Town moving forward with pool talk A council committee recommended the passage of two agreements with county.

A Town of Culpeper committee voted in favor of recommending the passage of two agreements between Culpeper town and county governments pertaining to the establishment of a community pool.

In an Aug. 23 Public Safety, Public Works, Planning and Community Development Committee meeting, the members recommended that the Town Council approve the Pool Contribution Agreement.

Proposed criteria in the recommended Pool Contribution Agreement include: • Up to 50% of the design cost shall be reimbursed to the county by the town as long as the County enter into a design contract to design the pool by July 31, 2023.

• Up to 50% of the construction cost shall be reimbursed to the county by the town as long as the County enter into a construction contract to construct the pool by July 31, 2024.

• If the county completes construction of the pool and receives a certificate of occupancy by July 31, 2026, the

The members recommended that Council approve the agreement with the modification to require the removal of the town to pay 50% of operations and maintenance costs and in turn requiring the county to pay 100% of the operations and maintenance costs.

Culpeper Town Council voted 9-1 on Aug. 9 to move forward in a tentative agreement to supply $5 million towards the design and construction of a community pool within the Culpeper Sports Complex.

Prior to voting, however, Vice Mayor Bill Yowell expressed concern about whether the town should be responsible for paying 50% of the operating cost since only about 30% of the county’s residents reside within town.

Transplant to open ranch school in Culpeper It is a work program to teach lessons by way of working on the ranch by doing daily duties.

Culpeper’s kids will soon have an outlet to learn leadership and responsibility through farm-focused lessons thanks to Nevada transplant Kim Chappell.

“These kids are so excited to work,” Chappell said. “I cannot even begin to tell you the joy they have once they get their head wrapped around what we’re doing here.”

Chappell, a New York native, recently relocated to Culpeper in July from northern Nevada and began preparations to restart her KinderRanch and RanchSchool programs for school-aged children.

In 2002, Chappell began working horse camps, teaching riding and horsemanship before realizing kids needed help with leadership and life skills. In teaching skills, kids would not only become more successful with not only the horses but also in life.

So Chappell, after working with horses and kids for 30 years, designed the KinderRanch and RanchSchool programs to do just that.

KinderRanch is a program for 4, 5 and young 6-year-olds. It’s designed to teach kids leadership and life skills by using a hands-on approach by working on the ranch with horses, chickens and other livestock.

RanchSchool program is for 7-yearolds and up. It is a work program to teach lessons by way of working on the ranch by doing daily duties such as cleaning stalls, feeding livestock, repairing fences, building, filling/ cleaning water troughs, handling horses, stacking hay, vet emergencies and more.

of the farm, Chappel said, students gain self-esteem, confidence, a cando attitude, teamwork, manners, problem solving skills and more.

“From this, a child’s sense of self and confidence grow as they learn not only how to do stuff but how to be a part of a team where being responsible and accountable matter,” Chappel said.

Both programs have been in operation for over 10 years.

Before becoming a part of the program, Chappell interviews each child with a parent to determine if they’re a right fit.

Although not specifically targeted towards them, participants have primarily been homeschooled children due to the weekday, morning/afternoon hours. Chappell said, however, she’d be interested in ➤ See Ranch, Page 17

Congresswoman Abigail Spanberger joined Virginia leaders and community members in Culpeper on Aug. 23 at Yowell Meadow Park to discuss the bipartisan infrastructure law and how it’s impacting the integration of electric school buses in local schools.

“I’m really proud of the fact that Virginia is really leading the way in the adoption of electric school buses,” Spanberger said. “We have been able to do that because of federal partners, federal legislatures continue to recognize that local governments, communities, industries, school boards, school administrators want options in supporting the ability to build incredible electric school buses.”

CRIME PD: Stolen property monetary sum surpasses $1.5 million Totals for quarter two alone supersede $750,000.

Multiple factors are at play in another record breaking quarter for the Culpeper Town Police Department’s estimated monetary value of stolen property figures.

According to police department reports submitted to Culpeper Town Council, this year’s second quarter - from April through June - sum for estimated monetary value of stolen property totals $758,105.42, pushing this year’s total to over $1.59 million.

According to Town Police, there are a few factors contributing to the increase. The first, they said, is a small number of extremely high value embezzlement and fraud cases. Those handful of cases are six figure values.

In the first quarter of this year, two high-dollar embezzlement cases

initiated the highest estimated monetary value of stolen property figures in the town in recent years.

The embezzlement investigations involve two different local businesses, of which Town Police did not identify.

The cases are not related, but one business had $600,000 stolen and the other had around $110,000 stolen.

Each was stolen by their respective employees.

The second contributing factor, police said, is that they’re seeing an increase in what is being stolen from everyday citizens. Previous larcenies, frauds and embezzlements used to be predominantly in the misdemeanor range, which come in under $1,000, but now the department has seen a growing number of felony cases.

Third, more victims are coming forward to report these crimes than in years past. And lastly, due to their growing success in shoplifting investigations, businesses have increased their reporting of larcenies.

According to police department reports, this year’s first quarter from January through March - sum for estimated monetary value of stolen property totals $839,240.10, superseding total year estimations of stolen property for 2019 ($439,008.80), 2020 ($296,224.36) and 2021 ($380,522.63).

In the first quarter of 2021, police estimated $81,493.65 as the value of stolen property. In 2020, they reported $55,566.29 and in 2019, they reported $165,004.

So far this year, an estimated $9,938.10 of property has been recovered.

Despite the dramatic uptick in monetary value, the frequency of stealing-related crime has remained relatively the same.

In the first quarter of 2022, three burglaries, 55 larcenies and three motor vehicle thefts were reported.

In the first quarter of 2021, one burglary, 88 larcenies and zero motor vehicle thefts were reported.

In the first quarter of 2020, one burglary, 74 larcenies and two motor vehicle thefts were reported.

voted on at a later date on whether they will be accepted or not.

Proposed criteria in the Pool Operations Agreement include: • The pool shall be managed and operated by the county by creating a Public Pool Advisory Board (“Advisory Board’) to provide advice and recommendations with regard to the management and operation.

• There shall be a Public Pool Director (“Director”) hired or assigned by the county, who shall be responsible for the overall management of the pool.

• The County would be the fiscal agent and be responsible for furnishing, purchasing, personnel, payroll, insurance and legal counsel.

Both the town and county have

explored options to construct a community pool for “probably decades,” Town Manager Chris Hively said.

Previous efforts have failed most often due to a lack of available funding.

In 2021 and 2022, both governments received significant monies from the Federal American Rescue Plan Act (ARPA), creating a pathway to directly or indirectly make funding available for construction. maria@culpepertimes.com

Councilmen Travis Brown pushed back against the objection by arguing the minute difference in funds may put the whole project on hold.

“I’ve waited my whole life for a pool in this town or county. It’s been promised since I was in kindergarten,” Brown said. “If we're going to argue about $20,000 or $30,000 per year and that’s what's going to hold this up moving forward, I think that we're getting our feet stuck in the mud and it's never going to happen.”

Projected operating costs per year total $150,000, split between the two agencies.

Expenditures related to the pool are contingent on the town and county successfully executing the two agreements.

Both agreements will need to be ➤ Spanberger, from Page 5 implementation is high upfront costs for both buses and the infrastructure needed for charging. Diesel buses also cost about $125,000 while electric buses cost about $375,000.

“They cost about 60% less to operate,” Farmer continued.

In March, over $1.5 million in federal funding was awarded to school districts across Virginia in order to replace old, diesel buses with clean vehicles.

As a part of the endowment, Culpeper County Public Schools received $80,000 for four buses as part of the Diesel Emission Reduction Act (DERA) School Bus Rebates.

The funds will go towards the replacement of old diesel school buses with new electric,

propane, compressed natural gas, diesel or gasoline buses that will reduce harmful emissions in the environment.

“From start to finish, every element of these buses is American made,” Spanberger said. “What does that mean? Those are jobs…that are really, really valuable.”

“Certainly when we’re looking at global competition, when we are looking at bringing a lot of industries home from countries where we have exported not only industries but a lot of jobs, I think that should be a point of pride for anybody.”

Job fair connects job hopefuls, employers Virginia Career Works Culpeper Center and Culpeper County Public Schools hosted a successful job fair on Aug. 20 at the Culpeper Technical Education Center (CTEC) where over 50 individuals attended and nearly 20 businesses participated.

“It’s exciting to see the connections being made and seeing the community come together to share resources,” said Virginia Career Works Center Manager Jenny Biche.

Attendees and businesses were able to network amongst one another and discuss available employment opportunities. Job seekers were dressed for success with resumes in hand, with some of the employers conducting on site interviews.

Representatives from CTEC and New Pathways, both of whom provide Career Technical

Training, were on hand to provide information about their programs and answer questions about their facilities.

“This was a great opportunity to recruit adults looking to expand their trade skills through our NIMS Machinist Credentials and CNC Milling Operator Programs,” said New Pathways Board Member Roque Castro. “We were able to meet potential students as well as network with local employers who hire the types of students that New Pathways train.”

The Philadelphia prison, closed in 1995, was nicknamed “The Terrordome” and was the site of inmate testing involving dermatological, pharmaceutical, and weapons research projects.

Prisoners were unknowingly exposed to everything from dioxin to LSD.

Health district offers limited supply of monkeypox vaccine The Rappahannock-Rapidan Health District (RRHD) is offering a very limited supply of monkeypox vaccine to residents who have been exposed or are at high risk of being exposed to the virus.

Those who are interested in obtaining monkeypox vaccination should call the RRHD Hotline at 540-308-6072. Those who have a new or an unexplained rash or other symptoms consistent with monkeypox, should avoid crowds and close contact with others and seek medical care for further evaluation and testing.

Monkeypox virus (MPV) infection can cause an illness that includes rashes and other flu-like symptoms.

It does not commonly occur in the United States, but the Virginia Department of Health (VDH) and Rappahannock-Rapidan Health District (RRHD) are responding to an outbreak of cases in the United States.

The current community risk for infection is low.

Most cases of monkeypox associated with this outbreak have been identified in men who have sex with men, yet anyone can get monkeypox if they have close contact with someone infected with the virus.

In the current outbreak, hospitalization and death from monkeypox are rare, but symptoms can still be painful and interfere with daily activities. Symptoms can last for between two and four weeks.

Monkeypox usually starts with symptoms like the flu, with fever, low energy, swollen lymph nodes, and general body aches. Within one to three days, the person can develop a rash or sores. The sores will go through several stages, including scabbing, before healing. They can look like pimples or blisters and may be painful and itchy.

Monkeypox can spread from the

time symptoms start until all sores have healed and a fresh layer of skin has formed. This can take several weeks.

Monkeypox spreads primarily through direct contact with infectious sores, scabs, or body fluids, including during sex, as well as activities like kissing, hugging, massaging and cuddling. Monkeypox can spread through touching materials used by a person with monkeypox, such as clothing and bedding.

It can also spread by respiratory secretions during prolonged, close, face-to-face contact.

September film screenings at the Packard Campus Theater This September, a selection of such futuristic guesses will be screened at Packard Campus Theater.

The series will offer a film every Friday at 7:30 p.m., a matinee on Saturdays at 2 p.m. followed by a 7:30 p.m. screening.

Programs are free and the matinee shows will be family friendly. Children 12 and under must be accompanied by an adult. Seating at the screenings is on a first-come, first-served basis unless otherwise noted.

Wearing face masks is recommended as the theater will open to 100% capacity. Patrons must go through an “airport style” security check, and no large parcels, purses or backpacks are permitted.

Power lines cut by helicopter trimming trees BY

Over 80 residents lost power on Aug. 25 after a helicopter contracted by an Atlanta-based freight railroad company accidentally cut power lines along Brandy Road in Culpeper.

Dave Willett, an employee of a business in the vicinity of the incident, shot video of the helicopter - outfitted with a long piece of trimming equipment - as it flew above the tree line near 16390 Brandy Road. A few seconds after the video begins, the helicopter can be seen jolting backwards, seemingly becoming tangled in the power line.

When the line was cut, a spotter at ground level notified the pilot and established a safety perimeter, said Connor Spielmaker, media relations manager for railroad company Norfolk Southern. Dominion Energy was contacted to make repairs.

trimming services to clear branches and ensure safe passage of trains.

A helicopter is flown with trimming equipment securely suspended from the bottom of it to cut the branches, Spielmaker continued.

The operation includes a spotter at

ground-level to identify obstacles in the path of the equipment.

He wears the number five on his football jersey and by the game was over on Aug. 26, Eastern View High School junior quarterback D’Myo Hunter had the same number of touchdowns.

Hunter, a former defensive back, brought the heat in his first game as quarterback for the Cyclones, passing for four touchdowns and running for another. He directed the offense like an experienced signal caller in leading the Cyclones to a Cannonball Cup victory over visiting crosstown-rival Culpeper County High School, 41-14.

Coach Brian Lowery, who is in his second year at the helm of the Cyclones, was not surprised at Hunter’s poised performance. “He’s got a chance to be special,” Lowery said.

“He was a guard for (Eastern View) last year on the basketball team that went deep in the playoffs and he’s used to having a ball in his hands.”

“Friday, it was just a different ball, but he’s been in pressure situations and handled them admirably. He has good field vision. He sees what’s going on and decides quickly to distribute the ball to one of our playmakers or to keep it himself.”

But it wasn’t all Hunter. The Cyclones had little trouble against a young and inexperienced Blue Devil defensive line in the first half. Most of the damage was done by sophomore wide receiver Brett Clatterbaugh, who caught two of Hunter’s touchdown passes – the first less than three minutes into the game – and ran for a third score.

“Clatterbaugh is one of the best players I have ever personally been around,” Lowery said. “He had a good night on offense Friday, but it’s defense, not offense, that is really his calling.”

“He’s a linebacker for us and already has nine colleges interested in him when he graduates.”

locker room at halftime and then a 16-yard pass from Hunter to Xavier Carr made it 27-0 with just over seven minutes left in the third quarter. Then Culpeper got busy on offense.

“I made some adjustments at halftime,” said CCHS 4th-year coach James Ford. “They had good pressure on Sutherland all night, sacking him seven times, three in a row at one point.

Lowery said Culpeper’s second half efforts impressed him.

“We got humbled (in) the second half,” he said. “It was a punch in the mouth when they scored those two long touchdowns and we needed that.

Culpeper could have quit when they were down 27-0, but it’s a testament to their coaches and players that they didn’t.”

Ford said he was proud of the way his team responded to adversity.

“I like the fight our guys showed,” he said. “They didn’t give up, didn’t look at the scoreboard, they just

played hard when their number was called.”

Lowery said his team needed to work on better communication in the defensive secondary, ball security and doing what they are coached to do up front.

He singled out senior defensive lineman Joshua Perez, sophomore defensive end/lineman Datrez Gahagan and junior wide receiver/linebacker Landon Taylor as doing well on game night.

“Overall, I’m pleased with how the kids responded to adversity,” Lowery said. “They’re buying into our message.”

VO I C E S New call center will benefit aging community BY

Every few years, Aging Together asks the community to let us know about the gaps in services and the needs and preferences of older adults in our community.

This process has been referred to as Aging Together “Community Conversations.” And these conversations help inform Aging Together’s strategic plan.

For example, results from our last Community Conversations indicated the need for better transportation for older adults in the region and for a more coordinated approach.

The Rappahannock-Rapidan Regional Commission (RRRC) responded with the Regional Transportation Collaborative (RTC) Model, which was introduced in the area in late 2019. The RTC concept was created through a multi-agency mitigation process tasked with responding to reductions in funding and losses in mobility services as well as input from community needs assessments.

The new collaborative builds off the existing networking largely

information exchange partnership, Foothills Area Mobility System (FAMS) that served as the area’s mobility model for several years.

The FAMS program traditionally worked with existing transit agencies, volunteer transportation organizations, and human services transportation providers to address critical transportation needs for the elderly and disabled populations in the RappahannockRapidan region. The RTC has expanded the previous partnerships, solidified exchanges of funding and information, as well as introduced new and nontraditional partners into the mobility model.

The key mobility management factor in service provision and coordination is the FAMS OneCall Center (540) 829-5300.

The call center is the first in the state of Virginia and provides a one-stop central point of access to all available public, private, and volunteer transportation services in the region. Through the utilization of a cloud-based data software, staff collect a wide

range of demographic, health, and circumstantial data on transportation needs across the region. In addition to information and referral, the call center staff use the software to coordinate, process, and analyze ride requests and rides given multiple volunteer ride programs.

The RTC works closely with several volunteer driver and village model volunteer driver programs in the region to support the provision of rides for older adults and or people living with disabilities who need transportation to medical appointments or to run essential errands. Partners include Vol Tran (Fauquier County); Care A Van, LOWLINC – Lake of the Woods Village Model (Orange) and Rap at Home Village Model (Rappahannock).

The Marshall Plan | A Fresh Perspective on Our Nation BY

Our national psyche has taken a dive in recent years, polls are consistently showing that most of us believe that our country is heading in the wrong direction.

The once historically optimistic, everyday American appears to have a dark cloud floating over our daily lives.

Inflation, political polarization, cultural rot, badly finished wars, crime, random violence, the ongoing impact of a pandemic we cannot seem to kick, national debt, threats from China, distrust in government and even more sad, each other. As Shakespeare wrote in Sonnet 29, “Yet in these thoughts myself almost despising” rings true.

Just watch a 24-hour cycle of news if you are feeling overly happy or optimistic. Sometimes it takes an Englishman to make us appreciate our own country.

A few days prior to the 4th of July, a great family friend, “our brother from across the ocean” as we like to label him, arrived in the United States for a well-earned, meticulously planned 7-week retirement vacation from his home in England.

Our friend Dave Brown is a newly retired harbor master from Plymouth, a veteran of the Royal Navy and a fellow Nottingham

Forest supporter. We met Mr. Brown several years back when DC United hosted Nottingham for a summer friendly. He enjoyed a couple trips to the United States and my brother enjoyed a vacation hosted by Dave in England. We were instant friends.

On this trip, Dave was serious about really seeing the east coast and spending time with us all.

He wanted to see local baseball games, road trip to DC, Alexandria (Walking Dead fan), Fredericksburg, Wilmington NC, Outer Banks, Charleston, St. Augustine, and Key West. He wanted to drive our roadways, meet lots of people, drink lots of American IPAs, climb lighthouses, catch fish, eat at cookouts, and spend time with good friends. The only thing he wanted to avoid was snakes.

“During my epic journey, I clocked up 7,330 air miles and over 4,000+ miles mainly by car but also by train (VRE) and the occasional UBER,” said Brown. “On numerous occasions, I got asked what your most memorable memory is/ was when I returned home. It’s a question which is/was extremely hard to answer because they ALL were memorable in different ways.

I found America to be a country full of wonderful people, amazing

cities, beautiful natural areas and so much more. Don’t get too down on yourselves America there is much to be proud of.”

Seeing Dave experience many of the people and places I love gave this sometimes jaded American a real boost. The little moments all added up—seeing him catching feisty bluefish, enjoying meals, and watching him stress about the mess of munching peanuts at a baseball game all brought a smile.

We even watched Nottingham Forest’s first win in the Premier League at (9am here) after many seasons in the Champions League— it was all magical.

A few of Dave’s most humorous insights included, “food is expensive here, random characters will buy you a pint of beer and tell you their stories, Americans have a hard time speaking English, beer is expensive, the 4th of July is a great holiday” and apparently, we don’t walk enough.

All political sides provided their cases—Dave took it all in and still liked everyone. He saw our crazy sides, funny names, roadside dining, fist bumping, and insane traffic jams—and he still liked us.

One of my favorite memories was a visit to the British Cemetery in Ocracoke Island—a cemetery

with ties to my family’s history. My grandfather earned the Order of the British Empire in World War II, he was a Naval intelligence officer. He helped establish a small graveyard to bury British casualties from the HMS Bedfordshire. Under a Royal Navy flag is the final resting place of Royal Navy sailors.

Standing there with our friend was a powerful reminder of our nation’s shared sacrifice.

On the day before Dave’s plane departed for England, we shared a great cookout, told epic stories, sang songs, and reflected on the good times we shared. His positive experiences here made me realize we have so many blessings as a country. I was proud of America.

Where else could you combine history, natural wonders, a spaceship in Frisco, NC, minor league baseball and South of the Border? Flipper’s Arcade in Grandy, NC? Pirates? Smallmouth bass?

Early Culpeper and the Minutemen BY

The Virginia House of Burgesses created Culpeper County in 1749, taking it from Orange County. That same year a young but very capable George Washington surveyed the new county and laid out a courthouse complex—that is the jail, stocks, gallows, courthouse and adjacent buildings.

From these humble beginnings, Culpeper gradually increased in size and importance. The French and Indian War taught the locals some hard facts about the British military and the Stamp Act of 1765 impressed them with English haughtiness. Resentment festered and then mushroomed.

By the time of Patrick Henry’s famous “Give me liberty, or give me death” speech in 1775, Virginia had been divided into sixteen districts. Each district was told to form a military unit or militia for self-defense. Some of the militia became known as Minutemen, or men so well trained they could be called into action at a minute’s notice.

In Culpeper, a militia of one hundred men formed and adopted as their banner the image of a coiled rattlesnake above the popular slogan “Don’t Tread on Me.” On one side of the snake was the word “Liberty,” and the other side were the words “Or Death.”

At the top of the banner were the words, “The Culpeper Minutemen.”

A British newspaper explained the symbolism. The rattlesnake was found only in America, never struck without warning, had no eyelids so never slept, and never abandoned a fight it started. Lord Dunmore, the British governor of Virginia, was destined to meet the Culpeper Minute Men up close and personal.

Dunmore had seized Williamsburg’s stockpile of gunpowder in April 1775, thinking to end all talk of independence. He only succeeded in incensing the townspeople. Dunmore then fled the Governor’s mansion, dissolved the Virginia legislature and declared martial law.

From his new headquarters aboard a British frigate, he offered freedom to any of Virginia’s 80,000 enslaved African-Americans who would fight with him. Less than 1,000 took the offer. Dunmore picked 300 to form his “Ethiopian Regiment” and headed south to Norfolk, the largest shipyard in America. He hoped to make Norfolk the base of operations for the British navy, which would close Chesapeake Bay to the knownothing rebels and end their talk of independence.

Culpeper Minute Men also headed south, gathering recruits as they went. They ultimately joined other Virginia militia and built a fortification at Great Bridge, a choke point in the Elizabeth River.

Dunmore defended his position from a nearby stockade.

Lieutenant Colonel Edward Stevens was in charge of a battalion of Culpeper riflemen who picked off the Redcoats like they were squirrels or possums.

Dunmore finally had to admit

defeat, counting 100 dead and wounded. Only one American was injured.

Dunmore’s defeat and final retreat to England meant Virginia was free of an organized British presence for the next five years.

This gave Washington the freedom to move men and supplies north and south without interruption.

Many historians call the Battle of Great Bridge one of the turning points of the American Revolution.

Lieutenant Colonel Stevens, and the Culpeper Minute Men were an important part of that victory.

Boosalis said developing the site plan will take anywhere from three to five years with construction starting after that. The development will still have to go through the process of getting permits from the county.

The owners want to work with the cur-

rent tenants to see if they want to lease space in the new development or another shopping center the company owns, Boosalis said.

Grace Street Properties plans to build 2 million square feet for a mixed-used development, which will include retail space for lease. The developer wants to work with the county to consider a pedestrian bridge from the development to the VRE and Amtrak station across U.S. 1.

Culpeper block party, BBQ competition returns Culpeper Renaissance Inc. (CRI) will again host the Hop N’ Hog Block Party & BBQ Competition this year.

The party will commence at noon on Sept. 25 at the Depot in downtown Culpeper. It will conclude at 5 p.m.

Attendees will be able to enjoy live music, local and regional BBQ, local breweries, craft beers, Virginia cider, wines, adult lawn games (with prizes!) and a kid’s corner.

Setting the vibe for the Culpeper Block Party and BBQ Competition, Mark Vollten & The Scenic Roots will open the show with their folk, rock and reggae inspired originals. Taking the stage at 2:30pm, Keeton, will deliver the 90s’ rock and alternative hits.

In addition to the musical line-up, Hop N’ Hog will have an adult game area featuring cornhole and ladder

toss, with exciting prizes. Children and adults can also enjoy complimentary face painting by Sandy’s Face Painting, caricature artist Daniel Ryman, a mobile silks unit courtesy of State Climb, ax throwing and more.

The block party will feature five local BBQ pitmasters. The judging panel will even include a Kansas City Barbecue Society (KCBS) Judge. Come help pick the Battlefield Auto “People’s Choice” winner while enjoying samples from each of the BBQ entries for only $2 per tasting sample.

This year’s BBQ competitors include Burnt Ends BBQ, Humble Soul BBQ, Uncle Bob & Sweet T’s BBQ, Uncle Elders BBQ and Native Shire BBQ. Some of Culpeper’s favorite breweries spending the afternoon in down-
