PD CTIS team maps Service members’ final resting places

By John Higgins PEO IEW&S Public Affairs In 2011, Arlington National Cemetery, ANC, approached the Army Corps of Engineers Army Geospatial Center for help in identifying ways to collect, manage and create work flows for cemetery terrain data.

The initial goal was to streamline and modernize the cemetery’s overall operations and accountability and audit processes. AGC’s technical and subject-matter experts assessed the complex and the cemetery’s processes used to coordinate dozens of daily funerals, upkeep more than 624 acres with hundreds of thousands of gravesites, and the associated daily maintenance of extensive records for each person interred within its borders.

The geospatial center and the cemetery collaborated and completed a massive project which used multiple terrain-mapping technologies and personnel, creating GPS coordinates for each headstone, memorial, and monument with an estimated accuracy of 10 centimeters, or nearly 4 inches.

The teams gathered vast amounts of data and are working with Geospatial Information & Services to bring pin-point accuracy to a GPSenabled map of Arlington. This effort to gather information includes geolocated photographs of the front and back of each headstone. Before this project, there was no way for the general public to directly find a specific headstone. Doing so often required extensive research by Arlington personnel.

Another benefit was it changed the way the cemetery interacted with its millions of visitors, at the cemetery and with virtual visitors using the ANC Explorer web and mobile applications.

At the cemetery, visitors can access cemetery data, search for loved ones, or find famous gravesites by using the kiosks running the ANC Explorer. Virtual visitors have identical functionality using the program on their home computer or mobile device.

etery is now the global standard for cemetery operations, gravesite accountability and visitor experiences. Due to the success of the ANC project, the American Battle Monuments Commission collaborated with AGC to apply the same data capture and analysis techniques through a pilot program on two ABMC cemeteries, Corozal American Cemetery in Panama City, Panama; and the Normandy American Cemetery in Collevillesur-Mer, France; which combined, will consist of more than 15,000 gravesites allowing the development a database similar to that developed for Arlington.

The geospatial center was chosen

to spearhead this mission due to its experience, in-house terrain expertise, survey knowledge and tool sets.

Product Director Combat Terrain Information Systems, which falls under Project Manager Terrestrial Sensors, a branch of the Program Executive Office, Intelligence, Electronic Warfare and Sensors, fields two programs that military surveyors and terrain managers use.

The mission used a combination of traditional surveying methods and recommended including a Light Detection and Ranging (LiDAR) backpack system. On the most basic level, LiDAR works by sending out a beam of light and measuring the time it takes to return to the sensor. It does this rapidly and with extreme precision.

The team of AGC, PD CTIS and Soldiers from the 512th Engineer Detachment began the overall mission to map and capture detailed data on Corozal and Normandy.

In June, the team spent a week at Corozal and two at Normandy, surveying each headstone and monument, followed by walking tours to capture all terrain and headstone features. Data processing from the two cemeteries is ongoing.

The team captured precise details on the locations of more than 15,000 headstones and terrain features, including roads, sidewalks, trees, curbs, gutters, monuments and other manmade features.

Although the primary mission was to capture interment data, the project will provide data that Arlington Cemetery can use to audit the grounds; update records; and perform construction and grounds maintenance assessments.

Historic village getting energy upgrades Submitted by the Villages at Belvoir Historic Belvoir Village’s 65 homes are adopting 21st-century technology, while saving energy and lowering utility costs. The homes will get new Energy Starcertified Nest Thermostats as part of a larger, ongoing effort to reduce energy consumption throughout the Villages at Belvoir.

Clark Realty Capital, the Army’s partner on the Villages at Belvoir and community developer, began a pilot program two years ago with Google affiliate Nest Labs, Inc., to measure the effects of smart thermostats on residential energy usage.

After testing the Nests in George Washington Village’s 196 homes, the program revealed that smart-thermostat homes saved more than 14 percent on electricity consumption used for cooling and about three percent on gas consumption for heating, yearly.

If the pilot project is expanded to Belvoir’s 2,154 total homes, the annual savings are predicted to reach hundreds of thousands of dollars. These savings enable the partnership to reinvest in additional upgrades and

The Nest Thermostat E learns what temperatures residents prefer and builds a heating and cooling plan around their schedules. The thermostat’s “away” setting complements the military lifestyle, allowing residents to drastically reduce their energy usage, whether on months-long deployment or out of the house for the day.

When paired with the Nest Smartphone app, the thermostat allows residents to monitor and change their home’s temperature from anywhere. Residents can easily set up or modify a schedule for home temperature from either their smartphone or online.

Feedback from GW Village residents has indicated they like the thermostat’s improved aesthetic and user-friendly design.

“The installation of Nest Thermostats is just the first of many exciting Smart Home

initiatives we know will benefit residents at The Villages at Belvoir,” said Eric Caminiti, development associate at Clark Realty Capital.

“From our team’s perspective, the 84-year-old homes don’t represent a challenge, but an opportunity to seamlessly update Belvoir Village for today’s lifestyle.”

Nests have also been installed at each of the six neighborhood centers and the newly renovated Welcome Center.

Belvoir hosts domestic violence kick-off

By Adrienne Anderson Staff writer Belvoir’s Family Advocacy Program kicked off Domestic Violence Awareness Month Monday, at Army Community Service.

“Domestic violence is a serious subject that many of us feel uncomfortable talking about, and hopefully today, I’m expressing my hope and confidence that we can open up,” said Col. Michael Greenberg, Fort Belvoir Garrison commander. “We can break the paradigm, and we can shift and talk about this important subject.”

This month, he said, people reaffirm themselves to helping put an end to the cycle of domestic violence. Providing people with information on healthy relationships and helping change attitudes that support violence, “we recognize that domestic violence can be prevented.”

FAP has made a commitment to helping those who need it, Greenberg said.

DLA wins Commander’s Cup

By Rick Musselman Sports Editor Defense Logistics Agency kept focus sharp and dedication pure throughout Fort Belvoir’s FY18 intramural sports season to claim its first Commander’s Cup victory by a massive margin.

As is the case with most title runs, the Big Four— DLA, Fort Belvoir Community Hospital, Defense Threat Reduction Agency and U.S. Army Legal Services Agency—kicked off 2018 as the undisputed favorites. But as the opening half of the schedule unfolded, some dark horse candidates began emerging as major contenders.

When FBCH secured the champion trophies in flag football and Combatives (the opening two events of the year), it looked like the defending Cup champions were well on their way to claiming a threepeat after taking the FY16 and FY17 titles. But DLA—a unit that has moved steadily up the rankings over the last five years, taking third place in FY16 and runner-up in FY17— continued to prove that consistency remains the name of the game in the big picture. Earning the first-place title in tennis and runner-up trophies in the Army Ten-Miler, Combatives, basketball, Formation Run, bowling, golf and swimming, as well as a thirdplace finish in soccer, the unit planted itself firmly in the driver’s seat for the duration of the race.

The 249th Engineer Battalion, a unit that stands as one of the most dedicated on post in terms of participation numbers and outstanding performances across the spectrum of athletics, kicked off its FY18 campaign with a runner-up trophy in flag football, a string of postseason appearances, and a first-place finish at the cross country run. As such, the 249th stayed in contention.

DTRA, the most successful mission partner on the installation with more Commander’s Cup trophies at its headquarters than any other organization, brought down a firstplace trophy at the swim meet, a runner-up title in volleyball, remained consistent in participation numbers and playoff appearances, and capped

But in the end, no one’s effort could match the hunger demonstrated by DLA this year and the stalwart unit raced into the winner’s circle with nearly 30 points to spare.

249th Engineer Battalion claims cross country title

By Rick Musselman Sports Editor The 249th Engineer Battalion, a unit that has kept the afterburners engaged throughout the 2018 intramural sports season, claimed victory in the season-closing crosscountry run, Sept. 26 at the Fort Belvoir Golf Club, downing Defense Threat Reduction Agency by 9 points in overall times. The win also earned the unit enough points to earn the runner-up title in the overall Commander’s Cup title race behind Cup champion, DLA. Jean Archer led the Engineers’ drive to the winner’s circle by turning in the first-place finish in the women’s overall division, with a time of 22:09.

In the men’s overall division, Norman Mininger, competing for the U.S. Army Legal Services Agency, earned the first-place distinction with a time of 18:40—one of the fastest in recent memory.

October is Breast Cancer Awareness Month. MWR and Fort Belvoir Community Hospital invite the Belvoir community to a 5K, Oct. 20 to raise awareness

civilians, retirees, and family members.

The race starts at 9 a.m. and ends with an awards ceremony at about 10:30 a.m., at 14th Street and Middleton Road.
