completed in the fall. Screenings will also take place at two community events in October. The Aging Together Expo will be held at Reformation Lutheran Church on Oct. 13 and Kids Day in the Park on Oct. 15 at Yowell Park.

If you need your vision or hearing screened, come to either of these events.

Thirty-five year Lion R. E. Deane turns 90 on September 19 th . If you see him about town, be sure to wish him happy birthday. He recently received the Valor Award for his 63, that’s right 63 years on Culpeper Volunteer Fire Department. Although he no longer goes on calls, he is present at all their events and you can often find him at the station.

Hog later this month. Others will be serving the Manna Meal on Sept. 23.

The Lions will be collecting new socks during the month of October to be distributed to the homeless and needy in our community. Meet Cocoanut, another senior cat friend, who journeyed to New York from Florida, in pursuit of chicken.

Growing up young and skinny and homeless in the restaurant area of Florida, he dug in the dumpsters for food. He developed a fondness for chicken.

His dumpster digging won the hearts of some visiting children who couldn’t bear to leave him, so before he knew it, he was on his way to a new home in Syracuse, New York.

The family named him Cocoanut to remind them of the fun they had that summer.

Life was good up north. Regular meals, good medical care, and lots of love. Cocoanut flourished. His coat of gray and black gleamed like silver, and everyone said he was beautiful.

He was also very intelligent.

He came when his human family whistled for him, caught treats with his paws, stood on his hind legs to beg for food, and caught mice when bored. He even allowed the children to carry him with one hand under his belly and never scratched or hissed.

Moreover, he was a gentleman.

When one of his young humans brought home a long-haired gray cat, Cocoanut let her sleep in his favorite chair and even eat from his food dish – except when chicken was being served. He had his limits. If dinner was chicken, he put his front paw on her head, and kept her at a distance until he had finished.

He loved chicken so much he would jump in his Mama human’s lap and try to intercept the chicken on the way to her mouth. One time when there was a bucket of Kentucky Fried Chicken as the main course, he found himself in the bedroom behind a closed door. Only mournful wailing, too pathetic to endure, granted him a place beneath the table and morsels of his most favorite food.

Cocoanut was most of all a lover, not only of chicken but also of his Mama human. He sat in her lap, rubbed his face against hers, and nuzzled her neck like a Hollywood Romeo. She was, of course, smitten.

He gave her eighteen wonderful years of joy and comfort. That’s what cats like Cocoanut do best.
