transfer incoming Washington-Lee High School students to either Yorktown or Wakefield high schools at the rate of 100 per year for the next four years. The plan is designed to even out enrollment among Arlington’s three primary high schools.
What is shaping up to be a potentially bruising battle over imposition of a local historic district in Westover will hit high gear before the end of the year. The Historic Affairs and Landmark Review Board (HALRB) has slated a Nov. 30 meeting to address a petition seeking to have the Arlington neighborhood incorporated into a district that would regulate exterior changes to properties and – some activists hope – will stem the demolition of marketrate affordable housing. The HALRB meeting will include public comment and is likely to result in an initial determination whether the proposed district meets state requirements for historic status. But the final decision on whether it becomes an historic district will rest with County Board members, who seem to be eyeing the entire matter warily. Why? Because while some housing advocates are pressing for creation of an historic district, owners of single-family homes and businesses in the corridor are pushing back against the prospect of an additional layer of government regulation of their properties. And it’s the latter group that may have the upper hand going forward. “I would expect we would give great weight” to the opinion of property owners, said John Vihstadt, a County Board member and resident of Westover, which straddles Washington Boulevard in the western end of the county.
